by Kevin Diakiw SURREY’S POLICE committee has committed to hiring 95 RCMP officers

over the next five years – 35 more than had previously been included in the city’s existing five-year plan. Mayor Dianne Watts said the number came from a study initiated by Dr. Irwin Cohen last October. Cohen is the RCMP research chair at the University of the Fraser Valley. The city’s police committee met on Wednesday and recommended hiring 95 officers over the next five years. More of those could be hired in earlier years if seen as necessary, Watts said. The extra 35 officers being committed for hire come at a total cost of about $5 million annually, but with no cost to the taxpayer, Watts said. Surrey RCMP Chief Supt. Bill Fordy said the cost of the officers can be covered through efficiencies, such as RCMP health care that’s now Chief Supt. Bill Fordy paid for by the province rather than municipalities. “We’ve realized significant savings that I’ll be following up on with the city manager and the general manager of finance,” Fordy told The Leader. “In that process, subject to their authority, I believe we can increase (the allocation to) 95 police officers.” In January, Coun. Barinder Rasode called for 45 new officers to be hired immediately, to bring the number of boots on the ground to the ratio promised in the 2007 Crime Reduction Strategy (CRS).

On Monday, Surrey council is expected to endorse the hiring of 95 more RCMP officers over the next five years. Cost savings at the Surrey detachment will finance the cost of the new members.

Eye contact is crucial to both drivers and pedestrians so that each is comfortable with what the other is doing. If a crash does occur, Paquet says one of the most serious mistakes a driver can make is leaving

What was an offence under the Motor Vehicle Act (punishable by a ticket) becomes a criminal matter and could involve jail time, Paquet said. Surrey Mounties will continue to hammer home the above messages by handing out citations to people violating the law.

as 45, but said there’s no question this city needs more police. “We know we need more police resources, there’s no doubt about that,” Watts told The Leader in January. “If I could have another 100, and pay $15 million for that, I would do it tomorrow.” Watts said Wednesday the addition of new officers has nothing to do with Rasode’s request. She said the decision was entirely based on the study being undertaken by Cohen. In addition to the increase in RCMP officers, the police committee endorsed hiring 20 Community Safety Patrol personnel, half of which will start work immediately in Newton. Aside from the increase in RCMP officers and the addition of Community Safety Patrol and Community Constables (who will carry firearms and have the power to arrest people), the City of Surrey will also move from reporting its crime statistics on a quarterly basis to a monthly basis. The data will be open to everyone. The announcement of new officers is still subject to the endorsement of Surrey council Monday.

And on April 25 a pub night and silent auction is being held at the Thirsty Penguin Grillhouse at Langley Twin Rinks to support Smith, his wife and two young children. A post on a Facebook support page said Tuesday Smith remained unresponsive and was still running a fever, and though his respiration was good “his cranial pressure levels (are) still not stable.” The post goes on to say his bruises and other surface injuries appeared to be healing, and the writer reminisced about the day of the crash and Smith’s passion for the outdoors. “It was a sunny amazing day to be sledding. Paradise really… you can’t get much closer to heaven. The mountains have always been his church. He absolutely loved being there.”

Rasode told The Leader last Wednesday she felt stifled by the Surrey First “coalition of independents” and said she had no choice but to leave the slate. Surrey First held every seat on council until Rasode’s departure. Speaking on behalf of Surrey First, Coun. Linda Hepner said Rasode’s opinions were always respected, both in team meetings and at the council table.

“She has had every opportunity to speak around any issue,” Hepner said. Rasode told The Leader she was most concerned about issues of public safety, the spending of taxpayer’s dollars, public engagement and transparency. “Many of the things she’s talking about have never come to the council table… those issues simply have not been raised.” Hepner said. Rasode did raise the issue of transparency when she asked to have city councillors’ expenses posted on the internet. “The next day, we’re done,” Hepner said. “So her ideas have always

been considered.” Hepner thinks Rasode’s departure has more to do with a run for the mayor’s chair than anything else. Both Hepner and Rasode have said they would be interested in the mayor’s job if Dianne Watts chooses not to run in this November’s civic election. Mayor Dianne Watts sent out a release Friday stating she was not going to get into “electioneering.” “There is a significant amount of work we are undertaking to move the City of Surrey forward and this continues to remain my top priority.”

