The Town of Lake Cowichan has fallen short in budgeting enough money to cover the inevitable construction contractor for the new Renfrew Town Square. The tender deadline for bids to win a contract for the town square from the town was April 4. By that time only three bids came in, the lowest being from APEX at a total of $431,455.64 before taxes, which council has decided to accept. The problem is that council had only budgeted $356,800 to cover the cost and will now have to look elsewhere in the budget for an extra $75,000 at least. “I would recommend that we go with the APEX bid but we’d be looking at a change in the budget,” said chief administrator Joe Fernandez at last week’s Finance and Administration Committee meeting. “All three of the tender bids came from Duncan. The problem is we have to accept one tender or reject them all.” The other two tender bids were $791,500 from Stone Pacific and one from Stalker Excavating which was over one million dollars. “Where are we going to get the extra money from?” asked Coun. Jayne Ingram. “That’s a big concern and I would hope we ask APEX to sharpen the pencil.” Mayor Ross Forrest tried to look on the bright side. “It could come out of one of our existing budgets from other areas,” said the mayor. “I would hope we can find the money in the budget from

somewhere else. It took a long time to get to this stage. I’m disheartened. Perhaps some projects can be put off.” Coun. Tim McGonigle was similarly saddened. “It’s unfortunate on the timing of the tendering,” he said. “It’s no fault of our own staff. I would be concerned about raising taxation as we have already approved a three per cent increase. We have to find the money from somewhere.” Fernandez feels there are some capital projects the town could postpone until next year. “We’d be looking at the project starting soon if we want to award it,” he said. Residents say “no” to the placement of a truck wash at the west entrance to Youbou. Twenty people attended the April 8 evening meeting at the Youbou Hall to hear the update coming from TimberWest. By the end, they were not ready to accept the locations in the community. TimberWest representative Frank Limshue, director of planning and zoning for TimberWest’s real estate business, started by saying the truck wash could be up and running in four weeks if everyone agrees to placing it at Site A. Optional Site B is located across the road on park land behind the Youbou Firehall. Sue Handel , communications manager for TimberWest Forest Corporation, and Frank Limshue made a short presentation to the group of 20 residents. Limshue explained the process they went through to find the best spot to place the truck wash at the entrance to Youbou. Called Site A, it is a small sliver of property situated next to the paved road, 47 metres from Cowichan Lake and 150 metres from the nearest Youbou resident. Questions came from the audience to why the proposed site two kilometres down TimberWest’s logging road was not chosen over the site that is in town. The reason given was they didn’t want the newly washed trucks to exit back on to a gravel road and possibly pick up more dirt before entering Youbou. “This is not acceptable,” say owners of

They had many concerns about Site A ranging from proximity to the lake, property values to nearby houses and to the harm to the local frog population. Waddington finished with “We only get one chance at this, we want it to be done right.” Dennis Martel voiced his concern about the wetness of Site A and wanted to know how the dirty water from that location would be kept from leaking into the lake.

TimberWest still feels this Site A is a better location than their optional Site B. That location is also not favoured by the residents. It could be back to the drawing board to choose another site to build the truck wash. The meeting and discussions went on for almost an hour holding up the CVRD Parks and Recreation meeting that followed. “There’s been no decision,” said Pat Weaver, Area I Director on Monday. “I’m waiting to hear back from them.”

We’ve received social media messages of support, phone calls, emails, all that have been hugely supportive. We’re feeling incredibly blessed. “Jaxon has Pre-B A.L.L. (Acute Lymphoblastic Luekemia). Lots of parents and kids have things that they don’t know what it is. That has to be more difficult as those people are asking questions everyday and it’s sad. We know and we have hope.” The family has a fundraising webpage, set up by Paul’s co-workers at Camp Imadene, on youcaring.com where over $11,000 has been donated so far of a $20,000 goal. “He is responding well to treatments so far, but still has a few new treatments awaiting during this week. How he responds to these treatments will determine whether he will stay directly at BCCH for the next month or discharged. If discharged, Jaxon may still have to stay in the Vancouver area so he can come to BCCH for regular testing and blood work. If the doctors feel that Jaxon is responding very favourably to the treatments they may decide that he can do some checkups and blood work at hospitals on the Island (Victoria or Nanaimo). So, he may be back on the Island

