Contracts awarded for 50th Ave. main; water well study; engineering services BY STEVE DILLS SYLVAN LAKE NEWS
A local company was awarded the contract to install a sanitary sewer trunk main under 50th Avenue, between 41st and 47th Streets this fall. The bid of Urban Dirtworks, in the amount of $1,103,843.37, including GST, was accepted by councillors May 12. The work involves the second phase of a program to replace the existing older main with a larger diameter main so that future flows from the west and south can be accommodated. David Kelham, the town’s engineering technician, said work is expected to start after the Labour Day weekend in September and be completed by Oct. 31st. Four contractors submitted bids and all fell within the total project budget. •••bold centred•••Water well study•••end bold centred••• At the same meeting, councillors awarded a contract for a study to find a new water well. Tetra Tech EBA of Calgary was the successful bidder at an estimated amount of $108,597 excluding GST. David Brand, director of public works, in his report to council, stated the town is “facing a medium-term shortage of potable water for population growth” beyond the presently licensed capacity of 18,000 people. The project, to be completed by October,
includes investigation, exploration and drilling of wells at selected locations. A complete groundwater feasibility investigation is required to determine the availability of suitable quantity and quality of potable water for addition to the town’s present licensed allocations. It’s estimated additional water will be required by 2018. A second phase of the project is tentatively scheduled for 2015, assuming a suitable supply is found and a budget is available to complete a well and hook it into the town’s system. It would be a short term solution to satisfy the town’s water needs. A longer term project is to develop a regional water system drawing water from the Red Deer River. A commission of municipalities around the lake has been investigating this possibility for several years but provincial government funding would be needed to complete the project. Betty Osmond, the town’s chief administrative officer, said that could be quite a few years in the future. •••bold centred•••Engineering services•••end bold centred••• Councillors also awarded a contract for general engineering services to Tagish Engineering of Red Deer for a three year period, with an annual review. These services are required throughout the year to “supplement the technical capability and capacity within Public Works”, said Brand’s report. Among the tasks could be review of developer-
supplied engineering drawings, cost estimates and studies; field inspections of development sites for construction completion and final acceptance; functional planning studies, traffic counts and traffic signal warrant analysis; feasibility stud-
ies, water and sanitary modelling and conceptual design; estimating and budgeting assistance for town capital projects; and miscellaneous design services and technical assistance.

- Miss Gervais’ Grade 3 class along with Mr. Locke’s Grade 6 class at École Mother Teresa Catholic School participated in breaking the Guinness World Record for the largest online book discussion in a 24-hour period on May 6 and 7 during Canadian Mental Health Awareness week. The idea was to have the children read the book “I CAN Believe in Myself”, then leave a comment on the author’s blog about what they CAN do. Miriam Laundry (author) is working with the Canadian Mental Health Association and The Society for Safe and Caring Schools and Communities to promote positive thinking for children. Imagine a world where information flows freely. A world where government automatically posts the conditions of and needed upgrades for your local hospital, or reports about the standards of patient care, or accounts for every tax dollar. In this dream of easy information access there are no complicated applications, no cumbersome hoops to jump through, and no denials from shadowy government offices. There are no needless and lengthy delays. Finally, there are no bills demanding thousands of dollars before you get the information you seek. Getting hassle-free information on what your tax dollars pay for sounds pretty great, right? Alberta is a long way off from achieving a freeflowing information society. Recently, however, MLAs had a chance to take a big step towards

I was honoured to be able to present Bill 204 in the Alberta Legislature this spring, the Freedom of Information and Protection of Privacy (FOIP) Amendment Act. The focus of Bill 204 was simple: to provide Albertans better access to information about government. Unfortunately, the PC government did not see a need to improve information access to Albertans and voted it down. As an MLA, I frequently hear from constituents asking for more information about government ministries, Alberta Health Services, or other provincial government agencies. But when I try to access the information I need to serve my constituents, like regular Albertans, I am repeatedly blocked and bombarded by costly bills worth thousands of dollars. Under the FOIP process, applicants can apply for a fee waiver if it is in the public interest. However, this is often denied and the appeal process can take months or years.

