Early plans by the Marker Group to develop residential housing on three vacant lots in Central Saanich has sparked interest in the community. The application to rezone three vacant lots on Central Saanich Road and Saanich X Road (next to Keating Elementary School) came through at the April 28 planning and development committee meeting. The three lots, which are currently zoned R1, would be rezoned into smaller lots to create 10 lots ranging in size from 3,347 sq ft to to 1,690 sq ft. Local police officers are breaking out the shorts and T-shirts — part of the uniform for bike patrols this spring and summer. But the officers don’t simply jump on a bike and start riding the streets, there’s a fiveday training session they must complete before they patrol on two wheels. Eight regular members and auxiliary officers of the Sidney North Saanich RCMP are taking this year’s course. The PNR caught up with them and their instructors at the Sidney Volunteer Fire Department parking lot, where they were working on bike han-

dling and balance drills. Constable Scott Seutter, one of the instructors, says a summer strategy is to do enforcement in Sidney’s downtown core. He said they’ll be providing a balanced approach — targeting pedestrians, cyclists and vehicles. “It’s all about harm reduction, about trying to make our roads safer,” he said. “It makes us a lot more maneuverable. I can ride straight in and deal with (issues).” Using bike patrols, he said, enables officers and auxiliary members to move in crowds easier and access local parks and marinas — places where a vehicle might not necessarily be able to go. “It’s a friendly way

At the end of the course, they must be able to demonstrate their skills on the bike and then it’s off to patrol Sidney streets. Sidney man faces child porn charges
Winery wins new permit
SIDNEY — RCMP have arrested a Sidney man on child porn charges. Sidney North Saanich RCMP report they executed a search warrant at a home last week. A man has been charged with possessing, accessing and distributing child pornography. This, following an investigation launched in April by the B.C. Integrated Child Exploitation Unit. Police report the man has been released from custody on several conditions. He is to appear in provincial court in Victoria next month.

Devon MacKenzie • Council approved a three-year temporary use permit for Church and State Winery in Brentwood Bay after the Central Saanich Police presented a report regarding noise complaints. Recently, a neighbour presented a petition outlining concerns about noise at the winery during special events. The police and bylaw officer determined that, since 2004, five calls of complaint were made to the District concerning noise or loud music coming from the property during an event — all of which came from the same person. With that information, council voted to grant a three year temporary use permit (adjusted from the one-year permit initially discussed in order to allow the winery time to book special events in advance) during Monday night’s meeting with a $5,000 surety deposit and opportunity for an annual review of the per-
mit and change to the terms should there be issues with noise. • Council unanimously approved a 25-year licence agreement with the Boys and Girls Club for the land on Clarke Road in Brentwood Bay near the library. The agreement provides the Club rights to construct and operate a new clubhouse on Districtowned land for the next 25 years for a $1 fee annually. • A notice of motion from Councillor Zeb King was brought forward regarding mail ballot timing for this year’s election. As staff is already in the process of rewriting bylaws around mail ballots, a report will come forward soon. • A notice of motion from Councillor Ryan Windsor regarding protection of the Saanich Inlet came forward to council. Council voted to endorse a petition from the Saanich Inlet Protection Society requesting the House of Commons to protect the Saanich Inlet by adding it to the list of designated zones where discharge of raw sewage is not allowed and that the petition be forwarded to MP Elizabeth May.

