The Conservative government has watered down and backed off the Fair Elections Act, but even the proposed changes to it haven’t tempered the anger of We the People. The ad hoc New Democratic group still opposes the bill and says the government should start over. The group held a town hall meeting Tuesday, drawing about 40 people, said former Maple Ridge councillor Craig Speirs. “Definitely, the Conservatives are lost to reason. 20 years: Youth diversion still shining But youth diversion program still struggles for consistent funding S tor y by Phil Melnychuk

I

t’s been two decades now that the Ridge Meadows Youth Diversion has been steering kids clear of courts and prisons and potential lives of crime.

And after two decades of good work, one concern remains the same. “Twenty years, same struggle,” said program coordinator Ranjit Kingra. Every year, the youth diversion program has to scrimp and save to get enough grant dollars to fund its $95,000 annual budget. For that amount, each year Kingra and Anna Black help about 100 kids who’ve been diverted from the court process, in which they could have been charged and stuck in the justice system. Instead, the pair guides them through a restitution and accountability program that keeps them out of jail and allows them a second chance. “For us, it’s always been about the sustainability of the program,” Kingra said. “What you spend in raising the funds, it kind of takes away,” in support for the children. While kids are spared the court, the youth diversion program is no picnic. The first part of the process involves the kids attending either an accountability panel, or depending on the crime and the willingness of victims to be involved, a family conference. At those meetings, the teens are made aware of the consequences of their actions. The process allows youth to take ownership and accept responsibility. Reparation, if appropriate, is required. “It can be rather intimidating for them and it actually is the start of the whole process.” After the panel, kids work on an agreement, spelling out how they’ll atone for their crime and are assigned a mentor, an adult who will help them non-judgementally. Restitution can involve community service, one-on-one counselling, apology letters or essays. Kids can also be referred to a variety of agencies for further help. Once kids go through the process, more than 80 per cent never get into trouble with the law again. “When we do the agreement, we look at the underlying causes. If there’s something going on in their lives, we can help support them through it,” says Kingra. Of the total spectrum of crime – youth diversion only deals with the less-serious cases – half of the offences are shoplifting, with the balance being other charges such as assault and mischief. But technology is changing the nature of crime. With cellphones and tablets, more kids are getting into cyber trouble by posting harmful material. “That’s a big part of educational aware-

They just don’t get that it’s wrong.” Given that they’ve spent 20 years saving kids from a life of crime, Kingra and Black should have a large stockpile of feel-good stories from kids who’ve turned their lives around.

Youth diversion is also part of the Rotary duck race this year. “For every dollar that’s invested in our program, it actually saves $6.50 to the community,” in reduced court and policing costs, Kingra said.

“When we do the agreement, we look at the underlying causes. And with the program moving into its second decade, the focus is on staying active and raising funds. With its “$20 for 20 More Years drive,” the program asks supporters to cough up that amount, and gives them 20 reasons for doing so.

The financial struggle means labourious seeking and filling out grant applications. Each year, the program has to apply for a gaming grant and it can take a few months before it’s known if the crucial cash will come in. Last year, that accounted for $38,000 of the budget. “It’s always a nail biter for us,” said Kingra. “The gaming grant is pages and pages.” The District of Maple Ridge helps out

with a $20,000 fee for service and the City of Pitt Meadows adds another $6,500 yearly. Other groups, such as the Colleen Findlay Foundation, the Meadowridge Rotary Club and the Maple Ridge Community Foundation, also assist. Blenz Coffee on Dewdney Trunk Road is also holding a fundraising day May 7, the last day of Youth Week, by donating part of its proceeds from the day’s sales. The diversion program is not alone in its fiscal fights. Kingra says not one program in the province is fully funded, although the programs in Burnaby and Surrey though are funded by those cities. The lack of support could be because, while criminal law is federal, the entities are seeking provincial funding. The local youth diversion program has never received federal dollars. “So many programs that our youth really need – we have a lot of need in this community … a lot of youth that have needs,” says Kingra. “Maple Ridge and Pitt Meadows have a lot of good programs. We just need to keep them and make them sustainable.”

Budget discussions moved to New Year Tax rate given initial approval by M o ni s ha M a r tin s staff reporter

The City of Pitt Meadows will move its budget discussions to the New Year. Council decided to make the switch at a committee meeting Tuesday, which means the lengthy debates about how to spend tax dollars will now take place after the holidays. “We can now deliberate it in January, when everyone is back from Christmas,” said Coun. Janis Elkerton. City staff will still prepare their business plans and preliminary budgets by late November, but public in-

put will take place in the New Year. Council also passed its annual tax rate bylaw during committee Tuesday, although the formal vote on it will occur at its next regular meeting, May 6. A 1.9 per cent increase, the lowest tax hike in a decade, will add $52 to the tax bill for the average singlefamily home, valued at $450,000. Multi-family dwellings, valued at $270,000, will see their bills increase by $2 or 0.11 per cent.

Delta precedent The City of Pitt Meadows is concerned that a controversial plan to turn 217 hectares of Delta farmland into a residential development could have implications for other

communities in Metro Vancouver. At a committee meeting Tuesday, council voted to send a letter to Metro Vancouver voicing their concerns about the Southlands project, ahead of a public hearing held in Burnaby on Thursday. Metro Vancouver’s board of directors gave preliminary approval to the application last month that would see the Century Group build 950 housing units on 217-hectare (537-acre) Tsawwassen property. The remaining 80 per cent would be given to municipality of Delta to farm. The Century Group has asked Metro Vancouver to redesignate the property from agricultural to urban and conservation.

The land was removed from the provincially protected Agricultural Land Reserve in 1981. Any change in the designation requires a twothirds vote by the Metro board of directors. Couns. Bruce Bell and Janis Elkerton wondered if development would set a precedent across Lower Mainland as it taking place outside the urban containment boundary. Other concerns included the lack of transit near the Southlands and the creation of yet another suburban satellite community. “I think this is a good deal,” said Bell, adding he remains concerned that the project will take place outside the designated urban boundary.

