White Rock workers dub job action ‘Wayne’s strike’

History-making strikers target mayor Tracy Holmes Staff Reporter

Tracy Holmes photo

Local president Mike Guraliuk calls ‘shame.’

Applause and calls of “shame” were repeated outside White Rock City Hall Friday morning, as unionized workers from as far away as North Vancouver gathered in a show of “solidarity.” The rally was organized to mark the first day of the city’s first-ever strike, which launched early Friday with pickets and a call to “stand up for our rights.” The union gave the city 72-hour notice of the

job action Tuesday, after mediated bargaining did not bring the two sides to an agreement. Some of the placards carried by city staffers clearly took issue with a statement made by Mayor Wayne Baldwin to Peace Arch News earlier last week that the issues driving the job action are “trivial.” The workers – who donned placards bearing such statements as ‘Wayne’s strike’, ‘Long-term disability not trivial’ and ‘United for fairness’ – were joined later in the morning by CUPE BC president Mark Hancock

and Surrey local president Jeannie Kilby. Kilby described the local having to go on strike as “unfortunate,” and pledged the support of Surrey’s “sisters” and “brothers.” “The 3,000 of us in Surrey will stand behind and beside you,” Kilby told the crowd. Baldwin told PAN Thursday evening that while he didn’t intend for his earlier comment to sound “flippant,” he maintains the sticking points “are not the kind of issues one would go on strike with.” i see page 5

Surrey offences on rise

Newton crime rate shoots up Kevin Diakiw Black Press

Police statistics for the first quarter of 2014 indicate Newton is one of the most dangerous places in Surrey – and it’s getting worse. Half of the city’s sex assaults so far this year occurred in Newton, and people were almost as likely to be assaulted or robbed there as they were in Whalley, over the first three months of this year. Newton’s number of Criminal Code offences jumped by 36 per cent compared to the same period last year, an increase not matched in any other community in Surrey. Citywide, the number of total offences was up 21 per cent. The number of murders was way down in Surrey so far, dropping from 11 in the first three months of 2013 to just one in the first quarter of this year, according to the statistics obtained by Black Press. Of crime increases in Newton, most notable were sexual assaults, which jumped to 28 from 18 assaults during the same period last year, a leap of 56 per cent. Business break-and-enters were up 68 per cent, theft from vehicles were up 79 per cent and fraud skyrocketed 150 per cent. i see page 2 rd

‘100-year event’ drenches Peninsula Tracy Holmes Staff Reporter

Heavy rainfall wreaked havoc in parts of South Surrey and White Rock Sunday and overnight, flooding roads with water and debris. Monday morning, 16 Avenue remained closed to traffic between 168 and 176 streets, as crews worked to clear mud and gravel from both lanes. Rob Constanzo, Surrey’s acting operations

manager, said the mess was the result of “a 100-year rain event” in combination with a rising tide. The weekend rainfall was more than typically seen in the entire month of May, he said. “Over the weekend, we had 91.6 mm… with 86.2 falling on Sunday,” Costanzo said. In White Rock, 21.2 mm fell between 3 and 4 p.m. Sunday, and another 12.6 mm fell between 5 and 6 p.m. “So the storm was basically a 100-year

event… between 6 (p.m.) and midnight)… and it was a 50-year event over the 24-hour period.” East White Rock and South Surrey were the hardest hit. Surrey crews closed 16 Avenue around 9 p.m. Sunday, after a ditch in the 17200-block overflowed, sending four-inch-deep water and debris surging across the roadway. The road was expected to reopen Monday afternoon (after Peace Arch News deadline). i see page 2

Murder, robbery, arson drop

i from page 1 People found in possession of offensive weapons also increased by 79 per cent in the embattled community this year. The good news for Newton is that robbery was down 18 per cent, theft over $5,000 dropped 65 per cent and arson fell by 50 per cent. All those offences dropped by similar magnitudes citywide. While the number of people caught with cocaine dropped by 47 per cent in Newton, overall drug offences jumped by 22 per cent. Newton was the only community that saw an increase. Police enforcement increased in Newton since the tragic murder of hockey mom, Julie Paskall, on Dec. 29 last year. More officers have been added, along with bike patrols and private security around the Newton bus exchange. Despite these efforts, total violent crime was up 10 per cent in Newton in the first quarter of this year, compared to the same period last year. It’s a figure unmatched in

any other Surrey community. The numbers may sound familiar. Black Press reported in February that Newton’s violent crime was on the rise in 2013. At the time, Surrey RCMP Sgt. Dale Carr said some of the numbers can be explained by the comfort people are getting in reporting crime. Carr said Mounties have been on a campaign to encourage people to report sex assaults. The higher numbers, he said, are a result of that initiative. “We will likely continue to see that number rise, only because people are becoming braver to report it,” Carr said. “Because it’s such a horrific crime, oftentimes the victims want to leave it behind them and do not want to come forward.” In a community-by-community breakdown of the 21 per cent citywide rise of Criminal Code events, 10 per cent of the rise is attributed to Newton, 29 per cent in Guildford and Fleetwood, 11 per cent in Cloverdale and five per cent in South Surrey.

