George Elliot Secondary School’s environmental studies class has stepped forward to push local government and the citizens of Lake Country to become more environmentally conscious and take part in several community initiatives this year. Students Dylan Gubler and Sabrina Madsen appeared before Lake Country council earlier this month and spoke on a variety of topics. They asked questions of council on subjects ranging from the lack of sidewalks and biking areas in Lake Country to the number of recycling containers in public places and the number of people who continue to use cars instead of walking in the community. “We really want to help, we really want to be part of this town,” said Gubler. “This community is not very friendly to those that don’t drive. It’s hard to be a part of the place we live in.
“I feel powerless,” Gubler said. “We are doing our best but we, as the younger generation, want to work with the older generation so we can fix all the problems.” The pair of students appeared as a delegation and made no official requests of council although the wide-ranging presentation did ask tough questions of the district’s elected officials. “We’d like to question whether garbage audits have taken place (at municipal hall),” said Gubler. “One thing I’ve noticed is there is not a lot of recycling available,” added Madsen. “Pretty much anywhere you go there is only garbage bins.” Lake Country Coun. Penny Gambell jumped into the fray and said council does recycle. “Any written material, any pop cans are recycled (after meetings),” said Gambell. “We’re very keen to hear your point of view. What you say is great because you are just

Rob Geier, who teaches the environmental studies class, observed the majority of kids at Davidson Road elementary were arriving by single vehicle. “The district put a sidewalk up Davidson Road but it doesn’t seem to get used that much,” said Geier. “There are a lot of kids that are driven to school. I don’t know if it’s because fear of roads or lack of sidewalks but we have to move forward and try to get more kids out of the cars and start walking.” A few other suggestions coming from the students included the possible operation of a new community garden, the upcoming Bike To Work and School Week (May 26 to 30) and the possibility of using the old Kelowna Pacific railway as a hiking trail linking the communities around the Okanagan. newsroom@lakecountrynews.net

Lake’s subdivision where more than 30 folks came out to get information about the line. “Everyone was really positive, saying this was a good start,” said Stephen Banmen, District of Lake Country chief financial officer. “Some of the feedback we received was about wanting a couple more trips during the midday, maybe another in the evening and some consideration for weekend service.” The new transit line is set to begin operation in Lake Country on Sept. 2, operating from Monday to Friday each week with seven trips each morning (6:40 to 10 a.m.) and 10 trips in the afternoon (2 until 7 p.m.). “It’s an introductory level of service that stops in the middle of the day and doesn’t go late at night,” said Banmen. “If the ridership is good we will be looking to expand it further to evenings, weekends and midday service.” The new transit line from the Lake’s is the first transit expansion in Lake Country since Sept. of 2012 when the frequency of the number 23 bus, from Winfield to UBCO, was increased. The number 23 bus is the main bus line in Lake Country, while Oyama is served by the number 90 bus which travels from Vernon to UBCO. Okanagan Centre currently doesn’t have bus service while the development of the Lake’s subdivision and increased population forced the necessity of

Spion Kop now links to Pelmewash, new Wood Lake trail head KEVIN PARNELL Lake Country’s Spion Kop hiking trails are now connected to the Pelmewash Parkway as the well known trail system links to the old highway 97 through Lake Country with a new trail head next to Wood Lake. The addition of the connector brings the total to 17 kilometres of trails on Spion Kop, the mountain whose name means look-out hill that has become a jewel of trails accessible to everyone in the Central Okanagan. Several new connector trails make for a better loop of the mountain with a variety of options for the hiker, allowing for a number of combinations of hikes that range from 1.5 to 4.5 hours or more. Always well known
to Lake Country enthusiasts, the trails have grown in popularity as more hikers from all across the Okanagan take in all they have to offer. “Spion Kop is becoming very well known as a hiker’s paradise,” said Elisabeth Dahnert of the group Walk Around Lake Country (WALC), which has been putting hours of trail grooming into Spion Kop. “We’ve met large groups of hikers from West Kelowna, Vernon and Kelowna. For us in Lake Country, it is our backyard and on any hike up there you will find families with little children, young adults, people walking dogs, trail runners and just regular hikers. Our trail maps are scooped up from the map boxes almost as fast as we print them.”

