by Kevin Diakiw SAYING SHE is being discouraged from thinking or

acting independently, an outspoken Surrey councillor is cutting ties with the Surrey First team. Effective immediately, Coun. Barinder Rasode is leaving Surrey First, the “coalition of independents” led by Surrey Mayor Dianne Watts, that, until now, held every seat on Surrey council.

And Rasode told The Leader if Watts chooses not to run again in November’s civic election, she will be running for mayor. “I do believe if the mayor’s chair is vacant, I do believe I would make a very strong voice for the residents of Surrey… a very competent voice as well,” Rasode said in an exclusive interview with The Leader Wednesday at her Cloverdale home. She said the move to leave Surrey First wasn’t prompted by a potential run for mayor. Her tipping

point on the mayor’s coalition came months ago, when Rasode stated publicly that the city needed to revisit its strategy around the Newton Town Centre Plan and called for more police. The reaction from her fellow councillors, she said, was an “isolating” experience. “That heightened isolation has led me to re-evaluate how effective I can be in a team environment,” Rasode said. Surrey Board of Education says it’s being left out of teacher bargaining

by Sheila Reynolds

SURREY SCHOOL trustees are miffed they haven’t been consulted during teacher bargaining, even though they’re the ones left to deal with any fallout. The Surrey Board of Education’s frustration followed a letter last month from the B.C. Public School Employer’s Association (BCPSEA) to the B.C. Teachers’ Federation (BCTF), telling the union it would be responsible for funding health and welfare benefits if teachers go on strike. BCPSEA represents school districts in contract talks between the government and the BCTF. Trustee Terry Allen said while some school boards had an opportunity to take a stance on the issue, Surrey never had a chance to provide any input – which he says runs contrary to BCPSEA’s responsibility to consult school boards. “This puts us in the ultimate position of being a firewall,” said Allen. “We’re the ultimate employer, but they (BCPSEA) can dictate what takes place at the bargaining table.” The board voted unanimously last week to express its dismay to the BCPSEA, local MLAs and Minister of Education Peter Fassbender. If the benefits edict goes ahead, it would cost the BCTF about $5 million to cover the benefits for the province’s 41,000 teachers for just one month. “They can’t continue these draconian measures… and leave us to wear it,” Allen said. sreynolds@surreyleader.com

EVAN SEAL / THE LEADER

Coun. Barinder Rasode believes Surrey’s key issues are public safety, municipal spending, public engagement and transparency at city hall.

The push-back she says she’s getting on council is preventing her from doing her job effectively. “That is my reason for leaving.” Sounding more like a mayoral candidate than a disgruntled city councillor, Rasode has identified the issues she wants to address as she moves forward. Key among them are public safety, city spending, public engagement and transparency at city hall. Rasode said the city needs 45 more police officers as soon as they can be hired. That will bring the city up to the officer-per-population ratio promised in Surrey’s 2007 Crime Reduction Strategy. “I don’t think we can speak to our community safety model if we’re not willing to hire more officers,” she said. She wants to see a spending freeze at city hall until public safety matters can be resolved. She also wants an end to taxpayers’ money being spent on the Surrey Regional Economic Summit, something the mayor has long said was paid for through sponsors and ticket sales. “The city still makes a contribution,” Rasode revealed. She couldn’t give a dollar figure because the issue was dealt with behind closed doors. Her proposed spending freeze would include a cap on council expenses for travel junkets and end any additional spending for management positions at city hall.

“Leaner is better, and that would be done in consultation with the city manager and the union,” Rasode said. Asked if these are issues she’s getting ready to campaign on, Rasode just said they simply need to be addressed. “It’s not an election platform, I think actually it’s part of the brand that Surrey First moved forward on, and I think they’ve moved off that brand.” She stressed the mayor’s chair is taken and until she hears differently, she’s running for councillor in November. That said, she believes she would be a good mayor. “When I look at the role of the mayor being the statesperson for the Cty of Surrey, it’s about recognizing strengths, bringing people to the table…” Rasode said. “I’m a consensus builder, I’m an advocate on behalf of community. I think engaging the other levels of government in a different fashion is very important for the City of Surrey. “My passion is to put the concerns of the residents of Surrey first, and my record speaks very clearly on that,” she said. “I’m not afraid to champion issues, and I’m also not afraid to make very tough decisions.” She said she didn’t come to the decision to leave Surrey First lightly. “I’m doing this with a heavy heart,” Rasode said. “I have the utmost of respect for my colleagues as individuals and the work that they are doing for the City of Surrey.”

by Kevin Diakiw BILL REID will be memo-

rialized with an outdoor venue, a Cloverdale road and a statue, according to a plan adopted by council on Monday. Known as Mr. Surrey, Reid was close to the hearts of many, particularly in Cloverdale, which he trumpeted as one of the best places to live. The city is planning to rename the Cloverdale Millennium Amphitheatre as Bill Reid Millennium Amphitheatre. Surrey is also looking at naming 62 Avenue, between 176 and 180 Streets, Bill Reid Way. Plans are also in the works to have have artist Paul Slipper carve a statue of Reid for placement in Cloverdale. Reid was arguably one of the biggest boosters of Surrey and of Cloverdale, where he was considered the unofficial mayor. Reid was alderman with the municipality of

