Highlands Games play out at Topaz Park For top-ranking, heavy-event athletes, the Victoria Highlands Games is already on the international map – but it’s not all about the strongmen at this weekend’s festival. The annual event is growing a strong reputation for its Scottish and Celtic cultural events as well. Dancers, pipers and drummers will also compete this weekend. Many of the Celtic events evolved from Scotland’s strong military culture. Strong-men events were used to select warriors, roughly 1,000 years ago. Similarly, pipers historically led the regiments into battle. More than 20,000 people are expected to attend events Saturday and Sunday at Topaz Park. Everybody loves a parade! The city’s biggest of the year – complete with marching bands, floats, clowns – happens Monday when the Island Farms Victoria Day Parade weaves its way down Douglas Street, beginning at 9 a.m. This year’s edition is expected to run about three hours. With the long-range forecast calling for mainly sunny conditions Monday with highs reaching 18 C, heat shouldn’t play a factor for parade watchers or participants alike. The Island Farms Victoria Day Parade is the second-oldest continuously running parade in Canada, behind only the St. Patrick’s Day parade in Montreal. Douglas Street, from Tolmie Avenue to Humboldt Street, will be closed to traffic from 8 a.m. to about 1:15 p.m. Regular traffic follows the final entries in the parade.

Giddy-up, cowboy In longstanding May long tradition, rodeo fare will come to Langford starting Friday. Featuring saddle and bareback bronc riding, and barrel racing, the 39th annual Luxton Pro Rodeo runs Saturday to Monday at the Luxton Fair Grounds, 1040 Marwood Ave. A new featured performer takes the stage this season. Dancing rodeo clown Josh (Slick) Sheppard could be a highlight as he makes a special appearance. While admission is required for rodeo events, the main fairgrounds are free to access with vendor booths, blacksmith demonstrations and antique farm equipment among the displays. West Coast Amusements is set to fill the fairgrounds as well.

Highlanders hit the pitch against Pumas After a brief break from Premier Development League action, the Victoria Highlanders play host to the Kitsap Pumas, Saturday at 7 p.m. at Royal Athletic Park. Kitsap recently battled back against the Whitecaps to earn a 1-1 tie and collect a point, while the Highlanders also scored late against Vancouver in their season opener, collecting three points in a 3-2 victory. The Highlanders will aim for their second victory in as many games as they look to jump out to an early points lead in arguably the toughest division in the PDL. The Northwest

Division features three MLS-affiliated clubs in Portland, Seattle and Vancouver, with the Timbers and Sounders opening their season this week on the road against Lane United and the Puget Sound Gunners, respectively. The Pumas will be aiming for their first win of the season, while the Highlanders will look to push their point total to six with a second victory. Business chamber grills Fortin on economic plan Chamber of Commerce invite Fortin to annual general meeting to talk shop Daniel Palmer News staff

When Mayor Dean Fortin took the podium in front of a few hundred members of the Greater Victoria Chamber of Commerce this week, the tough questions weren’t far behind. Downtown vacancy rates, a struggling conference centre, regional sewage inaction and sluggish development approval at council were queries put to Fortin after he finished a retrospective look at the city’s economic advances since the crushing financial crisis of 2008. “Jump forward six years, and I think you’ll agree Victoria is better off today,” he told the full room at the Marriott Inner Harbour Hotel Tuesday. Fortin pointed to an unanticipated $1.3 million in increased assessment revenue for 2014, two major developments slated for South Block in James Bay and across from city hall, and a massive land swap between the city and B.C. government as evidence that an economic turnaround is in the wind. “South Block was the result of five years of work by our people,” Fortin said. “And we need government to stay downtown, so that was huge.” Chamber CEO Bruce Carter agreed after the speech it’s refreshing to see significant economic investments after years of dormancy. Carter pointed to about $900,000 provided by the federal government to the Greater Victoria Development