Community’s health needs to be assessed
The Lake Country Health Planning Society has been awarded a $4,000 grant to undertake a Lake Country-specific Community Needs Assessment. The local health planning society is undergoing some changes and the group has been working towards a community needs assessment for quite a while. “Our plan is to organize focus groups to assess the health and social needs of Lake Country citizens in addition to hosting an on-line survey,” said Shannon Paul-Jost, Lake Country Health Planning Society president. “The information will help us put together a list of current resources available to residents and
then enable us to focus on areas of shortcomings by bringing these to the attention of our elected officials.” The information gathered from the community needs assessment will assist Lake Country with a number of plans and documents that have a health component including: The Transportation for Tomorrow Plan, Official Community Plan and the Integrated Community Sustainability Plan. Lake Country will also be doing a new Parks and Recreation Master Plan in 2015 and the results of the health needs assessment will be useful for that document. “Having a focused opportunity to work with the public, private and non-profit services
in our community will identify commonalities between groups,” said Paul-Jost. “We are keen to know how each group can use their strengths to support each other to meet the health needs in the community.” Lake Country’s community and customer services department will be the lead department from the local government side and the access and age-friendly committee will be asked to provide input with respect to accessibility issues in the context of health service delivery. “The district is excited to partner with Lake Country Health Planning Society to help identify health service gaps and opportunities that are unique to Lake
Country,” said Steve Schaffrick, director of community and customer services. Interior Health will act in an advisory capacity, along with other key participants such as Lake Country Seniors Society, Lake Country Boys and Girls Club, Lake Country Chamber of Commerce, and George Elliot Secondary School Parent Advisory Council. Council members and everyone in the community will be asked to participate in completing the survey. The provincial government announced the grant as part of $375,000 to 49 local government and partner projects through the BC Healthy Community Capacity Building Fund.
The new addition of the trails to Pelmewash Parkway allow hikers to have an easy walk-out that will link to what the group hopes is eventually another park, along the old highway. The new connectors also add to the summit trail on Spion Kop, which now has an elevation gain of 485 metres, making it a challenge similar as the famous Grouse Grind in North Vancouver, which has 850 metres of elevation change. The WALC group has made many advancements on the trails. The trails are flagged and marked and a trail guide is published and available. They are also in the process of adding the trails into Google maps (type in key words Spion Kop Hiking Trails).
Spion Kop features trails on 350 hectares of Crown land, meaning hikers share with other users of the land such as those using motorized vehicles like ATVs. With all of the care and attention the hiking group has put in to the Spion Kop trails, WALC asks that those using ATVs stay off the groomed trails meant for hiking. “The marked trails have been developed by volunteers of WALC for hikers to enjoy,” said WALC member Dev Fraser. “Because of safety concerns, we ask all motorized vehicles to please not use these trails. Your support and co-operation is greatly appreciated.” So, as summer arrives and people get out more, there is a great option for hiking in Lake Coun-
try and across the region. Expanded trails, more signs, trail maps and a link to Pelmewash Parkway has Spion Kop becoming a true jewel of the area. “WALC believes that Spion Kop could be as important to Lake Country as Stanley Park is to Vancouver, said Dahnert. “This is our big picture thinking within the context of District of Lake Country’s OCP. “We have flagged and marked trails now published in a well-received trail map,” she said, “and thus far have achieved our visions of connecting trails through the underpasses under the new Highway 97, connecting us to what we hope one day will be a new park along Pelmewash Parkway.” kparnell @kelownacapnews.com
Invasive plants replaced by native species on Greenspace The District of Lake Country has removed some invasive tree species from the Okanagan Centre Greenspace and a grant from the Tree Canada Foundation and BC Hydro will allow it to plant native tree species in their place along the linear park. Lake Country crews removed the invasive blackberry and Tree of Heaven plants from the Greenspace trail last month and the $8,000 grant will allow for the replacement of those bushes with ones that are native to the area. “We are very appreciative of the Tree Canada/BC Hydro grant for assistance with the cost of the new plants,” said
Lake Country Mayor James Baker. The Tree Canada Foundation/BC Hydro Community Tree Planting Program objectives are to: • Enhance urban open space • Restore and reclaim lands to a green state • Beautify parks and outdoor recreation areas • Create habitat and support stewardship actions and • Diversify and enhance urban forests. The work to remove invasive species from the Okanagan Centre Greenspace dates back several years, according to the district’s Steve Schaffrick. “In 2008 the district,
with the assistance of a registered biologist, completed the Invasive Plant Management Strategy for the Okanagan Centre Greenspace and we’ve been working on implementing the recommended actions,” said Schaffrick, the director of community and customer services. “Trained district horticulturists will provide ongoing care and maintenance for the new trees and other plant materials,” he said. “The $8,000 grant from the Tree Canada/BC Hydro program will allow the district to purchase the plants and trees and the district’s contribution includes labour and equipment rental.”

