Spring sing - École H. J. Cody High School Choir performed several selections before joining the other three Chinooks Edge school choirs in the finale at Spring Sing last Wednesday. Director Kerry Heisler said the event is “really important for the little sizes over here to hear the little bigger sizes over there” since they don’t get to sing together often. While the other teachers work with choirs on their own time, her Grade 10-12 students can earn credits for their participation in choir as part of the curriculum. See more pictures on page 11. Champions - École Mother Teresa Catholic School junior girls basketball team finished the season undefeated, and beat St. Thomas Aquinas Middle School to win gold at City Finals recently. Volunteers strengthen fabric of community; reap rewards from their work
Just as our lives are affected by a multitude of experiences, the life and fabric of our community is also similarly affected by experiences — the experiences of its residents. Weekly we see the ebb and flow of Sylvan Lake and the surrounding district, through good and bad, through tears and joy. We also watch and participate as diligent volunteers strive to impact our community’s wellbeing by what they do. Once again this year we were reminded of the vast variety of opportunities available for people who want to get out and get involved. The Volunteer Impact Gala last Friday evening was a fantastic showcase for the talents of over 80 people who have made Sylvan Lake better by their volunteer efforts. We applaud those who were recognized. And we also applaud the many unmentioned people who work behind the scenes, who don’t get recognized but who are also contributing in their

When we sit back and think about it, there are probably thousands of people who could have been nominated. Sports coaches, service club members, teachers, church members, those who support the special causes dear to them, and yes, even politicians who devote countless hours to their service. We think of our own experiences here and in other communities and know that we’ve grown because of our volunteer work. We recommend it for everyone who hasn’t yet caught the bug. But beware, the more you get involved the more difficult it is to slow down. Just ask those people who remain active in retirement. Many will tell you they’re more involved and their time is more committed than when they had full time jobs. The 1st Sylvan Lake Scout Troop entered a rink in the Legion bonspiel and did quite well considering their lack of experience. In the first game they were beaten by Mr. Brown of Eckville in the final end. In the second game against Mr. Pass of Sylvan they lost again in an extra end. Included in the Scouts rink were Robert Popilchak, skip, Randy Clark, third, Leo Belanger, second and Brian Neilson, lead. ♦ ♦ ♦
Two petitions were received by Sylvan Lake town council on Monday evening, one requesting an early closing bylaw, and one opposing an early closing bylaw. A considerable amount of work was done through the Alberta Retail Merchants’ Association in preparing the presentation of the stores requesting an early closing bylaw. Due to the heavy agenda of Monday evening’s meeting, both petitions were held for further study. In general the proposed bylaw presented by Mr. Robinson of the Retail Merchants’ Association, would affect retail stores over 500 square feet. Smaller stores falling into the category of confectionery stores would be exempted. ♦ ♦ ♦

Debate focused on $100,000 surplus during discussion on property tax rate BY STEVE DILLS SYLVAN LAKE NEWS
Should councillors lower their previously approved tax rate increase or should they proceed? That was the question they faced Monday night when they were told that because assessments were higher than predicted and some other changes have occurred they’ll have a $100,000 surplus if they leave the tax rate increase at 2.69 per cent for residential properties and zero for non-residential properties as they decided early in the new year. A second option was presented that would see the
residential rate drop to a 1.4 per cent increase and wipe out the surplus. The two scenarios were compared in charts which indicated the net difference between the two rates would be about $20 on the average property. Following extensive discussion, councillors passed first reading of the bylaw to proceed with the 2.69 per cent increase but will discuss it further when they Other positive information was that the provincial requisition for school tax is down 2.4 per cent. She’s also an active member of the Steffie Woima Fundraising Society. “She willingly shares her expertise and frequently volunteers to take on jobs that need to be done.” As a member of the school’s playground committee, she has devoted hours to fundraising, locating supporters and corporate donors, and preparing paperwork. “She is such a devoted volunteer that she did the Sylvan Lake Polar Dip to raise funds for the playground.” “Jenn Bahler has another huge role in school. She is the co-ordinator for our Hot Lunch Program.” That involves countless hours researching healthy lunch options, making hot lunch forms, collecting and counting money, organizing volunteers, creating effective systems to deliver lunch to 500 children, purchasing supplies and even picking up hot lunches. She’s also secretary of Canadian Parents for French, Sylvan Lake Chapter. “Mrs. Bahler is truly an outstanding volunteer. Any one of her roles is a huge volunteer commitment. When you consider the volunteer commitment involved in completing all of these roles, it is truly amazing.” On hand to honour all of the community’s volunteers were MP Earl Dreeshen, MLA Kerry Towle and Mayor Sean McIntyre who each spoke of their thanks

