Watershed drainage assessment gets $10 grand The Okanagan Basin Water Board has awarded the District of Lake Country a $10,000 Water Conservation and Quality Improvement grant to support the Vernon Creek Watershed/Beaver Lake Road Drainage Assessment project. “The work was identified as a necessary risk management action,” said Lake Country mayor James Baker. “It in-

volves investigating the drainage of culverts and ditches along Beaver Lake Road and connections between sediment sources on Vernon Creek that may be influencing terrain stability.” A 2010 source water assessment of the Vernon Creek watershed looked at drinking water health hazards and vulnerabilities. try’s water intake on Vernon Creek posed a high risk to water quality and infrastructure. Of the risk management actions that were proposed in 2010 for the Vernon Creek watershed, the only remaining high priority district-led action to be completed is the project that is currently being funded through this grant to identify areas along Beaver Lake Road. At issue

are areas where downslope terrain instability may potentially be linked with road drainage issues. The results of this work will provide clear direction to the district and stakeholders on how best to mitigate the potential risks. Information will be collected using GPS technology along with a photo log to gather spatially accurate pictures of drainage features

Impact of budget cuts won’t be apparent until fall

School trustees voted in favour of $4 million in budget cuts last Wednesday night, although nobody could really say how that decision would pan out. Central Okanagan school board trustee Murli Pendharkar asked at least four times what

would be the specific impact once the budget cuts were implemented in the upcoming school year, and he was told that it wasn’t clear. “Can we say we will have to reduce staff by (a specific) number,” he asked. No, was the short answer. School district superintendent Hugh Gloster

pointed out that the Central Okanagan School District is in the unique position of expecting a surge in kindergarten enrolment in the year ahead, and a significant drop in senior high school students. Kindergarten students require a higher teacher/student ratio, so there will be some hiring

done for the elementary grades. High school, however, does not. No word on what that means, although one trustee suggested that schools could adapt to thinner resources by rotating courses. For example, Physics 12 could be one year, but not the next. Gloster pointed out

that specifics on cuts should be known by September. To get a grasp on the $4-million disparity between incoming funds and ongoing debts across the school district, the school board made cuts in 10 areas. Most significant is the $1.3-million reduction to the per pupil funding

March 11. The deal is the first in Asia and one of nine free trade agreements the government has signed in the last seven years. For the wine industry, it should level the playing field for products previously under large tariffs, like ice wine, making it easier to compete with the United States and Europe— areas already signed to liberal trade agreements with the region. Meanwhile, it’s hoped this funding will help improve the quality of B.C. wines, lower production costs and offer an eco-friendly spin wineries can use in marketing their product to an affluent target audience. “I think we all agree innovation is the hallmark to success for industry and it’s no exception within the Canadian grapes and wine industry,” said Cannan. The money will be used to support ongoing efforts to control disease, lift harvest yields, minimize water use and improve the overall environmental footprint of the industry, according to Mike Watson, chair of the BCWGC. “We’ve created a certification program where we have parameters so

across the region for the 2014-15 budget. Other significant cuts include $250,000 taken from the district’s technology budget, $50,000 reduction to the Hollywood Road/Learning Centre budget, $120,000 less for the operations department budget and $500,000 less for the resource allocation to

schools. The reason for the shortfall has to do with rising utility costs, and that districts must kick in more for rising MSP premiums for their employees. Also creating pressure is salary increases set out in the recent CUPE agreement which weren’t funded by the province.

We have different soil types throughout the valley and different grapes styles…That’s the importance of local research,” he said. “It looks at the affects of our climate on our varieties in our geography.” The research this funding will support includes: • a ground-cover vegetation study looking at beneficial crops to use to promote healthy vines and reduce pests • world-renown leafroll virus researcher José Ramón Urbez-Torres’s studies on the disease • research into grapevine trunk diseases • bud hardiness studies and plant management practices • leaf removal and other canopy management techniques • research on spontaneous and natural fermentation from yeast existing in the vineyard.

Judges found the quality of Madeleine and Abby Ertel, Anjuli Otter, Ben Klick, Aaron Gordon, Brandy Moore and Michael Painchaud too good to narrow it down.