It was agreed to give them a portion of the camp ground. ♦ ♦ ♦ The local chapter I.O.D.E. is compiling an Honor Roll of Sylvan Lake personnel serving in the Forces. Besides those who were actual residents of Sylvan Lake and whose homes were here at time of enlistment, the Chapter will include names of such personnel, whose homes have been established here two or more

MLAs would be able to better serve their constituents by having access to the information they need. FOIP has proven invaluable in uncovering misuse of tax dollars. Whether it was the South Africa travel expenses, the abuse of the government air fleet to attend partisan rallies, or the sole-sourcing of contracts that didn’t deliver value for taxpayers, FOIP has been the tool of choice for journalists and enterprising Albertans to find out what their government has been up to. It is my hope that Alberta will continue to move towards greater freedom of information. Albertans can count on Wildrose continuing to push for greater accountability and transparency in government. Councillor Fred Moore, chairman of the beach committee met the group at Sylvan Lake. ♦ ♦ ♦ Sylvan Lake Branch of the Royal Canadian Legion will write to Attorney General Department, requesting the R.C.M.P. to police the Town of Sylvan Lake and the waters of Sylvan Lake. The annual Legion Zone Picnic will be held on the north shore of Sylvan Lake on June 14. Veterans and their families welcome. The front of the Legion Hall will have a face lifting. to Alfie Myhre, a fiddle player whose natural talent makes people want to get up and dance. The women’s lifetime achievement award went to Mary Resek, a well-known country singer from Calgary. Hartman said award winner selections are not only determined by talent, but by how well the performers interact with the audience. Although it is often a tough choice, she enjoys the opportunity. “It is a great pleasure to do it,” she said. Jessica St. Denis, Lou Paul, Allen Christie, Randy Smith, Shelly Dubois and popular country star Tim Hus rounded out the lineup.
From start to finish, this year’s lineup of Alberta’s Men & Women of Country Music showcased exceptionally talented artists. The show, held May 10 at Hoadley Community Hall, offered the crowd a potpourri of country music, provided by great musicians, whose love of music was contagious and swept through the audience with a powerful boost of positive energy. Debbie Bergeron from Rimbey performed for the first time at the show. She enjoyed her time on stage and also was pleased to have the opportunity to rub shoulders with the other musicians. “It was great to meet some very, very talented artists. There is a lot of talent out here. I so enjoyed the show and the crowd was great.” Shirley Hartman viewed this year’s show as an “outstanding sucSonya L. Four years ago — Jan. 2010 — I travelled to Ogooma, Africa with our Team of Seven from T.O.U.C.H. Ministries. We were called the Dream Team — we drilled a water well and were in the process of building an orphanage for children in the Ateso area. We have had five teams travel to the orphanage to support, help build, and create a home for these beautiful children since then. I have just arrived back after having travelled with the Amina Team and was overwhelmed with what has been accomplished since the first time I

went — we have 85 orphans, all sponsored, 20 workers who create a home for our kids, two dorms — one for the girls and one for the boys — washrooms with pit latrines, a kitchen, a storage area for food, a bakery, a big hall, an irrigation system for our gardens and a big beautiful church that welcomes all the villagers. I was privileged to travel with the Amina Team (which means the Love Team in their Ateso language) led by Frank and Sherry Wiebe of Sylvan Lake. We had the opportunity to visit the hospital in Kumi (which is private and at one time was a place for all the lepers), we saw the lineups for aids, lineups for malaria, and the children’s wing where malnutrition runs rampant. opener that is very humbling. Our children come from homes where they have very little. They live in a hut and sleep on the ground. Food and water are in short supply. Our team was able to go to the local market and deliver supplies to some of the families of our children. Talk about bringing tears to ones eyes — they are so thankful for so very little. Another eye-opener.

