Wake up! Earthquake can serve as a warning Terry Farrell Record staff

Did you feel it? That was the most oftasked question of the week from Wednesday evening onward, after Vancouver Island shook from the effects of a 6.6-magnitude earthquake. According to the United States Geological Survey, the epicentre of the 8:10 p.m. quake was 94 kilometres south of Port Hardy, off the west coast of Vancouver Island, at a depth of

approximately 11 km. There were at least two aftershocks in the hours that followed. Social media sites were abuzz almost immediately, with photos and videos of swinging chandeliers and rippling drapes. But no major damage was reported. Paul Berry, district principal of health and safety for the Comox Valley School District and information officer for Comox Valley Ground Search and Rescue, said it could have been

Local emergency preparedness expert says most Islanders not ready for ‘the Big One’ much worse. “First and foremost, Wednesday night was a reminder to everyone that we live in an earthquake zone,” he said. “This was actually a fairly significant quake. “There certainly have been larger. In 1946 there was an earthquake (7.3 magnitude) in the Valley

that did some pretty significant damage. But the difference in the scale when you go from 6.6 to 7, it’s extremely significant. And then of course the type of quake, the depth of the quake, all of that makes a difference.” Even at the same measurement, a 6.6-magnitude earthquake can be a lot

more severe than the one felt Wednesday, depending on depth, lateral versus upthrust movement of the fault, distance from the epicentre, the shape or existence of a ground wave, among other factors. In short, the Island and its residents got off lucky. Vancouver Island earthquakes are nothing new. Nor are they rare. There are earthquakes virtually every day along the coast of B.C., although the majority of them are so small, they are only noticeable with

seismic equipment. But when one like last week’s rolls along, it gets people talking. Berry would like to see more than talk. “A quake of this scale tends to be a reminder to people that ‘hmmm, maybe there’s something I need to do to be better prepared than I am.’ But likely, three weeks down the line, this episode will be forgotten and people will be no further ahead,” he said.

Earthquake brings Vanier infrastructure issues to light Renee Andor

Costs of making local high school seismically safe as high as $41.6 million

Just one day before an earthquake was felt around the Comox Valley, the school board heard about how best to ensure highrisk G.P. Vanier Secondary School is seismically safe. A magnitude 6.7 earthquake struck off the northwest coast of Vancouver Island Wednesday evening and was felt as far away as Kelowna. Coincidentally, Tuesday evening’s Board of Education meeting featured a presentation outlining five options to make Vanier

seismically safe, which include: a life safety retrofit estimated to cost $28.8 million; a replacement school at $41.6 million; a phased retrofit at $11.4 million; a hybrid at $28.2 million; and a hybrid full scope $36.7 million. “From the school district’s point of view, the two solutions that fully meet the interests of the board are of course the replacement school, which is brand new and it gives you all that new space and new design,” said secretary treasurer Russell

Horswill. “The other one is the hybrid full scope because it allows us to ensure that all of the area is modernized … and likely would be a solution where we don’t need to come back to the school for 30 years to come.” However, Horswill pointed out the Education Ministry does not support those two, more expensive, options. Vanier was announced in May 2012 as one of 14 schools to be included in the Province’s Seismic Mitigation Program. The Board

of Education voted in October of that year to request a replacement school in its capital plan submission to the ministry. Vanier was built in the 1960s and needs costly upgrades elsewhere besides seismic upgrades, such as replacement of its HVAC (heating ventilation and air conditioning) infrastructure. (Those additional upgrades are included in the cost of the full-scope option.) District director of operations Ian Heselgrave said Tuesday while replacement of the school is

not supported by the ministry, a hybrid option would be a “pretty good option” for the district. The hybrid option includes building new space at the school, then using that as a ‘swing space’, as construction commences on other parts of the building. While the ministry has said it supports the hybrid option but not the hybrid full scope, district staff will advocate for the full scope option, as per direction from the Board of Education, Horswill said. Construction could start as early as March 2015, with estimated completion in August 2017.