CP Railway crossings getting minor repairs staff reporter

Federal tax dollars are going to pay for small improvements to three CP Rail crossings in Maple Ridge and Pitt Meadows, MP Randy Kamp announced this week. The crossing on River Road at 240th Street will have the delay time increased on the gate, as will the crossing at Tamarack Lane, near the Haney Bypass. The crossing at Harris Road in Pitt Meadows will see additional signal equipment installed. Total cost for the improvements will be about $135,000. This week, April 28 to May 4, is Rail Safety Week. Almost half of all railway-related deaths and injuries result from accidents at crossings. Under the Grade Crossing Improvement Program, the government is dishing out $9.2 million for more than 600 railway crossings across Canada. Improvements may include installing flashing lights and bells, installing gate barriers, linking crossing signals to traffic signals, upgrading light bulbs to brighter LED lights, or adding new circuits or timing devices. “Our government is committed to further reducing rail-related injuries and fatalities across the country. These improvements will make intersections safer throughout Pitt

Meadows and Maple Ridge,” Kamp said in a release. Transport Canada finances up to 50 per cent of the total eligible

costs of grade crossing improvements with the balance provided by the railways and road authorities. Studies show that

accident rates fall by up to 69 per cent and fatality rates by up to 80 per cent after grade crossing improvements are completed.

Pointing back The Maple Ridge-Pitt Meadows school board is asking parents to take part in a day of protest, to lend their voices in asking that funding for public education be increased by the province to spare trustees the pain of balancing the annual budget. Local trustees managed to pass such a budget on Wednesday, and did so for the second straight year, without tears this time, just quivering voices. We’re not sure why trustees are so upset; they didn’t lose their jobs. But about 14 CUPE workers will. Some teachers, too. And some parents will have to pay for school bus service, those in more rural areas whose children attend classes within their catchment boundaries. In other school districts, field trips and band programs were to be cut with the same overall goal – balance the budget. Certainly, these decisions affects students, directly or indirectly, as well as parents, in some instances. And asking them to protest again puts them in the middle, where they always are – forever used as leverage, like a commodity – to apply pressure or win votes. That’s politics. Unfortunately, it gets in the way of sound decision making. How could anyone argue that removing secretaries and clerks from school offices is a good thing for students? It’s not a popular decision. Trustees claim to be powerless, forced to make decisions they don’t want to. They blame the provincial government and the media. But will they seek re-election in November? We’ll see. Will they organize this day of protest? They didn’t take a stand against the government. They passed this budget. That is on them. They cut jobs, and won’t even say exactly how many. Do they even know? Where’s the accountability? If they are as insignificant as they claim, nothing more than “figureheads,” why not eliminate them to help balance the budget? What good have they accomplished by pointing fingers? Where is the leadership? What is creative about raising taxes and cutting costs? What are trustees going to do to improve funding for public education? – The News

How is harm reduction working? T

here are several harm reduction modeled programs being carried out in various locales throughout the Lower Mainland, including Maple Ridge. These various programs are supposed to reduce potential harm to the participants Sidewinder who are mainly drug addicts and alcoholics Sandy Macdougall and a few others with legal and socially unacceptable compulsive behavioural problems, such as gambling. The idea seems to be that, by protecting these folks from their own self-made issues, we are somehow or other also protecting our communities. We have heroin maintenance, needle exchange, safe injection sites, methadone clinics, legal medical marijuana outlets, safe sex for student programs, a program which helps drunks make their own beer and wine, HIV clinics, crack pipe vending machines, and many other programs that are sucking the bottom out of the social welfare barrel while accomplishing very little. If government bodies or other funding agencies or individuals dare to speak out in opposition to funding any of these programs, the entire community of deadbeats, bleeding hearts and ne’er-do-wells rises up in anger and staged protest rallies. I’m not sure of its status at the moment, but a group of heroin addicts is even threatening to sue the federal government

because the feds are going to discontinue funding free drugs for dopers. And, just in case all of that wasn’t enough, the Supreme Court of Canada recently struck down most of the criminal code laws and sanctions regarding prostitution. And how is all this working for us? Depending on where you live and the size of your income, not very well, at all. The semi-sacred downtown core of Maple Ridge has more than its fair share of druggies, whores and alcoholics, and the major and minor crimes normally associated with those activities. We have the Caring Place, a methadone maintenance clinic, any number of recovery facilities and a rather large treatment centre. We also have several bars and a shiny new gaming centre, which municipal hall is proud to point out creates more than a million dollars annually in revenue in addition to its property taxes. I am left wondering how many, if any, of these activities have resulted in any significant harm reduction to the community or patrons of the various programs. There are still prostitutes plying their trade on our downtown streets in the wee hours of the morning. Many, if not all, of the prostitutes are wired to illegal drugs and to the support of their bicycle bandit pimps. And the traffic in drugs continues unabated. Notwithstanding all the bleeding hearts and their mostly unsuccessful programs, there is still a proliferation of minor and major crimes and crimes of violence downtown. Whatever harm reduction programs we have, the beat goes on and our neighbourhoods bear the brunt of municipal,

provincial and federal inaction. It all makes me wonder whatever became of the old fashioned concept of requiring people to accept responsibility for their own actions. Some unfortunate folks will always need a helping hand because we are definitely not all born equal, but somewhere there has to be a line where community and government responsibility ends and personal responsibility begins.

“It all makes me wonder whatever became of the old fashioned concept of requiring people to accept responsibility for their own actions.” If such a goal is not achievable, I think we should add one more program to the list of existing harm reduction activities, something that would protect ordinary citizens and taxpayers who have no addictions or other social issues against the excesses of politicians, bureaucrats, do gooders and bleeding hearts. It would operate along very simple lines to provide funding for extended holidays in distant exotic locations for those of us who are tired of dealing with all those other harm reduction programs. ‘If you can’t stand Time to pay for on-street parking the heat, get out ... ‘ Editor, The News: At a recent council meeting, Coun. Al Hogarth lashed out at the media for what he perceived has unfair treatment or coverage. I disagree with his comments and feel that the media has done its job of reporting in a fair and unbiased way. They have demonstrated professionalism in their reporting in every respect. It is their job to report on our elected politicians and current local affairs that pertain to our community. Some councillors may not like the close scrutiny, but that is part and parcel of being an elected politician. If you can’t stand the heat, then get out of the kitchen. As far has his comments on losing money from his business by serving on council, councillors are paid more than $42,000 a year, plus expenses, ranging upwards of $5,000. That’s pretty darn good remuneration for services rendered. Cry me a river. You’re being paid a pretty good wage for your part-time job serving our community, in my opinion. John E. ‘Over/underpass not going to happen’ Don MacLean · works at retired: Re: Too late to lower tax increase (The News, April 30). I, for one, would like to put an end to expectations that a Harris Road overpass/ underpass will ever be built. The capital cost would likely exceed $30 million with little or no chance of government grants as it is not provincially or federally significant. In addition, the city would be forced to buy adjacent properties, such as the coop and probably the Shell station and Charlton Automotive. Hoffman’s garage and the museum would become almost inaccessible. If the city tried to build an underpass, it would have to find a way to re-route the tracks during construction and then build a pumping station to prevent the road from flooding as the road bed would be below the natural water table. As a 30-year resident of Pitt Meadows, I do find the trains mildly annoying, but tend to file them away in my ‘If that’s the worst thing that happens all day’ folder.

