Kokish project powers up

Gazette staff BEAVER COVE—The North Island’s status as a producer of renewable energy got a boost this week when the Kokish River Hydroelectric Project began producing power for B.C.’s electrical grid. The project has under-

gone thorough initial testing, and has met all requirements necessary to commence commercial operation under its Energy Purchase Agreement with BC Hydro, the project partners announced Monday. It becomes the second major North Island power

project to go on line within the last year, following completion and connection of Phase I of the Cape Scott Wind Farm. The $200 million Kokish River project, a run-of-river independent power project (IPP), is owned and managed by Kwagis Power,

a limited partnership of Brookfield Renewable Energy Partners and the ‘Namgis First Nation. It is located on northeastern Vancouver Island near Telegraph Cove, within ‘Namgis core territory. With an installed capacity of 45 megawatts, the proj-

Johnny “too drunk” for murder Paul Rudan Campbell River Mirror CAMPBELL RIVER—A Port Hardy teenager was too drunk to form the intent for murder according to a B.C. Supreme Court judge who found him guilty of a lesser charge on Monday in Campbell River. “I find you guilty of manslaughter,” said Justice Miriam Maisonville. Dakota Johnny was 19 years old when he bludgeoned Cindy Scow with a wooden dowling inside a dark and abandoned house on the Tsulquate First Nation Reserve on Sept. 9, 2012. The 28-year-old mother of seven young children was found by friends and relatives dying on the floor of a bedroom inside house #155. She was wearing nothing but a T-shirt and was covered in blood. After hearing the case earlier this year, Justice Maisonville took just over a month to hand down her verdict. She rejected defence arguments that Johnny acted in self-defence or may have been provoked after

Brookfield Renewable has developed the project, and will manage its operations and maintenance. The ‘Namgis have participated in decision making, with a focus on environmental safeguards and monitoring. The partnership will continue to contribute to environmental monitoring and will help train ‘Namgis members to take advantage of Kwagis employment opportunities. The ‘Namgis Nation, which turned down an earlier run-of-river proposal due to environmental concerns,

The decision was ratified by a community vote. “The Kokish has been an industrial river for more than 100 years, and its fish have paid the price,” says ‘Namgis Chief Bill Cranmer. “Already, this project has undone some of the historic industrial damage. We are confident that it will continue to improve the Kokish River watershed, while allowing ‘Namgis to share in benefits gen-

erated from within our territory. We are grateful to have found in Brookfield a partner who will help us achieve this.” At the time of its announcement, the decision drew the ire of critics who claimed the project would harm wild salmon runs and fail to deliver the amount of power estimated. Port McNeill-raised NHL player Willie Mitchell embarked on a highprofile campaign to preserve the river he fished on as a youth. Long-time volunteers with the nearby Kokish

Sentence is pending from page 1 Scow allegedly bit his genitals. However, she couldn’t ignore the evidence of several witnesses who said Johnny was intoxicated at the time of fatal assault. He had been drinking for a few days prior to his meeting with Scow and on the day of her death he had consumed beer, wine, hard liquor and marijuana. That night, a witness saw Johnny and Scow huddled together by the band office sharing a bottle of liquor. There was just the two of them and they appeared to be enjoying each other’s company. Sometime around 11 p.m., they went inside the abandoned home and then things went terribly wrong. Crown prosecutor David Fitzsimmons called a variety of experts who pieced together, what they could, of the savage beating that took place inside the room. She had suffered at

least six blows to the head with a wooden dowling that was found broken in two. She had also suffered several blows to her body. The cause of death was blunt force trauma to her brain and she was also found with a significant blood/alcohol level. After the beating, Johnny fled the scene, but told several people he had assaulted Scow and didn’t think she would live. Several people ran to Scow’s aid, but there was nothing they could do. Police and ambulance paramedics arrived shortly later, and Scow was rushed to hospital in Port Hardy where she died before they could airlift her to Vancouver. Johnny was found by RCMP at his father’s house. His shirt, jeans and shoes all had blood on them; some of it his, the rest was Scow’s according to DNA evidence. He was arrested

without incident and charged with aggravated assault. The charges were later changed to second degree murder after Scow died. Johnny was later released on bail and has continued living on the Tsulquate Reserve. Scow’s mother, Blanche Walkus, said it’s been difficult for her family to see Johnny “walk around free” and it was even harder to comprehend Monday’s verdict. “It’s not what we expected…every day I have to pass the house where he murdered her,” she said outside the courtroom, flanked by her husband Clyde and son Wes. Johnny remains free on bail with sentencing pending. He will be the subject of a Gladue Report, which will consider his aboriginal background prior to sentencing. He is due back in court on Oct. 1 with sentencing expected to take place on Oct. 2.