After a great evening of wonderful music, Aaron Gordon was eventually chosen as the overall winner. He received a multitude of performance opportunities and recording studio time with DMA Studios. Brandy Moore, who recently returned from Saskatchewan and recording her latest CD in Nashville, walked away with second place, win-

ning a performance slot at the IPE and recording studio time. Third place winner, Ben Klick celebrated his 18th birthday the day after his performance and won performance time through Festivals Kelowna. Open Mic nights resume May 7 at the Lake Country Coffee House and will be held the first Wednesday of every month.

Inconvenient truth of pine beetle L ast week’s column on Earth Day myths attracted a fair amount of criticism. One tireless member of the “Alberta tar sands killing the planet” crowd scolded me for daring to mention that 60 per cent of the oil pollution in the oceans around North America comes from natural seeps. That’s eight times more than all pipeline and tanker spills combined, and it’s been going on 24 hours a day for the last 10,000 years or so. This fact blows another hole in the carefully crafted narrative that only Canadian oil exports to Asia would destroy our delicate ecosystems. That narrative is why the daily Alaska supertankers along the B.C. coast are ignored, as is the barbaric shale oil rush in North Dakota that can be seen from space. U.S. oil barons are flaring off the vast volume of natural gas that

Here’s another one that may upset people indoctrinated by our school system, media and our supposedly green B.C. Liberal government. B.C.’s recent pine beetle epidemic was caused by human carbon emissions, right? Everybody knows that. Gordon Campbell hammered the point home in speeches for years.

In 2012 I participated in a B.C. forests ministry tour of facilities where hardy seedlings are grown for reforestation. Test plantings were also underway to see if the range of southern tree species is shifting northward due to climate change. During the bus ride, I asked the province’s top forest scientists if Campbell was right. The answer? We don’t have enough evidence to conclude that. As for shifting tree habitat, those decades-long experiments are continuing. The scientists confirmed what I already knew, which is that the most recent bark beetle epidemic is the latest of many. It’s the largest “on record,” but the record goes back less than a century. In 2008 I interviewed Lorne Swanell on the occasion of his 100th birthday. A graduate of UBC’s school of forest engineering, Swanell

began his career with the forests ministry in 1930. After a year as a ranger, he was assigned to the Kamloops region to help deal with a pine beetle epidemic. Conventional wisdom on the latest outbreak holds that it spread so far because of a lack of cold winters, attributed to human carbon emissions. I grew up in northern B.C., and my last two visits to the Peace country were both in January. In 2004 I recall changing planes on the tarmac of Prince George airport, moving briskly in the daytime temperature near -40 C. That night, and subsequent nights, the mercury dropped to -50 C. In January 2013 I returned for some discussions on the Enbridge pipeline route, and experienced a relatively balmy -30 C in the daytime. So when I hear people talk about the end of cold winters in northern B.C. because of

global warming, it’s difficult to square with personal experience. I can hear the rebuttals already. It takes long periods of extreme cold to kill the pine beetle. How long? Longer than those ones, of course. Similarly flexible theories are being advanced to explain the 17year “pause” in Earth’s average surface temperature rise, the growing Antarctic ice sheet, and this past winter’s “polar vortex.” If anyone has substantial evidence that CO2 from human activity was the trigger mechanism for the latest beetle outbreak in B.C., I’d like to see it. Even if the person was born that way. This view assumes that doing something in a different way from most people is an “error” an “inferiority,” a defect that must be corrected. By brute force or brainwashing, if necessary. This prejudice prevails, even though many famous people were left-handed. According to Google, the list includes Joan of Arc, Julius Caesar, Queen Victoria, Mozart, Beethoven,

In his own words: Making a case for converting bitumen in B.C.

