A consequence of the Capital Regional District’s proposed update to its Clean Air bylaw will essentially make Sidney’s Beacon Avenue a smoke-free zone. Town council on April 14 voted unanimously to have staff set in motion an update to the current CRD bylaw in effect in Sidney — and in so doing they will ban smoking in more places within the municipality. Changes to the bylaw will extend a smoking ban within the region in all public spaces, including parks and bus stops. As well, the current buffer zone between public and commercial buildings and smoking areas will jump from three meters to seven. In Sidney, that means there would be no smoking allowed on Beacon Avenue as the buffer zone from both sides of the street overlap. Councillor Marilyn Loveless, who was acting in Mayor Larry Cross’ stead Monday night, says council will seek to update the CRD’s bylaw in Sidney. That means all town public spaces, beaches, the waterfront walkway and boardwalk, Beacon Wharf, Bevan Pier and now Beacon Avenue, would see the ban imposed. “That’s the expectation,” Loveless said. “It sends the message to residents that we are looking out for their health.” Enforcing a ban will come down to peer pressure, she continued. Loveless said the opinion around the council table is that common sense will prevail and there will be little backlash. “I think smokers now realize what they’re doing is harmful.” The CRD is in the process of amending the Clean Air bylaw and is consulting with municipalities to list public places affected by the ban.

Schools are at the heart of our communities, from Sooke to Sidney and Oak Bay to Esquimalt, and educators play a major role in shaping our children’s lives. To honour them for helping young people gain skills, confidence and, in many cases, providing the inspiration for them reach a little higher, Black Press community news media is partnering with Staples in Greater Victoria to present the Great Teachers recognition program. From nominations received from readers, three teachers will be selected – one each from the elementary, middle school and secondary levels – to be honoured at a special recognition event in June and profiled in an upcoming edition of this newspaper. “I think most people would agree, there is nothing like a special teacher to make a difference in a person’s life. In our Black Press community newspapers we tell many stories about special teachers who are making a difference in their classrooms, science labs and gymnasiums. We wanted to recognize just how important these professionals are to families and to our future,” said Penny Sakamoto, Group Publisher. “So many teachers go the extra mile, giving extra time for after-school activities or even just spending a few extra moments helping a child who needs a little more attention. Teachers are often the ones who recognize the best in our children. Our Great Teachers program gives local families an opportunity to do the same for educators.” Harmen Berghuis, who oversees Staples’ School Tools program (staplesschooltools.ca) – it partners with parent advisory committees to streamline parents’ school supplies purchases – says the company connects with numerous teachers over the course of a school year. A land deal, similar to the redevelopment of the Sandown horse racing track in North Saanich, is taking shape at the Glen Meadows Golf Club. On April 28, development consultant Mark Johnston will hold an open house at the Glen Meadows clubhouse from 6 to 8 p.m. for club members and neighbours of the 130-acre property. On the table is a plan to return the majority of the property, including the golf course, to farm land. A proposal working its way toward the District of North Saanich incudes gifting 100 acres to the municipality while the owners develop housing and additional agricultural land on the remaining 30 acres. Johnston says he was asked by the Criddle family, owners of Glen Meadows since 1965, to come up with blueprints for the site. “Eighty to 90 per cent of it will go back to agricultural use,” Johnston said. “The Criddle family wants to subdivide what’s left to get the
Sidney man faces child porn charges SIDNEY — On Monday, April 14, a Saanich Peninsula man was arrested and faces charges relating to child pornography. Officers from the Sidney North Saanich RCMP executed a search warrant relating to child pornography at a residence in Sidney. The investigation was initiated online by the B.C. Integrated Child Exploitation Unit in January. The 45-year-old Sidney man was arrested and is now facing charges of possession of child pornography and making available child pornography. The accused has been released from custody and his next court appearance is in Victoria Provincial Court in May. — News staff

