Schools: Phase one of strike plan would include restricting hours, supervision. By Tom Fletcher bLack Press
VICTORIA – After rejecting an offer from the school district bargaining agency for a long-term contract, the B.C. Teachers’ Federation went to the Labour Relations Board this week to establish essential service levels for strike action. BCTF members voted 89 per cent in March to endorse a threestage strike plan that can begin with 72 hours notice. Phase one includes restricting communication with school managers, arriving no more

n Paramedics and police lift a woman into a BC Air Ambulance after she was struck by an eastbound car while crossing the Trans-Canada Highway at 50th Street SW on Wednesday morning. She sustained severe injuries, and was taken to Royal Inland Hospital in Kamloops. Witnesses at the scene told police the woman walked into the path of traffic. The driver of the vehicle was uninjured, but is receiving support from RCMP Victims Services. The condition of the pedestrian was unknown at press time. The investigation is still ongoing.
than an hour before and leaving an hour after school hours, and refusing supervision of students outside class time. It does not affect pre-arranged voluntary activities such as coaching, but the refusal of supervision requires essential service levels that compel some teachers to assure the safety of students while they are out of classes. Peter Cameron, chief negotiator for B.C.’s 60 school districts, said there are some rural schools with no management staff to supervise
playgrounds. Typically it is the employers’ association that seeks an essential services order, but this time the BCTF applied. That’s unusual for a union that has a history of opposing essential service orders at the LRB and the International Labour Organization, Cameron said. It is also a sign that the BCTF is preparing for strike action after the Easter break. Cameron said if stage one strike action begins, the B.C. Public School Employers’ Association will seek an order that the union pay

for its extended benefits during any withdrawal of service. That would cost about $5 million a month for 41,000 public school teachers. “In order that there is in fact pressure on both sides, BCPSEA needs to respond to any phase one activities with measures that put corresponding pressure on the union,” Cameron wrote in a letter to BCTF president Jim Iker. Continued from front totalling 6.5 per cent over the first six years and additional wage increases to be negotiated for the final four years. BCTF negotiators countered with a three-year proposal with three per cent plus a cost-of-living increase in each year. With compounding and current estimates of inflation, BCPSEA calculates that could amount to 13.5 per cent over three years. Phase two of the BCTF plan is rotating one-day walkouts in school districts around the province. There has been no word on how these rotating strikes would be implemented. Phase three, a fullscale strike, would require a second vote by members to authorize.

Sicamous Legion fights to keep doors open By Lachlan Labere
market news staff
A difficult economy and the province’s strict liquor laws have helped put the Sicamous Legion in a precarious financial position. Royal Canadian Legion Branch #99 president Murray Williams says the legion is down to its two-month cash reserve. If they should go through that, the legion may have to close its doors. But Williams doesn’t expect it will come to that. “Right now, we’re keeping our heads above, we haven’t had to go and hit our savings,” said Williams. “This new executive has been working their butts off with special events and entertainment and a membership drive. We have 35 new members this year. There’s been a bit of a swing to younger members on the executive,
and that seems to be helping.” To address declining revenues, the legion has been changing things up a bit. This includes now being open Friday nights with a pool/crib/darts night that’s going over well, and entertainment every second Friday. Plans are also being made for future events, including a family function for Legion Week, June 21 to 30. On May 2, the legion hosts tribute artist Bonnie Kilroe. Williams says if it is as successful as Jason Scott’s Neil Diamond tribute, the legion will work at bringing similar performances to town. He says part of the legion’s financial difficulties has to do with a general public misunderstanding of who can become a member. “A lot of people think you have to be a veteran, which is not true. Anybody can be a member of the legion,” said Williams.

