By the time Lake Country deputy fire chief Brent Penner arrived on the scene of a December 2012 accident that claimed the life of a woman whose Jeep had plunged into Wood Lake, members of the public had already begun heroic life saving efforts. A perimeter had been established and a group of people were in the frigid waters of Wood Lake, attempting to first remove the woman from her Jeep before trying to tow the vehicle out of the water. Penner, who had responded to the incident almost immediately in the Lake Country Fire Department’s command vehicle, along with 11 other people who fought to rescue the woman, was honoured last week by the Royal Canadian Humane Association with B.C. Bravery awards. “We don’t do this job for this kind of recognition,” said Penner after returning from RCMP headquarters in Surrey where he was awarded a bronze medal for bravery. “I’m humbled and honoured that someone put my name forward. I don’t need any recognition. I’m more honoured to be a part of that group. The fact that people went out and did their very best to save someone, that’s the more important part for me.”

Also responding to the emergency call was RCMP constable Carl Stene, who arrived in his police vehicle to find people already in the water, trying to access the Jeep, which was almost entirely submerged. “There were quite a few civilians in the water at the time I arrived so I tried to make sure we were getting those folks out of harm’s way as we were entering the water,” said Stene. “I was pretty impressed with the human race at that time. This was out of the ordinary, just the volume of people who had stopped and were willing to get in the water. They were really a selfless bunch.” After the woman’s Jeep left the road and submerged in about two metres of water, several individuals put their lives on the line. Seven people entered the water. All seven suffered from hypothermia, from severe to moderate. Kelowna’s Cindy Rogers was awarded the silver medal while six others, including Penner and Stene, were awarded bronze medals for bravery. Five other people, who stayed on shore yet were integral to the emergency operation, were awarded honourary certificates. “I just thought if someone is in the car I have got to get them out,” said Rogers. “It was as simple as that. This

Faced with that situation again, I would do the same thing.” Stene was the in his first year of duty as a member of the Lake Country RCMP and was the first emergency responder on scene that night. “I was very honoured to be presented with something like (the bravery award),” said Stene. “I was just doing what I was supposed to be doing when someone is in peril.” Penner agreed with that sentiment, saying he

was only doing his job. But he added the response from the public renewed his faith during this day and age where people seem to have lost patience when on the road, even going as far as running over emergency cones at accident scenes in their rush to be on their way. “In this (incident) everyone stopped and there was an overwhelming response from the people on the road,” said Penner. “It really re-establised my trust in the good that is in everyone. It was the exact response that you would hope for from anyone that witnesses something like that. There was risk that

Changes coming to curbside recycling: Cost reductions anticipated WADE PATERSON STAFF REPORTER

There are new rules that will affect what residents can and can’t put in their blue curbside recycling bins. Starting May 19, items such as milk cartons and aerosol cans will be accepted in the curbside bins. For the first time, residents will be able to take styrofoam to depots

for recycling. However, things like plastic grocery bags will no longer be accepted in the blue carts. Those items can still be recycled, but residents will be required to take them to a depot to be recycled. As the new program rolls out, depot users will also be required to sort their recyclables into several categories, including: Paper products, containers, plastic bags and

overwrap, white styrofoam, coloured styrofoam and glass. “When residents arrive at the depots, they’re going to have to do a little more sorting than they’re accustomed to,” said Cynthia Coates, waste reduction facilitator with the Regional District of the Central Okanagan. “Right now everything, paper and containers, (are) all being com-

Peter Rotheisler, manager of environmental services with the Regional District of the Central Okanagan, said this is the first major change to the curbside and depot recycling program since its implementation. “The program will result in a lot of the demands from the public, in terms of adding new

materials to the local recycling programs, being met,” said Rotheisler. He added the program also represents a major financial shift, which will result in increased costs for producers of recyclable materials. “Historically our curbside and depot programs have cost approximately $3 million to operate on an annual basis. “Through Multi Material BC taking over these programs, the Central Okanagan local governments (will see) either cost avoidances or revenue streams of approximately $3.5 million per year.