More than system can handle

i from page 1 Surrey deputy fire Chief Dan Barnscher agreed the Semiahmoo Peninsula’s south end “got swamped.” Dispatchers fielded 259 non-emergency public-works calls on Sunday – nearly triple the 87 recorded the day before, he said. Firefighters helped out as much as possible, he added. Such was also the case in White Rock, where the volume of rain exceeded the capacity of the Habgood Street pump station. “It was more rain than our system can handle,” said Greg St. Louis, the city’s direc-

White Rock

tor of engineering and municipal operations. St. Louis said additional city workers were called in at 5 p.m. Sunday to help with the “high-intensity rainfall,” which necessitated a short road closure on Marine Drive between Stevens and Keil streets. The workers were able to head home by 11 p.m. Extra pumps were brought in to direct the overflow onto the Semiahmoo First Nation property, so that it could drain into the Little Campbell. The band was “very co-operative,” St. Louis noted. Cleanup efforts continued Monday morning.

Surrey police committee informed of internal savings to pay for boost

Officer hires increased to 30 this year Kevin Diakiw Black Press

Surrey is more than doubling the number of RCMP officers it was planning to hire this year – a move made possible through savings identified by the federal force. Surrey’s police committee proposed Monday that the city increase the number of planned officers by another 18, adding to the dozen already included in the 2014 budget. That will bring the total number of Mounties added to the detachment this year to 30, raising the overall roster to 703 members. The extra hiring has been made possible thanks to RCMP cost efficiencies related to health plans, fleet changes and improved division administration, the committee was told. Surrey RCMP Chief Supt. Bill Fordy told committee members Monday that the cost

of the officers will be met entirely through these internal savings. “We have established efficiencies in our service-delivery model, (and) our ability to respond to calls at a local level, but at the national level, we’re noticing differences across the board on a broader spectrum,” Fordy said. Mayor Dianne Watts said in an interview that it’s the kind of policing numbers Surrey has been wanting for some time. Black Press has learned that Fordy asked for 27 officers during budget discussions last year, but was given only 12. If overtime is a measure of workload, the Surrey detachment is clearly in need of more officers. The Mounties exceeded their annual $4-million overtime budget by another $2.7 million last year.

Kevin Diakiw photo

Surrey RCMP Chief Supt. Bill Fordy and Surrey solicitor Craig MacFarlane. Fordy confirmed those figures on Monday while adding 2013 was a particularly busy year. That included a record 25 homicides in Surrey last year, and Fordy said that while

the Integrated Homicide Investigation Team takes custody of those files, Surrey Mounties assisted in all of those investigations. “We know that the first 72 hours (after a homicide) are crucial,” Fordy told Black Press. “What we try to do in major case management is front load those investigations (with personnel).” Doing that often means calling officers in for overtime work. In addition to the homicides, Surrey RCMP has had numerous large files so far this year. “We had three particular undertakings this year which affected the property crime rates,” Fordy said. He added there’s no question the addition of more officers will allow the force to reduce the overtime costs. The new Mounties are expected to arrive this fall.

White Rock utility

City eyes vote over water plan Tracy Holmes Staff Reporter

If the City of White Rock decides to go ahead with the purchase of its water utility, White Rock residents will likely have the final say. Mayor Wayne Baldwin said last week the anticipated cost of the purchase from water-provider Epcor is expected to trigger a referendum. “Probably be a bigger chunk of change than we can borrow without going to referendum,” he told Peace Arch News Wednesday. “The advice I have is it will probably exceed our borrowing capacity.” City council decided last year to explore the case for purchasing its water utility. The move was announced in the midst of Epcor’s application to B.C.’s deputy comptroller of water rights for approval to carry out $11-12 million in upgrades to the city’s water system. At last week’s council meeting – the same night the city’s 2014 property tax rate was adopted – resident Ken Jones asked how much of the city’s budget had been allocated to expenses related to the water purchase. “Nothing, because it’s not going to happen this year,” Baldwin said. He explained to PAN Wednesday that he “just couldn’t see us getting it through before Dec. 31 of this year, given all the bureaucracy we’ve got to go through.” Financial services director Sandra Kurylo said $40,000-50,000 was approved to conduct a valuation of the water system; a process she said is still underway by KPMG. She said any further funds required would have to come from the city’s contingency budget. Baldwin said if a referendum is called, it wouldn’t happen until mid-November. Depending on the outcome, the city could be making the purchase “early in the year,” he said.

17 sex-assault charges against three Kevin Diakiw Black Press

Three people have been charged in relation to two separate violent sex assaults in South Surrey more than a year ago. A total of 17 charges were laid April 17 against three men, including Simranpreet Singh Dhillon, Sukhraj Singh Chahal and Gurjinder Sodha. In both sex attacks, the victims were sextrade workers who were picked up by two men who were unknown to them. The first attack was on Aug. 12, 2012, when a woman was picked up near King George Boulevard and 91 Avenue. She was driven to a secluded area of Colebrook Road and violently assaulted. The suspects charged in that attack were Dhillon and Chahal.

Then on Oct. 18, 2012, another woman was picked up near King George Boulevard and 105 Avenue. She was also taken to a remote area of Colebrook Road, near 128 Street, where she was also physically and sexually assaulted. Dhillon and Sodha were charged in that incident. Dhillon faces two counts of sexual assault

with a weapon, two counts of possession of a weapon for a dangerous purpose to commit and offence, two counts of uttering threats to cause bodily harm, two counts of robbery and aggravated assault. Chahal has been charged with sexual assault with a weapon, unlawful confinement and robbery. Sodha is charged with sexual assault with a weapon, unlawful confinement and robbery. Investigators are concerned there may be more victims who have yet to speak with police. As a result, the Surrey RCMP is appealing for possible victims or witnesses to come forward. Anyone with information is asked to contact the Surrey RCMP Child Abuse and Sexual Offence Unit at 604-599-0502 or Crime Stoppers, if they wish to remain anonymous, at 1-800-222-8477 (TIPS).