MP won’t seek re-election in 2015 By Richard Rolke BLACK PRESS
A re-evaluation of priorities has Colin Mayes preparing to leave the federal scene. The OkanaganShuswap MP announced during a Conservative gathering in Enderby Saturday that he will not run in the next federal election, Oct. 19, 2015. “If I go into another term, I would be in my 70s and I thought, ‘Would I want to be there in my 70s?’ It’s
time to focus on my wife and family and to be closer to home,” said Mayes, who turned 66 Friday. “I really thought and prayed about it and I’m comfortable with my decision.” Mayes was first elected as MP in 2006 and was re-elected in 2008 and 2011. He says he will complete his term in Ottawa but he hasn’t quashed speculation that he will run this November for Salmon Arm mayor, a position
he held for nine years. “I don’t think I would do that, it’s about 80 per cent no.” He hasn’t considered his long-term plans after politics. “I have thought about doing some writing and taking courses at university. I want something to keep me active,” he said. Mayes’ announcement about retirement came two days after former finance minister Jim Flaherty died of a heart attack. The 64-year-old had re-
Colin Mayes signed as minister last month. Mayes says the death of Flaherty and the loss of friends and acquaintances has reinforced his decision to retire and consider “every day as a blessing.”
Mayes admits that he will miss being an MP once the term comes to an end. “Serving people in the constituency and seeing things get done, like the swimming pool in Armstrong, and knowing you and your staff played a part in that happening, that’s where I get my high,” he said. While there isn’t an election until 2015, Mayes decided to announce his intentions so the Conservative Party has time to find a candidate.

Council opposes two-hour parking limit for downtown By Lachlan Labere
MARKET NEWS STAff
The city’s two-hour parking trial for the downtown will end where it began, on Hudson Avenue. Following a 20-minute discussion, city council voted against a recommendation by the Downtown Parking Commission to expand
the two-hour parking trial on Hudson – slated to end April 25 – to the entire downtown area until March 31, 2015. In July, council supported a request from the parking commission, initiated by Downtown Salmon Arm, to extend the allowable parking time along Hudson, between Shuswap and Alexander
streets, from one to two hours for a six-month period. The trial was subsequently extended by four months. In that time, the city received petitions opposing the trial, as well as Downtown Salmon Arm’s public parking survey, which painted a positive picture of the trial and supported the notion of expanding it to the en-

son said this is a good mix of parking options and he doesn’t want to change it. “I think we have a good balance right now,” said Eliason. “I’m not saying it’s perfect.”

Forum focuses on health issues Nobody knows your body like you. If it becomes apparent that something is not as it should be, don’t ignore it. Do something. This is the message that will be shared at a Health Information Forum to be hosted by the Rotary Club of Salmon from 6 to 9:30 p.m. Thursday, April 24 at the Salmar Classic Theatre. While all ages are welcome, this free forum will focus on health concerns for young and middleaged adults. An interactive health display will be available for viewing in the foyer of the theatre from 6 to 7 p.m. This will be followed at 7 p.m. by three keynote speakers who each will speak about their area of specialty, followed by a question period. Drs. Darren Lorenz, Scott McKee and Chris Main, will address the issues of high blood pressure and heart disease, diabetes, and cancers such as prostate, colon, breast, and testicular cancer and how to recognize the early symptoms that may lead to the detection of these diseases. The presentations will be in easy-to-understand language with an emphasis on the importance of
self-examination to both men and women, the importance of regular medical check-ups and the need to seek help immediately, particularly when there are concerns with breathing, colon, prostrate and testicular cancer and heart decease, because their early signs are often ignored. Local dentists will be represented along with local pharmacists and will be able to answer questions within their field of expertise during the Interactive Health Display. Other health-related displays will be featured and information packages will be distributed that will include printed material from the Canadian Cancer Society, Heart and Stroke Foundation, Canadian Diabetes, the BC Lung Association and other health-related organization. In 2001 Rotary presented a very successful “Men’s Health Night” in both Salmon Arm and Vernon. Although the evening was geared towards men, about an equal number of women attended as well. Although the forum is free, Rotary will welcome a donation to help defray the costs of hosting the event.

MMBC a threat to business and jobs Recycling is supposed to make the world a better place, but we’ll be a lot worse off under the province’s new producer-pay recycling system. Businesses will be burdened by bills, companies will close and jobs will disappear – these are foreseeable outcomes if the provincial government doesn’t reconsider the regulations scheduled to come into effect next month. In principle, producer-pay is a fine idea. Forcing manufacturers to reassess packaging will lead to environmentally-friendly innovation. B.C. is just one teensy patch of Earth, but we can make a little bit of a difference. That’s all well and good – but unfortunately, that’s not all we’re getting with Multi Material B.C. MMBC’s per-kilogram fees are so out of touch with other jurisdictions as to seem arbitrary, and they’re problematic. In this day and age, goods are bought and sold in a global marketplace, and with this new recycling scheme, the government is putting B.C. businesses at a competitive disadvantage. Successful companies are already finding efficiencies, and to demand more from them is asking too much. Take community newspapers, for example. We manage to compete in a modern media environment. Call us old-fashioned, but we still like words on paper, and if our ‘packaging’ becomes prohibitively expensive, newspapers will crumple and fold. Across B.C., municipalities, regional districts and chambers of commerce are publicly opposing new recycling regulations. Let’s recycle. But when we do, let’s make sure, at the same time, that we aren’t doing more harm than good in our communities. –Nanaimo Bulletin