She celebrated her 40th birthday yesterday, so this gives us hope that Jaxon will celebrate many more birthdays after successful treatment. We have had wonderful friend visits here at the hospital, encouraging social media connections and constant prayers which have given us great peace. Our spiritual family at Cowichan Lake Baptist Church have been fervent in supporting us through prayer and encouragement. They have been a very caring family for us over these past almost three years and continue to show their care through love and support during this time.” Paul also added significant heartfelt thanks to chief Gary Eve and everyone at Mesachie Lake firehall as well as Jesus Christ stating, “I simply cannot imagine going through something like this without it (Jesus and the Lord).” Numerous fundraisers will be held across the Cowichan Lake area in the near future. “There will be fundraisers happening around town so please support that,” Eileen Pilkington from the Lions Club said at the Lake Days Society meeting on Monday night. “This kind of thing is terrible for an adult, so it must be wicked for a five year-old. All profits go to the family and it’s an absolute necessity.”

A local business owner is concerned that rocks flying off the wheels of logging trucks along Highway 18 could have devastating effects on local drivers. Tara Bushby, who co-owns South Shore Cabinetry in Lake Cowichan, has said two of her drivers travelling into town have had their windshields smashed by the flying rocks in recent times. “Just in the last two weeks we have had two of our employees driving on Highway 18 towards Lake Cowichan hit by very large rocks coming off of logging trucks travelling in the opposite direction,” she said. “It has been by pure luck that these rocks didn’t come through their windshields and kill our employees or any passengers. If the rocks had come through they would have went right through the driver’s chest.” Bushby is also on the Town of Lake Cowichan’s Advisory Planning Commission. She believes that logging trucks are supposed to stop and check to see if there are rocks on their wheels these days. “As a business owner and a resident of the Town of Lake Cowichan this worries me beyond belief. How many people must die before we find a solution to this horrible problem? Our employees drive to work early in the morning when it is still dark out, and the logging trucks are also operating at this hour. At 6:45 a.m. it is still dark out. I don’t know how the logging truck drivers are supposed to see all of the rocks that could be on their trucks. Regardless, there must be another solution to avoid human error. “Both of our guys whose cars got hit were driving in the opposite direction to the logging trucks and as they passed the rocks just slingshot forward at the

Governance concerns at Island Savings Credit Union Dear Editor

We are fortunate to have a Credit Union in Lake Cowichan. The staff are efficient, courteous, and always helpful. However I do have concerns about the governance of Island Savings. Between April 28 and May 2 members are asked to vote for four of the five candidates running for the Board of Directors. Four of those running are

currently serving on the board and have been recommended by their fellow directors. The attempt by this board to be self perpetuating is not healthy. New blood brings new ideas, and can reinvigorate the governance process. The current board attempted to pass a motion last year which would have allowed them to set their own salaries. A member of council will head to Alberta soon in order to learn more about a composting machine the town is considering buying. The University of Alberta in Edmonton has a machine on-site which converts organic waste into compost for domestic use and the Town of Lake Cowichan wants to purchase a similar machine called the BIOvator. “A detailed study is recommended by early summer 2015 on the siting as well as cost spending analysis,” said Coun. Tim McGonigle. McGonigle was speaking at last Tuesday’s Public Works Committee

meeting at the town hall where chief of administration Joseph Fernandez explained of the similar machine at work in the prairies. “The University of Alberta has a composting mechanism and their data and intake is similar to ours,” said Fernandez. “It might be a good idea for a council member to go there and learn more about it as I think it would be worthwhile. We should still take this slow, not rush into it and look at all the options as it’s a big investment — about $200,000. It took us a while just to get to this stage.” McGonigle agreed with Fernandez. “It’s interesting that the machine is sited at a university considering the odour. If they do stockpiling I’d be interested to see. We should be looking not just at the cost for Lake Cowichan but for the surrounding areas as well.” Mayor Ross Forrest also believes that rushing into a purchase is not an option. “We’re still guessing at how much we’re going to get for the waste in terms of how much organics are in

there,” said the mayor. “We have to go step-by-step so we don’t purchase something too big or too small.” Superintendent Nagi Rizk stated that the town’s waste consumption varies from season to season. “Our waste varies dramatically from the summer to winter,” said Rizk. “In the summer we have a much higher volume. We do have some numbers for our budget purposes so maybe we should look at it closer in terms of content.” Rizk confirmed as well as the BIOvator supplied by Sierens Equipment Ltd. out of Manitoba, the town is also considering the similar “Earth Flow” model supplied by Green Mountain Technologies out of Bainbridge Island in Washington State. Forrest also believes the “timing of the visit” to Alberta is important and a council member should visit when “the odour is at its strongest.” A motion was passed unanimously for a council member to travel to Edmonton “when the time is right.”

