Province won’t back MLA’s funding claim for lodge By Treena Mielke

Snow removal costs well over budget By Treena Mielke The town of Rimbey has dumped more than $72,000 into snow removal since January, surpassing the $60,000 which was budgeted by over $12,000. From January to April of last year, the town spent only $3,685 on snow removal, in part, no doubt, to the fact not nearly as much snow fell during that time frame. However, acting CAO Melissa Beebe said this is the first year the town has removed the snow in the residential areas.

“Before it was just bladed off to the side,” she said. “Removing the snow is more costly, but it does reduce the level of potholes, thereby cutting down on repair costs. It also makes the roads more accessible.” she added. The town has used contractors to help with snow removal in the past, but in 2013/14 contractors were required more often due to the large amount of snowfall. This year, council also purchased a snowblower and snow blade for $110,335.

The equipment has a life expectancy of 2025 years. Council is looking for input from the public regarding this year’s snow removal and have published a survey in the Rimbey Review and also on-line with six questions pertaining to snow removal. “We would like to have citizens respond so we know if they were happy with the service level,” said Mayor Rick Pankiw. “We did have an unbelievable amount of snow.”

A Wildrose MLA’s announcement that Rimoka Housing Board has received $13.3 million to build a new lodge in Rimbey doesn’t seem to hold water with either the provincial government or Rimoka. In a press release dated April 15, Joe Anglin, Wildrose MLA for Rimbey-Rocky Mountain House- Sundre, said he had received confirmation from the Acting Minister of Municipal Affairs, Greg Weadick that the community of Rimbey and the Rimoka Housing Board had received $13.3 million for a new seniors lodge in Rimbey. But Emily Woods, press secretary for the Minister said Weadick never confirmed that information with Joe Anglin. “It is unusual for an opposition MLA to speak on behalf of the provincial government,” she said. “The announcement is premature.” However, the government is prepared to make a statement at a later date. “Redeveloping senior lodges is a priority for the government and an announcement on funding for projects will be coming the near future,” she said. Rimoka board chairman Paul McLaughlin agreed Anglin’s announcement was premature. “While an announcement is imminent, there are critical pieces to the decision, funding and approval process, that have not been met. Funding for rural senior’s lodge renewal for projects like Rimbey involve federal funding and we must respect the communications protocol in that funding agreement.” McLaughlin said the board is thankful for Mr. Anglin’s efforts on this project by advocating for its approval, however, his eagerness for a distribution of credit for the facility approval is premature and without merit. “His announcement undermines the board’s commitment to work with the ministry and to leave announcements to a future date when credit can be given.” Continued on page 7

Rimbey RCMP detachment responded to 40 calls for service this week, but due to the sensitivity of some matters, we cannot report on all cases. Drug dealer charged At approximately 2:00 a.m., an officer patrolling Highway 20 clocked a speeding truck going over 140 km/hr on his way to Rimbey. When the officer attempted to stop the vehicle it began to swerve all over the roadway before coming to a complete stop. The driver, a 48-year-old man, a resident of Red Deer, did not hold a valid driver’s license and was on a cell phone. The man, who had been recently charged for drug trafficking, was also prohibited from being in possession of a cell phone. The investigating officer located drug paraphernalia, including cocaine, cash and scales in the vehicle. The accused, was arrested and transported to jail and his vehicle seized. The driver has been charged with multiple criminal counts, including possession of cocaine for the purpose of drug trafficking and breaching court orders. A Police Service Dog was called in to search the highway where the vehicle began swerving and more bags of cocaine were located that the driver had thrown out before he stopped for police. Police will continue to crack down on the illegal drugs coming to town...no pun intended. Impaired driving charges pending At approximately 1:30 p.m., an eastbound pickup truck on Hwy. 53 deviated from the roadway and went into the ditch at a high speed. It seems now, more than ever, the news of the world is filled with staccato notes of dissention, unrest and conflict. Actually, in reality, these notes of dissention are always found out there somewhere, Treena Mielke and unfortunately the On The Other Side people who cause the discord can often be heard much more clearly than those who quietly go about their business not looking for personal gain or recognition. The media has a responsibility to report the good, the bad and the ugly as fairly and accurate as possible. We are supposed to ask the hard questions and dig beneath the surface, not for our perception of the truth, but the truth. This, of course, is almost impossible to do because, in the long run, perception is truth. I have covered meetings and listened to four different people give me their version of that same meeting, only to find myself walking away perplexed, because it seems they were all at different meetings. Regardless, good news stories continue to be the stamps on the passport to hope, faith and the conviction that not all is wrong with the world. Good news stories make people smile. They make people feel better about themselves and about others. They remind us that good does prevail, though, often times it gets hidden in the mire of anger and egos that refuse to sit down and shut up. And so when readers turn the pages and read about the rescued dog, the good Samaritan, the local kid who does good, the generous anonymous donor, the tragedy that, in a sudden, strange twist of fate, has a wonderful, happy ending, disillu-

