Assault victim in critical condition AUTUMN MacDONALD Observer Reporter A 40-year-old Quesnel man remains in critical condition at University Hospital of Northern British Columbia (Prince George) after an assault Saturday in Quesnel. At approximately 9:30 p.m. May 3, a 911 call was received from a residence located in the 600 block of Elm Street, requesting B.C. Ambulance services for a male who had sustained life threatening injuries as a result of a serious assault. RCMP and B.C. Ambulance attended and the 40-year-old male was transported to Quesnel’s G.R. Baker Hospital where he was treated for life threatening injuries before being transferred to University Hospital of Northern British Columbia in Prince George where he remains in critical condition. This aggravated assault is currently under investigation by the RCMP North District Major Crime Unit and the Quesnel RCMP General Investigation Section. Investigation has determined that this was a targeted attack and it is believed the victim knew his assailants. After a series of thefts from vehicles, RCMP are reminding residents to prevent property crime by locking doors and securing valuables out of sight. Thieves traditionally target vehicles that have been left unlocked and with valuables in plain sight. This is an attractive combination for property criminals who see it as an easy target and an open invitation. “An unlocked door is an easy target for criminals. The vast majority of theft that occurs from vehicles involves unlocked doors,” Media Relations Officer for the Quesnel RCMP Cst. Krista Vrolyk said. “It is very rare for us to see a theft from vehicle in which a window is smashed. The increased risk of being detected as well as the effort involved in smashing a window is something that we don’t often see. More often than not, criminals will move on to the next unlocked vehicle rather than spend the effort required for a locked vehicle.” The act of locking doors and removing valuables from sight can significantly reduce your chances of being victimized. Unlocked vehicles are a haven for property thieves who have stolen electronic equipment and other personal items from unlocked vehicles in the last month.

ANNUAL REPORT

2014 financial bylaws adopted Council gave final adoption to Bylaw No. 1736, Five Year Financial Plan (2014 - 2018) and Bylaw No. 1737, Tax Rates (2014) which confirms the property tax rates for 2014. The Cylaws in their entirety will be posted on the main page of the City’s website for public review.

Quarterly report Council received the Strategic Planning - Quarterly Report for 2014. Staff highlighted the West Quesnel Land Stability project in that monitoring results will be available in July/Aug. A public meeting will be held in early fall to review the findings of those results with residents. As well, once the monitoring report and findings are complete, a Work Plan to move forward will be developed as well as a lobbying strategy to secure funding from the provincial and federal

Banner policy Council approved the City of Quesnel Banner Policy which will establish guidelines and provide a formal approval process to address requests from community organizations who would like to have banners installed on street poles in the city. The policy will delegate the responsibility for approving banner installations to the Tourism and Civic Pride Committee.

Financial Council approved Schedules “B” (2013 Council and Employee Remuneration) and “C” (Goods and Services Equal to and over $25,000) of the City’s 2013 Statement of Financial Information, a requirement under the Financial Information Act.

Contravention

Council approved the filing of Contravention Notices with the Land Titles Offices on several properties. These properties have been identified as being in contravention of the City’s Building Regulations. The notice would serve as a warning to any prospective purchaser of the property that the contraventions exist and have not been rectified in accordance with the local building regulations.

Achievement Council congratulated Pat Wahlstrom, a recipient of the B.C. Community Achievement Award. The B.C. Achievement Foundation is an independent advisory council that selects the recipients of the award from nominations received in the fall. These

recipients were recognized in a formal presentation at Government House in Victoria on April 29 and each received a certificate and a medallion designed by BC artist Robert Davidson. The B.C. Achievement Foundation was established and endowed by the province of B.C. to celebrate excellence in the arts, humanities, enterprise, and community service.

ack Hill loves his hair. “It’s so soft,” he said as he stroked his head. So shaving his head for Relay for Life wasn’t something he wanted to do. However, this has become a family tradition that Mack was instrumental in starting in 2008. As part of Relay for Life in Grand Forks, Mack told his father, “If you do it, I’ll do it. In seven hours we raised $1,065.” Now 13 years old and a six-year veteran of raising money and shaving his head, Mack, along with his father and 12-year-old brother Hayden will raise money and have their heads shaved for Relay For Life. Hayden admitted he doesn’t care about his hair. “For the first day after the head shave people want to feel my head and that’s when I tell them why I do it,” he said. However, Mack found a reason to shed his

