When Lake Country student Madeline Muir was thinking about topics for a speech project in her Grade 6 class at Davidson Road elementary, she had zeroed in on a topic she thought would work. The assignment was to write something that would promote positive change in the world. Then spring break arrived and everything changed. Over the two week holiday from class, Muir’s mother Connie decided to take her kids to volunteer at the Lake Country Food Bank, responding to an ad that volunteers were needed. When Connie, Madeline and brother Malcolm showed up at the food bank, they were asked to help out at the

And the focus of Madeline’s speech about making positive change in a community changed with her experience at the food bank. “It was supposed to be a topic that was close to our heart,” said Madeline, who spent a large part of her spring break helping to stock shelves and get the thrift store ready. “We worked from

After working for most of the two week spring break, Madeline returned to class with her completed project and presented it to her classmates. “How it works is tons of amazing people donate their items, then the thrift store sells them, and finally all the proceeds are given to the food bank,” Madeline

wrote in her speech that she read to the volunteers at the food bank and to her classmates at Davidson Road (where she received 94/100 for a mark). “None of this would be able to happen without all of the amazing volunteers.” And this week those amazing volunteers have opened up the doors at the new Lake Country Food Bank Thrift store, located across from the

RCMP building. “This is much better, there is more room and great exposure,” said Mary-Ann McCormick, food bank secretary. “It’s a wonderful feeling, but nervous at the same time.” And so when the doors opened on Tuesday and the food bank began a new venture with a brand new thrift

Sobering insights for high school students George Elliot secondary school students are about to hear of the real-life consequences of making bad decisions. This week ICBC’s road safety speaker, Kevin Brooks, appears at the Lake Country school to talk to the students about taking risks behind the wheel. Car crashes remain the number one preventable cause of death for

youth in B.C. and distracted driving is the leading factor in youth crashes resulting in injuries or death. What started as a typical booze-fuelled Saturday night for the skateboarding, snowboarding, hockey playing Brooks, quickly turned tragic with a poor choice. He left a party, intoxicated and driving in excessive speeds. He was not

alone. Beside him sat his passenger and childhood hockey friend Brendon. From his wheelchair, Brooks tells the story of how he lost his friend who was killed that Saturday night while he was driving drunk in Surrey over a decade ago. Brooks has appeared at more than 1,000 high schools across North America and has thousands of youth followers

on his blog, Facebook, YouTube and Twitter sites. Since his accident, Brooks has been an ICBC Road Safety Speaker and has headlined provincial, state and national youth safety conferences in both Canada and the U.S. He’s made numerous media appearances in print, radio and TV, and in 2007 he was a special

guest on the Tyra Banks show. Having lost dear friends to both violence and suicide in recent years, Brook’s story continues to evolve and now includes such important teen issues as depression, suicide and self harming, violence, bullying and many other important issues teenagers face in their day to day lives.

store, it was the realization of a dream that was built on hours and hours of volunteer work from many hard-working community members. Davidson Road student Madeline Muir was clearly affected by her experience as a volunteer. She says she wants to continue her volunteering as she gets older, moves through school and into adult-hood. “I’ve been thinking when I am older I would love to get my kids involved with this too because I want them to have the same feeling I’ve had,” she said. “It’s like you come home and

you can feel it. It’s a feeling that is deep inside you. It’s the small things that make a big difference.” She closed her speech with a plea for volunteerism: “My challenge for you is to volunteer,” she wrote. “In conclusion I want you to recognize the more you give the more you get. Volunteer most generous Eighty-two-year-old Kelowna resident Joy Kutcher has been honoured for her volunteer work at the Easter Seals Camp Winfield and has donated her $500 prize to the camp for disabled children. Kutcher was named B.C.’s winner of the Home Instead Senior Care network’s Salute to Senior Service award. Kutcher was recognized for her dedicated community service for over 40 years, including her work at Easter Seals Camp in Winfield, Lioness Club, Kelowna Cancer Society and Interior Health Well baby clinic. She is involved with a long-term care fa-

