THE B.C. GOVERNMENT has unveiled its plan to match up skills training with emerging jobs in resource development, by redirecting post-secondary funding and financial aid toward occupations in demand. The plan emphasizes industrial skills such as welding, pipefitting, heavy equipment operation, truck driving and concrete finishing, but ministers and officials stressed that it also includes engineering, health care and other occupations where jobs are projected to increase. The main shift for colleges and universities is that within four years, a quarter of their operating grants will be targeted to programs with identified demand from the job market. Employment data will determine post-secondary funding, instead of the tradition of block grants to post-secondary schools. Ministers avoided identifying areas that Shirley Bond will lose funding, but have previously cited far more teaching graduates than there are jobs in the school system. Premier Christy Clark has lamented a system where students receive a bachelor’s degree and then must take additional training to qualify for jobs. Education Minister Peter Fassbender outlined a plan for K-12 schooling that aims to double the number of spaces for high school students taking industrial training in high school to 5,000 in two years. Students Peter Fassbender in these courses get college credits while still in high school, allowing them to go to work more quickly. The ministry is also revamping its kindergarten to Grade 9 curriculum to give it more emphasis on “hands-on learning” and exposing students in earlier grades to the range of jobs they can expect when they graduate. pepper spray injuries after an altercation in a quiet Newton neighbourhood this week. On Tuesday, at about 8 p.m. a man was walking with his son in the 7700-block of 125 Street when a black Range Rover sped by. The man yelled for the driver to slow down. The vehicle stopped and three people got out. A verbal altercation ensued, and eventually the three got back in the SUV and drove away. It returned, stopped near the man and his son, and someone in the vehicle pepper sprayed the man. The spray also hit his son and two other children who were playing in a nearby park. The people hit with the spray were treated for their injuries at the scene. As of Wednesday, police believed they knew the owner of the vehicle and were planning on contacting him. Volunteers help us all French immersion

I’M SADDENED at the results of The Leader’s Question of the Week April 24. Sixty-one per cent of respondents have never benefited from the efforts of a volunteer? These 61 per cent need to get their faces out of their screens and get out into their real community. I see volunteers like retiree Walter helping out at their local elementary schools; volunteers help maintain our parks; I regularly have volunteer canvassers going door to door, and at malls, raising money for all sorts of charities that benefit us all.

I witness coaches and managers sharing their expertise with young teams and I am aware of the many Lions, Kiwanis, and other service clubs who selflessly add to our community through any number of projects. Roadsigns are everywhere that proclaim that litter control is maintained by volunteers, and hospitals, museums and live theatres often have candy stripers, volunteer ushers and docents. Thanks for discovering this huge ignorance among your readership.

All school workers matter

SCHOOL BOARDS around the province have been announcing their struggles with underfunding. While we wait for the trustees in Surrey to make their budget public I would like to take this time to remind them about the importance of the CUPE 728 support workers in the schools. In the past when there are cuts looming, we always heard that the cuts will be furthest from the classroom. All CUPE jobs affect the classroom.

Who are CUPE workers? We are more than your noon-hour Supervision Aides that keep your children safe at lunch, the clerk that you see when you enter the school who calls home when your child doesn’t show up at school, the Education Assistants and Child and Youth Care Workers who work with children with special needs and at risk students, or the janitors who keep our schools clean. We are also the maintenance workers who maintain the buildings and keep

the grounds clean, we feed your children lunch, facilitate Strong Start programs, and the list goes on. Every one of our positions is important to the daily operation of schools. To the trustees of Surrey, please consider this when faced with your difficult decisions around the budget. Please advocate for our students of Surrey and demand proper funding for them. THE FRUSTRATION of parents unable

