‘Extreme’ home repair does it again By KURT LANGMANN Aldergrove Star

A doting Aldergrove grandmother has a completely updated house to call home, thanks to the “Extreme Home Repair” crew from Aldergrove Adventist Church. A backyard that was overgrown with blackberries has new turf and a deck, and a house that was rundown has been renovated, remodeled and redecorated with the latest modern conveniences. Pat Tapper and her grandson Chase were overwhelmed by the “big reveal” on Monday evening, when a large crowd of well-wishers yelled “move that bus” in unison and the big yellow school bus was rolled away for their first view of their home. Some 200 volunteers and 125 donors had contributed as much as $200,000 in work and materials over the previous two weeks while Pat and Chase were away on an all-expense-paid holiday, also contributed by the Extreme Home Repair donors. It was the 13th annual Extreme Home Repair in the community, organized by the “Acts of Kindness” committee from the Adventist Church. Acts of Kindness, also known as AOK,

is a charitable initiative which aims to build community and cultivate better lives for residents of the Fraser Valley and Lower Mainland. Since 1996, in collaboration with other local agencies, and through the generosity of major donors, Acts of Kindness has supplied food, education, shelter, support, and compassion to thousands of individuals in Aldergrove, Langley, and beyond. Pat Tapper is a single grandmother who has experienced a very difficult time for the last several years. She has a number of health issues and limited funds, which has hampered her ability to maintain her house, which she had called home for 33 years. Despite her struggles and setbacks, she has managed to raise her grandson Chase since he was an infant. Chase is active in organized hockey and attends Aldergrove Secondary School. Pat has also provided shelter when needed for her teenaged granddaughter Kristal. The interior condition of the house was in need of major renovation. The flooring was very worn, cabinets needed to replaced, windows were “cloudy” due to

10 lucky teens survive pickup truck rollover Aldergrove Star

Ten teens from Aldergrove and Langley were lucky to escape serious injury early Saturday when the pickup they were riding in flipped near 192 Street and 34 Avenue in South Surrey. According to police, eight of the 15- to 19-year-olds who were injured in the single-vehicle incident were thrown from the truck’s box after it lost control, hit a curb and did a complete rollover, coming to rest rightside-up.

All 10 were taken to hospital – either Langley Memorial, Royal Columbian or Surrey Memorial – with five able to walk from the scene under their own steam. The most serious injuries were possible broken ribs and a concussion – a fact one police spokesperson described as “unbelievable.” A witness who arrived after the fact described the scene of the rollover as strewn with straw and hay. Five ambulances, two

fire trucks and police attended. Police say all but two of the truck occupants were Langley residents; one hailed from the Aldergrove area, and one from Surrey. The incident was the first of two over the weekend that saw injuries result from reckless activities. The second occurred May 19 in North Surrey, and left one man suffering critical head injuries after he fell from the back of an SUV, striking his head on the asphalt.

Aldergrove Baseball Tadpoles get Quality Mentoring Time Players from three Aldergrove Minor Baseball Tadpole teams, including the Blue Jays, Green Machine and Green Hornets, each received an hour’s one-on-one time with members of the Langley Blaze and Junior National teams on May 13 at Aldergrove Athletic Park. The senior men volunteered their time to individually assist the appreciative eight to nine year old players with their batting, catching and pitching skills at their regular Tuesday night practices. RCMP confirm six missing dogs all died of heat stroke By MONIQUE TAMMINGA Aldergrove Star

Langley RCMP confirm the six dogs that went missing on Tuesday of last week are deceased. A written statement said the investigation is ongoing and no charges have been laid at this time. Police believe the six dogs perished in the back of the dog walker’s vehicle in the heat of the day. The bodies of the dogs

were dumped in Abbotsford and will be recovered by the SPCA. A necropsy is planned for all the dogs. Public mischief charges are possible. Conduct of the investigation into the alleged mistreatment of the dogs has been turned over to the SPCA. Pet Searchers Canada owner Al MacLellan said that the six dogs presumed stolen had actually died of heat stroke the day they

were said to go missing from Brookswood dog park last Tuesday. On the pet searchers website, MacLellan said the dog walker Emma Paulsen told him that she left the six large dogs in the back of her truck with the canopy closed but with vent windows open when all the dogs succumbed to hear stroke last Tuesday. She said she panicked and made up the lie that the dogs were taken.

