The Victoria branch of the BC SPCA knows that advertising works, especially when it comes to parents and children associating Easter with adorable, fluffy animals. Bunnies and chicks used in Easter adverts tug at the heartstrings, but the SPCA hopes parents won’t gift rabbits, chickens and ducks this weekend. “I think it happens everywhere. We end up getting a lot of people interested,” said branch manager Annie Prittie Bell. “People are suddenly interested, but then after time goes by they decide that ‘I didn’t know it costs this to take care of a rabbit.’” Caring for a rabbit can cost between $3,000 and $4,000 over its lifetime, including about $200 in one-time costs for spaying/neutering, and buying a habitat, litter box, care book, dishes, brush and water bottle. Schools are at the heart of our communities, from Sooke to Sidney and Oak Bay to Esquimalt, and educators play a major role in shaping our children’s lives. To honour them for helping young people gain skills, confidence and, in many cases, providing the inspiration for them reach a little higher, Black Press community news media is partnering with Staples in Greater Victoria to present the Great Teachers recognition program. From nominations received from readers, three teachers will be selected – one each from the elementary, middle school and secondary levels – to be honoured at a special recognition event in June and profiled in an upcoming edition of this newspaper. “I think most people would agree, there is nothing like a special teacher to make a difference in a person’s life. In our Black Press community newspapers we tell many stories about special teachers who are making a difference in their classrooms, science labs and gymnasiums. We wanted to recognize just how important these professionals are to families and to our future,” said Penny Sakamoto, Group Publisher. “So many teachers go the extra mile, giving extra time for after-school activities or even just spending a few extra moments helping a child who needs a little more attention. Teachers are often the ones who recognize the best in our children. Our Great Teachers program gives local families an opportunity to do the same for educators.” Harmen Berghuis, who oversees Staples’ School Tools program (staplesschooltools.ca) – it partners with parent advisory committees to streamline parents’ school supplies purchases – says the company connects with numerous teachers over the course of a school year. Along the way, he adds, store associates and managers get a feel for the kinds of initiatives teachers undertake to make projects special or learning fun for students. “We really admire teachers and the work that schools do,” Berghuis says. “I think they deserve all the recognition we can give them.” We’d like to invite those of you with children currently in the school system to nominate teachers whom you believe are worthy of special recognition for making a difference. Bus drivers balk at route announcing Victoria bus drivers will fight a plan by B.C. Transit ordering them to announce all bus stops. Unifor Local 333 is asking the Superintendent of Motor Vehicles to overrule B.C. Transit, calling the plan “dangerous” and a threat to public safety. “We can’t believe B.C. Transit doesn’t get that a bus driver with dozens of passengers navigating heavy traffic through intersections should also be forced to use an antiquated, hand-held microphone to call out stops,” said Ben Williams, Unifor Local 333 president. “This is dangerous. This is distracted driving and it puts the lives of our drivers, their passengers and the public at great risk.” B.C. The National Energy Board (NEB) released the list of successful applicants participating in the Trans Mountain Pipeline Project – and the list looks decidedly Green. Oak Bay-Gordon Head MLA Andrew Weaver heads a list of Green Party members including federal leader Elizabeth May (Saanich-Gulf Islands), provincial interim leader Adam Olsen and Vancouver city Coun. Adriane Carr. The group make up five of 400 available intervener spots unveiled by the NEB April 2. Weaver is not only on the list, he’s on it twice, once as an MLA and as a scientist and expert in physical oceanography. “I (feel) proud. … This is an issue people need to be concerned about,” Weaver said. “I get an opportunity to quiz Kinder Morgan on the scientific aspect, and then I can talk about property issues from the people of Oak Bay-Gordon Head.” Selected applicants for the high-profile hearing are separated into two categories: interveners, who may present written or oral evidence and

question others on their evidence, and commentators, who can only forward a single one-page letter to the board for consideration. The board will hear evidence starting in early 2015, before making a decision on whether to recommend the Kinder Morgan pipeline project to the government for approval, by the July 2, 2015 deadline. The Oak Bay coastline is on the tanker route that Weaver said would be among the areas affected by increased tanker traffic.

