Mayor gets $10,000 to help fund small task force projects Steven Heywood News staff
Sidney Mayor Larry Cross has been given free reign to use up to $10,000 out of the Town’s economic development fund for the implementation of recommendations from his new Beacon Avenue task force. Council voted unanimously Monday to grant Cross’ request for the money. The mayor said he wanted it to help act quickly on downtown revitalization initiatives chosen by the task force. Cross would have the final say on handing over the cash. Coun. Melissa Hailey noted that she would want to have more oversight on the use of the money. Cross responded, saying that he’s that oversight and adding he will report the task force’s activities to the council. The first recommendation from the task force is a plan to create a community events calendar. Larry Cross Cross asked for and received council assent to spend another $3,500 out of the economic development fund on this project. He added the Sidney Business Improvement Association (SBIA) will contribute another $3,500 and contract Holy Cow Communication Design to do the work. “The task force believes this is needed now,” Cross said, adding the hope is to get it done within five weeks — in time for the summer season. editor@peninsualnewsreview.com

New market CENTRAL SAANICH — Pioneer Park in Brentwood Bay will be the site of a new outdoor market. It runs July and August from 1 to 4 p.m.
A new B.C.-wide high school level trades program was announced this week at a job site in Central Saanich. Despite recent job action by teachers across the province, Minister of Education Peter Fassbender gathered with School District 63 Board Chair Wayne Hunter and Stelly’s Secondary Career Counsellor and Apprenticeship Coordinator Stu Rhodes on Tuesday, May 13 to announce the new Skills Exploration program for Grade 10, 11 and 12 students across B.C. The program, designed as a sampler course for carpentry, electrical and plumbing trades, will allow high school students to see if the trades program is for them. “It was great to have this announcement made in Central Saanich because the Saanich School District already has such an established trades program,” said Rhodes, adding that hundreds of students from the District in the last 10 years or so have benefitted from trades training programs. “With the programming, students are able to legitimately double dip,” explained Rhodes.
Devon MacKenzie/News staff
From left, Stu Rhodes, career counsellor at Stelly’s Secondary School, Wayne Hunter, Saanich School Board chair, and B.C. Education Minister Peter Fassbender. The three met up with trades training students in Central Saanich Tuesday to see a project being completed by students in the trades training program. “Every 120 hours students in the program log, they get credit for the equivalent of a four-credit course which counts not only towards their trades certification and apprenticeship hours but also towards their high school graduation.” Rhodes added that having the province-wide trades
sampler program will give students the opportunity to learn by doing. “The program will allow those students who have an interest in the trades the opportunity to explore their options. These programs lead to career opportunities which lead to job satisfaction and most importantly,
the students are engaged in a process that will cause them to be a lifelong learner, because even journeymen are taking courses to improve their craft after years of working in a trade. From an educator’s point of view, it makes me pretty giddy knowing that you’re sending these students out
in a direction where they’ll embrace lifelong learning.” Tuesday’s announcement took place at the home of Mandeep Bains and Nicole Zimmel, Central Saanich residents who are supporting the Saanich School District’s trades program by having students from the Accelerated Credit Enrolment in Industry Training (ACE IT) program and other postsecondary trades programs build a small, two-storey structure on their property. During the announcement five students from the build were also signed to apprenticeship contracts with local companies. “To see a program like this that has students going into apprenticeships while still in high school … this is what the program is all about,” said Fassbender during the announcement. “This is the future in B.C.” Rhodes said the success of the trades programs in the Saanich School District depend heavily on partnerships. “It’s because of partnerships like the one with Nicole and Mandeep, among many others with organizations like the Industry Training Authority, post secondary institutions like Camosun and industry partners who hire our apprentices that this program sees such success. We’re already leaders in the province when it comes to trades training and that’s a great feeling.” reporter@peninsula newsreview.com
Man stabbed in fight at West Saanich and McTavish PolicE NEWS
The Saanich Peninsula beat • Officers from the Sidney North Saanich RCMP responded to reports of a fight near the intersection of West Saanich and McTavish Roads on Sunday, May 4. There were multiple people involved, and on arrival police found that a man had been stabbed in the
chest. The man was treated and released from hospital with non life-threatening injuries and the police investigation is ongoing. Anyone with information can contact Sidney North Saanich RCMP at 250-6563931.
• On May 3, RCMP officers responded to a complaint that a tree stump had been set on fire in Reay Creek Park in Sidney. Witnesses said a group of teens were seen in the area and police believe they may have been responsible for the incident. No injuries were reported, but police are reminding parents to monitor the activities of their children
and teens and speak to them about fire hazards, especially as the days get hotter and drier. • On Thursday, May 8 around 6 p.m., a small bright red mid to late 1990s model pick up truck hit a white SUV that was parked near the corner of Melville Drive and Bowerbank Road in Sidney. The driver of the red truck
fled the scene. Police say there is significant damage to the SUV and the red truck will likely have damage on the passenger side front quarter panel and/or bumper. Anyone with any information is asked to contact the Sidney North Saanich RCMP at 250-656-3931. — Compiled by Devon MacKenzie