Bill Reid Delta from 1973 to 1978, a Social Credit MLA from 1986 to 1891, and was minister of tourism from 1986 to 1989. Following his political career, he served as vicepresident of the South Surrey and White Rock Chamber of Commerce, president of the Cloverdale Business Improvement Association, and executive director of the Cloverdale Chamber of Commerce. He died of cancer on May 28, 2013. He was 78.

which continues to this day. New Westminster residents do not need to own cars and many can’t understand why so many Surrey residents depend on cars so much. The lack of transit options south of the Fraser is a mystery to them. This attitude of indifference is reflected in the approach of New Westminster city council, which has done little in the way of traffic improvements over the past two decades, other than put in a number of barriers to prevent “rat running through residential neighbourhoods. There is a lack of left-turn lanes, road widening and provision for trucks. Letter writer Roger Simmons, a truck driver, pointed out in a recent letter to The SurreyNorth Delta Leader that the six lanes are no advantage to New Westminster, and he’s right. As he says, they probably aren’t an advantage to Surrey residents either, given that they will be stalled on roads that have changed little since the 1960s once they cross the bridge. Simmons points out where some traffic improvements would really make a difference. One is at the junction of 72 Avenue and High-

way 91 in Delta; another involves traffic on Highway 91A through Queensborough. Both of these locations are badly congested daily. In fact, Queensborough is so difficult to get in and out of that rents tend to be lower there. His final suggested improvement, to have more light rail transit south of the Fraser, is one that Surrey politicians and planners would love to see – but TransLink has yet to indicate that one cent will be made available for any implementation. As Surrey grows, and there are more jobs south of the Fraser, a Surrey-oriented rapid transit system will make more and more sense. There will be even fewer reasons to go to New Westminster. Perhaps the best thing to do with the Pattullo is just leave it alone. The toll situation needs to be made fairer, and that would ease some of the congestion, but beyond that, it may not be worth spending anything on it. New Westminster wanted it right where it was built, and it may be in Surrey’s best interests to respect that long-ago decision.

Begging for an accident YOU ARE stopped in the left-turn lane, waiting for the light to turn green at the intersection ahead. A street person holding a cardboard sign is walking on the raised median beside your vehicle. He is trying to make eye contact, hoping you will give him a few dollars. Do you ignore him and look away? Or do you take pity, roll down your window, give him some coins, and feel good inside that you’ve helped a person less fortunate than yourself? Those who gave money to a left-turn-lane panhandler have

provided the financial incentive for them to be on the raised median in the middle of a roadway, creating a distraction that may cause a vehicle accident, and being at risk of falling into the path of oncoming vehicles travelling at 60 km/h in the lane on the other side of the narrow median. B.C. Motor Vehicle Act s. 182 makes it an offence for pedestrians to be on a roadway if there is a sidewalk on at least one side of the roadway, or to solicit money from occupants of a vehicle. The fine for such an offence is $109, which is significantly less than the $167 fine

for distracted driving. Have you wondered why the police have done little if anything to deter these left-turn-lane panhandlers? Perhaps it is because they may be agile and difficult to apprehend. Perhaps it is because they may be transients and unlikely to pay a fine. Perhaps the police are waiting for a serious accident to occur so there is justification for enforcing the law on the panhandlers who receive significant tax-free donations from well-intentioned motorists. New option for students THE LAST-MINUTE controversy about Trinity West-

ern University’s proposed law school is now over. Young people in British Columbia and beyond can look forward to attending law school in Langley. It will be a distinctive, new option. Now that the directors of the Law Society of B.C. have decided, in a 20-to-six vote, to accept TWU graduates, three key points should be made. First, since The Federation of Law Societies of Canada, after an 18-month study, approved the TWU proposal, the B.C. body had no reason to be opposed. Second, at present many universities in the U.S. and elsewhere have similar faith and conduct requirements; they have produced fine attorneys. Third, the argument that TWU graduates could not be good lawyers because they have agreed to a university policy upholding traditional marriage is

cial Po Packt3ato Comb o Varie

deeply flawed. The TWU policy deals with behaviour while the students are at TWU, not with a life-long commitment. Also, about 50 per cent of Canadians support this view. Further, as every lawyer knows, concerning any social policy, whether rooted in the constitution, the Charter, or legislation, numerous lawyers are in opposition. On major policies dealing with capital punishment, euthanasia, compulsory vaccination, decriminalizing marijuana, same-sex marriage, etc. the country is rife with lawyers on both sides of the issue. The TWU law school won’t cause or affect that reality. Read history, lawyers. Freedom prescribes diversity and social progress has come through dissenting minorities, not by imposition of views by majorities. John H. Redekop, Abbotsford