13, police were called to a home on Styan Road after a violent disturbance had been reported. Upon attending the scene, officers discovered that two men had been brutally assaulted and robbed after being called to the home. Police call it a “planned criminal act” and say it was not random. “The scene was contained while investigators obtained and executed a search warrant resulting in the seizure of weapons and drugs,” said Cst. Paul Brailey. Two men were arrested, Michael Hamer, 34, and Colin Wheeler, 32, and face
several charges each, including aggravated assault, assault with a weapon, forcible confinement and robbery. Wheeler was also wanted on a Canada wide warrant for previous crimes. The two will remain in custody until their next court appearance. Great teachers have an impact, students say Don Descoteau News staff
Teachers who have a special way of getting their points across that make us feel good or look at things differently do so through personal connections. In continuing our look at outstanding educators, part of Black Press and Staples’ Great Teachers initiative, supported by Thrifty Foods, we heard from some well-spoken middle and high school students around the Capital Region. We hope the teachers on their list of favourites, those who are really making a difference, will be nominated for Great Teachers awards at vicnews. com/contests. Oak Bay High’s 2014 valedictorian Mohammed Abousaleh says the best teachers are those who capture students’ attention and “make every class, every hour, engaging.” Not only that, instructors who are organized also get high marks from this honour roll student. “When you’re making use of all the time you have in class, it kind of motivates you to look at other aspects of life,” he says. While he appreciates teachers who aren’t afraid to change their mind, and those who encourage students to draw their own conclusions on discussion points, there has to be balance between flexibility and structure. Personal connections also allow teachers to make more in headway with individuals who may be having troubles in the classroom, says Spectrum’ Grade 11 Dezy Manuel.
“The best teachers go into a class where everyone is struggling and they make them better. They get people passionate about the subject and use that to their advantage,” she says. Grade 9 Vic High student Avery Paul, who spent a year-and-a-half being home schooled, is big on relationships, especially given the way she learns. “I like to work at my own pace, I have my own specific learning style. I’m really visual and like to work with my hands. I like when a teacher allows me to be flexible with my learning style. That shows they care about their students.” Tristan Knapp-Fisher,
in Grade 12 at Parkland Secondary in North Saanich, agrees. “When you connect (with students), it’s almost like you’re a friend. You can get more of them,” he said. “If (students have) a sense that ‘the teacher really wants to help me,’ they’ll open up a bit. It’s about being a little more human instead of just having it be your job.” Harmen Berghuis, general manager for the Staples School Tools program, says store staff who work with students and families get a sense of how teachers think outside the box when it comes to assignments. What sticks out in his
mind are science fair or heritage day projects on which students aim to reach a little higher. “What we see, especially on the projects that are done by a couple of students or a team of students, is that teachers build into the assignment the ability for co-operation and collaboration even a bit of leadership, perhaps,” he says. ddescoteau@ vicnews.com

A path to better health
O
ne small step for men and women at Rest Haven Lodge could turn into larger steps for people everywhere — and at any age. The Sidney senior care facility hosted the first Walk With Your Doc event in the community this week. It has been happening across B.C. for the last five years and at its heart is an attempt to get people of all ages to get up and get moving. A B.C. Medical Association initiative, Walk With Your Doc is an education program first. Local doctors at the Sidney walk, like Drs. Amanda Coleman, Terri Trottershaw and Ambrose Marsh, encourage their patients to be as active as they can, no matter their age. As long as they can safely move, walking or other forms of activity can keep a body healthy — more so than leading a sedentary lifestyle. The Walk in Sidney was only a short stroll — from Rest Haven Lodge to the Sidney Rose Garden next to the library — but it was one of many activities that one can do throughout a typical day to add steps to the routine. The BCMA, through Walk With Your Doc, encourages people to take 10,000 steps each day. An active adult, they point out, takes 10,000 steps from morning until night and if reaching that goal sounds tough, they have suggestions. Choosing stairs over elevators, parking further away from a store, take the dog for a walk or go for a walk after an evening meal. They all add up. It’s a series of small steps leading to big lifestyle change. There are many benefits to one’s health by simply getting out and walking, and it’s not just physical health. Sleep quality improves, stress is reduced, blood pressure lowered and there are more chances to socialize and feel connected to others. These are the benefits of increased activity. Once a body sets out on that path, and sticks with it, their health improves and can stay very good until well into the senior years. Better to spend those days getting up and active, rather than confined to a bed or chair.