Aboriginal education or victim studies?

he B.C. School Trustees’ Association is calling for a mandatory high school course on the history of residential schools set up to assimilate aboriginal children into European culture. Trustees propose a 25hour course required for all graduating students, using interviews with residential school survivors, presentations by aboriginal leaders and discussion of current events. This would build on aboriginal courses already offered in B.C. schools, and a public education effort that began with Prime Minister Stephen Harper’s 2008 apology and compensation for Canada’s residential school policy. B.C. Teachers’ Federation vice-president Glen Hansman gave a speech on the need for mandatory education to a 2012 teacher conference. He said current aboriginal culture courses are poorly attended, and went on to denounce a school system he said is still based on “colonialism” and a

Tom Fletcher “settler construct” of history. “We need to acknowledge that racism is the norm in public schools— still today,” Hansman said. Is it really? He also claimed that the purpose and legacy of the residential schools have been “deliberately hidden” from school curriculum. In lieu of evidence, Hansman recounted old anecdotes of American-style stereotyping from his own schooling in Ontario. But mostly he demanded social engineering in schools that must of course include more funding, more teacher professional de-
velopment time and an affirmative action program to recruit more aboriginal teachers. Do Hansman’s allegations reflect the kind of attitude that would lead to truth and reconciliation? Or are they signs of another unfortunate legacy, that of the victim studies mentality that permeates our universities? Here’s a suggestion for this mandatory course. Students could spend a couple of hours on one of the definitive works of B.C. aboriginal history, A Stó:lo Coast Salish Historical Atlas. A long-term project of the Stól:lo Nation, the atlas has meticulously documented chapters on European contact and residential schools, and others that piece together oral histories and what few written records there are of B.C. First Nations life at the time of European contact. A journal kept at Fort Langley from 1827 to 1830 documents some of the raids between aboriginal communities
on the Fraser River and Vancouver Island, corroborating elders’ accounts. During those three years, Cowichan men attacked the Chilliwack Stó:lo community four times. In the same period, the journal records 30 incidents of inter-community violence, some reaching down to present-day Washington state. Atlas editor Keith Thor Carlson summarized the research this way: “Viewed from the perspective of the aggressor, raids and attacks appear to have been motivated primarily by a desire to obtain quick wealth (in the form of slaves and property such as dried and smoked salmon) or to exact revenge for previous insults.” Archaeological study of stone fortifications and weapons at fishing sites in the Fraser Canyon traces a history of inter-community violence back at least 3,000 years. Historians characterize some of this as warfare. British colonial au-
thorities had some “settler constructs” about these activities: they saw them as assault, robbery, abduction and murder as well as slavery. This is the seldom-discussed backdrop for the European settlement of British Columbia, the imposition of British law and the later establishment of churchrun residential schools. None of this is to excuse the forced removal of aboriginal children from their families, the horrendous abuse and neglect or the multi-generational damage to a culture already weakened by waves of smallpox. This 1928 plan to fix what was called the “Indian problem” deserves to be understood by everyone. But glossing over historical context and presenting a guilt trip to students would serve no one well. Would heaven have winners and losers? By raising such—perhaps facetious—questions, the idea of heaven challenges the superficiality of much of our thinking about what’s desirable. Some, for example, might visualize an endless golf course, where every shot was a hole in one. Or a fishing stream, where every cast hooked a fighting steelhead. A friend declared, “If there’s another life, I want to be a civil servant with a guaranteed pension, indexed to the cost of living, with a permanent medical plan.” “Why would you need a pension in heaven?” I wondered. If everything is provided for you, what value would a pension have? Or might heaven include illness, hunger, disability, and mortgage payments? In these contexts, it seems to me, the notion of heaven serves as a kind of Occam’s Razor, slash-
ing through unexamined preconceptions. Occam’s Razor is the name given to a philosophical principle devised by a Franciscan monk known as William of Ockham somewhere around 1300 A.D., it states that when choosing among competing hypotheses, the hypothesis that makes the fewest assumptions should be selected. More complex solutions may ultimately prove correct, but—lacking absolute certainty—the fewer assumptions, the better. Don’t confuse Occam’s Razor with Hanlon’s Razor: “Never attribute to malice that which can be adequately explained by stupidity.” The intent of any