to register their children in an early French immersion program, “Surrey needs French immersion fix” (The Leader, April 10), clearly indicates a demand far exceeding supply. In the real world, this situation results in higher costs. Can French immersion continue to be offered as a free choice option for those lucky enough to register? If a school district offered guaranteed registration for French immersion would French immersion classes be subject to the same class size and composition as “regular” classes? Would these changes be what many parents want? Parents register for French immersion for many reasons including numerous studies citing the life long cognitive benefits for those, who at a young age, are exposed to and learn a second language. Fluency in both of our official languages allows individuals to consider both private and public sector opportunities anywhere in Canada where companies and governments function in English or French. Could another reason be that French immersion offers some of the benefits of attending a private school without the bother or cost

of tuition? The demographics of those in a French immersion program appear much narrower than “regular” public school. French immersion students typically come from households with higher than average income and parents who often have the time and means to be more involved with their children’s education and development. This is obvious when it is noted that call parties are organized by cliques working to ensure their children are registered. Students benefit from being part of a select peer group sharing many of the same values and support networks, a situation not unlike that found in Traditional schools where parents claim uniforms negate social class. Although children with English as a second language (ESL) were seldom registered for French immersion, many school districts note increases in ESL students as immigrant parents realize the increased value of the program. What about children with behavioural and learning issues? Are they included? School districts have the unenviable task of trying to resolve a very difficult issue. Larry Miller Delta

Place Child Advocacy Centre. The move is intended to better serve the children who have been physically, mentally or sexually abused. The advocacy centre at 7881 128 St. is focused on providing specialized services to abused children in a child-friendly setting. The relationship between Sophie’s Place and the Surrey RCMP began in 2012 and the recent move of six CASO officers into Sophie’s Place will allow the partnership to develop further and allow Mounties to provide even better service to young victims. “Sophie’s Place has given us the ability to investigate incidents of child abuse in the least intrusive and most supportive way possible,” says Supt. He also questioned how the education system can be restructured without adding new resources. “We need investment in skills training,” Dix said. “Instead what we have is a ministry of reallocation, which will cause considerable problems in the system and will not, I think, cumulatively give young people what they need.” Advanced Education Minister Amrik Virk said the student loan program will also be adjusted to market demand, with loans reduced or forgiven for students who graduate with in-demand skills and are willing to move to get work.

Investigations Office (IIO) has handed an investigation of a transit police shooting Sunday back to the Surrey RCMP after it was determined no one was hurt. Police are still looking for a man who ran from a transit officer after the officer fired shots at him at the Gateway SkyTrain Station in North Surrey. The IIO is called in to investigate any officerrelated shooting. “Officers were report-

edly conducting a routine check of an adult male in the area,” the IIO stated in a release Tuesday. “According to police, the male became non-compliant with their directions. Shots were fired by an officer as the male left the area in a vehicle.” The main reason the IIO became involved was due to the possibility someone might have been seriously injured. “Today, the IIO was able to confirm that no injuries were reported by the male or any other

Five arrested after gunplay Bullets shot into empty car in Newton

FIVE MEN have been taken into custody after several shots were fired into an empty car in Newton this week. On Tuesday night, at about 10:30, police were called to a report of shots fired in the 7500block 144 Street.

After patrolling the area, police found a black Volkswagon Jetta with five people inside, who were believed to be responsible for the gunfire. They were taken into custody, and charges are being considered.

Black Press alive after being stabbed nine times outside a Surrey house party on Saturday night. At close to 2 a.m., Kody Butchko was at a house in the 13300 block of 62 Ave. when it’s believed he tried to break up a fight and was attacked for it. The apprentice plumber was chased down the street by several young men who beat and stabbed him. Police say he had stab wounds to his back, legs and chest. Vancouver Mayor Gregor Robertson said lower funding for shelter spaces and “renovictions” by some landlords may have driven up the number of street homeless in his city. And while he said there’s cause for optimism – several hundred new units of social housing set to open in Vancouver later this year – more investment plans must be laid for the future. Robertson and New Westminster Mayor Wayne Wright said the region needs senior government aid, particularly for the mentally ill and addicted who are considered hardest to house. “We’ve come a long way but there’s another leap that needs to be made,” Robertson said. Wright said he almost never hears from his residents about homelessness in New Westminster now, adding he believes Vancouver’s downtown lifestyle has become “a magnet” for at risk people, who may be gravitating there from other parts of the region. Both he and Robertson credited the provincial government for working with municipalities to build new shelters and social housing, along with other assistance.