Get facts right on marijuana prohibition Eileen Nattrass missed one key factor in her argument against pot (PNR, May 7) — facts. If you want to make a legitimate argument in today’s Google-able world, you need clear cut facts. Not half truths copied and pasted from 1950s propaganda films. She starts by attacking users as addicts, forgetting to mention the facts on Cannabis dependency [wikipedia], that “overall addiction potential for cannabis to be less than for caffeine, tobacco, and/or alcohol.” She than segues into its detrimental effect on the lungs, forgetting to mention that pot users are restrained from purchasing anything but tobacco rolling papers (heavy in bleach and carcinogens), when there are alternatives available that are non-harmful [vaporizers] to the user, but these products are stigmatized as addict tools. She mentions the increased health care costs, ignoring the facts, which show the opposite. Marijuana users, on average, are healthier than alcoholics and smokers. Pot is illegal not because it’s bad like Reefer Madness improperly informed people. It was because one man decided his investment in paper was threatened by a newly invented machine that could process hemp. He lobbied to any industry affected and thus the marijuana tax act of 1937 was signed. Noel Gagnon Sidney
Take precautions on Harbour Landing
Now that a plan is in place for the old North Saanich School grounds it is time for council to make sure it has all its facts and figures in place. Harbour Landing will be its name and given the proximity to local schools it makes perfect sense for higher density housing to go in. Yes, there will be area residents that will not be happy, however one could not expect when the land was sold that it would just sit and grow grass. The job for council was to look at and weigh options to put the area to best use and minimize impact on the neighborhood. This did happen in an approval vote however it does concern me that even though approved some councillors decided to backtrack a bit on support ie: “best of the worst”, or “it is a compromise” and go ahead with approval. The more important issue is for Sidney to make sure it has all safeguards in place. Sidney residents in the area might take a little getting used to the project, however, in the end a nice neighborhood only enhances property values not lower them. This Harbour Landing project cannot stall halfway through and be an eyesore otherwise I would think the seats of councillors might start getting a little warm. Just for the record, I live in close

Agricultural literacy The Growing Young Farmers Program at Sidney Elementary, Keating Elementary and elsewhere provides children the experience of where food comes from, how it is grown and the importance of local farms and farmers in food production. These are the first steps to making people aware of the need for safe and reliable food supplies. On the Saanich Peninsula — and the Island generally — it is known that in the event of a major disaster, food supplies will last three days. After three days, the Island begins to go hungry. Proponents of various food issues attempt to educate adults on food security, but starting with children may well be more effective. The challenges — curriculum change, food security and waste, the farming economy — exist but the opportunities are abundant, the rewards possible. While growing garlic bulbs is a small step, the potential reward is an understanding of food production and supply. “It’s hard to believe just how important that is,” she said. Coleman was also joined by her mother, Cate, on the Walk and they formed a large group that walked from the Lodge, down Mills Road and across Resthaven Drive to the Sidney Rose Garden. Coleman added her father was a marathon runner and gold medal winner at the B.C. Seniors Games before his health took a turn. Yet his activity from a young age and well into his 80s helped ensure his quality of life was good. “I’m out here now to support the efforts to make people aware of others who have limited mobility,” she said. “There is an increased need today for exercise in every age group.” Dr. Terri Trottershaw, medical director at Rest Haven Lodge, said the Walk encourages people to get up and outside, to socialize and find support for just a bit of a walk. “It’s important to move,” she said, “for mental and physical health. There are people who just cannot get outside and walk.” Participant Gail Palmer said she has her own health issues and cannot walk for extended periods but wanted to take part in the Walk With You Doc event. “I think it’s great. One main difference between the styles is whether the hearing aid sits in your ear, or if part of the hearing aid sits behind your ear. The receiver-in-the-canal (RIC) style of hearing aid is one of the more popular styles today. It has a small piece that sits behind your ear with a thin wire that connects the hearing aid to your ear canal. It usually has a small rubber dome that sits in the ear canal. Then we bypassed Kelowna and headed for Beaverdell, admiring the evidence of the now defunct historic Kettle Valley railway. Then the chilling hail hit but a single glass of beer at Rock Creek restored us us. We weaved our way north along the valley, through wine country, to Penticton. “Piece of cake,” said George the next day as he looked at the route to Hope. The winding back road trail to Princeton was a joy but the last stretch home was not. First, we were hit by snow, then hail that numbed our faces as we descended from Manning Park. I thought I had made a significant anatomical discovery when it appeared that the icy wind blasting up my right nostril seemed to exit through my left ear. Of course, it could have been the hole in the left side of my helmet. There was one other little challenge. The panel failed so I had to peer at my handheld GPS to figure out what speed we were doing then shout at the top of my voice when George exceeded the posted limit. We made it safe and sound. “Next year, Sid?” “I’ll get back to you, George.”