The annual practice for the team continues in the Valley until May 7, and their twice-daily practices prepare the team for its 90th anniversary season, which sees the team participate in 50 shows in 32 locations, explained Capt. Thomas Edelson, public affairs officer for the team. “We open May 9 with our first show, and close October 3. We have five shows in the States which have been put back on the schedule,” he said. “We’re really looking forward to our show in Stephenville, Newfoundland. With unsettled weather during the first week of training in Comox, Gobeil explained the team works with three different types of shows for the various weather conditions, which are based on ceiling and visibility. “If we have a very good day we can loop and roll. If we don’t have the ceiling to do a loop, we have a show we call a low show where we can still spread the formation and do crosses, we just won’t do any vertical manoeuvring. Most of the time the weather has to be pretty bad for us not to go fly, but basically our limit is about 1,000 feet.”

A few changes are afoot at the Comox Valley RCMP detachment, explained Sgt. Roger Plamondon, acting officer in charge during his annual performance plan presentation to Comox council Wednesday. The detachment will have their new Officer in Charge — Tim Walton — in place mid-July, Plamondon said during the committee of the whole meeting. In addition to the detachment becoming fully bilingual, three staff members have left due to retirement, and he is working on getting those positions filled. In terms of calls for service in the town, “there are really no significant changes” as the number of calls in 2013 increased by one to 1,801 from the previous year. Plamondon did note the amount of business break-and-enters increased from five to 30 in the past year, although he explained the RCMP have identified one person responsible for the majority of the incidents. “Traffic is the number one issue in the Comox Valley and everywhere,” he said. “Particularly around distracted drivers. It’s about to overtake impaired drivers.”

By way of split votes, Courtenay council defeated a trio of ‘Blue Communities’ resolutions forwarded by the Comox Valley chapter of the Council of Canadians. Couns. Bill Anglin, Ronna-Rae Leonard and Doug Hillian supported the resolution to recognize water as a human right. It asks council to request senior governments to enshrine water as a human right in federal and provincial law, and to call on Canada to develop a national plan to implement the human right to water. Starr Winchester, Manno Theos and Mayor Larry Jangula were opposed. Coun. Jon Ambler was absent from Tuesday’s proceedings. Leonard says the request “places responsibility at the feet of the federal government” while Hillian said it affirms what council supports in principle. Leonard and Hillian were the

lone members to favour the second and third resolutions. The second concerns the promotion of publiclyowned/operated water and wastewater infrastructure. The third calls for a phase-out of bottled water sales at events and facilities. While he appreciates Hillian’s sentiments, Anglin said it is inappropriate to combine the second and third resolutions. Theos agreed, adding that he finds the wording confusing. “It’s just not clear enough.” The third resolution argues against the provision of bottled water at concessions, vending machines, facilities and meetings where tap water is available. Winchester suggested letting individuals decide whether or not they wish to purchase bottled water. “I don’t think this is our mandate, folks,” she said. Courtenay man credits heart attack as a lifesaver Family Walk for Hearts participant says open-heart surgery led to discovery of aneurysm

It’s hard to imagine that a heart attack could be considered a lifesaver. For Barry Bremer, 72, this was the case. Two years ago, Bremer underwent open-heart surgery after suffering a heart attack. While operating, surgeons found an aneurysm within his heart. Had it not been found, Bremer could have died. Bremer and his wife were camping 100 kilometres north of Courtenay when he had the heart attack. “I was chopping wood at our campsite in Rock Bay and after about an hour, I felt dizzy and nauseous,” Bremer says. After noticing something was wrong, Bremer’s wife assumed it was a heart attack and gave him three aspirin. They called their son, a paramedic in Courtenay, who advised them to drive to a hospital as quickly as possible. Once tests at the Campbell River Hospital confirmed a heart attack, Bremer went down to Victoria where he had a coronary angiogram – an X-ray of the heart vessels. Doctors were unable to insert stents

The four-hour operation extended to seven hours when surgeons found the aneurysm. The operation went successfully, and Bremer returned home to

the Comox Valley after a week. “The heart attack really did save my life,” Bremer says, adding that he has nothing but praise for the medical staff who took care of him in all three locations. Before the incident, Bremer felt fine and did not have a history of heart problems, describing it as “a complete surprise.” Now, Bremer is active and healthy again. Although he is not allowed to do strenuous activities such as chopping wood or shovelling snow, Bremer exercises twice a week with other seniors through a community program run by the Florence Filberg Centre. The program includes exercises for stretching, balance, control, and weightlifting. Bremer believes that it’s important for people of all ages to be conscious of their diet and exercise – two important steps to maintaining a healthy heart. Bremer also urges youth to be active and avoid unnecessary toxins. “My advice to young people is don’t too drink too much, and don’t start smoking.” Soon after Bremer was able to leave the house, he joined the Comox Valley chapter