Wonder no longer
T
here are a heck of a lot of interesting places and things on the Saanich Peninsula — as the PNR discovered in compiling its Seven Wonders of the Saanich Peninsula for today’s edition. One of the more consistent themes throughout each of the seven wonders that made this list today, is the people behind the places. There are a lot of dedicated, passionate people who have made it their mission to improve their community by working hard to ensure we have wonders to behold. Take Kimanda Jarzebiak of The Boulders Climbing Gym. She turned a personal passion for climbing into a dream — and as she would probably say, with the help of a lot of other dedicated and visionary individuals. She recalled an emotional moment when the gym hosted its first world youth championships. It was the reaching of an ultimate goal — and for Jarzebiak, it sets into motion a whole new set of objectives. Over at the Shaw Ocean Discovery Centre and B.C. Aviation Museum — two more on our list — it’s the volunteers’ dedication that makes those facilities and their community programs happen. Without them, it just would not exist and we all can be grateful they are there to help anchor what is, overall, an excellent visitor destination. Many great people have also gone into creating places like the Butchart Gardens and Butterfly World, while the natural beauty of the Gulf Islands National Park and Sidney’s waterfront provide amazing escapes for all of us. Readers of the PNR also weighed in on our Seven Wonders feature. Most would not let us forget that Butchart Gardens is probably the biggest tourist attraction on Vancouver Island — and a pleasant place for locals to visit as well. Other readers wanted to highlight the Aviation Museum as well, so we’re glad both of those places made our list. Check out today’s Seven Wonders of the Saanich Peninsula to see what’s in our own backyard. Then find out what the Seven Wonders are in Saanich, Oak Bay, Victoria and the Westshore at www.vicnews.com and on our Facebook page at www.facebook.com/peninsulanewsreview.

There’s a good reason for the acronyms Keith Sketchley asked rhetorically, how many abbreviated organizations does Sidney need? (PNR letters, May 14. The simple answer, as many as necessary to make sure this town doesn’t disappear off of Rand McNally Maps of the Future! The way Sidney is headed, the direction of increased rents/taxes and decreased incomes, is the way of the ghost town. He says fixing Sidney is as easy as ‘communicating offerings in economical and effective way’ but makes no indication on how that would be done. Hence why we have the organizations he spoke of. Noel Gagnon Sidney
Education overhaul is doomed Tom Fletcher writes the B.C. government has rolled out an overhaul of the public education system “ much to the horror of its left-wing establishment.” Educators have good reason to be leery of anything this government would do to public education. The B.C. Liberals and predecessor Social Credit Party, both right leaning, have used public education as a political football for decades. programs that “don’t lead to jobs.” This new program will dovetail with Stephen Harper’s federal programs. One has to wonder if these federal programs are actually funded beyond massive ad campaigns. Once again conservative governments seem bent on creating the illusion of action with little or no funding. One of the key architects of this overhaul is the same deputy minister who under Gordon Campbell gutted the Industrial Training Apprenticeship Commission and replaced it with the Industrial Training Authority. With less staff and money, apprenticeships have been so weakened that we have a skilled trades shortage which helped open the door to the Temporary Foreign Workers program that has been embraced and abused by both Harper and Clark. There is no question public education needs to be dynamic and reactive to the changing economy and meet the demands of the labour market but without collaboration and cooperation of stakeholders, these overhauls are doomed to the dustbin. development on the corner of Resthaven and McDonald Park roads and I can honestly say I learned something I did not know. I thought that the Mayor and council worked for the citizens of Sidney. All the councillors with the exception of Tim Chad said they work for the betterment of the town of Sidney. They believe that Sidney needs more families and high density to save it as the seniors were either dying or moving out. As a senior I do apologize, I did not know we were the cause of the town dying. They did not seem to care about the concerns the residents and tax payers expressed regarding their feeling of safety, congested traffic, the enjoyment of their homes and more. Every person in Sidney who owns their home better pay attention, the council and mayor at any time can decide the lot next to you or the aged houses around you are the next target for small lots and big houses and you will not be able to stop them. Personally, I feel only one (Tim Chad) came with an open mind and the debate was evidently the councillors telling us how it was going to be. The developer must have felt very confident on the outcome of the hearing, as the next morning they were walking the lot and making plans. B. Russell Sidney

