Martin to be extradited Courts: Shuswap man facing drug conspiracy charges in the U.S. By Tim Petruk KAMlooPS THIS WeeK
A Shuswap man alleged by American authorities to have been the kingpin of a cross-border drug-smuggling ring will be sent to the u.S. to stand trial on conspiracy charges. In B.c. Supreme court in Kamloops on Friday, May 9, colin Martin was committed for extradition to Seattle, where American prosecutors have charged him with conspiracy to traffic in marijuana, cocaine and MdMA. There is a mandatory 30-day waiting period before surrender. Martin was taken into custody following a decision by Justice William ehrcke, but he is eligible to apply for bail. Martin’s lawyer, eric Purtzki, said a decision on a potential appeal of the extradi-
tion order has not yet been made. “I am satisfied that the evidence … discloses a case that would qualify for his committal to trial in canada,” ehrcke said in his decision. “I order that he be committed into custody to prepare for surrender.” The two-day extradition hearing heard a summary of the evidence American authorities have on Martin, who is from Malakwa, and his alleged involvement in a large-scale drug-trafficking ring that saw marijuana and MdMA shipped by helicopter to remote locations in northern Idaho and Washington state in exchange for cocaine, money and firearms. u.S. authorities allege Martin would hire people in B.c. to load the helicopters with as much as $5 million worth of marijuana or MdMA, then pay pilots to fly the choppers to pre-determined locations across the

Salmon Arm courtroom to unrelated charges of production of a controlled substance and possession for the purpose of trafficking dating back to 2010. He is due back in court on May 29 to set a date for sentencing. In 2006, Martin was sentenced to serve two-and-a-half years
behind bars after being convicted of Canadian charges stemming from another crossborder drug-smuggling ring.

Report vindicates WA:TER Ombudsperson: Finds many gaps in RAR process. By Martha Wickett OBSERVER STAFF
Salmon Arm figured prominently in a report from the office of the B.C. ombudsperson on the Riparian Areas Regulation which found widespread room for improvement. The report made 25 recommendations ranging from public access to reports, to training for those people compiling them – 24 of which the provincial government has accepted. The Riparian Areas Regulation, or RAR, is provincial legislation enacted in 2005 to protect areas surrounding watercourses from development that will damage fish habitat. It became a focus of attention during the rezoning process for the SmartCentres shopping centre development. RAR uses what’s called a professional reliance model. A qualified environmental professional, or QEP, hired by the developer, must compile a report detailing how close a development can be to a watercourse, taking into consideration such factors as high water mark. In the case of SmartCentres, a citizens’ group called WA:TER, Wetland Alliance: The Ecological Response, repeatedly asserted that the development, initially to spread over 55 acres, would be built over channels historically taken by the Salmon River, and should be scaled back. The group made Freedom of Information
requests to access the QEP report and pointed out flaws in its data and conclusions pertaining to matters such as the high water mark and 200-year flood levels. A case summary in the ombudsperson’s report under ‘public information and access’ cites the Salmon Arm situation, without naming it. “The citizens contacted the ministry with their concerns and, as a result, the ministry, for the first time in the history of the RAR, hired an outside consultant to review the QEP’s work. The ministry ultimately required the QEP to submit a fifth assessment report. This resulted in a reduction of the area available for the development from more than 24 hectares to approximately 6.5 hectares.” It also states: “Ministry staff told us they had done more work on this case than in 95 per cent of the ministry’s RAR monitoring activities.” From this, the ombudsperson recommended that the province make RAR reports and their associated mapping files easily accessible to the public. Another recommendation is that the Ministry of Forests, Lands and Natural Resource Operations review all the RAR assessment reports submitted to the ministry each year. This had been done up to July 2009, but then the ministry decided that reviewing only 20 per cent of reports would be appropriate. “The ministry did not DISTRICT OF SICAMOUS