State of the city address for White Rock I N T E G R AT I V E

Baldwin cites amenities Tracy Holmes Staff Reporter

For a strong future, it is “absolutely critical” that White Rock have a healthy and sustainable commercial core, says the city’s mayor. And changes implemented by the current council have put the city on the right track to do just that, Wayne Baldwin told a crowd of business leaders and politicians who gathered at White Rock Community Centre Thursday for the annual state of the city address. “We had to quickly change some of our policies and bylaws for dealing with investors,” Baldwin explained of a process that led to the city’s amenity contribution policy, which implemented a flat rate per square metre for density above three storeys. “The results were very positive,” Baldwin said. To prove the point, he cited four major development projects approved prior to the policy that resulted in minimal return for the city: the Newport (about to break ground on the former White Rock Muffler site); the

Tracy Holmes photo

Mayor Baldwin at the podium. Saltaire (at Thrift Avenue and Johnston Road); the Avra (in the 1400-block of Goggs Avenue) and the Royce (under construction in the 14800-block of Thrift Avenue). Of those, the highest return came from the Saltaire, which resulted in about $370,000 in onsite amenities. By comparison, the one project approved since the policy was enacted – the 12-storey Cressey, on Vidal Street – “their amenity contribution will amount to $650,000 and there’s another $100,000 on

top of that” for a walkway. In addition to reviewing the city’s strategic priorities – which include boosting arts as an economic generator; improving the waterfront; maintaining and improving police and fire services; and a focus on infrastructure – Baldwin touched on the city’s possible purchase of its water utility (see page 3). He noted that at present, Epcor sends about $250,000 of its profits from the White Rock operation to Edmonton every year, and that the amount will grow to $1 million after planned upgrades triggered by the 2010 boil-water advisory are complete. Undetermined is how much it will cost to acquire the utility and if residents will be in favour of the city borrowing the sum, he said. Baldwin spoke highly of efforts by task forces he created late last year to focus on public art, rail safety, the Centre Street road allowance, the East Beach promenade and Johnston Road. The mayor described the city’s future as “so bright and full of promise,” but not without its challenges.

Local union president Mike Guraliuk said the picket line continued until 4:30 p.m. Friday, and that no job action would take place over the weekend. The union promised to give the city 24 hours notice of upcoming job action, which will likely next target the operations yard. Those details were to be ironed out at a meeting Monday night (after PAN deadline), Guraliuk said.

Peace Arch’s own 911 call

I

t couldn't have been news for those who attended Peace Arch Hospital and Community Health Foundation's 2014 Partners In Caring Gala that some patients spend hours waiting for ER services in hospital hallways. It's been a message that's been repeated by doctors and nurses, often in the pages of the Peace Arch News, over the years – but a video prepared for the gala added a hefty emotional jolt. While some may be more comfortable with reports and balance sheets that paint a "nothingto-see-here" picture, there's no substitute for seeing the faces and hearing the voices of patients and their relatives who have experienced pain and anguish in hospital corridors. Some patients have a very lucky time at PAH. The timing of their problem coincides with a low level of demand and they receive the care they need without delay, and are up, out and functioning again with surprising rapidity. Sadly, that's not always the case. While those interviewed for the video echo a common refrain – that services, compassion and empathy they received at Peace Arch are excellent – there can be no denying one patient's qualifying statement: that she received the best possible care under the current circumstances. The fact is that Peace Arch Hospital's aging ER was built to accommodate 22,000 patients annually, and currently treats 50,000. As PAH emergency department program manager Judi Rae Kortje puts it, "the environment we have now is not conducive to providing excellent care." Emergency services head Dr. Jerrod Hendry is even more blunt in the video (which can be viewed on the foundation's website, www. pahfoundation.ca/projects/emergency-room). Not only does the lack of room mean many patients have to wait sitting up in chairs, or on beds where a curtain "is the only thing between you and everybody else who walks by" – others are spending their last moments in hospital corridors, he said. "It's degrading for the family and not respectful for the patient, but that's what we have right now," Hendry said. The good news is the hospital has a plan, and funding approval from Fraser Health, for a redeveloped ER three times the size of the current facility, on track to begin this year. But even with government funding, gifts and donations play a crucial role in creating a facility that meets needs. It's to be hoped that the foundation's current appeal to the community is – if not a wake-up call for local residents – a significant call to action.

Immodest proposal?

