Crown prosecutors have decided not to lay charges in the April 2012 wood dust explosion and fire that killed two workers in Prince George. The Criminal Justice Branch issued a statement on April 14 stating the evidence available for court would be unlikely to result in a conviction. There is evidence of prohibited acts recommended for charges against mill operators, but a defence of “due diligence” would likely result in acquittal, the statement notes. WorkSafeBC had recommended two charges for alleged violations of the Workers Compensation Act and two more for violations of the Occupational Health and Safety Regulations in the Lakeland blast. No criminal negligence charges were recommended. All four recommended charges are regulatory offences, with conviction resulting in fines. Prosecutors found that WorkSafeBC did not use “major case management” procedures, including search warrants and gathering evidence on the state of management’s knowledge of the risk. A similar conclusion was reached in the case of the Babine Forest Products mill in Burns Lake, where prosecutors determined they would be unlikely to prove negligence. Administrative penalties totalling more than $1 million were levied on the Babine mill owners as a result of the first incident. On April 14, Labour Minister Shirley Bond announced a coroner’s inquest will be held into the Lakeland fatalities. B.C. Ferries Commissioner Gord Macatee is temporarily replacing outgoing WorkSafeBC CEO David Anderson and will oversee changes to worker protection and investigation, Bond said. Two mill workers died and 20 others were injured when an explosion and fire tore through the Babine sawmill on Jan. 20, 2012. A similar blast three months later killed two workers and injured 22 more at Lakeland Mills. Investigators ruled out natural gas, oil and other fuel sources, leaving fine, dry dust produced from milling dry wood. The likely ignition source was hot electric motor and gear reducer equipment running wood waste conveyors in low, confined areas of the mills. Continued on 4

108 Lions Ice-off contest goes off like clockwork By Jim Gellein

The 108 Lions ice boat declared spring with flying Canadian colours at 10:31:21 p.m. on April 2014. There were 17 prizes generously donated by merchants in the 108 Mile Ranch, 100 Mile House and Lac la Hache, as well as $200

cash from the 108 Lions Club. Two events happens happened this year that could be described as impossible. First, there were 10 (five pairs) of contestants who submitted times that were the same to the second. Secondly, the MV

Lion boat was retrieved even though there still was 50 to 75 feet of ice between the boat and the beach. This was achieved by Lion power, which equals one-quarter of a horsepower. Ticket sales were approximately the same as last year, which was a

record. The winners are selected in order of the closest times to 10:31:21 p.m. either before or after the clock time. The flag anchor goes through the ice and raises the Canadian flag and trips a switch that stops the clock. This mechanism has

remained the same since the contest started. The 108 Lions sincerely appreciate the donated prizes by the local merchants and also all of the purchasers of the tickets for this unique event. Jim Gellein is a 108 Lion.

Doreen went to be with her Lord on Good Friday. Just Thursday afternoon she said she was so sad to miss Easter church, but we know she was celebrating in heaven this year. Born in the Old Kent Road in London, England, Doreen lived through the war years in that city. She married at 20 and had her children and in 1964 the family moved to Canada. She remarried to Edward in 1973. They moved to the Cariboo in 1990. Doreen leaves to mourn her husband of 40 years, Edward; children Pauline (John) Sanderson and Adrian Monks; and four grandsons Scott, Christopher, Charles and Ethan. Memorial Service is on Sat., April 26 at 2:00 p.m. at St. Timothy’s Anglican Church, 100 Mile House, B.C.

Curling club season over

By Doris E Rufli The first season after re-opening the Forest Grove Curling Club has come to an end with a bang at the very successful Fun Day on April 5. The Forest Grove 94 Lions worked hard to prepare the rink before the new ice-plant was installed in November 2013. New to the task, “icemaker” Pete Van Osch did a great job preparing the ice and keeping

the rink in shape during the 12-week season. Thirty-two curlers formed eight teams and had a ball during the shortened season from early January to the end of March. Now, everybody is looking forward to an even better season starting in November. Organizers are hoping for more people to sign up and join in the fun. Mill dust caused blast

Extra efforts to inspect mills for dust accumulation were underway across the province when the Lakeland fire occurred. Both mills were processing large volumes of dead trees killed by the mountain pine beetle. The Crown counsel report described a smaller dust fire at Lakeland on Jan. 19, 2012, when sparks from an equipment malfunction ignited “a column of burning sawdust that rose to the ceiling.” No one was hurt in that incident, and spot fires in sawdust were put out by mill workers. In the five years preceding the fatal explosion, WorkSafeBC issued 36 inspection reports and cited Lakeland for 15 violations, but none were related to sawdust. There were no warning letters or administrative penalties to Lakeland for sawdust issues during that time.

Curling season wraps Lorne Folk stepped in as skip for Bill Pratt and led his foursome to a first-place finish with a 7-6 win in the 100 Mile Curling Club’s mixed playoffs on March 26. The team skipped by Richard Minato, which finished first in the regular season, finished second. Club spokesperson Wayne Venos says the final game went back and forth; its outcome determined when Minato missed a freeze to the button to send it to an extra end. Trudy Folk (third), Rich O’Brien (second)

and Sher O’Brien (lead) were part of the Folk/ Pratt team. Minato’s rink consisted of Shannon Knapp (third), Kelly Powell (second) and Cheryl Powell (lead). In the men’s night showdown, the regular season winner, John Atkinson, met Ed Ney in the finals. Atkinson’s team won 7-2 in seven ends. “This game was close at the start, but Atkinson started burying rocks around the button and then guarding them,” Venos explains. “This strategy

RCMP deal with runaway bull

Police

report 100 Mile RCMP responded to 87 complaints and calls for service during the past week, and the highways were busy during the long weekend with 12 driving complaints. Bull on the loose On April 17, a bull being hauled by a local resident through 100 Mile House on Highway 97 near the South

Cariboo Visitor Centre decided to flee captivity by breaking out of its cattle trailer. The bull wandered around 100 Mile until it could be lassoed and apprehended by the owner behind Donex on Birch Avenue. The bull was transported to the rodeo grounds until a new form of bull-proof transport could be acquired. No one, including the bull, was harmed during his brief bid for freedom; however, there

were a lot of droppings on the highway.

Pastor Pott writes book using Free Press columns as material

A new book gives readers a look back at the South Cariboo in the 1990s. Former Cariboo Christian Life Fellowship Pastor Hank Pott wrote about 100 religious columns, called Pastor’s Pottshots, for the 100 Mile House Free Press

between 1992 and 1995. Most of those columns have been collected in a book, called Pottshots, published last summer through Snowfall Press, based in Colorado. It is his second book, with the first being a marriage manual on the Song of Solomon.