The Town of Lake Cowichan will know by May 21 whether it has received the necessary grants to aid the construction of a food forest. The food forest vision, instigated by Coun. Bob Day, is part of council’s Centennial Park Revitalization Plan that includes a community garden, new dog park and baseball field improvements. “What are the opportunities of moving ahead regardless of receiving the grants or not in a way that costs the town no money?” asked Day at last Tuesday’s Parks, Recreation and Culture Committee meeting. “What if it was all volunteer-based? The design is not to interrupt anything and I don’t want to disturb anything but I also don’t want to spend another $20,000 on another study to say we can or can’t do something.” The grants in question are a $15,000 edible tree grant as well as a $20,000 from BC Healthy Communities. Superintendent Nagi Rizk wants a clearer picture painted by Day and others, and Mayor Ross Forrest believes that urgency is not the way forward with such a big project. “I have concerns if we don’t get the grants,” said the mayor. “Sometimes urgency can cause problems. Hopefully we do get the grants but sometimes if you move forward too fast, problems can go with it.” Day on the other hand wants to kick start proceedings with or without the grants and is convinced the community would be behind the plans for a food forest in particular. “What if the biologists and permaculturists got involved? If we don’t get the grants but we do have the volunteers, lets do it,” said Day who chaired the meeting. Forrest is an admirer of the project nonetheless. “I love this project and I think it’s awesome but it’s important we have it 100 per cent right. If we move too fast, mistakes are made,” said the mayor. For Day, seemingly there will be no turning back. “If we can produce one per cent of food needs in our food forest, we’d go a long way to reducing greenhouse gas emission in our town,” he said. “Permaculture is not agriculture. People need to remember that agriculture is also a huge polluter.”

PAGES OF HISTORY ■ The first formal visitors’ centre at Lake Cowichan was a tiny, one-room wood structure with no restroom, located at the entrance to town near Darling Tire. Although small, it served the purpose until newer and larger premises came available. ■ In years past, Lake Cowichan’s main street, known to all as South Shore Road, was called Riverside Drive. It was a continuation of today’s Riverside Drive, a residential street that runs from the car bridge along the river. ■ At the time of its incorporation in 1944, the Village of Lake Cowichan had a mere 660 residents. Over the course of the next few decades the population rose to around 3,500 (at its height) before slowly declining. According to Statistics Canada census 2006, Lake Cowichan had a population of just under 3,000. ■ 1965 was the year the first Lake Days was inaugurated. The annual event had taken place for many years prior to 1965 but had never before been referred to as Lake Days. ■ In June of 1985, Ron Kenyon arrived at Lake Cowichan to take over the newly purchased Lake News. With the help of his wife

Up until then, it had been the only newspaper in town. ■ The community of Lake Cowichan got its first library 78 years ago. It began with a few donated books set out in a small section of a one-room business. Run by a volunteer and operated in a very casual manner, it was exactly the opposite of the modern day library such as the Vancouver Island Regional Library system. It was very unusual back then for

a small town to have a library of any sort let alone one that marked beginnings of nearly 80 years library service to a community. ■ It was August 1986 that the old school — sometimes referred to as the Bridge school — was moved from the school grounds (where the Evergreen apartment building now stands) to the Kaatza Station Museum property where it is now known as the Bell Tower School. ■ In October of 1989 Lake Cowichan and Ohtaki, Japan officially became twin villages. The twinning was formalized when

Mayor Don Gordon and Ohtaki’s Mayor Tatebayashi signed the official twinning proclamation at a gala civic event held in Lake Cowichan. Twenty-five years later, the twin communities remain connected. ■ This year marks the 70th anniversary of the school that until recently was known as Lake Cowichan Secondary School. In August 1944, a new school (much smaller than it is today) opened under the name Cowichan Lake High School. With the opening, it was finally possible