Good sense, good cents

An open letter to White Rock Mayor Wayne Baldwin and council. Re: Prides of White Rock to disband, May 1. Sorry to hear about the disbandment of the local Lions clubs and how this may affect the New Year’s Day swim in White Rock. Surrey’s United Naturists (SUN) would like to volunteer our services to help with the Jan. 1, 2015 swim off the White Rock boulder, especially with our history of having already held eight annual “Polar Bare Plunges” off the Crescent Rock boulder in South Surrey. Unfortunately there may need to be one slight change in the format… Naturally yours, Don Pitcairn, Surrey

Editor: Re: Trivial issue not worth strike: mayor, May 1. As a resident of White Rock and businessperson, I’m not particularly fond of unions, but I have taken the time to read over the union and city proposal. To be honest, the list of union demands looks quite modest. These are common requests we regularly see in the private sector, and we honour them as good employers. It just makes good sense and good cents in the long run. I’d like the mayor to clarify how much this would cost the city? Probably less than what you paid for that silly slogan, “City By The Sea.” I find the mayor’s comments very arrogant. If long-term disability benefits and an increase in cash-in-lieu are “trivial” to you, then why not give up yours, Mayor Baldwin? Very rich coming from a mayor and council who gave themselves very generous pay raises (editor’s note: to take effect after the November election) to “keep up with other municipalities.” The mayor enjoys the full benefits of long-term disability and full health coverage, then why not the employees?

More than a vocal minority Editor: Re: Leaders should speak for us, April 24 letter. Letter-writer K. Jones suggests Coun. Barinder Rasode somehow betrayed the wishes of South Surrey residents by voting in favour of the proposed South Surrey casino. It is suggested in the letter hundreds of residents held meetings and attended city hall in protest of the casino. Somehow, the writer seems to think their opinion was in fact the opinion of all Surrey residents. I hate to burst the bubble of K. Jones, but not everyone in Surrey or even South Surrey was against the casino. In fact, I think Rasode (‘Isolated’ councillor quits Surrey First, April 17) voted the way most Surrey residents wanted – not just several hundred or even several thousand squeaky wheels. Remember, there are more than 350,000 people in Surrey. If I recall correctly, our mayor caved at around 2 a.m. stating that she had received petitions with more than 5,000 signatures. I also recall reading that one particular voting block bragged about sending a petition with more than 4,000 names. So, let me see, if the mayor received several petitions with 4,000, 5,000, 6,000, 7,000 or even 10,000 signatures, it is still a small percentage of Surrey residents. If Jones is really interested in being represented in the chambers of city hall, he/she should rally all of their hundreds of concerned citizens and petition for a elected ward system of government where citizens would really have some input and one very powerful mayor could not force their will on all council. Party politics in city hall is not a good way to represent all citizens. The letter to the editor submitted by Mike Proskow (Surrey history repeats itself, April 8) is well worth reading before heading to the polls this fall. Andrew Johnston, Surrey

Honestly, I think it’s time to move on from the glorified strata council running this city and join the professional City of Surrey. With the numerous planning screwups and high taxes, I’m not sure what we’re paying for anymore. A ribbon cutter? A city manager who I understand wasn’t even at the bargaining table? Really, if you can’t afford what’s currently on the table and we the residents have to deal with a strike, then White Rock has more financial problems than I thought. My request to White Rock council is how much is the managerial operating budget for our city of 19,339 people? How much are we paying our city manager, planner etc., along with the salaries, benefits and expenses of council? Good thing this is an election year and you can all be replaced. Jeff Baumann, White Rock

Denying votes undemocratic Editor: Re: Officer’s role to remain neutral, April 29 letters. Regarding the letter written by Paul Griffin in answer to my letter, he has misread my initial letter (Tory offensive over elections, April 15).

I did not state chief electoral officer Marc Maynard should debate issues with parliamentarians. Instead, I said Democratic Reform Minister Pierre Poilievre would prefer to bully and insult officers of Parliament than to discuss and debate issues with them. My letter’s intent was to point out the ignorant and offensive attitude of certain members of this Conservative government. Further, as a Canadian I have the required identification to vote. However, other people may not have the required identification. They are not idiots. They are just Canadians without the required identification. This does not mean they should be denied the right to vote. In an open and democratic country where issues are debated openly and honestly by parliamentarians – and the use of closure of debate and the proroguing of Parliament is not the norm – the government would be encouraging and helping citizens to vote, not denying them the right to vote. Ian Routledge, White Rock

Artist Wyland’s vision 30 years ago is explained near White Rock’s mural.

Use the correct word Editor: Re: A sign of passion over Whaling Wall, April 22. Your description of the Whale Wall as the Whaling Wall offends me deeply. The wall depicts a pod of whales swimming in the ocean. Whaling is the industry of the hunting and

killing of massive numbers of whales. If you like the word, make it a little more realistic. Paint a boat with a whaler about to launch a harpoon at the largest whale. Let our whales swim on freely, unmenaced, even by the word whaling. Calvin J. Whitehead, Surrey

Stability critical Editor: I was more than surprised when I observed the City of White Rock trees being “butchered” along the bluff in the 15300-block of Marine Drive (Clearing concerns expressed after trim, April 24). The stability of this acute hillsides land which, by the way, is directly above the BNSF railway should have been determined first. It is the trees and their root systems that retain the soils of the bank, preventing erosion and thus the possibility of a landslide. I wonder if the City of White Rock was thinking and involved both an arborist and a geotech, the latter of which determines the behavior of soil materials. Would it not be ironic that these trees, butchered to improve the ocean view of a few select residents, causes a major rail derailment as a train rumbles past after the trees have died off? Editor: Author Brian Crowley with his book, Fearful Symmetry: The Fall and Rise of Canada’s Founding Values (2009), may well have written a Canadian manual for managing our future. He refers to the Canadian past and mishaps, offering recommendation to prevent it from happening again. For me, it is the importance of two principles: 1) being Canadians among Canadians, and 2) the commitment to marriage. Both issues seem to have fallen of the map because of poor political leadership, federal and provincial. Suan H. Booiman, White Rock

Deep-fryer determined as source by firefighters

Fire closes Tap Restaurant A fire Thursday afternoon temporarily closed a South Surrey restaurant “until further notice.” Deputy fire Chief Dan Barnscher said firefighters were called to Tap Restaurant, at 101-15350 34 Ave., at 1:30 May 1. Reported as an oven fire, crews quickly determined the source was a deep-fryer.