Sidney Waterfront
Agree? Disagree? Have your say. Find the story and comment on vicnews.com
Down at the east end of Sidney’s Beacon Avenue the land falls away to reveal the Salish Sea. The trappings of a busy community lie behind visitors to the Sidney waterfront, as mountains - including Mt. Baker - loom across the water on a clear day and hundreds of sail boats and other vessels ply the waters to reach Sidney Spit and points beyond. It’s the Sidney Waterfront and it’s more than just a view — although that view is pretty spectacular. A series of pathways, sidewalks and boardwalk bridges provide a 2.5 kilometre walkway from downtown Sidney to points south along Lochside Drive. With a variety of access points, you can get onto the path and off again at your leisure. There are parks to visit, an international ferry terminal to cross, a marina to see and plenty of people to meet. Throughout the year, the walkway is teeming with people out for a stroll or walking their pets.
Along the way, wonder at Sidney’s collection of sculptures. Artists from the region and beyond have contributed to this open air art exhibit that keeps growing year after year. At the heart of the waterfront is Beacon Park. With its bandshell, the green space attracts picnickers, special events and more. From there, it’s a short stroll to the end of Beacon Wharf — or just a little longer to the end of the Bevan Fishing Pier. Standing out there and looking back towards Sidney provides a unique perspective on this Saanich Peninsula town.
Butchart Gardens In bloom for over 100 years, Butchart Gardens is a destination not only for the Saanich Peninsula but for British Columbia as a whole. The landmark, open every day of the year, is home to some 900 varieties of bedding plants which bloom from March until October and has a rich local history dating back to 1904 when Robert and Jennie Butchart developed a quarry on the land adjacent to Tod Inlet. Since 1904, the lands have been transformed into beautiful gardens including the Sunken Garden (which is located in the old quarry itself), the Japanese
Garden which borders the ocean on Tod Inlet, the Mediterranean Garden, the Rose Garden and the Italian Garden. The Gardens see about 1 million visitors through their gates each year and are a driving force behind a lot of the other tourism in the region. Despite being a mostly outdoor attraction, the Gardens have something for everyone during every month of the year. The spring offers a bloom show like no other, Saturday nights during the summer offer a brilliant display of world-class fireworks, and come Christmas the light display, the Twelve Days of Christmas and the outdoor skating rink keep visitors busy and entertained. Victoria Butterfly Gardens A favourite destination for visitors and locals alike, Victoria Butterfly Gardens in Central Saanich is home to hundreds of butterfly varieties and many other exotic flora and fauna. Butterfly Gardens has been established on the Saanich Peninsula for many years, and recently, the Gardens replaced their aging glass roof with a new poly-carbonate
model which made the roof lighter, allows visitors better sight lines (less support structure required) and reduces their heating costs. Among the hundreds of butterflies in the Gardens’ climate controlled environment (700 pupa are brought in each week from Costa Rica and the Philippines) there are also rescued or donated tropical birds, fish, geckos, tree frogs, turtles and tortoises, and of course hundreds of varieties of tropical plants including an impressive collection of Orchids.
Last year, Butterfly Gardens was awarded the 2013 Certificate of Excellence from Trip Advisor and was the proud winner of Where Canada’s award for Canada’s Best New or Improved Attraction for 2012. Each visit to Butterfly Gardens is unique because the environment and the inhabitants are always changing. Staff offer guided tours and interpretive presentations to enhance visits to the Gardens. Looking at some of the contraptions in the main hangar of the B.C. Aviation Museum, one has to wonder how any of them got off the ground. The answer to that question can be found throughout the museum, located off Canora Road in North Saanich at the Victoria International Airport. Museum Society President John Lewis says their mission is to preserve the heritage of aviation in B.C. from its early days, military history to modern aircraft. A volunteer-run organization celebrating their 25th anniversary this year, the B.C. Aviation Museum collects and restores aircraft, many of which flew the skies around Greater Victoria. One of those includes a model of the first Canadian-built aircraft to fly in Canada — the Gibson Twin Plane. Other displays reflect Canada’s history in pioneering flight in remote northern regions, military training and commercial aircraft,to their newest acquisition — a replica of Leonardo da Vinci’s Ornithopter. The Museum holds a variety of events each year, including an aviation career day in February. Coming up July 26 is the Aviation Museum’s annual open house. Celebrate five years of wonder at the Shaw Ocean Discovery Centre in 2014. Sidney’s aquarium of the Salish Sea has not only provided fun and education to children and adults for half a decade, but is closing in on their 500,000 visitor. Executive Director Alison Barratt, who came on board this spring, says people often only see the surface of the ocean and the Centre offers a glimpse of the life teeming under the water. The aquarium experience, she says, speaks to people of all ages and can blow your mind. With more than 100 volunteers, the Shaw Ocean Discovery Centre is one of the Saanich Peninsula’s biggest draws. Their education programs are engaging and fun and connect people with the ocean ecosystem. A not-for-profit aquarium, the Centre was the culmination of years of hard work by dedicated volunteers and is supported by users and generous donors. While the sea does have lessons to impart, Barratt says the Centre volunteers want visitors to have fun at the same time. It’ a place that’s hands-on and hands-wet, she says. This year the Centre is home to young salmon, in addition to their resident fish, mollusks, octopus and more. Barratt says the juvenile salmon will be raised at the aquarium and then released into the wild. On June 8, the Centre will join in on World Oceans Day, hosting a free day of fun, entertainment and education about the Salish Sea in Sidney’s Beacon Park. Learn more about special events, the aquarium and its hours of operation at www.oceandiscovery.ca or call 250-655-7511.