Tree and shrub growth depends on nutrients, micro-climate of their location
T
he most commonly asked question that I hear when it comes to tree selection and planting is ‘How big will it grow?’ Well, that’s a good question but one that is not easily answered. When we go shopping for trees and other plants we look to the tag or info sign for information to help us make a decision. Many tags are inconsistent with their information or appear to be just flat out wrong. Once we purchase a plant and we take it home to our own unique microcosm of growing conditions then we plant them with care, the plants go into an establishment process. This process of setting out roots and adapting to its new digs is one that can take a month to over a year. Once the plant is established it now begins to grow. The amount a plant grows is partly due to its genetic back ground and partly due to its location and environmental conditions. A tree may grow faster or slower depending on the following: • Length of growing season • Ease of root penetration through the soil • Proper or improper planting • The ability for the root to access oxygen • The amount of available nutrient and water • The surface mulch (compost base or rock ) • The attention that the home owner gives (good or bad) • The amount of precipitation that year summer or winter • The amount of or lack of attack from unwanted critters. And the list goes on. So plants, like people, are a reflection of their environment and this regulates the speed or amount of annual growth and ultimately decides how big a plant may grow. But time itself plays the biggest role. I once read on an elderberry tag that the plant would grow to six to eight feet tall by six to eight feet wide but I had clearly witnessed this species of

But even very old trees grow a little each year. We closely examined a pine that was cut down. It was almost 500 years old. The rings inside the trunk told the story of how it grew over the extended life it lived. You could clearly see good years and bad years, good decades and bad decades. The interesting thing was that the most amount of growth that the tree put on was in the last 30 years. That’s when man moved into its neighbourhood. It had had

little water or nutrients up to that point. Climate change may also have played a roll. So many factors affect how big trees and shrubs grow. What we need to think is more about average annual growth rath-