relationship was entirely consensual. Andrew Aurie Jefferson, 29, took the stand in his own defence Tuesday morning (April 15), contradicting a portion of testimony given by a 19-year-old woman in B.C. Supreme Court in New Westminster a day earlier. The woman, who was 17 at the time of the alleged incident and is now 19, testified Monday that she met Jefferson on the Plenty of Fish website in December 2012 and that the two had sex in his Newton basement suite on two separate days in December 2012. While the first occasion went as planned, the woman claimed that during the second visit, Jefferson attempted to have anal intercourse with her and when she resisted, he choked her. “I said no. And then he started choking me. “I was screaming, she cried. “I was trying to get him off of me but I couldn’t. She said she fell unconscious and when she woke up he was still choking her and her hair extensions were on the floor. “He got really apologetic after, the teen said. But Jefferson told the jury there was no resistance from the teen during any of their encounters and that he never sexually assaulted or choked her. “I don’t agree that the allegations made happened, said Jefferson under cross-examination from Crown prosecutor Crichton Pike. Jefferson said both he and the teen smoked crack during their second meeting, prior to having sex, which also contradicted the woman’s testimony. She said while she had been drinking that evening, she watched Jefferson smoke some “white stuff but that she did not partake. The pair exchanged a few text messages – one of them from Jefferson asking the woman to visit a third time with her friend – following their final meet-up, but never saw one another again. The teen, whose identity is shielded by a publication ban, said she did not go to police about the alleged incident right away because a friend advised her not to and she didn’t know Jefferson’s full name. “I knew it was wrong, she told the court. “I wanted to say something but I didn’t have all the details. However, she did file a police statement in February 2013, after speaking with an ex-girlfriend of Jefferson’s. Defence lawyer Eric Warren suggested the teen went Andrew Jefferson to police seeking revenge after speaking to Jefferson’s ex-girlfriend. Pike suggested the accused “unfriended the alleged victim on Facebook – something Jefferson didn’t remember doing – so she wouldn’t know what his last name was and couldn’t tell police. Bill Fordy said. “Cloverdale, Clayton and Port Kells are all doing extremely well thanks to the effective sharing of information, Fordy said, adding businesses and residents are encouraged to report anything suspicious to Surrey RCMP.

Last year, the Cloverdale Chamber of Commerce and the Cloverdale BIA launched a business alert called Heads Up! The prompt email alerts are sent to neighbouring businesses, warning them of suspicious individuals operating in the area or incidents such as thefts and break-ins. “It is our community, Staff Sgt. Martin Blais said at the meeting. “We have the right to live peacefully.

ICBC glitch leads to refunds

Cheques coming for 240,000 who overpaid by Jeff Nagel ICBC SAYS it acciden-

tally over- or undercharged nearly 600,000 of its optional auto insurance customers and will issue refunds with interest averaging $162 to those who paid too much. Most motorists aren’t affected by the glitch, which happened because incorrect descriptions were assigned years ago to some vehicles. The error was uncovered last year with ICBC’s move to a new computer system. About 1.8 per cent of optional insurance customers paid an average of $21 too much per year as a result and 240,000 drivers are owed cumulative refunds stretching back as far as 2008, according to ICBC. The public auto insurer is updating vehicle descriptions for past years so it can accurately recalculate historic premiums and repay improper charges for the last six years – as far back as its legacy computer system permits. Another 350,000 customers paid less than they should have by about $34 per year on average but ICBC won’t bill them retroactively. Affected drivers are to be notified and receive refund cheques by July. ICBC expects to pay out $36 million in refunds plus interest of $3 million. It estimates it lost $71 million in underpayments since 2008. The faulty vehicle descriptions affect only optional insurance, not basic rates. ICBC’s board is also appointing an outside auditor to review the error. The error isn’t expected to recur because ICBC’s modernized system will pull the correct description from the vehicle identification numbers, instead of being entered manually by Autoplan agents.

CRA loses personal data to Heartbleed LIVINGSTONE Denture Clinic 19-year-old arrested after 900 social insurance numbers compromised

by Jeff Nagel THE CANADA REVENUE Agency says the

social insurance numbers of 900 taxpayers were stolen last week by someone using the Heartbleed encryption vulnerability before the taxation agency shut down public access to its online services. It happened over a six-hour period by someone exploiting the vulnerability in many supposedly secure websites that used an open-source encryption system. On Tuesday, the RCMP arrested a 19-year-old Ontario man in connection to the case. Stephen Arthuro Solis-Reyes has been charged with unauthorized use of a computer and mischief in relation to data. The CRA said it will send registered letters to affected taxpayers and will not be email-

ing them because it doesn’t want fraudsters to use phishing schemes to further exploit the privacy breach. “I want to express regret to Canadians for this service interruption,” CRA commissioner Andrew Treusch said. “I share the concern and dismay of those individuals whose privacy has been impacted by this malicious act.” Other personal data and possibly businesses’ information may also have been lost. “We are currently going through the painstaking process of analyzing other fragments of data, some that may relate to businesses, that were also removed,” Treusch said. Taxpayers whose data was compromised will get bolstered CRA account protection and free access to credit protection services. Online services, including the E-file and

People whose income tax filing was delayed by last week’s CRA interruption have been given until May 5 – beyond the usual April 30 filing deadline – to file returns without being penalized. The Heartbleed vulnerability compromised secure web browsing for up to two years at some sites despite the display of a closed padlock that indicates encryption.

