final – State of the City Address to recap almost a decade in the centre chair and underline what has been important for her over her three terms in office as mayor. Watts addressed a crowd of 600 at the Sheraton Vancouver Guildford Hotel on Wednesday afternoon, in what was her swan song to civic politics. Watts told The Leader in an exclusive interview April 24 that she was not running for mayor this fall. “In 2005, I gave myself a finite amount of time – no more than three terms – to create a vision, set the vision execute that vision,” Dianne Watts and Watts told the crowd on Wednesday. At the outset, she said she realized there were huge challenges facing her in this administration. Watts took the helm of a diverse city where 1,000 people were moving every month, where residents spoke more than 95 different languages, and where one-third of the population was under 19 years old.
“I can honestly say that I have held this city and its people in the highest regard.”

to Monday’s murder in Cloverdale, and a vehicle he was believed to be driving was found on fire in South Surrey. But the man in question has yet to be arrested. Police are asking the public to be on the lookout for Barry McQuarrie, who is currently wanted on a series of warrants unrelated to the murder. He has not been charged in relation to the Cloverdale homicide. On Monday, just before midnight, RCMP responded Barry to a report of a man McQuarrie shot at a home near 176 Street and 57 Avenue. Gregory Quesnelle, 32, originally from southern Ontario, was found injured in the townhome and was taken to hospital where he died. Police say the killing was not a random act and has no connection with gang or organized crime activity. See POLICE / Page 4

More moms urged to donate breast milk ‘Gift of health’ helps improve outlook for premature babies by Jeff Nagel LACTATING MOTHERS are urged to consider donating some of their milk to help others who aren’t able to breastfeed their own babies. Fraser Health has opened 10 new human milk donation depots at public health units in Cloverdale, Guildford, North Surrey, Hope, Agassiz, Mission, Langley, New Westminster, Port Moody and Burnaby in addition to existing ones in Chilliwack, Abbotsford and Maple Ridge.
Women who have been screened can collect breast milk at home, freeze it and donate it at those locations. It’s transported to the provincial milk bank at BC Women’s Hospital where it’s pooled, processed and pasteurized. Most of the donated milk goes to feed premature and sick babies in neonatal intensive care units (NICUs) who are at high risk of illness and infection. “We are asking all breastfeeding moms to consider giving the gift of health to our most fragile patients by donating their
breast milk,” said Fraser Health project development nurse Sidney Harper. A devastating bowel disease called necrotizing enterocolitis is much more common in premature babies that are fed formula instead of human breast milk. Mothers in some cases struggle to provide milk or aren’t permitted to as a result of illness or medications they use. Fraser Health plans to open dispensaries at Royal Columbian and Surrey Memorial hospitals to store and provide the donor human milk.
Frances Jones, coordinator of the provincial milk bank at B.C. Women’s, said the aim is to meet all requests for donor milk from the NICUs at Surrey and Royal Columbian. The World Health Organization recommends babies get only breast milk until they’re six months old and that they continue to be breast fed with other nutritious foods added until at least two years. Police now believe the shooting was the result of an ongoing domestic dispute. The occupants of the home are known to police, but investigators are still trying to determine if that is pertinent to their investigation. McQuarrie has a long and varied history with the court system, including charges of violent offences, drug possessions, theft and break and enter. The court website shows he has eight known aliases, including Nicholas Randell McQuarrie, Richard Laary, Barry Bayer, Bad Ass Barry, and just Badass. The latest homicide was Surrey’s third murder of the year, while two more deaths are still classified as suspicious and continue to be investigated. The Integrated Homicide Investigation Team (IHIT) has taken over the investigation into the Cloverdale shooting. Quinntin is now 11 pounds, eight ounces, while Thaddeus is 11 pounds, 3 ounces. Quinntin, who has a chronic lung condition and a heart condition, remains on oxygen, while Thaddeus has a feeding tube to boost his milk intake. But both are otherwise healthy and exhibiting normal development for their age – which, had they been born on their due date, would only be three months. At-home nurse assistance will continue daily for about a year. Both arms full with her squirming boys, Ashton smiles, knowing how fortunate she was to celebrate her first Mother’s Day with them last weekend. “I’m so proud of them.”