Firefighter helps improve disaster response ALISTAIR WATERS At the height of the 2003 Okanagan Mountain Park forest fire that roared through Kelowna’s southern residential areas with a destructive force, firefighter Brian Moore sat in the emergency operations centre sorting through piles of paper maps thinking there had to be a better way. Moore, then the assistant to the deputy emergency co-ordinator for the region, could hear the three map plotters running, as they did 24-hours a day during the wildfire, spitting out new versions of maps containing the most upto-date information firefighters and other emergency personnel needed to fight the flames. At the time, Moore, a Canadian Navy veteran well versed in warfare logistics, thought if only there was a way to get all the information onto one map and have it constantly update. That would show emergency responders the big picture and allow them to tailor their response accordingly. “It was a battle and we needed the information,” says Moore, looking back at that critical time in the Central Okanagan’s history. He says while there were operational guidelines in place, they only went so far. The fire they were facing was not something the city’s fire department had ever seen or envisioned— a forest fire that entered the city. “I remember turning

That was the biggest sinking feeling I had the whole time. We were on our own.” The fire, fought not only by the city’s fire department but with the assistance of firefighters and equipment from across B.C. and Canada, as well as the Canadian Armed Forces and provincial forest firefighting crews, was finally wrestled under control but not before it cut a swath of devastation through part of the Mission area of the city resulting in the loss of 235 homes and most of the historic Kettle Valley Rail trestles to the east in Myra Canyon. But for Moore, the question of how to find a better way to provide information to deal with such a catastrophe did not go away. Now, 11 years later, Moore has helped craft an answer. Teaming up with a software developer out of North Vancouver and using a mapping system
already put in place by the federal government, the Multi-Agency Situational Awarness System (MASAS) has been created. The system gathers information from a wide variety of sources and includes it, in real time, on a map available over the Internet. Including information such as topographical data, fire, flood and earthquake reports, closed roads, planned events, utility issues and a host of other data, it paints a clearer picture of what is happening around a given emergency situation. According to Moore, now dispatch supervisor at the Kelowna Fire Department and deputy emergency plan co-ordinator, the information and ability to pull it up immediately and share it in real time is critical to an emergency response. It was a lesson learned from 2003, when a then peace-time record evacuation of 32,000 people had to be undertaken,
and done quickly. “The Kelowna wildfire was the largest disaster we had ever had to deal with,” says Moore. Eleven years ago, there was no way to share critical information among the firefighters, paramedics, pilots, police and Canadian Armed Forces personnel in a quick and effective manner. But MASAS changes that. The map system, originally created by the federal government, now includes software developed by FDM Software of North Vancouver that captures data that is already being uploaded by various agencies, companies and government departments to their own systems and plots it on the central map. The information is updated every few minutes. Kelowna, thanks to Moore’s involvement, is the first municipal fire department to have its information included, adding to the long list of agencies across Canada that already provide in-

formation. MASAS is also connected to an American version of the system so information can be shared across the border. Emergency situations, like fires or floods, don’t know borders so it will help to know what is happening in a nearby jurisdiction, says Moore. Given that more than 75 per cent of fire departments in B.C. alone already use FDM software in their operations, it is expected that many more fire departments will sign on to be part of the Canadian mapping system. There is currently no cost to being part of MASAS, and the information is already being uploaded to local databases anyway, so there is little reason not to join, argues Moore. Recently, he was successful in getting the City of Kelowna to allow its road closure information to become part of the system, information that will help city fire crews when they respond to calls locally. The information was already available to city fire crews, he says, but now it will be plotted on maps that can be called up in the cab of a fire truck on a computer screen on the way to a fire. Moore is also working with utility companies, such as FortisBC, to get its information included in the system. Given that the information is already public and available elsewhere on the web, he says there’s really no reason not to include it. The MASAS system, which has been in use since 2011 through an operational pilot program funded by the federal government, allows emergency managers and responders across the country to share situational information using their own application or basic web-based tools,

The museum has moved to its summer hours and is now open seven days a week from 10 a.m. to 4 p.m. throughout the summer.