Like a monolith rising out of a green field, a building erected in 2011 stands out along the Central Saanich skyline. It’s taller than everything around it and the best part about this wonder, is that you can climb it. The Boulders Climbing Gym is a worldclass training and competition facility, created by teachers, athletes, coaches and a community keen on carving out a niche. Without that dedication, says Director of Operations Kimanda Jarzebiak, local youth wouldn’t be able to defy gravity on a regular basis. The gym was started by two Stelly’s Secondary School teachers in 1993 — they wanted to engage students better. From there, the gym became a run by a non-profit society and reached new heights, expanding several times until the structure attached to the high school loomed large. The Boulders attracts climbers, competitive to recreational, from all over the world and has hosted local, regional, provincial and international climbing championships. Jarzebiak adds they’ve been asked to get
ready to host more world tour events — something they are planning to do in the near future. At the same time, she says they provide local programs to ensure youth who want to try climbing, can do so at little cost. “It’s not dollars and cents that makes us unique,” Jarzebiak says. With more than 1,000 members and regular users of the gym, The Boulders is turning out world-class competitive climbers and is quickly making a name for itself at the international level. The Gulf Islands National Park Reserve of Canada (GINPR) is undoubtedly one of the Saanich Peninsula’s most popular natural wonders. The park, which includes areas on several of the Gulf Islands including Saturna Island, Sidney Island (Sidney Spit) and even the McDonald Park Campground, attracts thousands of visitors each year. “What’s amazing about the park and what makes it special for the Saanich Peninsula is that we have this spectacular place located right in our own backyard,” said Acting Superintendent of the Gulf Islands National Park Reserve of Canada, Jim Greenfield. “The park represents a very ecologically distinct area in Canada. This is a national park where you can boat, kayak, hike and even whale watch right off the shore on Saturna Island. The park is an oasis of sorts and it’s perfectly located between Victoria, Vancouver and Washington State.” The GINPR is currently offering programming to enhance user experiences including a learn to camp event in partnership with Mountain Equipment Co-op in June at McDonald Park. A new app is also coming out this summer for smartphones that offers guided tours to trail users. For more information visit www.pc.gc.ca or visit them on Facebook at facebook.com/GulfIslandsNPR.