lovely locks. “After my Nanny died of cancer I decided to go ahead this year,” Mack said. Keith’s mother died Nov. 24, 2013 of pancreatic cancer. Keith said raising money this year has been a bit tough with his work schedule and the kids school activities but he’s confident they can reach their goal of raising $1,500. Over the past five years the family has raised $5,600 for Relay for Life. “It seems to be a family thing, we work to a deadline,” he said with a smile. Each year the Hill boys let their hair grow (Mack snuck in a haircut just a few weeks ago, so his isn’t as long as it could be) and

each year they hope it’s long enough to donate to the Canadian Cancer Society to be used to make wigs for cancer patients. “But each year we’re always just a half to an inch short of the eight inches needed,” Keith said. In the weeks leading up to Relay for Life, May 24, the Hill boys will be talking to friends, to the boys’ schools and teachers and will blitz their neighbourhood to reach their fundraising goal. The public can donate to the Hill Boys through cancer.ca and follow the prompts to The Hill Boys or Keith Hill. “The first six years was for everyone else, this year its for Nanny,” Keith said. Principal – Lakeview elementary Stephen HawkinsBogle has been appointed to the position of principal of Lakeview elementary. HawkinsBogle is currently the principal of Carson elementary school. SHIRLEY HARRIET ELLEN SHIPLEY April 20, 2014 On April 20, 2014, Mrs. Shirley Harriet Ellen Shipley of Morinville, AB, formerly of Quesnel, BC, passed away at the age of 83 years. Shirley is survived by one son and two daughters; Darrell (Myra), Kathie (Laurent) Doucette, Julie (Roy) Carlson; nine grandchildren: Michael (Amy), Melissa (Nick), Jennifer (Davey), Sara, Liza (Ray), Scott (Beth), Felicia, Jade and Yoh; eleven great-grandchildren: Noah, Isabella, Luca, Matteo, Tristen, Cameron, Miles, Myla, Izzy, Roxy and Larisa; sisters: Patricia and Joyce. Predeceased by husband, Harold and infant son David; parents; two sisters and three brothers. The family would like to extend a heartfelt thank-you to Dr. E.P. Schuster and Bev.

s three years enough for hiding a murderer? Probably not, right? What if that murderer was your child? Stephen Foerster received a threeyear sentence for hiding his son Matthew in Ontario for months after he murdered 18-year-old Taylor Van Diest in Armstrong on Halloween night of 2011. Matthew was sentenced last month to life in prison with no chance of parole for a least 25 years after a jury found him guilty of stalking Van Diest and beating her with a flashlight. Crown explained Stephen knew his son had killed the teenage girl and helped him get away by providing him advice, money and shelter for five months. After the killing, RCMP released a sketch of Van Diest’s killer after connecting Matthew’s DNA from the girl’s fingernails and linking it to a sexual assault in Kelowna years earlier. Which leads anyone with half a brain to the conclusion the elder Foerster knew his son had the massive potential for violence against women before her murdered Van Diest. And not only did he know this, he hid him for five months with the knowledge he was putting many other women at risk. That’s not being a protective parent – that’s grotesque and delusional. As a mother of the most amazing seven-year-old to walk God’s green earth surely it is my duty to protect him from a host of evils and consequences. My job is also to ensure my son is peaceful, loving, empathic, healthy in mind and body and socially responsible (among many other things). To knowingly put others at risk while protecting your kin who is obviously sick in the head is not only cold, but shows a disturbing lack of judgement. D

uring my 10-yearold daughter’s baseball practice I made a quick trip to Starbucks, where I bought myself an overpriced chai tea latte. Arriving back at the park it was announced that I was just in time for a game – parents against kids. “That’s okay, I’ll just watch,” I said, holding up my venti-sized cup. This was five bucks.” “I’ll give you the five bucks,” the coach responded. “Now grab a glove.” “But I’m afraid of the ball,” I said earnestly, trying to appeal to his compassionate side. It didn’t work. “Get out there, Welbourne,” he barked. “You’re playing.” “If I can do it you can too,” one of my friends said empathetically. Other parents and kids chimed in as well. “Come on Mom,” my daughter hollered. “It’ll be fun!” I knew it wouldn’t be, but the peer pressure, combined with the request from Daisy quickly wore me down. I reluctantly did as I was told and walked out somewhere

On A Brighter Note near the third base. I prayed to the baseball gods that the hard little round thing wouldn’t come anywhere near me. Thankfully, it didn’t at first. The ball kept going up the middle toward a couple of grandparents. Watching them run for it and trying their best helped me connect with the “if I can do it, you can too” sentiment. My friend, who was also nervous about playing, was making an effort as well. Whenever the ball came near her she’d cry out “oh no, oh no,” but she’d still try to catch it. At this point in the game, I hadn’t had much to do but sneak sips of my tea. When the ball finally came whipping in my direction it flew right at me and almost landed in my glove before I realized what was happening.

