His proposal was to take the $3.4 million sewer grant from the province and put it in a reserve account for individual homeowners to access should their septic systems fail. That suggestion, however, was quickly quashed when Strathcona Regional District CAO Russ Hotsenpiller said that would “not (be allowed) as I understand the grant process.” After hearing from Zuke, Area D Director Brenda Leigh urged the city to get on with the referendum to determine once and for all whether Area D residents wish to join the city. “We have a report from our consultants Circle Square showing that the Campbell River

boundary extension proposal will be costly for all electoral areas of our regional district as well as taxpayers in Area D and Campbell River,” Leigh said. “I believe that it is now time to advise the CAO of Campbell River of these impacts and proceed to referendum.” Director and city councillor Claire Moglove agreed. “I think it’s time to send this report to Campbell River and get on with the referendum,” said Moglove. City council, at its Tuesday evening meeting after the Mirror went to press, was expected to make a decision on whether or not to proceed with submitting its final amalgamation application to the province.

If 51 per cent of affected residents vote in favour of joining the city, each property owner will be expected to pay $9,300, as well as a $1,800 connection fee. A third cost, to connect homes to the sewer line, will vary from property to property. According to the Circle Square consultants report, if the northern portion of Area D joins the city, the remaining residents will be on the hook for an extra $34 annually in taxes while Area A could see an increase of $5.90 and Area B (Cortes Island) and Area C (Quadra Island) could face $10.52 and $9.58 tax increases respectively. City manager Andy Laidlaw said Campbell River will work

with the regional district on mitigating the impacts to Area D which are beyond the threshold for provincial assistance. “What we’ve determined is the amount of mitigation isn’t a huge amount,” Laidlaw said. “The impacts appear to be quite manageable.” Leigh, meanwhile, is confident the referendum will not pass and wants to look elsewhere for waste services. “Once the referendum is dealt with, I am hopeful that Area D will be able to redeploy available finances to focus on more practical, innovative and smaller-scale options for onsite wastewater systems that will better suit the needs of Area D taxpayers,” Leigh said.

The public backlash against BC Ferries and the provincial government may just be getting started. While BC Ferries has not publicly confirmed it, there’s speculation that the night watchman position is the next to go in the corporation’s effort to save millions of dollars. Director Jim Abram, who sits on a ferries board of regional district coastal chairs, found out last month that BC Ferries has been considering eliminating the night watchman, who provides overnight security at the ferry terminal.

But more than that, the night watchman is the required third crew member on a call-out – a sailing after hours in the event of a medical emergency. “I was livid,” Abram said upon hearing the news. Paul Ryan, chair of the Campbell River/Cortes/ Quadra ferry advisory committee, told more than 60 people gathered at the Quadra Community Centre last Wednesday that he approached BC Ferries about the night watchman and was told a decision would be coming in the next few weeks. “They told me that cancelling this position is part of the $14 million savings the province mandated BC Ferries to put into effect,” Ryan said. “I was told the senior people in BC Ferries were meeting, I was told last Thursday (April 3) – and they were going

to reverse their position on the night watchman. So stand by. I can guarantee you it will be a huge fight if they do cut the position.” If the night watchman is eliminated, BC Ferries plans to put up fencing and CCTV cameras for security. But the impacts are more far-reaching. “When they do a call out, he’s part of the crew,” Ryan said. “If he’s not there they have to find someone else and that’s problematic because not all the crew live on Quadra, some live in Campbell River. Two people work on the vessel at night – one is the watchman.” That type of delay could be critical for someone suffering from a medical emergency. One Quadra Island resident, who spoke passionately about the night watchman during last week’s community ferries

meeting, said time could mean the cost of a life. “This is very personal for me,” said the choked up mother. “I have a child that’s living because I could get on the ferry.” If there is no ferry, the alternative is the coast guard. But the Cape Palmerston is small and family members are not typically allowed to ride with the patient. There’s also the issue of a time delay in calling the coast guard over to the Quadra Island terminal. Director Abram said if BC Ferries goes through with eliminating the night watchman position, the first incident will be on the ferry corporation’s hands. “You’re going to be responsible,” Abram said. “You, the BC Ferries Corporation and the government, will be responsible for the first issue we have transporting someone.”