Surprising all the talk about the North Lougheed connector for an 80-acre farmland exclusion and to serve Maple Ridge commuters when another option to alleviate the rail crossing/intermodal yard tie-ups on Harris Road is to build a grade separation and connecting route further to the west of Harris Road and the highland area. This would enable traffic to move to and from Lougheed Highway to Airport Way on an overpass over top of the rail line, connecting at its north end to the intersection at Allen Way; such a route would benefit the Pitt Meadows industrial area south of the highland area, the Pitt Meadows airport with better highway truck access than it has now ( e.g. make the industrial area more connected to the industrial areas to the west without trucks having to travel through the town centre and an elementary school zone) – and would allow more direct access to and from the Golden Ears Bridge for regional traffic. I say, spend the money where you will get the biggest bang for the buck for Pitt Meadows taxpayers.

Editor, The News: Re: Maple Ridge gearing for grow op clean up (The News, April 23). Mayor Ernie Daykin and council, I would like to suggest that Maple Ridge implement on-street parking permits. This is a device used in many cities in North America and is used to supplement operating funds for the municipality and create safer access for emergency vehicles when neighborhoods have become plugged with street parking. My neighbourhood, for instance, between the hours of 6 p.m. and 6 a.m. is hard for even one car to navigate the street, let alone a fire truck, should one need access. I know it is human nature to avoid the need to purchase the ability to legally park on the street. People are more likely to use their driveway or garages in order to negate the purchase of an on-street parking permit. Those still wishing to park on the street between 6 p.m. and 6 a.m. (overnight parking) would either pay for a permit ($100 a year) or be in violation of this by-law and would receive a ticket issued by bylaw enforcement officers for $100 for each parking infraction.

I only suggest this because I feel it has become more dangerous as most of our neighborhoods contain many secondary suites, which overwhelm the planned parking allotment when the subdivision was first planned. Many homeowners don’t use their garages for parking. Many use them for storage or a place to put their junk. Many homes with lane access to driveways don’t use their driveways and park in the front of their homes instead, adding to the ongoing problem. These people would be more apt to use their driveways if they were presented with the idea that they would need to purchase a permit to legally park on the street. These methods are currently in use in White Rock and Vancouver. Between the cost of permits and the issuing of fines, this bylaw could generate an adequate amount of funds that would fund the hiring of new personnel required to staff this bylaw enforcement, and with a considerable amount to go into the operating budget. Lastly, I would like to amplify the fact that we are reaching a dangerous situation that could affect the ability of fire trucks and ambulances from reaching a house fire, a heart attack victim in

need of intervention by EMS, or a child needing medical attention. The legal issue of the municipality failing to correct these situations could, in the future, lead to legal hardship for the municipality, which could easily prove that the safety of its taxpaying citizens were neglected.

Cleaning up grow ops another money grab Editor, The News: Re: Maple Ridge gearing for grow op clean up (The News, April 23). Maple Ridge wants to spend tens of thousands of our taxpayer dollars to clean up illegal medical grow ops. The district wants to hire a new bylaw officer at $70,000 a year, a bylaw clerk at $49,000 a year, and also provide a vehicle with an initial cost of $10,000. Are the present bylaw officers so busy that they are not capable of adding this to their duties? If the bylaw is passed and Health Canada provides the addresses of the medical grow ops, can the district provide this information to the RCMP and have them deal with these illegal operations? Bylaw director Liz Holitzki said that the approach would be gradual. If this is the case, why do

they need more officers and clerks, if they a casual approach is being taken? Are there that many personal medical grow ops in Maple Ridge to warrant these massive expenditures and the need for added personnel?

If the municipality really wants to make money, have a look at what the State of Colorado is making in tax dollars after legalizing marijuana. I’m sure there is a better use for our tax dollars. Maybe I am missing something, but it is beyond me why council is insisting on the stipulation to include affordable or rental housing for this property. The district states the location is premier property, so why not get the most out of it? Maybe those requirements are why it did not sell before. Developers also want the best value

for their investments. After that, with the better price for this property, if needed, buy property in a lower cost area for that elusive affordable housing. In that way, we would have a win-win situation. Mixed use commercial-residential development sounds good, as does green building principles along with park space and, in fact, would most likely attract the high-end buyers, although the use of a word like “iconic’ seems to be no more than a feeble at-

Pitt council vents about parks service Joint agreement review underway by Monisha M ar t ins staff reporter

Several Pitt Meadows councillors voiced their frustration about the parks department Tuesday as a review of the city’s joint service agreement with Maple Ridge nears completion. The city’s contract expires this year, so both municipalities are accessing whether the partnership still serves them well. Recreation consultant Brian Johnston jotted down a litany of complaints from Pitt Meadows council, ranging from the quality of service to the quantity. Coun. Gwen O’Connell, who works at the Wesbrooke seniors residence, said many seniors feel the seniors’ centre isn’t open enough and wished it was busier. “I envisioned we’d have like a Langley seniors centre or Burnaby. Those places are booming,” O’Connell said, adding youth have the

