Once a nightmare for emergency crews in Lake Country, the old Highway 97 along Wood Lake—Pelmewash Parkway—has now become the fastest route for emergency vehicles needing to travel quickly between Winfield and Oyama. As the traveling public flies through Lake Country on the new Highway 97, the construction of the new highway has freed up Pelmewash Parkway for a quick route between Winfield and Oyama. “With the new highway, it’s really good for the commuting pubic,” said Lake Country deputy fire chief Brent Penner. “But the old highway is actually fairly good for emergency response. It’s cutting down our response times.” One recent incident

put the spotlight on the emergency response between Winfield an Oyama. Late last month Lake Country firefighters were gathered in Winfield for training when they were called to a incident in Oyama as a man had fallen into Wood Lake at the north end of the lake between it and Kalamalka Lakes. The fire truck went full code 3—lights and sirens—and used Pelmewash Parkway, a relatively quiet stretch of road since the switch to the new highway. “With the new highway you actually have to go past Oyama before turning back,” said Penner. “Now there are very few people on Pelmewash. Those people can see you and there is a lot of time to get around them as opposed to a whole highway of traffic.” Penner said the old

room to pull over for you,” he said. “It wasn’t a very safe scenario. With the two roads it’s way better. If we need to get to Oyama Road, our response times are down quite a bit.” In the incident in late April, crews made it quickly to the man in

Wood Lake and were able to continue CPR before paramedics arrived on scene and transported the man to hospital. Previously the availability of both the old and new highway also came into play when the new Highway was closed

for a short time due to a potential landslide. Crews at that time were able to easily re-route traffic onto Pelmewash and avoid having to send traffic through Oyama and around Wood Lake as they were forced to do in the past.

A MEETING will be held in Lake Country Thursday to discuss a new transit route from the Lake’s to the Lake Country Town Centre.

A proposed new transit route that will link the Lake’s subdivision in Lake Country with the district’s town centre will be a positive thing for businesses in the community. That word from Lake Country economic development manager Ryan Roycroft, who says the route, set to open in

late August, will help keep people in the community and allow them to spend money in Lake Country as opposed to heading out of town. “I think generally anything that improves mobility around the community is going to be good for business development,” said Roycroft. “It gives potential business owners the assurance that there

is going to be potential customer traffic and helps them get staff into the area without taking up parking spots.” B.C. Transit officials will be in Lake Country this week to talk about the proposed new transit route linking the Lake’s subdivision with the Lake Country town centre. The route will travel from the Lake’s all the way along Bottom Wood

Lake Road and into the town centre area before looping back. Roycroft says the Lake’s is home to many young families and providing transit to those folks is a positive for the community. “It’s absolutely a positive,” he said. “Especially with the single family

Police search for Ford Ranger driver Police are searching for a suspect after a 28-year-old Lake Country man was sent to hospital last Monday morning following a two vehicle hit and run crash. On Monday April 28, 2014 at 7:41 a.m., a twovehicle collision occurred near the intersection of Highway 97 and Sexsmith Road. A red fourdoor Infiniti passenger car had entered into the southbound lanes of Highway 97 when it was struck from behind by a Ford Ranger pickup truck. The passenger car then veered to the right and collided with the rear of a flat deck trailer parked along the side of the highway, causing significant front end damage. The driver of the pickup truck failed to remain at the scene of the crash. The driver of the Inifniti sustained non-life threatening injuries as a result of the collision and

Those families are going to get a lot of benefits from having transit in the area.” The Lake’s is nearing the end of its construction build and will have about 1,300 units, from single family homes to townhouses and more dense multi-family units. It’s the most developed of several new subdivisions in Lake Country and Roycroft says hopefully BC Transit will continue to expand its

service in Lake Country as the community grows. “Our hope is in the future we can replicate this in the other major subdivisions,” he said. “It’s important for Lake Country that there be linkages to our commercial area. That way it makes our businesses and restaurants the first stop for potential shoppers or people looking to eat out. LC Fire Department uses versatile ATV to get out of pickle KEVIN PARNELL