The free swim is open to youth 13 – 17 years of age and will run from 8:30 to 10:30 p.m. There will be games and prizes, plus the wave pool and slides will be open for a splashing good time. “It’s vital to recognize and support our youth and help build

Pettit returns to Merville with family and friends for house concert Gardeners Green Folk Music Club in Merville welcomes Jocelyn Pettit back for another house concert on Saturday May 3 at 7 p.m. As those who were privileged to see her at Gardners Green last year will well remember, Pettit is a vibrant fiddle player, stepdancer, singer, and composer, who leads her lively quartet with grace and passion. With a foundation rooted in the music of Cape Breton, as well as Ireland, Scotland, and Québec, Pettit has been further drawn to explore the Celtic nations, including Brittany and Galicia, where she toured last summer. Embracing Canadian and Celtic traditions, she loves to perform and share her own spirited style. Fiddle Fest will have Merville stomping VolUNTeeR Sunday, May 4 is the 14th annual Comox Valley Fiddle Fest with a “knock your socks off” fiddle concert at the big yellow Merville Hall in sunny, downtown Merville. The headliners this year will be U.S. Grand Fiddle Champion, Shane Cook, and guitar wizard, Quinn Bachand. When Shane, a Canadian from Ontario, won the U.S. Grand National Fiddle Championships, the stunned organizers changed the rules for the next year so that only an American could be eligible to win the title. Shane “rates at the top of the short list of the finest fiddlers in the world today,” says the Canadian Fiddlers’ Hall of Fame. He has distinguished himself as a master of an array of fiddle styles ranging from Irish and Scottish to French-Canadian, Texan and Bluegrass. He is one of Canada’s most highly awarded Canadian Old-Time fiddlers, a three-time Canadian Open National Fiddle Champion and a threetime Canadian Grand Masters Fiddle Champion. He has toured Canada, United States, Germany, England, China and Taiwan, has performed with several orchestras and has released four CDs. “I come from a family of fiddlers,” he said, explaining his roots in the musical genre. “It’s something I watched my dad do and I just followed in his footsteps.” Quinn Bachand is recognized as the “Young Lion” of the Celtic guitar (Daniel Lapp) and “Canada’s top Celtic guitarist” (Ashley MacIsaac). Quinn plays a range of styles that includes jazz and bluegrass. His unique harmonies, hard-driving strumming, inventive chord voicing and powerful rhythmic effects make even the most well-worn tunes seem new and exciting. A proficient multiinstrumentalist, he is equally at ease playing Irish tenor banjo, claw hammer banjo, bouzouki, bodhran and fiddle. An in-demand sideman, Quinn has also toured nationally and internationally with well-known musicians including Canadian fiddling icons Ashley MacIsaac and Natalie MacMaster.

The North Island Tanks rolled over the opposition in impressive fashion to take top spot in the 2014 Royal LePage Comox Valley Snow to Surf Adventure Relay Race on Sunday. The Victoria-based Men’s Open team led from start to finish (Mount Washington to Marina Park) and had a comfortable four-minute lead by the time paddler Yannick Michaud rang the bell at the boat ramp in Comox. In his Snow to Surf debut, Michaud said the team knew they had a good lead heading to the finish line, but had to quickly recover when their canoe tipped. The Tanks’ victory ended a long reign of the Old House Hotel Comox Valley Nissan Banzai, who have won the event some 20 times. This year, bike breakdowns got the best the Banzai and they ended up DQing. “Our mountain biker Matt Powsey’s derailleur broke and he ended up carrying his bike four kilometres,” said Banzai captain Bill Brett. “Then our road cyclist Don Gillmore’s front frame fell apart and he was DQ’d.” Brett was philosophical

The Comox Valley Disc Golf Club recently hosted its first disc golf tournament of the season, The Cheshire Cup, at Fir Meadows disc golf course. This event raised $300 and nine bags of food items for the Comox Valley Food Bank, reports tournament director Jim Cunningham. Despite damp and windy conditions, a field of 24 players from Vancouver Island competed for fun and prizes on a modified course that challenged all. The April Fool’s-themed tourney featured a tricky ‘mandatory’ on all 18 holes, and all golfers had up to 10 mulligans to retry tee shots over the tworound day; most were gratefully used up by the competitors. In the Amateur division, Mike Boulianne finished on top with a total score of 104; second place went to Sean Campbell, and third to Adam Amlani. Tara Lynch won in the