Johnston said this could be as much as 20 acres of the subdivided property. “We have a model that we think works.” Johnston said that the strata, under this proposal, would collect its fees, some of which could be used to hire a farmer should residents in the new subdivision not want to work the land themselves. With cost of farmland being a barrier to new farmers, Johnston said this idea could be a solution. He added there are plans to also contribute $100,000 to a farm capital fund through the strata, enabling new farmers
to get the land ready to work. Johnston admitted, however, nothing is written in stone. They are starting with this concept and taking it initially to neighbours and club members. Should the project proceed, golfers, curlers and tennis players would be displaced. For now, Johnston said, it’s business as usual as any redevelopment process could take two years or more. “If we’re successful, it means there won’t be any golf any more, but it’s not going to happen quickly.” North Saanich Mayor Alice Finall said she’s heard only initial reports about the Glen Meadows project, as it has not yet come before council. Johnston said he has given District staff the plans. Finall said she has heard there could be as
many as 33 residential lots with the agricultural component, with the balance of the land given to the District. In the case of the Sandown property, its owners, the Randall family, gifted 83 acres of agricultural land to the municipality and in exchange are looking to develop 12 acres into a commercial shopping area. “There is some similarity to Sandown,” Finall said. “But it’s at an early stage and would need to go to the Agricultural Land Commission.” Finall said the Glen Meadows proposal is interesting and looks good, yet there is still a public process and community input to consider. “It’s early days and we need a lot more detail.” editor@peninsula newsreview.com

Smoking ban on the grow
S
mokers are, in general terms, their own worst enemies and are finding themselves pushed out of more and more public — and even not-so-public — spaces. While the top issue for anti-smoking types is health concerns, litter plays a big role in our perception of smokers. There are few other segments of society where it’s deemed acceptable to cast off trash, in this case cigarette butts, at random. The ick factor certainly plays a large role in nonsmokers’ reaction to the habit and where they want it — or don’t want it — to happen. Citing the health concerns association with second hand smoke, the Capital Regional District enacted a Clean Air bylaw in 1996 that regulates tobacco smoke in the environment. It’s essentially a document that bans smoking in a variety of public places. This is on top of provincewide smoking bans in indoor public spaces and in the workplace. Saanich Peninsula communities — Sidney included — adopted the CRD’s Clean Air bylaw and are now being asked whether they support changes that will significantly expand buffer zones between where people can and cannot smoke. An existing three meter buffer will grow to seven meters and in Sidney, for example, that will apply to downtown commercial buildings. In essence, that would mean the only place for smokers to smoke, will be in the middle of Beacon Avenue — unless the seven meter buffers overlap. This is, in essence, going to be a total ban on smoking along Beacon Avenue. Throw in all Town parks, fields, beaches, walkways, wharves and piers and there are few, if any, public places left to smoke in public in Sidney. Call it a little extra encouragement for people to give up the habit, say some of the town councillors, as people are now pretty well confined to their own homes and yards if they want to smoke. Call it draconian or just going too far if you like. It’s a reaction to the health issues associated with smoking and society’s turning away from a habit that impacts everyone in its vicinity. Expanding the ban is a good idea and will hopefully force some folks to seriously consider changing their habits.

Central Saanich deserves a lot more Thank you to Central Saanich staff for your hard work in preparing the District’s 2014 budget. Notwithstanding this result, I did not support the budget because I believe Council’s direction fell short of what, in my opinion, is in the best interests of our community and the District’s fiscal stability. The 3.11 per cent increase approved April 7 is more than three times the rate of inflation for Victoria which has been less than one per cent since January 2013. Our local economy is still in recovery from the global recession. Given this, I believe Council’s direction should have been to explore a broader range of cost-cutting or revenue generating options. In future, I hope we will embark on a budget strategy that challenges us to keep increases to a bare minimum without compromising service levels. It may take more time and be more difficult to achieve, but in the end, I believe our community deserves nothing less. Alicia Cormier, Councillor Central Saanich

Reconsider gift bunnies Now that Easter is not far away some parents may think giving a bunny to their child might be an appropriate gift. Please reconsider. As a bunny parent of many years I can honestly say that although they are adorable they are high maintenance. Their habitats need cleaning almost daily along with their food and water bowls. A child may be eager initially to do this but believe me it will soon wear off. You cannot simply put a bunny in a cage and leave it. It needs exercise and fresh air and that too must be monitored. When the child tires of these duties it will be up to the parent to