It’s not often you invest $20,000 on a mule. But the District of Lake Country’s mule isn’t just any old labouring beast. Built by Kawasaki, Lake Country’s mule is a fire-fighting, troop-carrying, water-packing, trailer-pulling all terrain emergency vehicle that is being put to good use by the Lake Country Fire Department, one of the only departments in the Okanagan to own its own emergency ATV. o So far this year the mule has helped transport fire-fighters into re-

mote areas to battle grass fires and helped to transport two injured ATV riders from hard to access areas of Lake Country. This mule is earning its money. “Some years we get more use than others but this year we’ve used it for bush fires early in the season where there was some difficult access,” said Lake Country fire chief Steve Windsor. “You can transport crews to get them closer to the fire versus the guys having to walk in and carry water.” The mule carries 60 gallons of water on it, can seat four people and

pulls a trailer equipped with a basket stretcher. It was purchased about five years ago after Lake Country fire crews had some trouble accessing a camp fire that had gotten out of control behind some gravel pits off Glenmore Road. Lake Country mayor James Baker suggested maybe there was a piece of equipment that could help in Lake Coutnry’s remote areas. Enter the mule. Windsor says there are plenty of areas in Lake Country that are hard to access with fire engines and command vehicles, area’s perfect for the mule.

“I think there is lots of potential for areas where we would need the ATV,” said Windsor. “There are so many trails up on Spion Kop Mountain where we can utilize it. There is lots of range land on the east side of Lake Country. There is lots of areas where we can’t get our four-wheel drive vehicles into that we can get this in.” Lake Country fire-fighters hold training on driving and operating the mule as part of their training excercises, learning to operate the water pump as well as to safely navigate tough terrain. newsroom@lakecountrynews.net

Childhood dream realized through ‘Mars mission’ on Mauna Loa KATHY MICHAELS High on the slopes of a Hawaiian mountain, Ross Lockwood is in the midst of a Martian adventure, taking place some time in the not-sodistant future. That may sound like something pulled from the opening pages of a low budget sci-fi flick, but the Lake Country man is actually part of an experiment aimed at developing an understanding of what’s needed for life on Mars. For the last month Lockwood, 27, has been part of a select crew of scientists participating in a NASA funded simulated mission to Mars. In an 11-metre diameter dome built in a rock quarry on the slopes of Mauna Loa, the space agency will collect the information needed to develop psychological guidelines that will one day be used to select astronauts capable of making a real trip to the red planet. And while the space

agency gets its intel, Lockwood, who is doing his doctorate in condensed matter physics at the University of Alberta, continues with his own research and gets a pretty good impression of life in the far flung reaches of the universe. “Other than the obvious things that we can’t simulate, like gravity, or the things that would be too expensive to simulate, like a pressurized habitat, the Hawaii Space Exploration and Analog Simulation mission (HI-SEAS) really is a high-fidelity Mars simulation,” Lockwood explained. “We generate our own power from a solar array, we manage our water down to the millilitre, and we are only eating foods that would be considered self-stable.” The meals they eat are composed from dehydrated meats, fruits and vegetables, which allows for some versatility and creativity. “The dehydrated

chicken that we have is very dry and bland, but because we have powdered milk, spices, and pasta, I was able to create a delicious chicken carbonara using only ingredients we have on hand,” he said, in an email correspondence. “I may have cheated a little by adding some dehydrated bacon…I’ve always experimented with

food back home, but now my life depends on it.” Another top accomplishment in his culinary arsenal is paprika-lime popcorn seasoning while, on the flip side, Nutella-cheese wraps were panned. Beyond suffering taste-buds, Lockwood and his five fellow scientists are also feeling what

it would be like to deal with the inconveniences of space travel. For example, they’re simulating the speedof-light delay between Earth and Mars at their greatest distance. That means some long waits when he’s browsing the web or sending emails. “If I browse a website, I actually have to wait

40 minutes for the website to load. Of course, since we are simulating a Mars mission in 2025, there are a lot of neat tricks that allow us to bypass the 40 minute delay,” he said, pointing out that computers may be able to anticipate interests and download news before the user opens the computer, so it’s ready and waiting. “It’s fun working with systems that might actually be used on a future mission to Mars. Lockwood and his team are all assigned various tasks within the dome from Mission Control, the way you’d expect a real crew on Mars would have. “This week we are trying to estimate the volume of the hillside that our dome sits on using only the tools that we have on hand. “All in all, it makes for a difficult time developing a routine.” Other assigned tasks have included growing plants, weighing how

much trash the team generated and, his ongoing task of figuring out the efficacy of surgical tools created from a 3D printer. Some days they’re also sent on “spacewalks” that have to be pre-approved by Mission Control. “Usually a spacewalk takes about two hours, start to finish, and you can expect to be exhausted for the rest of the day,” he said. One exhausting space-suit wearing adventure is outlined on his website spincrisis.net. There Lockwood explained how a little problem with a water sensor ballooned into something bigger, and the process required to get things back in order. “(Fixing) the water sensor wire that had broken involved kneeling on lava rock while crouching over for almost an hour with a 20 kilogram spacesuit on my back,” he said.