“The oil in the deep-fryer, somehow it ignited,” Barnscher said. Barnscher said no one was injured in the fire. Patrons and employees of the restaurant, as well as those in neighbouring businesses, “made it out safely,” he said. The bulk of damage was caused

by the water – including the restaurant’s sprinkler system – used to extinguish the blaze, Barnscher noted. There was “very little fire damage.” The restaurant needs Fraser Health’s OK before it can reopen, Barnscher said. – Tracy Holmes

Response filed

City replies to suit Tracy Holmes Staff Reporter

Legal steps to quash a bylaw amendment approved by White Rock council in February are “premature,” the city says. In response to a petition filed last month by two residents of the Belaire building located on Oxford Street at North Bluff Road, the city argues there is no basis for the legal proceedings. “Until Evergreen either applies for a development permit, or seeks to commence construction, it is premature to seek judicial review of any discretion that the city may or may not exercise in regard to development permit requirements,” the April 16 response states. The amendment in question received council approval in February and clears the way for a plan by Evergreen Baptist Care Society to build a 199bed facility at 1550 Oxford St., immediately south of the Belaire. The petitioners – Belaire strata president Dennis Lypka and George Holmes – claim council violated the city’s Official Community Plan and its procedures bylaw in not requiring the developer to apply for a major development permit. City officials disagree. “The comprehensive development bylaw is not inconsistent with the city’s Official Community Plan on any basis pleaded in the petition,” the response states. “The owner of the land has not yet applied for a development permit, and until the owner does so, there is no exercise of, or a proposed exercise of, a statutory power or statutory power of decision relating to the issuance of a development permit.” The city’s notes that the 12-storey height of the Belaire was the result of a special variance from the city. In an email to Peace Arch News, Lypka said he was surprised by the city’s suggestion the petition is premature.

Property taxes reduced It’s official – White Rock homeowners will not see as big a jump in property taxes as expected. Council voted unanimously last week to give final reading to an amended 2014-’18 financial plan. That means property taxes will

increase by 2.36 per cent this year, instead of 3.25 per cent. The dip means a property-tax increase of $70 for the average homeowner (instead of $96), and $25 for the average strata (compared to $35). – Tracy Holmes

A cache of stolen items were found following a search by Surrey officers.

Surrey pair accused of 55 break-ins Monique Tamminga Black Press

A 19-year-old man and 23-year-old woman from Surrey are facing dozens of charges, accused of keeping a hotel room and storage locker filled with stolen goods taken in a possible 55 different break-ins from Abbotsford to Squamish. On April 23, the Integrated Municipal Provincial Auto Crime Team (IMPACT) Enforcement Team observed an unoccupied Ford F350 pickup truck in Surrey and determined it had been stolen in Maple Ridge on April 10. The vehicle was associated to a break in at a house in Langley on April 19. On April 23, a male and female drove away in the Ford F350 and were arrested a short distance away.

A search of the vehicle and a hotel room in Surrey used by the pair revealed items that had been reported stolen from vehicles and homes during the last four weeks from Squamish to Abbotsford. On April 29, a subsequent search warrant was executed on a storage facility in Surrey where more items were recovered including garage door openers, vehicle insurance papers, more than 40 sets of keys, credit cards, jewelry, computers, laptops, cameras, mail, smart phones and hundreds of pieces of identification including passports, Nexus cards, government ID, credit cards and $5,000 cash. “Garage door openers should be treated just like keys and kept on your person,” said Insp.

Peter Jadis, head of IMPACT. IMPACT investigators will be contacting victims in an effort to reunite them with their stolen property. Brandon Russell Cumming-Hobson, 19, has been charged with multiple counts of possession of stolen property, driving while prohibited, identity theft and possession of a controlled substance. He has been held in custody and was due to appear in Port Coquitlam Provincial Court Monday, after Peace Arch News deadline. Samantha Rose Wooton, 23, is charged with multiple counts of possession of stolen property, identity theft and failure to comply with a probation order. A warrant was issued for her arrest last week.

White Rock woman has been recognized for her tireless work preserving Dutch heritage, culture and language in Canada. And up until the Netherlands consul general in Vancouver, Johannes Vervloed, asked Edith Bijdemast to stand beside him while she was visiting his home April 26, the retired Surrey teacher had no idea she was being honoured with the Knight in the Order of Orange-Nassau award. “I thought we were going to celebrate the (King’s Day or Koningsdag), so when I walked into the room and noticed that my sister, my sister-in-law and my brother were there, I thought ‘oh, that’s odd,’” Bijdemast told Peace Arch News, laughing. “Then when I saw the consul general and he