First responders ‘unnecessarily’ speeding to many calls by Jeff Nagel

THE PROVINCE is sticking to its contentious decision to stop dispatching ambulances at high speed for less urgent medical calls and municipal fire department first responders are being urged to adopt the same approach. Officials at B.C. Emergency Health Services (BCEHS) have been on the defensive since the November implementation of their new Resource Allocation Plan, which slowed ambulances to posted speeds for dozens of types of routine calls with stable patients. Ambulance response times have since averaged six minutes slower provincially and 10 minutes slower in the Lower Mainland for the downgraded calls, according to BCEHS, while enabling about one minute faster responses on urgent lights-and-siren emergencies. Lower Mainland fire chiefs and city councils have denounced the changes as a service reduction and cite extreme delays for ambulances arriving at downgraded calls. “We’re absolutely confident that we’re correct in the assignments that we’ve changed,” said Dr. William Dick, interim vice-president of medical programs at BCEHS. “We are getting to sicker patients faster.” He and other officials at a Tuesday media briefing argued against sending municipal first responders at high speed to calls that aren’t medically urgent when those firefighters can only provide “comfort care” while waiting longer for ambulance paramedics to arrive under their revised protocol. First responders are now “unnecessarily” rushing with lights and siren to 35 per cent of their calls, according to George Papadopoulos, quality and safety director at BCEHS.

THE ROAD RULES www.roadrules.ca

ighway disaster unfolds in slow motion and suddenly. The chain of causation sets up and becomes unstoppable. It will play out. Such was the disaster that occurred on Thursday April 10, 2014 at around 5:40 pm on Interstate 5 (‘the I-5’) near Orland, CA, a small city in the northern Sacramento Valley sixty miles south of Redding and 100 miles north of Sacramento. No doubt Road Rules readers will have heard or read something about the Orland crash. It has all the elements of international newsworthiness: 10 lives lost—by all accounts people on the road with good purpose and high hopes, many lives, young and old, changed forever, two big vehicles —a truck and a bus—driven by professional drivers in a fiery head-on crash on a divided highway designed to minimize such a possibility. Investigators say it will take months to understand what happened. In many ways, however, no sense can ever be made of such a thing. News reports say the northbound bus was transporting 44 Los Angeles-area high school students and their four chaperones to a preview weekend at Humboldt State University campus near the northern California coastal town of Arcata. The bus was chartered by Humboldt State in an effort to reach out to students from low-income families. Across the grassy median in the southbound lanes heading to Sacramento

came a Fed-Ex truck driven by a man described as a professional driver for several years and a “kind, caring, happily married family man” who, earlier in the day, had taken a load of freight to a town about 50 miles south of the Oregon border, then picked up two semi-trailers—one partly loaded and the other empty. Suddenly the Fed-Ex truck swerved, crossed the median, sideswiped a northbound Nissan Altima in front of the chartered bus and then slammed head on into it. Both vehicles burst into flames. Both drivers, three of the adult chaperones and five students died. Many of the bus passenger survivors reportedly escaped the burning bus by kicking out the windows. Thirty-one people were taken to area hospitals with injuries ranging from minor to critical. Mark Rosekind, a member of the National Transportation Safety Board (NTSB) investigating the crash said that “the NTSB was in the process of learning the exact nature of the contents being hauled to determine if the truck was carrying any hazardous material,” and that contrary to some eye witness reports, fire experts had found no physical evidence of fire before the impact. Mr. Rosekind also noted that the truck left no skid marks on either the roadway or the median as it veered into the oncoming traffic. In contrast, “more than 145 feet of tire marks indicated that the bus driver tried to stop and swerve to the right.” He said, “That driver was clearly reacting to a situation with braking and a driving maneuver.” But Mr. Rosekind also cautioned, “it remained too early to tell what prompted the FedEx driver to leave the southbound lanes.” Blood samples obtained from both drivers will be tested for alcohol, drugs or medication.

QUALITY DENTAL CARE IN RELAXED, CARING AND COMFORTABLE SURROUNDINGS

BCEHS: Will follow rules From page 13 money if they adopted the same rules for their first responders, BCEHS says, and also reduce the risk of crashes between their responding fire trucks and the public. There were 225 ambulance crashes with the public while lights and sirens were on in

the last three years, and passing emergency vehicles are also blamed in other “wake collisions” where other vehicles collide trying to get out of the way. Although BCEHS could impose the priority changes on first responder dispatch as well, it has said it will abide by the wishes of municipalities. BCEHS board chair

Wynne Powell said he thinks cities will agree to fall in line voluntarily and consultations with them are continuing. So far 26 out of 160 municipalities consulted by BCEHS have requested more information or raised concerns. Surrey and Vancouver have submitted the most requests for reviews of ambulance call responses. Powell called reported waits of one hour and more “outliers.” An expert review of the changes is to report next week and BCEHS is pledging ongoing assessments in the months ahead. safety has been put at risk, noting calls such as convulsions and electrocution by lightning are among the nearly 30 per cent of trips now downgraded to routine dispatch. But BCEHS says such characterizations are inaccurate. Electrocution and motor-vehicle accident calls are broken down to many sub-categories, some of which are dispatched as routine, and others with lights and siren, depending on the information dispatchers receive. Powell also urged “complacent” motorists to pull over for ambulances now that lights-and-siren responses are reserved for more critical cases.