‘Vocational school’ back in style

T

he B.C. government has rolled out its ambitious overhaul of the public education system, from kindergarten to graduate school, much to the horror of its left-wing establishment. The formal title is B.C.’s Skills For Jobs Blueprint: Re-engineering Education and Training. It’s designed to dovetail with the Harper regime’s Canada Job Grant that requires employers to co-sponsor training spaces so they will hire the students at the end. Elementary and middle school curriculum is being revised to increase emphasis on hands-on experience. High school and post-secondary skilled trades programs are getting more money, but it’s going to be shifted from under-performing programs that don’t lead to jobs. Premier Christy Clark took another swipe at the bias of B.C.’s system before heading to Malay-

She noted that 20% of B.C. students, and nearly half of aboriginal students, don’t finish high school. “Not only are there kids who don’t graduate, there are kids who graduate, go out and get one or two credentials before they finally find their way into a skills training program,” said Clark, who had her own wander through university campuses before going into politics. A couple of weeks ago, Simon Fraser Univer-

sity president Andrew Petter downplayed the “relatively small” skilled trades shortage for B.C. industry. “We should not be engaged in a zero-sum kind of battle for dollars,” Petter protested. That’s exactly what he and other university executives are looking at, and it will be based on the latest graduate employment data and labour demand forecasts. One of the key architects of this sweeping plan is Jessica McDonald, who shook up the public service while serving as Gordon Campbell’s deputy minister. Her report on trades training confirms what Campbell’s critics in the labour movement have long said: the government’s 10-year experiment with the Industry Training Authority is a rudderless mess. “Certain partners, particularly organized labour, feel marginalized,” McDonald wrote. “Others, particularly em-

ployers and employers’ associations, do not feel heard within the system. Over the recent past, several new directions have been introduced such as de-regulation of trades and modular training that have caused strain because they were not fully inclusive during development, were seen to benefit single interests, and they impacted the whole system.” The ITA board is being replaced, with union representation restored, and advisory councils from industrial employers will update their hiring needs. The B.C. Federation of Labour and the construction unions have all but abandoned the NDP after Adrian Dix’s disastrous pitch for urban anti-industry votes last year. B.C. Fed president Jim Sinclair was an early advocate for rescuing skilled trades from the second-class status they received in a culture fixated on university for two generations.

That culture has created glaring problems. There are too many institutions offering the same courses. As with health care, block funding is handed out without any serious effort to measure the results. For many students, university has become an extension of adolescence, finding one’s self through philosophy or film studies. Employers get their share of blame from McDonald. Not only did they chop up trades training to make it cheaper to obtain, their preferred source of skilled workers has been to poach from other employers who paid to train them. Skills-based employment data will be made public for students to make career choices. Finally, students coming out of high school will have a way to assess what they can expect after $50,000 or more is spent on higher education. It’s about time. tfletcher@blackpress.ca.

Mission to build ‘greenest most efficient refinery in the world’

T

his is the second of two columns addressing what I see as the greatest threat to the B.C. environment in our lifetime. The Alberta oil industry’s Northern Gateway plan is to export bitumen to Asia via tankers from the B.C. coast. Under no circumstances should we allow that to happen. A bitumen spill at sea could destroy our coastline, together with the fish and wildlife that depend on it, for hundreds of years. My first column (Lake

David Black Country Calendar, April 30) discussed the light oil spill by the Exxon Valdez and the terrible toll it took on the Alaskan habitat and fishery. It also gave proof that a

bitumen spill would be far worse. A bitumen spill would be almost completely unrecoverable because it would sink and stay on the bottom of our seabed. The solution that is best for Canada is to build a refinery in Kitimat. I am promoting and backing this solution. It will convert the bitumen to very light fuels that would float and evaporate if ever spilled. There are other enormous benefits: • There will be a major reduction in greenhouse gases. We will use new cutting-edge Can-

adian technology in our refinery. It will be so clean that, in combination with oilsands extraction, there will be less CO2 than in the huge conventional oilfields and refineries of Iraq and Nigeria. In other words the Kitimat refinery will neutralize the extra greenhouse gases generated in Canada’s oilsands. This refinery will be built in Asia if not in Kitimat, and if so it will emit double the CO2 of our new design. This is the reason that Andrew Weaver of the BC Green Party is in favour of a