Waiting for opportunity to strike again A couple of years ago I rented a nice little cabin by a lake for what I hoped would be a week of fishing and relaxation. I envisioned spending my days casting to bright shiny, silvery and, above all else, hungry rainbow trout all in the three- to four-pound range. Days beforehand I was packed and ready to go. All my gear had been checked and rechecked, my lines cleaned, tippets replaced, menus made and groceries purchased. The ride up to the lake was full of both excitement and anticipation. As I drove along, the bright blue summer sky, so full of promise, began to fill with clouds – dark grey foreboding clouds. Drops of rain began to splatter on the windshield, and yet my spirits were not dampened – not in the least. After all, I was on holidays. By the time I arrived at the cabin, the sky was totally socked in and a cold wind was churning up the surface of the lake. A miserable start, I thought to myself, to what I was still sure would be a glorious week.
The GreaT OuTdOOrs James Murray I remember making supper that first evening and, afterwards, sitting down to read a copy of Sky and Telescope magazine. As the fire crackled in the fireplace, I was undaunted. I eventually retired for the evening knowing the sun would be shining in the morning. I awoke to the sound of pouring rain. It rained the whole week. Was I disappointed? Maybe a little. Did I make good use of my time, trapped in the cabin? I know I ate well. I also learned a fair amount about lunar eclipses. I relate this story about renting the cabin and it raining for the entire week because of last week’s
column, in which I wrote about anticipating the blood moon and lunar eclipse which happened in the early hours of Tuesday, April 15. Not that I or anyone else living in the Shuswap area got to see it as the night sky was clouded over. I anticipated the eclipse much the same as I had anticipated spending my week up at the cabin. Some things work out the way you plan and some things don’t. Life’s like that, and while I may have been slightly disappointed back then, I was still able to enjoy myself eating, reading and sleeping. I knew there would be other fishing trips ahead, and piscatorial battles to be fought and won. I also know that there will be other eclipses. As a matter of fact, there will be another lunar eclipse, complete with blood moon, this coming October 8. If I have learned anything, it is that life is full of opportunities – opportunities realized, opportunities lost and opportunities yet to come. The trick is to rec-
ognize opportunities when they present themselves, and then take advantage of each and every opportunity for all they are worth. I remember the first steelhead I ever caught. It did not happen on my first steelhead fishing trip, nor the second. But it did happen, and it made me want to cast, again and again, to those all elusive, powerful, momentary silver streaks as they move through the runs and riffles of some of the most famous steelhead rivers on the planet. If I never catch another steelhead in my life I am satisfied with the fish I have caught. However, just as I am inextricably programmed to want just one more cast in hopes of just one more fish, I also cannot help but want to witness next October’s lunar eclipse. The opportunity will be there. All I have to do is wait for it to happen, and have faith that the nighttime sky will be clear enough to see the moon turn its blood red, as it passes through the shadow of the Earth.

VIEW POINT
Act targets disadvantaged voters Clarification is needed to MP’s April 11, 2014 column: “Fair Elections Act provides clarity.” Mr. Mayes states that the elimination of voting by vouching and voter information cards will “crack down on voter fraud.” Fact: there has not been one substantiated case of voter fraud attributed to vouching or voter
information cards. Fact: Elections Canada does not accept voter information cards as voter ID. It appears that Mr. Mayes, like many Canadians, has been misled by the hyperbole of the so-called Democratic Reform Minister Pierre Poilievre. Do not be fooled - the purpose of this change to the Elections Act is to “crack down” on voters
who do not have governmentissued photo ID or satisfactory proof of a residential address. Coincidently, those are the voters who are most likely to be young, poor or disadvantaged, and least likely to vote for the Harper Conservatives. Canadians deserve better. Cindy Derkaz