“That will likely result in deductions in taxes and utility bills for local residents.” In 2011, the provincial government updated the Recycling Regulation to require companies that introduce packaging and printed paper into the residential marketplace assume responsibility for managing the materials after residents discard them. Allen Langdon, managing director of Multi Material BC, said MMBC’s first-year budget is $85 million, which will be funded by the fees paid by the producers of those materials. He added the goal in

the coming years is to increase the recycling rate in B.C. from the current 50 per cent to 75 per cent. The regional district plans to educate the public on the new recycling rules through print and television advertise- R ments, displays at public events, a recycling guide and its website. More Lake Country residents than ever pay into district coffers An increase in the residential tax base in Lake Country over the past 10 years means individual taxpayers are footing more and more of the overall tax bill in Lake Country. In 2014, 86.9 per cent of the total taxes collected by the District of

Lake Country came from the residential tax base, an increase from a decade ago when 83.4 per cent of the district’s taxes came from residents. “In general the tax base is worse than it was 10 years ago as growth

in residential tax base has outpaced growth in the non-residential tax base,” stated a report to Lake Country council. “The figure has been fairly stable for the past six years.” District council adopted the 2014

tax rates bylaw at its meeting on May 6, confirming a 3.5 per cent tax increase within the district. The increase still leaves Lake Country with one of the lowest tax rates when compared to neighbouring communities.

According to the report, only Summerland has a lower tax rate in 2013 than Lake Country, followed by Peachland, West Kelowna, Kelowna, Penticton, Coldstream, Salmon Arm and Vernon, which had the highest rate at 5.15 per cent.

Subdivision approval processed as intersection safety is reviewed KEVIN PARNELL District staff have begun an internal review of intersections in Lake Country, including the corner of Chase and Glenmore Roads, near the site of a planned new subdivision that continues to make its way through the approval process at Lake Country municipal hall. Lake Country council approved a rezoning application for the proposed subdivision at its regular meeting on May 6, voting unanimously to send the proposal into

the district’s subdivision approval process. Residents had packed Lake Country council April 1 expressing concerns with an increase in traffic if the 30 new lots were approved in the area, near the southern border of Lake Country, along Glenmore Road. One of the main issues raised was traffic coming into the subdivision which currently only has one entranceway. “As part of the subdivision approval process the items (raised by the public) will be reviewed,”

said Lake Country planner Mark Koch. “The district is doing a fairly high level review on some key intersections to provide a technical review.” The district is in the early stages of its review of intersections and the corner of Glenmore and Chase road will be looked at as part of the subdivision approval process. Staff have begun pulling crash records from the intersection as part of the process. Koch says most of the questions raised by the public will be addressed

District adopts code of ethics RICHARD ROLKE Toronto Mayor Rob Ford is influencing policy in Lake Country. A code of ethics has been adopted for members of district council and staff. “The embarrassments of the Senate and Toronto are having reverberations throughout Canada and even to the municipal level,” said Coun. Owen Dickie. “We do have some requirements in our bylaws but this is an agreement to treat all staff, councillors and the public with respect and decency.” Ford, who is on a leave of absence as Toronto mayor, has admitted to using crack and having issues with alcohol. “We don’t have any of that here but we thought there should be an opportunity to provide censure if behaviour is not conducted in a manner conducive

to good government,” said James Baker, Lake Country mayor. The new rules cover a range of issues including conduct at public meetings, respect for process, conflict of interest, gifts and favours, confidential information, use of public resources, advocacy and a positive work environment. “It’s pretty much what we practise already,” said Baker. “It indicates how council conducts itself at meetings but also when representing the community.” If a council member is found in contravention of the code, they cannot be removed from office, but they can be censured, essentially the rest of council publicly stating it opposes the actions of the individual. A council member could also get the cold shoulder. “They could be removed from committees,” said Baker.

division and development servicing bylaw. • A six metre-wide emergency access lane is to be located near the south‐west extent of the proposed subdivision. The next step in the process is for the developer to apply to the district to move into the subdivision approval process. ▼ ACCESSORY SUITES

OBWB require new policy for district Lake Country council is moving toward limiting the number of properties in the district that can legally build a detached accessory suite on its property. And it’s doing it to make sure grant money is still available through the Okanagan Basin Water Board. Council gave two readings to a bylaw that will limit accessory suites to properties over one hectare in size that are on district sewer systems. The move came after a request from the

Okanagan Basin Water Board (OBWB) which says having two properties on one septic system can lessen the overall water quality if the septic system fails. There are over 900 rural properties within the district that will be affected by the change in bylaw. The properties are currently on septic system, are less than one hectare in size and in one of the six zones of Lake Country that allow for detached suites. The OBWB is asking local municipalities

to stop approving detached suites on properties that have septic system stating in a letter to Lake Country that “the more dwelling units that are using septic systems in a given area, the greater the chance the systems may malfunction...potentially leading to water pollution and health threats.” Last year Lake Country received over $300,000 in grants from the OBWB, money that was allocated under the OBWB’s sewage grants policy.