It was three years ago when she announced support for LRT on the basis of SkyTrain being expensive and disruptive, saying SkyTrain would “destroy our communities” because of “monolithic pillars.” But SkyTrain has spurred billions of dollars in real estate development, building entire communities such as Metrotown, Brentwood and Richmond. It’s building our city centre right now and is what’s responsible for making it a more vibrant area. Because of SkyTrain, Metro Vancouver’s transit system is leading in ridership in North America – ranking third in transit trips per person per year, behind only New York and Toronto. We’re ahead of Montreal, Boston, and Washington, D.C. – cities with full-size metro systems – and far ahead of cities with only LRT systems. LRT has its downsides: It’s slower, vulnerable to accidents, and far less-effective at creating transportation benefits. A study indicated that the monetary
value of LRTs benefits does not exceed the costs. There are other implications. The LRT or BRT (Bus Rapid Transit) plan to Guildford is very inconsiderate, removing two traffic lanes on 104 Avenue. During construction, Guildford residents will be giving up quality transit altogether. Commute times to Surrey Central will double or worse as 96 B-Line buses must share that one lane of traffic or detour. Graduating students and Guildford’s many low-income families won’t find the options they need to manage busy lives, access jobs and get to classes. All this for several (four-plus) years to save one minute on LRT. SkyTrain can cost more money to build, but will give us veritable benefits. Imagine this: vibrant communities and productive citizens; Newton to Guildford in 13 minutes; less traffic; safer roads; and more frequent buses. A high-quality, grade-separated rapid transit system will give us these benefits and more, and I want to see the next Surrey mayor pushing for SkyTrain. Daryl Dela Cruz Surrey

LIKE CLIFF STONE of Surrey (regarding his letter to the editor, “Thanks for saving my life,” on May 6), I, too, am writing to say thank you to some of Surrey’s finest. I was in trouble early on Sunday morning and after I made the 911 call, two ambulances – one a car-
diac unit – and one of Cloverdale’s big red trucks with extra caregivers on board quickly arrived. Arriving at Surrey Memorial Hospital I was given the finest of care by the attending ER doctor. He explained all the tests and procedures he ordered and the follow-up care I would require.

police officers who did not warn Surrey murder victim Tasha Lynn Rossette that her boyfriend may have been plotting to kill her prior to the 21-yearold’s 2005 death, the B.C. Appeal Court has ruled. The court ruling released Monday (May 12) overturns a decision by the Office of the Police Complaint Commission (OPPC) to investigate the conduct of Const. Craig Bentley and his Integrated Gang Task Force supervisor Staff Sgt. John Grywinski. On Nov. 17, 2005, Bentley was told by a confidential informant that Rossette’s boyfriend, Amjad Khan, had offered him money to kill her. Bentley passed the information to Grywinski, but instead of sharing it with Rossette right away, the pair decided to investigate the threat further. By the time they visited Rossette’s home five days later, she was dead. The single mother of a threeyear-old, who was also 17 weeks pregnant with her second child, had been stabbed dozens of times and her throat was slit. Khan was convicted last May of first-degree murder after a retrial of the case. In 2009, the Vancouver Police Department dismissed a complaint by Rossette’s mom that the two officers failed in their duty. But shortly after, the OPPC requested more information about the matter’s dismissal and ordered the Vancouver Police to revisit the allegations. A yearTasha and-a-half later, the OPPC still Rossette couldn’t determine whether the allegations had been investigated, and again ordered it done. By November 2010, the investigation was not complete, so the OPPC ordered an external investigation. Bentley and Grywinski tried to quash the investigation on the grounds that they were cleared internally (in the initial dismissed complaint), there was no new information and the Police Act sets a 30-day time limit to re-open such cases. In 2012, a B.C. Supreme Court justice ordered the investigation go ahead. Monday’s Appeal Court decision, however, overturned the lower court order on the basis there is no new information and it is not in the public’s interest to re-open the investigation. “In my opinion, the Commissioner’s reasons either misstate the basis of the order in terms of his jurisdiction, or is insufficiently clear to allow the appellants to determine on what basis the investigation has been ordered reopened,” wrote Justice Nicole Garson in her decision, with Justices Anne MacKenzie and Peter Willcock in concurrence. Khan and Naim Saghir were found guilty in Rossette’s murder in 2008, but those convictions were overturned on appeal and a new trial was ordered. After the second trial, Khan was found guilty, while Saghir was found not guilty.