survived on eating tulip bulbs and sugar beets. That’s all they had for food,” Bijdemast said, noting her mother is now 90. “It was also one of the coldest winters on record and there was no fuel, so people were starving to death and dying of the cold.” Because of the liberation and rescue efforts of Canadians, the Netherlands and Canada have had a very strong bond, Bijdemast explained. Every May 4 – including this past Sunday at White Rock City Hall and at Royal Canadian Legion #008 – the Dutch community marks the liberation with a memorial service called Dodenherdenking. Previously held at Victory Park in Vancouver, the memorial service was moved to White Rock four years ago, with Bijdemast organizing the transition. She noted that each year, the

crowd continues to grow and she hopes that doesn’t change. “We want to teach youth that did not go to war that what they have today did not come on a silver platter, it is a result of people that really gave everything they had,” she said. On a larger scale, she added, Holland sends thousands and thousands of tulip bulbs to Canada each year to mark the liberation, including the tulips that can be seen outside of White Rock City Hall, near the cenotaph. “So when you look around and you see tulips, a lot of them have been donated by Holland,” she said. “When I’m there, at the service, I get quite choked up about it. Because if (the Canadian soldiers) didn’t come, my mother probably wouldn’t be here and me and my sister wouldn’t be here, either.”

Horses expected to draw large crowd in Cloverdale

Clydesdales to visit rodeo Jennifer Lang Black Press

Contributed photo

The Express Clydesdale will be coming to the Cloverdale Rodeo this year. Saskatchewan, the horses now only come to Canada “once or twice a year at most,” Stewart said. The horses are on the road more than 200 days a year, pulling a replica stagecoach or show delivery wagon and raising money for charities across North America. Astute royal watchers may remember the Clydesdales as equine escorts to Prince William and the

Duchess of Cambridge at the 2011 Calgary Stampede. The Clydesdales will perform at all five rodeo performances and there‘ll be ample opportunity to meet them outside of the Stetson Bowl. The 2014 Cloverdale Rodeo – along with the 126th annual country fair at the Cloverdale Fairgrounds – includes family-friendly entertainment, from

the midway to the West Coast Lumberjack Show. The Cloverdale Cowboy Cook-off Rib Fest and BBQ Competition is back, as is the World Freestyle Round-up, featuring the world’s best freestyle skateboarders. Tickets are $12 for grounds admission (children 12 and under are free) and $20 for rodeo performances – also free for children 12 and under.

It’s a dream come true for local drafthorse fan Terry Stewart this upcoming May long weekend, when Cloverdale welcomes a team of picture-perfect equine stars to the Cloverdale Rodeo. The Express Clydesdales are a team of six heavy draft horses that will appear at a number of events during the 2014 Cloverdale Rodeo and Country Fair – and in the historic town centre – May 16-19. Wherever they appear, the horses draw admirers. Prized for their rare colour – black, with a white blaze and legs – the Clydesdales weigh 2,000 pounds, stand six feet tall or higher and wear shoes the size of dinner plates. Stewart, who owns Express Employment Professionals in Clover Square Village, has long wanted to bring the black beauties to town. “We’ve always been rodeo fans,” he told Black Press. “It just seemed like a great thing to try and make happen.” He initially fell for the Clydesdale team 10 years ago when he toured their home barns in Oklahoma, and has since watched them in action at the Calgary Stampede and other venues. He was amazed at the “phenomenal” number of people who came through the gates just to see the heavy horses, impressed by their relationship with their fans. “They’re so big and so gentle,” Stewart said. “These horses are gentle giants.” A business meeting at last year’s Calgary Stampede – the team is the official mascot of Express Employment Professionals – provided Stewart with a chance to make his plea. “I did a song and dance to the owner of Express. I kept on bugging him,” he said. It must have been some performance, because Stewart got the news in November that the team would be coming to Cloverdale for the first time. “It was a pipe dream. We never thought we’d be able to get them here.” Originally from

Surrey’s Kevin Carras received a medal from David Johnston, Governor General of Canada.

Man honoured for heroic deed Sheila Reynolds Black Press

A Surrey man has received a national honour for showing courage in a potentially risky situation. Kevin Samuel Carras was on a tubing trip with friends on the Skagit River in Hope in July 2011 when one of his buddies became pinned by a log underwater. Fighting the river’s strong current, Carras managed to free his friend and tow him safely to shore. He received a Medal of Bravery from

Governor General of Canada David Johnston during a ceremony April 24 in Ottawa. Forty-two Medals of Bravery were handed out, as well as one Star of Courage. Created in 1972, the awards recognize people who have risked their lives to protect the lives of others. While the bravery medals are for “acts of bravery in hazardous circumstances,” the courage star is for “acts of conspicuous courage in circumstances of great peril.”

Amazing authentic dim sum Diner Review • Mar 16, 2014 My family and I went for lunch on Sunday and had a delicious and authetic dim sum meal. I’ve been eating dim sum for 2 decades - the food was fresh and better than the dim sum I had in Hong Kong. We got the egg tarts, durian rice balls, char siu buns, rice rolls with scallop, siu mai, radish cake, and mango pudding. - Sha from Vancouver

