Kitimat camp, hotel project hits hurdles By Cameron Orr

KITIMAT - The Crossroads, a proposed hotel and camp development project, hasn’t progressed as quickly as the proponents may have had hoped, due to a number of logistical hurdles. They’re making head roads, but at the same time are looking for a softer approach from Kitimat Council as far as certain fees and obligations go. Namely, the company behind the proposal, Bryton Group, want a reduced density bonus which currently has them paying $500 per bed to an affordable housing fund, similar to what is in place for PTI Group, for each bed in their camp.

Secondly, they feel they should be exempt from the Pollution Control Centre charge of $300 per bed. “One of the primary issues with the density bonuses and the sewer charges is the impact of cost on development, and in part the current lack of clarity over the density bonuses...it’s a very unclear process,” said Scott Bilbrough from Opus DaytonKnight Consultants, who was with Bryton Group Principal Stuart Ramsey at the March 31 council meeting. He sees the density bonuses as an offset for building in high density zones, however the Crossroads would not be building in a high density area, and as well they would be building a very long connection to the

sewer system and bringing infrastructure to the site. He called it an “apples to oranges” comparison for other developments. Staffers say the density bonuses are consistent with policy. “Administration suggests a level playing field is fair to all businesses operating accommodation facilities,” they wrote to council in their report. As for the pollution control staff also didn’t see eye to eye with the developer, saying the company has characterized the pollution control centre charge as a “connection fee” but they explain that it’s actually towards the cost of processing sewage, not connecting the infrastructure. Therefore just because they’re building a long extension

to the sewer system shouldn’t exempt them from paying the fees. These issues were brought up during the public hearing portion of the zoning bylaw being proposed for the development. The only other matter left to consider is traffic, and the District of Kitimat only recently received a traffic impact assessment. Staff were going to take the report to the Traffic Committee for comment, and the public hearing for the Crossroads was expected to be continued at a later time once the new information was available. Staff note that support for the hotel portion of the development seems high, while support for the proposed 1,000 bed camp does not see as much support.

Woman, son found dead in home By Shaun Thomas

PRINCE RUPERT - The events that led to the discovery of a woman and her teenage son on Prince Rupert’s east side remain unclear as RCMP continue their investigation. RCMP were called to a home on the corner of 6th Ave. East and Ebert Street at approximately 5:30 p.m. on April 3 after being requested to check on those inside. Upon arrival, officers discovered the bodies inside. Although members of the North District Major Crime Unit was called in to assist Prince the Rupert General Investigation Section, Const. Matt Ericson was unable to provide details on the situation.

“At this stage of the investigation it is far too early to speculate as to the circumstances that led to the deaths of these two people,” he said, noting details on the two individuals or the circumstances in which they were located are not being released due to the early stages of the investigation. “We are, however, confident in stating that this is an isolated incident and there is no risk to the members of the community. Our sincere condolences go out to the family and friends affected by this tragic event.” While the names of the deceased are not being released, with Const. Ericson saying the name of the son is unlikely to be released as he is a youth, those familiar with the family are beginning to step forward with details.

One of the woman’s coworkers in the International Longshore Worker’s Union told the Northern View that the bodies were those of a single mother and her 15-yearold son. Prince Rupert School District Superintendent Sandra Jones also confirmed that staff at the teen’s school were told to prepare to assist his classmates in any way necessary. “We have put into effect a critical incident response plan. Our staff and district counselling staff were called in to deal with the situation as it unfolds at the school,” she said. PRINCE RUPERT - The Fraser Institute released its rankings for B.C. secondary schools on April 8, with Charles Hays Secondary School ranking in the bottom 30 of high schools in the province. The school was ranked 266th out of 293 schools included in the report, which is better than the five-year average ranking of 257th out of 262 schools. Despite the low ranking, the report from the Fraser Institute does show improvement in some of the criteria areas. For the 2013 school year, the average provincial exam mark for students in Grade 10, 11 and 12 reached a five-year high of 63.6 per cent while the percentage of provincial exams failed reached a five-year low of 18.3 per cent. Also reaching a five-year low was the average difference between the mark given by the province and the school on provincial exams at