NDP on legal strategies to stop the Enbridge Pipeline project, and fellow NDP MP Peter Julian were also

both accepted as interveners. But Rankin said they would be amalgamating their positions to present “one unified voice at the hearing.” Other successful applicants among the 400 interveners selected include the British Columbia Hydro and Power Authority, the Province of British Columbia, the Coldwater Indian Band and the City of Victoria among several townships and cities. First Nations groups and residents whose homes would potentially be affected by the pipeline will also intervene. Of the 2,118 would-be applicants, 1,250 were selected as commentators. 468 applicants were rejected outright, while 452 applicants for intervener were downgraded to commentators. The board will hear Aboriginal evidence this August and September, while formal hearings begin in January 2015. The review panel will recommend or reject the proposed twinning of the pipeline from Edmonton, Alta. to Burnaby, B.C., nearly tripling capacity from 300,000 to 890,000 barrels of oil per day. Applications opened Jan. 15, 2014 and ended Feb. 12 for the opportunity to speak at the hearing for the decision making process for the proposed pipeline expansion. alim@vicnews.com

Bank robbery

On Wednesday, April 2, at 6:50 p.m., West Shore RCMP responded to a robbery at the Coast Capital Savings on Admirals Road in View Royal. A man entered the bank and produced a note demanding cash. He departed the bank in an unknown direction. The suspect is described as a Caucasian man in his early to mid-20s, approximately 5-foot-8, with light-coloured facial hair. He was wearing a dark green hoodie with black stripes, and black sunglasses similar to those worn over top of prescription glasses.

Police arrest two for overnight B&Es Two men have been arrested in relation to a string of residential break and enters that occurred in Saanich in March and April while people slept. The Greater Victoria Regional Crime Unit arrested Fabian Daley, 49, in the 3700-block of Quadra St. on April 10. Staff Sgt. Steve Morgan says the RCU began their investigation after a series of robberies occurred overnight on March 2 along Quadra Street in Saanich. On April 4, another similar robbery occurred in the 900-block of Scotia St., where a credit card was stolen. Morgan says the suspect attempted to use the credit card at an ATM, and RCU officers were able to obtain surveillance video to ID the suspect. A search warrant of Daley’s Saanich residence was executed on April 11,

where a 50-year-old man was taken into custody. “We seized three or four backpacks out of the residence, full of (stolen property),” Morgan said. Daley is currently charged with one count each of break and enter, use of a stolen credit card, and possession of stolen property. One charge of stolen property is pending against the 50-year-old man. Morgan says investigators believe the two men could be responsible for a large number of break and enters and thefts from autos – though just how many is still unknown. Saanich police Sgt. Steve Eassie says there are at least eight unsolved break and enter files that police will be looking to connect to these arrests. editor@saanichnews.com

Would-be robber wears undies mask A 29-year-old Victoria man was arrested Monday morning following an attempted armed robbery of a gas station. Saanich police say the man entered the PetroCan in the 3900-block of Shelbourne St. just after 1 a.m. while wearing a pair of underwear on his head to conceal his face. The lone employee pressed the store’s panic button to notify police. The suspect produced a box-cutter and swung at the employee, but missed. The suspect then exited the store. A witness to the incident was able to follow the suspect from a distance, while relaying information to police. Saanich officers arrested Christopher Edwards in a parking lot near McKenzie Avenue and Cedar Hill Road. He faces one charge of robbery. editor@saanichnews.com

The large clubhouse that sits in the middle of the Cedar Hill Golf Course hasn’t always been there. In fact, the original clubhouse, built in 1971, was destroyed by arson in May 1996. It was this week in 1997 that the Saanich News reported that the Saanich Police Department contravened the Young Offenders Act following the arrest of two teenaged suspects in relation to the arson case. After the two boys invoked their right to remain silent, police placed an undercover officer “in a cell pretending to sleep while hoping to catch an earful of incriminating evi-