Canadian refinery. • An Asian refinery will also generate 100 train cars a day of very dirty coke (much fouler than B.C. coal) which will be subsequently burnt in the atmosphere to create power. The Kitimat refinery will not result in the production of any coke. As we all live on one planet, it is far better for the global environment to build this refinery in Canada. • Construction of the refinery will create 6,000 jobs in B.C. for five years. Operations at the refinery will result in more

permanent jobs than any project has ever created in B.C. with approximately 3,000 direct jobs. These will be highly paid permanent jobs. These jobs will be available for the life of the refinery which should be in excess of 50 years. In addition there will be thousands of other jobs created in spinoff local petrochemical companies and in indirect employment throughout the province. • The Canadian and provincial governments, local regional districts and municipalities, and

many First Nations, will share in billions of new tax dollars each year. Unfortunately our Canadian oil companies are not interested in building a new major refinery. They are focused on extraction which is more profitable than refining. One of them challenged me to spearhead the refinery myself, so I am doing that. We have a solid business plan and as a consequence Chinese banks and other institutions are prepared to lend us most of the

We are currently moving ahead with engineering design and environmental work. We will also build a safe pipeline from Alberta to the refinery, with the active participation of First Nations. Modern pipelines can be built and operated safely. Leak data is available for everyone to see on Canadian and US government websites and it proves recently constructed pipelines are not leaking. Furthermore, some of the best pipelining companies in the world are based in Canada. In addition, we will build a fleet of new tankers, powered by LNG rather than Bunker C oil, to transport the refined products to Asia. This way we know the tankers will be state-of-the-art and as safe as possible.

The fleet will be owned by a company based in B.C. so it cannot shirk its legal liability if there ever is a spill at sea. Let me be up front about my biases. I am for creating thousands of good permanent jobs in B.C. I am for creating billions of new tax dollars for government coffers. I am for reducing the planet’s greenhouse gas emissions. I am for building an oil pipeline that will never leak. I am for building a modern tanker fleet that carries only refined fuels that float and evaporate if spilled. Day to honour Afghan mission veterans

O

n May 9, Canadians across the country will commemorate our military’s mission in Afghanistan with a National Day of Honour. The National Day of Honour was decreed by Royal Proclamation as Canada welcomed home the last 84 members of the Canadian Armed Forces who were serving in Afghanistan. The prime minister made the declaration on March 18, 2014. The National Day of Honour will give all Canadians the opportunity to salute the fallen, dhonour currently serving ,members and veterans, rcelebrate the strength yof Canada’s remarkable military families, and give tribute to all who participated in Canada’s 12-year mission in Afghanistan. Our community has always shown great support for our troops and their families, especially our own BC Dragoons who were deployed to Afghanistan. I hope you will join us May 9 at the Kelowna International Airport, 10 a.m., to honour our soldiers and share a two-minute Moment of Silence with Canadians across the country. The Moment of Silence will follow the National Day of Honour Parade in Ottawa, where a single gunshot will signal two minutes of national silence at 1:30 p.m. EDT to reflect upon the sacrifices made during the mission. Men and women from various units that served in Afghanistan and veterans and civilians that have defended freedom around the world will participate in the National Day of Honour Parade. The team is carrying the last Canadian flag flown in Afghanistan in a specially-built baton to Parliament Hill, which will be passed to the last task force commander who will present it to the chief of defence staff, who will then present the baton to the prime minister. Canadians and visitors will be able to take a closer look at the baton this fall when it will be placed in the Hall of Honour in the Centre Block on Parliament Hill. The Memorial Vigil contains 190 plaques representing 201 fallen who served under Canadian command which were formerly part of the Kandahar Air Field cenotaph. Canadians are being encouraged to post their own personal message of appreciation for the troops on the National Day of Honour website at www.app.forces. gc.ca/ndoh-jndc/national-day-of-honour.html. Since October 2001, more than 40,000 Canadian Armed Forces members were deployed to Afghanistan to work with Allies and the Afghan government to pro-

And, while he didn’t picture the Mars simulated trip exactly, he knew something big awaited him. “I guess what I’m trying to say is that we never envisioned doing any other kind of work. Forty-six West Kelowna residents have told their stories and shared their frustrations with health care services in West Kelowna since an initial call for submissions was put out last month. But the West Kelowna Residents Association knows there are many more people than that who want to see change. Last month, the WKRA asked residents to help identify gaps and problems with existing health care services on the Westside. The residents association has agreed to gather the feedback on behalf of Joanne Konnert, the consultant hired by the District of West Kelowna to prepare a report on the proposed Westside health facility. “I think Ms. Konnert is probably expecting a larger number,” said WKRA director Ron Green. “At the last public meeting we had on the subject, we had 245 people there.” Green said the responses so far have given