provide us with a clear rationale for this decision,” states the report. In response to the recommendation, the ministry agreed to review every QEP assessment received, but for only two years.
Warren Bell wa:ter In general, the ombudsperson recommended better and wider oversight by the government. “The RAR must strike an appropriate balance between professional reliance and effective governmental oversight to work effectively.” Warren Bell and Frank Bugola of WA:TER were heavily involved in the Smart-
Centres process. “The basic message we drew... is the RAR has been badly implemented from the start and the ombudsperson recognized that...,” said Bell, noting they were told Salmon Arm’s problem was a major trigger for the review. He stated that “between 2004 and 2009, the ministry never second-guessed a decision by a QEP; we were the first.” He said no matter how scrupulous a QEP is, “you can’t hire them and pay them out of the pockets of people who really want something to happen and then expect them not to be affected.” Bugola said he is proud to have been part of WA:TER’s team that provided a key part of the evidence that supported the report’s recommendations. “The 25 changes... mark a clear vindication of the efforts of the community to protect the Salmon River, its delta, and our lake...”

Drowning in Neskonlith Lake
Fatal motorcycle crash A head-on collision between a motorcycle and a F350 pickup truck resulted in the death of the motorcycle driver. The collision took place on Enderby Grindrod Road on May 11. The northbound motorcycle struck the southbound truck. Sixty-four-year-old Herman Gerrits of Enderby died at the scene. Police say he was a relatively new motorcycle driver. Passengers in the truck were not injured. The investigation is ongoing.

She was rushed to BC Children’s Hospital, but was later sent to Toronto Children’s Hospital. The Leverrier’s are expecting a lengthy stay while Megan is awaiting a liver transplant.

Firefighters clean up spilled fuel By Martha Wickett OBSERVER STAFF
Firefighters were able to easily handle a fuel spill at the Salmon Arm Co-op gas bar last Wednesday afternoon. Assistant fire chief Rod Macfarlane explained that the leak originated from a vehicle, not from the pumps. Firefighters were called to the gas bar about 4 p.m. on May 7 and cordoned off the pumps where a vehicle was parked and had been filling up. The gasoline went into the vehicle’s hose and then apparently back out onto the ground. “They’d just had it serviced not too long ago and had work done on that area,” Macfarlane said. Firefighters spread absorbent on the fuel and eliminated the danger.

A Chase resident drowned Monday after a fishing boat capsized on Neskonlith Lake. Police have identified the victim as 77-year-old Walter Oleksyn. At 3 p.m. on May 12, Chase RCMP Detachment responded to a call of an overturned fishing boat on the lake. Reports indicated that Oleksyn and a man from Calgary went fishing in a 12-foot aluminum boat. The boat capsized after one of the men stood up in the boat as it approached shore. The incident occurred about 20 feet from shore. The Calgary man was able to swim back to shore, however his companion was not able to make the swim. Neither men was wearing a life jacket or PFD. RCMP officers were able to recover Oleksyn’s body, but he could not be resuscitated. Alcohol is not considered to be a factor in this incident.

Salmon Arm residents will have one more way to vote in November’s municipal election. City council has passed a bylaw that will allow the electorate to vote this year by mail-in ballot. A staff memorandum to council explains registered voters must fill out an application form (to be available online or at city hall), and submit it to the city’s chief election officer (CEO). Because ballots cannot be printed until one
week after nomination period closes, staff estimates there will be a three-week window for ballots to be mailed out and returned (at the city’s cost) to the CEO. “This could be problematic should the voter be outside of the country during this period,” the memo states. Spoiled ballots can be replaced upon request of the elector and the spoiled ballot package is returned to the city in its entirety. “The timeline is going to be tight and it has got to fit the person’s… holiday plan in order to make it work,”
said Coun. Alan Harrison, adding the bylaw offers one more opportunity for people to vote. Coun. Chad Eliason commented on how voter turnout at municipal elections is abysmal, and suggested the next council look at a policy to enable online voting. “You trust your banking information, you trust your emails and your personal records to online and your medical records to online,” said Eliason. “In order to get voter turnout up, we have to try everything…”