The OBSW requires grant recipients to have a bylaw in place such as the one Lake Country gave two readings. “This is something we need to include in our bylaws or we run the risk of not getting the grants that are so important in building our infrastructure,” said Lake Country planner Mark Koch. A public hearing will he held on the new bylaw before it is brought into law.

he NDP’s holy war against changes to the Agricultural Land Reserve got nastier last week, as it became clear it was defenders of the status quo who were being mowed down. Ever since legislation was tabled to divide the ALR into two zones, with greater emphasis on social and economic needs to help viability of farms in the Kootenay, Interior and North regions, almost all the protest has been from unaffected areas. And much of it depends on emotion rather than fact. In the legislature, Nanaimo MLA Leonard Krog rose to praise the late Dave Stupich, who birthed the ALR sacred cow as agriculture minister in 1973. Krog likened Stupich to the Biblical Daniel for his bravery in preserving farmland for our children’s children. Cowichan Valley MLA Bill Routley did his signature “jiggery pokery” routine, this time

through the rain drops streaking the glass at the street outside. Somehow I knew that this was a premonition of his life. He would be an outsider, looking on at what others considered normal childhood. Five full years later he was diagnosed with cystic fibrosis, the incurable hereditary disease that shaped his life and eventually ended it. Thirty years later, waiting for a traffic light to change, I knew with absolute certainty that my editorial assistant, Tim Faller, would soon find a new job he needed. He did. And just last week, I had a sudden awareness that the mental mindset shaping my life was hemming me in, closing doors, cutting off opportunities. I knew I had to reject it. ( I did. Or at least, I think I did—only time o

Meanwhile in the real British Columbia, life and farming go on under the existing farmland protection regime. The largest ALR exclusion in B.C. history took a big step forward last week, as a federal-provincial review panel issued its report on the Site C dam proposed for the Peace River. The panel noted that the dam would flood 2,775 hectares of farmland, representing all seven categories of soil quality. Opponents use a figure about twice that size, as if all the affected land was farmable. The panel accepted that this land, including the small amount of micro-climate bottom land, represents 0.2% of the Peace region’s farm receipts. I would add that’s because what is farmed at all is mostly growing hay, which requires minimum capital and labour. “It has potential, to be sure, but its unique and irreplaceable contribu-

tion would be for those labour-intensive crops like vegetables, which are not remotely practical in a labour-short region,” the report states. We have to bring in Mexican guest workers to get vegetable and fruit crops off in the Fraser Valley and Okanagan. For a five-month growing season in the bush outside Fort St. John? This is a classic example of the religious fervor that replaces reason among the southern faithful of the ALR. And how is the status quo working? Summerland council just voted to swap 80 hectares of flat farmland for 90 hectares further away in the Summerland Hills. The town is on restricted lakeshore terrain and the council wants to increase its urban zone, using the community need provisions that are enhanced by the current legislative amendments. This was after a loud demonstration organized with the help of a fake

grassroots protest machine called LeadNow, complete with slick signs and website. (LeadNow also helped round up anti-pipeline protesters this past weekend.) The media were fooled as usual, but not Summerland council. LeadNow has moved on to lining up people to flood the Agricultural Land Commission with form letters and petitions against Summerland’s plan. The B.C. Agriculture Council, whose board first supported and then objected to the ALR amendments, has clarified its objections. It wants flexibility for secondary uses extended to the prime farmland zones of the Okanagan, Fraser Valley and southern Vancouver Island.

Petroleum Producers: Transport system can handle diluted bitumen To the editor: Re: Columns by David Black: Making A Case For Converting Bitumen In B.C. (April 30 Lake Country Calendar) and Mission to Build ‘Greenest Most Efficient Refinery In The World’ (May 7 LCC). Continued safe marine and pipeline transport of hydrocarbons is in everybody’s interest so Canadians can realize value for resources and oil producers can continue to deliver jobs and economic benefits. No one wants a spill of any product at any time. The performance track record over the past 50 years is good, but even still, work is ongoing to improve prevention and ensure producers, transportation companies and spill-responders have the best information available to manage prod-