The West Kelowna teenager currently on trial for murder will finally tell her version of the events that left one of her peers dead, and turned a quiet Peachland street into a chaotic crime scene. The 18-year-old, whose name is under a publication ban, is alleged to have stabbed Ashlee Hyatt, 16, in her neck after an argument at a June 2, 2010, party. It’s a story that Crown counsel Murray Kaay assembled a number of witnesses to tell from varying angles, but defence lawyer Ingrid Friesen pointed out Friday that none of those viewpoints added up to a complete picture. “You as a jury will be the first to hear her side of the story—she wants very much to tell it,” Friesen told a B.C. Supreme Court jury Friday. “She’s been waiting two years to tell it.” The accused, who defence described as a “new girl trying to fit in at a new school,” has seen her point of view be absent in the last two weeks of trial, as even RCMP officers who dealt with the investigation failed to offer her perspective on what happened that night. What the jury has learned from teen witnesses who were there, however, is that the accused kissed a boy, while her boyfriend was nearby. This apparently upset Hyatt and the two started exchanging verbal barbs, which escalated to further pushing on the street, and eventually Hyatt was fatally wounded. Continuing on with the altercation, however, was the teenage host of the party. The defence has already suggested she was the one who brought the knife to the fight between the accused and Hyatt, and Friday two witnesses took the witness stand to highlight the teenage host’s behaviour in the aftermath and leading up to the fatal altercation. They also called upon George Young, who lives adjacent to the party house, to give testimony. Young testified he was brought into the fray when he heard a teenage boy in the street talking into his cellphone, saying, “It’s going down, it’s going down, it’s happening now.”

he day’s last light was fading and the first flakes of snow were falling outside the window, when a large black bear came ambling down the slope into the flower bed. There he began vigorously digging a hole, tossing plants aside as he went. A loud rap on the window sent him scurrying through the trees to the road, but the damage had been done in the garden. What if someone had come around the corner of the house and surprised that big animal? Others tell of watching as a large black bear ambled up their residential street, systematically exploring every driveway for garbage bins left out or other treats to eat, knocking over bins and laying down in the mess of trash in the road, while chewing on whatever was available. BOYD, REGINA MARIE (nee Ross) On April 30, 2014, our beloved mother, grandmother, great-grandmother, great-great grandmother Regina passed away at age 97 in Kelowna General Hospital after a short illness. She was born October 26, 1916 in a log house in Ste. Genevieve, Manitoba, to Oscar and Lea (Gauthier) Ross. Moving from Manitoba in 1937, Regina and Fred settled in Coquitlam, BC for 38 years, retiring to Winfield in 1975. Most recently Regina resided at Blue Heron Villa in Lake Country (Winfield) BC. On Easter Sunday she delighted in her many visitors from extended family. She is predeceased by her first husband, Fred Boyd (1991) and her second husband Roger Bienvenu (2006), also predeceased by brothers Rosaire (2000), Theophil (1993), Antonin (1972), sisters Antonia (2009), Maria (1996), Alma (1923) and by her youngest son Dennis (2013); survived by 2 sisters, Anna (Ross) Nichols of Campbell River, Ann (Ross) Bonas of Westbank, and one brother Harvey Ross of Barrierre, BC, her children Ernest (Kathy), Juliette (Louis Joubert), Jeanette, Robert (Rosemary) and Danny (Sharon). In her extended family she was proud to count 53 in five generations, plus many nieces and nephews. Many thanks go to the excellent staff at the Blue Heron and the Doctors and Nursing staff at KGH. Services will be held at St. Edwards Catholic Church in Winfield on May 6, 2014 at 1:30pm. Visitation at the Church at 12:30 before the service. Light lunch to follow in the church facilities. Interment will follow on May 14 at Robinson Memorial Park in Coquitlam, BC, where Mom will rest beside her husband of 58 years, Fred. In lieu of flowers, donations can be made to Kelowna General Hospital or the Heart & Stroke Foundation. Condolences may be sent to the family by visiting www.everdenrust.com 250-860-6440

It’s a good time for all Central Okanagan residents to review and revise their family emergency plans or if you don’t have a plan, get your family together to make one. You should be prepared to cope on your own for at least the first 72 hours of an emergency, while first responders and rescue workers help those in urgent need.