just 3.9 per cent from a five-year high of 9.8 per cent. The graduation rate at Charles Hays Secondary in 2013 was 94 per cent, down from 95.5 per cent the previous year while the delayed advancement rate, which looks at the per cent of Grade 10 students who will not complete grade 12 within three years, was 39.9 per cent, up from 37.5 per cent the previous year. Overall, Charles Hays Secondary School was given a score of 3.7 out of 10 compared to 4.1 out of 10 last year. The only other North Coast school to be included in the rankings was Queen Charlotte Secondary School, which was ranked 53rd out of the 293 schools included in the rankings. In Queen Charlotte, the average provincial exam mark was 70.3 per cent, the per cent of provincial exams failed was 6.7 per cent, the graduation rate was 100 per cent and the delayed advancement rate was 3.4 per cent.

NEW HAZELTON New Hazelton RCMP responded to 76 calls from March 27 to April 2. March 27 - At 6:30 am, RCMP responded to a fire at the Kispiox gas bar. The store was found engulfed in flames. Police and fire investigators have determined that the fire was suspicious in nature and are seeking tips from the public. March 29 - At 9:44 am, police responded to a complaint of a shoplifter at the 28 Inn Cold Beer and Wine. A large bottle of tequila had been stolen. Later in the day, police located the suspect and recovered the stolen bottle. Charges are pending. March 29 - At 10 pm, RCMP received a complaint of a break and enter at the riverboat in Hazelton. An off duty fire fighter caught a youth attempting to flee with property from the business. The business suffered damage during the break-in. The suspect was taken into custody and charges are pending. March 30 - At 10 pm, police attended a structure fire near Ellsworth Rd in Kitwanga. Sid Edenshaw to be lone inductee into All Native hall of fame By Shaun Thomas THE NORTHERN CONNECTOR

PRINCE RUPERT - He is unquestionably the most decorated athlete in the rich 55-year history of the All Native Basketball Tournament and in 2015 Sid Edenshaw will be the lone inductee into the All Native Basketball Tournament Hall of Fame. “He is, in our minds, the greatest player to ever compete in the tournament and this is something that is long overdue,” said All Native Basketball Tournament president Peter Haugan, who added the decision to induct Edenshaw alone was unani-

mous among the board. The induction comes 30 years after Edenshaw won his first Most Valuable Player award and he has been a dominant force in the game ever since. The statistics truly speak for themselves: Edenshaw has been a part of approximately 20 championship teams in three different decades and he has been named MVP a record seven times in three different divisions, being named Intermediate MVP in 1984, Senior MVP in 1985,

1988, 1989, 1994 and 1998 and taking the honour in the Masters Division in 2005. TERRACE - The Royal Canadian Legion in BC/Yukon is involved in a program whereby Veterans suffering from Post Traumatic Stress Disorder (PTSD) can be partnered with specially trained dogs that assist them with daily jobs and activities, and more importantly, these dogs provide the Veteran with emotional support. Just a few of the things these dogs are trained for are: Assisting the Veteran to find exits, Alerting outside help during a crisis, Waking Veterans from night terrors, Rousing the Veteran from