That was backed, she said, by a tremendously talented city staff who made sure visions could be realized. Most importantly, she said, there was a community that shared a passion for that vision. Establishing healthy public policy was a priority, she said. That included five key areas: stability within the organization, a strong investment climate, integrated social support, quality of life for families and green-friendly infrastructure Stability was enhanced with the creation of policies such as the Whistleblower Policy, Respectful Workplace Policy, Lobbyist Registry and a streamlining process. “Stability within an organization is key – not only for the residents, but for private-sector investors, as well,” Watts said. Meanwhile, technology is helping policing, she said. By year’s end, there will be 250 closed circuit TV cameras throughout the city. Along with that, a mobile app and online reporting will offer another way of reporting crimes. There will also be predictive analysis, which will help determine where crimes are most likely to occur. “This is all about efficient, effective and responsive government,” Watts said. furniture, electronics, tools, sports equipment, memorabilia, jewelry, clothing and even bottles of alcohol, the Langley RCMP found so much stolen property at a Surrey residence in March that they had to rent a three-ton truck to haul it all away. Now, they’d like to return the unclaimed items to their rightful owners. The mountain of stolen property was recovered during the execution of a search warrant on March 16 in the 5500-block of 129 Street in Surrey. The home’s only occupant, a woman identified as a prolific property offender in Langley, was arrested. Officers from Langley’s Street Enforcement Unit rented a truck to recover all the stolen property in the residence. They spent an entire day filling the
truck as well as two additional vehicles. Police also recovered a 2002 Porsche Boxster, which had been stolen during a break-andenter in Surrey over the Valentine’s Day weekend. In all, more than 160 items were seized during the search. Police believe the property was taken during break and enters committed between November, 2013 and March, 2014 in the Surrey and Langley areas. Investigators have returned the majority of the property to its original owner, including the Boxster and virtually the complete contents of a home. Deaths were murder-suicide 61-year-old woman killed mother, then took her own life by Kevin Diakiw HOMICIDE detectives have
determined that the two women found dead a North Surrey home earlier this month was the result of a murder-suicide. On May 1, at about 6:30 p.m., the bodies of two women were found by a relative in a home in the 13600-block of 111A Avenue. The Integrated Homicide Investigation Team (IHIT) took
custody of the case as the deaths were deemed suspicious. IHIT determined this week that Kathleen Maximuik, 61, killed her 83-year-old mother Anne Shouchuk. Maximuik then took her own life. Police say there had been concerns regarding the health of Maximuik. “IHIT and the Surrey RCMP continue to work with both the B.C. Coroner’s Office and the
family with regard to the loss of both Anne and Kathleen,” said Sgt. Adam MacIntosh of IHIT. Danica Baldwin, 15, lives two doors away and knew the pair of women. “They’d come out once in a while when I delivered the paper,” Baldwin said. “They were really friendly. They were really nice ladies.” The killing of Shouchuk is Surrey’s second murder of the year.
Man serving for Surrey murder dies in Kent Institution begun serving a life sentence for first degree murder has died at Kent Institution. David Langlet, from Langley, was convicted on Dec. 9 2013, 13 years after Shane Murray Preece was shot dead in a Jeep Cherokee near J.D.’s Family Restaurant in North Surrey. Customers at the restaurant who had stepped outside for
a cigarette reported hearing several shots coming from the alley, just before midnight on June 12, 2000. It wasn’t until October 2013, after the Surrey RCMP Unsolved Homicide
Unit reopened the case, that police arrested and charged Langlet. Langlet had no possibility of parole for 25 years. Correctional Service Canada said he was found unresponsive in his cell on Friday, May

argued nine-months in jail was unfair punishment for his 629-plant pot grow-op has lost an
appeal of his sentence. In February of last year, Sai Cheong Lau, pleaded guilty to producing marijuana. He had bought a home near 113 Street and Lansdowne Drive in Surrey, where he
initially lived with his common-law partner and their child. When the relationship ended, Lau set up a grow op in the basement which police discovered on March 30, 2011. The police report
noted there was packaged marijuana consistent “not only with personal use but also with the distribution and sale of the harvested product.” Lau admitted he had set up the grow opera-