NEW HOME DEVELOPMENT

“The location is phenomenal,” says sales manager Ann Sonnenberg. “You’re a 10-minute walk from the Shops at Morgan Crossing, and there’s a brand-new elementary school two blocks from here.” The Grandview Heights neighbourhood also has leisure opportunities, plenty of restaurants and easy access to transit and major highways, making commuting easy. The Heights is located in a quiet section of the neighbourhood, making it perfect for families and couples alike. The 39 townhomes are available in a range of two- and three-bedroom floorplans. The exterior has plenty of curb appeal, with meticulously landscaped grounds and front doors with heritage-style raised panels and glass. Some plans include a ground floor patio and a double garage. Inside, nine-foot ceilings and oversized windows combine for a spacious feel, while sleek laminate flooring on the main level is complemented by decorative crown moulding and designer lighting fixtures. Homeowners are able to choose between two colour schemes (Vanilla Bean and Chocolate Expresso), making it easier to put your own stamp on your space. The kitchen is fit for a gourmet with stainless-steel appliances, elegant quartz countertops and a ceramic tile backsplash. Pot lights in the kitchen and nook are a convenient touch that demonstrates Lakewood’s focus on the homeowner, and the custom-designed cabinetry with solid wood shaker-style doors lends much more than a touch of style to the room. Most plans also feature a pantry in the kitchen for even more Submitted photo convenience. The bathrooms can easily be described as blissful, with shaker cabinets Among the beautiful features at Lakewood’s The Heights in South Surrey are gourmet kitchens and oversized windows. with solid maple doors, designer faucets and accessories, full-width mirrors, ceramic floor tiles and quartz countertops. The main bathroom holds a soaker tub surrounded by designer ceramic tile, while the ensuite features a shower with a semi-frameless glass enclosure and his-and-hers sinks (in most plans.) Most plans also include a main floor powder room with elegant laminate flooring. “Lakewood always builds quality homes,” says Sonnenberg. “Some are available to move in to tomorrow; we also have some Phase 2 homes that will be available between now and the end of By Kerry Vital June.” Homes start at $359,900. Last Chance to buy at Zen

Buyers have always known that Zen in East Clayton is an exceptional development. And now it’s official. Zen has just been nominated for a remarkable four awards in BC’s most prestigious housing awards program, The Ovation Awards. Every year the Greater Vancouver Homebuilders Association

celebrates excellence in homebuilding, design & marketing, and has named the finalists in a multitude of categories, Zen was chosen in four of them. Zen is a finalist for the best kitchen in a multi-family development. According to developer Zenterra, the kitchens at Zen

represent the largest kitchens in a multifamily development in the Metro Vancouver area. Kitchens in the four bedroom townhomes measure a huge 16’ x 16, and include lots of highly sought after features like five burner gas cooktops, double wall ovens, quartz countertops, glass backsplash and custom shaker style cabinetry. Most units also feature a 4 x 4 island with an optional built in wine fridge. From the high quality 39oz carpet throughout the upper floors, to the 2’ wide window blinds and the 9’ high ceilings, it’s evident from the moment you step in the door that it’s the attention to detail that makes the difference. The story doesn’t stop there, all the bathrooms at Zen feature quartz countertops, and under cabinet lighting, while master bathrooms also include double-wide glass showers and luxurious warming towel rails. A unique feature that always gets attention is the ‘Makeup Vanity’ that provides extra counter space for cosmetic and wellness items, plus an additional four electrical outlets. Because our West Coast lifestyle means we spend so much of our time outdoors, Zen is designed to make the most of it. The thoughtful landscaping includes open green spaces with walkways that are perfect for that after dinner stroll. With full natural gas barbeque hookups Zen gives the chef in the family a chance to show off their

culinary skills while friends and family relax on the oversized 8 x 20 sundecks. Parking is easy too, with double, and tandem garages and lots of visitor parking for those memorable family gatherings. Other kinds of entertainment are catered for as well. The Zenterra Signature Entertainment Wall features a custom Italian stone finished fireplace, and offers all the interconnectivity options that today’s buyers demand. Despite the feeling of tranquility that living at Zen provides, the location couldn’t be more convenient. Within a few minutes drive there are literally hundreds of shopping options, from quaint sidewalk cafes to Willowbrook Mall and Costco. Zen has also been nominated for three of the most prestigious Ovation Awards, Best Townhouse Development, Best Marketing Campaign and Multi-Family Home Builder of the Year. Winners will be announced on April 26th. The final phase of Zen has been released to the market with 3 bedroom and 3 bedroom and flex room tandem homes starting from just $345,900. Zen’s showhome is located at 196 Street and 66 Ave and is open every day (including Fridays) between 12 and 5pm. With their unique features and affordable pricing the remaining homes at Zen are sure to sell fast. To arrange a personal tour please call 604-355-0166.