For those still looking to bring their paperwork in, the deadline has now passed and we can no longer accept returns. Q Thank you, as well, to all of the volunteers and donors who helped with the Kent Street Society’s Plant & Bake Sale. It was a huge success with a great turnout. Thanks to the following businesses for generously supporting our local cause: Art Knapp Nursery & Garden Centre, David Hunter Garden Centre, Pan Am Nursery Products, Potters Ocean Park Nursery and West Coast Garden Centre. lost children, including beautiful selections on the theme from composers as varied as Gustav Mahler and Eric Clapton. The joys of motherhood won’t be neglected, or course, with a wide selection of music ranging from Elvis Presley’s The Wonder Of You to Cesare Andrea Bixio’s Mamma, Richard Strauss’ Fruhlingsleid, Johannes Brahms’ Weigenlied and Reba McIntyre’s When You Have A Child. Other songs focus on everything from becoming a mom (Celine Dion’s Miracle), to the challenges of being a mom (The Mom Song) – and even include the 1950s ditty Mother-In-Law. Tickets ($15, supporting St. Mark’s music programs) are available from 800-838-3006 or online at http://mammamia. brownpapertickets.com

There's one more chance to see the most recent White Rock Players Club production, Moonlight and Magnolias by Ron Hutchinson, directed by Ryan Mooney. The fly-on-the-wall Hollywood comedy, about the real life lastminute rewrite of the script during production of the 1939 classic Gone With The Wind, will be featured this Friday (May 9) at 8 p.m. at Vancouver's Metro Theatre (1370 SW Marine Dr.) as part of the current Theatre B.C. Vancouver Zone Festival. The festival wraps up Saturday night with an awards gala, in which the White Rock production will be in contention to travel to the Theatre B.C. provincial finals in Kamloops in July. Moonlight and Magnolias – featuring Fred Partridge as producer David O. Selznick, Ryan Johnston as director Victor Fleming, Laine Henderson as secretary Miss Poppenghul and Paul Ferancik in a scene-stealing performance as writer and script doctor Ben Hecht – is competing with four other area groups (including New Westminster's Vagabond Players) for a shot at the finals, and also for a series of awards recognizing individual and group accomplishments at the festival. Tickets (from $20) are available at theatrebc.org/tickets or at the door.

South Surrey-based Flamenco del Mar Spanish Dance Studio will hold its annual spring show this month. There will be two performances at Ocean Park Community Hall on May 10 at 7 p.m. and a Mother’s Day matinee at 3 p.m. on Sunday, May 11.

has transcended its Spanish roots to become truly international – a passion for Flamenco del Mar founder Jill Tunbridge almost from the time she first started dancing at the age of three in her hometown in Cape Town, South Africa. Over the past decade she has developed a local company that includes a wide cross-section of ages and cultural backgrounds, but is marked by both technical mastery and an authentic passion for the form. Company members in the current show include Kawal Varpaul, Rhona Segarra, Zahra Magel, Alessia Haney, Maria Reeves, Julia Rieberger, Onadee McKenna, Anahi Palomec and Emma Lee. Reflecting Tunbridge’s belief that all dance – and art – forms are fundamentally interrelated, this weekend’s program also has a distinctly Canadian multicultural flavour: Palomec’s brother and McKenna’s halfbrother, Zack Palomec, will perform his First Nations PowWow dance – a studio tradition as an opening invocation for the past several years – while Varpaul and a dance partner will also introduce a traditional belly dance number. Ocean Park Community Hall is located at 1577 128 St.

Tickets are available by calling 604-542-2096, at Christopher’s Gifts in Ocean Park, or at the door.

Bella Mamma Mother's Day is the theme of a pair of operatic recitals, Bella Mamma, in the intimate environs of Blue Frog Studios (1328 Johnston Rd.) this weekend (May 9 and May 11) featuring White Rock soprano Shadan Saul, tenor Sunny Shams and collaborative pianist David Boothroyd. Saul and Shams, who met as opera students at UBC, have sung leading roles in Puccini's La Boheme, Lehar's The Merry Widow and Bizet's Carmen and have been featured in concerts with the Victoria and Vancouver symphonies and the Palm Court Light Orchestra. They returned to B.C. late last year after a two-month sojourn in Spain in which they had the opportunity to study with legendary soprano Montserrat Caballe. The Bella Mamma program highlights timeless classics, including excerpts from La Boheme and Dvorak's Rusalka, and also the operettas of Lehar, Johann Strauss Jr. and Sigmund Romberg. This Friday (May 9) at 7 p.m. the Blue Frog space will be configured

cabaret-fashion with dining tables for an extravagant treat featuring hors d'oeuvres by Jan's on the Beach and selection of wines available through a cash bar. The same recital will be presented in more simple concert style at the venue on Mother's Day (Sunday, May 11) at 2 p.m. with a coffee and tea reception to follow. Tickets are $40 for Friday (beverages extra) and $25 for Sunday, available (cash only) from Century 21 Seaside Realty, Asberry and Logan – The Art of Flowers and Tapestry Music.