n October 2012, Daan Roosegaarde, the founder and lead designer of Studio Roosegaarde, an award winning design company, located in Waddinxveen, Netherlands—about 40 kilometers south east of Amsterdam— reportedly told Wired Magazine: “One day I was sitting in my car in the Netherlands, and I was amazed by these roads we spend millions on but no one seems to care what they look like and how they behave. I started imagining this Route 66 of the future where technology jumps out of the computer screen and becomes part of us.” Questions fuelled Mr. Roosegaarde’s imaginings: Why can we not develop paints that charge during the daytime and give light at night? Why don’t we have information on the road only when we need it? Why are streetlights always on after dark? Why can we not connect to small simple sensors so that the streetlights are only on when we need them to drive, lighting the path ahead in a way that also indicates how fast you can drive? Answering these questions, says Mr. Roosegaarde, is about creating new mental maps, new dreams, but also new practical proposals. Describing himself as a “hippie with a business plan,” he set about to do so. His answers can be seen on the Studio Roosegaarde website: http://www. studioroosegaarde.net. The project ‘Smart Highway’ shows roadways at night in which the lane markers and road edge glow a “radioactive green”. The glow comes from a
photo-luminescent powder integrated into the road paint, developed in conjunction with Heijmans, a European constructionservices business headquartered in the Netherlands. It shows snow falling on glowing blue roads with large white snowflakes to indicate slippery conditions. Once the temperatures rise and the road conditions improve, the snowflake images disappear. It shows a highway the edges of which are lined with small pinwheels acting like motion detector lights, triggered by passing vehicles to light the way ahead. As Mr. Roosegaarde explains, these are “not super high tech ideas” but rather simple enough for implementation within the next three to five years. Two years later, in early April 2014, one of these ideas debuted on a 500m stretch of highway — the N329 provincial road in Oss, the Netherlands, advertised as the “road to the future” by the province of North Brabant, Netherlands. Light-absorbing, glow-in-the-dark road markings have replaced the streetlights, creating, said one Netherlands news report, the impression of “driving through a fairytale.” Mr. Roosegaarde reportedly told Wired that Heijmans had managed to take its luminescence to the extreme. “It’s almost radioactive”, he said and, indeed, the embedded tweet shows three stripes of varying shades of radioactive green along both edges of the highway. News reports also point out that while the glow lasts anywhere from eight to ten hours, it is too soon to know “how the paint holds up against wear and tear” and whether or not any degree of degradation might render it wholly dysfunctional. tion due to financial pressures. He eventually went bankrupt and lost the home. During sentencing, the Crown recommended a year-long jail sentence, while Lau sought an 18-month conditional sentence. The judge sentenced him to nine months prison, saying the grow-op was sophisticated and clearly for commercial purposes, even though Lau was licensed for a medical grow-op for his own medical use. In appealing his sentence, Lau contended the judge didn’t give sufficient weight to the mitigating circumstances – he had remarried and had a second child at the time of sentencing and was the family’s primary provider – and over-emphasized the aggravating factors (the size and commercial nature of the grow op). A three-member B.C. Court of Appeal panel disagreed with Lau, however, upholding the provincial court sentence. “The judge articulated and applied the correct legal principles,” wrote Justice Anne MacKenzie in her May 1 reasons. “She specifically considered the mitigating factors listed by Mr. Lau. Given the aggravating factors of the size, sophistication and commercial nature of the operation located in a residential neighbourhood, I consider the nine months’ imprisonment to be a fit sentence to which considerable deference is owed.”