Earth Day is coming and students from Brentwood Elementary are getting their hands dirty again. Last year the school’s Green Team, led by Integration Support Teacher and Green Team Leader Fiona Mosher, planted apple trees along the border of the school’s playing field. All 15 trees the students planted survived their first year and are just beginning to produce leaves, said Mosher, adding that in the next few weeks, the trees will be treated to some permanent fencing around them thanks to a donation from Slegg Lumber on Keating X Road and the Saanich School District grounds team. “We all feel very lucky to live in a community where everyone pitches in to make these types of projects

donated by retiring teacher, Sheila Drew. “We decided to plant the tree in an area where the existing primary playground will be expanded,” explained Mosher.
“The oak tree will be a cornerstone to the play area and in time will provide shade to those who play under it.” Brentwood Elementary’s Green Team is made up of Grade 4 and 5 children who help with various green activities at the school. The students and teacher leaders also recently brought back a program called Walking, Wheeling Wednesday where every Wednesday, students and staff are encouraged to get to school without taking a car. “The Walking, Wheeling Wednesday helps reduce our carbon footprint and keeps us fit,” said Mosher. “We hope the fun of the initiative catches on and that more and more people will walk or wheel to school on the other days of the week,” Mosher said. reporter@peninsula newsreview.com

Tango dancing set to take off in Sidney Runway Tango in Sidney hopes to engage locals in their dancing festivities Devon MacKenzie News staff
After debuting Tango dancing in Sidney at the Beacon Park bandshell last summer on Saturday afternoons, Cordelia McIntosh is happy to now be providing a local hub for those interested in Tango on the Saanich Peninsula. “Offering Tango at the bandshell last July and August was an experiment and a collaborative effort with myself and Diane Tolomeo of Tango Pacifico in Victoria,” explained McIntosh, who with the help of Dalie Green started Runway Tango at the Catalina Grill House in Sidney in February. “We wanted to see how well Tango would be received on the Peninsula. Diane and Dalie helped immensely with any support I needed,

We quickly noticed people expressing a desire for local lessons and events.” After the success of the free Tango dancing at the bandshell, McIntosh and her team then began looking for a venue.
“Dalie was instrumental in discovering our location at Catalina Grill House, and brainstormed with me to ultimately come up with the name of Runway Tango. “Together with the support of our families, we came up with a web presence and Facebook and Twitters pages,” said McIntosh.

word used for a Tango dance) at the Cataline Grill house on the fourth Sunday of each month and she plans to be back at the bandshell through July and August to offer people a taste of what Runway Tango has to offer. “Tango brings people from different communities, age groups and all walks of life

