Teachers’ Federation (BCTF) plans to start one-day rotating strikes at B.C. schools next week, with Delta’s public schools closed Wednesday and Surrey classes cancelled Thursday. The move signals the BCTF’s rejection of a six-year contract offer made by provincial negotiators last week that offered teachers a $1,200 signing bonus if an agreement is reached by the Jim Iker end of the school year, or a wage cut if job action continues. BCTF President Jim Iker said Tuesday the bonus doesn’t make up for the government’s wage offer of 6.5 per cent over six years. A simultaneous threat to cut teacher wages five per cent or more because of strike action is “just so disrespectful, so unnecessary, and we’ll be dealing with it at the Labour Relations Board,” Iker said. shortfall of about $8.5 million for the upcoming
school year – a figure officials say could be cut in half if the province would cover the more than $4 million the district is forced to spend on portables. Trustee Terry Allen said the anticipated operating deficit means cuts will have to be made “across the board” in Surrey and could potentially impact supply budgets, programs, services and staffing. “The instructions are to make them (cuts)

Surrey has shown one of the city’s biggest boosters a little love in return. On Thursday (May 15), mayor and council unveiled the sign for the Bill Reid Millennium Amphitheatre – formerly called the Cloverdale Millennium Amphitheatre, as well as calling 62 Avenue Bill Reid Way. There is also a statue of him being commissioned. Reid, who passed away on May 28, 2013 at the age of 78, was a former MLA, provincial tourism minister, and long-serving executive director of the Cloverdale and District Chamber of Commerce. He was named Surrey’s Good Citizen of the Year in 2013 and was considered the unofficial mayor of Cloverdale for his tireless contribution.

I want to enjoy my summer: Murder suspect Barrie McQuarrie, wanted in connection with a Cloverdale killing, says he won’t turn himself in by Kevin Diakiw A MURDER suspect called a TV station over the weekend and said he’s not turning himself in to police. “They have to do their job and find me,” said a man who called CTV News claiming to be Barrie McQuarrie. Homicide investigators now believe he was calling from an Aldergrove pay phone on Sunday, May 19. Police believe he’s the real McQuarrie. He’s wanted on outstanding warrants and is considered a suspect in a Cloverdale murder. On Monday, May 12, just before midnight, RCMP responded to a report of a man being shot at a home near 176 Street and 57 Avenue. Gregory Quesnelle, 32, originally from southern Ontario, was found injured in the townhome and was taken to hospital, where he died.
Police believe McQuarrie may be driving a stolen silver 2008 Toyota Highlander. McQuarrie is currently wanted on a series of warrants unrelated to the murder. He has a long and varied history with the court system, including charges of violent offences, drug possessions, theft and break and enter. The court website shows he has eight known aliases, including Nicholas Randell McQuarrie, Richard Laary, Barry Bayer, Bad Ass Barry, and just Badass. Police believe the shooting stemmed from a domestic dispute. In fact, a man who called CTV News said Quesnelle was seeing McQuarrie’s girlfriend. He admits pepper spraying Quesnelle in self-defence days before the murder, but insists he didn’t kill him. “I didn’t go back and kill him,” the man said. “I just want them to know I’m not armed and dangerous. I’m not trying to hurt anyone. I’m
just trying to stay out of jail.” He said he plans on keeping his freedom as long as possible. “I want to enjoy as much of the summer as I possibly can,” the man said. “When the time comes after the summer, maybe I’ll hand myself in. Maybe.” The Cloverdale homicide was Surrey’s third murder of the year, while two more deaths are still classified as suspicious and continue to be investigated. It was followed on Wednesday, May 14 with a fatal stabbing in Kennedy Heights. Anyone who sees McQuarrie is urged not to approach him. Instead, call 911 immediately. LRT is the sound choice