politicians voted last week to oppose the Kinder Morgan oil pipeline twinning and call for an overhaul of recent dispatch changes slowing ambulance response times to many calls. Those were among the resolutions passed at the Lower Mainland Local Government Association (LMLGA) that will be forwarded to the Union of B.C. Municipalities convention this fall. The vote opposing Kinder Morgan’s proposed Trans Mountain pipeline expansion – which would triple oil pipeline capacity through the Lower Mainland and result in a five-fold jump in outbound oil tanker traffic – narrowly passed in a standing vote at the conference in Whistler. Some cities, such as Vancouver and Burnaby, already outright oppose the project, while others await more information through the National Energy Board’s review. Lower Mainland delegates also voted for a resolution calling for an effective patient-centred emergency response service using fire, rescue and ambulance services working together. It cited an “unprecedented downloading of costs and risk onto local government first responders” by the controversial move last fall to downgrade various non-urgent 911 calls for dispatch by ambulance at routine speeds, without lights and sirens. Cities and fire departments complain it’s meant much longer ambulance waits for many patients, although provincial emergency health officials contend it’s allowed faster response to the most urgent calls, with less risk of traffic crashes caused by high-speed ambulances. New Westminster Coun. Chuck Puchmayr, the new president of the LMLGA, said part of the problem is a shortage of ambulance paramedics in the Lower Mainland, as well as chronic congestion in the region’s hospitals. “The hospitals are
bursting at the seams with emergency patients and paramedics are not able to get back into the queue to respond to these other calls,” Puchmayr said. “They’re waiting there with patients to legally transfer them over to emergency department staff. And that’s causing a huge delay.” Motions from Squamish and Langley City also demand provincial government aid to cover cities’ costs from firefighter first responders waiting longer for ambulances to arrive. The province has previously refused to subsidize first responder programs, saying they’re voluntary and cities could save money by having them respond only to serious emergencies. LMLGA delegates also voted to strongly oppose development of the proposed Fraser Surrey Docks coal
export terminal and the planned expansion of Neptune Terminals in North Vancouver until Port Metro Vancouver conducts formal hearings and orders a more comprehensive health impact assessment on coal dust dangers. “The chief medical health officer of Fraser Health has been calling for this for quite some time,” noted Port Moody Coun. Rick Glumac. The LMLGA, which represents 33 municipal governments from Pemberton to Yale, voted to reject a motion from Burnaby to oppose provincial government changes to the Agricultural Land Reserve, although another motion passed seeking a freeze on the planned split of the ALR into two zones pending more consultation. demand that Health Canada disclose to municipalities the locations of previously licensed medical marijuana grow-ops so they can be inspected. • A Chilliwack resolution opposing the use of farmland for medical marijuana production and urging the province to block the classification of new pot factories as farms qualifying for lower property tax rates. • A call for the province to regulate party buses. • A New Westminster request for senior government aid to retrofit older wood-frame apartment buildings and care homes with sprinkling systems. • A motion asking Ottawa to further restrict use of older DOT-111 rail tanker cars implicated in the Lac Megantic oil fire disaster and legislate their accelerated replacement.

Drivers will no longer enter parking stall numbers at TransLink park-and-rides by Jeff Nagel TRANSLINK is switching
its paid park-and-ride lots to a new system where drivers will enter their licence plate number instead of the parking stall number. The pay-by-plate system arrived in April at Surrey’s Scott Road Station park-and-ride and at the expanded South Surrey Park and Ride. It will roll out to others in the months ahead, according to Sany Zein, TransLink’s director of infrastructure and network management. “The long-term trend in the industry is it’s expected to become uniformly pay-by-plate,” he said. Staff use car-mounted automatic licence plate scanners to quickly scan the lot and determine if any vehicle is there that hasn’t paid. For TransLink, there are minor savings from no longer having to periodically repaint stall
numbers. Customers only have to remember their licence plate, not the stall number, Zein added. Motorists who park at the same lot more than once in a day now are assured their payment is good all day – in the past they had to pay again if their original stall was occupied on a second visit. Pay-by-plate parking is also in effect now for paid street parking in Vancouver and New Westminster. Thirteen park-andride lots are directly managed by TransLink with a total of 4,700 parking spaces. Drivers are charged $3 at Scott Road and six West Coast Express station lots, while they pay $2 at South Surrey and at Carvolth Exchange in Langley. Other lots at SkyTrain stations run by Impark charge considerably more.