Kinghaven undergoes major expansion By VIKKI HOPES Aldergrove Star

A $4 million expansion at Kinghaven Treatment Centre in Abbotsford will replace older buildings on the site and increase client capacity. Construction on the expansion of the facility – located at 31250 King Rd. – began about a month ago and is expected to be complete by spring 2015. Milt Walker, executive director of the Kinghaven Peardonville House Society, said the project is being conducted in three phases. Phase one, scheduled for completion in August, is a new residential portion that will

replace buildings on the site that were constructed in 1946. Walker said these buildings, part of the original Bethel Bible College, are in need of extensive costly repairs and will be torn down. Phase two, scheduled for completion in October, involves renovating the current residence that was built in 1981. Clients residing there will move into the new building during this phase. Walker said the new and renovated residences will enable Kinghaven to expand its client base from 58 to 64, helping to alleviate a long waiting list for those in need of treatment.

The final portion of the project is the construction of new offices and other amenities, due to be finished next spring. All phases of the project will complement the new George Schmidt Centre also located on the property. The centre provides second-stage housing for men wishing to continue their recovery, enabling them to stay for up to 18 months. Kinghaven Treatment Centre opened in 1970 to provide addiction recovery and treatment services to men. Walker said it is the only one in the province that provides detox, stabilization and treatment all on one site.

broken seals and peeling wallpaper was almost everywhere. In addition, the rear of the house had a deck that was rotted and a back yard that was a blackberry jungle. All of this was transformed by work crews, who started the work on May 2 and had it completed for the May 19 “reveal.” Pastors Jamieson and Dauncey led a prayer of thanks on the street before they led Pat and Chase through their home. And Pat Tapper was not the only one moved by the transformation. Many others, including the neighbor who nominated Pat Tapper’s home for this year’s project, Susan Glover, were dabbing tears from their eyes as the tour of the home got underway. Pat “oohed” and “aahed” as she saw the new rooms and colours, and the modern conveniences such as built-in vacuum cleaner and two sets of laundry machines, one of which is for Chase’s hockey gear. “I never had a back deck before,” she observed as she admired the view of her blackberry-free back yard. “I love the colours (of the wall paint); how did you know what I liked?” she asked. “I never had such nice photos of my grandkids,” she noted as she admired the professional photography and artwork on the walls. And for Chase, he took delight in the new “man cave” in the basement with couches and TV to enjoy the hockey games as well as the new hockey net and canvas backing in the carport for him to practice his slap shots.

A large crowd was on hand in Bradner Monday morning for the 95th annual May Day Parade and the traditional maypole dancing. All activities took place within the vicinity of Bradner Hall and Bradner Elementary. A pancake breakfast began at 8 a.m. at the hall, followed by a parade at 10 a.m. and the Maypole dance at 11:30. A country fair ran throughout the day and included games, a petting zoo, face painting, concessions and other old-fashioned activities. The B.C. Teachers’ Federation plans to start one-day rotating strikes at schools around the province on Monday, rejecting the offer of a $1,200 signing bonus for an agreement by the end of the school year. BCTF president Jim Iker said Tuesday the bonus doesn’t make up for the government’s wage offer of 6.5% over six years. A simultaneous plan to cut teacher wages 5% or more because of strike action is “just so disrespectful, so unnecessary, and we’ll be dealing with it at the Labour Relations Board,” Iker said. Unless there is some compromise on major issues, one-day strikes with picket lines will be staged at one group of school districts in each of the first four days next week, with teachers return-

ing to work across the province on Friday, May 30. The BCTF’s school district strike schedule includes Langley District #35 on Tuesday, May 28 and Abbotsford District #34 on Wednesday, May 29. Education Minister Peter Fassbender said the signing bonus and reducing the contract term from 10 years to six were significant efforts to move toward a settlement. “Unfortunately the announcement today says that the BCTF feels that disrupting classrooms, affecting children and their families is going to help to reach a settlement,” Fassbender told reporters in Vancouver. Iker reiterated the union’s position that more pay, more teachers and a return to contract language guaranteeing class size and special needs support are needed to reach a settlement.