Fassbender said the BCTF has made some movement in negotiations, but not a significant amount. He expressed disappointment that despite continued talks the union opted Wednesday to begin its first-stage strike action – restricting administrative duties and supervision of students outside of class time – a move that has prompted several rural districts to cancel recess.

The BCPSEA had notified the union any strike action could trigger a call for it to cover health and welfare benefits for B.C.’s 40,000 teachers, estimated at $5 million a month. “I don’t want to inflict pain on anybody,” Fassbender said. “But there are tools available to government as there are to the union. “I don’t think we want to put out any threats but by the same token we need to ensure that we have stability in the classrooms. That’s our goal.” BCTF president Jim Iker said he doubts the Labour Relations Board would approve a request ordering the union to pay benefits, noting a similar effort to make the union pay 15 per cent of wages was denied in the last teachers’ strike. “We would see that as retaliatory and punitive

resident has been arrested in connection with a police investigation into a possible clandestine drug lab on 72 Avenue in Langley. Police raided a Langley house on 72 Avenue near 208 Street last Thursday morning (April 24). Traffic through the area was shut down for several hours to allow a hazardous materials handling team time to clean up the chemicals in the older one-storey detached house. The suspect has since been released, pending the approval of drug-related charges. This site had been the subject of anÂ investigation for several weeks and once a target was identified and judicial authorizations were obtained, investigators moved in swiftly, said Surrey RCMP Sgt. Dale Carr. â&#x20AC;&#x153;Although several officers are still at the scene gathering evidence, we can already say that this is a large scale operation,â&#x20AC;? he said. â&#x20AC;&#x153;With public safety being our priority, 72 Avenue was actually closed for a short time yesterday, but was immediately re-opened once we could confirm that ourÂ communities and nearby residents were not at risk.â&#x20AC;? megawatt-hour, which regional district officials say is in line with Hydro’s cost of generating new power with its planned Site C dam. But Belkorp Environmental, which operates the Cache Creek landfill, says the estimate amounts to a huge public subsidy of Metro’s incineration plan. BC Hydro is asking regulators to approve a renewed power purchase agreement with Metro’s existing Burnaby incinerator that would pay $43 per megawatt-hour to operator Covanta Energy. Hydro’s submission indicates the market price of B.C. power exported to the U.S. is $24 per megawatt hour. Belkorp vice-president Russ Black says that’s the price Metro would have to accept for the new incinerator if its

electricity isn’t counted as clean or renewable, as Hydro can buy only green power under provincial law. Rick Glumac said he doesnâ&#x20AC;&#x2122;t see how a new Metro incinerator can count as green energy or how the region can expect $100 per megawatt-hour. â&#x20AC;&#x153;I donâ&#x20AC;&#x2122;t think you can consider wasteto-energy to be clean energy by any stretch of the imagination because more than half of the energy derived from there is from the burning of plastics,â&#x20AC;? said Glumac, who voted Monday with Coquitlam Coun. Neal Nicholson against accepting the revised business plan. Eight other Metro directors voted to accept it. Metro solid waste manager Paul Henderson said heâ&#x20AC;&#x2122;s confident $100 is â&#x20AC;&#x153;an absolutely reasonableâ&#x20AC;? price based on Hydroâ&#x20AC;&#x2122;s investments in its own projects and because Metro would take on project risk. He said the power price for the existing incinerator reflects the fact itâ&#x20AC;&#x2122;s an old plant thatâ&#x20AC;&#x2122;s fully paid off â&#x20AC;&#x201C;Â any new capacity would come at a much higher price to reflect the actual cost of generating new power. Metro has just begun negotiations with BC Hydro on power pricing for a new waste-toenergy plant. Henderson also noted the business case didnâ&#x20AC;&#x2122;t quantify the potential to sell energy into a district heating system, potentially at better value than electricity, because that depends on which site is selected. The updated business case, completed by consultants CDM Smith, concludes a new incinerator is â&#x20AC;&#x153;cost-effectiveâ&#x20AC;? with costs marginally lower than landfilling at a capacity of 250,000 tonnes per year, and significantly lower if the new plant is 370,000 tonnes per year. Metro estimates it needs the larger burner if it canâ&#x20AC;&#x2122;t get beyond a 70 per cent recycling rate, up from 58 per cent now. It estimates it would