School District #83 intends to initiate a review of all schools in the area to consider potential school closures for the 2015/2016 school year. As part of the budget process, it was determined that possible cost savings from school closures would be postponed for the upcoming budget year until a comprehensive school district facilities plan is developed.
This plan will look at enrolment projections and school capacity, as well as provide opportunities for input from the public and the communities affected by potential closures. Superhero study falls flat It was inevitable my son would come to love superheroes. Daddy does, and has been a fan since he was a wee nipper. Batman and Spider-man were huge in my pre-school world. I’m pretty sure this fixation was formed by the cartoons of the day, from reruns of the 1967-70 Spider-man series, with the seemingly LSD-inspired colours and the wicked opening song (Spider-man, Spider-man, does whatever a spider can…), to the various Batman cartoons that saw the caped crusader and sidekick Robin either work alone or with the Super Friends to stop some fiendish plot. I have enjoyed watching some of those ‘old-school’ cartoons with my son. He likes them but understands they are pretty silly (as superhero cartoons of that era were) and that the characters in them are not real. Cool, but not real. Everyone gets that, right? Well, maybe not. Last year, our country’s Department of National Defence spent $14,000 on a survey that revolved around the premise that superheroes have somehow moved beyond fiction. The survey asked what powers people believed superheroes possess. For the 150 respondents, the power of flight was one of the more acceptable/believable traits, whereas invisibility and/or the ability to pass through solid objects evoked the most skepticism. (I haven’t found any related data involving mutant healing powers or adamantium-clad skeletons, but these details were likely redacted by Department K.) According to Canadian Press, the study was designed to probe people’s expectations about “supernatural categories that are so prevalent in popular culture and religion.” The abilities to run faster than a speeding bullet, climb walls like a spider, or control the denizens of the deep with telepathy are certainly, well, as Aquaman would say, ‘Outrageous!’ But have superheroes really joined that already overcrowded supernatural realm of myth and legend? Are there people who actually believe there is a kernel of truth to the narrative of the cape and cowl? More importantly, did we really need to spend $14,000 on this survey? Holy abuse of taxpayer dollars, Batman! A couple of hours at a Comic-Con and I could have gathered the same info for a fraction of the cost. I’ve read the results of this study are supposed to help our military understand “people’s psychological meaning space,” and “design messages that are more memorable for their target audience.” Who might that be? Sheldon Cooper? The Canadian Taxpayer Federation recently held their 16th Annual Teddy Awards, recognizing notable achievements in government waste. The superhero study was a nominee, but the top federal prize went to the Canada Jobs Grant program, you know, the one they spent $2.5 million to advertise (including some prime-time Stanley Cup playoff spots), that didn’t technically exist. I know that bit of fiction played big in the propaganda distributed by Conservative MPs. If people believed it, I suppose they can believe in superheroes too.

Politicians get lesson in listening Apathy in the political process has reached an all-time high in recent years, with the perception that elected representatives are not really listening to public concerns. But there is evidence this week that the provincial government is heeding public feedback, on two currently contentious issues at least. An all-party committee of MLAs has unanimously supported a proposal from Finance Minister Mike de Jong that henceforth all B.C. politicians will publish their expense receipts – including food, travel and accommodation – online. The proposal, clearly a response to the flap over legislature Speaker Linda Reid’s expenses – including nearly $5,500 in business-class air travel for her spouse, since repaid – elicited a few grumbles from NDP MLAs over the work involved in back-
ing all expenses with receipts. But it seems MLAs overall agreed with de Jong’s assessment that steps need to be taken to restore public trust, after recent “unreasonable” expense abuses in B.C. and beyond. Meanwhile Agriculture Minister Norm Letnick has apparently taken note of written feedback from B.C. residents in amending the proposed Bill 24, which would make changes to the province’s Agricultural Land Reserve. There are indications that the impassioned words of many regarding both the need for food security in the province and a long-term commitment to preserving agricultural land have been noted and reflected in amendments. – Black Press