On the first pitch I swung and hit the ball so hard and so fast it went flying right out of the ballpark, and with cheering fans and bases loaded I got a home run. Just kidding. There were no fans and I have no idea if anyone was on base. I hit the thing just past the pitcher, anxiously ran to first base and prayed I wouldn’t trip, break a nail or get whacked in the head with the ball. Once I reached the plate my excited little girl ran in from outfield and gave me a high five. “Way to go Mom!” she yelled. “You did it!” It felt good to get a hit and make Daisy proud, but I knew she would have been pleased no matter what. If only I’d been paying more attention, I thought to myself, when it bounced off the inside of my borrowed mitt. All I had to do was close my hand and I would have caught the darn thing. After that I decided to stop worrying that the ball might come towards me and I started to expect that it would. I even envisioned myself catching it. But just as I began to feel semi-confident that I could do this, the kids ran out to the field and it was the parents’ turn at bat. Walking up to the home plate, I thought about the last time I played softball almost 20 years ago. I had joined a beer league team because my husband, who was my athletic baseball player boyfriend at the time, thought it would be an enjoyable thing to do together. It wasn’t. Not for me anyway. The team was so competitive that many of the players would get mad when someone messed up, and I made mistakes all the time. Playing parents against kids was a completely different experience, though. And just knowing my daughter was on the

No one wants a spill of any product at any time. The performance track record over the past 50 years is good, but even still, work is ongoing

Black’s articles incorrectly suggested the Canadian oil industry is not interested in the proposed refinery project and that transporting diluted bitumen is more risky than transporting other types of oil because of its chemical properties. Fact is, oil producers are seeking increased

access to existing and new markets – in Canada, the United States and internationally – to satisfy market demand for increasing Canadian oil production. All options to achieve that goal are worthy of study. And diluted bitumen – oil sands bitumen diluted with natural gas liquids that allow it to flow – is no more dangerous than other types of crude oil. Chemically, there’s nothing about diluted bitumen the transportation system cannot be prepared to manage. Whether it moves by pipelines or tankers, diluted bitumen meets all the same specifications

and behaves the same as other crude oils. Oil floats on water if it has an API gravity above water’s 10 degree API gravity. Diluted bitumen has an API gravity of 20-22 degrees. Any type of oil spilled in water, eventually “weathers” and can be driven below the surface by waves or currents. Diluted bitumen behaves the same way. There have been several scientific studies completed on diluted bitumen. Earlier this year, the federal government released a research study that demonstrated diluted bitumen floats on

C

ottonwood House Historic Site has a new hand on the tiller. Bill Edwards with his wife Nicole bring an authenticity and plenty of expertise to the 150-yearold stopping house, halfway to Barkerville. Although Bill admits his passion is horses, he also brings a wealth of experience in all aspects of running the historic site. Born in Oregon, he moved to B.C. at the age of three with his father. On a farm west of Vanderhoof with 250 head of sheep and 10 Durham milk cows, Bill

learned the value of hard work, determination and developed a love of animals that still lives within him. “All I ever wanted to be was a cowboy,” he said with a smile. Cowboying in Texas, Missouri, Arizona, Montana, Oregon and California – Bill lived his dream. However the dream changes, a wife, three children and family stability saw Bill settle down on property near Cinema where horses were still a very big part of his life. He farmed with them, logged with them, taught his children good horse sense and shared his love for horses with his wife.

With his affinity for a more bucolic way of life, Cottonwood always appealed to Bill. He could always envision what he’d do with such an opportunity. “I always looked longingly at Cottonwood House on the way to Barkerville,” he said. “I wanted to farm that place.” Bill can imagine how the area looked at the time John Boyd began developing the stopping house and ranch in 1874. There has been some form of habitation on the site for several years but Boyd created the thriving business that served the goldfields in Barkerville. Cottonwood House has been in continuous

operation for 150 years and today Bill Edwards is living John Boyd’s dream. In contrast to the 1,000 acres Boyd worked, today there are about 26 acres. Bill was initally hired as a wagoneer and farm interpreter and he seized the chance to manage the historic site this year. With his matched pair of draft horses, Bill provides field demonstrations with vintage equipment pulled by his traditional team of horses. Although Edwardian in his farming practices (Bill prefers to call it heirloom farming), Bill brings a 21st century mentality to running Cottonwood House Historic Site offering visitors all the amenities they demand