sionment is, once again, temporarily held at bay. So, in spite of the staccato notes of dissention and general displeasure that is going on right now, not only in our community, but pretty much everywhere, I have a good news story of my own. Jacob Devin Turnbull, grandchild number six, was born April 13. He arrived at 12:12 p.m. His arrival, while no doubt, creating somewhat of a stir at the hospital, did nothing to interrupt the lives of his two brothers who were wolfing down Kraft dinner at the time. The picture I received on my cell phone while I was babysitting the two older boys caused my heart to momentarily skip a beat and wonder if I had taken my blood pressure pills. As soon as the child, being held by his father appeared on my screen, I began dancing around the kitchen waving my cell phone like a crazy person. “The baby’s here, the baby’s here,” I said, my excitement causing my voice to go up an octave! The boys paused briefly to watch me do my own version of a “new baby dance” before continuing to shovel in forkfuls of macaroni. “More ketchup, grandma,” the five-year-old said, calmly. His younger brother looked curiously at the

picture of his newest sibling who was being held in dad’s arms. “There’s my dad,” he observed. Yes, your dad is holding your new brother,” I said. “Is he done?” he questioned. Regardless of his brother’s reactions, Jacob’s birth has made the whole entire family all ridiculously happy and pleased for no other reason than just because he is new, he is beautiful and he is ours. And that, to me at least, is the best news story, ever!

Technology sector in better shape than in the past Recent technology sector events, such as King Digital Entertainment’s IPO and Facebook’s $19 billion acquisition of WhatsApp, have investors talking about a bubble. Price-earnings ratios in the sector are certainly high, and some valuations may not be realistic, but data show the sector itself is in much better shape than fourteen years ago. PwC reports that 64 technology companies around the globe went public in the fourth quarter of 2013 (issue size greater US$40 million), garnering US$11.4 billion in total proceeds. American firms led with 35 IPOs representing 66% of total proceeds. The U.S. also recorded the top five IPOs of the year including Twitter Inc.’s US$1 billion IPO. These numbers seem large but are smaller than previous years. In comparison, 2011 saw 87 global IPOs with US$15.9 billion total proceeds and 2012 brought 69 IPOs with US$23.2 billion total proceeds whereas, in 1999 alone, 308 technology companies went public. As well as fewer IPOs than prior years, the companies going public now are generally more stable. Facebook Inc, who raised $US16 billion in its May 2012 IPO, reported revenues of US$2.59 billion in the fourth quarter of 2013, a 63% increase year over year. The company has 1.23 bil-

lion active users and boasts adjusted operating margins of 56%. Technology sector heavy hitters include Apple Inc who recently reported revenues of US$57.6 billion and Google Inc at US$16.9 billion. Facebook, Apple, and Google clearly have a more sustainable business model than the headline makers of the dot-com boom, and the sector as a whole has grown remarkably since then. Cisco Systems Inc reports that last year’s mobile data traffic was nearly 18 times the size of the entire global Internet in 2000. A single exabyte of traffic traversed the global Internet in 2000, in contrast with 2013 when mobile networks carried nearly 18 exabytes of traffic. Cisco predicts that by 2018 global mobile data traffic will increase almost 11-fold, reaching 15.9 exabytes per month. The sector also has corporate side support as businesses use more information technology. Research provider Gartner Inc, says worldwide IT spending is projected to total $3.8 trillion in 2014, a 3.1% increase over the year prior. Enterprise