Agency as a positive sign of investment growth. The grant is intended to assist small businesses looking to export to larger markets. “Right now, the GVDA operates as a committee of our chamber,” he said. “We put in $50,000, the City of Victoria puts in $50,000, Saanich puts in $30,000 and the University of Victoria puts in $10,000, and that’s it. If you look at communities of 330,000 people across Canada, that’s an absolutely pathetic spend on economic development. So this new federal funding is a good start.” Carter said one of the most effective ways to drive economic development in Greater Victoria would be to create the GVDA as a standalone agency to make it eligible for stable annual Bruce Carter funding. Victoria’s economic development officer, Sage Baker, also deserved kudos for her instrumental role in co-ordinating the land swap deal before the Provincial Capital Commission was dissolved earlier this year, Carter added. Victoria received Crystal Garden and several land parcels in the Inner Harbour, while the province sold its newly acquired land to Point Hope Shipyards in Vic West. Owner RalMax announced in February it hopes to double its ship repair capacity with the deal in place. Ian Batey, board chair of the Greater Victoria Housing Society, asked Fortin if the city can do more to encourage transitional workforce housing

to keep more University of Victoria and Camosun students local after they graduate. “It’s highly needed, but I see that more as a regional effort,” Fortin said. The city’s role, he said, is to create more density for affordable housing projects while improving public transit and the use of public space.

“In the downtown core, you pay for the advantage of having many of the 3.5 million visitors walking by your doors every year.” – Mayor Dean Fortin When asked whether council can do more to decrease downtown vacancy on commercial property, Fortin said larger companies inevitably look for newer Class A space like Uptown, but that Class B and C space has its advantages downtown. “It’s not like there are a whole bunch of businesses looking to expand 200,000 square feet. So when there’s a flee to quality, it takes time to fill those other spaces,” he said. “In the downtown core, you pay for the advantage of having many of the 3.5 million visitors walking by your doors every year. You don’t get that in every other community. “We also pay for the fact that we have high police and fire costs. It’s part of the consequence of being a downtown core for the region,” Fortin added. “Our focus needs to continue to be making it easier for everyone to do business here and help business thrive.” dpalmer@vicnews.com

A timely response Apathy in the political process has reached an all-time high in recent years, with the perception that elected representatives are not really listening to public concerns. But there is evidence this week that the provincial government is heeding public feedback, on two currently contentious issues at least. An all-party committee of MLAs has unanimously supported a proposal from Finance Minister Mike de Jong that henceforth all B.C. politicians will publish their expense receipts – including food, travel and accommodation – online. The proposal, clearly a response to the flap over legislature Speaker Linda Reid’s expenses – including nearly $5,500 in business-class air travel for her spouse, since repaid – elicited a few grumbles from NDP MLAs over the work involved in backing all expenses with receipts. But it seems MLAs overall agreed with de Jong’s assessment that steps need to be taken to restore public trust, after recent “unreasonable” expense abuses in B.C. and beyond. Meanwhile Agriculture Minister Norm Letnick has apparently taken note of written feedback from B.C. residents in amending the proposed Bill 24, which would make changes to the province’s Agricultural Land Reserve. The contentious two-zone provision remains, dividing ALR land into one area (Metro Vancouver, Vancouver Island and the Okanagan) where farmland would be protected from non-agricultural development and another (essentially the rest of B.C.) where farmers might have options to invite in ‘value-added’ industries that could include oil and gas development. But there are indications that the impassioned words of many regarding both the need for food security in the province and a long-term commitment to preserving agricultural land have been noted and reflected in amendments. – Black Press

A needle in the haystack I wonder if the Conservative government of Stephen Harper realizes what the consequences will be owing to the flawed environmental review that has prevented the billion-dollar Prosperity mine from proceeding. Mining exploration, and the economic benefits we derive from that activity as British Columbians, is all about finding a needle in a haystack. Can you imagine how rare it is to find such a lucrative underground mineral deposit as the Prosperity Mine? Yet, once found, a mineral deposit like that can result in scores of jobs and a big shot in the arm for the lingering malaise of our economy. Finding that needle in the mineral haystack is truly an amazing thing, and thousands of British Columbians, ranging from a variety of professionals and specialists in Vancouver office buildings to field geologists literally walking around and exploring the thousands of hectares of land throughout the province, are all gainfully employed in the search for the mineral needles in our provincial haystack. For the sake of all those employed in the mineral and mining sector, and to continue