“It’s way too early for any commitment to any one team,” Locke said. Locke is concerned about how the city appears to be separated into “geographic silos” where each community feels totally separate from the others. “One thing in Surrey that we desperately need is one big central arena or…. large public gathering place,” Locke said. “I can’t think of a city that doesn’t have that one big stadium place.” Locke was Liberal MLA for Surrey-Green Timbers between 2001 and 2005, before being ousted by the NDP’s Sue Hammell. Layoffs loom in Delta School District 17 workers face axe due to $3M shortfall by Sheila Reynolds

THE DELTA School District will be eliminating the equivalent of about 17 employees in an effort to address a projected $3.28-million deficit for next year. The Delta Board of Education passed its 2014-2015 operating budget at a meeting

Tuesday night. Increasing studentteacher ratios will result in about 10 full-time teaching positions being cut. As well, about five staff who work with children with special needs or those requiring English language assistance will be eliminated. The equivalent of one-and-ahalf clerical staff will also be cut from the school board office or other district facilities. It was proposed a teaching cafeteria at Delta Secondary School be closed, saving about $25,000, but the board

trucker Vic Fraser 16 years ago will not have his conviction overturned. Gary Donald Johnston was convicted and sentenced to life in prison in 2011 for murdering Fraser in his sister’s Surrey home during a botched robbery in 1998. Johnston appealed, arguing the trial judge erred in admitting a statement given by his brother, failing to exercise caution with considering evidence from an “unsavoury” witness and relying on a confession Johnston gave to an undercover officer during a Mr. Big-style sting. But three B.C. Court of Appeal justices disagreed, saying the judge made no such errors. Vic Fraser They dismissed the appeal on April 11. Johnston had broken into Jeanie Fraser’s Bridgeview-area house on March 10, 1998, when her brother Vic interrupted him. Because the two men had met previously, they initially greeted one another kindly. But the court heard that Johnston panicked, picking up two knives from the kitchen and stabbing Vic in the neck several times, so hard that the blades broke from the handles. He then kicked him, dropped a clay pot on his head, stole his wallet and fled. Sean Tyler Quaye, 25, is charged with assault causing bodily harm in connection with the March 26 incident. He was in Surrey Provincial Court for a brief appearance Tuesday (April 22) and was remanded in custody. Police say the bus driver was on his route through Guildford when he picked up a man and woman on 72 Avenue near 132 Street. Unprovoked, the man punched the driver in the face. The driver managed to safely pull the bus over, allowing the attacker to flee. Quayeâ&#x20AC;&#x2122;s next court date is May 1.

Auto shopping is big-ticket stuff, not to be undertaken lightly no matter what your budget may be. You need—you must have—a cool head. But if you have had any recent contact with the outside world, any brush by a television, radio, newspaper, billboard, magazine, computer you will have seen or heard a car ad and there is no immunity to this exposure. Car advertisers know this about humans. The oddest little detail can turn their heads. Hence the enormous amounts of talent, effort and money spent to capture their hearts and banish their intellect to the back of the garage with the old snow tires. But, as a general rule, pure pragmatism also weighs in on the time-for-a-new-ornewer-vehicle debate. Consider that for all the marvelous technology packed into your current vehicle from front to back ‘bumper’ and from left to right door handle, newer vehicles, somehow, year in and year out manage to be even more marvelous. Panghali. Bhambra has had sole custody of Maya since late 2007. Mukhtiar, a Surrey high school teacher, was convicted in February 2011 of killing 31-year-old Manjit, who was pregnant with the couple’s second child. He is currently serving a life sentence for second-degree murder. Maya was three when her mom was murdered and Bhambra and Basra launched the legal action to help care for the girl, who’s now 10, and provide an inheritance from her mother’s estate. Manjit was a school teacher in Surrey. In a ruling Wednesday (April 16), B.C. Supreme Court Justice Robert Punnett awarded $54,700 for past loss of dependency, $165,000 for future loss of dependency, $129,000 for past loss of household assistance and child care, $172,000 for future loss of household and assistance and childcare, $35,000 for loss of guidance, and $58,600 worth of public guardian and trustee fees. “The child has lost the care, love and support of her mother who would have provided guidance throughout her youth into young adulthood…” Punnett wrote in his decision. Manjit went missing on Oct. 18, 2006 after attending a yoga class. Her husband didn’t report her missing until 26 hours later, and then