Cruz misleads the public about the SkyTrain with a host of of what I can only say are inventions (“Surrey’s next mayor should push for SkyTrain,” The Leader, May 15). Light Rail Transit (LRT) is not slower than SkyTrain, in fact modern LRT can achieve speeds of 90 km/h to 100 km/h on suitable rights-of-ways. A transit system’s commercial speed is determined by the quality of rights-of-way and the number of stations per route kilometre. Given equal quality rights-of-way and station/stops on a transit route, modern LRT would edge SkyTrain in the speed department. More stations on a transit route makes the line more customer-
friendly and being customerfriendly is the number-one way to attract new customers to transit. Yes, LRT operating at grade may be involved in auto accidents every once in a while, especially when motorist disobey stop lights and signs, yet more people are killed by SkyTrain on an annual basis when compared to LRT. Unnamed studies claiming SkyTrain brings in more investment dollars than LRT is just plain suspect. SkyTrain’s ridership is largely made up of recycled bus riders as over 80 per cent of SkyTrain’s ridership first takes a bus. Any transit system can claim high ridership if all bus passengers were forced to take one metro line into town. What is not generally known is
the federal government tried to force the City of Ottawa to build with SkyTrain and a delegation was sent to Vancouver to research SkyTrain. What they found made the choice to build with LRT there all the much easier. The delegation found that SkyTrain not only cost more to build than LRT, it had less capacity, was more expensive to operate, and showed premature deterioration of the cement guideways, needing expensive repairs. One can now see why only seven of these museum pieces have been built and why Surrey’s decision to build with LRT is very sound indeed. D. Malcolm Johnston Rail for the Valley Delta

Surrey: 320 portables From page 1 Surrey currently has about 320 portables and must not only pay for the buildings, but for their depreciation, upkeep, utilities servicing and cleaning. Because the city is growing far more quickly than schools are being built or expanded, so-called temporary portable classrooms cost Surrey more than any other B.C. school district. “Across the province, there’s special funding for everything else,� said Allen, referring to extra grants provided to districts in colder climates to cover extra heating costs, or to rural districts for busing. The concept of providing the growing district with extra funding for portables is not unheard of. In 2010, then-minister of education Margaret MacDiarmid gave Surrey an extra $2.5 million to offset portable costs associated with the mandated implementation of fullday kindergarten.
“A clear precedent has been set here,� said Allen. “We’re not asking for something we haven’t received before.� While building money comes out of a school district’s capital budget, portable costs come out of the operating budget, which must also cover all day-to-day school expenses such as staffing, programs, supplies and utilities. Allen, who chairs the budget committee, said while he understands provincial dollars are tight, Surrey’s distinct situation should be acknowledged. “I know there’s no money. But when we have a shortfall of $8.5 million and $4.5 million of our budget is being driven by additional costs for portable classrooms, something is seriously wrong. It’s not just frustrating, it’s appalling.� Surrey is also still awaiting capital money to build new school space that would help alleviate overcrowding and the

number of portables needed. A year-and-ahalf ago, the province announced $10.5 million for a new high school in the rapidly expanding Clayton neighbourhood, but the district has yet to receive the funding. A message left with Education Minister Peter Fassbender’s office was not returned by press time Wednesday. The Surrey school board will announce its 2004-2015 operating budget on June 19. The B.C. government requires all B.C. school districts to submit balanced budgets by June 30.

One-day strikes with picket lines will be staged at one group of school districts in each of the first four days next week, with teachers returning to work on Friday, May 30. There would be no classes in Delta on May 28 and none in Surrey on May 29. Iker reiterated the union’s position that more pay, more teachers and a return to contract language guaranteeing class size and special needs support are needed to reach a settlement. Peter Cameron, chief negotiator for the province’s 60 school districts, told the union last week that a five-per-cent pay cut will be put in place “soon� in response to the first phase of strike action. The BCTF began work-to-rule action in April. Rotating strikes were authorized by the BCTF membership in a March vote. Cameron said the union’s latest wage demand amounts to 15.9 per cent over four years, far beyond what other provincial public service unions have received. The BCTF maintains its wage proposal is 13.25 per cent over four years, including cost-of-living increases based on each year’s inflation rate.

to escape serious injury early Saturday when the pick-up truck they were riding in flipped near 192 Street and 34 Avenue in South Surrey. According to police, eight of the 15- to 19-year-olds who were injured in the singlevehicle incident were thrown from the truck’s box after it lost control, hit a curb and did a complete rollover, coming to rest right-side-up. All 10 were taken to hospital – either Langley Memorial, Royal Columbian or Surrey Memorial – with five able to walk from the scene under their own steam. The most serious injuries were possible broken ribs and a
concussion – a fact one police spokesperson described as “unbelievable.” A witness who arrived after the fact described the scene of the rollover as strewn with straw and hay. The incident was the first of two over the weekend that saw injuries result from reckless activities. The second occurred May 19 in North Surrey, and left one man suffering critical head injuries after he fell from the back of an SUV, striking his head on the asphalt.