attracting and developing homegrown and international investment for this vital activity, we need to ensure that the Prosperity Mine proposal gets a fair shake. The federal government needs to order a review of the flawed environmental assessment process around this mine proposal and ensure that the errors are never repeated again. This mine, the jobs it will create, and the environmental protections the company has committed to all point to getting this mine project back on track. Mr. Stringham failed to point out that the Nov. 30, 2013 report also stated: “When fine sediments were suspended in the saltwater, highenergy wave action mixed the sediments with the diluted bitumen, causing the mixture to sink or be dispersed as floating tarballs” and “Under conditions simulating breaking waves, where chemical dispersants have proven effective with conventional crude oils, a commercial chemical dispersant (Corexit 9500) had quite limited effectiveness in dispersing dilbit” and “Application of fine sediments to floating diluted bitumen was not effective in helping to disperse the products.” One thing we have no shortage of in our highly turbulent waters, especially with the Fraser River outflow so close by, is suspended fine sediments. The Canadian Association of Petroleum Producers would do well to be more forthright with all available information if they hope ever to gain the confidence of the people of British Columbia. Ogden Point Breakwater In 1916, anticipating a boom in trade from vessels using the soon-to-be finished Panama Canal, more than 1 million tonnes of rock and 10,000 granite blocks were installed along the entrance to Victoria’s Inner Harbour to create a protected port. An estimated 100,000 people now traverse the concrete wall known as Ogden Point breakwater every year, a 1.6-kilometre return trip off Dallas Road in James Bay. While the thrill of open ocean was slightly tempered when the Greater Victoria Harbour Authority installed guard rails in 2013, the walk still represents one of Victoria’s most unique attractions. Walk along the lower granite blocks to witness Na’Tsa’Maht – the Unity Wall, a four-year mural project designed by First Nations artists Butch Dick and Darlene Gait. The mural tells the story of the Songhees and Esquimalt Nations and their traditional territory, and aims to raise awareness and understanding of the complex history of the region.

Government House

Nestled between idyllic Fairfield and Rockland homes sits a stunning old-world mansion, complete with expansive gardens that rival Downton Abbey. But rather than the Crawleys, Government House has been home to B.C’s governor generals since 1871 (and the Governor of the Colony of Vancouver Island before that). Fire has twice claimed the iconic residence, both in 1899 and 1957, but the rich history and retained architecture remains a draw for tourists and visiting dignitaries alike. The Colony of Vancouver Island’s third governor, Arthur Edward Kennedy, was the first to reside in what was then known as Cary Castle. Kennedy purchased the property for $19,000 in 1865 dollars (around $285,000 adjusted for inflation). Today, the gardens are largely accessible to the public and have undergone a series of additions. A replica totem pole from Chief Mungo Martin sits adjacent to a bronze statue of Sir James Douglas, displaying the cultural complexities of Victoria that continue to this day. The gardens are open most days of the year, while Government House public tours take place one Saturday per month at 10 a.m. See ltgov.bc.ca for more information.

Fan Tan Alley Squeezed somewhere between a city block in Victoria’s historic Chinatown is an old-world alley steeped in tales of opium, illegal gambling and police raids. Fan Tan Alley, only three to six feet wide and 240 feet long, runs between Fisgard Street and Pandora Avenue as a narrow passageway. Fan Tan Alley (derived from the Chinese gambling game of the same name) came into being somewhere around 1885, as Canada’s oldest Chinatown blossomed into a trade hub for Vancouver Island. But the alley only began taking its modern form in the late 1970s when historical geographer David Chuenyan Lai led a revitalization of the district, renting the space to emerging artists in exchange for labour and renovation help. Today, tourists and locals alike flock to Fan Tan Alley to pick up handmade soaps, artwork and other goods and services.

Ross Bay Cemetery’s historic patchwork of intricatelycarved tombstones, thick-walled mausoleums, red granite obelisks, and modest, book-sized gravestones that lay flush with the sloping grass, is a favoured haunt where visitors can steep themselves in Victoria’s past. The cemetery was created 1872 on land bought from B.C.’s first female landowner, Isabella Ross, and two decades later a strip of land was bought from Sir James Douglas’s Victoria estate, making the cemetery more than a third larger. Douglas, the politician, founder of Fort Victoria, and namesake for many city and provincial landmarks, and Ross, and their respective families are amongst the hundreds of history-makers buried at Ross Bay Cemetery. The most visited plot at the 11-hectare cemetery, which has nearly 30,000 graves, is that of Emily Carr. The simple epitaph “Artist and author, lover of nature” commemorates the life of Carr, who died in 1945, and whose prolific legacy, influenced by the Group of Seven, portrays First Nations culture and natural landscapes of Vancouver Island. Victoria AM celebrates anniversary milestone News staff