dence,” the April 16, 1997 article reads. According to the article, Victoria Youth Court Judge Ann Ehrcke said teenagers have a lesser understanding of their legal rights than adults and cited a section of the Young Offenders Act. “Freedom of choice for a youth who is detained requires that the youth be cognizant of the fact that he is speaking to or in the presence of a police officer,” Ehrcke wrote in her decision. “An undercover cellmate operation with subjects who are youth is not consistent with this requirement.” Information collected during the undercover operation,

as well as statements from both teens following their arrests, were deemed inadmissible. The latter were inadmissible because the statements were made before the teens were given an opportunity to call their parents, which also breached the teens’ rights. The two-storey clubhouse was rebuilt in 1997 at a cost of $1.3 million. In recent years the building has faced turbulent financial troubles. In January 2012, after four years of running a deficit, Saanich council voted to restructure the food and beverage operations in the clubhouse, shutting down the second-floor restaurant.

According to Saanich, the closure helped save the municipality $100,000 in 2012. The restaurant lost $352,000 in 2011. Saanich has since opened a snack bar in place of the restaurant. The municipality says changes have helped reduce the overall deficit. editor@saanichnews.com

Council opposes the idea of entering the “deer removal business” and then-Mayor Murray Coell says he wants Saanich to “send a clear message that Bambi and Thumper and the whole gang are welcome.” ■ 1995 - Fundraising by a parent group kicks off to raise money to build a second ice rink at Pearkes Recreation Centre. Parents say a lack of available ice time warrants another rink. Today, the two rinks at Pearkes are well-used, and Saanich says demand is being met – though most user groups vie for the highly sought-after 4 p.m. to 10 p.m. ice times.

Easter: time for renewal Today marks the start of the annual Easter long weekend. A couple extra days of rest for some, a traditional religious holiday for others and a major magical event for many children. This weekend Christians will commemorate the crucifixion of Jesus today and celebrate his resurrection on Easter, the most important event in the Christian calendar. As always, special church services and events will be held on both Good Friday and Easter Sunday. Our Jewish community will celebrate Passover, commemorating their freedom Egyptians slavery 3,000 years ago with special ceremonies and meals. Our Sikh neighbours are in the midst of celebrating Vaisakhi Day, their New Year and can take these holidays to enjoy their new calendar year as well. We can’t forget contemporary Easter celebrations either, certainly the children won’t. The spring visit of the Easter Bunny with his baskets of candy eggs ranks only second for some to Santa Claus and the treat-filled stockings we look forward to in December. Easter has turned into a major commercial enterprise as well as a yearly children’s treat. Many of us will use this weekend, with its precious extra days off, to visit or host family or friends for our annual Easter dinner and catch up on both old and new news, meet the newest members of our extended families and make plans for the next time we’ll meet. The idea of rebirth, renewal and growth is wound through all of these events and is bolstered by the season, as we watch the trees bud and leaf and our gardens begin to bloom, our lawns to sprout. We see the births of bunnies, lambs, birds and other animals in both nature and on farms. We watch our days getting longer and warmer. We should all take a few moments during this holiday, no matter how we choose to celebrate it, and reflect on the ways we too can grow and renew ourselves, our communities and our country. Emotionally challenging meetings between residential school survivors and a group of high school actors provided students with a solid historical foundation to bring Sisters to the stage. Sisters, written by Wendy Lill, is a tale of human struggle of will, stress and circumstance. Sisters is the story of a nun who burns down a residential school where she taught. “People think that everyone was terrible and mean working in the school. A lot of people went in with good intentions; they cared about the children,” says Lambrick Park secondary student Abbie Hodges. “When you put them in a different and stressful environment, (people) can change.” Student actors from Lambrick Park secondary and Spectrum Community schools in Saanich will work alongside peers from Cowichan secondary to bring to the stage in Saanich and Duncan. Hodges worried how survivors would feel and react hearing the students were performing this particular play. “They’re excited. They aren’t bitter, they’re willing to move on and forgive,” she says. Sisters explores the human devastation on both sides in a fictional convent-run residential school. “It’s an interesting look at

They hope this play provides a venue for conversation. “It’s a more interesting way to talk about (the topic of residential schools) and a neutral basis, ‘Here, take what you want from it’,” says Lambrick student Elias Whitfield. “They did what they could, but it wasn’t a good system.” Director Mike Moroz, a fine