fear paralysis, And many, many more tasks. The dogs can also be trained to assist Veterans with reduced mobility and other medical conditions. This training costs $10,000 a year for each dog and the Legion is planning on training 10 dogs in 2014. For training and delivery of this program, the Legion works with Courageous Companions, an organization that trains PTSD Service Dogs. All expenses for adoption, one-on-one training, vet check ups, even food if necessary, are free to a Veteran who is suffering from Clinically Diagnosed PTSD. NORTHWEST TRANSMISSION LINE Snowmobiler and Winter Recreation Users Public Safety Notice Snowmobilers and winter recreationalists (cross country skiers, snow shoers, etc.) should be aware that the Northwest Transmission Line (NTL) is under construction, and the NTL right-of-way remains a construction zone with restricted access. This is required to avoid safety risks associated with such things as unmarked guy lines, construction materials and other potential hazards along the right-of-way, as well as for public and worker safety as construction activities continue. In particular, over the past year many of the transmission structures for the NTL project have been installed. Most of these structures are supported by currently unmarked guy lines which can be very difficult to see against a snow background. Please avoid using the right-of-way for your activities. If you are in the area, take extra care when travelling in the vicinity of the transmission structures. Family refutes findings of Brooks’ autopsy By Martina Perry THE NORTHERN CONNECTOR

PRINCE RUPERT - The family of Justin Brooks, the 21-year-old male who was discovered deceased at the Rotary Waterfront Park in March 2013, recently received the autopsy into the young man’s death. Brooks’ mother, Cheryl Ryan, said the autopsy came to the same conclusion Prince Rupert RCMP did — Brooks drowned on that cold, early March morning. A BC Coroner’s Service spokesperson said the autopsy could not be released to the Northern View for privacy reasons, but the Province newspaper released an article on the subject last week that states “Coroner Joy Sundin rule Brooks ... died accidentally from drowning and said acute alcohol intoxication was a factor in his death”. “I don’t believe it was an accident, suicide or a slip and fall,” said Ryan. “I keep going through the autopsy report. It’s bothering me.” Brooks passed away between 3 a.m. and 5 a.m. on March 4. Prince Rupert RCMP ruled out foul play last April, which sparked a complaint from Brooks’ family, who claim RCMP told them Brooks was beaten up by a group of young people shortly before his passing. “The autopsy says he has head injuries, bruises and scratches on his head, torso, face and legs. Everywhere,” said Ryan. “It said they couldn’t determine if it was from a slip and fall or from the beating. But I can tell you what I saw when we saw him in the casket. It was from the beating. They can’t tell me anything different. I’ve had this feeling since the beginning. Someone had to have put him in the water ... we’re not done. We’re still raising money to keep the investigators going ... we know more than what we got out of the RCMP [because of the investigators].” Ryan claims when the two private investigators went to the Prince Rupert RCMP detachment for the case files and information, they were refused. She said she then signed an authorization for communication so private investigators could access RCMP files on the investigation. But Const. Matt Ericson, spokesperson for the

Prince Rupert RCMP, said this is standard practice for RCMP. “The process is that anybody who wants information has to go through our access to Freedom of Information and Privacy, which goes through Ottawa through an application process,” he said. Ryan told the Northern View that Prince Rupert RCMP claim Brooks had a knife on him the night he died, something she hadn’t told media previously. “When we went to the cop shop to pick up his wallet on March 7, they tried to give us a knife with his stuff,” she said, adding the private investigators informed the family Cheryl Ryan the individuals who allegedly beat up Brooks prior to his passing all had different descriptions of the knife he was said to be carrying. “This leads me to believe that there wasn’t a knife.” Ryan believes her son’s investigation follows the pattern of the deaths of other young aboriginal Rupertites, including 16-year-old Emmalee McLean and 13-year-old Kayla Rose McKay who were both found deceased in or around water. “It’s just like the other cases at the waterfront. It’s easier to say it was an accident, slip and fall or suicide than actually getting to the bottom of it,” she said. “But it’s just going to make us push harder.”