same concerns about their centre being open for too short a time frame. “There’s a lot of staff in parks and rec [sic] and I just don’t think we get our fair share.” Mayor Deb Walters noted there have been issues with Pitt Meadows public arts committee, a Canada Day celebration, the seniors’ and youth centres. “What really bothers me is we have these committees and people who want to grow events within our community, but there doesn’t seem to be the desire to nurture them to grow and become independent in Pitt Meadows,” Walters said during the meeting Tuesday. “I somewhat resent the fact that when we had problems ... it was our city hall staff who were dealing with the problem.” Walters would like to see more marketing of parks and recreation programs in Pitt Meadows. She noted that the youth centre seems virtually empty every time she visits it. “We get reports that there are all these kids in the youth centre,

but I go over there on a regular basis and we are lucky to have two. I don’t know where these numbers are coming from.” The per capita cost to provide parks and recreation services to Pitt Meadows residents was $95 when the last review was done in 2010. It’s projected to be $121 per capita in 2014. General manger of parks and recreation Kelly Swift said this spike in operating costs is a result of an increase in service since 2010, including park, program and facility developments in both communities. Examples include the South Bonson Community Centre, the Pitt Meadows Seniors Centre, MacLean Park, the Harris Road skate park and just-completed upgrade of the Pitt Meadows Family Recreation Centre. The last review found Pitt Meadows was getting a bargain on recreation services as its per capita costs were lower than other municipalities of the same size. Parks and leisure is expected to cost the city

$2.2 million in 2014, making it the second largest service cost in the budget after police. The city is spending $15,000 on a consultant to review the joint agreement, with Maple Ridge chipping in the same amount. A final report is due in June. Mayor Walter stressed there was no appetite for Pitt Meadows to create its own parks department. “I want to make it very clear that we appreciate our partnership with Maple Ridge and have a good working relationship that has serves us well,” said Walters, following Tuesday’s meeting. “Having said that, it is incumbent upon us to review the agreements from time to time to assure our residents that we are providing the best delivery of services for their tax dollars. We understand the benefits of sharing programs ... but at a time when we are watching our pennies and hearing from citizens who are asking what a Pitt Meadows own model might look like, it is timely to review.”

New Emmeline Mohun park in Hammond opens Saturday by Phil M elnyc h u k staff reporter

The pocket-sized park on Wharf Street has given Hammond residents close-up views of the water for several weeks now. As of Saturday, though, it will be officially open, with its official name, Emmeline Mohun Park. The name is a tribute to one of the pioneers of the area, who along with the Hammond brothers, set out the design of the original Port Hammond. The park was built last year on an acre of district land at a cost of less than $150,000. It’s considered a neighbourhood park, which local

people can access within five minutes walk. The park is located along Wharf Street in a residential area and has a winding pathway and sitting area, as well as access to the Fraser River. It’s also been designed so that people can see the river from the park, opening up access to the water in the neighourhood. Staff made the recommendation for the name to the parks commission which then referred it to Maple Ridge council, said Bruce McLeod, parks planning manager. Hammond resident Eric Phillips had criticized the park earlier, saying it was unsafe for small children because it

was too easy to the get to the water. But McLeod said getting to the water requires walking on a rough section of ground with rocks. People in the area have been asking for a park for a decade, Phillips said.

‘We don’t have a wonderful employer’ Budget from front

Sarah Nelson called it a “Sophie’s Choice” budget, a document which left the board to choose between two unbearable options. “I came to create, not to cut,” said Nelson, who urged parents to write to their MLAs, a call echoed by trustee Susan Carr. Carr told the room she was frustrated with the “whole mess of education underfunding.” “Contrary to the perception that has been created in our local papers recently, the board are not the enemy in the situation,” said Carr. “The power of boards has been systematically eroded over the past few years to a level where we are nothing but figureheads who have no real authority.” Carr urged parents and other taxpayers to organize a province-wide day of protest at MLA offices. Wear a colour, start a Facebook page, she said. “It won’t fly if only one or few do it. Everybody’s got to do it. Let’s pick a day, time and get the word out.” The board has urged the B.C. School Trustees Association to work with the province on a review of the current funding formula. “Parents and other citizens need to send a message to government that balanced provincial budgets can be achieved through reasonable, inflation-based annual tax increases,” said board chair Mike Murray, who did a bit of research to prepare his statement. Murray looked at his municipal property taxes for the past decade and discovered the municipal portion had increase by almost 50 per cent in that period, while the portion of his taxes that went to the province for school purposes declined by 16 per cent. Trustee Ken Clarkson, a former teacher, reminded the room that public education is for the common good and a cornerstone of democracy. “This government is making a conscientious choice to underfund public education,” said Clarkson. “Some say the government’s failure to adequately fund public education is because they wish to destroy it. Education is being commodified into a profit centre. Our children’s education is being sacrificed on the altar of money and power. We need you to express your concerns to government, nothing will change until the gov-

ernment hears from you.” CUPE workers still believe they are bearing the brunt of the cuts and filled the board room Wednesday. Following the meeting, a group of women who work in administrative and support positions gathered outside to vent their frustration. Some of them will see their hours of work re-

duced from 12 months to 10, while others said they were going to lose their jobs. “At the end of the day, 14 bodies is 14 bodies,” said Shawna Peake, who works at Garibaldi secondary. Most were glad to school trustees were finally being more vocal about the lack of funding for education from the

province and welcomed the call for protest. Gladys Hewson, a secretary at Blue Mountain elementary, felt she was being forced to retire. “It just saddens me,” said Hewson. “We used to have a wonderful employer. Now we work with wonderful people, but we don’t have a wonderful employer anymore.”

There’s growing concern that developers who unexpectedly uncover ancient aboriginal sites quietly discard archaeological artifacts and perhaps even human remains to dodge the cost and hassle of obeying provincial law. B.C.’s Heritage Conservation Act makes the property owner responsible for archaeological impact assessments on undiscovered heritage sites and pay all related costs before construction. But some observers say it’s time to revisit that requirement because the high costs deter proper reporting and compliance with the legislation. “What happens now is artifacts get found on a project and they’re real quick to put them in a dump truck and get them the hell out of there,” Delta artifacts trader Tony Hardie said. “They don’t want to have a bill, have a delay or have to deal with all the politics and red tape of having the First Nation involved.”

