The Regional District of Central Kootenay has shelved the idea of creating a water supply board until January. The new body would be comprised of the 11 rural regional directors plus the Town of Creston and govern the 19 water systems the district owns and operates, including South Slocan, Ymir, Riondel, Balfour, Edgewood, Fauquier, Burton, and Erickson. However, some directors including rural Salmo’s Hans Cunningham, who asked for the delay, fear it could lead to increased costs. “The difference is operating the water systems centrally
or from their separate areas,” he said. “When you operate centrally, you have the benefit of specialized knowledge but because we’re a large regional district, we have a long way to go to service systems on the outside areas.” Cunningham said in Ymir’s case, annual rates have more than quadrupled in recent years and are now about twice what people in Creston pay — whereas it used to be about the same or a little lower. He blamed the increase on the fact maintenance is no longer handled by someone in the community. Cunningham added that he didn’t want the water board to become an election issue: “This is silly
season. I’d like to discuss it sanely.” However, rural Kaslo director Andy Shadrack balked at the delay, saying it could further hold up the regional district’s acquisition of other community water systems, including one in his area. “They were in the process of becoming a [regional district] system and have been held up 18 months. That simply isn’t fair,” he said. Directors narrowly voted in favour of referring the matter until after November’s elections. In the meantime, they are expected to further study the idea. When it was put forth earlier this year, administrator Brian Carruthers
said the water board was intended to “ensure consistency in how water services are delivered.” Existing volunteer management commissions would remain in place for the time being, but the water board would have to decide whether they would continue to have a role in operating the systems and setting rates. For most of the last 15 years, the regional district has had a moratorium on taking over any new water systems, except for a period between 2010 and 2012 when several were added. The new water board could consider lifting the moratorium, but its main focus would be existing systems.

Local songwriter honoured with awards Sheri Regnier Times Staff
Winning five music awards from the Independent Music Channel (IMC) added fuel to Catherine Manna’s fire to keep on chasing her songwriting dream. The Trail-based singer/ songwriter just returned from Hollywood with an armful of accolades from IMC’s third annual music awards held April 27 at Sunset Boulevard’s famous Whisky a Go Go nightclub. After submitting original work to the internet radio station last fall, Manna was nominated for eight songs in six different categories after her soulful tunes proved to have staying power on the site’s charts for 10 weeks. She walked away with top honours as Artist of theYear and Song of the Year for “You are Beautiful,” along with nods for Best Easy Listening; Best Easy Listening Recording; and Best Easy Listening Song. “This was the biggest year for submissions,” said Manna. “So I went down there with no expectations,” she
continued. “I was caught off guard because what I really wanted to do was meet all the other artists and maybe open some doors up.” The single mother-of three is heading back to the southern state later this month after being offered the opportunity to tour an iconic American record label locale and sing a commercial track for both television and radio. “Honestly, now I feel so different about things and want to keep the momentum going,” she said. “And with the rare opportunity to go to Capital Records to record, I am ready to go back to L.A sometime after Mother’s Day.” Manna plans to collaborate with other artists on the music channel’s website, and felt so inspired following the awards, she wrote a song called “Chasing Rainbows,” during her flight back to Canada. “I’d love to go back and forth a couple times a year because the people were so friendly,” she said. “And I am overwhelmed by so many new people wanting to work with me.”

Manna started singing as a toddler, inspired by her Italian aunt who had a regular spot singing on the Toronto-based Johnny Lombardi Show, an Italian variety show that still airs every Sunday at 11:30 a.m. from the heart of Little Italy in the east coast metropolis. Since that time, she learned to play piano and began writing songs after her first broken heart at the age of 14. “You know Taylor Swift,”
she chuckled. “I was doing it before her.” Now aged 53, Manna hasn’t performed locally for awhile, but the day after she returned from California, she was asked to entertain Greater Trail seniors in a show this fall. “When I am not at work, I am on the web promoting my songs,” she said. “Now with my first booking in Trail, I feel like a bird, and want to keep flying high in the moment.”

Sixtieth in an alphabetical series on West Kootenay/Boundary place names. As described in this space last week, the Nelson and Fort Sheppard Railway took part of its name from a misspelling of Fort Shepherd, a Hudson’s Bay Company trading post on the Columbia River named for governor John Shepherd (17921859). The railway was an extension of D.C. Corbin’s Spokane Falls & Northern line, intended to close the gap between Northport and Nelson. Long before construction began, speculators were on the scene. The (Ainsworth) Hot Springs News of March 16, 1892 announced the incorporation at Victoria of the City of Kootenay Land and Investment Co. Directors George A. Keefer, C.G. Ballantyne, and Dr. Ernest Hanington eyed

the patch of land between the confluence of the Columbia and Pend d’Oreille rivers and the international border, expected to be the railway terminus. Here Keefer’s partner Henry B. Smith surveyed a townsite called Kootenay City, or City of Kootenay. They announced lots would be on the market in early April, and a month later a Mr. Hammond was erecting an hotel and restaurant. Ads for the fledgling town appeared in the Victoria Colonist through the end of August, but then 99problem was a $major