Also, rabbits, while cute and cuddly, demand the same level of commitment and care as a cat or a dog. “That’s where we try to educate, talking about the commitment of a rabbit. You’re looking at 12 years of care and not insignificant costs of care,” Prittie Bell said. “It does add up more than what people anticipate. We try to really let people know what it means.” Last year the Victoria branch, which services the entire lower Island, adopted out 42 bunnies. There are on average about 15 at a time housed at the shelter on Napier Lane. “We always have a lot of rabbits, but we don’t want them adopted just because somebody has a whim. We want them to go into forever homes,” Prittie Bell said. “And we don’t want them released, because they aren’t able to fend for themselves in the same way as a wild one.” Domesticated rabbits enjoy attention and affection, but most do not like being held or cud-

More than 30,000 chocolates hidden throughout Beaver Lake Park will lure children to the 15th annual Easter Egg Hunt for BC Children’s Hospital Foundation on Saturday, put on by the Neal Estate Team. “We usually have over 500 kids, all combined maybe 1,500 people on hand,” said organizer Ron Neal. “It stared out with just me and a handful of friends and family. … It grew from there and became a community event.” Refreshments are available, including coffee, hot chocolate, other drinks and hot dogs and all proceeds from the hunt and refreshments go to BC Children’s Hospital Foundation. Proceeds collected at the event – a suggested $5 donation per child to participate, plus food and drinks are available to purchase – go to the BC Children’s Hospital Foundation, a facility that holds a place in Neal’s heart. “My sister had a son born with a heart defect and was medevaced [taken by air ambulance] over to Children’s. Unfortunately we lost him, but we got our first exposure to the high level of care they provide and need over at BC Children’s,” Neal explained. With other interaction over the years, between friends and family, the hospital continues to be the focus of the event. Volunteers run activities such as face painting and crafts, alongside popular visits by the Easter Bunny and BC Children’s Hospital’s Sunny Bear. That event runs April 19, with registration and activities beginning at 10 a.m. The Easter egg hunt starts at 11 a.m. at the south parking lot of Beaver Lake Park. “They should arrive with lots of time for parking,” Neal said. “If they arrive at 11, they’ll be disappointed.” Last year’s event raised more than $4,000

Because it teaches you how to control a bike in less than ideal traction environments. Also, if you fall, it doesn’t hurt as much! You can certainly get your feet wet when it comes to learning clutch and brake control on a “softer” surface, too. Furthermore, you don’t need a learner’s permit if you are riding off road. When and if you want to transition to the street riding, you’ll need it for that. Grand Cherokee EcoDiesel competes at a price Zack Spencer

The introduction of the 2011 Jeep Grand Cherokee showcased the direction of the new Fiat-Chrysler partnership. It went on to win more awards that any other SUV; in fact, I chose it as one of my favourite vehicles that year. Sales have been strong for not only Jeep but the entire Chrysler group. Freshness has been added to each new vehicle and this latest 2014 EcoDiesel version is another example. For this model year, the Grand Cherokee gets a refreshed front and rear, plus interior tweaks and a thrifty diesel under the hood. Looks The most noticeable updates for 2014 include a thinner front grille and narrower front headlights with LED accents. This

really makes the latest model pop. The EcoDiesel option is only available in two trim levels, and this an expensive vehicle. The Overland is the cheapest diesel and it starts at roughly $58,000, $3,000 more than a V6 model but the same price as the V8. The top of range Summit diesel starts at $62,000. In comparison, the base VW Touareg diesel starts at $55,000 but most of the other German mid-sized SUVs with a diesel, like the ML from Mercedes or the X5 from BMW also start in the low $60,000 range. Inside One of the biggest changes at Chrysler has been the attention to detail now placed on interior design and refinement. The latest U-Connect computer interface is one of the best in the business; many high-end makers could learn a thing or two from Chrys-

ler. The large 8.4-inch screen is one of the biggest on the market and it is very quick to the touch, going from one function to the next is logical and responsive. Pairing a smartphone takes under 30 seconds and the best feature is the map screen, which enables embedding a picture the same way a picture-in-picture TV does. The dash is covered in stitched leather and the cabin