Homeowners have already started moving in, with more to come in the fall. “We wanted to offer homes that felt like a single-family residence, at townhome affordability, and in fact the majority of our buyers have claimed this as one of their top reasons for purchasing there,” says Fox. Aquilini Development is bringing their master-planned community building expertise to Chilliwack with The Falls, an envisioned community of over 500 homes, set to be built around The Falls Golf Club. Camden, their first release of just 47 singlefamily homes, offers a little piece of paradise for as low as $389,900. “You walk out your door and you’re on the golf course, with rolling greens and panoramic views,” says Macartney Greenfield, project manager for Rennie Marketing Systems. “There aren’t a lot of projects that
can offer that resort-style living.” The response has been overwhelming, Greenfield says. Floorplans range from 1,336 to 3,176 square feet, and each comes with a large double-car garage with tons of room for storage. The master-on-main floorplans have been particularly popular, Greenfield says. There is also a rancher floorplan available. Buyers will have a vast array of choices when it comes to customizing their new home, including six different home types and elevation styles, eight exterior colour schemes and two interior colour schemes. There are also several interior and exterior upgrade options available. The location is one of the biggest draws for Camden at The Falls. “People are amazed by how beautiful it is here,” Greenfield says. “It’s nestled into the side of the mountain with breathtaking views in every direction.” To take advantage of the views, the homes have spacious covered decks and oversized
windows. Nine-foot ceilings in the main living areas add to the airy feeling. Laminate wood flooring is included throughout the main living areas, with porcelain tile in the bathrooms and low-pile carpeting in the bedrooms. A gas fireplace in the living room is perfect for cozying up to in the colder weather, and a rough-in for a wet bar is included in some homes, making entertaining easy. The kitchen is gourmet and refined, with stainless-steel appliances, shaker-style wood stained or flat-panel cabinetry and laminate countertops. The all-new, third generation 2014 Toyota Highlander Hybrid Limited AWD tips the scale at 2,200 kg (4,850 lbs.) It’s not a svelte vehicle. Inside, this Highlander can carry up to seven passengers. It’s not a cramped vehicle. And behind the third row of seats, there’s a cargo capacity of 385L. It’s an accommodating vehicle. So when I knew that I’d be logging more than 1,000 kilometres in a week, perhaps you’d think I’m a little crazy to want to take this (relatively) heavy and large SUV along for the ride.
Normally, I would too. But there’s a word in its name that made me want to take this beauty of a beast for the long haul: Hybrid. As I entered the Flaxen (aka beige) adorned cabin, I reached for the “Eco Mode” button underneath the redesigned centre stack. I gave that a push. The Eco mode is a feature that lessens the throttle response in an effort to help save fuel. You can still do all your normal daily driving duties, it just helps you keep money where it should be: in your wallet. And keeps the fuel where it should be: in the tank.

Granted, in Eco Mode, it doesn’t give you the peppy acceleration you might like. Then again, if prompt acceleration is what you’re after, skip the Eco Mode and that’s exactly what you’ll get. Whether I was driving in the city or on the highway, the Highlander has a smoothness to it that makes me love being behind the wheel. It cruises effortlessly atop the pavement and makes the driver and passengers feel at ease. Especially when you know you’re going the distance. I even had one passenger say to me, “If we were in here any longer, I could’ve fallen asleep! It’s so comfortable.” Good thing they weren’t driving. The suspension is composed of front Macpherson struts and a rear double wishbone type, trailing arms set up. Toyota gets an A+ for ride comfort. And it’s arguably one of the best in its class. Aiding in establishing a serene setting is a host of creature comforts like heated front seats, a heated steering wheel, second row captain’s chairs, easy access to the third row, keyless entry, navigation, an 8-inch touchscreen and much more. We’ve already established its size, and while it fits up to seven, it doesn’t feel that big to drive. Sure, you need to make sure you watch its width but manoeuvring it around in parking lots isn’t a chore at all. Thanks to its rack and pinion-type, electric power steering, you can move around graciously. Though this is not my first hybrid SUV that I’ve tested, I am always excited to see how well these machines perform in regards to fuel economy. After all, there’s a 3.5L, V6 engine under the hood, which is then matched with an electric motor, a Sealed Nickel-Metal Hydride battery and an Electronically Controlled Continuously Variable Transmission (ECVT). The result is a net 280 horsepower. There’s also a 1,587 kg (3,500 lbs.) towing capacity. Looking at the estimated fuel results, it’s rated at 6.8L/100km in the city and 7.2L/100km on the highway. Keep in mind the aforementioned stats about its size and weight and those numbers are really impressive. My real world numbers? A combined average of 8.9L/100km. Not bad. Not bad at all. Most of my

The BC Government is proposing to offload the province’s world-class recycling programs, run by local municipalities, to an association led by big multi-national corporations. The idea is that we’ll get a better, more efficient program that costs taxpayers less.
Currently, BC homeowners only pay, on average, $35 a year for curbside recycling. Under the proposed regime, you’ll pay more. Every time you bring home a pizza, buy toilet paper,

How much more? Well, nobody’s saying.
The association isn’t guaranteeing that we’ll get a better program, or even one as good as the current Blue Box program already in place. Since the association is led by big businesses outside of BC, many of whom are not even headquartered in Canada, one could presume that profits will come before environmental stewardship. They usually do. They also won’t guarantee that there won’t be any job cuts here in BC.
Here’s the only thing anyone does know: we already have a Blue Box program that works, is efficient, managed locally and puts the BC environment first. So why is the BC government flipping a coin, bringing in a questionable recycling program that some of our local elected officials are already calling a “scam?”