Victoria AM is hosting a celebratory breakfast at 7 a.m. at the Oak Bay Beach Hotel on May 23. The group, which welcomes cruise ships to Victoria, has been dressing in costume and promoting tourism in the region for 30 years. “I’ve always been a people person,” said Diana Shnider, a member for 10 years. “When my husband passed away – he and I were involved in a number of organizations together – I thought, I’ve got to do more. I heard they were involved in tourism … and I thought if there’s anything I can do for tourism, it’s something that I want to support.” Victoria AM has been in operation for three decades helping to connect businesses and tourists by providing a welcoming smile and information, as well as being among the first to provide monthly mixers for local businesses. Greeting cruise ship passengers was initiated by Norma Fitzsimmons, one of the first female Chamber of Commerce members. Fitzsimmons, the owner of Island Florist on Yates Street, initially decided to hand out flowers to arriving passengers, as the industry grew and more passengers arrived, pins were presented instead of blooms. “Norma started with giving a rose to every cruise ship passenger,” said Christopher Causton, one of the founding members of Victoria AM. “When we started to do that in 1984, there were only 11 cruise ships coming in – it was very effective, she’d pin every woman with a rose and instantly you knew she was off a ship.” The group introduced Town Criers to Victoria and placed a bronze welcoming statue of Town Crier Tommy Mayne at Ogden Point. The group also funded four Welcome to Victoria signs over the years. “We felt the need to get together and boost tourism

The trauma of witnessing domestic violence between parents can actually impact how a child’s brain develops, according to new research. The Victoria Women’s Transition House is hosting a screening of Behind Closed Doors, a video intended to shed light on these results. The film will be shown at the Gibson Auditorium at Camosun College, Lansdowne Campus on May 22 at 3:30 p.m.

Part of the fun included the first Tea Cup Race in the Inner Harbour. “Almost all of them went to the bottom of the harbour,” said Causton with a laugh. “There are a few still at the bottom, I”m sure.” The group met monthly and held the occasional hatting ceremony to encourage camaraderie among business owners. “A hatting ceremony was to honour the president of a company or somebody who was having a special day, it was always a surprise,” said former member Janna Ginsberg Bleviss. Three or four women dressed in lovely, long Edwardian gowns and hats and gentlemen in top hats would arrive and a scroll would be read by the Town Crier. “The scroll would be welcoming the person into the order of LOVE – the Loyal Order of Victoria Enthusiasts. It was full of very flowery language about the garden city, jewel of the realm,” said Ginsberg Bleviss. The honouree would then kneel on a pillow and be presented with a top hat. “It was great fun and gave somebody a fabulous hat to wear on a fancy occasion.” Along with the fun ideas, the

group also championed the construction of the Victoria Conference Centre and introduced the Superhost program. “We’ve got quite a little history, that’s why we’d like to give a little bit of a shout out to anyone who was involved in the organization – there’s probably a lot of people around, who remember fondly those days,” said Causton. The Victoria AM anniversary breakfast is at 7 a.m. on May 23 in the David Foster theatre at the Oak Bay Beach Hotel and is open to current and former members. The all-new, third generation 2014 Toyota Highlander Hybrid Limited AWD tips the scale at 2,200 kg. It’s not a svelte vehicle. This Highlander can carry up to seven passengers. It’s not a cramped vehicle. And behind the third row of seats, there’s a cargo capacity of 385L. It’s an accommodating vehicle. So when I knew that I’d be logging more than 1,000 kilometres in a week, perhaps you’d think I’m a little crazy taking this (relatively) heavy and large SUV along for the ride. Normally, I would too. But there’s a word in its name that made me want to take this beauty of a beast for the long haul – hybrid. It has eco mode, a feature that lessens the throttle response in an effort to save fuel. You can still do all your normal daily driving duties, it just helps you keep money in your wallet, and fuel in the tank. Granted, in eco mode it doesn’t give you the peppy acceleration. Then again, if prompt acceleration is what you’re after, skip the eco mode. The Highlander has a smoothness to it that makes me love being behind the wheel. It cruises effortlessly and makes the driver and passengers feel at ease. I even had one passenger say, “If we were in here any longer, I could’ve fallen asleep. It’s so comfortable.” The suspension is composed of front Macpherson struts and a rear double wishbone type, trailing arms set up. Toyota gets an A+ for ride comfort and it’s arguably one of the best in its class. Aiding in establishing a serene setting is a host of creature comforts like heated front seats, a heated steering wheel, second-row