Grand Cherokee EcoDiesel competes at a price Zack Spencer
The introduction of the 2011 Jeep Grand Cherokee showcased the direction of the new Fiat-Chrysler partnership. It went on to win more awards that any other SUV; in fact, I chose it as one of my favourite vehicles that year. Sales have been strong for not only Jeep but the entire Chrysler group. Freshness has been added to each new vehicle and this latest 2014 EcoDiesel version is another example. For this model year, the Grand Cherokee gets a refreshed front and rear, plus interior tweaks and a thrifty diesel under the hood. Looks The most noticeable updates for 2014 include a thinner front grille and narrower front headlights with LED accents. This
really makes the latest model pop. The EcoDiesel option is only available in two trim levels, and this an expensive vehicle. The Overland is the cheapest diesel and it starts at roughly $58,000, $3,000 more than a V6 model but the same price as the V8. The top of range Summit diesel starts at $62,000. In comparison, the base VW Touareg diesel starts at $55,000 but most of the other German mid-sized SUVs with a diesel, like the ML from Mercedes or the X5 from BMW also start in the low $60,000 range. Inside One of the biggest changes at Chrysler has been the attention to detail now placed on interior design and refinement. The latest U-Connect computer interface is one of the best in the business; many high-end makers could learn a thing or two from Chrys-
ler. The large 8.4-inch screen is one of the biggest on the market and it is very quick to the touch, going from one function to the next is logical and responsive. Pairing a smartphone takes under 30 seconds and the best feature is the map screen, which enables embedding a picture the same way a picture-in-picture TV does. The dash is covered in stitched leather and the cabin
overall is simple and elegant. All EcoDiesel models come with leather seats and the back seats can even be heated. Drive The biggest change for 2014 is the introduction of an all-new 3.0-litre direct inject turbocharged V6 diesel engine along with an eight-speed automatic. With 420 lb-ft of torque, this engine just rockets away from
a light and cruises effortlessly on the highway. There is a big premium to get this engine over a V6, or lower trim level V8 gasoline versions, but there are some compelling reasons to choose it. Fuel economy is No. 1. This heavy truck is rated at 9.8 L/100km in the city and only 7.0L on the highway. With aggressive driving and mostly city, I averaged 12L. I did notice on highway runs that the fuel economy improved radically and quickly. The towing capacity of the EcoDiesel is the same as the 5.7-litre Hemi V8 at 7,200 pounds, but this truck gets substantially better fuel economy. For those that drive a lot without a trailer, the improvement in fuel economy is something to factor in. If you don’t drive a lot each year, the diesel option might not be worth the added cost.
Verdict Chrysler considers the Jeep Grand Cherokee a premium offering but I would not put this on a par with the Mercedes ML, BMW X5, Audi Q5 or a very nicely equipped VW Touareg. It is a very nice truck with as much diesel power and efficiency as the competition but the German brands have been at the whole diesel thing a lot longer and are a known entity in the market. The Grand Cherokee EcoDiesel would be an easy choice if it were about $50,000, not $58,000. If you drive a lot or tow, the diesel might be worth it, but as it stands the already capable and luxurious gas versions are less expensive and come with all the regular Grand Cherokee goodness. zack.spencer@drivewaybc.ca

Sub-compact with big sedan pretentions
Mazda’s first foray into the Canadian sub-compact market segment was the 2011 Mazda2, an inexpensive little car that exceeded the quality expectations of most buyers. It was launched in Europe, Japan and Australia in 2007 and won 48 automotive awards, including 2008 World Car of the Year, prior to its arrival in Canada. Mazda2 comes in just one body style, a four-door hatchback. Considering its proportions, that’s a lot of doors and “easy access” is big part of the charm. The trim lines offered were GX, GS, and a top-priced Yozora edition, which was limited to 500 in Canada. The GS trim upgrade includes air conditioning, automatic headlamps, cruise