Metro Vancouver’s aboriginal relations committee voted Wednesday to urge the province to ease or eliminate the burden of archaeological costs for private property owners. The province so far insists it’s sticking to the “developer-pay principle.” But Belcarra Mayor Ralph Drew, the committee’s vice-chair, calls that a mistake. “If you want to increase the possibility of protecting archaeological heritage, then you need to motivate property owners to do the right thing in terms of reporting,” Drew said. He said the current law has good goals, but the huge downside of extra costs and delay actually spurs land owners to keep quiet and toss rare finds in the dump truck for disposal. Manitoba and Alberta already pay the costs of archaeological studies and interment of found human remains on behalf of property owners. Ontario property owners who uncover remains can ask to have their costs reimbursed if it’s deemed an undue finan-

Other heritage features covered under the act include old pioneer buildings, shipwrecks and even natural features like undiscovered caves. The issue is also before the courts. Victoria resident Wendi MacKay sued the province for $600,000 in costs, delays and lost value to her property after being ordered by the province to do archaeological work before she could build an addition to her house. B.C. Supreme Court last year found in her favour – on the basis the legislation didn’t give provincial staff the power to make such an order – but the government is appealing.

Picking the right ride for you By Alexandra Straub

L

ife on two wheels is incredible –just ask anyone who rides. But part of that appeal is finding a riding style that fits your personal preference. There are many different ways to get you on the open (or dirt) road to enjoy the best of the great outdoors. I’ll suggest some new makes and models to consider in each category, but by no means are these the be-all-end-all of choices. • Cruisers: Cruisers have mass appeal because of their low seat heights, generally comfortable ergonomics and ability to get you from point A to B

in style. Some models have the foot pegs stretched forward, some don’t. They might not be the most nimble bikes around but they certainly do have mass appeal. Better yet, they come in all different sizes, shapes and displacements making it even more accessible to riders.

Bikes: Honda CTX700, Yamaha Bolt, Harley-Davidson Superlow 1200T, Suzuki Boulevard C50. • Sport tourer: Want a sportier edge while still maintaining the comfort associated with riding

for extended periods of time? Consider a sport touring motorcycle. They’re generally not as heavy or as elaborate as a full on touring bike, so you get the best of both worlds. Bikes: BMW K1300S, BMW K1600GT, Yamaha FJR1300, Honda VFR1200. • Touring: When asked how I’d describe a touring bike I say, ‘not small.’ These machines are typically heavy, but come equipped with the technology and luxuries that can take you across the country and further. Their fuel tanks are generally much bigger so you can keep going for longer. Furthermore, storage compartments, relatively speaking, are quite generous. Bikes: Harley-Davidson Electra Glide/Ultra Limited, Honda Goldwing, Suzuki Boulevard C90T B.O.S.S. •Trials: Those looking into trying riding without the

Confessions of a Curber I was getting good at this, so I purchased a used vehicle in the U.S. and imported it. It didn’t have any airbags, so the warning lights were on. But I wasn’t picky. I knew, based on my other tricks, I could solve that before I had it inspected and registered. You just couldn’t be too worried about the truth. I Googled airbags. I saw I had three options. Get certified replacements installed at a repair shop. Buy some and install them myself. Or, override the warning light. I called and found that the first option was out of the question. Way too expensive. But, option two had some promise. There were cheap ones online. Of course, there were some warnings about dangerous fake airbags. Option three, overriding the warning lights, went too far – even for me. You can find how-to videos about anything on the web. So, I ordered cheap ones and had them sent to my U.S. mailbox. I used a buddy’s garage and put them in. Bingo! The warning lights went off and I was on my way. Soon, I had an ad up on several classified websites: Great car for sale. Moving out of the country and need to sell fast! Good condition. Recently inspected. Call cell. I’m flexible on price!! I couldn’t believe how many calls I had. I found my buyer not long after. A nice man about my age; divorced with three kids. That’s all I know about him – I don’t like getting too personal. I was actually honest about the vehicle this time. I told him that the car had been in an

accident and was from the U.S. I asked if he wanted a vehicle history report*, but he declined. He appreciated my honesty, as he’d gone through a few bad deals. With the transaction done, we parted ways. Then I got a call from my buddy. Being a curious person, he’d read the boxes the airbags came in that I’d left at his shop. “You installed counterfeit airbags,” he said. “So? They look identical to the original airbags,” I said. “I’ve seen videos of bogus airbags catching fire and with metal bits exploding when they deploy. They’re not safe,” he scolded. I’ll take my chances, I thought. It would only be a problem in an accident. The next day, my buddy left a message. He ended our friendship. Whoa, chill out. A guy’s got a right to make a few bucks.

A 2014 Honda CTX is just one cruiser bike. high speeds might fall in love with trials riding. But get ready for a workout. If you look, there’s no seat. That’s because you’re meant to stand. Trials is a slow speed type of thrill where you manage obstacles and find ways to do things that even you didn’t think was possible. Think: riding up huge logs, up steep hills and over some interesting terrain. Either way, it’s a lot of fun and both physically and mentally challenging. Bikes: Montesa Cota 4RT, Beta 200, Gas Gas TXT Pro. • Dirt bikes: Playing in the dirt has never been so much fun. No, really, it’s true. Whether you’re young or young at heart, dirt bikes are a great way to enjoy

the outdoors. Dirt bikes are restricted to the dirt, meaning, unless you have a dual sport bike that has a license plate, you can’t ride them in the road. That said, they’re generally quite affordable and are extremely durable. Since there are so many different kinds to choose from, I’ll list the manufacturers that make them Bikes: Honda, KTM, Yamaha, Husqvarna, Kawasaki, Suzuki, Aprilia. • Adventure: Take the road less traveled, but take the road when you want. Adventure bikes have an uncanny ability to get you through some incredible terrain. Bikes: BMW F700GS/ F800GS/R1200GS, Suzuki V-Strom, KTM 1190 Adven-

ture. • Sport: If you’re looking for the ultimate performance machine, a sport bike is the way to go. These are the bikes that are generally designed with the racetrack in mind but are street legal. They have more horsepower than you’ll ever need and harness the engineering prowess of the best of the best. That said, they have an aggressive seating position and aren’t always suited for taller riders. Then again, if we really want something to work, we make it work. Bikes: Ducati Panigale 899/1199, MV Agusta F3, Honda CBR600RR/1000RR, Suzuki GSX-R 750/1000, Yamaha R6/R1, Kawasaki Ninja.