Peter Cameron, chief negotiator for the province’s 60 school districts, informed the union last week that a 5% pay cut will be put in place “soon” in response to the first phase of strike action. The BCTF began work-to-rule action in April, refusing supervision outside classrooms and communication with school management. Rotating strikes were also authorized by the BCTF membership in a March vote, and beginning to shut down schools could result in an effort to cut teacher pay by 10%. Cameron said last week the union’s latest wage demand amounts to 15.9% over four years, far beyond what other provincial public service unions have received. The BCTF maintains its wage proposal is 13.25% over four years, including cost-of-living increases based on each year’s inflation rate.

VICTORIA – The B.C. School Trustees’ Association is calling for a mandatory high school course on the history of residential schools set up to assimilate aboriginal children into European culture. Trustees propose a 25-hour course required for all graduating students, using interviews with residential school survivors, presentations by aboriginal leaders and discussion of current events. This would build on aboriginal courses already in offered in B.C. schools, and a public education effort that began with Prime Minister Stephen Harper’s 2008 apology and compensation for Canada’s residential school policy. B.C. Teachers’ Federation vice-president Glen Hansman gave a speech on the need for mandatory education to a 2012 teacher conference. He said current aboriginal culture courses are poorly attended, and went on to denounce a school system he said is still based on “colonialism” and a “settler construct” of history. “We need to acknowledge that racism is the norm in public schools – still today,” Hansman said. Is it really? He also claimed that the purpose and legacy of the residential schools have been “deliberately hidden” from school curriculum. In lieu of evidence, Hansman recounted old anecdotes of American-style stereotyping from his own schooling in Ontario. But

mostly he demanded social engineering in schools that must of course include more funding, more teacher professional development time and an affirmative action program to recruit more aboriginal teachers. Do Hansman’s allegations reflect the kind of attitude that would lead to truth and reconciliation? Or are they signs of another unfortunate legacy, that of the victim studies mentality that permeates our universities? Here’s a suggestion for this mandatory course. Students could spend a couple of hours on one of the definitive works of B.C. aboriginal history, A Stó:lo Coast Salish Historical Atlas. A long-term project of the Stól:lo Nation, the atlas has meticulously documented chapters on European contact and residential schools, and others that piece together oral histories and what few written records there are of B.C. First Nations life at the time of European contact. A journal kept at Fort Langley from 1827 to 1830 documents some of the raids between aboriginal communities on the Fraser River and Vancouver Island, corroborating elders’ accounts. During those three years, Cowichan men attacked the Chilliwack Stó:lo community four times. In the same period, the journal records 30 incidents of intercommunity violence, some reaching down to presentday Washington state. Atlas editor Keith Thor Carlson summarized the research this way: “Viewed