VICTORIA – The NDP’s holy war against changes to the Agricultural Land Reserve got nastier last week, as it became clear it was defenders of the status quo who were being mowed down. Ever since legislation was tabled to divide the ALR into two zones, with greater emphasis on social and economic needs to help viability of farms in the Kootenay, Interior and North regions, almost all the protest has been from unaffected areas. And much of it depends on emotion rather than fact. In the legislature, Nanaimo MLA Leonard Krog rose to praise the late Dave Stupich, who birthed the ALR sacred cow as agriculture minister in 1973. Krog likened Stupich to the Biblical Daniel for his bravery in preserving farmland for our children’s children. Cowichan Valley MLA Bill Routley did his signature “jiggery pokery” routine, this time accusing cabinet minister Bill Bennett of being “giddy” at the prospect of paying off his friends with development land. Before he gets too jiggery outside the protection of the legislative chamber, he would be well advised to find some evidence. Stikine MLA Doug Donaldson, who at least represents an area being given broader latitude for secondary uses on farmland, warned of drought in California. The history of this is currently a hot topic in the quasi-religious climate change debate. Meanwhile, in the real British Columbia, life and farming go on under the existing farmland protection regime. The largest ALR exclusion in B.C. history took a big step forward last week, as a federal-provincial review panel issued its report on the Site C dam proposed for the Peace River. The panel noted that the dam would flood 2,775 hectares of farmland, representing all seven categories of soil quality. Opponents use a figure about twice that size, as if all the affected land was farmable.
The panel accepted that this land, including the small amount of microclimate bottom land, represents 0.2% of the Peace region’s farm receipts. I would add that’s because what is farmed at all is mostly growing hay, which requires minimum capital and labour. “It has potential, to be sure, but its unique and irreplaceable contribution would be for those labour-intensive crops like vegetables, which are not remotely practical in a labour-short region,” the report states. We have to bring in Mexican guest workers to get vegetable and fruit crops off in the Fraser Valley and Okanagan. For a five-month growing season in the bush outside Fort St. John? This is a classic example of the religious fervor that replaces reason among the southern faithful of the ALR. And how is the status quo working? Summerland council just voted to swap 80 hectares of flat farmland for 90 hectares further away in the Summerland Hills. The town is on restricted lakeshore terrain and the council wants to increase its urban zone, using the community need provisions that are enhanced by the current legislative amendments. This was after a loud demonstration organized with the help of a fake grassroots protest machine called LeadNow, complete with slick signs and website. (LeadNow also helped round up antipipeline protesters this past weekend.) The media were fooled as usual, but not Summerland council. LeadNow has moved on to lining up people to flood the Agricultural Land Commission with form letters and petitions against Summerland’s plan. The B.C. Agriculture Council, whose board first supported and then objected to the ALR amendments, has clarified its objections. It wants flexibility for secondary uses extended to the prime farmland zones of the Okanagan, Fraser Valley and southern Vancouver Island. Conservatives dismantling health care My mother’s cousin lived in the U.S. They had no children and both worked, and life was good until the last three years of her husband’s life, when he contracted prostate cancer. Although they had Blue Cross insurance, which was supposed to be the best, the hospital took everything: the house, both cars, her jewelry, her savings, her wages. She was reduced to living on the equivalent of welfare. This week I received a second Conservative advertising brochure in three weeks telling me how well the current government is doing in creating jobs and in balancing the budget. They were sent out by the government caucus services (Colin Mayes has already announced he isn’t running again), and a response form, also paid for by Canada Post and the taxpayer, is provided. If the Conservative Party has so much money, can’t they at least pay the postage on their cam-
paign literature? Having promised in 2011 that they would balance the budget in 2014, they now claim to be “on track” to balance the budget in 2015. They say they will not cut transfers for health care and education, even though the Conservative government has already stated it will not renew the health care accord which expires this year, it will not negotiate with the provinces, and there will be $36 billion in cuts to health care which will come into effect after the next election in 2015. There will be no cuts to the health care of past and present politicians. So this is how Stephen Harper balances a budget. On the backs of the sick. Assisted suicide? We will have it, whether you like it or not, and it will be done on the basis of cost. Richard Smiley
Trying to discover an antidote to apathy Apathy? Burnout? Fear? Willful Blindness? Or just “ignore-ant”? These words above represent questions I am asking myself: pondering why so few people respond in any way to the grave issues facing us all. I recently listed 33 current news items, most of which directly affect our area: agricultural land swaps, GMO apples, cell tower proliferation, over-regulation of “health food,” mining near populated areas, school-funding, unwillingness to negotiate fairly with First Nations peoples, two-tier ALR, pipelines through pristine wilderness, and overuse of temporary foreign workers. To see if I could generate some interest in these 10 issues and the other 23, I made 120 copies of the list, gave a little of my background and motivation, gave my hotmail address, and handed all of them out to Salmon Arm people with the hope of getting a good response. I noted that, for their participation (which was
only that they provide their top six choices), I would correlate all the answers and provide them with a summary. I promised to never distribute their email addresses and to never ask them for money. My hope was to invite them to meet and discuss solutions at some later date. The results were dismal. I had four responses. Hence I am wondering what to do next. I am concerned about these issues. I want to ensure that I live in a democratic society and have my voice count. There must be others like me, others who are not apathetic, afraid or indifferent. Please get involved. Start writing letters, signing petitions, marching, attending rallies, joining groups, researching, reading, and listening to alternative viewpoints. Together we can make a difference! Wild Soles draws community together There are many special events in Salmon Arm. I just returned from one of them – the Wild Soles Run at Park Hill in Canoe. At the Wild Soles events, families run. There are dad’s running with infants in backpacks, and mom’s running hand in hand with youngsters. I saw grandparents running, siblings competing and husbands and wives jogging together.
It is a truly healthy community get-together. Like many of these events, they are organized by volunteers. Kudos to Abbi May and Marie Peterson, organizers of the Wild Soles Running Series. Thank you to all those who make this running series so much fun. Alan Harrison (runner – albeit a slow one!)