overall is simple and elegant. All EcoDiesel models come with leather seats and the back seats can even be heated. Drive The biggest change for 2014 is the introduction of an all-new 3.0-litre direct inject turbocharged V6 diesel engine along with an eight-speed automatic. With 420 lb-ft of torque, this engine just rockets away from

a light and cruises effortlessly on the highway. There is a big premium to get this engine over a V6, or lower trim level V8 gasoline versions, but there are some compelling reasons to choose it. Fuel economy is No. 1. This heavy truck is rated at 9.8 L/100km in the city and only 7.0L on the highway. With aggressive driving and mostly city, I averaged 12L. I did notice on highway runs that the fuel economy improved radically and quickly. The towing capacity of the EcoDiesel is the same as the 5.7-litre Hemi V8 at 7,200 pounds, but this truck gets substantially better fuel economy. For those that drive a lot without a trailer, the improvement in fuel economy is something to factor in. If you don’t drive a lot each year, the diesel option might not be worth the added cost.

Verdict Chrysler considers the Jeep Grand Cherokee a premium offering but I would not put this on a par with the Mercedes ML, BMW X5, Audi Q5 or a very nicely equipped VW Touareg. It is a very nice truck with as much diesel power and efficiency as the competition but the German brands have been at the whole diesel thing a lot longer and are a known entity in the market. The Grand Cherokee EcoDiesel would be an easy choice if it were about $50,000, not $58,000. If you drive a lot or tow, the diesel might be worth it, but as it stands the already capable and luxurious gas versions are less expensive and come with all the regular Grand Cherokee goodness. zack.spencer@drivewaybc.ca

Sub-compact with big sedan pretentions

Mazda’s first foray into the Canadian sub-compact market segment was the 2011 Mazda2, an inexpensive little car that exceeded the quality expectations of most buyers. It was launched in Europe, Japan and Australia in 2007 and won 48 automotive awards, including 2008 World Car of the Year, prior to its arrival in Canada. Mazda2 comes in just one body style, a four-door hatchback. Considering its proportions, that’s a lot of doors and “easy access” is big part of the charm. The trim lines offered were GX, GS, and a top-priced Yozora edition, which was limited to 500 in Canada. The GS trim upgrade includes air conditioning, automatic headlamps, cruise

offering my unqualified support for the countrywide torrent of get-even-tougher legislation, designed to pick the pockets of delinquent drivers. Currently in B.C., the fine is $167 and last year police here issued 51,000 tickets for distracted driving. Victoria knows a vote winner when it sees one and it is pondering big fine hikes and additional demerit points. The local action comes on the heels of Ontario introducing legislation last month that increases fines from the already high $300 to $1,000. Fanning the public outrage, BC Attorney General Suzanne Anton announced that distracted driving is killing more British Columbians than impaired driving. I question the rush of statistics showing how deadly a crime this is. I have always advocated for hands-free calling while driving and figured “driving without due care and

attention” was a sufficient catch-all for those causing a collision. The fine is $368. When I began writing on this topic about five years ago, there were no such statistics available. It was all anecdotal because, let’s face it, it’s an offence very visible to other drivers. It’s always seemed to me that drivers who talk and text are reckless risk-takers, who run red lights, follow too closely and make dangerous lane changes even without a phone in their hand. My point being that when they crash with phone in hand it’s a little too convenient to blame it all on operation of the device. Much of the current public debate was spurred by the revelation that a serial offender in Vancouver racked up 26 tickets and fines of $4,300 for distracted driving since 2010. He may be the pin-up boy for those seeking tougher penalties but interestingly, it appears he never once caused an