offering my unqualified support for the countrywide torrent of get-even-tougher legislation, designed to pick the pockets of delinquent drivers. Currently in B.C., the fine is $167 and last year police here issued 51,000 tickets for distracted driving. Victoria knows a vote winner when it sees one and it is pondering big fine hikes and additional demerit points. The local action comes on the heels of Ontario introducing legislation last month that increases fines from the already high $300 to $1,000. Fanning the public outrage, BC Attorney General Suzanne Anton announced that distracted driving is killing more British Columbians than impaired driving. I question the rush of statistics showing how deadly a crime this is. I have always advocated for hands-free calling while driving and figured “driving without due care and
attention” was a sufficient catch-all for those causing a collision. The fine is $368. When I began writing on this topic about five years ago, there were no such statistics available. It was all anecdotal because, let’s face it, it’s an offence very visible to other drivers. It’s always seemed to me that drivers who talk and text are reckless risk-takers, who run red lights, follow too closely and make dangerous lane changes even without a phone in their hand. My point being that when they crash with phone in hand it’s a little too convenient to blame it all on operation of the device. Much of the current public debate was spurred by the revelation that a serial offender in Vancouver racked up 26 tickets and fines of $4,300 for distracted driving since 2010. He may be the pin-up boy for those seeking tougher penalties but interestingly, it appears he never once caused an
accident. Now the law is in force, I’ve no problem in accepting it but let’s not kid ourselves into thinking this will stop idiots from taking risks that threaten us all. The fines are already high enough to deter regular drivers tempted to err occasionally. I do worry about how zealously this law is enforced. I frequently hear of tickets issued to drivers who merely glance at their device while at a red light or move it to a new resting place around the dash. I fear the debate about the fines is a distraction in itself from getting to the heart of dangerous driving. I am pleased to hear Anton is also considering public education campaigns on distracted driving, similar to previous initiatives targeting seatbelt use and drinking and driving. That is smarter. I guess you could say I was addicted. Only my drug of choice wasn’t coke or meth. No - it was the thrill of getting away with it all. And the easy cash, of course. Throwing the camper into that last deal was a great marketing idea. And, like last time, I decided to branch out again. There’s so much more than just cars! This time I decided to go with a motorcycle. I purchased it off the internet – I guess you could call it a curber-to-curber transaction. Oh, of course I knew every trick in the book by now. The seller gave me my old story and said that he was the real owner. Did I care? Not a chance. It was a nice Harley. And, it was a steal. I knew I could flip it for more. Why? Because I was a better marketer. But I needed to do it fast. And, I had to make sure I had a buyer that was naive enough not to do a lien check through carproof.com, or the province (bcregistryservices. gov.bc.ca). As usual, I put up a generic, one-line Craigslist ad. With a price like mine, I had a buyer within an hour. I made sure the Harley looked its best. I polished it until it sparkled and filled it with gas. Hey, what’s a few bucks? Then I ran into a small problem. I found out that my seller was the real owner. Wow. But he sold me a vehicle that was about to be repossessed.
Fortunately, he was in such a hurry that he didn’t make me do the transfer – so it was still in his name. No big deal. Bridging* was my friend. I just used his name and hoped my buyer would never ask me for ID. And I was right. The buyer smelled a bargain and took the bait like fish. He thought I was the fool! No lien check, no ID check. Just cash. I was home free, again. And the best part? When the bailiff came for the motorcycle, he didn’t even know my name.

The vehicle is also equipped with four-wheel ABS and traction control systems, rollover sensor, anti theft with immobilizer key systems. Vehicle speed sensitive electric power steering adjusts automatically to become easier at lower speed and firms up at higher speed. This vehicle gets you around town but the four-cylinder engine just doesn’t have enough power on the highway. I found myself constantly pushing the gas pedal to the floor just to keep up with traffic. Perhaps it is the CVT transmission but I would
like to see a V6 option for this vehicle. Interestingly, the windshield wipers are noteworthy but not for a good reason. It was raining one day during my test drive and as I stopped at a light I felt the car sway back and forth with the wipers, I quickly dismissed it as a big truck driving by, but it continued at every stop. I turned them on fully and the car rocked back and forth with every swipe. I have heard about soft suspension but really? If it is a small crossover vehicle you are looking for and like the feeling of sitting up higher than a car, try this one. Three days every week, you might be able to spot Norm Fearn in the weight room at Panorama Recreation Centre. He says he’s on a program to keep up his physical activity and overall health. At age 92, Fearn said it’s more important than ever — both for physical and social reasons. Making it easier for him and other Saanich Peninsula residents 90 years old and older, is Panorama’s new lifetime pass program. On Feb. 27, the Saanich Peninsula Recreation Commission approved the free passes for residents age 90 and up. They did so after Fredrick Reece, a facility user, suggested it. Panorama Manager Ian Hennigar said it’s one way they can help

90-plus pass program. “It’s a big issue,” he said, “when some people might not be getting out. With (the pass) they can join in with other and keep fit.” Pass holder Len Chapple, who is also in his early 90s, said staying in good health is important for seniors
with mobility issues. ‘It’s great for me and I’m far more likely to work out if I get up in the morning and have a place to go. Having that destination is good because you can put it off if you’re at home.” Exercise, Chapple continued, keeps people young and when he works out, he said he feels stronger. “At any age, your muscles can atrophy, they lose their elasticity and the older you get, the quicker that happens.” Both Fearn and Chapple have positive outlooks of their personal health. They said with help from the free lifetime pass, they will each make it to 100. Hennigar said Panorama already offers free admission to children age five or younger. The new 90-plus lifetime pass helps encourage good health throughout a lifetime. To qualify for the pass, all residents of the Saanich Peninsula have to do is prove they are 90 and over.