Other options include a panoramic sunroof, a heated steering wheel, ventilated front seats, tri-zone automatic climate control, and rear door window blinds. Driver-assist safety technologies are also available in abundance for those who like the car to do some thinking for them. The new Genesis is also a statement of intent: it heralds what will be the look of the seven new less-premium Hyundai products expects to grace our showrooms before 2016. When it comes to driving, it’s really a tale of two cars. The top-of-the-line model offers a big V8 5-litre power plant, with 420 horses at its disposal. Ironically, it’s best enjoyed jogged along at low speed on the highway, where it has the feel of an old-fashioned big family sedan. (It’s not a lot of fun on the twisting lakeside roads of the Okanagan.) Cars destined for the Canadian market will come with an all-new HTRAC
active wheel drive (AWD) system. Says Hyundai: “Performance of the vehicle’s all-new platform was validated in some of the world’s most demanding driving environments, including Germany’s famed Nürburgring Nordschleife and Korea’s Yeongam Formula 1 racing circuit.” The large variety of proving grounds offered by the northern Okanagan was much more appealing to me. And especially so in the car equipped with the 311 horsepower, 3.8-litre GDI V6 engine. Flipping between the Normal, Eco and Sport modes and tapping the gear-changing paddles on the steering wheel made for an enjoyable drive. Little lean in the corners and sprightly up hill. Both engines are coupled to an 8-speed automatic transmission with a SHIFTRONIC manual mode. The base price is $43,000, $48,000 gets you the Luxury version, and $53,000 loads up the tech features. If you want the V8, get ready to spend $62,000. keith.morgan@drivewaybc.ca

PENINSULA NEWS REVIEW - Friday, May 16, 2014
Alexandra Straub
The all-new, third generation 2014 Toyota Highlander Hybrid Limited AWD tips the scale at 2,200 kg. It’s not a svelte vehicle. This Highlander can carry up to seven passengers. It’s not a cramped vehicle. And behind the third row of seats, there’s a cargo capacity of 385L. It’s an accommodating vehicle. So when I knew that I’d be logging more than 1,000 kilometres in a week, perhaps you’d think I’m a little crazy taking this (relatively) heavy and large SUV along for the ride. Normally, I would too. But there’s a word in its name that made me want to take this beauty of a beast for the long haul – hybrid. It has eco mode, a feature that lessens the throttle response in an effort to save fuel. You can still do all your normal daily driving duties, it just helps you keep money in your wallet, and fuel in the tank. Granted, in eco mode it doesn’t give you the peppy acceleration. Then again, if prompt acceleration is what you’re after, skip the eco mode. The Highlander has a smoothness to it that makes me love being behind the wheel. It cruises effortlessly and makes the driver and passengers feel at ease. I even had one passenger say, “If we were in here any longer, I could’ve fallen asleep. It’s so comfortable.” The suspension is composed of front Macpherson struts and a rear double wishbone type, trailing arms set up. Toyota gets an A+ for ride comfort and it’s arguably one of the best in its class. Aiding in establishing a serene setting is a host of creature comforts like heated front seats, a heated steering wheel, second-row
captain’s chairs, easy access to the third row, keyless entry, navigation, an eightinch touchscreen and more. While it fits up to seven, it doesn’t feel that big to drive. Sure, you need to make sure you watch its width but thanks to its rack and pinion-type, electric power steering, you can move it around graciously. Though this is not the first hybrid SUV I’ve tested, I am always excited to see how well these machines perform in fuel economy. After all, there’s a 3.5L, V6 engine under the hood, matched with an electric motor, a Sealed Nickel-Metal Hydride battery and an Electronically Controlled Continuously Variable Transmission. The result is a net 280 hp. There’s also a 1,587kg towing capacity. Looking at the estimated fuel results, it’s rated at 6.8L/100km in the city and 7.2L/100km on the highway. Keep in mind the aforementioned stats about its size and weight and those numbers are really impressive. My real world numbers? A combined average of 8.9L/100km. Not bad. Not bad at all. Most of my driving was done on the highway so the hybrid system doesn’t have a chance to run off electricity alone at those speeds. Oh, and it’s all-wheel drive. Sun or snow, this SUV is ready for it all. With fuel prices hovering around the $1.40/litre mark, the more kilometres I can get out of a tank, the better. And the Highlander Hybrid made me a happy gal. My conclusion is the 2014 Toyota Highlander Hybrid Limited AWD is competent, potent and a fabulous vehicle, even in eco mode. The MSRP for the 2014 Toyota Highlander Hybrid Limited AWD is $52,695. alexandra.straub @drivewaybc.ca