Fish Hatchery have also expressed concern for potential impacts on the river’s salmon and steelhead runs. But Kwagis Power says when river levels fall below the threshold needed to protect fish and fish habitat, no water will be diverted to the 9.2-kilometre penstock. Recognizing the Kokish’s popularity as a destination among whitewater enthusiasts, it has designated potential weekend paddling days, during which river flow will be left at natural levels from 8 a.m.-6 p.m. Recreational users must request a designated paddling day by calling 250-928-3192. A low-diversion weir and intake are located on the river below Ida Lake. It takes in water when the river flow exceeds levels needed to protect fish. All

Kuterra scores Hydro payday Gazette staff PORT McNEILL— The ‘Namgis First Nation built the KUTERRA closedcontainment fish farm with the intent of proving Atlantic salmon could be grown on land both sustainably and economically, while also busting a few myths about landbased fish farming. One of those alleged myths, exorbitant power costs, may consider itself busted. BC Hydro this week presented KUTERRA directors and ‘Namgis Chief Bill Cranmer a cheque for $143,000 through its Power Smart incentive program, recognizing a series of energy efficiency measures taken by the farm expected to reduce its power use by

about 1,000 megawatt hours each year. “We are delighted that BC Hydro’s Power Smart program recognizes our energy-efficient operation,” said Cranmer. “Our mission for the KUTERRA farm is to show there’s a strong business case for growing Atlantic salmon on land. Energy efficiency with low energy cost is an important part of the business case.” The cheque was presented Monday at the farm by Joanna Sofield, BC Hydro’s general manager of Customer Care and Power Smart. Her visit was part of a tour that included KUTERRA directors, other BC Hydro personnel and staff and directors from the Regional District of

Mount Waddington. “Sustaining wild salmon stocks is important to First Nations in British Columbia, and through KUTERRA, the ‘Namgis First Nation are pioneering a new process which has the added benefit of using less electricity,” Sofield read from prepared remarks. “The project also provides our Power Smart industrial customer with the economic benefit of achieving additional energy savings.” Those savings are projected to cut KUTERRA’s annual electricity bill by more than 70 per cent. Among the measures taken by the farm, which utilizes recirculation aquaculture system (RAS) technology are: recapturing and reusing heat

from the ground, the air and equipment operation; employing heat pumps and radiant coil elements to efficiently maintain tank temperatures; and installation of high-grade insulation. The savings realized by the efficiencies are the equivalent of powering 100 homes annually, Sofield told Monday’s tour group. The Power Smart funding is part of $1.6 billion in investments over the duration of BC Hydro’s 10-year rate plan. “Moving forward, we need to continue with energy conservation and efficiency as a resource option and to help customers save money,” said Bill Bennett, Minister of Energy and Mines.

Tsulquate sounds off for emergency prep week Gazette staff PORT HARDY— The Gwa’sala’Nakwaxda’xw Emergency Planning committee unmistakably signalled the start of Emergency Preparedness Week Monday with the blare of its newly installed Whelan Emergency Warning System. The successful test of the system saw the committee cycle through a range of different alert tones and messages, while a team of surveyors throughout town reported on the effectiveness of each. “The committee came up with names of people in different areas of the community, as well as a few places of business in town, to give feedback on a survey on how well they heard

the various siren tones — as well as whether or not they heard the messages from where they were at,” said Bob Swain, Emergency Planning Coordinator. While the system is primarily intended to alert residents on Tsulquate Reserve of an impending emergency, the siren proved an effective alert in other parts of town. “Most heard the siren and messages here on the reserve,” said Swain, “Some heard it in town quite clearly, while others couldn’t hear it unless they were outside. Others contacted us through our Gwa’sala’Nakwaxda’xw Emergency Committee Facebook page as well as through texts and emails.”