from the perspective of the aggressor, raids and attacks appear to have been motivated primarily by a desire to obtain quick wealth (in the form of slaves and property such as dried and smoked salmon) or to exact revenge for previous insults.” Archaeological study of stone fortifications and weapons at fishing sites in the Fraser Canyon traces a history of inter-community violence back at least 3,000 years. Historians characterize some of this as warfare. British colonial authorities had some “settler constructs” about these activities: they saw them as assault, robbery, abduction and murder as well as slavery. This is the seldomdiscussed backdrop for the European settlement of British Columbia, the imposition of British law and the later establishment of church-run residential schools. None of this is to excuse the forced removal of aboriginal children from their families, the horrendous abuse and neglect or the multi-generational damage to a culture already weakened by waves of smallpox. This 1928 plan to fix what was called the “Indian problem” deserves to be understood by everyone. But glossing over historical context and presenting a guilt trip to students would serve no one well. Here’s something to think about as the summer holiday — and summer holiday driving — season gets underway. While incidents of drinking and driving are on the decline, thanks in part to the much tougher provincial rules about blood alcohol limits, a recent crash in Aldergrove illustrates that some people simply don’t care. A 32-year-old Abbotsford man was seen by witnesses exiting his smashed vehicle, grabbing a case of beer and heading to a nearby fast food restaurant — despite having broken bones in his leg. The man had apparently been driving at a high speed. Witnesses report him passing on the right at a high rate of speed as he was getting off the freeway at 264 Street. Shortly afterwards, he smashed into a minivan driven by a woman and carrying five small children. Thankfully, no one in the van was seriously injured. The RCMP is now reporting that the man has no valid driver’s licence and the car he was driving was not insured. The case is sounding more and more like another one in Aldergrove that ended in tragedy. Carly Regan, a 13-year-old girl, was struck and killed by Paul Wettlaufer, a drunk driver who also did not have a licence. He did not come forward but hid his vehicle. It was found, he was arrested and eventually jailed. While such cases are, thankfully, rare, there are some people who have serious drinking problems and should never be driving. Often, they have lost their licences but continue to drive. All the laws in the world won’t stop them. All that the rest of us can do is be vigilant, report to police anything that looks like a problem situation and drive as cautiously as we can.

Transit map shows how underserved Langley is By FRANK BUCHOLTZ Aldergrove Star

I had the opportunity to take the new 555 bus between the Carvolth Exchange and the Braid SkyTrain station for the first time on Friday, May 9. It’s a great service and makes getting to Vancouver, Burnaby or New Westminster very easy. I actually used it to make two round trips that day, and had a chance to see how well it is patronized. It is very popular during the morning and evening rush hours, and had a decent number of passengers at the noon hour. However, I also gained some good insights from a very revealing transit map near the passenger pickup area. The map outlines all the bus and other transit routes throughout Metro Vancouver. The vast amounts of blank space on that map — places where there is no bus service at all — are confined mainly to three Lower Mainland municipalities — Surrey, Langley Township and Maple Ridge. By contrast, Vancouver, Burnaby, New Westminster, Richmond (with a few exceptions in farm areas) and North Vancouver have transit routes criss-crossing almost every part of their municipal boundaries. Even the Tri-Cities area, which has historically been underserved, has bus routes serving places as remote as White Pine Beach, and throughout the newer area of Port Moody on the north side of Burrard Inlet. Of course, the Evergreen Line now under construction will give the Tri-Cities even better transit servuce. The 555 route has helped to

fill a bit of the gap for Langley Township residents, but it only offers a speedier way to get to SkyTrain, something that is still available through other bus routes such as the 502 and 501. Not far from the Carvolth exchange, thousands of people live along the 208 Street corridor — yet there is no bus service there, not even a connecting bus to the Carvolth Exchange. One outlying area where bus service was available in Langley Townshop, albeit only on occasion, is losing its service. Buses will no longer run to the area around Poppy Secondary. On occasion, the 502 to Aldergrove detoured in that direction, but TransLink is pulling the plug on that service — leaving another huge area of the Township transit map blank. The transit map is well worth a detailed examination, as Langley Township residents will be asked soon to look over (and vote on) a list of tax increases that mayors want, to boost TransLink service. While the details have yet to be released, Jordan Bateman of the Canadian Taxpayers Federation has suggested they may include some or all of a $75 car tax, a 0.5 per cent increase in the sales tax, five per cent boost in property taxes, new regional carbon tax and a $1 toll on every bridge in the region. Bateman is getting his information on possible tax increases via questions being asked through an Angus Reid poll. Without a solid proposal for a substantial increase in transit service, and a serious attempt to bring bus service to the blank areas of the transit map, how could anyone in Langley ever back such a plan?