He noted approximately 12.5 million volunteers contributed two billion hours across Canada annually, the equivalent of one million full time employees. He also talked about the “incredible level of volunteerism in Sylvan Lake, coming off of the Centennial year and then last week pulling together to win Kraft Hockeyville. “Good volunteers get things done, great volunteers inspire.” “Every time I come to Sylvan Lake, I’m always shocked and amazed about how much community spirit there is,” said Towle. “You all come together … when you put a step forward you’re creating a better community, a better country.” She also referenced the apartment fire in Penhold earlier in the week and encouraged everyone to thank our emergency personnel. McIntyre noted the 82 nominations received for the Volunteer of the Year award was double last year’s total and he encouraged everyone in the room to submit a nomination next year to increase that total again. “Catch people doing good, thank them for it and then tell about it,” he encouraged. “There are hundreds more sitting at home who deserve to be thanked as well.” “Volunteerism is what transforms a population into a community,” McIntyre said. “When we transfer talents without pay to something we really believe in … that’s not living independently, we are living together.”

Councillor Matt Prete favoured maintaining the municipal tax increase and allocating the surplus to the multiplex redevelopment project. However councillor Dale Plante wasn’t in favour. He preferred lowering the tax increase and leaving the money with residents. Councillor Jas Payne noted the $100,000 could realistically made a difference to a town project while it would only be the equivalent of about $2 a month “back in my pocket”. He thought the discussion was “ridiculous” when there were areas that money could make a big difference. Agreeing the money could be used to reduce what the town will need to borrow for the multiplex redevelopment project was councillor Chris Lust. But councillor Megan Chernoff thought the fire hall is a more current project and applying the $100,000 surplus to reducing what has to be borrowed for that would be a good idea. Prete expanded his initial comment. “The reason I specified the multiplex is to send a message. If we put it into a reserve it’s going to be just a grab. But if we allocate it to a specific project that’s different. We have got a lot of spending coming up and we have to batten down our hatches. I don’t think we have room for unallocated funds to be sitting around. We need to send a message we’re trying to be responsible with their money. I think people expect taxes are going to go up for the multiplex so we might as well do it now.” “When citizens look to us for fiscal responsibility, one of the best ways to show fiscal responsibility is to reduce debt,” said Mayor Sean McIntyre. “I
think that’s an option we should consider. Allocate to a project upcoming that we know we have to borrow for. That not only reduces what we have to borrow, but also debt servicing costs in the future. Throughout the budgetting process we talked about a 2.69 per cent increase. We have seen changes in the scope of a few projects. We know other projects will change. It’s our responsibility to follow through with the tax rate we communicated to the public and apply funds directly to reducing debt.” In the end the fate of the $100,000 surplus was left undecided. During the open microphone portion at the beginning of the council meeting, Dwayne Stoesz, president of Sylvan Lake Chamber of Commerce, thanked council for not increasing the non-residential tax rate. “A goal of the chamber is to promote and improve the business environment, stimulate a vibrant local economy and produce a co-operative effort to enhance the overall quality of life in Sylvan Lake to its highest potential. “Passing the budget, without increasing taxation for the business community, aides in fostering a climate in which business can operate profitably and encourages and promotes a positive, well balanced, economic growth through business development,” he said. Combined assessment and tax notices will be mailed May 30 with a due date of July 31st.