This program is necessary to ensure good water quality through the removal of natural sediment accumulations. Beaufort Association receives $15,000 in grants

Too much business. Such is the "problem" faced by Pet Treat Bakery in Courtenay, which has received $15,000 in grants. The Beaufort Association-owned bakery operates as a social enterprise business,

employing adults with developmental disabilities. It supplies numerous Vancouver Island retailers and vet clinics with an assortment of pet treats, pig ears and duck feet among them. "I think we got into the right product at the right place at the right time," Beaufort's executive director

Susan Bunn said, noting steady growth in the pet food industry in recent years. "We have customers on our wait list.” The association undertook the Community Living B.C. 10x10 challenge to increase employment for developmentally disabled adults by 10 per cent

in 2010. The bakery started with four employees in January, 2010. There are now 18, 11 of whom work in a dehydration plant. One of the workers, Roberta Williams, says she likes the perk of "having money on the weekends." Bunn was brought to

Put students first in budget prep School district budgeting isn’t just about addition and subtraction – it takes some seriously advanced mathematics. B.C. has 60 school districts dealing with similar issues and a lot of trustees brainstorming, but unfortunately it takes a lot of nickels and dimes to dent a multimillion-dollar shortfall. Public education is underfunded, but at the same time, throwing money at the problem can only do so much. We need restraint, flexibility and creativity. We all have our fond or not-so-fond memories of how school used to be back in the old days. Times have changed. Cities have sprawled, families are smaller, students live farther apart, enrolment has declined and for all those reasons, education can’t be delivered with the same economies of scale. It’s frustrating, during budget time, to talk in terms of ‘delivery of education’ when schools do infinitely more. They’re about interactions and friendships, life lessons, achievement and growth. They’re places to pursue hobbies and interests, arts and culture, sports and recreation. They’re libraries, daycares, hangouts. They must continue to be all of these things. As the board balances its books, children must be the first consideration and we trust that they will be – and things will turn out OK. But will they? With talk among some school boards of introducing a possible “fall break” vacation in November, for the sole purpose of saving money, it makes one wonder. Remember when the most important aspect of education was, in fact, the education? That concept seems so far removed in this day and age. At very least, the concept of a fall holiday could be disguised – spun, if you will, into some form of educational benefit for the children. But no; it’s gotten to the point – through no fault of their own – that saving money is the number-one focus of school boards. Kids are tough and they’ll accept school for what it is. We need to be tough, too – suffer these cuts, if we must, and no matter what, never stop teaching, challenging and engaging our kids. Let’s hope those in charge of budgeting have similar sentiments. – Black Press

Wednesday’s earthquake off the northwest shore of Vancouver Island served as a strong reminder that most of us are ill-prepared to deal with such a catastrophe.

Canada needs Kitimat refinery T

his is the second of two columns addressing what I see as the greatest threat to the B.C. environment in our lifetime. The Alberta oil industry’s Northern Gateway plan is to export bitumen to Asia via tankers from the B.C. coast. Under no circumstances should we allow that to happen. A bitumen spill at sea could destroy our coastline, together with the fish and wildlife that depend on it, for hundreds of years. My first column discussed the light oil spill by the Exxon Valdez and the terrible toll it took on the Alaskan habitat and fishery. It also gave proof that a bitumen spill would be far worse. A bitumen spill would be almost completely unrecoverable because it would sink and stay on the bottom of our seabed. The solution that is best for Canada is to build a refinery in Kitimat. I am promoting and backing this solution. It will convert the bitumen to very light fuels that would float and evaporate if ever spilled. There are other enormous benefits: • There will be a major reduction in greenhouse gases. We will use new cutting-edge Canadian technology in our refinery. It will be so clean that in combination with oilsands extraction there will be less CO2 than in the huge conventional oilfields and refineries of Iraq and Nigeria. In other words, the Kitimat refinery will neutralize the extra greenhouse gases generated in Canada’s oilsands. This refinery will be built in Asia if not in Kitimat, and if so it will emit double the CO2 of our new design. This is the reason that Andrew Weaver of the BC Green Party is in favour of a Canadian refinery. • An Asian refinery will also