need to burn 250,000 tonnes of garbage if the diversion rate reaches 80 per cent and thereâ&#x20AC;&#x2122;s no net increase in garbage generated. Henderson called the targets â&#x20AC;&#x153;very aggressive.â&#x20AC;? The capital costs are estimated at $424 to $517 million in 2018 dollars, depending on the size of the plant. Glumac and others on Metroâ&#x20AC;&#x2122;s zero waste committee were critical the business case didnâ&#x20AC;&#x2122;t consider the potential for highly automated mixed-waste material recovery plants to pull more recyclables from garbage before itâ&#x20AC;&#x2122;s incinerated. Some waste-toenergy opponents say such plants could make a new incinerator redundant. Belkorp has proposed to build one in Coquitlam. Burnaby Mayor Derek Corrigan said the justification for a new incinerator is solid. Others said Metro could â&#x20AC;&#x201C;Â if recycling in the future proves better than expected â&#x20AC;&#x201C;Â scale down the use of the older less efficient incinerator. Metro directors would not openly discuss the BC Hydro price point at which a new incinerator is no longer viable. Debate related to that continued behind closed doors. Vancouver Coun. Andrea Reimer said another question mark hanging over the project is whether the province will eventually charge B.C.â&#x20AC;&#x2122;s carbon tax on waste-to-energy emissions. According to the business case, Metro waste could be sent to a B.C. landfill for $65 to $75 per tonne, or by rail to a U.S. landfill for $55 per tonne. But Metro didnâ&#x20AC;&#x2122;t use the $55 figure in its comparison because it never consulted the public on the potential for long-term shipments of waste to the U.S., and therefore canâ&#x20AC;&#x2122;t technically pursue that option under its solid waste plan. The business case estimates a new incineratorâ&#x20AC;&#x2122;s operating costs at $76 to $81 per tonne, while electricity sales would bring in $76 per tonne.

DFO caving to lobby pressure from the commercial sector and the big charter operations and fishing lodges in the sports sector.” DFO spokesperson Michelle Imbeau said the department is still in the midst of consultations to develop the management plan that will guide fisheries, which will vary depending on how many salmon actually show up. “No final decisions have been made at this point,” she said. Imbeau said fisheries plans are adjusted during the fishing season depending on the run’s actual size and timing, along with other factors, and will be carefully managed to protect specific stocks of concern. Hill argues strong runs of sockeye could be more safely targeted by fishing in specific tributaries of the Fraser, and by using selective fisheries that can release endangered salmon like Interior coho. The sockeye now migrating back to B.C. from the north Pacific are the spawn of the massive 2010 run when 30 million unexpectedly returned. Last year’s return of four million sockeye was more typical of recent years, although the numbers have improved since just 1.6 million sockeye returned in 2009, triggering the Cohen Inquiry.