software spending growth ranks the strongest at an expected growth rate of 6.8%. Those seeking individual equity exposure may wish to revisit established names like Cisco, Intel and Microsoft. According to Canaccord Genuity analyst Martin Roberge, rising capex intentions, improving global growth prospects and more demanding market valuations will likely cause investors to re-enter those names. Roberge notes that while these companies are still reinventing themselves, investors are paid nicely to wait for the turnaround via dividends on average 3.3%. The shares should provide a solid margin of safety trading at 12.5x one-year forward EPS. Investors wanting a risk-adjusted way of accessing the space can opt for an exchange-traded fund. Oil/gas company reps attend Rimbey Regional Synergy Group’s meeting Rimbey Regional Synergy Group held its March 20 meeting at the Bluffton Hall with 14 landowners, one regulator, two county representatives and eight oil/gas company representatives present. Because of the weather our attendance was lower. Steering Committee: Amber Casey reported that the committee met in Feb. and Mar. at the Bonavista office. They met with Gary Redmond from Synergy Alberta who helped the committee develop the terms of reference. Other topics discussed were the facilitator/ coordination and topics for the open house.

Lacombe County – As of Mar. 20th there are no Lacombe County road bans. The west country roads that do get banned are Centerview Road, Lockhart Road, and gravel road RR 3-2 north and west of Eckville. Check the Lacombe County website at lacombecounty.com for road ban information. Landowners – Bluffton Chamber of Commerce – They will be putting in the new playground in May 2014 and need 10 volunteers. Landowner expressed concern over loss of jobs with hydraulic fracturing as need for less wells, service personnel, etc. West Central Synergy public information night on the new Alberta Energy Regulator will be held in Lou Soppit Community Centre in Rocky on Mar. 25/14. Terms of Reference – The complete terms of reference presentation was read and discussed at length. All changes are to be sent to Amber Casey and she will indicate the changes on the present document. The steering committee will review and bring new draft back to the group. Amber will set a date for the changes to be submitted. - Boundaries are north to Hwy 13, east to secondary Hwy. 792, south to Hwy. 12 and west to Hwy. 22. The country halls in the boundary area are to be listed on the map that shows the boundaries. - Facilitator/Coordinator – Steering Committee recommended hiring a facilitator and a coordinator. Some of the duties listed are overlapping. The steering committee will clarify scope of work and talk to Coordinator/ facilitator to determine hourly rates and expected budget amounts. It was suggested that no contractual agreement be made. Communication and Documentation – Articles will be given to the Rimbey Review highlighting the minutes of the meetings and listing company updates. It will indicate that complete minutes are available on the website. - Final decisions – need to indicate how decisions are made: example majority, consensus, or secret ballot. Continued on page 18

McLaughlin speaks out Continued from page 1 The Rimoka board also took exception to the fact former Ponoka County Councillors Gawney Hinkley and Keith Beebe and Rimbey councillor Jack Webb were singled out in Anglin’s press release as the primary individuals who promoted a new lodge in Rimbey. “Federal, municipal and provincial partners along with a succession of three ministers, three mayors, three councils, three successive board and chairs and the Bethany Group have been working together to approve the project and that is where credit deserved to go,” said McLaughlin.

“His announcement undermines the board’s commitment to work with the ministry and to leave announcements to a future date when credit can be given.” Paul McLaughlin Rimoka Housing Board Chairman

Anglin said his government would have had a prioritized infrastructure list. “We would have known and prepared for this important announcement,” he said. However, McLaughlin said the board is in consensus with saying that politicizing of this facility along partisan lines or otherwise is a discredit to the people of Alberta and jeopardizes this project for the citizens of Rimbey. “MLA Anglin has not discussed the project

with the board for more than two years, so it is regrettable that he has chosen to prematurely announce the project and to announce his interpretation of who deserves credit.” The Rimoka Housing Foundation was created under the Homes for the Aged Act in 1959. Its purpose is to provide seniors and social housing services in the County of Ponoka and the towns of Rimbey and Ponoka. The board consists of representatives from the Rimbey, Ponoka, Ponoka County and the Royal Canadian Legion. It is a nonpartisan sovereign board that works cooperatively with all levels of government in order to provide for senior and social housing needs.