discovered: due to a surveying error, some of the lots were actually in the US. Consequently, the townsite plan was cancelled. On May 2, 1893, Smith and George Keefer returned and laid out a new townsite on the same land, this time known as Fort Sheppard (first referred to as such in the Colonist on February 23 of that year). The Touchstones Nelson archives has a townsite blueprint, which is faint but readable. Entitled “Plan of the Town of Fort Sheppard, Terminus of the Fort Sheppard and Spo-
kane Falls and Nelson Railways,” it shows the railway passing through the middle of town. Avenues included Columbia, Kootenay, Ashnola, and Nelson. Streets included Sheppard, Penticton, Spokane, and Okanagan. For a few years, Fort Sheppard and Waneta were separate towns on either end of the railway bridge, but the latter eventually subsumed the former. Everybody remembers their first car but very few people hold onto that set of wheels long into adult life. Tsawwassen resident Laura Ballance still has her 1967 Ford Mustang T5 but it has not turned a tire in years and has fallen into a state of disrepair. Monte Carlo, Monaco: Everywhere you look, wealth abounds. The parking spaces in front of the Hotel de Paris and Casino Monte Carlo, Monaco, are filled with vehicles no less than $200K. Or should I say 200,000 Euros? I’m feeling a lot out of place. Ferraris, Maseratis, Bentleys, Porsches, Bugattis (yes plural) and other exotic vehicles seem to be a dime a dozen, as it were! Even the taxis are premium makes and models.

The occasional “affordable” vehicle (like a 3 Series BMW or an Audi A5) manifests itself, but they already know they won’t be getting the premiere parking spots in town. So how do you get noticed in an area where such opulent sheet metal resides? A place where spending hundreds of thousands of dollars on a vehicle is the unwritten rule, and even that might not be enough for a second glance. The answer is simple: the 2015 Ducati Diavel. You can hear them coming from a mile away (sorry, 1.60934 kilometres if we are to be Continentally Correct). The devilish Ducati, even with the stock exhaust – which is new for the 2015 model year - could easily conjure sinister thoughts. You’ll look around and try and figure out where the sound is coming from and why that it isn’t familiar. The low-note grumble and throaty belligerence characterizes the twin pipes that are both aggressive yet sublimely pleasing to the ears. Now imagine amplifying that sound by more than 30. A flock of Carbon Whitetrimmed Diavels set out to congregate in the main plaza of Monte Carlo. That’s where our press briefing would take place. On the way to the gathering point, the adventure took
us through a section of the F1 Grand Prix track. Hairpins, winding roads and silky smooth tarmac paved the way for us. A reflective feeling overrides
my senses while manipulating the same roads as some of motorsports’ greatest driver. It’s surreal. For a moment, I feel like a champion. Though, that mo-
ment lasted longer than I anticipated. The Bologna-based brand’s revised sport cruiser is one that commands attention. Even if you don’t want to
look, its black hole-like nature won’t let your gaze escape. Besides, you’ve already been hooked by its exhaust note and the mellifluous sound from its 1,198 cc engine, so

The words performance and Volvo rarely appear in the same sentence but the new 2015 V60 Sportswagon RDesign should change the perception that the Swedish manufacturer is only capable of producing reliable and safety conscious products to the exclusion of excitement. This performance oriented T6 AWD version pumps out 325 horsepower, topping the base T6 by 25 horses and a massive 75 more than the fourcylinder and fuel efficient base T5. A week aboard this wagon showed it to be a very sporty
$ machine on the highway and at its utilitarian best in the city. Combine some paddle shift action with the auto transmission in Sport mode and you can push the car from zero to 100 klicks in about six seconds. Taking the V60 at speed around the twisties along the Sea to Sky Highway demonstrated its excellent road holding and handling capabilities, courtesy of corner traction control. Jay Leno hits the Italian highways in a rare jag By Keith Morgan
The famous Mille Miglia rally in Italy was packed full of famous cars and equally famous drivers this past week. But when it comes to prodigious competition histories paired with A-list names, the combination of Jaguar Heritage Racing’s 1951 Ecurie Ecosse XK 120 roadster with Jay Leno and Ian Callum was hard to beat. Well, maybe. Regular Driveway readers will recall that yours truly and my friend George Holt did the recent
Hagerty Spring Thaw rally around BC in a 1954 XK 120 roadster. But I digress. Recently retired late night show host, Jaguar collector and classic car enthusiast, Leno, and Jaguar Design Director, co-driver Callum, are legends of the automotive industry – and at the famous road endurance rally, the rare roadster complemented their presence. Prior to the event, Callum said: “As a Scotsman, Ecurie Ecosse is incredibly close to
my heart – so the chance to drive this incredible XK 120 through Italy is a once in a lifetime opportunity. Factor in a co-driver who’s almost as much of a Jaguar man as me – and there’s no doubt I’m going to love every minute!” Leno commented: “I’m fortunate to have an XK 120 in my garage – not to mention a few other incredible cars from Coventry - but this Ecurie Ecosse XK 120 is one of the most beautiful Jaguars ever built. I absolutely
adore it. It’s a real honour to be asked to drive it on the Mille Miglia and to be able to revel in its history with someone like Ian is a true privilege.” One of the most valuable and important XK 120s in the world, ‘LXO 126’ is the only surviving example of three original cars built to launch the Scottish racing team in 1952. A race winner in its period, it is most famously associated with raffish Anglo-Scottish aristocrat Sir James Scott-Douglas.