ward conservation, it is a good news story as far as I’m concerned,” said Jared Wilkison, Oceola club president and BC Wildlife Federation director, noting he’s aware the NDP is dismissing the announcement. The federal money will be spent over five years, with roughly $100 million going to the Nature Conservancy of Canada, which partners with local conservation groups to secure ecologically sensitive lands. It’s basically the same allotment as the National Conservation Program funds spanning the previous five years which just ended, according to Okanagan Collaborative Conservation Program coordinator Carol
Luttmer. Those funds helped secure conservation areas like the Skaha Bluffs, Twin Lakes and the Sage and Sparrows Grasslands in the South Okanagan. This round of funding includes $37 million to strengthen marine and coastal conservation efforts, $3.2 million to develop a national inventory of conserved areas and $50 million to restore wetlands—a huge issue in the Okanagan. “The Okanagan region contains some of the most endangered ecosystems in Canada,” Luttmer said. The Okanagan collaborative effort is spearheading a biodiversity inventory with maps, tools and recommended
actions to ensure science-based priorities are set for habitat restoration and conservation throughout the Okanagan. On the ground, that might mean figuring out where initiatives to sort out the Wood Lake kokanee crash would stack up against controlled burns intended to help restore habitat and remedy animal problems, like urban deer. Wood Lake, according to Wilkison, is a complicated situation affected by stream flows, water temperature, nitrogen levels and algae, whereas the urban deer plaguing the Central Okanagan, he suspects, may be struggling with degradation of the back
country in a province that has actively extinguished necessary natural wildfires for decades. “One great success story out of the Okanagan Mountain Park Fire was that we’ve restored a whole bunch of really great grasslands and brought back the native big horn sheep,” said Wilkison. Thursday’s announcement was short on specifics, prompting NDP environment critic Megan Leslie to accuse the government of posturing in several media reports. “We don’t have the document in our hand, we just have the Prime Minister standing behind the podium,” she told the Canadian Press.

And the new system will save time. “Our challenge before the FDM-MASAS system was implemented was the time it took to relay real-time information to other first-responders and stakeholders in an emergency,” says Moore. “It typically took 15 to 90 minutes to activate the regional emergency operations centre and understand the magnitude of an incident.” Now, he says, all emergency managers have to do is “turn on the lights and fire up MASAS.” “Everyone now knows what everyone else is doing. It’s making a tremendous difference in our planning, response and recovery for planned and emergency incidents of all sizes,” he says.
In any emergency, communication is critical. The regional district’s Bruce Smith has seen that first-hand. He was front and centre as the communications co-ordinator in 2003 and has had to act in the same role in more recent emergencies such as the Trepanier Fire and the Glenrosa fire. He remembers the stacks of paper maps that had to be produced 11 years ago in the EOC and the difficulty keeping on top of the all the information that was needed. “Information can change quickly and you have to stay on top of it. In 2003 we could only be as good as our ability to get information out.” While he admits technology and Internet advancements have changed the landscape dramatically in the years
since the Kelowna wildfire, when it comes to communication, the job remains the same— get complete and accurate information out as quickly as possible to all the people who need it. And that is where the MASAS system will help, say the experts. Moore gives an example of where it would have assisted during the Terrace Mountain fire, which ignited during the Glenrosa fire in 2011. He said firefighting resources were sent to one location after fire was spotted on a hillside in the distance. But if topographical information had been available right away, it would have shown the flames had a long way to go before reaching that spot because there was a valley on the other side of the mountain from where the firefighters were waiting.
“Those resources could have been used elsewhere rather than waiting there,” he says. While the MASAS system is not the last word in information mapping advancements, it will help improve how emergency situations are tackled. And Moore’s nagging question from 2003 can be pointed to as a prime reason it exists today. “Brian Moore was absolutely driven to find a better way to share information during an emergency, and we at FDM were more than happy to do our part,” says Colin. “Brian and the Kelowna Fire Department deserve a big hand for obtaining funding for this project and spreading the word to the public safety community about the benefits of becoming part of this initiative.” awaters@kelownacapnews.com