Farmers’ Market season is fast approaching and in Rimbey the market will open May 3. Due to wet conditions at Pas Ka Poo Park, Rimbey’s Market at the Park will be held in the foyer of the arena for the first two weeks of May. Market manager Gayle Rondeel said 2014 is the year of great possibilities and it’s already shaping up to be an exciting market. “There has been lots of interest from new vendors plus many long time favorites returning,” she said. “The old standbys are the heart and soul of the market. They are dedicated vendors. They get up and even if it looks like snow, they come with smiles on.” New vendors this year include Rocky Mountain Meat, Peter Sharpe from Foxcover (an artist, who does stained glass and pottery), and many more. Rondeel said Rimbey’s Market at the Park is one of the most vibrant markets in central Alberta, and hosts an average of over 30 vendors per week. Located at Pas Ka Poo Historical Park, the market runs until Thanksgiving weekend. On Sat., July 12 which is rodeo weekend, the market moves uptown to the Servus parking lot. “Last year’s move was successful but there is still a few kinks to iron out,” said Rondeel, adding suggestions are always welcome. Rimbey’s Market at the Park is an Alberta Approved Farmers Market and follows the guidelines set out by Alberta Agriculture, Alberta Farmers Market Assoc., Alberta Health Services, and the CFIA. Highlights of club president Kyle Brink’s report included: - the club worked a casino in March - membership is down slightly - report on bonspiels - completed and projected projects A new format for deciding the price of membership fees will be introduced in the fall. There will be a base club membership fee of $130. Junior curlers still pay only $50. Even with the resulting increase in fees, the club says fees remain lower than many other clubs. Community garden plots are available By Treena Mielke Spring is reluctant to show its face this year, but the calendar says warmer days should be arriving soon. With the approach of milder temperatures, gardeners will, no doubt, want to be exercising their green thumbs and getting down to the serious business of planting tiny seeds and encouraging them to grow. This year there will be 20 raised beds available at Rimbey Community Garden which is located by Wilson’s Funeral Chapel and First Student Bus Lines. Garden plots are approximately 6.2m X 6.2m (20 feet by 20 feet) One plot may be reserved per person. Gardeners are asked to plant taller plants in the center of their plot or in a location where it will not shade other gardens. Children are encouraged to help in the garden. Gardens must be kept weeded and gardeners who cannot maintain their garden plot may risk having their garden tilled under or having

their plot revoked. Gardeners are asked to visit their plot at least once a week. Work bees or garden parties will be held in the spring and in the fall and may also be held at other times throughout the season. Gardeners are expected to attend these socials. Weeds and plant materials must be disposed in the compost provided. Diseased plants should be bagged and disposed of in the garbage. “It looks like its going to be a great gardening season, so it (having a garden plot) will be extra enjoyable,” said Jossie Krenzler from Rimbey recreation department. There are many advantages to gardening, she added. “Its very social. It is a great family activity and the gardens are a great midway point for a summer walk.” Anyone who wants to sign up for a garden plot, or would like more information should stop in at the recreation office at the Peter Lougheed Community Centre or call 403-8433151.

She loving patted Mr. Boots, who had stretched himself out on the counter, before continuing to reflect on her years as a businesswoman in Rimbey. To keep her store stocked with unique and quality merchandise, Scott had to constantly be on the lookout for the best buys which she, in turn, could sell to her customers at a fair price. With a sharp eye for a bargain and a willingness to travel to garage sales and auctions as well as walk-in customers who brought merchandise to her, the business took on a life of its own and its reputation spread far and wide. “I had customers who brought visitors from places like Germany in with them. They would tell me they wanted to show off their favorite store.” Continued on Page 19