Through this program, Surrey residents, groups and associations can now apply to the City for financial grants to support neighbourhood beautification projects and community celebrations. Successful applicants match grant money with contributions of volunteer labour, donated materials, and/or cash.

IT HAD BEEN 24 years since they’d entered the Surrey Festival of Dance. And for members of the Surrey-based Paul Latta Polynesian Dancers – who range in age from five to 80 – it was a comeback to remember. The studio’s members came away from the month-long festival with 14 first-place awards and more than $500 worth of scholarships. The 48th-annual Surrey Festival of Dance (SFOD), which ran from March 28 to April 29, welcomed hundreds of dancers, competing in various styles, including tap, lyrical, acro, hip hop, ballet and more. Dancers of all ages in the International Dance category – performing solos, duos and group routines – took the Surrey Arts Centre stage March 30, adjudicated by Grace Chen from the Shanghai Dance School. Paul Latta studio dancers swept the category, with Megan Hamelin, Claire Taschereau, Harlyn Polino and Cassey Razon’s “Hawaiian Luau Medley” also winning Best International Dance Group of the Year. It was the year Neil Armstrong took a giant leap for mankind, when Max Yasgur invited half-a-million hippies to his dairy farm in Bethel, New York, and a sad period for some young women when Linda Eastman got married. Locally on May 16, 1969, a new organization was incorporated as a non-profit society under the name of the Delta Community Arts. With that in mind, the Delta Arts Council is gearing up for a three-day celebration of its 45th anniversary. The following events take place at the Firehall Centre for the Arts, 11489 84 Ave.: • On May 30, there will be an special throwback North Delta Open Mic Tribute, starting at 7:30 p.m. Expect hit songs from 1969 or thereabouts. Joseph took first place in the Feature Photo category for his photograph of a hummingbird in flight, while assistant editor Sheila Reynolds won first place for her feature article on Eileen Mohan prior to the start of the Surrey Six trial last fall. Joseph was also awarded third place for his photo essay featuring pictures taken during last year’s Surrey Festival of Dance. Leader staff were also winners in the Local Media Association’s (LMA) 2013 Editorial Contest. Joseph won first place for Best News Photo for his shot of a firefighter holding an infant following a car accident, while Evan Seal’s photo from Surrey Const. Adrian Oliver’s funeral was given an honourable mention in the same category. Joseph’s triple-exposure photo from the Surrey Festival of Dance took second place for Best Feature Photo, and Kevin Diakiw’s series of articles called Hard to Help, about the effects of mental illness, also received an honourable mention in the Best Continuing Coverage category. The Leader also took first place for its coverage of the last provincial election, as well as winning third place overall in the Newspaper of the Year Contest for non-daily publications with a circulation over 37,500. The LMA is comprised of more than 2,000 newspapers in the U.S. and Canada. Joseph’s photo of the firefighter holding the baby also won third place in the national 2014 Canadian Community Newspaper Awards, while his dance photo essay won third place.

AFTER THREE seasons with the University of British Columbia (UBC) Thunderbirds, Jas Dhillon will attempt to turn pro with the Toronto Argonauts. Dhillon, a 6’3, 290 lbs. guard from Surrey, was claimed by the Argonauts in the third round of the Canadian Football League draft Tuesday night and is expected at training camp later this month at York University. “I was so thrilled to hear my name called while surrounded by my family and friends,” Dhillon told cfl.ca. “I am extremely excited to know that I am going to Toronto. I look forward to being in training camp and competing with my new teammates.” Dhillon, 25, was Toronto’s second selection in the draft, and the 71st overall. After playing junior football with the Langley Jas Dhillon Rams, he joined the Regina Rams of the CIS (Canadian Interuniversity Sports) for the 2010 season. He then transferred to UBC, where he played three seasons for the Thunderbirds. Last season, he was part of a T-Birds offensive line that allowed just seven sacks in eight games. The line was a factor in UBC averaging 219 yards rushing per game, with Brandon Deschamps leading the way with 1,007 yards. Dhillon, a third-year arts student, was a leader on the line of scrimmage and was selected a CIS FirstTeam All-Canadian.