while demonstrating a life they can only imagine. The site offers 4km of trails and a relaxed wagon ride (yes, pulled by the team of horses) winds its way through the cottonwood forest past Hard Luck Charlie’s camp along the banks of the Cottonwood River and the route of the original Cariboo Waggon Road. Modern RV sites, fully-equipped cabins, restaurant, candy store and farm machinery display all for the small admission price of $5/ adults, $3/students, $4/ seniors or $15/family. Visitors are also free to wander the grounds, soak in the atmosphere and take a guided tour of the house where the Boyd

family worked, played and raised their nine children. Bill is a seasoned storyteller and knows the history of this very special historic site which he freely shares with visitors. Sunday is the first special event at Cottonwood House with activities planned for Mothers Day, May 11, 10 a.m. – 2 p.m. The historic site is open seven days a week, 7 a.m. – 4 p.m. with historical interpreters on site to enhance your enjoyment of Cottonwood House. Owned by the Province of B.C. and a designated historic site, Cottonwood House is operated by School District 28.

B.C. motocross series hosted in Quesnel Really? Is all the members had to say about the weather this last weekend while they hosted rounds four and five for the BCMA 2014 series. It took a week of grooming the track in 25 C weather just to have a northern front move in and drop the temperatures to freezing conditions. Sleet and rain poured down most of the day Saturday and Sunday, keeping spectators at bay, but that did not stop the

racer’s from hitting the track down Oval Road. Racer’s from the south and as far north as Terrace came out to compete on one of the hardest tracks on the circuit due to it’s unique sandy terrain. Modifications were made to the track for the smaller 50cc and 65cc bikes as the deep sand and hills were a little too much for them to master. It also didn’t stop local rider’s who don’t normally race the circuit,

come out and experience the rush of racing. Local 15 year old, competitor Colton Shepherd #82 finished in first in Intermediate MX3 and second in MX2 on Saturday and taking second place on Sunday in Intermediate MX2. Brad Dunn #150 of Full Throttle Motorsports took second overall on Saturday and Sunday in the Vet Master and Plus 40 class. Brian Watson took home the hardware all weekend in first place in the

Vet junior class with his son Haiden Watson taking a 4th place in School Boy on Sunday. Dayne Cutrell, racing in the 85 cc ages 7 – 11, was awarded second place on Saturday and a third on Sunday. Jared Lucas #797 also raced his best in the junior B’s, taking home a second place trophy both days as well. Spencer O’Flynn walked all over the 85cc 12-16 year old class taking first place both days. Youngest rider of the weekend, Quesnel’s Blaise

Swaan rode his 50cc KTM finishing third on Saturday and second overall on Sunday. Jordon Brears moved up a class to junior MX2/3, bringing along friend and first time racer Matthew Fury who said, “Had an awesome time racing my first motocross race ever, it was a blast!” As things wrapped up for the weekend Sunday afternoon, the sun came out and racer’s headed home. The next BCMA race was scheduled for

Williams Lake on May long weekend, the 17/18, but were not able to host this event, so Quesnel will be hosting rounds six and seven back here in Quesnel. WHITNEY GRIFFITHS Observer Reporter With the snow clearing, cyclists across the province are preparing for B.C.s annual Ride to Conquer Cancer, including Quensel’s own Jason King. This two-day cycling event is taking place June 14/15. Proceeds from the ride are going towards the B.C. Cancer Foundation and the B.C. Cancer Agency. Participants can register as a team or alone, choosing from four different routes of varying difficulty. When registering, riders will find there are a variety of different cancer research avenues and cyclists participating in the event donate the money raised to the avenue of their choosing. “I’ve elected to pick prostate cancer because that’s what my dad was going through recently so it kind of hit home with me,” cyclist King said. King has been cycling for nearly five years, participating in many different events such as the Granfondo from Vancouver to

Whistler and other large group cycling rides in Kelowna and Penticton. In preparation for the Ride to Conquer Cancer, king has been cycling approximately 200km a week since the start of April. Jason will be travelling more than 300km with a team on the Challenge, this route winds through the rural country roads in the Cascade Mountains stretching from Vancouver to Seattle. This will be King’s first time participating in a ride with the hopes of collecting donations for a cause. His goal is to raise $2,500 in donations to go towards the B.C. Cancer Foundation to support prostate cancer research and enhancements to care. As of May 2, King has raised $1,700 with the help of generous donation from family and friends around Quesnel as well as local business sponsors. Mother’s Day Buffet