those big runs hard there’s a lot of collateral damage with smaller runs that get caught as bycatch.” He said weaker runs that could get battered in a year of intense fishing include threatened coho salmon bound for the Thompson River, as well as smaller runs of sockeye that return to Cultus Lake, Pitt Lake, Bowron Lake and Taseko Lake. The Department of Fisheries and Oceans must manage the fishery to minimize the accidental catch of vulnerable stocks as sport, commercial and aboriginal sectors aim to catch as many sockeye as they’re allowed. Much of the run is expected to spawn in the Adams River system and threatened salmon that arrive in B.C. waters at the same time as the Adams fish will be particularly at risk. But Hill said DFO is instead proposing a draft salmon management plan for 2014 that could allow “alarming” rollbacks in protection for weak stocks. One option to enable a larger catch if a huge sockeye run materializes is to boost the proportion of sockeye that can be caught or otherwise die before spawning from 60 per cent in previous years to 65 per cent, according to the DFO document. “It’s going to mean more overfishing in 2014,” Hill said. “Across the board we’re seeing

Confessions of a Curber I was getting good at this, so I purchased a used vehicle in the U.S. and imported it. It didn’t have any airbags, so the warning lights were on. But I wasn’t picky. I knew, based on my other tricks, I could solve that before I had it inspected and registered. You just couldn’t be too worried about the truth. I Googled airbags. I saw I had three options. Get certified replacements installed at a repair shop. Buy some and install them myself. Or, override the warning light. I called and found that the first option was out of the question. Way too expensive. But, option two had some promise. There were cheap ones online. Of course, there were some warnings about dangerous fake airbags. Option three, overriding the warning lights, went too far – even for me. You can find how-to videos about anything on the web. So, I ordered cheap ones and had them sent to my U.S. mailbox. I used a buddy’s garage and put them in. Bingo! The warning lights went off and I was on my way. Soon, I had an ad up on several classified websites: Great car for sale. Moving out of the country and need to sell fast! Good condition. Recently inspected. Call cell. I’m flexible on price!! I couldn’t believe how many calls I had. I found my buyer not long after. A nice man about my age; divorced with three kids. That’s all I know about him – I don’t like getting too personal. I was actually honest about the vehicle this time. I told him that the car had been in an

accident and was from the U.S. I asked if he wanted a vehicle history report*, but he declined. He appreciated my honesty, as he’d gone through a few bad deals. With the transaction done, we parted ways. Then I got a call from my buddy. Being a curious person, he’d read the boxes the airbags came in that I’d left at his shop. “You installed counterfeit airbags,” he said. “So? They look identical to the original airbags,” I said. “I’ve seen videos of bogus airbags catching fire and with metal bits exploding when they deploy. They’re not safe,” he scolded. I’ll take my chances, I thought. It would only be a problem in an accident. The next day, my buddy left a message. He ended our friendship. Whoa, chill out. A guy’s got a right to make a few bucks.

Though tERRORist: Made in the West represents women of South Asian origin, only one of the five models – which included Savannah Kloedon, Kristy Basran, Vanessa Jaswal, Angelica Prasad and Kiran Virk – was born in India. And within the 25-piece show, there isn’t a traditional sari or suit to be seen. In fact, the Bollywood stereotype is mocked more than celebrated in the art, satirizing the false ideas of the exoticism and mysteriousness North Americans often attached to South Asian women. On the other hand, the work also deplores strict South Asian ethics. Nelles says the art shows the women are not accepted in socalled western society, nor in South Asian society. Rather, they display how the young ladies exist somewhere in between, “and are developing and growing into a new hybrid community,” says the artist. A ZANY TALE of love, mistaken identity and farce comes to Surrey next week as The Servant of Two Masters takes the stage.