ucts safely and make the best plans possible for response, containment and clean-up in the event of an incident. Black’s articles incorrectly suggested the Canadian oil industry is not interested in the proposed refinery project and that transporting diluted bitumen is more risky than transporting other types of oil because of its chemical properties. Fact is, oil producers are seeking increased access to existing and new markets—in Canada, the United States and internationally—to satisfy market demand for increasing Canadian oil production. All options to achieve that goal are worthy of study. And diluted bitumen—oil sands bitumen diluted with natural gas liquids that allow it to

flow—is no more dangerous than other types of crude oil. Chemically, there’s nothing about diluted bitumen the transportation system cannot be prepared to manage. Whether it moves by pipelines or tankers, diluted bitumen meets all the same specifications and behaves the same as other crude oils. Oil floats on water if it has an API gravity above water’s 10 degree API gravity. Diluted bitumen has an API gravity of 2022 degrees. Any type of oil spilled in water, eventually “weathers” and can be driven below the surface by waves or currents. Diluted bitumen behaves the same way. There have been several scientific studies completed on diluted bitumen. Earlier this year, the federal govern-

ment released a research study that demonstrated diluted bitumen floats on salt water—even after evaporation and exposure to light. The study was commissioned by Environment Canada, Fisheries and Oceans Canada and Natural Resources Canada as part of the government’s plan to implement a world-class prevention, preparedness and response regime for marine transportation. Results of the study will be used to inform spill responders and help guide more research. Our industry is focused on responsible development of Canada’s resources. We welcome transparency on our safety and environmental performance, based on sound science. As producers, we transport oil with care

Diluted bitumen too dangerous at sea

To the editor: In a letter to this paper (above) Greg Stringham, on behalf of the Canadian Association of Pet5roleum Producers, makes assertions about the behaviour of diluted bitumen (dilbit) in salt water

that are at best halftruths. He states that dilbit floats on salt water and that it is no more dangerous at sea than other types of oil. That is wrong. It is more dangerous at sea, and infin-

itely more so than refined fuels like diesel and gasoline. What Stringham doesn’t mention is that the same report from Environment Canada that he quotes from, goes on to say that dilbit sinks

It’s as if all the pieces of a gigantic puzzle were jiggling around loose on a Ouija board. And then suddenly, unexpectedly, they all click into place. The moment of clarity may last only a second, even less. Then the analytic mind leaps into action, questioning, challenging, disputing… And the pieces fall apart again. But for that instant, everything comes crystal clear. Recently I ran across a quotation from M. Scott Peck, author of The Road Less Travelled and People of the Lie. “The subconscious,” he said, “is always half a step ahead of the conscious.” Put another way, our conscious minds constantly weigh alternatives. They develop flow charts and schedules. They balance pros against cons, costs against benefits. And

they dither, interminably. The subconscious mind doesn’t work rationally. It simply sends out feelers—or feelings—that probe the fog of the future, through dreams and daydreams, fantasies and fears. That moment of utter clarity, I suspect, comes when the subconscious and the conscious overlap perfectly. But you have to be watching for that moment. Because in the next instant, the layers of awareness will slide apart again. I’ve probably had other intuitions that I didn’t recognize, because I wasn’t looking for them. And still others that I don’t remember because things didn’t work out the way I expected them to. I’m also sure I have deluded myself that I have had intuitions when I haven’t. I was simply seeking external confirmation for what I wanted to do anyway.

We humans have a rare capacity for marshalling rational arguments to justify our temptations. So I rarely trust an intuition just because it flickers across my mental screen like a misplaced Powerpoint slide. Errors happen in minds as well

Normally, athletes participating in contact sports need to be more careful of ligament injuries. ACL injuries, however, occur just as often in non-contact situations, therefore all athletes should be aware of this injury and the ways

stabilize the knee so the shin bone does not move improperly on the thigh bone. Most people injure this ligament when they plant their foot on the ground and then pivot on the planted foot in order to change directions. If the foot digs into the ground and does not move with the thigh bone when the player pivots, the ACL can be stretched and potentially torn. This ligament can also be torn when the knee is hyper-extended,