Liners sailing from the Clyde during a two-week period carried 3,000 emigrants, which made over 8,000 sailing from Clyde ports for Canada since March 1.

Gus Tweedale, caught in a windstorm while sailing the lake, had his craft turn over. The mishap was seen from the Ratcliffe Orchard and Jack Tweeddale and his cousin, Allen, were soon at the wharf, but could see nothing. Mayor Thompson finally heard a call and Sam Miller’s speed boat was dispatched to the rescue.

Mayor R.J. Skelton and Reeve Farmer wrote an appeal for support of the sixth war loan. Sixteen shareholders of the S.A.F.E. Ltd. met in the Institute Hall to hear the annual reports and re-elect the following board of directors: G.F. Ibbotson, D. McMullen, R. Turner, T.A. Sharpe and D.B. Butchart.

A strike was in prospect at the sawmill and Salmon Arm Farmers’ Exchange. Wages and the discharge of an employee were the cause of the dispute between the employees and directors and management. After a lapse of 19 years, a movement was afoot in Salmon Arm to stage a regatta at Sandy Point. Not since 1935 had a regatta been held on this part of Shuswap Lake. Then, Salmon Arm Elks Lodge presented a community day at Pierre’s Point which drew a crowd of between 700 and 800 people.
25 years of environmental action

ot just talk, but action. That has been the driving force behind the Shuswap Environmental Action Society (SEAS) that is celebrating 25 years of advocating for the environment. “I feel like it’s been an amazing amount of effort and time and achievements,” says SEAS president and founding member Jim Cooperman. “It’s basically we worked hard to make conservation an issue here in the Shuswap, and all of our work resulted in achieving the goals that we set.” SEAS began modestly in 1989, when Cooperman realized there was no organization in the Shuswap dealing with environmental issues. Cooperman, who had a background in forestry and owned a sawmill, says there was fierce resistance throughout the province to a government plan that would basically privatize the forest industry. “My knowledge of forestry issues combined with a passion for the environment was one of the catalysts for starting the organization,” he says, noting forest practices were terrible in the ’80s and early ’90s prior to the Forest Practices Code “I got involved in the fight by writing a long brief and presenting it to the minister in Kamloops. And shortly after that we formed SEAS.” The first big event SEAS hosted was an Earth Day fundraiser at the Salmon Arm Rec Centre in April 1989. A huge success, it raised enough money to produce the first of three issues of Shuswap Eco-watch, educational newsletters that were distributed in the Observer and Shuswap Market News. Cooperman estimates 20 to 30 active members formed SEAS, some of whom had been involved in environmental is-