In his travels the narrator encounters strangers who discover the lessons they must learn in order to enter heaven. While there were only two winners of Volunteer of the Year honours at last Friday’s Volunteer Impact Gala, all those who were nominated were also honoured with certficates and recognition of their valuable work. Following were the nominees (see separate story on winners). Sylvan Lake & District Lions Club, celebrating their 60th anniversary, fundraising efforts so they can donate to local programs, organizations, structures and development of green spaces, financial assistance to societies that provide shelter, palliative care and eye research and sponsor five physically or mentally challenged kids with an aid to go to Camp He Ho Ha. Colleen Watson - devoted countless hours to school, chair of fundraising society and playground subcommittee, breakfast program coordinator. Roman Catholic Worship Eilleen Charney, Johanna Dietrich, Rose Marie Thibault and Linda White - volunteer weekly at Bethany to give communion to members of the Roman Catholic congregation. They also help at Sylvan Lake Lodge. Bethany Hymn Sing Group Zoria April, Pat Ammeter, Elaine Barker, Lee Cave, Cheri Kay, Evelyn Konynenbelt, Rev. Jin Woo Kin, Edna Mannerfeldt and Dolice Moir - lead songs, play musical instruments so residents can participate in weekly hymn sings. RCMP NOTES
Several break-ins under investigation; impaired drivers facing charges Saturday, March 29th 1:25 a.m. – RCMP attended the Open Range Saloon in Sylvan Lake after a report of a fight in progress. A patron in the bar advised that a younger male was trying to start an altercation with him and his spouse when it became physical. The younger male, a 21 year old Sylvan Lake resident, fled the bar and was later apprehended by police. The male was charged with two counts of failing to comply with a probation order. Sunday, March 30th 2:06 a.m. – A 911 call was received by RCMP of a male under the influence of a substance causing a major disturbance on 50th Avenue in Bentley. Witnesses advised that the male was chasing people, assaulted two females coming out of the Monkey Top Saloon, and smashed the windows of the IDA and nearby vehicles. Members arrived on scene and located the male in the middle of the street wearing only underwear and socks. An 18 year old Sylvan Lake male is facing several Criminal Code charges including assault, mischief, causing a disturbance and uttering threats. Monday, March 31st 2:34 a.m. – RCMP were called to the Bentley IDA after a commercial alarm was received by dispatch. The alarm company advised that several hits were reported to the glass at that location. Police arrived on scene to find the front door glass smashed and several items strewn across the floor with some medications stolen. An investigation is ongoing. Thursday, April 3rd 12:01 a.m. – A 34 year old Bentley female is charged with
impaired driving. RCMP were traveling on 46th Street at 47A Avenue in Sylvan Lake and witnessed a driver collide with another vehicle. The suspect vehicle was pulled over and a roadside screening device was administered. The female driver is charged with impaired driving and having a blood alcohol level over .08. Saturday, April 5th 12:23 a.m. – A traffic stop on Highway 11 at Highway 766 in Lacombe County resulted in charges being laid against the male driver. The male was observed by RCMP driving erratically and the vehicle was stopped prior to entering Highway 11. The driver displayed obvious signs of impairment and a roadside screening device was utilized. A 26 year old Red Deer male is charged with impaired driving and having a blood alcohol level over .08. Sunday, April 6th 9:40 a.m. – RCMP and fire crews were contacted after a witness reported seeing a couple of ice fishing huts ablaze at the end of Range Road 23 near the lakeshore. A fire pit from a party the previous night was located near the burned fishing huts. The fire department arrived to fully extinguish the blaze. Tuesday, April 8th 3:26 a.m. – An erratic driving pattern resulted in a vehicle being pulled over by police near Beju Industrial Drive in Sylvan Lake. RCMP observed a female driver exiting the Hockey Central parking lot and stopped the vehicle after it was noted to be swerving between driving lanes. A 23-yearold Nova Scotia female is charged with impaired driving and
having a blood alcohol level over .08. 11:45 a.m. – A witness reported to RCMP a suspicious male in his vehicle parked in front of an address in Westwood Court in Sylvan Lake. The male was believed to be intoxicated and was sitting in his truck which was idling for several hours. RCMP members attended and confirmed that the male was intoxicated. A 27-year-old male from Rocky Mountain House is facing a charge of impaired care or control of a vehicle and care or control of a vehicle over 80 mgs. Wednesday, April 9th 1:25 a.m. – RCMP were called to an alarm at Waves Coffee House in Sylvan Lake. The alarm company reported several glass breaks and motion alarms at the location. Members attended to find the front door glass smashed. A break and enter was confirmed, however, it did not appear as though anything was stolen. An investigation is underway. 3:58 a.m. – A break and enter into a business in Eckville has resulted in an ongoing investigation by RCMP. Police were called to the Fields store on 50th Street in Eckville. The front door glass was broken and the back office door was kicked in. Several cartons of cigarettes were stolen. The IDA across the street was also broken into several minutes later by what is believed to be the same suspects. 2:15 p.m. – A female resident from Fort Saskatchewan is facing a charge in relation to an assault which occurred at the strip mall parking lot on Sylvan Drive in Sylvan Lake. A 14-year-old female advised that she was called a name by an adult female outside Tidal Wave Salons. She responded with a gesture at which point the older female struck her in the face. A 31-year-old female is facing a charge of assault.