M

y name is David Black. I am the majority owner of Black Press, the company that owns this newspaper. This is the first of two columns addressing .what I see as the greatest threat to the B.C. environment in our lifetime. I am a reasonably sensible and conservative businessman, not an alarmist. All of the information in this column can be confirmed from public sources. The oil industry wants to export Alberta bitumen to Asia via tankers. Under no circumstances should we allow that to happen. A bitumen spill at sea could destroy our coastline, together with the fish and wildlife that depend on it, for hundreds of years. Bitumen, even if it is diluted, does not float

David Black in sea water if there is sediment present. This has been proven many times, most recently in a thorough Environment Canada study published on Nov. 30, 2013. Page 51 of the study provides graphic evidence of sunken bitumen. Given that there is an abundance of sediment along the B.C. coast, the bitumen will sink rapidly and there will be little chance of recovering any of it if there is a spill.

By Northern Gateway’s own admission the likelihood of a bitumen spill at sea is over 10 per cent over the next 50 years. Others say that it is much higher. We are in agreement with the position taken by the Coastal First Nations that even the slightest risk of a spill of bitumen at sea is unacceptable. The grounding of the Exxon Valdez in Alaska in 1989 is often held up as an example of how bad an oil spill at sea can be, however, a spill of bitumen at sea would be much worse. The Exxon Valdez carried light crude and lost 250,000 barrels, one eighth of a tanker load. The light oil floated and could be removed from the beaches. Even so, after four years of work with up to 11,000 workers and

1,400 boats involved, less than 10 per cent of it was recovered. Roughly 200,000 birds and many kinds of other wildlife were killed. Approximately 1,300 miles of shoreline were affected and the fishery has yet to fully recover. Bitumen is very different. It would harden up on shore and much of it would sink to the bottom, making it unrecoverable and killing virtually everything with which it came in contact. Imagine if we lost a full tanker load. Some say that, with GPS-based navigation and double hulls, spills such as Exxon Valdez are not possible today. They are wrong. Double hulls do not prevent hull fracture if there is a collision at speed, only if there is a gentle scrape.

Admittedly, the list also includes some less admirable characters, such as Jack the Ripper. And, depending on your political leanings, Fidel Castro and Maggie Thatcher. But prejudice against left-handedness is just one example. Sexual orientation is another. In northern Nigeria, so is religion. And among diehard Republicans, anything remotely resembling socialism. Although nothing in the Bible suggests that Jesus was left-handed, he

paid a price for daring to do things differently. Yet it should be obvious that all human progress has depended on not doing things the same way as everyone else. Of course, there’s a risk involved in doing things differently. You will either do things better than others, or worse. If your deviation from the norm makes you, and those like you, less fit to survive, you will eventually render yourself extinct. But if you do better, others have to follow— or risk extinction themselves. Rebecca Solnit wrote in TomDispatch about a specific instance—a man who ignored official in-

structions to go back to his office on the 66th floor of the south tower of the World Trade Centre, September 11. He got out safely. Thousands who obeyed those instructions didn’t. As Solnit wrote: “People in power and bureaucrats seem exceptionally obtuse when it comes to recognizing that the world has changed…The advisors in the towers gave excellent instructions for previous crises… Sometimes the right thing to do in ordinary times is exactly the wrong thing

to do in extraordinary times.” Solnit cited several concepts—from abolishing slavery to giving women the vote, from phasing out fluorocarbons and acid rain to enforcing seatbelts and airbags—that were once considered radical, even dangerous. As for the GPS claim, most marine accidents are caused by human inattention, not by a lack of knowledge about position. All ships carried systems to indicate their location before GPS came along. The Exxon Valdez crew could have glanced at their instruments to determine their location but they didn’t, neither did the crew on the Queen of the North.