The $1,006 in proceeds will help get them to Toronto where John will receive a lung transplant. Four Lake Cowichan clothing stores were showcased: Copper Lane Boutique, Scarlets Second Hand Boutique, Fit for a Princess, and for the guys, Neiser Sales, Service and Rentals who provided some of their work and casual men’s wear to the fashion show. Corrie Helliwell from Copper Lane, was pleased to see “all local shops” participating, and for the first time Neiser’s with their work clothing. The finale of the show was outfits creatively designed by the grad models themselves. Using up-cycled materials ranging from bubble wrap to newspaper

theysurely inspired any up-and-coming fashion designers in the audience. “The finale was the funnest part I think,” gushed student organizer Carmen Brooks. “It was so fun and what we talked about afterwards.” Thanks also goes to local hair studios Remedy Salon, Studio 87, Heads or Nails, and to the LCS leadership class for all their efforts in the behind the scene hair and makeup. Belinda Waller won $77 in the 50/50 draw which she kindly donated back to the fundraiser. To keep the show interactive with the audience, emcee Lauren Frost did a great job and tossed out trvia questions about each store. “What is the name of the Scarlett’s store mascott, the dog?” Keen shoppers knew the answer was Abby.

Frost kept true to the local theme and spoke about shopping locally in her segues. “The grads had great

energy and I’d certainly take part again.” said Terri-Lynne Warren, owner of Fit for a Princess.

Because it teaches you how to control a bike in less than ideal traction environments. Also, if you fall, it doesn’t hurt as much! You can certainly get your feet wet when it comes to learning clutch and brake control on a “softer” surface, too. Furthermore, you don’t need a learner’s permit if you are riding off road. When and if you want to transition to the street riding, you’ll need it for that. February 6, 1953 â&#x20AC;&#x201C; April 6, 2014 â&#x20AC;&#x153;Storminâ&#x20AC;? Norman Rogers passed away peacefully at the Mackenzie District Hospital on Sunday, April 6, 2014 at the age of 61. Norm was born in New Westminster, B.C., February 6, 1953 and spent his childhood in Kamloops and Port Renfrew where he developed his love of the outdoors. Fishing was his passion and many joyful hours were spent with the â&#x20AC;&#x153;Renfrew Crewâ&#x20AC;? fishing and hiking on the west coast. Later, Norm was employed at BCFP, Renfrew Division. After moving around, â&#x20AC;&#x2DC;Pea â&#x20AC;&#x153;PeaPickerâ&#x20AC;&#x2122; Pickerâ&#x20AC;?settled settledatatthe theatatthe theLake, Lake,met and the love hisoflife, and had children. met married and married the of love hisCary, life, Cary, and 3had 3 children. The Mckenna, Fales and Currie families are deeply saddened to announce Leighâ&#x20AC;&#x2122;s passing. Leigh waged her battle against cancer for five years before passing peacefully in her home in the company of her husband and children. She accomplished her final goal by getting to meet her first grandchild when beautiful Ceci was born just one month ago to Sam and her husband Alex. Family was everything to Leigh. She was devoted to husband John, daughter Samantha, and son Sean; fun aunt to Don, Ryan, Shane and Jori, and Gary her â&#x20AC;&#x153;favouriteâ&#x20AC;? brother-in-law. Leigh and her mom Kay have been inseparable for many years, often being â&#x20AC;&#x153;spotted at the casino!â&#x20AC;? Leigh was always an exemplary sister and best friend to Lorraine. All members of Leighâ&#x20AC;&#x2122;s family will cherish their memories and will miss her forever and a day. Leigh resided in Lake Cowichan a few years back and with husband John owned the Sunshine Gift Shop. Leigh joined the Lakeside Players with the intent of helping backstage but soon found her way to being â&#x20AC;&#x153;up front and centre.â&#x20AC;? Through the years Leigh made many friends at â&#x20AC;&#x153;the lake.â&#x20AC;? A celebration of Leighâ&#x20AC;&#x2122;s life will be held on Saturday, April 19, 2014 at 1p.m. at the McKenna home, 1544 Sunrise Drive, Parksville, B.C.

The 60 minute walk is one of many scheduled through Get Walkin’ Lake Cowichan. It was a informative walk talking to Ross about Lake Cowichan.