cility at the cancer clinic where she is known for giving a sense of security and comfort to those who are coming for treatment or diagnosis. As a provincial winner, Kutcher earned $500 for her charity of choice— donated by Home Instead, Inc., franchisor of the Home Instead Senior Care network and contest sponsor. Kutcher also will have a spot on the Salute to Senior Service Wall of Fame on SalutetoSeniorService.ca, where her nomination story has been posted. Middle Vernon Creek attracts conservation money Several fish and wildlife projects in the Okanagan, including the troubled Middle Vernon Creek in Lake Country, have received funding for improvement projects this year, with a $412,000 contribution made by the Habitat Conservation Trust Foundation (HCTF) for conservation projects within the region. The environmental granting organization announced last week that it will be providing funding for seven projects exclusive to the Okanagan, and several others with activities taking place within the region. Work on Middle Vernon Creek, the most important spawning tributary for Wood Lake, will receive a boost with a $65,875

grant to go towards a Middle Vernon Creek Action Plan. The project is said to help to “Ensure sustainability of Canada’s top kokanee fishery by securing a consistent water supply for the primary spawning tributary, Middle Vernon Creek.” The Foundation is also funding restoration and outreach activities at Mission Creek in Kelowna with a $50,907 grant. Also included among the approved projects is the Penticton Creek Restoration Initiative which received an $85,000 grant to develop a restoration plan for the severely channelized waterway so that it can provide both flood protection and spawning habitat

for fish species that would have historically occurred there. Most of the money HCTF uses to fund these projects comes from conservation surcharges on fishing and hunting licences. “The foundation is a concrete symbol of the user’s investment in the resource,” said HCTF chair, Harvey Andrusak. “Few people realize how much of the critical conservation work taking place in this province is funded by anglers, hunters, guide outfitters and trappers. We all benefit - these projects improve conditions for a tremendous range of species, not just those targeted by contributors.”

During Letnick’s tenure, the budget for agriculture in B.C. was one of the few that was increased. It went up about 20 per cent, he said. One of his first jobs as minister, he said, is to meet with the B.C. Agriculture Council. The province recently announced major changes to B.C.’s Agricultural Land Reserve that could see development more easily allowed on some lands previously set aside solely for agriculture. Letnick, who learned of his appointment last Thursday, said he went home and reread the proposed legislation changing the ALR because it will now fall under his ministry’s jurisdiction. “The protection of farmland and support for farming families is a priority for this government, and Norm brings a

wealth of experience as a former Minister of Agriculture,” said Clark, who is the MLA for Westside-Kelowna and one of three MLAs who represent the Central Okanagan along with Letnick and Forests and Natural Resource Operations Minister Steve Thomson (Kelowna-Mission). Thomson had been serving as interim agriculture minister following Pimm’s cancer diagnosis and surgery. “I want to thank Pat Pimm for leading an ambitious agenda to strengthen and grow B.C.’s agriculture industry. Right now, he needs to focus on his family, his health and recovery,” said Clark. Letnick said he and his family are praying for Pimm’s recovery and wish him all the best. In addition to his cabinet post, Letnick will continue his work handling intergovernmental affairs for the province and his responsibilities for French speakers in B.C. He will, however, have to give up his chairmanship of the standing committee on health.

Cannan denies trying to bully an NDP counterpart in the House ALISTAIR WATERS Kelowna MP Ron Cannan is denying an accusation by an Ontario NDP MP who claims Cannan tried to intimidate and bully him in the House of Commons chamber on April 9. Cannan admits he left his seat in the chamber and entered the NDP side of the aisle from the back, but said he was simply there to talk with NDP House leader Peter Julian, (Burnaby-New

Farmland fight sheds little light D etailed debate on changes to the Agricultural Land Commission got underway in the legislature last week, while protesters played to urban voters outside. A couple of West Kootenay NDP supporters brought a basket of homegrown veggies down to help East Kootenay MLA Bill Bennett get through the winter on a 100-mile diet. A group of mostly UBC scientists wrote to Premier Christy Clark, embracing the popular assumption that the changes will automatically mean more exclusions of agricultural land, as well as expanded secondary uses in the Cariboo, Kootenay and North zones. This “jeopardizes species at risk, threatens many common species, and will impact many species prized for hunting,” they wrote. It makes me wonder if these university botanists and bird experts actually understand what