Marine disasters regularly occur and a quick search of the Internet shows human error is most often the problem. Undoubtedly there will be many more marine accidents in future. Our grandchildren will not thank us if we willingly risk the destruction of the B.C. coast on our watch. Fortunately there is a solution that is beneficial for all concerned: All we

adian Victims Bill of Rights is part of our government’s Plan for Safe Streets and Communities which focuses on holding violent offenders accountable, enhancing the rights of victims, and increasing the efficiency of our justice system. During the consultations leading up to the bill’s introduction, many participants expressed the need for greater information for victims and for a clear role for victims at every stage of the justice process. Others called for an increased understanding of the needs of specific victims, including aboriginal people, young victims of crime, or those who live in remote and rural communities. Throughout the consultations, there was strong support for the idea of formally recognizing the rights of victims of crime. The legislation will create statutory rights for victims of crime including a right to information; a right to protection, particularly their security and privacy; a right to participation; and a right to restitution. al Victims Awareness Week is held to raise awareness about issues facing victims of crime and the services, programs and laws in place to help victims and their families. Just the right blend of robust mulch will keep your plants happy

I

n our urban landscapes we try to create our own version of utopia, a little piece of nature that we mold to our liking. We make decisions that please our eye, protect our privacy, and cool our patios. We wish for low maintenance yet strive for the decadence of an English garden. Sometimes the planning goes solely into what we want and not into the needs of the plants. One thing we know about plants is that the more stress plants are under the more pest and disease problems they develop. Pest organisms can detect which plants are under stress and tend to inhabit them first. Plants that are healthy can literally grow faster than the spread of their pests and diseases and are less affected by their damage. If plants are located in an environment they don’t like or cannot easily adapt to, they simply can’t stay ahead of their enemies. I have a theory about plant health. The theory is that if you look back to what Mother Nature has provided for plants and try to replicate and perfect that, you will have great success in creating an ecosystem that plants will quickly adapt to. This is often referred to as ‘permiculture’ gardening—not going against nature. In nature, no one goes out into the forest and rakes up all the leaves or cleans up around each plant. What happens over time is nature creates its own surface mulch covering the forest floor. This forest litter forms a compost mulch made up of particles of many different sizes and different stages of decomposition—coarser particles on the surface with the more decomposed or composted particles down underneath. Branches, leaves, strands of grass and even animal waste all form together to create a wonderful living environment for micro-organisms. Fungus and many other living creatures make this mulch a living ecosystem on its own. Many of these organisms are beneficial to plant health.

As a part of my veterinarian job I encounter far too many cases of animal cruelty. The phrase animal cruelty is somewhat vague. What first comes to mind when we think about cruelty is physical abuse. However, cruelty goes far and beyond beating up your pet. In fact, neglect, whether it is physical or emotional is a common form of cruelty. Animals can be used for work purposes, guarding, herding, carrying or any other physical use. Others may only look at animals food as the basic minimal needs for survival. All animals have emotional needs beyond food, water and basic medical care. All animals have the need for companionship. Animals that don’t come into enough contact with humans or other animals become very lonely, depressed, sad and bored. Usually those animals will develop negative vices to occupy themselves. Such as self destructing and self mutilating behaviors. Animals are craving positive interactions, similar to us. They want to be loved, petted, hugged etc. Animals that are not exposed to enough positive human handling are often very scared. A natural reaction for animals when they are scared is aggressiveness and is often used as a self defense mechanism. Cruelty prevention in animals includes supplying all the animal’s needs, including food, water, sufficient rest in case of farm animals, and sufficient companionship with their own nature and humans. Abused or neglected animals are often “scarred” for life. These animals tend to be very timid in their nature. They have a hard time trusting people, and they often suffer from severe anxieties. It is never too late to rehabilitate an abused or neglected animal, but it can be a lengthy, rocky process and at times very frustrating till one manages to regain an animal’s trust in those who did them wrong.

I am 56. T en years ago, a gold crown came loose and fell off one of my right lower molars. The hollow tooth hasn't bothered me since then. Should I worry about getting it repaired or replaced with an implant? Friends and family seem to think so, but I quit chewing on that side and if food particles happen to get stuck in it they come out easily enough with a toothpick; I also brush at least three times a day.

: Your dilemma is a common one. In the loss or breakdown of fillings, or crowns, or whole teeth for that matter - the cause is always the same. They are the biologic forces brought to bear on a tooth and are greater than that individual biologic resistance to the stress. In other words, teeth just don't break, and fillings don’t just fall out and crowns don’t come off without a force that is causing that action. I hear individuals query “my tooth broke while I was having some pasta, how could something like that break my tooth?”. T o some, it was a piece of soft bread, or it happened while having a bowl of soup.