FRENCH Wesley “Wes” W. French of Bluffton, Alberta passed away peacefully at the Rimbey Hospital and Care Centre, Rimbey on Tuesday, April 15, 2014 at the age of 79 years. Wes was born the eldest of five children to Hazel and Wilbert French in Nipawin, Saskatchewan on February 19, 1935. He attended school in Nipawin, and then the family moved to White Fox, Saskatchewan where Wes was later married and had four children: Cal, Wendy, Kelly, and Marcia. Wes worked with his dad at Hansen Farm Service, and they later moved to the farm north of Love, Saskatchewan where he farmed with his dad and brother, Gary, as well as drove school bus for many years. In 1981, Wes moved to Calgary where he drove water and service trucks for Kidko Construction. It was during this time that he met and was united in marriage to Isabel Fowler. In 2001, Wes retired and they relocated to the Rimbey area, and a couple of years later they settled in Bluffton. “Wes will be greatly missed by his family and friends.” Wes will forever be remembered by his beloved wife, Isabel; his son, Cal (Helen) French of Fort Saskatchewan; three daughters, Wendy French (Ken Galbraith) of Oakville, Manitoba; Kelly (Stephen) Harrison of Fort St. John, B.C.; and Marcia (Ken) Sawchuk of Pilot Butte, Saskatchewan; and four stepsons, Cliff (Ingrid) Fowler of Venezuela; Gordon Fowler of Bluffton; Jim Fowler of Sylvan Lake; and Harold (Jody) Fowler of Grande Prairie; and as well as 29 grandchildren and 26 great grandchildren. He will also be forever remembered by his brother, Gary (Marilyn) French of Saskatoon, Saskatchewan; and three sisters, Marlene (Ed) Dixon of Love, Saskatchewan; Gwen Tatlow of Strathmore; and Shirley McGonigle of Nipawin, Saskatchewan; in addition to numerous nieces, nephews, other relatives, and many friends. Wes was predeceased by his parents, Hazel and Wilbert French; his grandson, Bradley in 1978; and two brothers-in-law, Alvin Tatlow and Don McGonigle. A Public Memorial Service in Honour of Wes’ Life was held at the Bluffton Community Hall, Bluffton on Tuesday, April 22, 2014 at 1:00 p.m. with the Reverend Deborah Laing officiating. Cremation took place at the Central Alberta Crematorium, Red Deer. Interment will follow at a later date in the White Fox Cemetery, White Fox, Saskatchewan. WIT Harry J. Wit of Rimbey, Alberta passed away peacefully at the Rimbey Hospital and Care Centre, Rimbey on Sunday, April 20, 2014 at the age of 80 years. Harry was born in Den Haag, Netherlands on December 29, 1933. Settling in Rimbey, he was a dedicated business owner for many years, and an active and proud Rimbey resident for over 40 years. Harry loved the community and was actively involved in parks and recreation for 30 years, and enjoyed fulfilling 25 years on the school board. He also served two terms of office with the Rimbey town council, in addition to being a life member of the Kinsmen Club. “Harry was a loving and devoted husband, father, grandfather and great grandfather. His memory will forever be cherished in the hearts of his family and friends.” Harry will be lovingly remembered and sadly missed by his beloved wife of 55 years, Annie; three sons, Ron Wit of Calgary; Robert (Maureen) Wit also of Calgary; and Marco Wit (Stacey Geiseger) of Red Deer; and two daughters, Anita (Tim) McDougall of St. Albert; and Linda Wit (Doug Graham) of Red Deer. He will also be lovingly remembered and sadly missed by six cherished grandchildren and one great grandchild; as well as many nieces, nephews, other relatives, and a host of friends. Harry was predeceased by his parents, three brothers, and one sister. With respect for Harry’s wishes, no formal funeral service will be held. Cremation took place at the Central Alberta Crematorium, Red Deer. MCLACHLAN Lloyd Graham McLachlan passed away on Monday, April 14, 2014, at the age of 68 years, loving companion of Rose May of Medicine Hat. He also leaves to cherish his memory two children, Sean (Lacy) McLachlan of Medicine Hat and Jason McLachlan of Calgary; one grandchild, Emmersyn McLachlan; two brothers, Bryce (Carol) McLachlan of Bentley and Wayne (Sharon) McLachlan of Red Deer; two sisters, Vyrle (Robert) Westra of Rochester, Alberta and and Joyce (Bert) Curtiss of Olds as well as numerous nieces and nephews. He was predeceased by his parents, Helen (2001) and Eric (1963). Lloyd was born to Eric and Helen McLachlan on January 15, 1946 in the Bentley, Alberta Hospital. He was raised on the family farm in the Gull Lake district and attended school in Bentley. Work took Lloyd to Southern Alberta and he landed in Medicine Hat in the early 1970’s. There have been no reported cases of measles in any of the schools in Rimbey, but if the illness is identified in a school population, AHS public health staff will immediately initiate efforts to identify at-risk students and staff. Measles is an extremely contagious and potentially severe illness which is of greatest risk to children and young adults who have not received two doses of a measles-containing vaccine. In addition to fever, ear infections, rash and pneumonia, some rare complications can also occur such as swelling of the brain, seizures and death. In Alberta, measles-containing vaccine is available free of charge through Alberta’s publicly funded immunization program at local public health clinics. Children should receive their first dose of measles-containing vaccine at 12 months of age, and their second dose between the ages of four and six years. Anyone who was born in 1970 or later is susceptible if