DAVID BLACK generate 100 train cars a day of very dirty coke (much fouler than B.C. coal) which will be subsequently burnt in the atmosphere to create power. The Kitimat refinery will not result in the production of any coke. As we all live on one planet, it is far better for the global environment to build this refinery in Canada. • Construction of the refinery will create 6,000 jobs in B.C., for five years. Operations at the refinery will result in more permanent jobs than any project has ever created in B.C., with approximately 3,000 direct jobs. These will be highly paid permanent jobs. These jobs will be available for the life of the refinery, which should be in excess of 50 years. In addition, there will be thousands of other jobs created in spinoff local petrochemical companies and in indirect employment throughout the province. • The Canadian and provincial governments, local regional districts and municipalities, and many First Nations, will share in billions of new tax dollars each year. Unfortunately, our Canadian oil companies are not interested in building a new major refinery. They are focused on extraction, which is more profitable than refining. One of them challenged me to spearhead the refinery myself, so I am doing that. We have a solid business plan and as a consequence Chinese banks and other institutions are prepared to lend

us most of the funds required to build the greenest and most efficient refinery in the world. We are currently moving ahead with engineering design and environmental work. We will also build a safe pipeline from Alberta to the refinery, with the active participation of First Nations. Modern pipelines can be built and operated safely. Leak data is available for everyone to see on Canadian and U.S. government websites and it proves recently constructed pipelines are not leaking. Furthermore, some of the best pipelining companies in the world are based in Canada. In addition, we will build a fleet of new tankers, powered by LNG rather than Bunker C oil, to transport the refined products to Asia. This way we know the tankers will be state-of-the-art and as safe as possible. The fleet will be owned by a company based in B.C. so it cannot shirk its legal liability if there ever is a spill at sea. Let me be up front about my biases. I am for creating thousands of good permanent jobs in B.C. I am for creating billions of new tax dollars for government coffers. I am for reducing the planet’s greenhouse gas emissions. I am for building an oil pipeline that will never leak. I am for building a modern tanker fleet that carries only refined fuels that float and evaporate if spilled. I am against shipping bitumen in tankers. If you agree that we should not put bitumen in tankers please contact your local MP and say so. The Canadian government makes a decision on Northern Gateway next month.

Keep your hands off my right to vote, Mr. Harper

Dear Editor, Nothing is more fundamental to democracy than the right to vote. It is cherished in democracies and envied in dictatorships. Today’s newspapers are filled with stories about pro-democracy protests in Ukraine, Egypt, Venezuela and Afghanistan. History books are brimming with stories of disenfranchised people being imprisoned, persecuted, and killed because of their desire to cast a ballot. Throughout history, dictators feared nothing more than the right to vote. Internationally, Canada has been a tireless champion of the right to vote. Thousands of Canadians died on the cliffs

Domestically, the right to vote expanded throughout the 20th century. Suffrage was extended to women in 1921; to Asian Canadians in 1947 and 1948; to First Nations/Aboriginal Canadians in 1960; to the mentally ill in 1988; and to the incarcerated in 2002. The right to vote is so fundamental; governments of all political strips have sought to insulate it from political interference. Prime Minister Mackenzie introduced the secret ballot

in 1874. Borden created Elections Canada in 1920. Trudeau enshrined the right to vote in the Charter (1982). Chretien passed campaign finance reform in 2000. Stephen Harper’s contribution to history? Unlike his predecessors, Prime Minister Harper is trying to turn the clocks back. His government is trying to pass legislation (Bill C-23), which could prevent 520,000 Canadians from voting in the next election. First Nations/Aboriginal Canadians, university students, senior citizens and low-income individuals will all be affected. Bill C-23 will eliminate the process of “vouching”, eliminate voter identification cards, and

eliminate the Chief Electoral Officer’s ability to promote voting. The government is trying to rush this anti-democratic bill through Parliament as fast as possible. They have ignored petitions, refused to consult voters, rejected expert testimony, and limited debate. Stephen Harper will go down in the history books as the prime minister who tried to roll back the right to vote. I hope our generation (like Nellie McClung, Rosa Parks, and Nelson Mandela) will go down as the generation that stopped him. Prime Minister Harper: keep your hands off my right to vote.