Mukhtiar Panghali tearfully pleaded for his wife’s return during a police press conference. Manjit’s charred body was discovered in South Delta just days after and Mukhtiar was charged with her murder five months later. During his trial, it was revealed Mukhtiar strangled Manjit before being caught on store video surveillance buying a lighter and newspaper. While there are other lawsuits in connection with the case that Bhambra and Basra hoped to merge with this one, Punnett said it was only within his purview to rule on the damages due under the Family Compensation Act. Bhambra and Basra also have claims related to the Panghali’s matrimonial home, as well as an investment property in Surrey. “I agree with the plaintiffs that Mr. Panghali’s conduct was reprehensible,” wrote Punnett. “However, in the circumstances I do not think that this is a proper basis for an award of special costs.”

Surrey bowling alley has pleaded guilty to a sex charge involving a minor. Thomas Charles Cooper, 43, was in Surrey Provincial Court last Friday (April 11), where he entered a guilty plea to one charge of sexual interference. Sexual interference refers to touching, for a sexual purpose, any part of the body of a

person under the age of 16 years. As reported in The Leader in February, Cooper was charged with several sex-related offences in May 2013. Court records show his other charges include sexual assault and two counts of exposing his genitals to someone under 16 – charges which will likely be stayed after he is sentenced. NEW YORK – There was more sizzle in my New York steak dinner than on the show floor at the Big Apple’s international auto show. It seems the Big Four shot their lightning bolts at the preceding Detroit and Los Angeles auto extravaganzas and left it to the import manufacturers to dazzle here. Nissan did not disappoint with the unveiling of a classy looking crossover in the shape of the all-wheel drive 2015 Nissan Murano. The mid-size model first showed up in 2002 and this new model marks the birth of the third-generation. The Nissan-named V-Motion nose and boomerang-shaped taillights ensure it makes an impression on the observer, coming and going, and distinguishes itself from its rivals. Inside, up to five passengers can expect more of a luxury ride than they might have enjoyed in the outgoing version – heated and cooled front seats will impress those upfront. The trend in this segment to include huge sunroofs continues here. Under the hood, Nissan stays with the trusty 3.5-litre six-cylinder powerplant matched to a continuously variable transmission. Expect to see the Murano in the showrooms at the tail end of the year. Before moving on, the Nissan Sport Sedan Concept should be mentioned as it offers a clue to what the new Maxima might resemble. And boy, is it a looker despite the horrible orange colour of the show car! It too features a panoramic roof stretching almost from the windshield to the rear window. A production model version is expected later in the year, which suggests the L.A. show might benefit from that timetable. Any new Toyota Camry is an instant hit, especially in North America where it’s been the best selling car for 12 years. Despite that,