of business B&Es from 36 to 40, in comparison to 2012 numbers. There were also significant drops in traffic accidents. In 2012, there were 102 collisions investigated compared to 89 last year. Injury accidents also fell from 101 to 87, however, there were two

traffic fatalities in 2013 compared to the previous year. Liquor-related offences were down slightly from 797 to 749, but there was a large spike in drug offences from 282 to 331, an increase of more than 17 per cent. In total, there was a 3.5 per cent drop in total calls for service

Port Alberni. A planning committee, which is working on the bid, is looking for financial support from the Strathcona Gardens C ommission w hich operates the recreation complex. The committee wants each community to pitch in a grant of $2,500 for each game hosted as well as a guarantee against an event operating deficit of up to $1,500 per game. “The Vancouver Island Sport Tourism council therefore requests the Strathcona Gardens Commission contribute a $5,000 grant, and an

event guarantee up to $3,000, for a bid for the 2016 Female Under 18 National Hockey Championship,” wrote Strathcona Gardens staff Yves Bienvenu and Susan Bullock in a joint letter to the commission. The Vancouver Island Sport Tourism Council, which is working on the tournament bid, was created three years ago in recognition that smaller mid-Vancouver Island communities may have a hard time attracting national or international events on their own, but may be more successful as a group of communi-

ties. Bienvenu and Bullock said that the council has met with national sporting organizations over the course of two years to determine which event would be most suitable for the mid Island. “ The council has determined that a bid for the Female Under 18 National Hockey Championships is a great opportunity for mid Vancouver Island communities,” Bienvenu and Bullock wrote. “The event features 18 games over five days, with the gold medal game televised on TSN.

Campbell River Crime Stoppers has a warning for the Strathcona Regional District. It’s going to be wanting some money. Members presented the regional board last Thursday with a yearly round-up of its activities and accomplishments and at the end of the presentation promised they would return with a funding request. “We’ll be asking the regional district for money in the fall to start a (regional) program,” said Rob Harris, president of Campbell River Crime Stoppers. “Our thought pattern is a $10,000 investment to get the program started.” Pat Patterson, the coordinator and only paid member of Crime Stop-

pers, hinted a few weeks ago that the organization would be looking for money from the regional district. Patterson made a similar presentation to city council and said he would love to see the regional district chip in some funding as the program covers not just Campbell River but the entire Strathcona Regional District as well as the Regional District of Mt. Waddington (North Island). Since the city of Campbell River pays for Patterson’s co-ordinator position, he is based out of the Campbell River RCMP detachment, making it impossible for him to travel to the outlying areas to follow up on tips and subsequent criminal investigations. No escaping need for critical thinking If there is an emerging theme to the 2010s, it is that many basic assumptions – no matter how cherished or long-held – are no longer enough to support our decision-making. The downside of the information explosion of the past few decades has been information overload – and this has not been ignored by those, whatever their political stripe, who have motives to coax us in one direction or another. Pseudo-facts can be cobbled from elements of the truth

and tailored to fit all our pre-existing assumptions, and the combined result can be promulgated endlessly across the Internet, not just in a matter of hours, but in seconds. Instead of some basic, underlying incontrovertible truth (which is possibly our most dangerous assumption), we are too often left only with an impression of the truth, geared to our emotions and fueled by millions of lobbying dollars. Our responsibility, no matter how we wish to shirk it, is to stay informed and examine, critically, evidence from all sides of the issues. – Black Press