MP’s column offers skewed version Colin Mayes likes to publish material without having it factchecked, and his latest remarks on the “Fair” Elections Act seeks to further muddy the waters of public record. While advertising purchased by unions in 2006 was judged to be a contribution by Elections Canada, the NDP immediately repaid the money when informed of the judgement. Contrast this to the Conservatives and their In and Out Scandal (which, contrary to what Mr. Mayes writes, had nothing to do with the NDP). A total of $1.3 million was paid to local riding associations accounts and immediately returned to
the Federal party and charged to national advertising in order to circumvent spending limits – in the election that first brought Stephen Harper to power. Conservative candidates who refused to co-operate were punished. The CPC then filed for a 60 per cent rebate by Elections Canada, and when they were refused, sued to force Elections Canada to pay. The initial court ruling in their favour (which they claimed as a victory) was overturned on appeal (which they refuse to this day to accept) and the Supreme court refused to hear a further appeal.
Whether Mayes likes it or not, this is the way our judicial system works: you get to appeal a judgement as far as you can, but if the Supreme Court refuses to hear it, the judgement stands. In this case, the Conservatives are guilty, whether they agree with the court or not. Charges against the party’s money men were only dropped after the party pled guilty and paid the fine. For Mayes to now say that it was in fact local advertising, contrary to the court’s ruling, only shows how far his contempt for anything he and his party don’t like carries him. Prisons are filled
with innocent men and women: just ask them. As for the Fair Elections Act itself, it may provide clarity of a sort, but it has nothing to do with focusing on honest people: it seeks yet again to tilt the electoral playing field in favour of the Conservatives, and it does so in ways condemned in 1996 by none other than Stephen Harper in Hansard - the official record of what was said in Parliament. Now that Mayes has announced that he will not be a candidate in the next election, can we have an end to these pieces of fiction?

SOUTH SHUSWAP
Burns keep fire crews busy By Barb Brouwer
MARKET NEWS STAFF
Columbia Shuswap Regional District Fire Services Co-ordinator Kenn Mount is asking residents to follow the burn rules – carefully. Mount describes Sunday as an interesting day in terms of fires in the South Shuswap. Firefighters from Sorrento responded quickly to a report of a structural fire on Taylor Road at 11:35 a.m. “Crews hit it through a basement window and were able to effectively ventilate the home and prevent the fire from expanding,” said Mount, praising fire chief Gary Hoult for a well-run command. “The crews did a nice save, but there’s probably a lot of smoke damage to 70 per cent of the home.” An electrical outlet was the likely source of the fire. Mount says there was not a lot of fuel in the vacant home because a former tenant was in the process of moving out and the owner moving back in. “Investigators were able to determine the area of origin in the basement and the point of origin to be an exterior electrical outlet,” he says, noting an electrical inspector will investigate the outlet, which the homeowner claimed had never worked properly. When moving out, Fisheries and Oceans Canada

the tenant bumped the house close to the area, causing significant damage. “It’s possible the impact could have done damage to the electrical system.” adds Mount. “It shook the whole house. There was definitely some poor driving involved in order to hit a house like that.” Around 2 p.m. and still at the Taylor Road scene, Mount heard a report of an out-of-control grass fire on Bolton Road in Tappen, heading along to Cemetery Road. Firefighters built a water guard around a pump house, containing the fire before it escaped the property line. Heading back to Taylor Road about an hour later, Mount spied an unattended brush fire next to the CP Rail tracks in the 2600 block of Notch Hill Road. Pêches et Océans Canada

“I saw a power pole had flames halfway up the pole, called it in to dispatch and located the property owner. “The owner had decided to clear material on his own and CP property,” says Mount, noting Shuswap Fire Department Hall 2 responded. “When I saw him, he was coming back with an extinguisher and I advised him about registrations and the need for resources if you’re burning.” The fire impacted not only the pole but was moving towards an electrical meter on an adjacent pole. “There was no real structural damage, but we had to advise CP Rail,” he adds, noting the railway had been contacted to stop trains earlier in the day for the fire on Taylor Road, which is south
of the tracks. Monday at 12:34 p.m., the fire department knocked down a brush fire on Skimikin Road. Regional district residents must call the Kamloops Fire Centre to get a burn registration number and advise their local fire department of their plans. As well, they must follow the regulations set out by the province and available online at bcwildfire.ca. “We have just witnessed small fires getting out of control quickly and they’re doing damage to infrastructure,” Mount says. “My biggest question is ‘do you really have to burn? Was it absolutely necessary?’ If you’re removing slash and you want to get rid of it, take it to the landfill instead of burning it.”