captain’s chairs, easy access to the third row, keyless entry, navigation, an eightinch touchscreen and more. While it fits up to seven, it doesn’t feel that big to drive. Sure, you need to make sure you watch its width but thanks to its rack and pinion-type, electric power steering, you can move it around graciously. Though this is not the first hybrid SUV I’ve tested, I am always excited to see how well these machines perform in fuel economy. After all, there’s a 3.5L, V6 engine under the hood, matched with an electric motor, a Sealed Nickel-Metal Hydride battery and an Electronically Controlled Continuously Variable Transmission. The result is a net 280 hp. There’s also a 1,587kg towing capacity. Looking at the estimated fuel results, it’s rated at 6.8L/100km in the city and 7.2L/100km on the highway. Keep in mind the aforementioned stats about its size and weight and those numbers are really impressive. My real world numbers? A combined average of 8.9L/100km. Not bad. Not bad at all. Most of my driving was done on the highway so the hybrid system doesn’t have a chance to run off electricity alone at those speeds. Oh, and it’s all-wheel drive. Sun or snow, this SUV is ready for it all. With fuel prices hovering around the $1.40/litre mark, the more kilometres I can get out of a tank, the better. And the Highlander Hybrid made me a happy gal. My conclusion is the 2014 Toyota Highlander Hybrid Limited AWD is competent, potent and a fabulous vehicle, even in eco mode. This Impala is a handsome beast PACIFIC Canadians love smaller vehicles. The best selling passenger vehicles are compact cars and compact SUVs. As much as we like to keep things sensible, there is always a place for larger vehicles. Full-size sedans are not big sellers but some buyers prefer them for long distance cruising and the road-hugging stance that a sedan provides. There are some very good choices out there and the latest is this all-new Chevrolet Impala. The previous Impala was a favourite for company sales fleets or rental car companies, with a minority of buyers choosing them for personal transportation. Looks This is a very handsome car. I can clearly remember seeing it for the first time over a year ago at the New York Auto Show and it was the standout of that event. This new design is striking on several levels. The front design has the signature Chevrolet split grille that was so warmly received on this car that they borrowed it and graphed it into the smaller Malibu. The side has sweeping front windshield and rear window with a high rear deck that provides a sleek silhouette. Prices start at just over $28,000 and the 2LT is fitted with the V6 engine and starts at almost $33,000. Inside It looks and works well, showcasing what GM is doing right. The mixture of materials shapes and colours really makes this cabin pop. The seats can be covered in cloth on the base car, and faux suede seats or leather on the top-

models. The dash is covered in soft-touch materials; I especially like the textured aluminum look around the window buttons and cup holders. The MyLink infotainment system is easy to use, the graphics look good and the screen pops up for access to the hidden storage area with a USB jack. Standard features include tilt and telescopic steering wheel, Bluetooth connectivity, USB, eight-way power driver’s seat and more. But the back seat might be the best part of this car. The legroom has limo-like dimensions and the space side-to-side and headroom is ample. The trunk is also huge with a fold-down rear seat, providing more space than many small SUVs. Drive The Impala is now offered with a 4-cylinder or V6. The base engine is a 2.5L with direct injection unit and 195hp. My test Impala didn’t have this engine but I have used this new engine in the Malibu and I was very impressed with it then; it’s one of the best new

engines I have used. The V6 engine is a 3.6L direct injection unit with a potent 305hp. Both are matched to a 6-speed automatic that can be shifted manually but the shifter is on top of the knob, which is not the best place. The big car platform and independent suspension make for a sure-footed ride with almost a luxury car feel. The road feel is there, but never intrusive. This big sedan can actually handle rather well. This vehicle is not the choice for backcountry road excursions, but it provides a stable and secure feeling. Verdict Consumer Reports recently rated this one of the best cars they had ever tested, right behind the Tesla Model S and BMW 135i. This

new Impala does everything a big car buyer is looking for: it cruises with ease, has more than enough room for five adults, and the interior is quiet and refined. I would suggest that buyers of more expensive Luxury brands like Buick or Lexus give this car a shot, it has all the same comfort but with a lower price point. One main criticism of this new car is the lack of an all-wheel drive system. The Buick LaCrosse offers it, as does the Cadillac – the major difference between these products. Mid-size sedan buyers should also have a look at the Impala offers for just slightly more money. Hopefully this new Impala will not be relegated to fleet sales and rental lots.

