AGRIM receives $500,000 from Ponoka County
“When we do establish some conditions on something I fully expect it to come back to council” Doug Weir, county councillor “We want to know where you’re at with completion, where you’re at in terms of financial wherewithal to compete. So he (Ken Whitlock of the ag society) sent me that stuff,” said county CAO Charlie Cutforth, referring to a phone conversation he had the day after council approved the budget. It’s now known to the county that the AGRIM has definite and pending private funding sources to help get the building to a useable stage. “This building is closed in already, it has the windows in. I didn’t realize, frankly I thought that they had the steel structure constructed and that they were waiting for additional funding to get this closed,” said Cutforth. He went out to Rimbey for a first-hand look at the “impressive” building and met with the ag society’s banker to ensure the validity of its financial position. “And it’s in process but the approval has been granted. So we know if they do require any mortgaging they have the ability to do that. That’s outside of our line of credit.”

Doug Weir was unhappy the cheque was cut before any information came back to council as a whole. “I’m never going to question Charlie and what he does, ever, he’s made this the great community we are.” Despite his trust in Cutforth Weir feels, when council establishes specifications for a donation, a more structured procedure is needed to inform councillors on how their concerns will be met by whatever organization is being dealt with at the time. “When we do establish some conditions on something I fully expect it to come back to council.” “And I think you were amiss yourself on sign-
ing that. We still don’t have anything written,” he added. “I’m a very visual person and I need information down on paper that I can just look at.” Cutforth believed that because the parameters set by council for the donation were met it would be all right to give the society the money. “Frankly, when you put forward your proposal for some policy development that didn’t meet with any resounding approval from the rest of council and so I took that to mean I understand your concern and so on. But that is hardly direction to me,” he told Weir.

However, the action prompted another debate in council. County councillors had set specifications on the funds, stating the Rimbey Agricultural Society had to first produce more financial information and a business plan before any money was handed over.

PISA categorizes six level of math skills, and 96% of Alberta students reached or surpassed the first level which measures basic math skills; e. only 4.5% of Alberta’s students achieved level six of the PISA catergory, which measures advanced mathematical thinking; f. the current Alberta math curriculum does not ‘abandon’ the basic skills of math but does also address how students can better apply basic concepts to complex situations; g. as mentioned previously, many of the jurisdictions which scored above Alberta in the 2012 PISA math assessment implemented changes to their math curriculum ten or more years ago; the same changes that Alberta has implemented within the current curriculum; h. the students who wrote the 2012 PISA assessment studied math under the previous curriculum; i. some of the jurisdictions whose students scored above Alberta in math see students receive tutoring in math for two hours per week and also see students doing math homework for 14 hours per week. We must ask ourselves, do we want this for our children? To conclude, I repeat that CASS is supportive of the curriculum redesign that is taking place in Alberta. To borrow the words of Ken Chapman who recently spoke at a CASS event, all education partners in Alberta are working together so that parents can be assured their children, who are our students, can not only be the best IN the world, but be prepared to be the best FOR the world. topography of the land. “I know it was put over for third reading until tonight so that issues that were brought up at the public hearing could be discussed and looked into. So where does that discussion happen?” she asked council. After the hearing, acting CAO Melissa Beebe had a number of meetings and came back to the members of council with the needed information. “She came back to us, and her administration had told us that they would give third reading without a problem,” said Mayor Rick Pankiw. Despite Johnson’s relentless inquiries at the meeting council refused to give her any further details beyond it’s working closely with the seller and buyer (Ponoka County) for the future development of the land. However, because the project is in the negotiation stage much of the information remains confidential.
Walking trails enhancement At council’s meeting ATCO Gas presented councillors with a $2,000 donation for the augmentation of Rimbey’s walking trails system. The system was expanded by two kilometers along the west and southwest ends of town in the fall of 2013. “A large gap currently exists between rest sites in this portion of the town’s trail system,” said Mayor Rick Pankiw. “It is with great pleasure the Town of Rimbey will be using the donated money from ATCO Gas to provide a resting place in the form of a park bench and garbage receptacle along Rimbey’s new trail development. “ATCO Gas is pleased to support Rimbey and its efforts to provide safe, outdoor recreation opportunities for visitors and residents alike,” said Bill Stephens, president of ATCO Gas in a news release.