Food Bank says thanks

Once again the Campbell River and District Food Bank wishes to express our appreciation and thanks for the generosity of the community of Campbell River. For the past year we have been searching for a new vehicle for our food pick-ups from local business. Our old truck was ending its useful life and unfortunately it ended before we acquired a new vehicle. Our back-up truck, donated to us a few years ago, was pressed into use as often as the regular truck and even though it’s a bit shakey, we have been using it steadily over the last month. An emergency request was placed with Daybreak Rotary and they quickly came to our rescue. We now have a primary vehicle, and, almost simultaneously, a second vehicle has been donated. Both are reliable transportation for us and everyone’s blood pressure has returned to normal. Our heartfelt thanks go to the following who worked diligently to make this happen: Daybreak Rotary, especially Don Huestis, Jim Voth and Orla Jensen; Tyee Chevrolet, especially Tim Fluter who worked tirelessly on this Quality Designs, who are making the advertising signage; Plastics Plus, who are providing the plastic floor base for the van; you, the citizens of Campbell River who buy the Ducks, which permit Rotarians to provide the community service that they do; Cathy & Jim Voth, who have most generously donated the second vehicle to us; finally, Debbie and George, our front line folks at the Food Bank who demonstrated the ultimate in patience and who, I’m sure, doubted it would ever happen. B.C. farmland fight sheds little light

Detailed debate on changes to the Agricultural Land Commission got underway in the legislature last week, while protesters played to urban voters outside. A couple of West Kootenay NDP supporters brought a basket of homegrown veggies down to help East Kootenay MLA Bill Bennett get through the winter on a 100-mile diet. A group of mostly UBC scientists wrote to Premier Christy Clark, embracing the popular assumption that the changes will automatically mean more exclusions of agricultural land, as well as expanded secondary uses in the Cariboo, Kootenay and North zones. This “jeopardizes species at risk, threatens many common species, and will impact many species prized for hunting,” they

wrote. It makes me wonder if these university botanists and bird experts actually understand what farming is. You know, clear-cutting a forest and planting largely monoculture crops? Using big machinery, creating drainage, applying fertilizers, controlling diseases, pests and wild animals? Not backyard gardening, real farming of the sort that has fed more people than in all of human history? Have they heard that the largest cause of deforestation in North America is farming? Do they imagine habitat loss from subdivisions sprawling across the Cariboo? Forests Minister Steve Thomson has been pinch-hitting for Fort St. John MLA Pat Pimm on the agriculture file as Pimm undergoes cancer treatment.

Thomson took exception when NDP agriculture critic Nicolas Simons asked if he is aware people think the changes are to “neuter the chair of the Agricultural Land Commission.” Thomson, a former executive director of the Kelowna-based B.C. Agriculture Association, replied that the changes do not reduce the independence of the chair. Under further questioning from Simons, Thomson allowed that the current ALC chair, Richard Bullock, has provided no response to the government on the proposals. Kelowna-Lake Country MLA Norm Letnick was appointed Friday to replace Pimm as agriculture minister. But this ALC project is Bennett’s initiative, so I asked him about his changes to the

appointment process. Bennett said the six regional panels, up to three people each, were set up by then-minister Stan Hagen in 2003 to provide local input. That worked well, he said, until Bullock came on the scene and began exercising his discretion not to appoint people recommended by cabinet. “The chair doesn’t like the regional panels,” Bennett told me. “It’s a pain in the ass for the chair to have to deal with 18 farmers from all over the province in making decisions. It would be six farmers, because only one person from the regional panel actually sits on the provincial commission. “He thinks that it’s unwieldy, and he’d rather have the decision-making cenContinued on Pg. 9

Fighting HIV and AIDS in your community is as easy as picking up a menu tomorrow. This spring, over 75 of Vancouver Island’s best-loved restaurants will come together to take part in Dining Out For Life, an annual fundraiser that supports island programs and services for people living with and affected by HIV/AIDS. One key area of support that directly benefits from Dining Out For Life is nutrition: “Nutrition plays a crucial role in keeping the effects of HIV and AIDS in check.” says Gill Scadeng, nutrition program coordinator at AIDS Vancouver Island. “It’s wonderful that peo-

ple can come together over a great meal knowing they’re helping to provide nourish- ment and care to others in their community.” For one day, participating restaurants will donate 25 per cent of food sales to AIDS Vancouver Island, an island-wide AIDS service organization. The annual event, now in its ninth year, has raised more than $200,000 for programs and ser- vices across Vancouver Island. For restaurateurs, the event offers a chance to give back to their community as well as a promotional boost—diners are encouraged to get out and enjoy a meal at their favourite local establishment, or to