Scott-Douglas competed in a number of endurance races across Europe with Ecurie Ecosse and even went on to keep ‘LXO 126’ as a road car in 1953. In the same year, the car returned to the race track at the infamous Nurburgring; Ecurie Ecosse mechanics hastily converting it back into a competition car when one of the team’s C-type’s met with an accident. Since then the car has been
the subject of a meticulous restoration. Resplendent in the classic Flag Metallic Blue of the Ecurie Ecosse racing team, it was recently sold by Bonhams Auctions for more than $1-million at the end of 2013 and has been loaned to Jaguar Heritage Racing for the event. It wasn’t the only Ecurie Ecosse car in Italy for the event – the Ecurie Ecosse Ctype and D-type the original Ecurie Ecosse racing trans-
porter were also present at the start in Brescia. At press time, Jaguar Heritage Racing planned to tackle the legendary endurance event with a line-up of top-name drivers. The route includes more than 1,000 gruelling miles (1,600 kilometres), hence the name, from BresciaRome-Brescia in ten of the most revered and sought-after historic Jaguar cars ever produced. keith.morgan@drivewaybc.ca

Buying the right motorcycle for the right price By Alexandra Straub
You’ve got your license, you’ve got your proper gear, now all you need is your motorcycle. Here are a few things to consider before signing on the dotted line. Budget Establishing a budget is probably the most important thing to outline when t comes to your new ride. f you’re buying used, this is particularly important. You might be tempted to spend
an extra couple of thousand on the bike of your dreams. But if the dream bike just happens to be a nightmare and costs you an unanticipated fortune on repairs, you might find yourself in a pickle. New or Used? There are differing benefits to buying new or used. New bikes have warranties, but a used bike that might not be too old could still have one. Is buying either way better than the other? Not necessarily. Buying used you could
get a more upscale model for your budget. Private Sale or from a Dealership? Speaking from experience, buying through a private sale can be a good way to go, especially on a budget. I found my bike on Craigslist. But if you can’t pay cash up front, dealers generally have financing or payment plan options. Private sales don’t. Dealers also have most likely done a tune-up or some service in preparing the bike for the sale.
Check the VIN through ICBC or a Trusted Database It might cost you a few extra dollars to run a bike’s VIN through a trusted database but can save you multiple headaches in the end. It will show if the bike has been in any reported accidents and detail the damage. It’ll also show if there is money owing on the bike or if it was reported stolen. Keep in mind, if the bike is from out of the country, the record likely won’t show. When I went to buy my first

bike, I had my heart set on a beautiful Yamaha R6. It looked brand new and perfect. The seller said it had never been in any accidents and had all original parts. I left thinking that the next day I’d be riding this beauty home. However, I paid my $20 (at the time) and found out the bike had been in two accidents with damage costs of more than $3,000. If you’re buying through a dealership, they might even have the bike’s history on hand for you. It never hurts to double check. The Myth of Displacements
Many new riders like to set a cap on the cc displacement they’re willing to get for their first bike. I had a reader write me asking what he should get. He’s 6’2”, 220 pounds and had long limbs. He didn’t want anything higher than a 250cc though. I asked him why. He said he wanted something manageable for his first bike. With long arms and legs, a 250cc bike wasn’t going to fit him! Or vice versa. I told him to look at cruisers, like the Harley-Davidson Sportster, Honda Shadow, Suzuki Boulevard S40, Yamaha Bolt. They might have a higher displacement but they’re
going to be easy to manage and work much better with his body. What did he buy? A used 2006 Honda Shadow 750cc. And he loves it. I recommend buying a bike that you are comfortable on, both physically and mentally. Test Rides Private sellers won’t generally let you test ride, but ask. Dealers are more open to this, especially with newer models because they have demo fleets. Mechanical Inspection If you’re buying used, and you are this close to making the decision, before you go to the bank and give up
your savings, spend an extra $100-$200 to get a motorcycle mechanic to look at your potential purchase. Private sellers will generally ride the bike down to a location of your choice and let the mechanic work their magic. The mechanic will then let you know what things might need to be worked on in the near or distant future. If the seller thinks it’s too much work, then it’s your call if you want to continue to work with them. I wouldn’t buy a bike without knowing what I’m getting into. alexandra.straub@drivewaybc.ca

Frederick Adie was described by the Northport News of November 7, 1895 as “the busiest man in the twin towns — Fort Sheppard and Waneta.” Adie ran the post office, general store, and Fort Sheppard Hotel, which closed sometime after 1928, by which time it had a reputation as a bootlegging joint. Abandoned for years, a sign painted on it declared: “Hotel Atoll. No girls atoll. No beer atoll. Not a dam thing atoll. The Hotel Atoll.” (A similar inscription turns up in several places but apparently originated with US marines stationed on Kwajalein Atoll in the Marshall Islands dur-