KITIMAT - In a grassy courtyard in the centre of Mount Elizabeth Middle Secondary School, Nathan Wilson is methodically chipping and sawing away at what will eventually be the school’s totem pole. The Haisla carver began work on the project on February 11, on a snowy day where he and the artist hired by him fought the snow to cut the school’s log into the proper size, and do the needed measurements to get to work. “This is my very first pole,” he said. “It’s been quite an experience so far. Pretty stoked on it.” While it may be his first totem pole, Wilson, 28, has been wood carving for years and is a graduate

of the Frieda Diesing art school in Terrace. He has carvers blood in him too. Sockeye overfishing a concern By Martina Perry

PRINCE RUPERT Proposed changes to the sockeye salmon allocation are raising concerns from Skeena — Bulkey Valley MP Nathan Cullen and Skeena River watershed conservation groups. The Department of Fisheries and Oceans (DFO) included a proposal to increase the harvest rates on smaller and larger runs in this year’s sockeye salmon Integrated Fisheries Management Plan, which opponents say would result in overfishing of endangered sockeye populations and would have serious impacts to other salmon species caught as “bycatch”. Greg Knox, executive director of the SkeenaWild Conservation Trust, said there are 30 genetically distinct sockeye populations in the Skeena River watershed and the commercial fishery is focused on the two artificially enhanced population at the expense of the 28 wild ones.

Sockeye overfishing is a concern for conservation groups. “DFO argues they only intend to increase harvest rates in years where there are above average sockeye returns. But large returns are the result of the large numbers of sockeye returning to the two enhancement facilities. It ignores the impact such harvests will have on wild populations important to First Nations and the Skeena ecosystem,” he said. Mel Kotyk, DFO area director for the North Coast, said the DFO was collecting input on the idea and it wasn’t all negative. “What we’re proposing is a slight change ... that will be a little less conservative at the low run sizes. But once

we get up into the [larger range] ... we’ll have a number that’s a lot higher,” he said. “We’re getting diverse views on what it should be ... we’re getting an equal amount of comments saying that what’s being proposed is too conservative and that we should take a more assertive approach. Aging drivers worry the public By Sasha Perrin THE NORTHERN CONNECTOR

BURNABY - With the BC Stats agency projecting the number of seniors to rise by nearly 30 per cent over the next few decades, the British Columbia Automobile Association’s (BCAA) new Senior Driver Survey shows that British Columbians are worried about the safety of aging drivers in their lives and struggling to have those challenging conversations. To help, BCAA introduces its Senior Driver Toolkit, an online resource to keep senior drivers safe on the road. The survey, conducted recently by Insights West, reveals that 72 per cent of British Columbians are concerned about the safety of senior drivers. Most alarmingly, many respondents, who have a mature driver in their lives, feel anxious whenever their loved one gets behind the wheel (32%) and feel powerless about how to keep their aging driver safe on the road (38%). “People are worried each time their aging loved one gets into the car to drive but, they don’t know what to do,” says Mark Donnelly, BCAA director of Communication and Community Impact. “The good news is that everyone cares about road

safety.” “They just don’t know how to begin the conversation. This is an important issue and will become even more important as more drivers age in this province. BCAA wants to help,” he said. While most British Columbians (69%) feel road safety would improve if families and their senior driver discussed safe driving, 63 per cent have not talked to an aging family member about their driving. Nearly half of those respondents (41%) don’t know how to approach their loved one to have that conversation. BCAA’s new web tool, located at bcaa.com/senior-

drivers, is easy for anyone to use. The website incorporates information from the Canadian Medical Association’s Driver’s Guide and Canadian Association of Occupational Therapists. The toolkit provides families with advice, a conversation guide and a video that helps them in their discussions. The web tool provides senior drivers with easy to follow assessment tools which will show areas of improvement, interactive infographics that help users understand the common physical changes that affect driving, and videos with tips on how to manage challenging driving conditions.