• Naked: No, I’m not suggesting riding in your birthday suit. Naked bikes tend to have a more upright seating and handlebar position and are devoid of fancy bodywork covering the engine and mechanical components. You still get quite a bit of sportiness out of these, but without the aggressive seating and the stress on your wrists. Some naked bikes are: Triumph Street Triple, Triumph Speed Triple, Ducati Streetfighter 848, Honda NC700X, Yamaha FZ-09. Of course, there are café racers, customs bikes and more. Take your child to work day By Keith Morgan

G

eneral Motors has put a new spin on ‘Take your child to work day.’ You can’t put them to work while they are learning what mom and dad do, but they can be useful as experiment subjects. The so-called Human Factors group conducts about 100 studies globally into how people interact with their vehicles. Having children around means group members can test such things as seat belts. No, they don’t crash test the cars, but they do examine how easy it is for children to buckle up. “Working with children on Take Your Child to Work Day is an excellent way for us to expand our pool of feedback,” said Don Shreves, GM Human Factors engineering group manager. “Our group and research is very data-driven,” he said. “Designing every element to a vehicle comes down to millimetres. While a door handle

placement or seat switch might feel right to the designing engineer, we come in with data points from real consumer feedback, including kids, to help determine the best location.” This year during the special day, the Usability team conducted a study looking at the Buick Enclave’s third-row safety belt buckles. The kids were asked to use smiley faces to compare and rate the ease of fastening the safety belt based on a five-point scale. A previous study dealt with a sickly problem that many of us have faced on trips with young offspring. In the early days of DVD players in cars, there were many kids forced to reach for the barf bag during a long journey. Not now and some credit must go to Shreves’ group who figured out how to place the screen outside of what they charmingly refer to as “the puke zone.” Shreves explains, sensitively: “We know through other scientific research that even if our eyes are

focused on a fixed point – if we can see the outside passing by in the window – our brain is telling us that we are moving. “But if our eyes are at a downward angle and do not see the view outside the vehicle, our bodies become sensitive to motion and increase the chance of sickness.” The team’s goal was to keep passenger’s eyes up and in a given spot. Determining that precise location required setting up a DVD screen on a track that could slide fore and aft along the roof of an Enclave. Researchers recorded the responses of more than 75 kids who were asked when the screen distance was too close and too far away. From there, the data was graphed and compiled to determine the best location. The results were turned over to the vehicle engineering team to integrate into the Enclave’s design. keith.morgan@ drivewaybc.ca

The Greater Vancouver Home Builders’ Association celebrated the top companies in the Metro Vancouver residential construction industry at the Ovation Awards, held on April 26 in downtown Vancouver. “Homeowners in Metro Vancouver demand the very best when it comes to the design and construction of their homes,” says GVHBA Chief Executive Officer Bob de Wit. “Vancouver is a leading-edge city and the design and construction of our homes reflects this. We are proud to be working with worldclass builders, designers and renovators.” Several companies won multiple awards. Among them was Best Builders, who went home with six awards, including Custom Home Builder of the Year. Their other awards were for Best Kitchen and Greatroom Renovation for Reviving the 70s in association with Sarah Gallop Design Inc., Best Accessible Renovation for The Homecoming, Best Renovation $300,000 to $499,999 (for Reviving the 70s), Best Custom Home: Over $1.5 Million for Orchard Way and Best Outdoor Living Space: New or Renovated, also for Orchard Way. Sarah Gallop Design was honoured with the Best Interior Design Custom Residence: New or Renovated for the Reviving the 70s home as well. SGDI also took home the Best Kitchen Renovation $50,000 to $99,999 for Green With Envy. Shakespeare Homes was also the winner of multiple awards, including Renovator of the Year – Large Volume. Euro Canadian also took home the award for Best Townhouse/ Condominium Renovation. pring is a time for renewal, and if your kitchen needs a new look – and if you don’t have the budget for a big renovation, try a little paint to freshen things up.

Paint is a serious look-changer for any kitchen, particularly when it comes to the cabinets. Whether your cabinets are currently stained or painted, you can make a great transformation for a minimal financial investment. Certainly you’ll have to invest some sweat equity. But if you have more time than money, painting your cupboards is just the ticket. To get you started, Ron Molema, branch manager for the Maple Ridge Cloverdale Paint store, has some thoughts on how best to tackle the project. As with most do-it-yourself projects, says Ron, the key is good preparation. If you do things properly, and in the right order, the project should go smoothly – and your blood pressure should stay relatively level. The first step is to determine what kind of cabinets you have, and what colour you want to paint them. If your cabinets and doors are made of wood, stain is certainly an option, depending on what’s currently on them. If they’re made from other kinds of materials, your options will likely be more limited. Get some advice from a paint expert like Ron, or if you happen to know a painter or cabinetmaker, ask away. “One thing to keep in mind with stain is that you won’t be able to go

Ron Molema says the key to painting your kitchen cabinets is preparation.

lighter; you will always have to go darker,” says Ron. “With paint, it’s not such a big deal.” Once you’ve sorted out the kind of materials you’re dealing with, and the colour, the next step is cabinet and door preparation. After removing all hardware, Ron recommends you start by giving the materials a good cleaning with trisodium phosphate (TSP); use according to the instructions to remove dirt, grime and grease, and let the materials dry thoroughly. Be careful, he adds, about using other

products because some of them will leave a film that inhibits the ability of the paint and primer to adhere to the cabinet materials. If you’re staining – and possibly if you’re painting – you’ll want to remove the old stain or paint. For this you’ll need lots of elbow grease and some good paint stripper. Again, use it according to the instructions and things should go smoothly. Yes, it’s a messy job, but it will make the end result so much better. After you’ve cleaned and stripped,

says Ron, a light sanding followed by a quick wipe down to remove any leftover dust or moisture is in order. Now you’re reading to paint. Ron suggests you get yourself a good primer as an undercoat to ensure the paint goes on smoothly afterwards. He recommends using something like Bullseye 1-2-3 because it offers terrific adhesion properties, and because it is mold and mildew resistant. With the primer applied, the next step is the painting. You’ll want to use a latex paint or stain.