You don’t have to start on the road Many of the top road racers in the world didn’t start on the pavement. They started in the dirt. Why? Because it teaches you how to control a bike in less than ideal traction environments. Also, if you fall, it doesn’t hurt as much! You can certainly get your feet wet when it comes to learning clutch and brake control on a “softer” surface, too. Furthermore, you don’t need a learner’s permit if you are riding off road. When and if you want to transition to the street riding, you’ll need it for that. Check out Popkum Motor Park’s Lessons/Training (www.popkummotorpark.com) program for all ages, as well as the BC Off Road Motorcycle Association’s website (www.bcorma.ca) for upcoming MSF Dirt Bike Schools. Another perk to starting to build your bike confidence on the dirt, training programs aren’t as expensive. So, this is me, the little white angel on your shoulder whispering, “Go on, get on two wheels!” But remember, safety is paramount. Take the test, go to school and thank me later. alexandra.straub@drivewaybc.ca

Grand Cherokee EcoDiesel competes on performance at a price

The already capable and luxurious gasoline versions are less expensive and come with all the regular Grand Cherokee goodness.

‘‘

Zack Spencer

’’

The introduction of the 2011 Jeep Grand Cherokee showcased the direction of the new Fiat-Chrysler partnership. It went on to win more awards that any other SUV; in fact, I chose it as one of my favourite vehicles that year. Sales have been strong for not only Jeep but the entire Chrysler group. Freshness has been into each new vehicle and this latest 2014 EcoDiesel version is another example. For this model year, the Grand Cherokee gets a refreshed front and rear, plus interior tweaks and a thrifty diesel under the hood. Looks The most noticeable updates for 2014 include a thinner front grille, narrower front headlights with LED accents. This really makes the latest model pop; especially when you compare it to the last model. The EcoDiesel option is only available in two trim levels, and this an expensive vehicle. The Overland is the cheapest diesel and it starts at roughly $58,000, $3000 more than a V6 model but the same price as the V8. The top of range Summit diesel starts at $62,000. In comparison, the base VW Touareg diesel starts at $55,000 but most of the other German mid-sized SUVs with a diesel, like the ML from Mercedes or the X5 from BMW also start in the low $60,000 range. Inside One of the biggest changes at Chrysler has been the attention to detail now placed on interior design and refinement. The latest U-connect computer interface is one of the best in the business; many high-end makers could learn a thing or two from Chrysler. The

large 8.4-inch screen is one of the biggest on the market and it is very quick to the touch, going from one function to the next is logical and responsive. Pairing a smartphone takes under 30 seconds and the best feature is the map screen, which enables the embedding of a picture in the same way as picture-in-picture TV does. The dash is covered in stitched leather and the cabin overall is simple and elegant. All EcoDiesel models come with leather seats and the back seats can even be heated. Drive The biggest change for 2014 is the introduction of an all-new 3.0-litre direct inject turbocharged V6 diesel engine along with an 8-speed automatic. With 420 lb.-ft. of torque, this engine just rockets away from a light and cruises effortlessly on the highway. There is a big premium to get this engine over a V6, or lower trim level V8 gasoline versions, but there are some compelling reasons to choose it. Fuel economy is number one. This heavy truck is rated at 9.8 L/100km in the city and only 7.0L on the highway. With aggressive driving and mostly city, I averaged 12L. I did notice on highway runs that the fuel economy improved radically and quickly. The towing capacity of the EcoDiesel is the same as the 5.7-litre Hemi V8 at 7200 lbs, but this truck gets substantially better fuel economy. For those that drive a lot without a trailer, the improvement in fuel economy is something to factor in. If you don’t drive a lot each year, the diesel option might not be worth the added cost.

2014 Jeep Grand Cherokee EcoDiesel

Verdict Chrysler considers the Jeep Grand Cherokee a premium offering but I would not put this on a par with the Mercedes ML, BMW X5, Audi Q5 or a very nicely equipped VW Touareg. It is a very nice truck with as much diesel power and efficiency as the competition but the German brands have been at the whole diesel thing a lot longer and are a known entity in the market. The Grand Cherokee EcoDiesel would be a very easy choice if it were about $50,000, not $58,000. If you drive a lot or tow, the diesel might be worth it, but as it stands now the already capable and luxurious gasoline versions are less expensive and come with all the regular Grand Cherokee goodness.