One of Bennett’s key issues is denial of secondary residence construction to keep families on the land in the Interior. The legislation also introduces social and economic factors in weighing decisions in the North, Cariboo and Kootenay regions, where in most cases development pressure is an urban myth. This inventory can be updated by the retailers listed on the map, which will help ensure that the information remains current. “Our agriculture plan outlines a 50-year vision for the community, which received a stamp of approval from the Minister of Jobs, Tourism and Innovation, as well as recognition from the Minister of Agriculture in 2011,” says Coun. Mary Storry, who holds the council portfolio for planning and public works. “The Food Map addresses a number of the innovative actions recommended in the Plan, including the development of a Made in Campbell River Identity, digital growers

guide, and agricultural land registry.” The agricultural land inventory is another valuable feature of the Food Map. Private land owners will be able to list properties available for lease or rent that include an agricultural function such as farming or gardening. For example, aging residents who find it difficult to manage their property may benefit from partnering with local community groups interested in small-scale local food production or recreational gardening. Some public lands will also be listed as having potential for food growing projects such as community gardens. While the sites aren’t guaranteed for these purposes, the inventory provides community groups with options to explore for new community gardens, restoration initiatives and urban orchards. Tourism businesses applaud Quadra park expansion A group of Campbell River and Discovery Islands businesses known as the Discovery Islands Marine Tourism group are handing out kudos to the BC government for living up to its promise to expand and complete the Octopus Islands Marine Park. The deal to purchase private property on Quadra Island from Merrill Ring, a US based logging company has been in the works for many years and is worth

$5.85 million. Spokesperson Ralph Keller applauded the land acquisition saying, “This is a good move. We tend to give government a rough ride when they make mistakes so it’s appropriate to support them when they get it right.” He then added, “There is a tendency for government to forget that parks add value to the economy because it’s difficult for them to measure any monetary return. In real-

ity, there is a huge industry out here that’s dependent on the high quality scenery parks provide. Wilderness tourism in the Discovery Islands puts an estimated 45 million dollars into the local economy each year and employs around 1,200 people. It’s easy for the tourism industry to connect the dots from parks to profits, employment, and paying taxes. “We just need to remind government there’s a payoff.”

Desolation Sound, Octopus Islands, and Small Inlet Marine Parks are part of the most

visited marine destination on North America’s west coast: The Discovery Islands. Combined they attract thousands of yachts from around the world to local parks, resorts, and marinas. High speed inflatable operators in Campbell River take out as many as 15,000 participants on tours every summer. On any day in July and August, more than 200 kayaks ply island water ways. According to Keller, parks form the

foundation of the tourism industry here. “People are attracted to parks because there is a perception they will have a high quality wilderness experience,” Keller said. “Being able to advertise parks helps attract visitors which keep prices and wages high.” Discovery Islands citizens who contributed $200,000 to the effort. Minister of Environment Mary Polak, former Minister Terry Lake, and the BC Parks Acquisition &

Conservation Branch kept the process on track. Other major contributors were Marine Parks Forever Society, and Vancouver City Savings. MLA Claire Trevena and SRD Rep Jim Abram also worked on the project. It was a bittersweet moment for members of the Discovery Islands Marine Tourism Group because project leader Judy Leicester, sadly, did not live long enough to see the Octopus Islands Marine Park completed.

City council could proceed with pre-authorized tax payments for 2015

Up for city council ratification last night was a plan to give Campbell River property owners the ability to make monthly contributions to tax payments rather than paying in a lump sum. The new pre-authorized payment service would begin in August this year, with contributions earning interest toward 2015 tax payments. How would it work? Property owners would arrange for monthly payments to be automatically withdrawn from their bank account starting in August and ending in May. An annual tax notice would be mailed at the end of May each year showing the current year’s taxes due, less the total prepayments and interest earned on 10 pre-authorized installments. The balance owing would be withdrawn from the bank account on the tax due date in July. This can all be done online so taxpayers will not have to travel to City Hall if they choose not to. People opting to pay their property taxes

through pre-authorized installments would still have to claim their Home Owner Grant each year. Because the final payment withdrawn in July would be based on the taxes still owing on the due date, pre-payment customers would be requested to claim their Home Owner Grant no later than June 15. The monthly payment amount would be an estimate only, calculated based on the previous year’s net tax payable (after Home Owner Grant, if applicable). The amount of the regular monthly payment for the next year would be included on the annual tax notice – and prepayments start again each August. “For many years, the