Some people from our team provided money for the orphanage to take a field trip to the airport and to the radio station (where our older kids were recorded singing — they are awesome) and then off for lunch. It was a first for most of them to travel on a bus and see what happens in the outside world. Many of our boys now want to become pilots. Continued on page 7

Trip to Ogooma, Africa We were blessed to be a part of four couples getting remarried in our church in Ogooma — what a treasure to see these people rededicate their lives to each other. We took wedding dresses from Canada, helped decorate the church on Friday and the big day, Sat. Feb. 1st, brought families and villagers together to witness the ceremony. The message by Rev. Jeremiah and Pastor Charles was simple and to the point, “Commit your lives to one another for the rest of your lives, this is what God wants”. This message was not only for the couples — it was for the hundreds of
villagers who attended as well. A meal was provided for everyone - by T.O.U.C.H. It was a beautiful day. Team Amina was able to develop relationships with the children and workers by just being at the orphanage — playing soccer and basketball, reading books, having a campfire, simply spending time and being involved with their life. The BVP is a confidential one-on-one meeting between the municipal Economic Development Officer (EDO) and an owner or manager of a business that is licensed to conduct business in the Town of Sylvan Lake. What is the purpose? The BVP serves multiple functions: . Provides opportunity for the EDO to get to know businesses and their needs, challenges and issues from a local perspective, . A means of gathering data that will support future investment and business attraction, . A forum to discuss municipal influenced issues that affect the success of your business, . A method to identify human resource or business training requirements and appropriate timing for delivery of workshops and information sessions, . An avenue for the EDO to share small and medium-sized business resources that support retention, expansion, business start-ups or aspiring entrepreneurs …and more! How much time does the business need to schedule? A series of standard questions have been developed in order to gain an overall outlook of the local economy and its drivers. BY STEVE DILLS SYLVAN LAKE NEWS The gas range in the kitchen at Sylvan Lake’s Royal Canadian Legion branch was replaced recently after a grant was received from the province’s Community Spirit Program. The Legion received $7,949.60, last June, during the final year of the grant program. This money partially covered the cost of replacing the range. The Community Spirit Program provided an opportunity for eligible non-profit and charitable organizations to receive a provincial grant based on total annual cash donations from individual Albertans that had been received over a 12 month period. The goal of the program was to increase individual giving to help support charitable organizations in Alberta. The Royal Canadian Legion is a not-for-profit service organization dedicated to serving veterans and their dependents, promoting remembrance and acting in the service of Canada and its communities. Donations from fundraising are used for purposes such as assisting veterans and their dependents in the local community, support for youth and senior citizen programs and care and comfort for the disabled, sick and aged in the community. Members of the Ladies’ Auxiliary use the kitchen for catering to various functions in the branch including birthdays, weddings, and funerals, meetings and special events.

Complaints of loud noise resulted in parties being shut down Monday, May 12th 9:01 a.m. – RCMP are investigating vandalism at the community centre on 43rd Street in Sylvan Lake which occurred sometime over the weekend. The gate was pulled off the fence and another gate was flattened. Shingles were torn off the roof and holes were also punched into the drywall in the women’s washroom. The playground boat and musical instruments were also damaged. The suspect or suspects fled the scene prior to officers arriving. Tuesday, May 13th 6:17 p.m. – A witness reported a suspicious male in the vicinity of UFA in Sylvan Lake. A male in his early thirties with short hair and a dark complexion reportedly pulled up to a male fueling his vehicle at the UFA gas pump and offered him a gold ring in exchange for cash. The male refused and the suspect

drove away in a rental vehicle. 10:03 p.m. – RCMP were called to a residence on 48th Street in Sylvan Lake after complaints of a loud party. The property owner was spoken to and was co-operative with police. The party was shut down and there were no further incidents. Wednesday, May 14th 2:11 a.m. – Police attended a domestic dispute on 48th Avenue. A 56-yearold female advised that her roommate, a 30-year-old male was intoxicated and was in the backyard yelling, causing a disturbance. Members arrived on scene and were advised that the male had gone to sleep and there was no longer a concern.