Drawer Boy opens at SLT Surrey Little Theatre’s spring show looks at relationships by Jennifer Lang THE DELICATELY bal-

anced lives of two elderly farmers and bachelors are upended when a young actor from Toronto comes calling in The Drawer Boy, opening tonight (April 17) at Surrey Little Theatre (SLT). Billed as a gently

humorous and poignant look at relationships, the play is set in rural Ontario. White Rock’s Aaron Elliot is Miles, an actor who spends the summer on the farm hoping to do research for a theatre project. Barry Walker is the tough-minded, stubborn Morgan, who

Confessions of a Curber I guess you could say I was addicted. Only my drug of choice wasn’t coke or meth. No - it was the thrill of getting away with it all. And the easy cash, of course. Throwing the camper into that last deal was a great marketing idea. And, like last time, I decided to branch out again. There’s so much more than just cars! This time I decided to go with a motorcycle. I purchased it off the internet – I guess you could call it a curber-to-curber transaction. Oh, of course I knew every trick in the book by now. The seller gave me my old story and said that he was the real owner. Did I care? Not a chance. It was a nice Harley. And, it was a steal. I knew I could flip it for more. Why? Because I was a better marketer. But I needed to do it fast. And, I had to make sure I had a buyer that was naive enough not to do a lien check through carproof.com, or the province (bcregistryservices. gov.bc.ca). As usual, I put up a generic, one-line Craigslist ad. With a price like mine, I had a buyer within an hour. I made sure the Harley looked its best. I polished it until it sparkled and filled it with gas. Hey, what’s a few bucks? Then I ran into a small problem. I found out that my seller was the real owner. Wow. But he sold me a vehicle that was about to be repossessed.

Barry Walker, Mike Busswood and Aaron Elliott star in Surrey Little Theatre’s production of The Drawer Boy.

Fortunately, he was in such a hurry that he didn’t make me do the transfer – so it was still in his name. No big deal. Bridging* was my friend. I just used his name and hoped my buyer would never ask me for ID. And I was right. The buyer smelled a bargain and took the bait like fish. He thought I was the fool! No lien check, no ID check. Just cash. I was home free, again. And the best part? When the bailiff came for the motorcycle, he didn’t even know my name.

Surrey City Council wishes you and your family a Happy Easter!

*Bridging – A trick that curbers use to keep their identity secret. Curbers will pay more for a vehicle from an unscrupulous wholesaler or broker if they are not required to immediately put the vehicle in their name. This keeps their name out of the vehicle registry and makes them impossible to locate when deals go bad. Breaking the law is never a concern for them.

“The buyer smelled a bargain. He thought I was the fool!”

cares for Angus (Mike Busswood), who suffered brain damage and lost his memory during the London Blitz. Miles is fascinated by the story Morgan tells about their young lives together during the Second World War. Morgan’s story begins to unravel as Miles delves into the details of the past, and reawakens memories in Angus. The Drawer Boy, written by Canadian playwright Michael Healy, is the SLT’s entry in the Fraser Valley zone Drama festival this May. Award-winning director/designer June Ainsworth is thrilled to have such a talented cast, including Busswood, who has won 11 awards with Theatre BC. She noted the team has been eager to try out new ideas. “Working with the three actors in this play has reaffirmed my belief in the collective nature of the creative process,” Ainsworth said. The production runs Thursdays to Saturdays, 8 p.m., to May 17, with matinees April 27, May 4 and May 11 at 2 p.m. Tickets are $15. Ruptures in Arrival exhibit opens Art show marks 100 years since the arrival of the Komagata Maru by Evan Seal THE SURREY Art Gal-

lery (SAG) is marking the 100-year anniversary of the arrival of the Komagata Maru by showcasing the work of visual artists from across Canada and India. Ruptures in Arrival, Art in the Wake of the Komagata Maru, features painting, conceptual photography, and photo collage imagery – as well as archival images of the Komagata Maru. The Komagata Maru arrived in Vancouver in 1914 carrying 376 passengers from the Punjab. Due to Canadian immigration laws at the time, only 20 of the passengers were allowed entry into Canada. After two months of detention in Vancouver Harbour, the ship was forced to sail back to India. Through their imagery, 10 artists have explored the incident and aim to create discussion about Canadian history, discrimination, identity and citizenship.

Portland-based artist Avantika Bawa uses a large-scale drawing and sculpture to represent the route travelled by the ship and the barriers faced by the passengers. “I really wanted to look at the route since everything was about this journey and what happened because of the journey,” said Bawa. The single lines drawn on canvas represent both the arrival and return routes taken by the Komagata Maru. The canvas then cascades onto a barricade, giving a sense of the symbolic barriers faced by the passengers. “I also wanted to address the barriers we face at the Canadian and American borders,” Bawa said. Toronto-based artist Ali Kazimi used threedimensional video and stereoscopic images to show the lives of early South Asian migrants and the issues and conditions in which they lived. “I really wanted to