Turning fact into fiction The South Shuswap Branch of the Okanagan Regional Library is pleased to present a free fiction writing workshop geared for older teens, college or university students, and other interested adults. Published author Gail Anderson-Dargatz will lead a writers in a discussion on how to turn fact into fiction. Fiction writers find inspiration for their writing in both history and personal stories. However, fiction is not real life and real life often makes for dull or implausible fiction. In this informal workshop, Anderson-Dargatz will help in finding ways to move those real-life stories into fiction, and to avoid common pitfalls and concerns like, “What will Mom think?” Anderson-Dargatz has written several books, including The Cure for Death by Lightning and A Recipe for Bees, which were both shortlisted for Canada’s prestigious Giller Prize, and her most recent,
ers neglect, is research and interviews, said Anderson-Dargatz in a recent interview. “Fiction doesn’t come from nowhere, but interviewing for fiction is different from non-fiction,” she adds. “Whatever reality inspires your story, you need to push it way beyond reality.” Anderson-Dargatz calls novel writing fun – in her case, best-selling fun, an enthusiasm she shares with her students. She divides her time between Northern Ontario’s Manitoulin Island and the Shuswap – landscapes she loves and introduces in so much of her writing. The writing workshop is free, but registration is necessary. To register, call 250-675-4818, or email southshuswap@orl. bc.ca. The South Shuswap Branch of the ORL is located in the Blind Bay Market at 2676 Fairway Hills Road. For more information on this and other great programs at the library, please call 250-6754818, or visit www.orl.bc.ca.

Bonfire gone bad
n Along with the other 36 fires in the Kamloops Fire Centre since the first of April, this forest fire that started Sunday, April 13 on the mountain just above the Petro Canada in Chase is believed to be person-caused. Fire officials note that the blaze, the first in the Salmon Arm zone this year, is suspected to have started from an abandoned campfire or bonfire. The fire grew to 1.8 hectares and, on Tuesday, 12 firefighters were on site to mop up and ensure the fire was fully extinguished. Fire officials warn people that the forest is already very dry and fires must be properly extinguished.
Pellet plant rethinks plan By Cam Fortems black press
A company that promised to bring 25 jobs to Chase with the operation of a pellet plant has given up on the location, saying a negative reception has caused it to look at property elsewhere. Pinnacle Energy chose not to exercise an
option to purchase land on Aylmer Road for a pellet plant, despite receiving necessary rezoning from Chase council last year. “There’s more to it than that [rezoning],” said Leroy Reitsma, president of Pinnacle Renewable Energy, based in Prince George. “We’re looking for alternative options for
locations that might be viewed more favourably.” Chase Mayor Ron Anderson acknowledged the proposed operation faced fierce resistance from what he called a small number of vocal opponents. It is the second time in recent years a small number of residents have fought against pro-
posals in the village. Treetop Flyers, a zipline beside the TransCanada Highway, also faced vocal opposition. The company ultimately prevailed, however, and remains in operation. The pellet plant would have created 25 local jobs, with another See Pinnacle on pg. 24