12:39 p.m. – RCMP dispatch received a call for assistance from a Lacombe County officer. A 33 year old Eckville male was arrested by RCMP on the scene and the off road vehicle was also seized. He is charged with driving while disqualified. May 17 official date ice disappeared

Two veteran lake watchers have confirmed the official date the ice left Sylvan Lake’s surface this year. It was Saturday (May 17) according to both Dave Corey at Pete’s At The Beach and Marina Bay resident and former Sylvan Lake Mayor Susan Samson. There was ice on the lake early in the morning, but by 11 a.m. warm sunshine had melted the deteriorated ice to such a state that it disappeared. It didn’t take long after that for motor and sail boats to appear on the lake. A tour around the shores Saturday afternoon found launch activity at Sunbreaker Cove, Kuusamo and Range Road 21 beside Half Moon Bay. Several people also dove into the frigid waters off the end of the landfill during the weekend. There is always much interest in disappearance of ice on the lake, particularly whether it will disappear before the unofficial start of the summer, the May long weekend. A chart compiled by Sylvan Lake News for our Centennial section last year, and reprinted in our Discover Sylvan Lake 2014 magazine which began distribution last week, indicates the earliest the ice left was on April 20th in 1941 and the latest was on May 30th in 1920. Last year it disappeared six days earlier than this year — on May 11th.

Construction of a proper boat launch at Range Road 2-1 on Sylvan Lake is one step closer to becoming a reality. Lacombe County council earlier this month agreed to award a contract to Associated Engineering Alberta Ltd. of Red Deer to investigate the feasibility of a boat launch, and create construction drawings and a conceptual design. As well, an Associated consultant will help create a action and strategy plan pertaining to lake access and recreational management. A preliminary meeting between Associated and a steering committee was held Tuesday. County Commissioner Terry Hager said the purpose of the meeting was to provide “input to Associated in terms of the expectations and what we’re looking for”. A regional collaboration grant totalling $250,000 was approved. Associated’s tender came in at $187,278. Red Deer
Advocate reported that remaining funds will be used later in the project if needed and applicable, and returned if not. According to a May 8 council agenda item prepared by acting environmental co-ordinator Cajun Paradis, the aim of the undertaking is to see “the development of a boat launch and appropriate parking that will provide safe access to the lake and limit the import of invasive species”. The area in question, located just east of Half Moon Bay, has been used in recent years as an informal boat launch, lacking proper facilities. A motion by Red Deer County last year to close the end of the road at the site was met with mixed reactions. At that time, Red Deer County cited concerns with the site’s “misuse and abuse” as the main reason for looking at closure. That sentiment was echoed by some residents of nearby Half Moon Bay, who supported its closure due to the tarnished state of the area following its use by boaters. Others felt its closure would only compound existing lake access issues.

PENALTY KILL

Well it’s that time of year again: NHL playoffs. I’ve been in the tractor so I haven’t watched much but I’ve had lots of hours to listen to a great deal of sports talk radio (ladies don’t roll your eyes). Once again this year a recurring topic is the way the rules are enforced differently when the playoffs start. Personally it drives me nuts, but there are many who insist it is better this way, all the while the league insists there’s no intentional difference. Now it is not my intent to spark a debate as to whether or not it should happen, but it is indisputable that it does. Whether it is cross-checking, interference, holding, or hooking during the playoffs the refs give the players a lot more latitude than is given during the regular season. Whatever your perspective is on whether or not it should happen is really not the point here. The point simply is that it does happen. It’s a good thing this doesn’t happen in real life. Imagine if during rush hour everybody knew that the rules of the road
were going to be relaxed. Consider what would happen if the stock exchange was lenient on insider trading because it was the last hour of trading in the day. Or if the mall cops let a shoplifter go because he didn’t flagrantly steal. Society would be in chaos. Of course some may suggest that’s what happens in the playoffs too, but I digress. In real life if you break the rules you pay the penalty. This is true in the spiritual realm as well, and in the spiritual realm the Referee doesn’t miss any calls and we have all been sent to the penalty box. Okay, I’ll drop the hockey analogy, it’s about to run thin anyway. When it comes to sin we have all broken the rules. The good news, the only news with any hope at all, is that Jesus paid our penalty for us. It’s not a matter of if I do the right things or enough right things then God will let it slide. The penalty is paid in full. It is done and now it is offered to you. The only question is will you accept it? If you want to see what the Bible says about it start by looking at Romans 6:23, Romans 10:9, and 1 John 1:9.