Steve Thomson has been pinch-hitting for Fort St. John MLA Pat Pimm on the agriculture file as Pimm undergoes cancer treatment. Thomson took exception when NDP agriculture critic Nicolas Simons asked if he is aware people think the changes are to “neuter the chair of the Agricultural Land Commission.” Thomson, a former executive director of the Kelowna-based B.C. Agriculture Association, replied that the changes do not reduce the independence of the chair. Under further questioning from Simons, Thomson allowed that the current ALC chair, Richard Bullock, has provided no response to the government on the proposals. Kelowna-Lake Country MLA Norm Letnick was appointed Friday to replace Pimm as agriculture minister. But this ALC project is Bennett’s initiative, so I asked him about his changes to the

appointment process. Bennett said the six regional panels, up to three people each, were set up by then-minister Stan Hagen in 2003 to provide local input. That worked well, he said, until Bullock came on the scene and began exercising his discretion not to appoint people recommended by cabinet. “The chair doesn’t like the regional panels,” Bennett told me. “It’s a pain in the ass for the chair to have to deal with 18 farmers from all over the province in making decisions. It would be six farmers, because only one person from the regional panel actually sits on the provincial commission. “He thinks that it’s unwieldy, and he’d rather have the decision-making centralized in Burnaby. But we changed that. We decided as a duly elected government in 2003 that we wanted the regions to have a say on this stuff, so the in-

tention of the legislation, we felt, was actually being defeated, because we hadn’t made it mandatory.” It will be mandatory soon, and Bullock’s days as commission chair appear to be numbered. “There’s no more discretion for any future chair to monkey with it,” Bennett added. One of Bennett’s key issues is denial of secondary residence construction to keep families on the land in the Interior. The legislation also introduces social and economic factors in weighing decisions in the North, Cariboo and Kootenay regions, where in most cases development pressure is an urban myth. The main ALC board will still have authority to revisit a local panel decision if the chair deems it inconsistent with the mandate to protect farmland. disturbing and shameful. He intimated a colleague in the House of Commons with the threat of bodily harm, to the point where he had to be physically restrained. It’s been reported by MP Dan Harris [NDP Scarborough Southwest] that Ron Cannan “was getting belligerent and yelling at me

from across the way” before appearing on the NDP side of the house. “He was coming down the row, yelling at me and he had to be physically restrained from coming at me…He was challenging me to come outside.” This is what’s wrong with our politics under a Conservative govern-

ment. We have people like Vic Toews standing up and telling us we are “either with the Government or with the pedophiles” or Pierre Poilievre launching an exceedingly personal attack on Chief Electoral Officer Marc Mayrand. And now, Ron Cannan had to be physically restrained in the House

of Commons. The time for hyper-partisanship is over. The tide has turned. Canadians deserve better; we deserve better. I am sure Mr. Cannan regrets his lack of decorum and restraint, but I call on Mr. Cannan to make a public apology to the victims of bullying, and to the constituents

As a teenager Winfield Skating Club member Karen Blyth-Smith was used to pulling off jumps as part of her skating routine. Then as an adult she moved onto more artistic elements of figure skating as a member of the synchronized figure skating team in Winfield. When that died off, the mother-of-three stayed on her skates, but just at public skates during the winter. However, two years ago things changed for Blyth-Smith, now 42, as she and a couple of other adult members of the Winfield Skating Club decided to get back into training for competition and went as far as taking part in the Canadian National Adult Figure Skating Championships, held last year in nearby Kamloops. That experience motivated Blyth-Smith, who kept at her training and this year won two gold medals and a silver medal at the same championships, this time held in Regina. “My goal wasn’t to win, it was just to skate well and to be able to be in shape and enjoy