PRINCE RUPERT - Aside from Prince George and Fort St. John, more single family homes were sold in Prince Rupert than any other community in Northern B.C. during the first three months of 2014. Numbers released by the Northern B.C. Real Estate Board show there were 56 homes sold in the city during the first quarter of the year, up from 48 last year and 21 the year before. The next nearest town was neighbouring Terrace, which had 43 homes sold. Along with an increase in the number of homes sold, the average selling price hit a three-year high of $190,461. However, that average selling price is still well below Kitimat, Terrace and Smithers at $321,786, $294,067 and $237,652 respectively. Keith Lambourne of Royal LePage said the year so far has been very busy and at least one sector of the market is certainly a seller’s market. “Between $150,000 and $225,000 there is a lot of demand but not a lot of supply ... it is very popular at the moment,” he said, noting he anticipates even stronger growth in the next nine months. “I predict by the end of 2014 there will be nothing left on the market under $100,000. All of the activity we are seeing is being driven by the hope and expectation of LNG development. Once we get a positive announcement at the end of the year, I think we will be seeing Kitimat-level activity,” he said, with the average selling price in Kitimat increasing by $151,683 in the past two years. In total, 83 properties of all types sold during the past three months compared to 66 properties sold in the first quarter of 2013. However, the $18 million in total value was only slightly above the $17.7 million in total value sold last year. As of March 31, there were 177 properties on the market through the Multiple Listing Service, a drop of 43 from the end of last March.

Realty sales rise in Rupert

PRINCE RUPERT - Carol Young-Bagshaw kept the number from the Royal Canadian Mint when they came calling about a carved piece she had designed called The Matriarch Moon Mask. “I thought it might have been a prank call,” said YoungBagshaw. But it was the real deal seeking the heralded artist’s carving, which the Mint has used as one of its designs in a new wave of collector’s coins. Young-Bagshaw’s mask is featured alongside other representative designs inspired by Pope John Paul II, the 2014 FIFA World Cup and the 100th anniversary of the Royal Ontario Museum.

The coin has two different versions including a $25.00 silver coin with a $150 purchase price and a pure gold coin. Young-Bagshaw’s mask design is just one of the Haida artist’s many creations to be bought and displayed in North America. The Burke Museum in Seattle has one of the artist’s pieces on display as well. Young-Bagshaw has only been carving masks for a relatively short time compared to other projects she’s been involved with. “I started with miniature dolls,” explained Young-Bagshaw. “(Carving masks) has mostly been within the last four years.” She started the first designs for Matriarch Moon Mask

about six years ago. The mask is part of a line of creations designed to pay homage to Aboriginal women, who YoungBagshaw says have found themselves in a tough situation ever since first contact with the Europeans. “When the Europeans came, a lot of things changed,” said the artist. “The women lost the respect that they had gained over hundreds of years.” Young-Bagshaw said she dedicates the mask to all women everywhere to help them “find their voice”. The Rupertite has made a living selling her pieces, which often sell for a couple thousand dollars each. “I’m working on three (pieces) right now,” she said.

“I usually have two or three going on at once.” The artist is preparing to move to Kelowna for six months, where she’ll see four of her grandchildren. She also has a large presence online as she’s developed her own website and frequently sells using the auction site eBay. Her inspiration and mentor for much of her work is the renowned Dempsey Bob, the Northwest B.C. native of Tahltan and Tlingit descent who carves alder, cedar and ,recently, bronze. The Mint has also released a coin design from Métis artist Nathalie Bertin. The previous silver ultra-high relief coin released by the Mint sold out.

PRINCE RUPERT - The clouds and mist were blocking the starlight on Saturday night in Prince Rupert, but there were plenty of stars at the Prince Rupert Skating Club’s year-end gala at the Jim Ciccone Civic Centre. As the club took to the ice for their season wrap-up performance, with many of members publicly skating solo for the first time ever, the lights were dimmed and the spotlights blared with the club’s theme, “As we Dance Among the Stars”, prevalent in the rafters. “There’s no technical base here,” said head coach Sheri Pringle. “We’re just really focused on getting the performance out.” Skaters ranging in age from three to 16 put on a show under the dark beams of the arena, with full costume and makeup. The two-hour show saw an ecletic mix of performance style and music genre which ranged from classical to jazz to country music.