radio might just reach the driver in front of you. Wheel articulation really indicated your leaf spring was broken in half. Air conditioning was driving with your windows down and trying to breathe in between dust clouds. GPS was your buddy screaming out, “I think it’s this road.” Most people used to sleep in the back of their trucks. However, I remember one time after a long day of four-wheeling pulling into an open area by a river where I found a nice sandy mound. With the aid of my flashlight I quickly spread the sand out with my arms making a flat area in which to put my tent. It was about 5:30 a.m. when I first noticed the red ants crawling all around my sleeping bag. I was tired so killing the one at a time was not a big deal until I saw many climbing the side of the tent. I quickly climbed out of my tent to discover the soft sandy mound I found was actually a giant anthill. When Alice steps through a mirror to an alternate universe in Lewis Carroll’s sequel to Alice’s Adventures in Wonderland, she discovers an inverse world of characters, imagery and time. The Art Gallery of Greater Victoria aims to replicate some of that wonder with its summer exhibition, Through the Looking Glass, structured on the late 19th Century Carroll novel of the same name. The exhibition – opening today – takes viewers on a mindbending journey through 100

Routine HIV-AIDS testing is being offered once every five years to all B.C. residents aged 18-70, building on infection control efforts that have been recognized around the world in reducing disease transmission and death. B.C.'s "Treatment as Prevention" strategy has proven so effective in pilot programs in Vancouver and Prince George that the government is extending its outreach efforts across the province. Routine testing of pregnant women has all but eliminated mother-child transmission, and anti-viral therapies have cut the death toll of AIDS by 90% since 1996. Provincial Health Officer Dr. Perry Kendall said going beyond identified risk groups has proven effective in finding infected people in time to provide effective drug treatment. The treatment not only extends life to nearly normal lifespan, it also prevents most transmission of the virus once the patient is being treated. "These guidelines hold the promise that by expanding HIV testing as we have done, we will be taking another great step towards potentially eliminating HIV in the province of British Columbia," Kendall said. Amanda Mills doesn’t work from home – not hers, anyway. The owner of Mills Appraisal Group in Saanich spends her days visiting homes, along with a range of residential and commercial properties around the Capital Region, to determine the value. Mills is a real estate appraiser and while seasoned home-buyers might have a solid understanding of her profession, the average person, she says, doesn’t necessarily know the value of determining a value. “In the course of your lifetime, you will have various issues to deal with, for example, appraisals for probate purposes,” Mills says. “If you’re the executor of an estate, upon the death of a parent, you have to arrange to get the estate in order and have an appraisal done to establish the value of a property. Not a lot of people realize that.” The list of needs for an appraiser – an arm’s length assessor of value, independent of government and a realtor – is lengthy. Appraisals are used for: mortgage financing and re-financing; marketing; setting an independent probable sale price; estate-planning in terms of inheritances or allocations; insurance; purchasing, such as when a buyer is seeking an independent opinion for a property they intend to make an offer on – perhaps an out of town buyer not familiar with the local market; tax purposes, such as when a primary residence ceases to be the primary and the last lived-in value needs to be determined; legal settlement, such as divorce; new construction, such as when banks determine