This sense of alienation is very much a part of the immigration experience.” Surrey artist Jarnail Singh depicts the plight of the passengers through a large scale four-panel painting. Runners return to Boston Bombings don’t deter local group by Nick Greenizan DISTANCE RUNNERS are

made of tough stock. They slog through mile after mile – often through inclement weather – with little regard for aching muscles, blisters or shortness of breath. They are not easily kept down, in other words. And such resilience will be on display Monday in Massachusetts, when the famed Boston Marathon returns to the streets a year after the 2013 bombings killed three people and injured hundreds more. Eighteen Surrey runners are registered for this year’s race. Many on the list were at last year’s event, including Ray Baker – a Surrey doctor – who was about 200 metres from the first explosion in 2013. “I was about as close to the finish line as they’d let me get,” he said. Marathon: ‘A lifetime experience’ N OT I C E

Notice of Field Staff Entering Private Property near Ravines and Watercourses The City of Surrey is completing a Ravine Stability Assessment of ravine slopes and channel banks along various watercourses throughout the City. This is part of an ongoing biennial Ravine Stability Assessment. From January 15 to April 30, 2014, representatives of the City’s Consultant may require access through private property to safely inspect these ravines. All field staff working on this project will carry identification and an information letter from the City of Surrey. Residents who see field staff in or near their property can ask for these documents.

From page 33 experience, he says he had no hesitation signing up to run again. “No, not at all. If anything, there’s even a stronger feeling to go back,” he said. “You want to go back and express support for Boston and to stand up to terrorists

and say, ‘It didn’t work.’” No local runners or spectators were hurt in last year’s attack but it was nevertheless a terrifying experience for all present. At the time, Alan Benson – a Surrey lawyer – recalled “a massive explosion…this huge ball of smoke.” What followed, he

said, was “pandemonium everywhere.” The bombing touched off a dramatic days-long manhunt for a suspect, who was eventually found in a boat being stored in the backyard of a Watertown, Mass. home. Dzhokar Tsarnaev is currently in custody, awaiting a federal trial

Attention AirCare Customers

on charges he helped plan and execute the bombing. This year, with the marathon’s security improvements – of which there are many – Baker doesn’t expect any similar issues. “With all they’ve done, it’ll probably be one of the safest places on earth,” he said. Baker’s feelings toward the race are similar to many marathon runners. In fact, interest in running this year’s marathon was so great that organizers increased the field by 9,000 – to a total of 36,000 runners. Also, runners who were unable to finish last year’s race were invited back without having to re-qualify.

“Everybody gets excited for it, especially this year considering all that has happened. We figure the spectators will be out in record numbers, too, to show their support,” said Baker, who will be running his sixth consecutive Boston Marathon. “It’s going to be very memorable, a once-inlifetime experience.” Benson, who last year had already crossed the finish line in advance of the bombings, said he has “mixed feelings” on returning, but never wavered in registering again. “You’re happy and sad,” he said, adding that his wife and daughter will attend the event with him. “You think about it when you’re out running sometimes, and it can be emotional, but I didn’t think (about not going). “You can’t destroy an event like this.” Though this year’s event will be an emotionally charged one, most in the Surrey group were excited to simply focus on running again. “I’m not expecting to break any records or anything, but it’ll be good to be out there, just chugging away,” Ian Herron said. Still, the memories of 2013 remain strong. “It’s all still very vivid – it’s something that will be permanently etched in my mind,” Baker said.

Whalley wins one, loses one on home field by Rick Kupchuk WITH A LITTLE luck, the

Whalley Chiefs would have a pair of wins to start the B.C. Premier Baseball League season. But considering their inexperience, a split of Saturday’s double header against the Vancouver Cannons at Whalley Stadium is satisfactory. Whalley came from behind for a 4-3 victory in the first game, then dropped the second 4-2 in extra innings. “A win in the opener after being down 3-0 late in the game was huge,” said Chiefs general manager Paul Hargreaves. “It showed the young Chiefs we can compete. The pitching of both Max Williams and Andrew Callegari was very strong.” The Chiefs rallied from a 3-0 deficit to get the win in game one. Lucas Soper scored the first Chiefs run in the fourth inning, hitting a leadoff single then scoring on a sacrifice fly by Jacob Robazza. Whalley tied the game in the bottom of the sixth, as Kevin Carbonneau drew a basesloaded walk that scored Travis Leclair, then Colton Wright raced home after Will Gladwell hit into a fielder’s choice. Leclair drove in the winning run in the seventh inning, hitting a single to score Jordan Deshane from third base. Callegari was the winning pitcher, throwing three shutout innings in relief. He didn’t allow a hit, and walked one batter. Deshane and Wright each went two-for-three at the plate. The second game needed three extra innings to decide, with Vancouver scoring

twice in the 10th for the victory after the Chiefs couldn’t hang on to a pair of one-run leads. Whalley led 1-0 after one inning and were up 2-1 after four. “Game 2 was there for the taking,” said Harg-

reaves. “Jacob Robazza started and pitched very well. Both teams had chances. We ran out of gas in the 10th.” Soper was the offensive leader, going two-for-five, while Nick Vellios took the loss on

the mound. The Chiefs will visit the North Delta Blue Jays tonight (Thursday) at 6 p.m. at Mackie Park, then host the Victoria Mariners for two games Sunday at Whalley Stadium.