This Impala is a handsome beast PACIFIC Canadians love smaller vehicles. The best selling passenger vehicles are compact cars and compact SUVs. As much as we like to keep things sensible, there is always a place for larger vehicles. Full-size sedans are not big sellers but some buyers prefer them for long distance cruising and the road-hugging stance that a sedan provides. There are some very good choices out there and the latest is this all-new Chevrolet Impala. The previous Impala was a favourite for company sales fleets or rental car companies, with a minority of buyers choosing them for personal transportation. Looks This is a very handsome car. I can clearly remember seeing it for the first time over a year ago at the New York Auto Show and it was the standout of that event. This new design is striking on several levels. The front design has the signature Chevrolet split grille that was so warmly received on this car that they borrowed it and graphed it into the smaller Malibu. The side has sweeping front windshield and rear window with a high rear deck that provides a sleek silhouette. Prices start at just over $28,000 and the 2LT is fitted with the V6 engine and starts at almost $33,000. Inside It looks and works well, showcasing what GM is doing right. The mixture of materials shapes and colours really makes this cabin pop. The seats can be covered in cloth on the base car, and faux suede seats or leather on the top-
‘‘
This new Impala . . . cruises with ease, has more than enough room for five full-size adults and the interior is quiet and refined. Zack Spencer
’’
models. The dash is covered in soft-touch materials; I especially like the textured aluminum look around the window buttons and cup holders. The MyLink infotainment system is easy to use, the graphics look good and the screen pops up for access to the hidden storage area with a USB jack. Standard features include tilt and telescopic steering wheel, Bluetooth connectivity, USB, eight-way power driver’s seat and more. But the back seat might be the best part of this car. The legroom has limo-like dimensions and the space side-to-side and headroom is ample. The trunk is also huge with a fold-down rear seat, providing more space than many small SUVs. Drive The Impala is now offered with a 4-cylinder or V6. The base engine is a 2.5L with direct injection unit and 195hp. My test Impala didn’t have this engine but I have used this new engine in the Malibu and I was very impressed with it then; it’s one of the best new
engines I have used. The V6 engine is a 3.6L direct injection unit with a potent 305hp. Both are matched to a 6-speed automatic that can be shifted manually but the shifter is on top of the knob, which is not the best place. The big car platform and independent suspension make for a sure-footed ride with almost a luxury car feel. The road feel is there, but never intrusive. This big sedan can actually handle rather well. This vehicle is not the choice for backcountry road excursions, but it provides a stable and secure feeling. Verdict Consumer Reports recently rated this one of the best cars they had ever tested, right behind the Tesla Model S and BMW 135i. This
new Impala does everything a big car buyer is looking for: it cruises with ease, has more than enough room for five adults, and the interior is quiet and refined. I would suggest that buyers of more expensive Luxury brands like Buick or Lexus give this car a shot, it has all the same comfort but with a lower price point. One main criticism of this new car is the lack of an all-wheel drive system. The Buick LaCrosse offers it, as does the Cadillac – the major difference between these products. Mid-size sedan buyers should also have a look at the Impala offers for just slightly more money. Hopefully this new Impala will not be relegated to fleet sales and rental lots.