According to responses, the alert described as ‘Attack’ in the survey was the most effective warning sound. While this was an successful test of the system, don’t be alarmed — as it were — when it is repeated later this year. “It was a beautiful day to conduct the test, but there will be other times when the weather won’t be so nice,” explained Swain. He and the committee want to conduct tests four times a year in order to factor in different conditions. The next test is scheduled for October 16 of this year to coincide with ShakeOut BC events. Swain said that the main function of the system was to serve as a tsunami warning,

alerting Tsulquate residents to move to high ground. Approximately 40 of 100 homes on Tsulquate lie in the tsunami zone, he said. When a major earthquake off Haida Gwaii generated a tsunami warning in October, 2012, Swain said, “Many residents of Tsulquate were advised to go to the Civic Centre — which meant everyone had to go through the tsunami hazard zone here in our community as well as through Port Hardy’s tsunami zone just to get there,” said Swain. “The Gwa’sala’Nakwaxda’xw Emergency Planning committee have identified Wakas hall as the Reception Centre, and the Gwa’sala’Nakwaxda’xw School will be the Emergency

Operations Centre. Having our own reception centre and EOC ensures that our community members do not

have to go through two zones to get to higher ground.” For more information — or to get

BC Ferries is making this multi-million dollar investment to ensure continued safe, reliable service for years to come. During the closure, alternate service will be provided as follows: • Barge service for commercial and business vehicles between Alert Bay and Port McNeill as well as between Sointula and Port McNeill (barge between Port McNeill and Alert Bay, Quadra Queen II between Alert Bay and Sointula). Reservations will be required. • Water-taxi service will be available for foot passengers between Port McNeill, Sointula and Alert Bay. • Free parking areas will be provided in Port McNeill for Cormorant and Malcolm Island residents. Water taxi and barge schedules will be finalized and published in the early summer. BC Ferries is hosting public open houses to provide information about the terminal improvements and the alternate service plan, and to answer any questions. Black not right Dear editor, Re: Columns by David Black, ‘The greatest threat to the B.C. environment in our lifetime’ (April 22) and ‘The Kitimat refinery proposal: safe pipelines, light fuels and B.C. jobs’ (April 28). Continued safe marine and pipeline transport of hydrocarbons is in everybody’s interest so Canadians can realize value for resources and oil producers can continue to deliver jobs and economic benefits. No one wants a spill of any product at any time. The performance track record over the past 50 years is good, but even still, work is ongoing to improve prevention and ensure producers, transportation companies and spill-responders have the best information available to manage products safely and make the best plans possible for response, containment and clean-up in the event of an incident. Black’s articles incorrectly suggested the

Canadian oil industry is not interested in the proposed refinery project and that transporting diluted bitumen is more risky than transporting other types of oil because of its chemical properties. Fact is, oil producers are seeking increased access to existing and new markets – in Canada, the United States and internationally – to satisfy market demand for increasing Canadian oil production. All options to achieve that goal are worthy of study. And diluted bitumen – oil sands bitumen diluted with natural gas liquids that allow it to flow – is no more dangerous than other types of crude oil. As producers, we transport oil with care and attention at all times. We expect all transportation providers to deliver safe services in a responsible manner. Whale Festival aims to bring display to life Gazette staff TELEGRAPH COVE—The Whale Interpretive Centre opened for the 2014 season Monday, and will host a major fundraising event this weekend in an effort to articulate a pair of whale skeletons for public display. The Whale and Wildlife Festival is scheduled for May 9, from 7-10 p.m. at the Tidemark Theatre in Campbell River. “We thought it would be a good meeting point

to get the people who want to come up from down-Island,” organizer Mary Borrowman said. “We’re trying to draw 400 people, and hope some of our North Islanders can make it down, as well.” Guest speakers include Dr. John Ford, head of marine mammal science at Pacific Biological Station; Dr. Lance Barrett-Lennard, head of marine mammal research at Vancouver Aquarium; Jackie Hildering, the Marine Detective; and Christie

Gage has formed his own spring club, the Jets, with the bulk of the squad made up of a half-dozen of the North Island Eagles team he coached in the recent winter season. Those players include Rhys Dutcyvich, Payton Laming, Ryan Patterson, Mathew Saunders, Liem Wadhams and his son, Luke Gage. Other players hail from Campbell River, Courtenay and Powell River. “After three seasons of coaching for the West Coast Storm, I decided to embark on the journey of starting a spring team,” Gage said.