• On April 6 around 3:30 p.m. a Sidney North Saanich RCMP officer was conducting laser speed enforcement on the Pat Bay Highway near Amity Road. The officer clocked a motorcycle traveling in excess of 220 km/h in a 90 km/h zone. The motorcycle, a red or orange sport bike, slowed, the driver acknowledged the officer, and took off again. Attempts are being made to identify the driver or owner. Anyone who may have seen this motorcycle or who may know the identity of the driver is asked to contact the RCMP at 250-656-3931. • Police are reminding vehicle owners to lock up and not leave any valuables in their vehicles. Police say thieves specifically target unlocked vehicles and will go around trying door handles until they find a vehicle that has been left unlocked. • Central Saanich Police Service is seeking help regarding a group of youths involved in victimizing other youths. Two incidents have occurred in Brentwood Bay this year and investigators believe the same people are responsible. The first incident occurred on Jan. 28 near Rom Knott Park, when a group of three young people threatened a lone youth and stole a pocket knife. The second occurred on April 7 at Brentwood Beach at the foot of Stelly’s X Road. There, four youths bullied two others, stealing a cell phone and wallet. Any information on the incidents can be directed to Sgt. Greg Johnson with the Central Saanich Police at 250-652-4441.

Coming up with visual ideas to make a home look more appealing, and ultimately make it more saleable, is something Cheryl Barnes was doing long before securing her real estate licence in 2006. She was adept at removing clutter, adding colour-co-ordinated accents and arranging furniture – removing it if need be – to give the impression of space. “When I started talking to people, meeting with them and helping them sell their homes, I would say, ‘we should do this, we should do that,’ she says. “It came natural to me, because I had bought and sold so many properties (of my own).” These days, the concept of home staging, as it is referred to in the real estate trade, can be a key marketing tool for agents with an eye to selling quickly and getting their clients’ asking price or close to it. “Selling a home is not just about sticking the sign on the lawn and hoping people will come to see you,” Barnes says. It takes work and sometimes weeks of preparation by home sellers to get their property into peak saleable condition. Garth and Jeannine Scoular had collected years’ worth of memories in their Royal Oak home by the time they decided to sell earlier this year. Having worked with Barnes once before, they knew what was coming. “We rented a storage locker and took a whole bunch of stuff out of the house,” Jeannine says. “We worked very very hard to

make the house look very good. We ripped the carpet out and polished the mahogany floors. We took away a lot of furniture and we made sure the closets were half empty. We did a lot of work prior (to listing), but I think it was all worthwhile.” And how. The listing went up on a recent Friday, with an open house set for the following day from 1 to 3 p.m. “I think somewhere between 6 and 7 that night we had an offer, and by noon the next day we had a done deal,” Garth says. “We were fortunate enough to find someone who was very interested in our house.” Most people remarked how roomy the modest house looked, he says. “This is a not a big house – but how it appeared was the thing. We did the work, but Cheryl kind of gave us the heads up on some things.”

Barnes, who keeps a storage locker full of staging items near her home, brought in some lamps, matched pillows and other accessories. During another two-day staging process, for an “overpriced” home that had been on the market a year and had dirty laundry on the couch in one photo, she instructed the owners to clear as much stuff as possible. She then focused on “making the master bedroom look sumptuous, to help create that spa effect.” She admits to being known as someone who tells it like it is rather than giving clients, prospective or confirmed, the “warm and fuzzy” approach. “I’m here to do a job,” she says. “We talk about what they need to do and I give them the list and we get going.” For people who have already
moved everything out, staging can help avoid the stark look. For homes with a lot of stuff in every room, less is more. It’s partly about achieving a balance, but it can allow viewers to better envision how the home might look decorated with their own items, Barnes says. Neutral, bright artwork, clean area rugs and simple furniture can help update an older home. But the key is to get clients involved in the preparations going in. While he and his wife were pleased with the result and know they played a major role in selling their home, Garth Scoular is convinced putting their minds to preparation and presentation, with the help of someone who knows its benefits, worked. “We think we got extra value for our home because of it.”

Breanna Clooney, who is graduating this year, says this is the first time the school will have a flea market and they hope the community responds.