Snowboarding Northwest curlers take film festival goes beyond on Terrace TERRACE - Northwest curlers descended on Terrace March 28 – 30 for the 59th Loggers Bonspiel, Terrace’s largest curling event of the season. The Johnny Williams Memorial A event trophy, sponsored by Remax Coast Mountains, was won by the Vanderstar Team from Smithers – skip Ron Vanderstar, third Adam Harnett, second Len Vanderstar, and lead Al Wiensczyk. They beat team Kennedy for the trophy. John Evans of Terrace, with skip John Evans, third Andrew Simpson, second Brent Rodgers, and lead Gordie Olsen, beat team Rauter from Terrace to win the Bear Creek Contracting B event. Michael Dahms of Prince George beat team Illing from Kitimat in the Spring Creek Aggregates C event – skip Michael Dahms, third Chris Calder, second JT Blanchet, and lead Matt Gyorfi. The Hawkair D event was won by Les Kutenics of Terrace – skip Les Kutenics, third Jules Lafrance, second Aaron Budden, and lead Clinton Budden. They beat Morgan from Kitimat. The boat races at the mugup was won by skip Chad Sallenback, third Warren Copeland, second Shane Dejong, and lead Dave Reniero from Terrace. And John Kennedy won the Totem Ford Hot Shot Challenge. It was a great bonspiel that all the volunteers made a huge success. Next year’s 60th annual should bring 48 teams to Terrace.

TERRACE - A group of snowboarders and filmmakers touring the northwest in a school bus that runs on vegetable oil will be showing their films April 16 in Terrace. Beyond Boarding, a group which bills the event as “from Patagonia to the Sacred Headwaters, bridging the gap between snowboarding and activism” will be screening two documentaries Northern Grease and Belén - at the Elephant’s Ear Bistro. Belén, from 2012, tells the story of Canadian snowboarders Tamo Campos and Dave MacKinnon traveling through South America, working with local development organizations in impoverished communities and snowboarding volcano craters in Patagonia. While Northern Grease, filmed in 2013, follows the group around northern B.C. in their veggie oil powered school bus in an attempt to learn about resource extraction and the people those projects affect. “The Beyond Boarding’s Winter 2014 Film Tour aims to generate financial support for the education of impoverished children in Peru and to encourage response to environmental issues in British Columbia,” reads the event invite. Beyond Boarding describes itself as “an organization dedicated to spreading interest in humanitarian and environmental work within the snowboarding community.” More information can be found at http://www.beyondboarding.org.

Emily Hartling completed a moving rendition of Taylor Swift’s Safe and Sound, dressed in heavyhearted black. The song’s origin

Her song, Explosion, quickly found the crowd’s applause. After the intermission, Jessica Slocombe skated an inspired classical solo and Brianna Hagen rocked out to Black Betty in reflective shorts McNabb and Ward teamed up to skate a duet with country artist Luke Bryan’s Country Girl and Cassandra Groves skated to an instrumental version of Katy Perry’s Firework. Emily Horne led a spirited group skate to Show Me How You Burlesque in oldfashioned getup appropriate for the song’s name. “We’ve got a couple where it’s their first time doing a solo so that’s definitely a nerve-wracking experience,” said Pringle before the show. “But other than that the kids are pumped. They’re ready to do it.”

TERRACE - Terrace’s Cam Hundal will be staying in Victoria, signing on with the Victoria Highlanders FC for the 2014 Premier Development League season after three successful years with the University of Victoria Vikes. He finished his third year of eligibility with the Vikes in a tie as the teams leading goal scorer, and posted 13 points (11 goals, 2 assists) in 14 regular season games over the 2013 season. And he has also spent several years as a member of the Vancouver Whitecaps prospect and U-23 programs. The season kicks off May 4.