For equipment Ron recommends a paint sprayer – if you can get your hands on one – to get the best possible finish. Just make sure you do a good job of taping and masking off everything you don’t want painted. If you can’t get a sprayer, a non-foam roller is the next best option; if the doors have nooks and crannies then a thicker roller to get into those hard-to-reach places is a good idea. You could also use a poly-blend bristle brush, but stay away from natural bristle, as it tends to soak up paint and make things more difficult. Once the latex paint is applied let it dry for 24 hours before you re-attach the hardware and put everything back together. It takes about 30 days to fully cure, so go easy on your “new” cabinets for a while to avoid marring the finish. Robert Prince is a freelance writer who lives in Maple Ridge.

VICTORIA – The B.C. government has unveiled its plan to match up skills training with emerging jobs in resource development by redirecting post-secondary funding and financial aid toward occupations in demand. The plan emphasizes industrial skills such as welding, pipefitting, heavy equipment operation, truck driving and concrete finishing. But ministers and officials stressed that it also includes engineering, health care and other occupations where jobs are projected to increase. The main shift for colleges and universities is that within four years, a quarter of their operating grants will be targeted to programs with identified demand from the job market. Employment data will determine post-secondary funding,

instead of the tradition of block grants to post-secondary schools. Ministers avoided identifying areas that will lose funding, but have previously cited far more teaching graduates than there are jobs in the school system. Premier Christy Clark has lamented a system where students receive a bachelor’s degree and then must take additional training to qualify for jobs. Education Minister Peter Fassbender outlined a plan for K-12 schooling that aims to double the number of spaces for high school students taking industrial training in high school to 5,000 in two years. Students in these courses get college credits while still in high school, allowing them to go to work more quickly. The ministry is also revamping its kindergarten to grade nine curriculum to give it more emphasis on “hands-on learning” and exposing students in earlier grades to the range of jobs they can expect when they graduate.

Jobs Minister Shirley Bond said the Industry Training Authority will soon get a new board of directors and industry advisory councils to provide up-to-date information on job market needs. NDP leader Adrian Dix said the overhaul of the ITA to restore union representation on its board shows that the model set up 10 years ago has been a failure. He also questioned how the education system can be restructured without adding new resources. “We need investment in skills training,” Dix said. “Instead what we have is a ministry of reallocation, which will cause considerable problems in the system and will not, I think, cumulatively give young people what they need.” Advanced Education Minister Amrik Virk said the student loan program will also be adjusted to market demand, with loans reduced or forgiven for students who graduate with indemand skills and are willing to move to get work.

FHA halts planned fecal transplants Doctors insist therapy a life saver by Jef f Nage l Black Press

Fraser Health has halted plans for an unusual treatment of implanting feces into patients threatened by potentially deadly infections after the federal government objected. Fecal transplants are thought to be a way to introduce healthy gut bacteria that can crowd out and replace dangerous bacteria such as C. difficile. Stool from healthy patients can be added via enema or a tube down the throat. Doctors at Burnaby and Ridge Meadows hospitals were to provide the therapy to patients whose recurring C. difficile infections haven’t been cured by antibiotics and have battled chronic diarrhea. The physicians have argued fecal transplants are effective and could have saved the lives of multiple patients who died of C. difficile infections at Lower Mainland hospitals in recent years. Health Canada, which

considers the treatment investigational, recently stated it can only be performed within clinical trials, which it has authorized in other provinces but not in B.C. Dr. Elizabeth Brodkin, medical director of infection prevention and control at Fraser Health, said Fraser has put the pilot project on hold in response but she still strongly supports the concept. “We are fully committed to bringing this procedure to our patients in the near future as we know it can save lives,� Brodkin said in an emailed statement. Fraser didn’t believe fecal transplants would be considered an experimental drug limited to clinical trials until it got notification from Ottawa. “We aren’t considering a clinical trial for this procedure, as we feel there have been sufficient clinical trials to show that this treatment is safe and effective,� Brodkin said. She said the health authority first confirmed that the College of Physicians and Surgeons of B.C. had no objection to physicians using the

treatment. Brodkin points to a European trial that was halted early after it cured 94 per cent of C. difficile diarrhea sufferers compared to 27 per cent for the powerful antibiotic vancomycin. The findings, reported in early 2013 in the New England Journal of Medicine, concluded it was significantly more effective than antibiotics – three to four times more likely to cure the infection. Fraser Health’s first fecal transplant was performed in 2010 at Burnaby Hospital by Dr. Jeanne Keegan-Henry. Fraser Health’s own newsletter hailed Keegan-Henry for pioneering the procedure in an article titled “The S**t Disturber.� It recounted how she bought a blender, labelled it ‘Don’t use for food’ and churned up a diluted mix of a healthy donor’s feces that she then implanted via colonoscopy into a C. difficile patient who was near death. A second implant was performed a year later by Maple Ridge Dr. Ed Auersperg but officials ordered a halt as they

hadn’t been approved. The health authority reconsidered the issue last year and decided to pursue the new pilot. Donors would have been screened to prevent the spread of diseases – the main cost of the procedure. Keegan-Henry told the newsletter the “ewww� factor is the main objection, but not usually from patients. “By the time you’ve had diarrhea for two to three months, if someone says ‘I’m going to do something absolutely disgusting to you and within an hour you will stop having diarrhea and you may never have it again’ you’d be surprised how little resistance there is.� She described the fecal implants as a “cheap and easy� fix to an awful “heartbreaking� disease that incapacitates victims for months and kills some of them. “I don’t have any doubts this will save lives.� Fecal transplants have gained attention in recent years as a potential treatment for other intestinal disorders as well.

Pay-by-plate comes to TLink parking lots by Jef f Nage l Black Press

TransLink is switching its paid park-andride lots to a new system where drivers will enter their licence plate number instead of the parking stall number. The pay-by-plate system arrived in April at Surrey’s Scott Road Station park-and-ride and at the expanded South Surrey Park and Ride. It will roll out to others in the months ahead, according to Sany Zein,

TransLink’s director of infrastructure and network management. “The long-term trend in the industry is it’s expected to become uniformly pay-by-plate,� he said. Staff use car-mounted automatic licence plate scanners to quickly scan the lot and determine if any vehicle is there that hasn’t paid. For TransLink, there are minor savings from no longer having to periodically repaint stall numbers. Customers only have to

remember their licence plate, not the stall number, Zein added. Motorists who park at the same lot more than once in a day now are

assured their payment is good all day – in the past they had to pay again if their original stall was occupied on a second visit.

ody Osborn’s ascent to the status of elite wrestler has been fast, and hints that there could be a high ceiling on his talent.