I don’t think I could have skated any better. I was a little nervous on one of my dances but the others went really well. I was really pleased and I have no regrets.” As a mother of three kids—ages 4, 6, and 8— Blyth-Smith had to be creative to start the pro-

cess of getting back into skating shape and being ready to compete. Part of the reason she wanted to pursue skating again was to get herself in shape and get active. But having a family to look after doesn’t always leave time for yourself. “After the kids were in bed I would do my off ice workout, so some-

times that was late at night,” she said. “I did some early morning training before the kids were up. I skated with the Winfield Skating Club and my daughter is skating too so we would both go.” After her first experience in Kamloops, Blyth-Smith decided to keep training and focus on this year’s national championships where she improved drastically on her results and brought home the three medals, luckily one for each child. She admits that winning was nice but says the atmosphere of skating and just taking part was much more important. “You are competing against people that are in the same place as you,” she said. “There are a lot of different reasons people are skating. It’s really a victory for each of them because it takes a lot of preparation and training.” While Blyth-Smith was on her own out on the ice, it was truly a family effort to allow her to get back into the competition. She travelled with her mother to the event and mom even made her costumes. And Blyth-Smith

credits her husband of 10 years Alec for allowing her the time to focus on her skating. “He looked after the kids and he’s been very supportive, I couldn’t have asked for a better cheerleader,” she said. “For my mom, I think it made it worth all the lessons and all the money she put in to my skating as a child to see me still pursuing the sport.” The sport of adult figure skating is relatively new as the Canadian championships are just over a decade old. But Blyth-Smith says more and more people are getting back into it all the time. And she says now that she has gotten herself back into shape and into skating form, she will likely continue to get on the ice. “I’m going to stick with the off-ice training and then I imagine I will be back on the ice in the fall one way or another,” she said. “It’s so good to be active again. It’s really

being active and keep skating and being a good example for my kids.”

So you can forgive Silvester when she was taken aback after finding out she was the recipient of the President’s Award at the recent 48th annual Sports B.C. Athlete of the Year Awards night for her many years of volunteer work in golf. “I was totally shocked and surprised,” said Silvester, a longtime (now retired) Ver-

What are the requirements to become a podiatrist in British Columbia and what level of medical training do podiatrists receive?

Podiatry is a branch of medicine devoted to the study of diagnosis, medical and surgical treatment of disorders of the foot, ankle, and lower extremity. It is a four year post-graduate medical degree and graduates are awarded a Doctor of Podiatric Medicine (DPM) degree. Applicants can choose from nine schools in the United States. There are no accredited DPM degrees available in Canada. Podiatrists entering into practice in BC are now required to have at least two years of post-DPM residency-level training. US residencies are now three years in duration and residents become proficient in performing elective foot surgeries such as bunions and hammertoes, and partial foot amputations for patients with bone infection caused by diabetes. The ankle is also within the scope of practice in most US states. Podiatry residents rotate through anesthesia, radiology, internal medicine, pathology, and other surgical specialties such as orthopedics and plastics. If you have foot, ankle or knee pain while standing or walking, podiatrists specialize in evaluating the gait cycle and can improve your overall mechanics. What is the best treatment for a stye?

The truth is that in the majority of cases treatment is not necessary for a stye, as they typically clear up on their own within 2-3 weeks. Medical guidance is recommended however if a stye is particularly painful or persistent. Styes themselves are small abscesses that form along the eyelids, within our tear producing meibomian glands. As such, there are some at home activities that you can perform to speed along their healing. One such activity involves the use of hot compresses on the affected eyelid. The cloth should continually be reheated and applied to the affected area for 5-10 minutes, 3-4 times per day. The heat from the compress will cause the stye to release pus more quickly, thereby speeding up the healing process. If the stye is particularly painful or not responding to at home remedies, it is wise to consider medical treatment, such as the use of antibiotics or possibly surgical excision.