Peck remembered during council meeting as councillor, employee, volunteer BY STEVE DILLS SYLVAN LAKE NEWS
Former town councillor and employee Frank Peck was remembered at Monday night’s council meeting by Mayor Sean McIntyre. “Frank Peck was a valued member of our community who served Sylvan Lake as a municipal employee, an active volunteer and member of council for two terms (from 20042010) during an extremely high growth period for the town,” he said.
Peck worked with the town from 1991-2000 as Superintendent of Public Works. “He was a progressive ‘out of the box’ thinker. He was responsible for bringing water meters to Sylvan Lake. He was the force behind the mobile equipment reserve, and he started a partnership with Trans Alta that resulted in the town getting their building for public works.” McIntyre noted Peck was “very physically active” as an avid golfer and goalie with the Old Timer’s hockey league. “It was while he served on council in 2009, that Frank’s health and mobility were suddenly
and drastically reduced. But he refused to let these changes define his life and he found new ways to stay active and to contribute. “He was a committed volunteer on Sylvan Lake Community Housing Society, including two years as chair. He had the ability to ‘Dream Big’ when it came to providing affordable housing options to the community, and he encouraged others to also look at the bigger picture. He never lost his enthusiasm even if the ‘bigger picture’ view did not always prevail. “Frank sat as a member of Municipal Planning Commission where he was respected
for his honesty, integrity and for being a ‘straight shooter’. He had a good understanding of the issues that came forward and he expressed his opinion and held his ground always in a professional manner. “He was a also a member of the municipal library board and other groups and boards where his opinion was sought after and appreciated for the expertise, passion and progressive thinking he brought to every volunteer position,” said McIntyre. A celebration of his life was held on Tuesday.

A high turnout at Sylvan Lake Slopitch League’s annual general meeting last Monday indicated a strong interest in the league, as organizers gear up for the start of another season. About 20 teams were at the community centre to find out what’s in store for the new season. “Some of them are just trying to get into the league, but most of them were returning teams,” said former league president Doug Smyth. “We always take the returning teams first, and then if we still have space, we’ll allow the new teams to come in.” There’s space for just 16 teams in the league, which holds its games Mondays and Wednesdays, beginning May 5. According to Smyth, its popularity has grown steadily in recent years. “It just seems to get busier and busier,” he said. Part of its allure, he added, lies in its ability to provide fun for a wide
variety of people. “We’ve always tried to set up the league to be fun and social,” he said. It’s open to anybody over the age of 18, although underage players are allowed to play with written consent from a parent or guardian. There won’t be many changes made to the league this year, according to Smyth. Organizers, however, have scheduled another meeting to discuss plans for double headers. “There are teams that want to go through with these double headers, and most of the teams don’t want to do that,” said Smyth. “We didn’t plan anything towards the double headers or anything like that, so we gave ourselves another two weeks. “We’re going to do a vote on it. By then, we’ll know all the figures.” The season runs until early August, when it wraps up with a year-end tournament. More information is available on the Sylvan Lake Slo-pitch League Facebook page.