RCMP’s Missing Persons Unit are launching a new appeal for information in the case of a South Surrey man who hasn’t been seen in more than a year. And family members of Vaclav (Walter) Simek are keeping their fingers crossed that the request will trigger the details needed to end the mystery of why he disappeared and what happened. “We haven’t heard anything for about 13 months now,” Simek’s ex-wife, Maria Gonzalez, said Wednesday. The ordeal has been particularly difficult on her and Simek’s 13-year-old son, Mattias, she said. “He’s waiting for his dad every single day.” Gonzalez, a Tsawwassen resident, reported Simek missing on April 10, 2013 after weeks went by without contact. He typically spent every weekend with Mattias and the two parents had a good relationship for their son, she said. Simek, now 53, was last seen on March 7, when he was dropped off in the area of 200 Street and 40 Avenue in Langley. Investigation revealed that Simek had rented a car between Feb. 23 and March 7, 2013 to move belongings from the trailer he called home to an unknown location. Police say it was the rental company that dropped him off and that Simek’s banking and cellphone accounts have not been used since. Police have found no evidence of foul play, and have no evidence that Simek – an avid outdoorsman and a restoration mason by trade – left the country. Numerous interviews of Simek’s friends, family members and associates, along with extensive checks of government and financial institutions, have brought police no closer to solving the mystery of Simek’s disappearance. He says “it’s about time someone of Mary Barra’s caliber and experience was appointed to the coveted position of General Motors CEO.” He goes on to say that her background is “much the same as [his],” so all should be well and she “should enjoy a long tenure at the helm.” This conclusion is also based on his assessment of her recent testimony to Congress in its investigation of General Motor’s now decade-long faulty ignition switch fiasco. The key to her long-term success, he says, is for her to remain as forthcoming as she then appeared to be. Under Ms. Barra’s new leadership, being forthcoming does appear to be the ‘gameplan’. Last week, GM acknowledged that in failing to notify the government about the defective switches in accordance with the timelines required by the National Highway Traffic Safety Administration—now linked to at least 13 North American road deaths— it broke US laws. This response to the $35 million fine levied against the company by the US Transportation Department contrasts with the timing of Toyota’s admission of wrongdoing in its massive recall case of 2009-2010 —reportedly after it reached a settlement with the Justice Department early in 2014. Bert Paquet ated when he got onto 128 A Street, and while two of the men were able to hang on, a third tumbled out and hit his head on the pavement. He was taken to hospital in critical condition, but has since been upgraded to serious condition. Charges are being considered against the driver. Surrey RCMP Cpl. Bert Paquet said the unfortunate incident is a timely reminder for people to respect moving vehicles. “It’s a serious and timely reminder to give more respect to the risks involved to riding without vehicle restraints,” Paquet said. “We see it more and more at this time of year, it is a seasonal issue.” Police believe drugs or alcohol may have been contributing factors in the accident.

This is not a CEO who is asking everyone to “wait until all the facts are in.” The gist of her message: “We have learned a great deal from this recall. We will now focus on the goal of becoming an industry leader in safety… We will emerge from this situation a stronger company.” Ms. Bara’s actions are also consistent with her messages. Internal investigations into the handling of the ignition-switch problem are being conducted by Anton Valukas, chair of the century-old national law firm Jenner & Block whose recent distinctions have included appointment by the court as examiner in the Lehman Brothers bankruptcy, reportedly the largest bankruptcy in United States history. Internal investigations of all matters surrounding defects are also underway— policies regarding identification, internal and external reporting. The Wall Street Journal has also reported that GM’s board of directors has hired lawyers to review how information about the recalls failed to “get to directors’. In Canada, whether or not Transport Canada will similarly pursue GM is unclear. Media reports indicated that any hearings into the matter by the House of Commons Transport Committee will be in camera and that while GM is required by law to inform Transport Canada of defects, it did so in February 2014. In Canada, the maximum fine under the Motor Vehicle Safety Act for failing to report is $1 million.

Delta School District is facing child pornography charges in the U.S. after hundreds of photos and videos were found at his Point Roberts home. William (Bill) Brook was arrested crossing into Washington State May 7 after U.S. police received information he might have bought child pornography online. In a sworn deposition, Department of Homeland Security special agent Toby Ledgerwood said Brook’s hands were shaking and he appeared “extremely nervous” during questioning. “We noticed that Brook
had a difficult time swallowing, which Brook told us was caused by ‘dry mouth due to medication’,” said Ledgerwood. Police then searched Brook’s home in Point Roberts and found 334 suspected images of child pornography on one of two laptops, with the most recent download dated May 6, 2014. According to court documents, there were also videos of young boys being sexually assaulted by adult men. When Brook showed officers into his home, he allegedly told them, “I just want to erase the stuff.” A search of a second laptop, which Brook identified as property of the Delta
School District, revealed nothing illegal, police said. The school district said it is aware of the charges against Brook, but could not comment further on his employment status for privacy reasons, only to say there are provisions under the School Act to suspend employees in such circumstances. It’s uncertain what school(s) Brook worked at or what age of students he dealt with, although until recently, he appeared on a staff list at Ladner Elementary. Delta Police say they are investigating whether any criminal activity took place in Canada.