Good old, bad old days of four-wheeling test fleets. When I stepped out of one of the more loaded exam-

Although we can’t relive the past, it’s important to remember technology is here to help us. There is no replacement for common sense, so don’t let your truck drive you; drive it and be safe. radio might just reach the driver in front of you. Wheel articulation really indicated your leaf spring was broken in half. Air conditioning was driving with your windows down and trying to breathe in between dust clouds. GPS was your buddy screaming out, “I think it’s this road.” Most people used to sleep in the back of their trucks. However, I remember one time after a long day of four-wheeling pulling into an open area by a river where I found a nice sandy mound. With the aid of my flashlight I quickly spread the sand out with my arms making a flat area in which to put my tent. It was about 5:30 a.m. when I first noticed the red ants crawling all around my sleeping bag. I was tired so killing the one at a time was not a big deal until I saw many climbing the side of the tent. I quickly climbed out of my tent to discover the soft sandy mound I found was actually a giant anthill. The vehicles of today have the capabilities of descending steep hills without even putting your foot on the brake and you can disconnect your sway bar

wheeling in a truck when the standard transmission shifter was so loose, you didn’t know whether you were in gear or neutral. Anti-lock brakes were when you lost your master cylinder to a stick, while (independently minded) power steering kicked in when you hit the corner of a rock so hard it ripped the steering wheel out of your hand, and if you weren’t careful your thumb as well. Traction control came in the shape of new tires. Automatic four-wheel drive was achieved by asking your passenger to step out and lock the front hubs. The parking brake was a log shoved under the rear tire. Soft suspension meant your shocks were blown. Off-road suspension meant you spent more time hitting the roof with your head and back than you actually spent on the seat, which if you were lucky had some remaining padding still in it. Your seat belts would tighten up on every bump and if you didn’t stop you would suffocate. You would be lucky if your radio would bring in a few channels on the AM band only. And the CB

DEATHS
DEATHS
Chase, Susan Arleen The amazing adventures of Susan Arleen Chase (aka bacon girl) came to a sudden and unexpected end on May 3, 2014. The beloved youngest daughter of Howard And Allison, and (impish sister to Lindsay], Susan was a treasured member of a close-knit family. She was born in Georgetown, ON. and spent her younger years in Winnipeg. In 1992, the family moved to Victoria and Susan graduated from Parkland High School in Sidney, BC. Susan loved to travel which culminated in a year in Germany on a Rotary exchange. She returned to Victoria fluent in German, and with a new love for spatzle, chocolate, and bacon - never at the same time! Her letters home during this period introduced us to her frequently hysterically funny observations of life, and her relationships with friends and family. She remained a prolific letter writer for the rest of her life. Susan went on to attend the University of Victoria, achieving a BSc in psychology in 2003. Chronic illness became a problem, but Susan remained a brave, warm and caring person through it all. She retained her love of the written word (even if that occasionally involved romance novels) and her quirky sense of humour. Years of cruising the Gulf/San Juan Islands, family trips to Europe, Britain, France, Hong Kong, Mexico, as well as shorter stays in Korea, Japan, and a cruise through the Panama Canal are all treasured memories of time well spent with a brilliant person. Her loss leaves a hole in our hearts that can never be filled. In lieu of flowers the family asks that you perform a random act of kindness, or donate in Susan’s memory to the Saanich Peninsula Hospital Emergency Room. Celebration of her life will be at 2pm May 23, 2014 at First Memorial, 4725 Falaise Drive, Victoria, BC.