city’s Finance Department has accepted postdated cheques from taxpayers who wish to make tax payments in installments through the course of the year. These have always been processed manually by staff and is quite time consuming. The city now has the computer software necessary to provide an automatic bank account withdrawal service that is commonly offered in many municipalities across the province, and is considered efficient for both the taxpayer and the local government,” says Myriah Foort, the City’s Finance Manager. People will be able to apply for the program at any time as long as their property tax account

is current, through an authorization form, available at City Hall, the Community Centre, the Sportsplex and the city’s website. All outstanding property taxes would have to be paid in full prior to joining the program. A taxpayer participating in the program may withdraw from the program at any time. The amount paid would remain in the tax account. There are no refunds of tax prepayments under the plan. Interest rates would vary from year to year based on prevailing market rates. The current rate the city would offer on this program is estimated at one per cent. For more visit www. campbellriver.ca.

Up-and-coming young pianist to appear in Campbell River Singers spring concert

ampbell River Singers annual Spring Concert, “Springtime on the River”, will be held at St.Peter’s Anglican church on Sunday April 27 at 2 p.m. This year, the Singers will be joined by local musical phenomenon Carter Johnson, a student of Shelley Roberts, as their special guest. Seventeen-year-old Johnson is recognized internationally as a pianist of great artistic integrity. His long list of achievements includes Second Prize in the Julia Crane International Piano Competition in New York, Second Place in the CFMTA Young Artist’s Piano Competition in Regina, the special Baroque and chamber music prizes in the CFMTA competition, a Gold Medal from the Royal Conservatory in Elementary Piano

Carter Johnson has been racking up the international accolades and Campbell Riverites can hear him April 27 as a special guest at the Campbell River Singers’ Springtime on the River concert.

Pedagogy, the BCRMTA Gold Award in Community Service, and numerous winnings at other provincial and national festivals. Johnson has received his A.R.C.T. in Piano

Brian Down returns with the back story to the Passion Week This Easter season will once again see Brian Down on stage presenting his one-man-show Pesach. Down has done a number of solo projects over the years but this is the one that has been performed most widely. It has been several years since he has presented Pesach in Campbell River and this latest work will have some new elements. Pesach tells the back story to the Passion Week. It highlights the death, resurrection and ascension of Jesus Christ all within the context of the Jewish celebration of Passover. In fact many believe the Passover Festival was designed by God to prepare Israel for the coming Messiah. Passover commemorates Brian Down the Exodus from Egypt and the miracles performed by God. Not only does the Passion Week fall at a key time in the Jewish calendar, it is also a precarious time in the Roman Empire. Pilate, the military governor, who’s loyalty to Caesar may already be in question, can ill afford to have someone in his jurisdiction claiming to be a King of the Jews. Religious tradition, political intrigue, and personal struggles of various characters are the fabric on the which the story of Pesach is told. Pesach will be performed on Sunday, April 20 at 7 p.m. at the Campbell River Baptist Church. Admission is free.

Goldie Marie Williamson (Hartman) December 8, 1943 - April 11, 2014 It is with very heavy hearts that we announce the sudden passing of Goldie Williamson, loving wife of 52 years to William G. Williamson. Goldie was predeceased by her father, Fred Hartman; mother, Margaret Hartman and sister, Doris Perkins. She leaves behind to mourn, her devoted husband, Bill; brother, Dan Hartman (Shiela); daughter,Suzanne Morin (Kim); sons, William Thomas Williamson and Robert Williamson (Lorraine); grandchildren, Candice (Corey), Damian, Anthony, Tara, Matthew, Kyle Dufton and one great-grandson,Blake. Goldie and Bill lovingly fostered many children over a 25 year span, several of whom became permanent additions to their family. In particular Carl Dick, Laura Page, David Roemer (Michelle) and Shelley Roemer. Goldie loved being a mother and was an extremely proud grandmother to all the children from family and foster children alike. Goldie experienced great joy in the role of the family storyteller. Her love and memories of Cortez Island life was a common theme she adored sharing with others. The many experiences and wonderful people that she connected with as a foster parent were an endless supply of joy and personal growth, touching everyone's hearts around her. Goldie's desire to help others led to her lengthy career as a Long Term Care Aide at Yuculta Lodge and later as a Home Support worker. She certainly had a passion towards helping others and became a very meaningful part of the lives that she touched, young and old. After retirement, her passion for the outdoors became a priority for both Bill and herself. Any combination of fishing, hunting and camping would lead to new friendships and experiences. Introducing their grandchildren to the outdoors was also an important priority and source of joy for all involved. Goldie had a true love in sharing, whether a pot of coffee and cookies, an entertaining story, or a family feast, her presence alone would ensure plenty of smiles and laughter. She truly touched every person she met and will be dearly missed by all her family and friends.