Jaxon Lynn, 16, a local junior golfer and member of Sylvan Lake Golf & Country Club, was runnerup in a two day golf tournament (36 holes) at Lacombe Golf & Country Club during the May long weekend. He lost in a playoff to Landon Stellingwerff of Calgary. Both boys tied with identical scores of 74-71 (145) in regulation. Stellingwerff had a par on the first playoff hole, while Lynn bogeyed it. Conditions were wet and windy throughout the tournament, but the competitors also had to deal with greens which were in very poor conditions due to how they wintered. The Maple Leaf Junior Tour (MJT) Junior Worlds Qualifier and Golf Alberta Order of Merit Series event included 78 competitors from ages 12-19, both boys and girls, from all over Alberta. Some of the best junior golfers in the province attended the tournament. Jaxon Lynn was runner-up in the Juvenile Boys (ages 14-16) and his two day total was bettered by only one other competitor in the Junior Boys (ages 17-19). The top two age categories featured 49 boys. Also competing from Sylvan Lake, were Jordan Cooke (12) and Tanner Smith (14), both in the Bantam Boys division. Golfers were competing for titles in eight divisions and the chance to qualify for July’s Callaway Junior World Golf Championships in San Diego, CA, subject to the outcome of other MJT qualifiers across the country.

Sylvan Lake Wave 18U won gold at Nationals May 6-8th! The Wave were 3-3 in Division 3 pool play and went into Tier 3 playoffs beating Yellowknife 25-18, 25-21 in the quarter finals and Olds Jr. Bronco’s 25-21, 14-25, and 15-09 in the semi-finals. This set stage for their win in the finals against Bonnyville Lady Rhino’s 25-20, 21-25, 15-13. Coach Wayne Halliday said the Jr. Boncos match really put the team to the test being down 4-16 in the second set with the Broncos having all the momentum. “Alicia Daniels, Maddie McDonald and Erin McFadden were sent in to stop that momentum and they went point for point giving us time to gain our composure back. Laker named to Team Alberta for Football Canada Cup BY STUART FULLARTON SYLVAN LAKE NEWS
Sylvan Lake will be represented at this year’s Football Canada Cup in Saskatoon this summer, after Landon Rosene was named to the Team Alberta roster last week.
Rosene, 16, made the cut after impressing at tryouts in Edmonton. A runningback, he was one of 325 players vying for a spot on the 40-man roster. “I’m pumped to be representing Alberta in my favourite sport,” he said. Rosene plays football with the H.J. Cody School Lakers. Jeremy
Braitenback, head coach of that team, wasn’t surprised to learn Rosene had been selected. “If you watch him play, he’s pretty amazing,” he said. “He’s not the biggest character, but his skill set is that he’s quick and he can really make good cuts at a high speed which set him apart from a lot of other players.” That Rosene was selected as a runningback is particularly meaningful, said Braitenback. He will be fondly remembered by his wife Marlene Hammond, his children Jenna Hammond, Melissa Myers, and Richard Hammond; his grandchildren Terin Hammond, Ainsley Hammond, Ellie Myers, Parker Hammond, Huxley Hammond, Chase Myers, and Kennedy Hammond. Terry Hammond’s occupation was painting but his passion was the outdoors. The numerous camping, fishing and hunting excursions created many memories that his family and friends will have for the rest of their lives. On a good night Terry would play the spoons and/or harmonica. A celebration of his life will be held at the Lion’s Hall Sylvan Lake, AB May 25, 2014 between 1pm and 4pm.