Q: HOW DO I APPEAL A VALUATION FROM ASSESSMENT BC? From Assessment BC’s deputy assessor, Greg Wood Typically, less than two per cent of assessments are appealed. This year it was just under one per cent. If a property owner isn’t satisfied with the assessment of their property, mailed out every January, they can call Assessment BC and speak with an appraiser. Step 2, the property owner may request an independent review, conducted in front of the property assessment review panel. Should the review prove unsatisfying, the property owner may then put the matter before the property assessment review board. There’s not many people who go to that level. It’s quasi-judicial and has a deadline to appeal of April 30 of each year. Compare assessments yourself at evaluebc. bcassessment.ca. What’s your home really worth?
The ins and outs of putting a dollar value on your biggest asset Natalie North News staff
Amanda Mills doesn’t work from home – not hers, anyway. The owner of Mills Appraisal Group in Saanich spends her days visiting homes, along with a range of residential and commercial properties around the Capital Region, to determine the value. Mills is a real estate appraiser and while seasoned home-buyers might have a solid understanding of her profession, the average person, she says, doesn’t necessarily know the value of determining a value. “In the course of your lifetime, you will have various issues to deal with, for example, appraisals for probate purposes,” Mills says. “If you’re the executor of an estate, upon the death of a parent, you have to arrange to get the estate in order and have an appraisal done to establish the value of a property. Not a lot of people realize that.” The list of needs for an appraiser – an arm’s length assessor of value, independent of government and a realtor – is lengthy. Appraisals are used for: mortgage financing and re-financing; marketing; setting an independent probable sale price; estate-planning in terms of inheritances or allocations; insurance; purchasing, such as when a buyer is seeking an independent opinion for a property they intend to make an offer on – perhaps an out of town buyer not familiar with the local market; tax purposes, such as when a primary residence ceases to be the primary and the last lived-in value needs to be determined; legal settlement, such as divorce; new construction, such as when banks determine
the value at the various stages of construction, in progress advance reports; subdivision development projects; and strata corporations, now obligated to provide a newlylegislated depreciation report. Mills begins the appraisal process with a visit to the property – one in which few discretionary notes are made. Mills or her business associate take note of the basics: the layout of the home, its square footage, the condition of the property, what amount of updating has been completed, what deficiencies may exist in terms of electrical or plumbing systems and building envelope. The bulk of the work then begins back at the office, when the property is compared to similar properties via the Multiple Listings Service (MLS). Condition of the property is one area where owners can expect the greatest return on their investment, with a fix as simple as a fresh coat of interior paint an easy first step to take. “If a house is not in good condition, people are going to come in and look at it and though it might only cost $3,000 to paint it (they might see) only the effort of doing it. With the added factor of doing it, they might see more than the bare cost,” Mills says. “These days houses are presented in a very good fashion. Sellers and realtors are very savvy about staging a house for sale, so that if a house is not in good condition paint-wise, that’s quite a negative against it.” Building envelope and kitchen and bathroom renos also make Mills’ shortlist of greatest returns on investment pre-appraisal, the latter a home-selling stereotype to which Guy Crozier, president-elect of the Victoria Real Estate Board can attest. On a functional level, swapping out an avocado toilet clearly isn’t as necessary as maintaining a

according to Crozier? Their own two feet. Get outside and see as many properties as possible. “Sometimes, a first-time homebuyer, buying the first or second home that they see can be detrimental. I think they need to see a good variety of homes in a couple of different areas in their price range so they can really start to assess. “And – ask their realtor: ‘What homes have sold in this area?’ So it’s almost like doing their own appraisal.” nnorth@saanichnews.com
roof, Crozier says, but the benefits are plenty. “You do those things for two reasons,” he says. “You do them partially to increase the value and partially for your own enjoyment. I would say that on average, kitchens and bathrooms can increase the value – on the money you’re spending – probably by 50 to 70 per cent automatically. The rest you’re doing for your own enjoyment.” The most valuable resource for new home buyers to take advantage of when assessing value,

Central Saanich athlete goes pro with the NPAA Devon MacKenzie News staff
A Central Saanich athlete is Alberta bound this weekend after recently capturing pro status with the Natural Physique and Athletics Association (NPAA). Figure athlete Myndi Rhodes, 29, placed first in the Women’s Open Figure category at the recent NPAA B.C. Classic on May 4 in Vancouver, garnering her a pro card with the association. This weekend, on Sunday, May 18, she will compete at the
NPAA Canada Classic in Calgary. “I’m hoping to place top 10 at the Canada Classic for my pro debut,” said Rhodes, adding that she is looking forward to taking the stage after Calgary in the International Drug Free Athletics B.C. Classic on July 5 and the World Beauty Fitness and Fashion Vancouver Show on July 26. Rhodes said she has been training and competing for roughly three and a half years and loves the inspiration and motivation the

item,” she explained. “During the prep for the show, I fell in love with the process. At my first show I placed third, which was really the cherry on top. After years of being a dancer when I was young, it felt great to get back on the stage.” And so began her love of the sport to which the Keating Elementary School teacher now devotes much of her free time. “On an average day during contest prep, I wake up at 5:30 a.m., do a cardio workout at home, go to work at
Keating Elementary and then head to Quadra Sports and Fitness for a second cardio workout and weights,” Rhodes explained of her precompetition regime. Although Rhodes admits the preparation process can be tough, it doesn’t change her love for the sport. “I’m really looking forward to the next couple of months,” she said. “After July it will be back to the drawing board for an off-season of shoulders, back and legs, but right now I’m just focused on competing.”