Merkley held his own at Stampeders training camp BY STUART FULLARTON SYLVAN LAKE NEWS
Trying out for the Calgary Stampeders provided a major test for 26-year-old Matt Merkley of Sylvan Lake. And it’s one he passed with flying colours. While he wasn’t sure whether he had made the cut at press time (those who did were to be given a call before the end of last week), he was immensely happy with his performance at the Apr. 5 training camp in Richmond, Virginia. It was one he felt proved his ability to hold his own against some of the league’s top prospects. I definitely was happy with what I brought,” he said. “Even if I didn’t get picked, I saw what I could do, and
gave it my all.” Merkley, trying out as a receiver, underwent basic football testing, and was evaluated for his skills in running, catching and jumping. As the only Canadian there, he trained among players from some of the top college and university teams across America. One of his most satisfying moments came when he defeated one of the camp’s strongest defensive backs in a one-on-one play. Another came at the end of the weekend when the camp’s head coach congratulated him on making a number of big catches. “To be noticed — that was a big thing,” he said. Even if he doesn’t find himself part of the Stampeders’ roster, Merkley feels the experience was a
vastly positive one. And if he’s not picked, he feels he’ll return to his local team — Central Alberta Buccaneers — a stronger player because of it. “I knew I could compete with them, and I could definitely see where I stand,” he said. After word spread that Merkley was trying out, Sylvan Lake’s minor football community and others quickly got behind him and offered their support. Players and parents of the bantam

In the semi-finals they played St. Alberta and were down 4-1 with seven minutes left in the third. They stormed back and tied the game, before winning 5-4 in overtime. PECK Frank Peck passed away on April 9, 2014 at the Red Deer Regional Hospital. Frank was born on May 11, 1948 in Toronto, Ontario to David & Isabella Peck. He spent many years travelling throughout Canada as both his parents were Major’s in the Salvation Army. Frank met his future wife Blanche in Crystal Beach, Ontario where they married in 1968 and began their family. In 1978 Frank moved Blanche, Christine and Dana to Fort McMurray, AB. In 1992, Frank and Blanche were on the move again when he accepted a position with the Town of Sylvan Lake; he later went on to work with Red Deer County until he was diagnosed with Transverse Myelitis in 2010. Throughout Frank’s 4 year journey he always stayed positive and continued his volunteer work on many local boards. Frank leaves to mourn his daughter Christine (Dick) Nelson and their children, Nicole, Ryan, Megan and Matthew and great grandson, Austin; his son Dana (Bev) Peck and their children Devon & Jensen. Frank was predeceased by his wife Blanche and his parents. A Celebration of Frank’s Life was held at the Alliance Community Church, Sylvan Lake, Alberta on Tuesday, April 15, 2014 at 1:00 P.M. with inurnment in the Sylvan Lake Cemetery. As an expression of sympathy memorial donations may be made in Frank’s name to the William Watson Society. Young Entrepreneur Opens New Glass Shop in Sylvan Lake Jamin Sargeant was born and raised on a farm near Rimbey. At age 19 he opened JT Glass in Rimbey. JT Glass is independently owned and is a franchise of Crackmasters Canada. Crackmasters are the exclusive suppliers of “ultrabond” resins for windshield repair in Canada. Lab and field tests show that ultrabond is the leading windshield repair resin. Jamin’s franchise territory includes the town of Sylvan Lake. So now after 4 years of business, he has opened a shop in Sylvan. Jamin has gained some very valuable employees with a lot of experience in the glass industry. Automotive glass is a big part of the business, including windshields, door glass, and rear window glass. There is also a growing demand for
cutting flat glass, mirror, and even safety glass for industrial equipment. They also sell complete residential windows or just replacing the broken glass in your house windows (sealed units). “Business in Rimbey took off quickly”, Jamin says. “Of course a lot of people knew my family and just wanted to help this kid get started. “I don’t know a lot of people in Sylvan but we will work hard to earn their business by doing quality work,” he added. JT Glass is located north of Canadian Tire on Thevenaz Industrial Trail.