The Italian play by Carlo Goldini, has been adapted by Oded Gross and Tracy Young for the May 7-11 production, produced by Shadows and Dreams Theatre Company in concert with

the Royal Canadian Theatre Company and the Arts Council of Surrey. With the props borrowed, the costumes unfinished, the support staff laid off and the director run off with

one of the actors, the audience will find themselves in the middle of a rehearsal that unexpectedly becomes a performance. The show, directed by Frank Nickel, features

Nigel Brooke, former Newton resident Nicole DesLauriers, who plays the role of Brighella (and choreographer), and Surrey teacher Mark Vandenberg plays the part of Pantalone. Also featured

North Delta natives on opposite sides in championship series

TWO PLAYERS from North Delta

will face-off against each other in the Western Hockey League final which begins Saturday. Centre Nic Petan of the Portland Winter Hawks and netminder Tristan Jarry of the Edmonton Oil Kings have both played major roles in helping their teams challenge for the championship and a berth in the Memorial Cup national championship tournament later this month in London, Ontario. The two teams are finalists for the third consecutive season, Portland winning in six games a year ago and the Oil Kings claiming the title in seven games in 2012. Jarry and Petan were Nic Petan teammates in the BC Hockey Major Midget League with the Vancouver Canadians in the 2010-11 season, before joining their respective WHL clubs a year later as 17 year-olds. For Jarry, it will be his first championship series as a starting goaltender. He spent the last two as a backup to Cloverdale’s Laurent Brossoit, now with the Bakersfield Condors of the ECHL. Drafted in the second round, 44th overall by the Pittsburgh Penguins in the 2013 National Hockey League entry draft, Jarry has appeared in 63 of the 72 regular season games this past season, posting a 2.24 goals against average and a .914 save percentage with eight shutouts. In 14 playoff games, his 1.86 goals against average ranks second. His two shutouts and 12 victories lead both categories. Petan tied for the WHL scoring title last season with 46 goals and 120 points in 71 games played. This past season, he placed second with 35 goals and 113 points to finish five points

He will face former teammate Nic Petan of the Portland Winterhawks in the WHL final. behind Mitch Holmberg of the Spokane Chiefs. Petan missed 11 games while with the Canadian national team at the World Junior Hockey Championships in Sweden. In 14 playoff games, Petan has seven goals and 14 assists.

He was named Canadian Hockey League Player of the Week on Tuesday after netting four goals and three assists in three games against the Kelowna Rockets. Petan was drafted one selection prior to Jarry, taken 43rd

overall by the Winnipeg Jets, and was signed by the NHL club last December. The WHL final begins in Portland with the first two games Saturday and Sunday. The series will resume in Edmonton Tuesday and Wednesday.

were part of the Fraser Valley Phantom female team which competed at last week’s Esso Cup national Midget championship tournament in Stoney Creek, Ontario. The Phantom were among six teams at the week-long competition, and with one win in five games placed fifth and missed the playoff round by two points. The Weyburn Gold Wings won the tournament with a 2-1 victory over the Edmonton Thunder. Mackenzie Wong tied for the team scoring lead with a goal and four assists in the five round robin games. Other skaters from Surrey on the team include forward Katelin Korman and defenders Mandy Pollock and Taygen Rosner. Morgan Symington of Cloverdale was one of two goaltenders for the Phantom. The Phantom finished first in the BC Hockey Female Midget AAA league with a 22-1-7 (won-lost-tied) record, then defeated the West Coast Avalanche 2-1 and the Okanagan Rockets 2-0 in a pair of bestof-three playoff series to clinch the provincial championship. The Phantom won a gold medal at the Mandi Schwartz Memorial Tournament in Saskatchewan in December, defeating Weyburn 2-1 in a round robin contest. Fraser Valley was also the runner-up at the Mac’s Tournament later that month, falling 2-1 in triple overtime to the Westman Wildcats of Manitoba in the final.

Three members of the Surrey club finished among the top three in the Provincial 2 Tyro category for girls both in 2002. Sarah Tobin of South Surrey had the high score on bars and beam and went on to win the all around gold medal. Tobin was also fourth on floor and fifth on vault. Westgard has bought out his remaining partners – including former NHL defenceman Gary Nylund and Boston Bruins’ director of player personnel Scott Bradley – the team announced Tuesday. The trio, all childhood friends from Delta, bought the team from Ronnie Paterson and Ralph Berezan in 2010, along with a handful of silent partners.