they meet the following criteria: • lack of documented evidence of immunization with two doses of a measles-containing vaccine given at appropriate intervals, on or after the first birthday • lack of serological proof of immunity • lack of laboratory evidence of prior measles infection Individuals born before 1970 are generally considered immune due to measles disease that was circulating at that time. AHS advises susceptible student and staff who were born in 1970 or later to contact their local public health office or Health Link Alberta (1-866-408-5465) to discuss immunization opportunities. A susceptible person who develops symptoms such as a fever of 38.3 C, a cough or runny nose or red eyes and a red blotchy rash should stay home from school. Albertans who are not sure of their immunization history or their child’s immunization history can call their local public health office or Health Link Alberta for more information. Synergy Group meets Continued from page 6 June Open House - The group chose Fracking (hydraulic fracturing). Eleanor Vokes volunteered to help find speakers. Teri & Murray Ormberg volunteered to help the steering committee with the planning. June 19th and 26th was suggested for dates but the group

would prefer June 5 or June 12. Frank Kurta will check the availability of the hall. Next meeting will be held Thursday, May 15/2014 at the Bluffton Hall starting at 12 noon with lunch. Subsequent to the meeting the Open House has been planned for June 5.

Many ideas for upgrades from extra lighting over the ice to new ice making equipment to lounge upgrades including new lighting and flooring, to be paid for with the help of grant money, were put forward. To help keep wages costs down a couple of options are being considered. The possibility of a member-run bar and different class liquor license, with a paid lounge attendant for bonspiels only, was discussed. The hiring of a part-time icemaker, with volunteers maintaining the ice during regular curling, was put forward. A good number of volunteers showed up at a work bee on April 15. Gary Muzylouski,

Ray Walker, Ted Lewis, Bruce Millar, Martin Wilson, Klaas Brink, Kyle Brink, Norm Rieu, and Harvey Brink had the artificial ice sheets rolled up and put away in about one hour in preparation for the summer season of Farmer’s Markets in the Bentley curling rink. The playing area had been dried out earlier. Volunteers Bonnie Muzylouski, Krista Turner, and Dawn Reid were cleaning up the lounge area. Two new directors were added to the executive which consists of president Kyle Brink, vice president Krista Turner, secretary Bonnie Muzylouski, treasurer Jenna French, and directors Gerald Peterson, Art Dykstra, Ralph Scarlett and new directors Dawn Reid and Bruce Millar.

Owner enjoyed 10 years Continued from Page 12 For 10 years, Scott has weathered the storms of inflation, but even with the ebb and flow of the economy, her business has remained fairly steady. However, the benefits of owning Rimbey New and Used can’t be measured in dollars and cents, she said. “Without my loyal customers I couldn’t have made a go of it and I very much enjoyed the interaction with my customers. In the 10 years I have been here I have made a lot of friends.” But, owning a new and used store can be phys-

ically demanding, and as much as Scott loved her business, she knew it was time to move on. “The physical demands have become too much and I need some time off to figure out the next chapter in my life.” She is not leaving the area, however, and is looking forward to seeing her friends when she is out and about. “I’ll still be around. My husband and I enjoy the area and I am very much looking forward to having the summer off. I can’t remember the last time I had a summer off.”