Recruitment faces loss of doctor in July The doctor shortage dilemma in Chase continues. Chase’s Doctor Recruitment Committee reports that Dr. Gursharan Gill has decided to leave Chase in July, so the committee’s mission is now a little more urgent. Dr. Cornel Barnard, who appointed the committee, will try his best to ensure the hours of operation at the Chase Clinic and Health Centre will remain unchanged. The Interior Health
Authority is recruiting locums to work in the area, and IHA will continue recruitment efforts to permanently fill the two positions in Chase. The nurse practitioner’s present work arrangements will not be affected. The committee’s strategies to attract another family physician to Chase include regional media coverage, and contact with four medical schools in B.C. and two schools in Alberta. IHA continues to ad-
vertise the position in medical journals and throughout their websites. The committee reports it has developed promotional packages for physicians as they tour the site, and it is in the process of creating a DVD featuring the clinic, medical centre and other health-related facilities in Chase. Other new opportunities are being explored as well. To date, four family physicians have toured the medical clinic and health centre. Another
physician remarked she wished she had known of this vacancy before signing her current contract. The committee received a report from a local citizen who, while on holiday, met an expat Canadian and his wife – a family physician. They are interested in returning to Canada. The Chase citizen capitalized on the situation by providing them with particulars on the opportunity in Chase. Contact information was exchanged and
Pinnacle Energy hasn’t ruled out Chase Continued from pg. 21 15 outside, independent positions. “That’s very disappointing,” Anderson said. “Quite frankly, the resistance was small in number, but loud.” Opponents feared the plant would harm air quality in the valley. One of them, Jocelyn Nash, said the company picked a location near a fish-bearing stream and residential area. “We don’t oppose industry,” she said. “We do oppose that particu-
lar location for that particular industry. “If there’s industry that’s clean, we welcome you.” Reitsma stressed, however, the company has not given up on the region. “We don’t want to create the perception we’re negative about Chase at large,” he said. “It’s the particular property that’s a contentious one . . . “It’s not we’re being chased away, but we’re entertaining all the options.” The company plans
to use fibre supply in the region, including from Adams Lake Lumber. Anderson said he hasn’t given up, noting the company could lo-
cate in a rural area near the village. The land also remains zoned industrial and could be developed by another firm.

forwarded to a member of the team. Although unsuccessful at present, the committee hopes this contact will have favourable results in the future and is appreciative of the citizen’s efforts. In the meantime, the committee feels its strategies are working and it hopes to achieve its goal in the very near future. Forward questions and/or suggestions to Sarah Turgeon-O’Brien at Dr. Cornel Barnard’s clinic, 250-679-1422.
Proposed Sale of part of Whitfield Landing property Collapsed For Immediate Release (April 15, 2014): The Village of Chase was informed by Leroy Reitsma, Chief Operating Officer and President, Pinnacle Renewable Energy Group on April 8, 2014 that the company’s plans to purchase land in the Village of Chase for the construction of a pellet plant have changed. According to Reitsma, he recently signed a ‘collapse’ form on the proposed purchase of a portion of property on Aylmer Road. Chase residents will recall that Pinnacle Pellet applied to have part of the Whitfield Landing Property rezoned from Residential to Industrial in 2013. After two public hearings and other land use change procedures being completed, Council passed a unanimous resolution to adopt the bylaw that amended the land use to M-2 industrial for the property between 3rd Avenue and the BC Hydro right-of-way, along the Northeast side of Aylmer Road. The proposal would have offered up to 25 jobs within the plant and another 15 associated trucking jobs and the Village would have benefited from taxation revenue generated, providing more funds to deal with ongoing issues in the community. Upon completion of the subdivision currently underway for the Whitfield Landing property, the owner will be in a position to offer approximately 25 acres of industrially zoned land and 2 large parcels of residentially zoned land for future development. I have terrible PMS every month and my periods are really heavy – is there anything natural I can take to get some relief? Premenstrual syndrome, also known as PMS, can include symptoms such as mood swings, depression, cravings, bloating, water retention and headaches. PMS can occur for up to 2 weeks before the onset of a woman’s menstrual flow and affects somewhere between 70 to 90% of women. An imbalance in hormones, especially the ratio of estrogen to progesterone, is commonly the culprit for many women. This is often referred to as “Estrogen Dominance” and can develop as a result of poor diet, a sluggish liver and exposure to excess environmental estrogens found in plastics, cosmetics, pesticides, the birth control pill, or hormone replacement therapy. Estrogen dominance has been linked to a wide range of conditions, including heavy, painful periods, uterine fibroids, endometriosis, infertility and even estrogen dependent cancers such as breast and uterine cancers. The herb milk thistle has a long history of being a very safe liver detoxifier. A healthy liver helps to eliminate and detoxify these harmful and excess estrogens in order to boost the body’s metabolic rate and ensure that estrogen and progesterone are in healthy balance. Other beneficial herbs to help balance high estrogen levels include: curcumin, calciumd-glucarate, indole-3-carbinol and sulforaphane. EstroSense® is a safe and effective detoxifier that helps to eliminate those harmful, excess estrogens so that you can have effortless and PMS free periods!