Confessions of a Curber I surprised my family with a trip to Hawaii. They didnâ&#x20AC;&#x2122;t have a clue how I paid for it. But they thought I was the best dad in the world. While we were away, I bought a car on eBay. It had over 350,000 km on it. No one will want to buy this piece of junk, I thought. Unless. I could just lower the mileage on it a little bit. And it wonâ&#x20AC;&#x2122;t hurt anybody, right? One problem â&#x20AC;&#x201C; I had no idea how to change an odometer*. But as it turns out, itâ&#x20AC;&#x2122;s much easier than Iâ&#x20AC;&#x2122;d expected. With an odometer tool, I changed the reading to 164,500 km. Still a lot, but less than half the real clicks. My ad: â&#x20AC;&#x153;Minivan â&#x20AC;&#x201C; old but in great condition! Only 164,500kms - it sat in my garage for the last 5 years. Must sell. If youâ&#x20AC;&#x2122;re looking for an older, but reliable and safe vehicle, call my cell and weâ&#x20AC;&#x2122;ll negotiate.â&#x20AC;? Looking back, I realized Iâ&#x20AC;&#x2122;d knocked almost 200,000 km off the vehicle. But I shined it up and put some newer used tires on it so they wouldnâ&#x20AC;&#x2122;t give away its true condition. Will this get me in trouble? I wondered. I wasnâ&#x20AC;&#x2122;t doing anything wrong, really â&#x20AC;&#x201C; this just gives me a chance to make some more money on the vehicle. I got a phone call from a young single mom who could only afford an older vehicle. We decided to meet at her sonâ&#x20AC;&#x2122;s school. As I was showing her the car, I noticed the carpet, the door handles and the pedals kind of gave away its true condition. Hopefully sheâ&#x20AC;&#x2122;s too naĂŻve to notice, I thought.

Forty minutes later, our exchange was complete. I probably made an extra $2,000 because of the odometer! If Iâ&#x20AC;&#x2122;d only done this to all the other cars I sold! Suddenly, my mind began processing the implications. That minivan was pretty much at the end of its life. That young mom is expecting the vehicle to last her for a few more years. At best, I see it lasting one more. Parts will start failing, calling for expensive repairs. Iâ&#x20AC;&#x2122;m certain she doesnâ&#x20AC;&#x2122;t have the money for that. All Iâ&#x20AC;&#x2122;m hoping is that it doesnâ&#x20AC;&#x2122;t break down on the highway. Maybe there was a reason I never did it before. Maybe, just maybe, I had a conscience up until now.

Sprangers will play for the University of Victoria Vikings next season. year, the Crusaders captured the B.C. 2A girls high school provincial title. This past season, the program decided to take a step up and play at the 3A level — despite falling in the lower tier capacity — and Holy Cross was ranked No. 1 in the province heading into the provincial championships. But a

one-point loss in the semifinals derailed their championship dreams, although the team did rebound to win the bronze medal. “It was pretty tough, I have to admit,” Sprangers said about the semifinal defeat. “Losing by one is not what you expect, but ending your (high school) career with a win is always nice.”

Longing and Forgetting artwork becomes interactive tonight (April 24) at 8:30 p.m. Video characters inhabit the west wall of Chuck Bailey Recreation Centre, climbing the wall, sitting on window ledges, and looking out towards the passing SkyTrain in Matthew Gingold, Thecla Schiphorst and Philippe Pasquier’s new artwork. The work runs as a generative video until May 11, and the interactive artwork, where mobile devices control the characters’ movement, will be demonstrated Thursday. The free public event is for those interested in meeting the artists, and taking part to use a mobile device to activate the artwork characters to climb, leap, and maneuver on the wall of Chuck Bailey. Pasquier will provide live music, and refreshments will be served. Imagined by artists and built by the City, Surrey’s UrbanScreen is Canada’s largest noncommercial outdoor urban screen dedicated to presenting digital and interactive art. DONALD, Judith Susan (nee Kahn) Dec. 16, 1948 - April 12, 2014 With sadness in our hearts we announce the passing of Judi on Saturday, April 12, 2014. Judi was raised in Huntingdon, Quebec and graduated with honours from Concordia University in Montreal with a degree in Sociology. She and her husband Eldon moved to BC in 1975. She worked at BCIT and for the balance of her career at the Township of Langley. She was committed to social justice issues, heritage preservation, and animal rescue causes. Judi will be profoundly missed by her husband Eldon, family, friends and all those she associated with from charitable, rescue and social issues organizations. Funeral services were officiated by Rabbi Dan Moskovitz at the White Rock/South Surrey Jewish Community Centre on Monday, April 14, 2014. Interment followed at Temple Sholom Cemetery in South Surrey.