Lakes basin has experienced the nightmare for years. Zebra mussels are native to eastern Europe, but in 1988 they arrived in the Great Lakes in the ballast of freighters. Since then, they have spread like wildfire. “The annual cost of keeping water intake systems free of the mussels is about $250 million in the Great Lakes region, according to the University of Wisconsin Sea Grant Institute,” states an April 5 Associated Press report in the Fond du Lac Reporter. “Zebra mussels also have been tied to outbreaks of toxin-producing blue-green algae. “This is a nerve issue for people in the valley. They really don’t want this to happen,” said Toby Pike, with the Okanagan Basin Water Board. Many people have invested large dollars in lakefront properties while public beaches are jammed every summer with locals and tourists. It is with heavy hearts that we announce the passing of Laura Davis on April 5, 2014, at only 49. Laura was an amazing mother, grandmother and friend who lived each day to its fullest. She had many great accomplishments in her life, most recent being returning to school, earning a diploma and entering a career with an amazing company as a legal secretary. Laura grew up in Winfield, BC on a local hobby farm, and raised her own family in same area. Laura was predeceased by her loving father, Paul Harder in 2013, survived by her loving mother Wendy Harder, her daughters, Cara and Leah Davis, former husband and friend Dez Davis and her grandchildren Jezariah, Linaya and Christian. Laura will always be remembered for her contagious smile, kind and caring personality and her gentle loving heart. May you rest in Paradise, XO. CLARKE, JANE THOMPSON September 1923 ~ April 2014

Jane passed away on April 4, 2014, she was predeceased by her daughter Katherine and son Mark. Jane is survived by her husband Peter, daughter Colleen, son Jim and five grandchildren, four great grandchildren. Jane was born in Kamloops and her family lived in six different places following the mining industry. She attended King George High School, in her final years and started working at Western Air Command during the war years. She then worked for the Social Welfare Dept. and was transferred to Cranbrook where she met her husband and married in 1951. They raised four children and Peter worked with the same Company and saw them live in seven different areas of western BC and the NWT. After Peter’s retirement they moved to Oyama from Victoria. The family would like to thank the owners of Homestead Place for their great care they gave Jane during a very difficult time of her life and the support from the Palliative care nurses and the guidance and care from Dr. Murphy. No service by the request of Jane. Inurnment will take place in Squamish at a later date. Parcel Tax Review Panel Pursuant to the provisions of Section 204 of the Community Charter, the District of Lake Country will be holding a Review Panel in regard to parcel tax assessment rolls. Notices are being sent to registered owners of all properties being added to an assessment roll. The 2014 Parcel Tax Review Panel will sit at 6:00 pm on Thursday, April 24th, in the Council Chambers at the Municipal Hall. You may make a complaint to the Parcel Tax Review Panel on one or more of the following grounds:  there is an error or omission respecting a name or address on the parcel tax roll;  there is an error or omission respecting the inclusion of a parcel;  there is an error or omission respecting the taxable area or the taxable frontage of a parcel; or  an exemption has been improperly allowed or disallowed. You or your agent must notify the District of Lake Country, in writing, of your complaint. The District of Lake Country must receive written notice of the complaint before 4:30 p.m. on Thursday, April 17, 2014. Please address your complaints to the attention of the Collector. The parcel tax assessment rolls will be available for public inspection starting Monday, April 7, 2014, at the Municipal Hall (10150 Bottom Wood Lake Road) during regular office hours (8:30 am to 4:30 pm). If you have any questions regarding the Parcel Tax Review Panel, please contact Financial Services Manager, Rose Bronswyk Kassa, CMA at 766-5650.

Semi-Annual Utility Bills are due April 30, 2014 Semi-annual water bills for the period January 1 to June 30, 2014 are due and payable before 4:30 pm on Wednesday, April 30. Payments received after the close of business April 30, 2014 will be charged a late penalty of 5% on the unpaid balance. Payments can be made by mail; in person at Municipal Hall 10150 Bottom Wood Lake Rd; at all major financial institutions; or via internet and telephone banking. There is an after-hours drop box to the right of the main door of Municipal Hall. Municipal office hours are from 8:30 am to 4:30 pm, Monday through Friday.

Public Comment Suspended There are NO more public comment sessions during Council meetings until after the November 15, 2014 municipal election. Council is still interested in hearing what you have to say though, so the public is invited to write to Mayor and Council or apply to present as a Delegation at a future meeting by contacting the Corporate Services Department 250-766-5650.