accident. Now the law is in force, I’ve no problem in accepting it but let’s not kid ourselves into thinking this will stop idiots from taking risks that threaten us all. The fines are already high enough to deter regular drivers tempted to err occasionally. I do worry about how zealously this law is enforced. I frequently hear of tickets issued to drivers who merely glance at their device while at a red light or move it to a new resting place around the dash. I fear the debate about the fines is a distraction in itself from getting to the heart of dangerous driving. I am pleased to hear Anton is also considering public education campaigns on distracted driving, similar to previous initiatives targeting seatbelt use and drinking and driving. That is smarter. I guess you could say I was addicted. Only my drug of choice wasn’t coke or meth. No - it was the thrill of getting away with it all. And the easy cash, of course. Throwing the camper into that last deal was a great marketing idea. And, like last time, I decided to branch out again. There’s so much more than just cars! This time I decided to go with a motorcycle. I purchased it off the internet – I guess you could call it a curber-to-curber transaction. Oh, of course I knew every trick in the book by now. The seller gave me my old story and said that he was the real owner. Did I care? Not a chance. It was a nice Harley. And, it was a steal. I knew I could flip it for more. Why? Because I was a better marketer. But I needed to do it fast. And, I had to make sure I had a buyer that was naive enough not to do a lien check through carproof.com, or the province (bcregistryservices. gov.bc.ca). As usual, I put up a generic, one-line Craigslist ad. With a price like mine, I had a buyer within an hour. I made sure the Harley looked its best. I polished it until it sparkled and filled it with gas. Hey, what’s a few bucks? Then I ran into a small problem. I found out that my seller was the real owner. Wow. But he sold me a vehicle that was about to be repossessed.

Fortunately, he was in such a hurry that he didn’t make me do the transfer – so it was still in his name. No big deal. Bridging* was my friend. I just used his name and hoped my buyer would never ask me for ID. And I was right. The buyer smelled a bargain and took the bait like fish. He thought I was the fool! No lien check, no ID check. Just cash. I was home free, again. And the best part? When the bailiff came for the motorcycle, he didn’t even know my name.

*Bridging – A trick that curbers use to keep their identity secret. Curbers will pay more for a vehicle from an unscrupulous wholesaler or broker if they are not required to immediately put the vehicle in their name. This keeps their name out of the vehicle registry and makes them impossible to locate when deals go bad. Breaking the law is never a concern for them.

This vehicle gets you around town but the four-cylinder engine just doesn’t have enough power on the highway. I found myself constantly pushing the gas pedal to the floor just to keep up with traffic. Perhaps it is the CVT transmission but I would

like to see a V6 option for this vehicle. Interestingly, the windshield wipers are noteworthy but not for a good reason. It was raining one day during my test drive and as I stopped at a light I felt the car sway back and forth with the wipers, I quickly dismissed it as a big truck driving by, but it continued at every stop. I turned them on fully and the car rocked back and forth with every swipe. I have heard about soft suspension but really? If it is a small crossover vehicle you are looking for and like the feeling of sitting up higher than a car, try this one. After rejecting an offer from the school district bargaining agency for a long-term contract, the B.C. Teachers’ Federation went to the Labour Relations Board this week to establish essential service levels for strike action. BCTF members voted 89 per cent in March to endorse a threestage strike plan that can begin with 72 hours notice. Phase one includes restricting communication with school managers, arriving no more than an hour before and leaving an hour after school hours, and refusing supervision of students outside class time. It does not affect pre-arranged voluntary activities such as coaching, but the refusal of supervision requires essential service levels that compel some teachers to assure the safety of

students while they are out of classes. Peter Cameron, chief negotiator for B.C.’s 60 school districts, said there are some rural schools with no management staff to supervise playgrounds. Typically it is the employers’ association that seeks an essential services order, but this time the BCTF applied. That’s unusual for a union that has a history of opposing essential service orders at the LRB and the International Labour Organization, Cameron said. It is also a sign that the BCTF is preparing for strike action after the Easter break. Cameron said if stage one strike action begins, the B.C. Public School Employers’ Association will seek an order that the union pay for its extended benefits during any withdrawal of service. “In order that there is in fact

pressure on both sides, BCPSEA needs to respond to any phase one activities with measures that put corresponding pressure on the union,” Cameron wrote in a letter to BCTF president Jim Iker. Cameron’s initial offer is for a 10-year agreement with pay increases totalling 6.5 per cent over the first six years and additional wage increases to be negotiated for the final four years. BCTF negotiators countered with a three-year proposal with three per cent plus a cost-of-living increase in each year.