Maps improve after Moberly’s survey of the Shuswap
ShuSwap paSSion Jim Cooperman The 1841 map of the Oregon Territory published by exploration leader Charles Wilkes was used by the U.S. for its claim of the Puget Sound. The prolific British commercial mapmaker James Wyld later published it along with many other B.C. maps. We will never know where the odd design of “Shouswap Lake” in this map came from, as it appears with minor arms and no less than 11 islands! And this creative interpretation continued in more maps, including one produced by the Royal Engineers in 1859. Yet in Wyld’s 1858 gold rush map, only one island remains and the lake is shaped like a salmon, with “Indian Diggings” on the north side and “gold” on the south side. It was not until 1865 that a fairly accurate depiction of Shuswap Lake appeared in famed surveyor Walter Moberly’s journal. This hand-drawn map shows the location of Eagle Pass, which he discovered, as well as the location of two other Indian trails to the Columbia River, one from above Sugar Lake and the other from where Cherryville is today. Moberly’s map also shows a trail on the north side of Little Shuswap Lake. When Moberly travelled around the lake, he may not have made it to Salmon Arm, as the shape of this part of the lake looks like the corner of a triangle and his map does not include Mabel Lake. Alexander Caulfield Anderson spent 22 years working for the
Hudson’s Bay Company beginning in 1832 and during these years he kept meticulous records and drew many maps. After he retired from the fur trade at just 40 years old, he moved to Victoria where he worked at a number of jobs and found time to write. In 1867, Anderson drew a large map of a portion of the Colony that included the Shuswap. It is possible that he had access to Moberly’s journal, as his depiction of the “Great Shushwap Lake” matches Moberly’s drawing. The first official map of British Columbia, drawn by ex-royal engineer, James Launders, was published in 1871. It was produced under the supervision of chief commissioner of Lands and Works, Joseph Trutch. Once again, it is likely that Moberly’s sketch of Shuswap Lake was used, as it too incorrectly depicts the Salmon Arm. As well, both Mabel and Sugar lakes are missing and Adams Lake appears smaller. Interestingly, Shuswap is finally spelled correctly and the trail along the north side of Little Shuswap Lake carries on to Adams Lake where it heads west through the Louis Creek Valley to the North Thompson River. Once the decision was made to construct the railway, new maps were created based on more accurate survey work. In 1884, a map was published prepared by surveyor Edward Mohun that finally accurately depicted the shape of “Shushwap Lake” and included both Mabel and Sugar lakes. The map also shows the extent of the railway construction at that time, with the uncompleted section of track between Savonna and the border with Alberta. Interestingly, one of the only features shown is “Camels Hump” mountain near
Lumby, which first appeared on Moberly’s 1865 map. The accuracy of maps improved substantially once the CPR was built and settlers began to move into the Interior of the province. The next job for surveyors was to define the townships and sections to allow for pre-emption of Crown land for settlement. In 1914 a colourful map of land status in the “Railway Belt” in the Kamloops, Shuswap and North Okanagan regions was published with pre-empted land shown in yellow. The maps also show the timber berths, which in places restricted settlement. Most of the private land that exists today is shown on this map, except around White Lake. The fascinating 1915 surveyor general’s map, which uses shading to show hills and mountains, provides a look at the Shuswap before most roads and bridges were built and when trails were still in use. There were only two wagon roads into Salmon Arm, one along the Salmon River and one from near Grindrod. And some routes that are only gravel roads today, were main thoroughfares, such as the Skimikin Road and the road from Falkland through Paxton Valley to Pritchard. One mystery is what happened to the well-marked “Shoot-non-hoot-looh Indian Village” located just east of the mouth of the Shuswap River on Mara Lake. In 1915, the road heading north from Grindrod ended there. The 1915 map is not in Hayes’s historical atlas, but I once owned the actual map and donated it to the Salmon Arm Museum, after it had been scanned at city hall. A copy of the scan and the 1814 David Thompson Map can be downloaded for free from shuswapwatershed.ca (look under resources, followed by history).