The right bike at the right price You’ve got your licence and proper gear, now all you need is a motorcycle. Here are a few things to consider before signing on the dotted line. Budget Establishing a budget is probably the most important thing when it comes to your new ride. Particularly if you’re buying used. You might be tempted to spend an extra couple of thousand on the bike of your dreams. But if the dream bike happens to be a nightmare and costs a fortune on repairs, you might find yourself in a pickle. New or used? There are differing benefits to buying new or used. New bikes have warranties, but a used bike that might not be too old could still have one. Is buying either way better than the other? Not necessarily. Buying used you could get a more upscale model for your budget. Private sale or from a dealership? Buying through a private sale can be a good way to go, especially on a budget. I found my bike online. But if you can’t pay cash up front, dealers generally have financing or payment plan options. Private sales don’t. Dealers also have most likely done a tune-up or some service in preparing the bike for the sale. Check the VIN It might cost you a few extra dollars to run a bike’s VIN through a trusted database but can save you multiple headaches in the end. It will show if the bike has been in any reported accidents and detail

When I went to buy my first bike, I had my heart set on a beautiful Yamaha R6. It looked brand new and perfect. The seller said it had never been in an accident and had all original parts. I left thinking the next day I’d be riding this beauty home. I paid my $20 (at the time) and found out the bike had been in two accidents with damage of more than $3,000. If you’re buying through a dealership, they might have the bike’s history on hand. It never hurts to double check. The myth of displacements Many new riders like to set a cap on the cc displacement they’re willing to get for their first bike. I had a reader
write me asking what he should get. He’s 6-foot-two-inches tall and 220 pounds with long limbs. He didn’t want anything higher than a 250cc though. He wanted something manageable for his first bike. With long arms and legs, a 250cc bike wasn’t going to fit him. Or vice versa. I told him to look at cruisers, like the Harley-Davidson Sportster, Honda Shadow, Suzuki Boulevard S40, Yamaha Bolt. They might have a higher displacement but they’re going to be work better with his body. I recommend buying a bike you are comfortable on. Test rides Private sellers won’t generally let you test ride, but ask. Dealers are more open, especially with newer models because they have demo fleets. Mechanical inspection If you’re buying used, and you are this close to making the decision, before you go to the bank and give up your savings, spend the extra $100 to $200 to have a motorcycle mechanic to look at your potential purchase. Private sellers will generally ride the bike down to a location of your choice and let the mechanic work their magic. The mechanic will then let you know what things might need to be worked on in the near or distant future. If the seller thinks it’s too much work, then it’s your call if you want to continue to work with them. I wouldn’t buy a bike without knowing what I’m getting onto. alexandra.straub@drivewaybc.ca

Five commonly replicated classic cars Rob Sass
The classic car world is full of “coulda, shoulda, woulda” stories of people who had the opportunity to buy something when it was affordable only to see it sail out of reach. If you didn’t buy a Shelby Cobra during the Nixon administration for 10 grand, the only alternative for most people today is a replica. Replicas are all good fun unless someone tries to pass one off as the real deal. Here are five of the most common classic car counterfeits. 1967 Shelby Cobra 427: The Cobra might just be the most desirable sports car on the planet. Not coincidentally, it’s also the most replicated. With bulging, macho good looks, a big block Ford V-8, side pipes, shattering performance and only around 300 originals made, it was a certainty from almost the beginning that supply and demand would never be equal. The originals have always commanded good money – by the late 1970s, they were approaching $50,000, and around that time, cottage industries sprang up everywhere to build Cobra replicas. Some were quite good while others bordered on undriveable. A lot depended on

Some argue that the 1992 Dodge Viper was the ultimate tribute to the Cobra. Fortunately, it’s really hard to pass off one of the replicas as the real deal, the
are fibreglass, there’s no danger of one being passed off as the real thing. Real 550 Spyders are $4 million or so and Speedsters can bring more than $300,000. Replicas can be had for around $30,000, which combined with the fact that they’re quite fun to drive, explains their appeal. 1961 250 GT Ferrari California Spyder: Before Ferrari got serious about cracking down on violations of its intellectual property rights, its vehicles were among the most commonly knocked-off on the planet. A bogus California Spyder built by a company called Modena Industries shot to fame as the hero car in the movie Ferris Bueller’s Day Off. About 50 were built between 1987 and 1989, before Ferrari said “basta!” Real ones start at about $9 million. Ferrari 308 GTS: After the Ferris Bueller car, the Ferrari with the most screen exposure was the red Ferrari 308 GTS that Tom Selleck drove on the TV show Magnum P.I. Conveniently, as the 308 reached the apex of its fame via the TV show, Pontiac came out with the mid-engine Fiero, whose space frame design combined with non-stressed removable plastic body panels made it the ideal platform for conversions designed to simulate