sues in the past – mostly fighting against the uranium exploration that had been planned for Silver Creek. “The first main issue we tackled was the dumps, because they were burning plastic,” he says, noting the issue also formed the first of many presentations he has made to the Columbia Shuswap Regional District over the years. The organization also became actively involved with conservation, at a time when parks were scarce. “SEAS created more than 25,000 hectares of new parks but it took years and years of hard work to get there,” he says. “We cleared routes into the wilderness, produced map brochures to help get people out there to experience wilderness, did a 15-minute video, hired airplanes to take aerial photos and made countless trips into the wilderness, taking various people with us – provincial experts, dignitaries.” SEAS also campaigned hard for a land-use planning process for the Shuswap. “Kamloops had the first LRMP (Land and Resource Management Plan) but it only dealt with a small part of the Shuswap,” he says, noting that SEAS undertook a new collaborative role in the subsequent Okanagan-Shuswap LRMP, a long process that included mapping, studies and presentations.

“Then finally, in the last year of the process, it evolves into negotiation and we were successful in that we protected Anstey-Hunakwa and the Upper Seymour River where there is actually an antique forest.” Cooperman says the antique forest, the rarest in the area and quite likely all of North America, once existed along the full length of the river. “Most of it had been logged out by the time we got going and we had to get the regional forestry manager to issue a moratorium.” Through the efforts of SEAS, thousands of hectares of old-growth trees were protected, including an area of Larch Hills. The organization also fought to halt private sewage effluent outfalls into Shuswap Lake, logging in viewscape areas and development at the mouth of the Adams River. At the same time, SEAS campaigned for the establishment of parks. “One of our grandest accomplishments is the mapping work we did,” says Cooperman, of the detailed and colourful map of the entire Shuswap watershed and online educational handbook. “Over the years, we’ve had so many people involved with SEAS; virtually hundreds who have put in there time and effort to support the cause.”

The RCMP – Much more than policing!
C
anada’s national police force is the Royal Canadian Mounted Police, and what better time to learn more about who they are and what they do than during National Police Week, May 13 to 19. While today’s “Mounties” still work to “always get their man”, to do so requires so much more than when the RCMP was created back in 1873. Originally, the RCMP provided general law enforcement for early settlers in Canada, with a role that varied from establishing peaceful relationships between settlers and the First Nations, to fighting fires if the need arose. These officers also established their presence internationally during numerous rebellions and wars. The first women police members were signed on about 100 years after the organization was formed, but are now a vital part of RCMP operations. In fact, the RCMP continues to grow as its role becomes even more
challenging with today’s technological advances. The use of technology has generated a new wave of criminal activity, and one branch of the RCMP’s National Police Services deals specifically with crimes such as identity theft or sex offences, and provides services related to security, audio and video analysis, and co-ordination of investigations between all police services in Canada. Other branches deal with firearms, education, information, intelligence, forensic laboratories, identification networks and child exploitation. The RCMP’s major areas of focus include organized crime, terrorism, youth, aboriginal communities and economic integrity. On a more local level, RCMP officers still provide everyday policing in areas not served by provincial or municipal police services. They also provide extra support to provinces and municipalities when needed.
Women in the the RCMP LEADING THE WAY From historical “firsts” to recent triumphs, women continue to break down barriers, igniting inspiration and opportunity among future female leaders across the country. Since 1974, women have made significant progress in the RCMP. In 1981, the first female was promoted to Corporal and the first females served on the Musical Ride; in 1987, the first female served in a foreign post; in 1990, the first female was appointed Detachment Commander; in 1992, the first female officers were commissioned; and in 1998, the first female Assistant Commissioner was appointed. On December 16, 2006, Beverley Ann Busson (an original member of Troop 17 [1974]) was appointed the 21st Commissioner of the RCMP. Women of the RCMP have left a rich legacy which continues to
grow in the 21st century. From Frontline Policing, to Forensics, to Human Resources and Information Technology, the dedicated women of the RCMP continue to be key contributors to the successful delivery of policing services to Canadian communities. From Constable to Commissioner, anything is possible for women who join as regular members of the RCMP.