Mamma Mia! Latest in husband-wife, sopranotenor team Christopher Simmons and Debra Da Vaughn’s ongoing series of St. Mark’s Concerts will take place on Mother’s Day (Sunday, May 11) at 3 p.m. at St. Mark’s Anglican Church, 12953 20 Ave. Mamma Mia! will bring them together with some favourite fellow music-makers: mezzo soprano Tamara Croft, baritone Andrew Greenwood, pianist Karen Lee-Morlang and guitarist Francis van Roode for a celebration of classical and pop melodies dedicated to mothers and all aspects of motherhood. James Pavelick went two-for-four at the plate for the White Rock Tritons in a 10-6 loss Thursday to the Abbotsford Cardinals.

he Abbotsford Cardinals got the best of the White Rock Tritons on Thursday night, then the rain stopped the local B.C. Premier Baseball League (PBL) team on Sunday. The Cards topped the Tritons 10-6 at South Surrey Athletic Park, before rain postponed a scheduled doubleheader between White Rock and the North Shore Twins in North Vancouver. Against the Cardinals, Liam Rihela and James Pavelick each went two-for-four at the plate for the Tritons, with Rihela and Thomas Vincent each collecting a pair of RBIs. The Cards scored five times in the top of the second inning, and never looked back. White Rock twice pulled to within a run, but couldn’t pull ahead. Down 5-0 and coming to the plate

in the bottom of the second, the Tritons scored twice on a bases-loaded walk to Aaron Wiegert that scored Jason Will, and a single from Rihela to drive in Juan Paez. Abbotsford upped their lead to 6-2 in the third inning, but the Tritons continued to chip away. Vincent hit a two-run single then scored on a sacrifice fly from Hill to cut the difference to 6-5. The Cardinals added one in the fifth, and White Rock responded with another run from Paez when Rihela hit into a fielder’s choice. Abbotsford put the game out of reach with three runs in the seventh before retiring three consecutive Tritons batters to end the game. In 10th place in the 13-team PBL with a 5-9 (wonlost) record, the Tritons will visit the 2-7 Whalley Chiefs Thursday night at 7 p.m.

Michael Hungerschafer tops weightlifting stats on weekend

Teen breaks three records A White Rock teen broke all three records in his division at the B.C. High School Weightlifting Championships this past weekend. Semiahmoo Secondary’s Michael Hungerschafer, 18, broke records in the 85-kg division on Saturday with lifts of 110-kg snatch, 131-kg clean-and-jerk and 141-kg total lift, breaking records held previously by

Semiahmoo Secondary’s Dylan Kiselbach in 2011 in snatch and total, as well as Claremont Secondary’s Amrinder Sahota’s 2006 record for clean-and-jerk. Hungerschafer, the numberone ranked junior male weightlifter in the province, has held the title of B.C. High School Champion two years running with a Sinclair score of 284.141. He is ranked 22nd

overall, out of 124 registered male lifters in B.C. The South Surrey teen – who lifts for Semi Weightlifting Club under the guidance of coach Dieter Stamm – also holds all three records in the Jr. Doug Hepburn Weightlifting Championship and won bronze at the B.C. Senior Weightlifting Championship in December 2013.

JANUARY 2, 1939 - APRIL 19, 2014 It is with great sadness we announce the sudden passing of our dear father George Edward Brost on April 19th 2014 at Peace Arch Hospital in White Rock BC at the age of 75. Dad had simply an amazing life. He was born on January 2nd, 1939, and after leaving the family farm in Medicine Hat Alberta, dad served in the RCMP for 27 years, and started a family. Then, as he had a very strong work ethic, dad had another career of 14 years with The Worker Compensation Board of British Columbia. This job provided him with more time at home where he loved to grow vegetables, and keep the family house and grounds immaculate. He was so good at it, although his choice of work clothes were often the topic of “what is he thinking?” You see, dad didn’t like to throw things away, and would commonly use things until there was little or nothing left. He had that focused German sense of value. Some would call it “cheap”. Dad would say, “No. Frugal”. After his retirement, dad thoroughly enjoyed various activities, he was an avid and accomplished lawn bowler both at home in White Rock, and in Sun City West Arizona where he enjoyed spending his winter months. Also, when he was able, he simply loved watching his grandchildren play minor hockey, skate and participate in many various sports. In his younger years, dad was an accomplished fast-pitch baseball player, and although he never played hockey, was a respected coach both in minor hockey, and for the RCMP’s men’s team. As well as, youth baseball and men’s fast pitch. Dad simply knew how direct people to make them the best they could be. And boy! Could he shoot a great game of pool. Golf? Not so much, but he’d try. He is survived by his wife Coreen and children Roderick (Brost), Stacey (Whalley) and Bradley (Brost), daughter in law Seongmee (Brost), grand children Brody (Whalley), Sebastian and Alexander (Brost). Brothers Lance Brost, Jim Brost. Sisters Irene Sadler, Ruby Mock, Florence Koenig, Shirley Elhart and their families. As well as step-children Paul (Hague) and Denise (Hague-Schneider), and step grand children Denyell and Brenden (Schneider), and William and Hunter (Hague). He was pre-deceased by parents Edward and Ida (Brost), brother’s Alan and Gary (Brost), and his step-daughter Charlotte (Kluftinger), and is remembered by the mother of his children Anne Kerr, and the McKenzie, Ireland, and Amelio families. Dad had many friends, and was always keen to sit, talk and listen to just about anyone; he was excellent at giving advice. All those that knew him well easily came to admire his modest, low key demeanor, and his tireless hobby of finding humor in almost anything; dad loved a good joke. Dad was simply one of the best people a person could know. Such a great man we have lost. He is gone, but will never be forgotten. A Celebration of Life Service will be held from 1-3 PM on May 10th 2014 at the White Rock Lawn Bowling Club, 1079 Dolphin Street, White Rock, B.C. Dad will later be interned at RCMP Depot Regina SK. In lieu of flowers donations can be made to the RCMP Veterans’ Vancouver Division. (604-271-3051 or vandiv.vets@telus.net ).