Town of Rimbey hires new CAO

By Amelia Naismith In an in-camera session at the April 14 town council meeting councillors took the final step in replacing former town CAO Tony Goode with a new body.
“Lucian was the unanimous consent of council” Mayor Rick Pankiw Lucian Cloutier begins his duties Aug. 5, until then acting CAO Melissa Beebe will remain in the position. “Graciously the council there has allowed my stepkids (sic) to finish their school year, and I’m very appreciative of that. And it allows me to finish up a few things,” said Cloutier. Once Cloutier is in place Beebe will return to her previous position of assistant CAO and land develop officer. Cloutier was one of the final three contenders for the position supplied to council by The HR Group headhunters. “Lucian was the unanimous consent of council,” said Mayor Rick Pankiw. During a two-part, “positive” interview process Cloutier met with the mayor and attended the final interview with Pankiw, council and The HR Group consultant. With more than 23 years experience in municipal government, Cloutier currently works for the Municipal District of Greenview. “I was looking for an opportunity for advancement within the field of municipal government.” “When I came across the opportunity in Rimbey it certainly peaked my interest,” he added. One of the biggest draws for Cloutier to the Rimbey position was the chance to get to know the people of a small, central Alberta town and help them advance their community into what they “wish and dream” for it to be.

Today is Earth Day Submitted In 1970 American peace activist John McConnell proposed a day to honour the earth, and Earth Day was born. It is now observed on April 22 in 192 countries, with more than one billion people taking action to demonstrate their concern and care for the planet, and to indicate their environmental protection of air, soil, water and all the species that share these essentials for life on our planet. People plant trees, hold neighborhood cleanups, host workshops and seminars, attend concerts, join waste-management projects, contact
their government officials on behalf of environmental groups and much more. In Victoria, B.C., 5,000 participants take an Earth Walk. Edmonton holds an Earth Day Festival with 30,000 people on site at Hawrelak Park. Here in Rimbey the library is inviting children to A Party for the Planet, 3:30 to 5 p.m. At the same time teens and adults are welcome to meet at the Beatty House, pick up a recycled plastic bag, and help clean up Main Street; and environs, please bring your own gloves. Rock album needs work By Amelia Naismith Sin Twister’s self-titled debut album started off promisingly with a drumbeat ripe with rock attitude, and

and instrumental aspect is all bad. On the contrary the guitar riffs and drum backbone that carries the weight of the album is perfect for what Sin Twister was all about. However, there are many other aspects to the album that outweigh that. With one singer, although at times it sounds more like two, changing voices throughout the songs it gets confusing and annoying. Especially the higher voice, as it doesn’t blend with the overall flavour of the album. Mostly it just sounds like the drawstring of the singer’s shorts is rapidly tightening and loosening. Perhaps experience is what’s needed to tone down the erratic variances. Even the ‘scremo’ parts are better than the actual singing simply because they’re not so out of place. Verdict: Sin Twister isn’t a talentless band with no hope in the world, it just need to add more experience to the operation before the band’s product is worth listening to more than once.

By Amelia Naismith A boys’ orphanage in Mwanza, Tanzania, which is being fully funded by the ZAP! Theatre group, is finally constructed and the boys are expected to move into their new home in the next few weeks.

Ponoka County is sitting sound, financially, with no major discrepancies to cause ratepayers alarm, according to the most recent audit report. “The surplus is just under $1 million . . . That was transferred to reserves,” said county CAO Charlie Cutforth. Parkland Men’s Choir celebrates 25 years By June Norvila The Parkland Men’s Choir is 25 years old this year and they are celebrating with a special 25th Anniversary Concert. The volunteer group of Christian men come from many different churches of several denominations around central Alberta including places like Rimbey, Ponoka, Lacombe, Bentley, Red Deer, Innisfail, Clive, Tees and points beyond. They love to share their faith and love for God through music. Each year they practice from mid September to the end of April at the Woodynook Christian Reformed Church, a fairly central location for them. Originally called the Parkland Male Chorus, it was started in January 1989 by a few men who gathered together under the direction of Frank Tolsma. The choir grew to over 50 members at one point and changed their name. They are now under the direction of Larry Johnson from Lacombe. There have been many pianists over the years. Current pianist is Brenda Klosse from Rocky Mountain House. There are about two dozen active members this year but they expect their numbers to swell for their special evening of celebration after havThe Parkland Men’s Choir 2014. Submitted On Friday, April 11, Bentley School was pleased to welcome special guest Cal Yakel to our monthly PRIDE Assembly. Cal presented Bentley School’s Golf Academy with a $1,250 cash donation. Gull Lake Golf Course Tuesday Women’s League, Tuesday Men’s League and Thursday Mixed League contributed funds, which amounted to this generous donation. Along with this donation, Gull Lake Golf Course has purchased 10 new sets of clubs to use during Golf Academy. Cal has been a long time member and volunteer at the Gull Lake Golf Course, he makes sure the students have the right clubs and are ready for lessons with the pro each week. He said he never had the opportunity to learn to golf as a youngster and didn’t take up the sport until he was 65. So, seeing the bus roll in with our students every week feels pretty special. Bentley School sends out a huge thank you to all the members of the Gull Lake Golf Course who contributed towards this gift. We also thank the golf course for providing top quality lessons and being so supportive of this program.
Bentley Generals at Allan Cup The Bentley Generals are in Dundas, Ont. April 14 to 19 for games pertaining to the Allen Cup. The Generals are hoping for a repeat championship after winning the title last year in Red Deer, where they were the hosts. They also won the title in 2009. In 2014 they are a Division 2 team and they lost their first game Tuesday to the Dundas Real McCoys, 6-2. They also lost their second game Wednesday, April 16, to the South East Prairie Thunder, 3-1. The Bentley Generals advanced to the quarterfinal play-off round. They’ve finished third in Division 2 and every game now is a must-win situation.