Osborn started wrestling with the Westview Wildcats in Grade 8, but only started club wrestling a year ago. Joining the clubs, which offer more opportunities for training with some of the best grapplers in their region, is the sign that a kid is taking the sport seriously. They become the best of the best. This year, Osborn won silver in the provincial championships, and it could easily have been gold. He lost the B.C. final to a kid he had beaten two weeks earlier. “I didn’t have a good match,” he said. However, at the nationals in Winnipeg last month, Osborn left with a bronze medal and

absolutely no regrets. He lost his first match to the eventual national champion, and then took six straight to win the bronze. “I was pretty happy. Even against the guy I lost to, it was a close match,” he said. He wonders what might have been. Osborn had to cut a lot of weight to get down to his 63 kg weight class, and the effects of that lingered through his early matches. “It took me time to recover, and it left me feeling pretty drained,” he said. Osborn is fit, with great cardio, but those first matches left his chest heaving. “Throughout the day, I gained my strength back.” He dispatched his opponents in tough matches. His patented move is the cross-ankle, which sees him wrap his arms between an opponent’s legs, when they are laying on their front, and then roll, painfully wrenching their legs, and turning them for points. The tournament ended with him on the podium, a national bronze medal around his neck, and recognition that he’s one of the na-

tion’s best high schoolers. He also took national bronze in the Greco wrestling style, which does not allow fighters to grab the legs. It is based on upper-body grappling and throws. Osborn had limited experience, but used a few basic moves, like the classic bear hug, to reach the podium for a second time. His trophy case has two provincial bronze medals in addition to this year’s silver, a Canada Games bronze, and gold from the B.C. Summer Games. Wrestling means more than medals to Osborn. “It has developed me a lot as a person,” he said, clarifying that the sport has left him stronger and more confident. “I know I can compete at the highest level. To be a good wrestler you need determination. Heart. You’ve got to believe in yourself.” The sport is tied to his future. Numerous Canadian universities are interested in having him join their team. He is planning trips to Saskatoon and Winnipeg, to see what the

universities of Saskatchewan and Manitoba have to offer. “You can be successful in any wrestling program, if you put in the work,” he asserts. Simon Fraser is high on his list. He has already trained with the Clan wrestling team, and they have taught him a lot. He also likes that they compete against tough U.S. schools. “And their style fits my style perfectly – they’re grinders who wrestle all day.” “Grind” is the word. Collegiate wrestlers do endurance training, strength training, and spend hours on a daily basis wrestling other people. “It’s got to be one of the hardest sports out there,” said Osborn. “Experience and talent will take you only so far…” He wants to pursue an education in kinesiology and the health sciences, with fitness and nutrition being his areas of interest. His new goal, starting this September, is to win a national championship at the university level.

Two ‘99s taken in WHL draft Two Ridge Meadows Minor Hockey Association alumni were taken in Thursday’s Western Hockey League bantam draft. Brett Didyk, a 5’11, 170-pound rightwinger for the Burnaby Winter Club Bruins this past season, was taken in the fourth round, 83rd overall by the Medicine Hat Tigers. Brandon Armstrong, a 6’3’’, 200-pound defenseman at Okanagan Hockey Academy, was taken in the fifth round, 92nd overall by the Moose Jaw Warriors. Didyk and Armstrong played together on the RMMHA peewee A1 team two years ago. Didyk then left to join BWC, while Armstrong stayed one more season before leaving for OHA.

It is with great sadness that we say goodbye to the most caring, giving and loving wife, Mom, Gramma, sister, aunt and friend. She lived her life for others, always there to help when needed. She was an entrepreneur, Chairperson for Citizens for Better Mental Health and advocate for all. Wendy Anne Nielsen (nee Brown) passed away peacefully after a brief but hard fought battle with cancer at age 62. She is survived by her husband of 40 yrs, Ejnar (Ike), 3 children Michael, Shayley and Michelle. Her granddaughter Nevada, sister Susan Johnson, father Robert Johnson, and many nieces and nephews. She is predeceased by her mother Nelly (1984), father Frederick (1954), sister Brenda (1989), brother Robert (1958). We know she will be watching over us all until we meet again. We all love you and you will be greatly missed. In lieu of flowers please donate to the Burnaby General Hospital Palliative care unit. Services will be held at the Garden Hill Funeral Chapel, 11765 224th St., Maple Ridge on May 3, 2014 at 11am.

Layla went to be with her Lord on April 29, 2014 at the age of 30 years. Layla’s passions in life included fastpitch softball in sports, being a paramedic professionally, and spending time with her family and friends. SMITH, Jose Madeleine June 29, 1957 - April 13, 2014 Jose passed away in Ridge Meadows Hospital April 13, 2014 at the age of 56 following a short battle with ALS. Born in Vancouver she moved to Maple Ridge in 1988 to work and raise her family. She worked as a Certified Dental Assistant for three local dentists. An avid gardener she volunteered at the Intergenerational Garden on Edge Street. She will be greatly missed by husband Ken and sons Daniel Floritto (Jessica) and Nicholas Floritto. WILLIAMS, Martin David Our dear Martin has left us suddenly on April 10th, 2014 after 79 great years. The kindest man in the world was a father to Nick (Emily) and Rosalie, and a loving partner and best friend to Marie Beaudoin of Salt Spring Island. The youngest of five, Martin was born to Fabian and Joyce Williams in Maple Ridge. He was predeceased by his parents, and brothers Nick and Chris, and sisters Jocelyn and Jennifer. Among those close to him, he leaves behind Nick’s mother Jo Lundstrom (Nelly), and nephews Oliver Coomes, Ian Ralston, and Evan Williams. In Maple Ridge he is deeply missed by Doug, Dorethy, Sean and Ross Noble. Martin moved to Salt Spring Island in 1979 where he will live on in the trees and garden he planted, and the house he built, and the hearts of countless people he touched. Martin, Dad, you will be dearly missed. We ask that in memory of Martin, you do a random act of kindness and donate blood to the Red Cross in his name, as Martin was a Gold card blood donor. A Celebration of his life will be held May 17, 2014 in Ganges.