meaning it is straightened beyond the normal range of movement. This can occur when a player jumps up and lands with the knee fully straightened, instead of landing with the knee bent. In a contact situation, the ligament can be torn on impact if the player is hit on the side or the front of the knee, causing the knee to buckle inwards or to hyper-extend. There are many factors that place players at a greater risk of injury. Research shows that women are more prone to sustain this type of injury if it is in a non-contact situation (Kisner 2007). Leg alignment and muscular imbalances can also place a person at a greater risk of injury, as they can change the muscular forces on the knee and the stress placed on the ACL. If you are playing a sport this spring that involves jumping, pivoting or stopping quickly, you may want to take part in a training program to decrease the risk of tearing your ACL. The Santa Monica Orthopaedic and Sports Medicine Research Foundation has used the latest research to create a training protocol that addresses muscle strength and length, and balance deficiencies that can contribute to the injury. The basic principles behind the protocol are to

strengthen the muscles around the knee joint, which will prevent excessive movement of the thigh bone on the shin bone, and to train athletes to run, pivot, jump, and stop with the proper body mechanics needed to prevent an injury. The protocol includes exercises to strengthen the hamstring, which works with the ACL to hold the shin bone in place, and to improve timing of contraction of the hamstring and quadriceps so the quadriceps does

The key to a prevention program, however, is to be consistent. Try to fit the program into your schedule 3-4 times per week and keep up with it before and during the season. If you do suspect an ACL injury has occurred, you can always visit your family doctor or physiotherapist who can help determine if a referral to an orthopeadic surgeon is necessary. Veendam visit to mark liberation 70th anniversary Kelowna will send a delegation to visit its sister city Veendam in 2015 to commemorate the 70th anniversary of the liberation of the Netherlands in the Second World War. A delegation of about 40 will include the mayor, association members and veterans. As well, KLO Middle School plans to send 20 of its students along with two chaperones and a small contingent of interested parents. In preparation for the student cultural exchange, two Winkler Prins School (Veendam) teachers were in Kelowna last week to work out the logistics and discuss

the cultural exchange itinerary with the KLO school staff and the participating students’ parents. The KLO students will be hosted by the parents of the students of Winkler Prins School. A delegation of Dutch students from Winkler Prins School will then pay a reciprocal visit to Kelowna in May 2016. While in Veendam, the students will visit the historic Westerbork Concentration Camp (holocaust museum) where the Nazis concentrated Jewish prisoners during the Second World War and prepared them for shipment by train to their final des-

tination of extermination camps such as Auschwitz. They will also take part in a tour of Amsterdam to learn of its cultural history, view the many canals and historic windmill sites. Central Okanagan RCMP has recently implemented CompStat, a statistics-driven, intelligence-led policing model that is helping to effectively and efficiently target crime hot spots, emerging crime trends and prolific offenders. Thefts from vehicles parked in remote recreational areas is one of these hot spots. For example, the Myra Canyon parking areas was an issue in 2013 and early this year. Last year, more than $40,000 in fraud dam-

age was done after credit cards were used from only three thefts from vehicles in that area. Curb this crime trend: Remove your valuables and lock out auto crime. Residential break-ins, thefts of vehicles and thefts from vehicles are all up significantly so far this year compared to last. The Kelowna RCMP Crime Analyst Section has identified areas most often targeted. “By putting boots on the

ground in those areas hardest hit, we have been able to arrest a number of prolific offenders and property crime suspects,” said Kelowna RCMP Supt. Nick Romanchuk. There are many examples of how just a few individuals can dramatically influence crime statistics. Last month two Kelowna men were arrested in connection with a residential break and enter. Following their arrest, break-ins in the Pandosy area dropped dramatically.

Okanagan wetlands strategy first phase JENNIFER SMITH The Central Okanagan has some of the better protections for wetlands in the Okanagan and Similkameen valleys, according to work done during the first phase of the Okanagan Wetlands Strategy. The strategy is a threephase collaborative effort to re-establish the importance of these ecosystems, which house phenomenal biodiversity, boost real estate values, offer flood mitigation and generally improve the livability of the valley for plants, animals and human beings. Drawing on input from a wide variety of stakeholders, researchers spent the last year inventorying wetlands in this region, where over 85 per cent have been lost to urbanization, agriculture and development. “When we looked at the Central Okanagan, we only had, within the regional district, I think 11 wetlands that were not identified and currently protected in some means by development permits—which is pretty good,” said Kyle Hawe, with Ecoscapes Environmental Consulting, the researcher contracted to lead the study.