Dauphine Catherine Rear February 2nd, 1915 – April 8th, 2014 The world lost an amazing woman today. With sad hearts we say goodbye to DauDau as she was affectionately known, who at 99 years old passed away after taking a bad fall at her care home in Campbell River. Such a special person who lived life with laughter and was always grateful and joyful – her attitude in life was the key to her longevity and health. She will be dearly missed and leaves behind endless wonderful memories and stories we will treasure always. Predeceased by husband Percy Rear, son Douglas Rear and grandson David Rear. She was born in New Westminster, spent her life on the Mainland and moved to Campbell River in her 90th year. She is survived by daughter Judy (Frank), daughter-in-law Susan (Bob), grand-daughter Jennifer (Brent), great-grandchildren Brittany and Talia. Extended family Larry (Tammy), Savanna and Raegan. Bill Anderson February 14, 1956 - April 8, 2014

Bill Anderson passed away at Campbell River General Hospital on April 8, 2014, at the age of 58. He was born in Campbell River in 1956 and enjoyed living here his entire life. He is lovingly remembered by his wife, Lynda MacLeod, her three children; Rob MacLeod (wife Veronica, daughter Mellissa), daughter Jennifer (husband Doug, son Dale), and daughter, Kimberley. He is also survived by his son James Anderson (wife Kiley, daughter Abigail, daughter Arianna), daughter, Sarrie Anderson, sister Sharon Jacklin, sister Leslie Montgomery (husband Rick), brother Bruce Anderson (wife Holly), Verna Jarvis (husband Jim), and brother, Larry Anderson (wife Michelle) and his many nieces and nephews. Bill loved big machinery, clearing land, getting firewood, fixing, tinkering and building things. His favourite pets were cats and he would have liked to save every one that was stray or abused. He also loved to help others in any way he could. Donations can be made in Bill’s memory to the SPCA, or a charity of your choice. A memorial will be held at a later date. 3 Reasons why skiing is good for your golf game:

A

s golf has its off season, most of us start to migrate toward other sports. We happen to be lucky enough to live near a mountain, and skiing or snowboarding can be a great way to spend the winter. Both have benefits for your golf game, but skiing in particular can deliver big cross-training benefits. Skiing provides an opportunity to build mobility and stability in places that are extremely important to an efficient golf swing. • Moving the lower body independently from the upper body: The ability to separate the movements a skier makes with their hips and legs from the moves they make with their torso is impressive. In golf, this ability allows us to quickly and efficiently transfer energy through our body to the club,

giving us both power and ball striking consistency. • Building stability in the glutes and quads: As a skier makes their way down the hill they absorb the impact of each bump with the large muscles in the legs, giving them a good workout and building stability. A strong lower half allows us to create a stable base for the golf swing, and also build power by using the ground. • Stabilizing the skiing motion using the core: The whole time you’re skiing, the core is working overtime to keep you upright. The constant change of direction and the requirement to stay in perfect balance require a strong core to perform without wiping out. The consequences of a weak core in golf aren’t nearly as painful, but a weak core will make it hard for us to create and maintain a solid posture position, leading again to poor ball striking and inconsistency. Now, it’s unlikely that many of us are expert skiers, however, even on the bunny hill we

need to use the same skills to be successful. So, if our course closes while the skiing is good, try to hit the slopes for some cross-training. And who knows, you might even have some fun!