Arnold seeking federal Conservative nomination Mel Arnold, a Salmon Arm businessperson, has announced his intention to seek the nomination for the Conservative Party of Canada’s North Okanagan-Shuswap riding. With the news that Colin Mayes intends to retire in 2015, Arnold says the encouragement from his family, friends and associates
to seek the nomination “has been overwhelming.” Arnold, a lifetime resident of the Shuswap, has operated Complete Marine for 25 years. He is a pastpresident of the BC Wildlife Federation and current chair of the Canadian Wildlife Federation Governance Committee.
At the community level, Arnold has played an active role in Rotary, the local fish and game club, Salmon Arm Chamber of Commerce, and is currently president of the Shuswap Pro Development Association. “My background in business and managing large organizations has helped me develop

riding when I win the nomination.” The North Okanagan-Shuswap Conservative Association has not yet decided how the candidate selection pro-
cess will run, but president Linda Hawes says they are actively seeking candidates for the position, possibly having someone in place as early as this fall.

Shoe shoppers quickly filled the Mall at Piccadilly location for the She Shoe Swaps for Charity sale event Saturday morning. A total of 46 people were waiting at the gate to get in on some gently used footwear and handbag bargains, with the profits going to the SAFE Society and Rosemarie’s Fund through the Shuswap Community Foundation. The sale, which is held in memory of Rosemarie Vennard, raised a total of $4,272. There was a particularly touching donation of shoes from the late Irene Ramsay. She died last year but asked her daughters to make sure her dancing shoes made it back to the sale, after she supported She Shoe Swaps for the previous two events.

Telus crews have been in the area over the past number of months installing new fibre optic cables to replace existing copper lines. Telus is spending $6.5 million in Salmon Arm this year to connect more than 90 per cent of homes and businesses in the area directly to fibre optic cables. In addition, Telus is installing new wireless sites in Salmon Arm to fill in coverage gaps, and expand the reach of what’s termed the world’s fastest wireless technology, 4G LTE.

chAnges to recyclIng In sAlmon Arm The Provincial Recycling Regulation & Multi-Material BC
In 2011 the Government of British Columbia amended the Recycling Regulation to require that the businesses that supply packaging and printed paper to residents assume responsibility for managing these items after residents discard them. This is called Extended Producer Responsibility or EPR, and the provincial government has been introducing EPR WATCh youR MAil foR ThE NEW regulations for various types of materials for the PRogRAM guiDE! past 20 years (e.g., beverage container deposits). Starting May 19, 2014, businesses that supply packaging and printed paper to BC residents will be responsible for collecting and managing these materials. The aim is for industry to recover and recycle over 75% of these items. Multi-Material BC (MMBC) is a non-profit organization working on behalf of these businesses and will be responsible for residential recycling programs in many areas across BC, either directly or by working with local governments, First Nations, private companies and not-for-profit organizations.
The City of Salmon Arm and MMBC
The City of Salmon Arm will continue to administer Curbside Recycling Collection under the MMBC program and Progressive Waste Solutions will continue to provide collection services in Salmon Arm, with the services financed by industry through MMBC. Under MMBC’s program, residents will be able to recycle additional items (e.g., milk jugs and cartons, aseptic containers, plant pots, etc.) however, some items will be collected at depots.
Columbia Shuswap Regional District (CSRD) Depot Service and the Transition to MMBC
Depots will continue to collect glass and starting January 1, 2015, residents will also be able to take their plastic bags/film and plastic foam (i.e. Styrofoam) to the CSRD depots. During this transition period (May 19, 2014 - Jan 1, 2015), the CSRD is asking residents to either save, re-use, eliminate these items from their daily routines (i.e. use cloth bags for shopping), or place them in their regular curbside garbage bag.

Disappointment It was a disappointing result for Salmon Arm equestrian Rebecca Howard and her horse Riddle Master at the Badminton Horse Trials in England. Coming off a 12th place finish for Team Canada last year, Howard was hoping to move up the standings. Wild Soles trail series takes off
Family event: Organizers pleasantly surprised by runs’ popularity.