Shelby Club maintains a registry of the real cars by serial number and history. 1955 Porsche 550 Spyder: The 550 Spyder (of James Dean death car fame) and the more common bathtub-like Porsche 356 Speedster have a long histo-
ry of being replicated. Vancouver company Intermeccanica makes very high quality Speedster replicas, while Beck in the U.S. has a great reputation for making 550 Spyder replicas. Because the originals were alloy and steel, respectively, and the replicas
far more expensive mid-engine exotics. The most famous (or perhaps infamous) of these was the MERA, a replica of the Ferrari 308. While the proportions were off and the interior screamed cheap, we suspect that most of the then 20-something barflies taken in by the guy with gold chains and a polyester Hawaiian shirt driving the bogus 308 never suspected a thing. 1935 Auburn 851 Speedster: Other than a slew of neoclassics that vaguely replicate Mercedes-Benzes of the 1930s, pre-war cars are seldom faked. But the Iconic Indiana-built Auburn Speedster (along with its equally stunning sister the Cord 810/812) is an exception. I’ve lost count of how many companies have built replicas over the last 40 years are so. Like the Cobras, some are quite good and some exhibit the build quality of a Sochi hotel room. A replica Speedster features in the opening scene of Indiana Jones and the Temple of Doom.

A no-frills, stripped base model is also the norm in the U.S., but not in Canada (got to have those seat heaters). Our American friends have a choice of six Mazda3 trim levels, while Canadians have only three. The base Mazda3 GX, with a start price of $15,995 in Canada, is a bargain. That’s $950 below the lowest priced Mazda3 sold in the U.S., the SV (stripped edition) at $16,945. At the top end, a Mazda3 Sky GT is $25,855 in Canada. That said, overall I really like this engine and crisp-shifting manual transmission combination. There was 312 miles (502 km) on the trip meter when I pulled into a gas station, for the first time, at the end of my stay. It took less than 9 gallons ($35) to fill the tank. That’s 34.8 mpg (U.S.), or 41.8 mpg (Imp gal) or 6.9 L/100 km, if you prefer metric and brilliant by any measure. The Audi A7 a luxury fuel sipper Audi is one of the luxury brands under the massive Volkswagen Group, which includes Lamborghini, Bugatti and Porsche. By sharing engineering knowledge, platforms and engines across several different brands, (including the mainstream Volkswagen brand) enables VW to reduce costs and develop more products. One area of importance, in Canada, is the introduction of more and more diesel, or TDI engines, into the marketplace. The 2014 Audi A7 TDI is a perfect example of what the VW Group is doing right. The engine is a fuel-sipping diesel that saves roughly 25 to 30 percent over a conventional gasoline engine, yet still supplies the dynamic ride Audi owners look for. Looks The body of the A7 TDI is the same as the gasoline versions and it could be one of the best-looking four-door luxury vehicles on the road. Actually, the A7 could be considered a five-door model, as the rear cargo rear is accessed through a massive hatch. This, in combination