Officer hurt as stolen truck flees RCMP have identified a suspect of interest by Kevin Diakiw A SURREY RCMP officer
is nursing minor injuries after his car was rammed by someone fleeing in a stolen vehicle. At 8:40 a.m. Wednesday, Surrey Mounties were called to a report of a stolen yellow Dodge Ram at a Husky Station near 176 Street and Highway 10. When officers arrived the vehicle was gone, but it was spotted in a cul-desac near 180 Street and 56A Avenue. A Mountie blocked the road with his car, but the driver blasted through the patrol car to escape The air bag deployed in the patrol car, causing injury to the officer’s hand. Police later found the vehicle near 60 Avenue and 174 Street. RCMP have identified a suspect of interest.

Cloverdale Rodeo and Country Fair, as more than 100,000 took advantage of unexpected sunshine and packed the four-day event. Organizers say 86,000 people attended the fairgrounds during the May long weekend, while another 21,000 shoe-horned into the actual rodeo site. “We were fortunate to have fantastic weather that brought out excited crowds throughout the entire long weekend,” said Shannon Claypool, president of the Cloverdale Rodeo and Exhibition Association. “We were especially thrilled with the enthusiastic rodeo crowds that nearly sold out every performance with two back-to-back sellouts for Sunday and Monday events.” Police say the crowded event went off without a hitch. There were a few drunk and disorderly situations but nothing that actually led to arrests or charges. It was the 68th year of the rodeo, and the 126th year of the Country Fair.

was among the gold medalists at the Fraser Valley High School Track and Field Championships last week in Coquitlam. The Lord Tweedsmuir Secondary student won the gold medal in the boys shot put, and added a silver medal in the discus. Ingvaldson had a throw of 14.86m in the shot put for a winning margin of just eight centimeters. In the discus, Ingvaldson was three metres behind the winner with a best throw of 44.36m. At last year’s provincial championships, Ingvaldson won a silver medal in shot put, was fifth in the discus and placed eighth in the hammer throw. Jasmine Gill of Sullivan Heights Secondary earned a pair of silver medals. In the girls 400m race, she was one of two runners to finish in less than a minute. Gill crossed the line in 58.25 seconds, roughly a half-second back of the winner. In the 800m race, Gill finished in 2:18.99. She was 3.5 seconds behind the winner and more than 4.5 seconds ahead

Del Bianco, who will enter his fifth-year at TWU this fall, is coming off a 2013-14 campaign in which he averaged a team-high 4.19 points per set and was named both a Canada West first team all-star and a CIS second team all-Canadian. This was the second year in a row the Fleetwood Park Secondary graduate has
earned both conference and national accolades, as he was also a Canada West First Team All-Star and CIS First Team AllCanadian in 2012-13. After carving out an impressive beach volleyball career in his earlier days, which included a pair of national championships and both youth and junior world championship appearances, Del Bianco has recently focused more on the indoor game, starting last summer. Playing with Team BC, he earned a bronze medal at the 2013 Canada Summer Games
and in 2011, he was also flag bearer for the