This may seem a bit technical but in your case leaving a tooth crownless will influence the dynamics of your whole mouth. It's not only decay that will set in, but the forces of the masticatory system trying to reach equilibrium. The tooth above your lost crown has a lifelong eruptive force. This means it will descend until it touches something to stop its downward “growth”. Teeth migrate to find something to bite against. With this unguided “growth” malalignment occurs. This then causes greater stress on the surrounding teeth and may also affect the overall jaw function. You seem to care for your teeth (brushing three times a day), that's commendable. Why do my eyes always get itchy, red and watery at this time of the year, and what can I do to make it stop?

Ah, allergy season. Sun shining, flowers blooming, birds singing, and people sneezing. Ocular allergy symptoms can be exacerbated in hot, dry environments (welcome to the Okanagan!), but that doesn’t mean you won’t be able to hit the links, sit out on the patio or mow the lawn this spring. While many allergy sufferers think that itchy watery eyes are just their cross to bear, there are actually many effective remedies. Cool compresses and artificial tears can be very helpful in managing symptoms, however if this is not providing adequate relief you should see your optometrist for further intervention. When coming into contact with a specific allergen, cells called mast cells release chemical mediators (like histamine) into the surrounding tissues. Treatments aim to interfere with this reaction, either by stabilizing the mast cells so they aren’t able to begin the reaction in the first place, by opposing the effects of the chemical mediators, or by a combination of the two. Anti-inflammatory drops are also helpful in more severe cases. Prescription allergy drops come in higher concentrations and are therefore often more effective in treating allergic conjunctivitis than over-the-counter medications.

Lake Country Art Gallery curator Katie Brennan has dug into her childhood to bring a former teacher into the spotlight with an upcoming exhibition that will feature multi-generational works of art. Brennan—who grew up in the Okanagan— had Sharon MacKenzie as her Grade 6 teacher at Kidston elementary in Coldstream. Over the last 20 years or so, the pair have kept in touch, especially as MacKenzie founded the i2i Intergenerational Society of Canada, which works to promote intergenerational programs and learning opportunities and to assist in developing rich and sustainable connections between generations. “Sharon’s work has always been in my mind,” said Brennan. “I’m so pleased to have found a way to bring her work into the Lake Coun-

The gallery is accepting up to 10 submissions of (12 in x 12 in) works created through an intergenerational collaboration. Submissions will be accepted until 4 p.m. on Friday, May 2. The exhibition will also feature the work of Kelowna artist Jolene Mackie. “I’m excited about how the artists of families will inspire other family members to create artwork,” said Mackie. She is instructing the first in a suite of four workshops at LCAG. Her illustrative painting workshop will run on May 24 and 25. On May 31 at 3 p.m., i2i Intergenerational Society founder Sharon MacKenzie will give a talk followed by questions and discussion about the society. The exhibition runs from May 7 through June 6, with an open reception to take place on Saturday, May 10 from 1 to 3 p.m. Admission is free and open to the public.

Council has been asked to consider Road Closure and Removal of Highway Dedication (LakeStone) Bylaw 886, 2014 which proposes to close and remove the dedication of 0.146 ha of road along Okanagan Centre Road West just past the Finch Road junction (the “Closed Road”). The District of Lake Country intends to transfer the Closed Road to the adjacent property owner, MacDonald Lakeshore Properties Ltd. in exchange for 0.263 ha of land to be dedicated as road, covering the travelled surface of Okanagan Centre Road West (the “Road Dedication”).

Replacing the definition of “Drive in Food Services” with: “DRIVE-IN FOOD SERVICES OR DRIVE IN RESTAURANTS means development used for eating and drinking which offers food produced in a manner that allows rapid customer service and includes one or more of car attendant services, drive-thru food pick-up services, or parking primarily intended for the onsite consumption of food within a motor vehicle.” 2. Amending the C1-Town Centre Commercial zone (Section 16.1.2(l) to allow a “Drive-Thru” restaurant on the subject property at 10074 Hwy 97.