CARTIER Patricia (Pat) KENNEY William (Bill) Ivan Kenney was born near Rimbey, AB on October 5, 1914, and passed away April 1, 2014 at the Rimbey Long Term Care at the age of 99 years. He is survived by his sister Hazel Simanton (Bob) of Foremost, AB, sister Daisy Stuart (Derill) of Rimbey, sister Hellen Cook (Bob) of Gull Lake; seven children, Jean Little of Christchurch NZ, Ralph Kenney of Rimbey, Delbert Kenney (Joyce) of Grande Prairie AB, Elva Kenney (Stan) of Saskatoon SK, Harold Kenney of Rimbey, Ross Kenney of Rimbey, Beth Kenney (Damien) of Calgary, 11 grandchildren, 12 great grandchildren, and numerous nephews, nieces, brothers and sisters in law. He was predeceased by his loving wife Margery Josephine Kenney (nee Murray), his parents Spearman John and Eva May (nee Brawn) Kenney of Rimbey, his brothers John Kenney of Lacombe, Samuel Kenney (Pheobe) of Rimbey, and Raymond Kenney of Rimbey; sisters Martha Craswell (Bob) of Calgary, Norma Gillespie (Andy) of Rimbey, Vi Kenney of Edmonton, Lois Sauve (Eugene) of Leduc, and Minnie Kenney of Rimbey. Bill was raised on his parents homestead in the Crystal Springs district about 12 miles northeast of Rimbey. As a young man he worked on thrashing crews, both locally and in the Endiang district in Southeastern Alberta, and later drove a crawler tractor and breaking plow for Angus MacKenzie breaking land in the Rimbey area. He met Margery, the local “school marm” teaching at Crystal Springs School, and they married in August 1944. After a short stint farming in the Crestomere area they bought the farm 9 1/2 miles northeast of Rimbey, where they raised their family and remained until retiring to Rimbey in 1992. Bill will be remembered and missed by his many family members, friends and neighbours. A Celebration of Bill’s Life will be held from the Peter Lougheed Centre in Rimbey, Alberta on Tuesday April 22, 2014 at 2:00 PM with Reverend David Holmes officiating. If friends desire, memorial contributions may be made to the Blindman Handi-Van Society. READ Violet May Feb. 8, 1926 - Apr. 12, 2014 On the early morning of April 12, 2014, Violet passed away peacefully of natural causes at the Extendicare Hillcrest Nursing Home in Calgary, at the age of 88 years. Violet was always a kind, gentle, loving and giving soul to family, friends and those in the community. Her home baked goods were regularly delivered to those who were in her thoughts and heart. Violet was a long time devout member of the United Church. Violet was pre-deceased by her childhood sister Bertha, sisters; Irene and Alice, brothers; Robert and Roy, parents; Joe and Mollie, and her husband Frank. Violet is survived by daughters Bernice, and Callise (Myrna) Kayden of Calgary, grandsons; Trevor (Marion) Webb of St. Albert and Bradley (Laurie) Webb of Grande Prairie, 5 great-grandchildren, 2 step-great grandchildren, 3 great-great grandchildren and sister Beatrice Wuth of Lethbridge. Special thanks go to Dr. Heaton, Dr. Lawton and the Hillcrest staff for their personalized, loving care. Violet sadly struggled with Alzheimer’s which was a sincere heartache for all those who loved her.