Garden like a pro: tips for healthy gardening habits Developing a love of gardening can be a great way to plant the seed for a healthier lifestyle. The many benefits of a green thumb include consistent exercise, reduced stress and better mental health. In fact, a recent study conducted in Sweden found regular gardening can cut the risk of a heart attack and stroke and prolong life by as much as 30 per cent among a 60-plus age group. For those with chronic health conditions, gardening can be an ideal lowimpact exercise done at your own pace. But, before you pull on your work gloves, keep the following tips in mind: Target the right tools: Chose light-

weight tools that require less energy to maneuver and get rakes or hoes with extra-long, extendable handles to avoid excessive strain. Also, invest in a small stool or bench to cut down on the need for constant bending and kneeling. Watch the weather: If you suffer from lung diseases like chronic obstructive pulmonary disease (COPD), which includes emphysema and chronic bronchitis, watch the weather report and avoid working outside when pollen and pollutant levels are high - these can trigger a serious lung attack. Watch for signs of a lung attack, like increased coughing, shortness of breath
wheezing, or unusual changes in phlegm. See your physician if you notice worsening symptoms and also ask if your medication dosages need an adjustment. Head out of the heat: Avoid gardening during the peak hours of 11 a.m. to 4 p.m., when the sun
is at its strongest and humidity at its highest. If you must be out during that period, plan to work in the shade and drink plenty of fluids. Also, wear a sunscreen with a minimum SPF of 30 that protects against both UVB and UVA rays.

• Make meal planning fun – Create a fun menu planning board that gets the whole family involved. Whether on a chalk board, cork board
• Leftovers are your friend – When creating a meal, be sure to cook with larger quantities in order to have leftovers for lunch or dinner the next day. That way, you’re taking care of multiple meals in one shot, maximizing your time for other things. • Less is more – Pick a simple recipe where you can incorporate ingredients commonly found in your pantry. The fewer the ingredients, the better for a quick and simple recipe. A farfalle pasta with sweet bell peppers, chick peas and shredded Romano Cheese from Barilla is a great example of a classic yet simple recipe that still tastes delicious. www.newscanada.com
Procedure: Bring a large pot of water to a boil, meanwhile sauté garlic with olive oil until slightly yellow in colour, about one minute. Add the peppers and oregano and sauté for 4-5 minutes over medium heat. Add chick peas and sauté for 1 minute. Cook pasta according to directions, but drain two minutes earlier reserving ½ cup (50ml) water, and finish cooking in the sauce over high heat with the cooking liquid. Top with cheese before serving. HUFFMAN, VIOLET KATHLEEN 1921-2013 Vi, as she preferred to be called, was born in Toronto, Ontario and spend the first 20 years of her life there. She travelled frequently with her parents, several times to England to visit relatives and various destinations in the US. The family spent summers on the coast of Maine and travelled to the Grand Canyon. Vi married John Huffman in September 1941. He soon joined the Air Force and they started their travelling life. Two daughters, Sandra and Joan were born in Toronto. World War 2 was over before John finished his pilot training with the RCAF, but he decided to make it his career. As a young family they lived in Singapore and England. After a few years Vi was homesick for Canada and her family, so the family travelled by ocean liner back to Canada. They settled in Toronto and later Manitoba where they saw the arrival of their first son. After many more moves throughout Canada, their youngest child Robert was born in Vancouver. With John’s retirement from the Air Force in 1965, he and Vi and the two boys settled by Shuswap Lake in Sorrento. Vi became very active in St. Mary’s Church for many years. She played the organ for services and weddings, supplied flowers for the altar and always supported rummage sales and other fundraisers. Vi loved the Girl Guide movement, especially Brownies, and was a leader then district commissioner for many years. After the boys were raised, John and Vi spent winters in Arizona, exploring miles of roads in their motorhome. They enjoyed escaping the snow and cold! Vi’s involvement with the church diminished at this time but she still brought back quarts of inexpensive vanilla from Mexico to sell at the spring fair. In 2001 the family was saddened by the loss of Joan from cancer. John died in Tucson, Arizona in 2005. Following his passing, Vi lived for a time in Salmon Arm. As her needs increased and she needed long term care, she came to Prince George where her daughter Sandra lives. Vi always enjoyed being around people and was much loved by her caregivers. Vi was a loving wife for 64 years and a loving mother, grandmother and great-grandmother. She enjoyed people, socializing, games and made many friends in her travels. She will be sadly missed by daughter Sandra Hepburn, son Bob Huffman, 7 grandchildren and 16 great-grandchildren. A memorial service to celebrate her life will be held at St. Mary’s Church, Sorrento on April 19 at 1:30 pm. Light refreshments to be served following the service.