They did their planning on the run. Abbi May and Marie Peterson run together – and they love trail running. A few years ago they noticed some running events around town had been cancelled. So they decided to organize one. “We always run on trails,” said May. “We thought, I wonder how many people know about the trails? It would be great to get families out here.” Another impetus in 2012 was the teachers’ job action, which meant the school running events were cancelled. That first year of their Wild Soles Trail Running Series, “we were happy if people just showed up,” says Peterson. They were hoping for 50 participants but, instead, close to 175 turned out. “We were just blown away,” May says. “We talked in the morning and neither of us slept that night (after the first race),” Peterson recalls. “There was so much excitement, so
many people and families coming together. It was really cool to see that happen.” What was their secret in attracting so many? Peterson says Abbi and Brian, Abbi’s husband, were instrumental because of their crosscountry skiing connections. Abbi is head coach of the Larch Hills Ski Team. Peterson, herself, is not without contacts. She is coordinator of the Jackrabbits program at Larch Hills. Many of the prime volunteers are members of the ski team. Proceeds from the event go to the Shuswap Trail Alliance, the junior ski team and Jackrabbits. Also, the first year, they advertised through the schools. “I think even having Facebook helped,” Peterson says, noting that Cheryl Peterson photographed the races and also posted her photos on Facebook. They also like the fact they offer both a two-kilometre and a 5-km run. “Anybody can do it,” says May. It’s also affordable and relaxed.

What do we have to get done today?” smiles Peterson. They remember last year’s run at Skimikin as a lot of work, mainly because the trails were in rough shape and the water kept rising. At eight o’clock the night before the race they had just finished clearing the trails, when the water flooded the

road – so they had to reroute once again. “Luckily we had lots of friends and family,” Peterson says. Where did the name Wild Soles come from? They both laugh. “We did a lot of brainstorming – I don’t know why it was so hard for us. We wanted it to be

The influence of Bicycle Month reached city council chambers Monday with requests to support Bike to Work Week. May 26 to June 1 is Bike to Work week in Salmon Arm. To get the city onboard, council received a presentation from Shuswap Healthy Communities Coalition representatives Dr. Brian Ayotte, Interior Health acute care services director for the Thompson, Caribou, Shuswap region, Peter du Toit, and Shuswap Bicycle Club president Al Journeau. Ayotte commented on the desire of the coalition and the Shuswap Trail Alliance to plan for facilities for walking and biking, stating there is a shortage of marked, safe biking lanes in the city. “The only one I’m aware of is the one out through the Industrial Park, and I think
it would be a good idea to change that… this is particularly an issue west of Salmon Arm, where there are serious safety issues related to the Trans-Canada Highway and the CPR main line, in terms of pedestrian and bicycling enthusiasts.” Ayotte said Bike to Work Week is the first issue the coalition has wanted to make a public statement on, before allowing Journeau to continue the presentation. He commented on the success of the Salty Dog event, before telling council about the Do the Shuswap Challenge, a three-week promotion with School District #83 encouraging students to walk and bike to school. This goes until the end of the month and, for the last week, will run in conjunction with Bike to Work Week. Journeau said the Columbia Shuswap Regional District has come onboard with Bike To Work Week in terms of

Four hands, two pianos in concert Classical music fans in Salmon Arm will get the opportunity to enjoy the stylings of two international pianists this month. Professional musicians Ju Yeon Shin and Euy Jon Lee will be travelling from Korea to perform a variety of classical compositions on matched pianos. The concert will take place at 8 p.m. Saturday, May 24 and at 2 p.m. Sunday, May 25 at First United Church. The theme of the concert, which will feature classical compositions from Bach to Bennet on two grand pianos, is “Enjoy” as it is meant to be relaxing, welcoming and fun. The temperature’s rising and so is the excitement about this year’s Roots and Blues Festival, which saturates the Shuswap with music in August. The festival has a tradition of presenting an eclectic smorgasbord of world-class acts in many genres. But organizers are also making a point of giving emerging artists the opportunity to play before large and appreciative audiences – something they have done in the past with talents like Serena Ryder, one of this year’s big Juno winners, or Bedouin Soundclash, Shane Koyczan, Trombone Shorty and Orleans Avenue, Angélique Kidjo, and more. “With a commitment to encouraging up-andcoming talent, Roots & Blues announces three fresh and original acts generating real buzz in the music industry,” says Root and Blues Festival marketing manager Scott Crocker. • One of the most dynamic groups to hit the Jamaican music scene, Raging Fyah has a sound likened to legendary artists such as Bob Marley, Peter Tosh and Third World.