the value at the various stages of construction, in progress advance reports; subdivision development projects; and strata corporations, now obligated to provide a newlylegislated depreciation report. Mills begins the appraisal process with a visit to the property – one in which few discretionary notes are made. Mills or her business associate take note of the basics: the layout of the home, its square footage, the condition of the property, what amount of updating has been completed, what deficiencies may exist in terms of electrical or plumbing systems and building envelope. The bulk of the work then begins back at the office, when the property is compared to similar properties via the Multiple Listings Service (MLS). Condition of the property is one area where owners can expect the greatest return on their investment, with a fix as simple as a fresh coat of interior paint an easy first step to take. “If a house is not in good condition, people are going to come in and look at it and though it might only cost $3,000 to paint it (they might see) only the effort of doing it. With the added factor of doing it, they might see more than the bare cost,” Mills says. “These days houses are presented in a very good fashion. Sellers and realtors are very savvy about staging a house for sale, so that if a house is not in good condition paint-wise, that’s quite a negative against it.” Building envelope and kitchen and bathroom renos also make Mills’ shortlist of greatest returns on investment pre-appraisal, the latter a home-selling stereotype to which Guy Crozier, president-elect of the Victoria Real Estate Board can attest. On a functional level, swapping out an avocado toilet clearly isn’t as necessary as maintaining a

After all, there’s a 3.5L, V6 engine under the hood, which is then matched with an electric motor, a Sealed Nickel-Metal Hydride battery and an Electronically Controlled Continuously Variable Transmission. The result is a net 280 hp. There’s also a 1,587 kg (3,500 lbs.) towing capacity. Looking at the estimated fuel results, it’s rated at 6.8L/100km in the city and 7.2L/100km on the highway. Keep in mind the aforementioned stats about its size and weight and those numbers are really impressive. My real world numbers? A combined average of 8.9L/100km. Not bad. Not bad at all. Most of my driving was done on the highway so the hybrid system doesn’t have a chance to run off electricity alone at those speeds. Oh, and it’s all-wheel drive. Sun or snow, this SUV is ready for it all. With fuel prices hovering around the $1.40/litre mark, the more kilometres I can get out of a tank, the better. And the Highlander Hybrid made me a very happy gal. My conclusion is the 2014 Toyota Highlander Hybrid Limited AWD is competent, potent and a fabulous sport utility vehicle, even in eco mode where the fun is a little restricted. Whether I was driving in the city or on the highway, the Highlander has a smoothness to it that makes me love being behind the wheel. It cruises effortlessly and makes the driver and passengers feel at ease. Especially when you know you’re going the distance. I even had one passenger say, “If we were in here any longer, I could’ve fallen asleep. It’s so comfortable.” Good thing they weren’t driving. The suspension is composed of front Macpherson struts and a rear double-wishbone type, trailing arms set up. Toyota gets an A+ for ride comfort, and it’s arguably one of the best in its class. Aiding in establishing a serene setting is a host of creature comforts like heated front seats, a heated steering wheel, second row captain’s chairs, easy access to the third row, keyless entry, navigation, an 8-inch touchscreen and much more. We’ve already established its size, and while it fits up to seven, it doesn’t feel that big to drive. Sure, you need to make sure you watch its width but manoeuvring it around in parking lots isn’t a chore at all. Thanks to its rack and pinion-type, electric power steering, you can move it around graciously. Though this is not the first hybrid SUV that I’ve tested, I am always excited to see

Good old, bad old days of four-wheeling Luxury and hi-tech systems abound in the 4x4s that show up in the local media test fleets. When I stepped out of one of the more loaded examples the other week I got to thinking about yesteryear. Some might refer to them as the good old days – judge for yourself. I remember, not that long ago, four wheeling in a truck when the standard transmission shifter was so loose, you didn’t know whether you were in gear or neutral. Anti-lock brakes were when you lost your master cylinder to a stick, while (independently minded) power steering kicked in when you hit the corner of a rock so hard it ripped the steering wheel out of your hand, and if you weren’t careful your thumb as well. Traction control came in the shape of new tires. Automatic four-wheel drive was achieved by asking your passenger to step out and lock the front hubs. The parking brake was a log shoved under the rear tire. Soft suspension meant your shocks were blown. Off-road suspension meant you spent more time hitting the roof with your head and back than you actually spent on the seat, which if you were lucky had some remaining

padding still in it. Your seat belts would tighten up on every bump and if you didn’t stop you would suffocate. You would be lucky if your radio would bring in a few channels on the AM band only. And the CB radio might just reach the driver in front of you. Wheel articulation really indicated your leaf spring

was broken in half. Air conditioning was driving with your windows down and trying to breathe in between dust clouds. GPS was your buddy screaming out, “I think it’s this road.” Most people used to sleep in the back of their trucks. However, I remember one time after a long day of four-wheeling pulling into