Buyers who like the idea of a big luxury car but also want something a bit sportier will enjoy the dynamic stance, especially combined with the oversized sports wheels. Oversized is also a good way to describe the A7s grille, which is framed by an aggressive set of headlamps and deep front spoiler. The back is much more subdued and the rear lights look almost Aston Martin-inspired. Inside The downside to the
swept roofline and large hatchback is the amount of headroom for rear seat passengers. Taller passengers might find it a bit snug and big items might not fit in the cargo area. This is why Porsche produced the Panamera sport-back, with a much higher roof for full-sized adult passengers. The reality is that many professionals who can afford this car will more than likely have a family SUV for those times when larger adults or cargo needs to be moved. The front seats enjoy a view to a sumptuous dashboard and luxury filled experience. The best materials are used and I find Audi’s computer controller to be one of the easiest on the market.
Drive Audi uses a variation of its 3.0L direct injection turbo diesel in five of its models from the practical Q5 and Q7 SUVs to the A6, A7 and A8 sedans. This A7, along with the Q5 and A6 get the newest version of this engine sporting a bump in torque from 406 lb-ft to 428 lb-ft. Torque is what it is all about with diesel engines. The ability to get away from a traffic light and cruise along at highway speeds makes a diesel engine a rewarding vehicle to drive. Put the throttle down and this big luxury sedan just rockets away, the way a huge V8 would have in years past. The up side is that the driver gets all that
power but also impressive fuel economy, something that had eluded luxury buyers in the past. The A7 is rated at 8.7L/100km in the city and stingy 5.3L on the highway. In comparison, a 2014 Honda Civic is rated at 5.0L/100km on the highway. For fuel savings and power the diesel is the way to go. Verdict The Audi A7 is a lovely car filled with sex appeal, performance, luxury and prestige that all come at a price. Starting at $72,900, the diesel is a $2,500 premium over the base A7. The owner could recapture that additional money over several years of driving thanks to the improved fuel

PRIVATE INSURERS REACT TO CMHC’S REGULATION CHANGES Genworth – Canada’s largest private residential mortgage insurers, founded in 1995, has decided not to follow suit with CMHC’s product changes. Announced last Friday, Genworth will make one adjustment, however. The maximum number of units allowable under the vacation/secondary home program will be reduced from two units to one unit. There will no changes to the business for self program. Canada Guaranty – The private investor group Canada Guaranty, formed in 2010 when the Ontario Teachers’ Pension Plan and National Mortgage Guaranty Holdings Inc. acquired AIG United Guaranty Mortgage Insurance Company Canada, took the same tack as Genworth in light of CMHC’s management plan. As of May 30 only properties with a maximum of one unit will be eligible under the Lifestyle Advantage mortgage product. Previously, two-unit properties were allowed. Prospective home buyers in Victoria may have a difficult time sealing the deal at month’s end when the country’s national housing agency does away with two insurance products – a move that could spark repercussions across the buyers’ and rental markets alike. Canada Mortgage and Housing Corporation (CMHC), Canada’s leading provider of mortgage loan insurance and mortgage-backed securities, on April 25 announced the discontinuation of its second home and self-employed without a third-party income validation products. After May 30, homeowners with one CMHC-insured mortgage will have to sell said property in order to become eligible for a second. Additionally, self-employed applicants must have two years of unaudited, independent thirdparty validation of their income, as opposed to stating income of year’s past to qualify. While the Crown Corporation claims just three per cent of their business came via such products in 2013 and has no comment on what effects the change may spark, at least one local mortgage planner is willing to venture an educated guess. Kam Brar, mortgage planner with Auxilium Mortgage Corporation in Colwood, puts forward a typical example of a young couple who has bought a new condo a few years ago when the Victoria market was at its peak. “Now you decide to go sell that condo, however, for whatever reason – let’s say it’s not worth

what you owe, or any other reasons – you can’t get out of it right now and you decide you just want to rent it and then buy the other property,” Brar says. Your choices: either sell it, or you live in it, or you find a 20 per cent down payment for the new purchase, to avoid CMHC. “If you’re not turning them into rentals, you’re either going to be living in it or selling. Most of these upgrades are usually condos,” Brar said. “That’s usually the stepping stone to the next property purchase. We’ll see what happens because they’re the feeder pool for the whole market. If you look at it as an eco-cycle. It starts with a small purchase and you move your way up gradually.” Should many potential landlords decide to stay in their condos now, at a time when Victoria has a fairly high number of new condominiums recently completed, Brar says, a lack of used inventory could be quite helpful to developers at this time. With the changes still a matter of weeks away, CMHC isn’t willing to venture a guess at the possible side effects of the change. “Basically we want to help Canadians meet their housing needs and our insurance business activities need to contribute to the stability of the housing markets and finance systems,” said Charles Sauriol, media relations for CMHC. “This is a business decision that we made and again, it’s just looking at our products and how they fit with our core objectives.” Brar, underlining his view that CMHC’s products were intended to enable first-time buyers, not future land barons, has his own hypotheses on the timing of the changes. “I think they are hearing from a lot of worldwide economists that the Canadian housing mar-