by Rick Kupchuk POISED TO continue a run near the top of the standings, the Delta Islanders lost twice to opponents near the bottom of the B.C. Junior A Lacrosse League. The Islanders saw their record fall to 3-3 (won-lost), good for fourth place, after falling 8-6 to the Langley Thunder Saturday night at the Sungod Arena in North Delta and losing 10-9 to Burnaby. For Langley, it was their first win in five games this season. The Lakers triumph over Delta was their second, coming on the heels of a 13-10 win over the Thunder three days earlier. Against the Thunder, Delta led 2-0
late in the first period on goals by Spencer Bromley and Cody Nass. They led again five minutes into the second period when Mike Donaldson put the home team up 3-2. Trailing 4-3 after 40 minutes, the Islanders pulled even on a goal by Evan Messenger six minutes into the third period. Langley then scored four times in a four-minute span to open up an 8-4 advantage. Bromley completed his hat trick late in the game, leaving the Thunder with a two-goal victory. Sunday night in Burnaby, a week after the Islanders posted a convincing 17-9 decision over the Lakers at the George Copeland Arena, the Islanders again dominated play for 60 minutes.
But a 61-31 edge in shots on goal didn’t lead to a victory. Burnaby led 2-1 and 6-4 at the period breaks and hung on for a 10-9 victory. Trailing 7-4 early in the third period, the Islanders appeared to have turned the game in their favour with a 5-1 run. Mike Henry tallied twice in a 15-second span, then Jordan Traversy tied the game with 15 minutes to go. The Lakers regained the lead 8-7, before Jonathan Phillips with his third goals of the game and Traversy with his second scored 84 seconds apart for a brief 9-8 lead. Jarry was in goal for Edmonton Monday night in Oregon, making 32 saves while backstopping the Oil Kings to a 4-2 win over the Portland Winterhawks in the seventh game of the Western Hockey League (WHL) final. It was the 11th time in the 48 year history of the WHL the final went to a seventh game. The Oil Kings are the first team to win a deciding contest on the road. WHL champions in two of the past three seasons, the Oil Kings will play in the fourteam Memorial Cup

He won 16 games while posting a 2.19 goals against average with the league-high three shutouts. BLUE LINES: Another North Delta native, Nic Petan, just missed out on a second trip to the Memorial Cup. Petan, 19, was also playing in his third consecutive WHL final but was in the lineup for the runner-up Winterhawks. He was fourth in the WHL postseason scoring race with seven goals and 28 points in 21 playoff games.

The contingent of 22 Sungod swimmers won 10 medals, competing in a meet that attracted 530 swimmers from the Lower Mainland, Vancouver Island and Washington. But the personal best times is what shows improvement, said Sungod coach Kurt Murphy. The West Coast Open was staged in a 50m pool, while Delta swimmers train in a 25m facility. “It shows that the swimmer is continually developing in terms of strength and endurance while also learning how to swim more efficiently,” said Murphy. “Swimmers who are 15 and under can make the largest improvements through

Surrey were the winners of the twin main event at the Young Guns III card at the Coast Hotel and convention Centre in Langley Friday night. The amateur event, the 29th in the Clash and the Cascades series, saw Aaron Downey and Colin Nicholson win the heavyweight bouts in front of a crowd of 350. Downey was in the ring against Dan Baxter of Tomari MMA in Nanaimo, and won the first two of the fight’s three rounds by a narrow margin. Baxter rallied in the final round, but didn’t do enough to prevent Downey from earning a decision. Downey trains at the World Kickboxing Academy. Nicholson, from Suitela’s Martial Arts
in Surrey, also earned a decision after a back and forth battle with Samuel Moses of Vancouver.
Junior Olympics at Bear Creek South Fraser Track and Field is hosting its Junior Olympics meet for athletes nine-13 this weekend at Bear Creek Park. More than 200 athletes are