an open area by a river where I found a nice sandy mound. With the aid of my flashlight I quickly spread the sand out with my arms making a flat area in which to put my tent. It was about 5:30 a.m. when I first noticed the red ants crawling all around my sleeping bag. I was tired so killing the one at a time was

not a big deal until I saw many climbing the side of the tent. I quickly climbed out of my tent to discover the soft sandy mound I found was actually a giant anthill. The vehicles of today have the capabilities of descending steep hills without even putting your foot on the brake and you can

disconnect your sway bar end links to allow for more articulation. The ability to stop on a hill without rolling back is nice. Comfortable seats are really an improvement too, especially on long trips. Although we can’t relive the past, it’s important to remember technology is here to help us. There is no replacement for common sense, so don’t let your truck drive you; drive it and be safe. Truly a regal Buick like no other

The all-new 2011 model year edition of Regal was built in Germany and based on a rigid Euro-car chassis, and could be ordered with a turbocharged engine and had a driver-selectable suspension system. It would also be the first Buick to offer a manual transmission since the 1980s. Not since the days of Grand National, a big engine rocket last produced in 1987 (and still cherished by Buick enthusiasts), had we seen a hard-core sports version of the Buick Regal. Yet, this Regal is a very different beast. While it may not possess the awesome straight-line power of its ancestor, it’s a hoot to drive for different and probably better reasons. It was based on the German designed Opel Insignia, which was the 2009 European Car of the Year. The 2011 Regal was made in Germany but then (2012 and on) all production was switched to Oshawa, Ont. The overall design profile of this Regal is coupe-like, even though it has four doors. Up front, there’s a modern version of Buick’s traditional “waterfall” grille and an extra-large version of Buick’s tri-shield emblem. At the rear, the sloping roofline connects to a short deck with distinctive and large wrap-around taillights. The turbo engine versions of Regal should definitely be on the checklist of buyers looking at mid-sized sporty front-drive premium sedans such as the Volvo S60 or Acura TSX. Regal has a longer wheelbase (a more comfortable ride) with a larger trunk. The base CXL trim comes with a 2.4L direct-injected engine rated at 182 horsepower (136 kW) mated with a six-speed automatic transmission. fuel economy, rated at 6.5L/100 km. The CXL Turbo trim, on the other hand, comes with a 2.0L turbocharged direct-injection engine that’s rated at 220 horsepower (164 kW). The auto transmission is a crisper-shifting six speed unit and its 6.9L/100 km highway fuel economy is still good, considering the extra power. Buick expanded the Regal line to four for the 2012 model year, with the addition of eAssist and GS editions. The eAssist edition has a mild-hybrid powertrain that uses an electric motor/lithium-ion battery pack combo to boost power to road wheels when needed, and conserves fuel. It’s the most economical edition of Regal with a frugal city/highway fuel economy rating of 8.3/5.4 L/100km respectively. The GS edition is a more potent version of Turbo that rides lower and comes with Brembo front disc brakes and 19-inch or 20-inch (optional) wheels. Under the hood, its turbocharged engine can produce 255-horsepower and 295 ft-lb of torque. Acceleration to 100 km/h is under seven seconds and its highway fuel economy is 7.4 L/100 km. Both are matched to a 6-speed automatic that can be shifted manually but the shifter is on top of the knob, which is not the best place. The big car platform and independent suspension make for a sure-footed ride with almost a luxury car feel. The road feel is there, but never intrusive. This big sedan can actually handle rather well. This vehicle is not the choice for backcountry road excursions, but it provides a stable and secure feeling. Verdict Consumer Reports recently rated this one of the best cars they had ever tested, right behind the Tesla Model S and BMW 135i. This new Impala does everything a big car buyer is looking for: it cruises with ease, has more than enough room for five adults, and the interior is quiet and refined. I would suggest that buyers of more expensive Luxury brands like Buick or Lexus give this car a shot, it has all the same comfort but with a lower price point. One main criticism of this new car is the lack of an all-wheel drive system. The Buick LaCrosse offers it, as does the Cadillac – the major difference between these products. Midsize sedan buyers should also have a look at the Impala offers for just slightly more money.