The name is particularly suited to the team, which practices in Courtenay, just up the road from the Canadian Air Force base in Comox. Fellow Port Hardy coach Shawn Patterson, who also coached with the North Island Eagles peewees this season, serves as assistant along with Orval Harris of Courtenay. “It’s an awesome group of talented players from four communities, coming together to play the game we love,” Gage said. “It’s been a lot work, but well worth the while.” Gage also credited the sponsorship donations of several local businesses and family members, who made the start-up possible. The team has played exhibition games and competed in its first tournament.

Outside of the regular academics, NISS is planning several events for month of May, including a poetry slam and art show, a trades fair and a trip to Village Island. Local employers will staff more than 30 booths to teach students and visitors about potential careers, especially in the trades. Over the course of the fair there will also be activities taking place in NISS’s shop facilities. Andrew Mitchell shaping up to be just as much a success as the last two. Like its predecessors, it will feature slam poetry and musical performances from students and staff, as well as student art on display and for sale. Doors will open at 6:30 p.m. and entry will be by donation, with funds raised going toward a new kiln for the art room. Another major event this month is the second annual cultural sharing

trip to Village Island on May 23. A group of students, staff and other guests will travel by boat to the village site, where they will learn about local First Nations culture and history. Attendants will also enjoy traditional foods as well as drumming, singing and dancing performances. Events such as these offer new experiences and opportunities for students. Through they are not part of the traditional curriculum, students who participate in any of the events will be continuing their learning regardless. May will be a busy month, but it will also be a rewarding one for students at NISS. Andrew Mitchell is a Grade 12 student at North Island Secondary School and a prize-winning amateur photographer.

We are saddened to announce the passing of Ed Weldon. Husband, dad, grampa, friend. He loved to sit and tell stories (and maybe a little gossip) over coffee and a smoke. A lifelong logger and community fixture for the last 46 years, Ed enjoyed telling the family he had 10 lives and was going to use them all. And he did, from a riding in a runaway drill, getting swept away inside the cab of D7 cat during an avalanche to a plane crash amongst a few. Not always the easiest person, but always interesting. He will be missed, but not forgotten by his wife of 47 years, Bonnie, children, Nadine & Penny (George), rugrats, Connor, Alex, Mike, Jennifer, Megan and Finn. We would like to extend our heartfelt gratitude and appreciation to the amazing staff at Port Hardy Hospital, who were his second family (seriously, you guys spoiled him with the coffee available 24/7 and someone to listen to his stories – thank you!), to all our family and friends who rallied around, and seemed to know when we needed to talk, needed a hug or just needed to know someone was there with tea – your support and understanding is amazing, thank you.

Veteran sets off on cross-country charity cycle Gazette staff PORT HARDY— For most people retirement means relaxation; perhaps puttering in the garden or RVing. Art Brochu is not most people. After a lifetime of military service, the 70-year-old could be forgiven for seeking out a retiring retirement. Instead, Brochu has thrown himself wholeheartedly into his new passion — cycling — and found a way to challenge himself while helping others. Last Thursday Brochu left Port Hardy on the first leg of a fundraising journey that will see him ride across the country to St. John’s, Newfoundland, in support of Children’s Wish Foundation. The veteran hopes to raise $130,000 along the way to fund a wish in each of the prov-

he told students, “but we couldn’t help them. Sometimes it was not our mandate or there were not enough resources to help. “I’ve always wanted, always felt guilty that I couldn’t do something for the kids.” So, when he retired, Brochu began work with Children’s Wish. He also began working on his health and found that his new lifestyle helped ease the chronic pain his career had left him with. Brochu urged the students to take care of themselves now by exercising and eating regular, smaller meals to regulate their metabolisms. He cautioned against fad and ‘yo-yo’ dieting, warning that there were no

shortcuts to health. “Never give up,” he told the crowd. “Be proud of yourself and who you are.” Brochu later joined well-wishers at a sendoff event at the Port Hardy Legion. The next morning, 101 Squadron and Legion members were joined by RCMP officers, Chamber representatives and civic leaders for a send-off breakfast at the Chamber of Commerce, with Brochu thanking everyone for their support before hitting the road with an emergency vehicle escort.