More than 1,800 elementary school children, their teachers, and parents spent the day at the Township of Langley’s Civic Facility on April 24 for the 12th annual Municipal Awareness Day. Established in 2003, the event is

hands-on opportunity to learn about what municipal government does and the services and programs it provides to keep the community clean, safe, and healthy. Numerous stations, booths, and displays were set up inside and outside the facility to teach the youngsters about caring for the environment, health and nutrition, and how technology is used by the Township. The event also celebrated the Township’s 141st birthday.

For the first time in school history, the D.W. Poppy Redhawks are the Fraser Valley champions. The senior boys rugby team accomplished the feat with a hard-fought 8-5 victory over the G.W. Graham Grizzlies of Chilliwack. The senior boys AA final was played March 14 at Abbotsford’s Exhibition Park. The last time Poppy even made the Fraser Valley final was in 1992 when they lost to Aldergrove. Of course, the team rebounded that year to capture the provincial banner. “This is big boost of confidence for the boys,” said Poppy coach Mike Munsie. “And it means hopefully a top five seeding in the rankings (at provincials).” Entering the game, the Grizzlies were ranked fifth among AA schools while Poppy was seventh. During the regular season, Graham finished first in league play at 6-0 while the Redhawks were second at 4-2. That included a 24-14 loss to the Grizzlies back on April 8. “The difference was we made a couple of positional moves, movRY C L U B TA O

The game was played at D.W. Poppy Secondary as the Redhawks were the second seed among the qualified teams for the Grade 8/9 girls soccer teams for the Fraser Valley championships. Langley Demonstration Garden Summer Programs

On April 29, 2014, Township of Langley Council adopted a new, temporary bylaw to regulate, prohibit, and impose requirements on tree clear-cutting in Brookswood/Fernridge.

The Langley Demonstration Garden has a busy summer planned!

Bylaw 2014 No. 5071 was enacted on an interim basis so that Council, in consultation with the public, could consider amending the Brookswood/Fernridge Community Plan or creating a permanent tree bylaw. Under the new bylaw, no one (including land owners) can remove more than 8 trees or 20 per cent of the trees on a parcel of land, whichever is less, until the bylaw is repealed.

An educational facility operated by the Langley Environmental Partners Society in partnership with the Township of Langley, the Demonstration Garden is located in the Derek Doubleday Arboretum in the 21200 block of Fraser Highway. It is open year-round to demonstrate sustainable gardening techniques and staffed weekdays from May to August. This summer, a number of fun and informative events, activities, and programs will be held and the public is encouraged to take part.

Trees can still be removed if they are blocking sightlines under the Township’s highway and traffic bylaw or if they are in an area approved by provincial regulation for a septic field or water well. Trees may be removed if necessary for the construction of a building, if approved by a development permit, development variance permit, or building permit issued by the Township of Langley. Trees can also be removed if they are hazardous, as certified by an arborist, or in case of an emergency, if certification is received by the Township Engineer within 30 days of the cutting.

No Changes to Township Curbside Recycling Collection

The prohibition is being taken very seriously and those who are convicted of violating the bylaw by damaging or removing protected trees face a fine of not less than $500 and not more than $10,000 per tree.

Residents may have heard that some municipalities are making changes to their recycling collection programs and the items they accept at curbside. Please note that no changes are being made to the Township of Langley’s recycling collection. The Township will continue to collect glass as well as all other recyclables currently accepted. If the Township were to make changes to any of its collection programs in the future, residents would be notified well in advance. For more information, visit tol.ca/recycle.

Japanese Knotweed Roadside Control Strategy Japanese Knotweed is an invasive species whose root system has the potential to ruin home foundations, roads, parking lots, sewerage, and water main infrastructure. The Township of Langley is working to eliminate the threat of this invasive plant. You may see markers along various roads identifying where Japanese Knotweed is located. Do not remove the plants or mow these areas. Improper removal of the plant could result in the plant reproducing rapidly or spreading further. The Roads Department is spraying a mild herbicide to control the Japanese Knotweed. The removal process will take several treatments and inspections throughout the year.