MindCheck’s hockey hero WHITNEY GRIFFITHS Observer Reporter Hockey player Myles Mattila has been concerning himself with more than just the game these days and the young athlete’s tireless efforts both on and off the ice have not gone unnoticed. In March, this former member of the Tier 3 Quesnel Thunder received HockeyNow’s Minor Hockey Player of the Year award. Myles moved away from Quesnel to further his hockey career, advancing to the next highest level he could play, and was nominated for the award in the middle of his first season with the Tier 1 Cougars in Prince George. “It felt pretty great because I am the only kid from the north that got picked,” Myles said. “Everybody else is kind of from Kamloops and North Vancouver so I was really honoured to get picked from the north.” This minor hockey player of the year award program does not only recognize ability and performance in

hockey, but also the players participation in the school and community. Myles began promoting for Mindcheck, a website organized to help people struggling with mental issues get help, in Sept 2013. His active involvement in Mindcheck is largely due to an incident that occurred with a fellow hockey player. It was a couple of years ago that a teammate of Myles’ was having problems. He was unable to help and believes that if he had known about Mindcheck before he could have done more to help this teammate. Since starting his involvement with Mindcheck, Myles has met with an advisor from the program to discuss different steps that Myles can take to help the community even further. Right now he gives presentations and puts poster up around school. So far Myles seems to be getting great feedback from school faculty and his peers. When asked why he believes he received the hockey player of the year award Myles

said, “helping out in the community and giving back, I believe that helped out a lot.” At only 15, Myles doesn’t appear to be slowing in his community involvement or in hockey. The young athlete has set his goal high, continuing in hockey with the hopes of working his way up to the highest level he could play. “I believe it will be WHL,” Myles said. “There was a draft day and I actually was chosen by the Vancouver Giants.” During the summer,

There was 312 miles (502 km) on the trip meter when I pulled into a gas station, for the first time, at the end of my stay. It took less than 9 gallons ($35) to fill the tank. That’s 34.8 mpg (US), or 41.8 mpg (Imp gal) or 6.9 L/100 km, if you prefer metric and brilliant by any measure. My driving was a mix of city/highway and usual traffic hold-ups that are commonplace in the LA area. The EPA official combined fuel

economy rating for this vehicle is 33 mpg. Canada vs US: Small cars are number one in Canada and we bought over 40,000 Mazda3 models last year, making it the fourth most popular small car. Mid-size cars traditionally out-sell small cars in the US, and Mazda3 was only the tenth best seller in the small car segment, however, that’s still 100,000 plus sales. A no-frills, stripped base model is also the norm in the US, but not in Canada (got to have those seat heaters). In fact, our American friends have a choice of six Mazda3 trim levels, while Canadians have only three. “We have a less complicated trim level strategy,” countered Sandra Lemaitre (National Manager, Public Relations at Mazda Canada). “One, to make it less complicated for consumers and two, to allow our dealers carry

inventory that consumers want. We also offer more option packages that allow consumers to add on, rather than making them commit to a specific trim” Pricing: You’ve probably read (on the inter-web) or heard of people saving thousands of dollars by buying a vehicle in the US. That may be true for some high-end luxury or specialty products, but not so in the price-competitive lower end of the market. Dollar for dollar a Canadian pays about the same, or less, than a US buyer, for a similar new Mazda3. So, you will definitely save money by buying a new Mazda3 in Canada, when you also factor in the current 10 to 12 per cent difference in currency exchange rates and importation costs. The base Mazda3 GX, with a start price of $15,995 in Canada, is a real bargain. That’s $950 below the lowest priced Mazda3 sold in the US, the SV (stripped

My tester was the MDX Elite that comes fully loaded. After driving around in this vehicle for a week, I started to get used to the technology and how

the safety features start to perform, it became natural and helped me relax and enjoy the drive. It is a powerful and very luxurious vehicle, a real treat to drive. I would like to see a little more headroom and the six-speed transmission seemed to have a mind of its own. Lots of competition in this segment, from Lincoln MKT, Volvo XC90, Buick Enclave, and the Infiniti JX, so if Acura wants to win you over, they have to keep delivering a great product with as many standard features as they can while keeping the price in check. The Nissan LEAF. A fleet of Nissan LEAFs took to the streets of a quiet village in the Provence Alpes Côte d’Azur region to mark the International Noise Awareness Day last week. The cars were filmed racing silently around the small French town while residents were video-monitored sleeping through the stunt. The World Health Organization (WHO) states at least 13.5 percent of Europeans are exposed to road traffic noise at levels exceeding 55 dB, which is considered detrimental to health.