Styling-wise, they have matured since its introduction in 2012. Though it is immediately recognizable, it has been tweaked. There’s now full LED illumination, a new headlamp cover and mounting and more, Giving the strong road presence that it has is its commanding and bulbous body, matched with a 240 rear tire; a tire that was specifically made in conjunction with Pirelli for the Diavel. Though it might look like a handful, it’s not. And if a “handful” was measured in weight, you’re only looking at, or handling, 205 kg (452 lbs.) Speaking of hands, its handling is quite superb. Taking on the twisty roads won’t leave you scraping pegs like other cruisers. And with 3 modes (sport, touring and urban) to channel the 162 horsepower (100 hp if you’re in urban mode) from Ducati’s new Testastretta 11° DS engine, it won’t take off on you without your consent. With crowds taking photos of this beautiful beast, and asking to take a photo with it, I couldn’t see any other vehicles generating such fervor. It generates even more zeal when on the open road. But for now, the temporary celebrity status that these bikes bring are a welcome change from the norm. And knowing that an item that costs at least ten times less than the vehicular ornamentation perfectly placed in Monte Carlo - the Diavel Carbon White model has an MSRP of $21,995) could be considered cheap thrills, right? When Honda launched its fourth generation Odyssey in 2011, it described the minivan as ‘the ultimate in family transportation’. Odyssey has become an industry benchmark for minivan interior versatility features, fuel economy and its agile driving dynamics. While the market for new minivans has been shrinking in recent years, it’s still a sizeable in Canada. A used Odyssey is a sought-after premium product that will probably cost a little more, but historically it also retains its value exceptionally well. Compared to its predecessor, the 2011 Odyssey offered improved fuel economy due in part to a more aerodynamic shape that’s wider and includes a lower roofline. Offering seating for up to seven (or eight) occupants, this Odyssey also came with a new “3-mode” second-row seat design and an easier to use fold-away 60/40 split 3rd-row seat. Even its third row seat provides ample head and legroom for adults and a surprisingly high degree of comfort. Its stylish “lightning-bolt” body belt line, that zig-zag just aft of the sliding door, also cleverly provides third row passengers a larger window. A bigger part of the fuel economy improvement story was the new 3.5-litre i-VTEC V6 engine that came with Variable Cylinder Management (VCM). The VCM technology allows the engine to operate on just three or four of its six cylinders when power requirements are low, such as highway cruising. When linked with a six-speed automatic transmission in the Touring

The same engine comes standard with a five-speed automatic transmission in all other trim levels of Odyssey, which are LX, EX, EX-RES and EX-L. Other than minor exterior colour changes there were no changes to Odyssey for the 2012 model year. It got a back-up camera as standard equipment for 2013, but was otherwise unchanged. Designed, engineered and made in North America, the fourth-generation Honda Odyssey has a very good reliability record and achieved a “Top Safety Pick” rating based on its Insurance Institute for Highway Safety’s crash testing results. King of the open road and a giant among minivans, the Honda Odyssey may be the pricy option, but it can also be a good vehicle investment.

Watkins, Lawrence A., OMM, CD Hon Col (ret) January 1934 - May 2014 Larry peacefully closed his eyes and left us on May 13, 2014 with his loving wife and soul mate Lorna holding his hand. Missing him are his children, Laurie (Allen), Will (Barbara), Lyle (Karen), seven wonderful grandchildren, two adorable great grandchildren and one in our hearts. Staying true to his strong and dedicated character, he used his short 3 weeks “notice” to address that which was most important to him……the well being of his family and friends, and the continuity of his wonderful CF Museum at 12 SVC Bn. He was a director of the Unit’s museum for many interesting years and this brought him great joy. Larry made a significant contribution to the Reserve Army where he earned the respect of colleagues and made lifelong friends around the world. His service and dedication to the military spanned over 54 years. He was extremely proud to be a Canadian. In retirement Larry traveled the country enjoying his motor home and his RV lifestyle and friends. His exceptional memory and passion for history, music, travel and archaeology could always be counted on for lively discussions and enlightenment. Celebration of Larry’s life is to be held at Victory Memorial Park Funeral Centre, 14831 - 28 Ave, Surrey, BC on May 30th at 11:00 AM. No Flowers by request - The family would ask in lieu of flowers for those who wish, a donation to the charity of your choice be made in Larry’s name. THREE SPORTS ORGANIZATIONS in Surrey are
getting a total of $5,992 from the B.C. government’s Local Sport Program Development Fund. The B.C. Pickleball Association received $1,992 to help with its After School Pickleball for At Risk Children. The program serves approximately 50 children in B.C. The City of Surrey received $2,000 for its I AM Game program, which teaches fundamental movement skills through multiple sports to persons with a disability. And the Surrey Storm Fastpitch Association received $2,000 for the Girls to Coach program. Local Sport Program Development Fund grants are designed to help establish new sport programs or expand existing ones so that more British Columbians, particularly those who face barriers to sport, have opportunities to participate. Programs funded this year are focused on teaching fundamental sport skills to children, introducing new Canadians to sport, expanding aboriginal sport programs, and providing adaptive sports to persons with a disability. Funds are generally used for equipment, coach training or program development. The B.C. government will invest more than $50 million in sport programming this year. The Local Sport Program Development Fund, Girls Only and Forever Active Bodies 55+ grant programs are administered through ViaSport. “Pickleball is a great sport for children to learn and a great opportunity for at risk youth to participate in,” Surrey-White Rock MLA Gordon Hogg said.