The South Okanagan has been identified as the area where conservation and restoration efforts are badly needed, particularly along the border in the Osoyoos and Oliver area. Maps will be released to the public on the Okanagan Basin Waterboard website in May. The volume of wetlands still in need of the basic identification and protection an environmental development permit can offer is highest in the South Okanagan and the maps indicate there a few areas in a similar position in the North Okanagan as well. There are also critical biological reasons to focus on the south, according to Nelson Jatel, water stewardship director of the Okanagan Basin Waterboard. “Some of the meandering in Osoyoos is critical habitat for salmon, which we’re quite excited about in terms of its strategic value for the entire okanagan basin,” said Jatel. In general, wetlands located on private lands from Salmon Arm to the border have been identified as top priorities for protection. This will mean focusing the next phases of

It’s very close to having beachfront property,” said Jatel. “Having wetlands and open spaces does two critical things for the economy,” he added. “One is that it can increase and improve property values, and maybe more importantly, it also provides for increased livability.” The first phase of the strategy’s development involved mapping all forms of government identification, encroachment and protection of wetlands—from forest tenures to grazing tenures, B.C. conservation

The next phase of the work will apply the information, gathering groups to work together, boots on the ground, on conservation and restoration efforts. Finally, a larger strategy to re-establish the need for wetlands and protect these areas, with clear prioritization based on the biological, hydrological and social significance of individual habitats, and potential threats, will be drafted.

: I'm in my mid 50's, and having some problems with teeth seemingly 'moving'. Otherwise my mouth is in pretty good shape. Is this the frontrunner of expensive problems to come?

A:

The simple answer is yes (that is, if you intend to keep your natural teeth). I sometimes ask my patients (mostly male in this case) what kind of automobile they drive. We chat about maintenance, warranties, and the like. In almost every case my patients explain in detail how they don't run their vehicles over the prescribed mileage without the requisite oil changes and other general maintenance. They are quite clear about the 'taking care of their investment' part of vehicle ownership – particularly those who drive their cars for more than the 2-3 year duration before trading in for the new model. I believe the term is 'keep them up, or keep them new!'

Just as exercise is necessary to keep our midriffs in check – regular gum maintenance is mandatory to keep our teeth in check. Virtually all adults have some degree or another of periodontal (gum) disease. We acquire pockets between our teeth, and bone recession is common. Just as a fence post weakens with less support on the bottom, so do your teeth. This problem doesn't happen overnight, so it cannot be repaired overnight. The good news is that it is both repairable and reversible. Dental implants require healthy gums. If you can achieve the same through a monitored perio program (both arresting bone recession and reversing the same) it is entirely possible to give your teeth a new lease on life. Some patients have little choice through genetics or a dozen other reasons – but most adults can delay dental implant surgery through simple maintenance. I bet you treat your car like your 'baby'. Dentistry is precisely the same in an uncanny way. What can you interpret from a retinal photograph?

To be honest, there probably isn’t enough room on this page to go through all of the conditions that can be revealed and monitored in the back of your eyes. In fact the retina is the only area in the body where one can visualize our internal vasculature, without using invasive means. As such, conditions like diabetes, high blood pressure, certain forms of cancer, elevated cerebral pressure, retinal holes/tears (predisposing one to a retinal detachment) and many other conditions can all be discovered during routine eye exams. Along with being valuable at the time of the exam, it also provides the optometrist with a detailed record of the health of the back of your eyes, which can be used for comparison in the future. Due to the wealth of information that the eyes reveal, there really is no way to overstate the value of retinal examination when assessing overall physical health.

Community Construction Work Information

Beasley Park and Ride

Site preparation work will begin in May for upgrades to the Beasley Park parking lot to feature a new paved Park and Ride, bike racks, bus shelter and substantial landscaping. Please respect protective fencing put up around trees to be retained and stay clear of active work sites as boulders and trees are removed or relocated and new landscaping features and irrigation are added.

Bottom Wood Lake Road Restoration & Active Transportation Improvements

Construction work will begin on Bottom Wood Lake Road from Lodge Road to Woodsdale Road in mid-June in order to be completed before the students go back to school in September. The project includes bikes lanes, pedestrian pathway and street lighting. Plan your travel to avoid this section of Bottom Wood Lake Road during July and August as traffic flow will be reduced to single lane alternating.

Lakestone Development: Okanagan Centre Road West / Tyndall Road realignment

Significant work is underway in this development, including work to improve, realign and flatten the intersection of Tyndall Road and Okanagan Centre Road West for a more gradual grade transition. The finished product this fall will eliminate some of the sharp curves and introduce landscaping and active transportation features to the entrance of the next phases of the Lakestone neighbourhood.
