Local rider Drayton Seabloom, 2, went crashing into the dirt while trying to ride a sheep during the mutton bustin’ contest during the Little Britches Rodeo at the Outriders’ Arena in 100 Mile House on May 17. Mom, Laura Thompson, ran behind trying to keep up with the darting animal and rider.
Share road carefully and live
All kinds of people use roads to get where they need to be, but a lot of them don’t have seat belts, air bags or several hundreds of pounds of metal keeping them safe. The Canada Safety Council wants to raise awareness that vulnerable road users make up a disproportionate amount of traffic collisions and deaths, most of which are entirely avoidable. In 2011, the most recent year where data is available, vulner-
able road users accounted for more than one-quarter of traffic fatalities, according to Transport Canada. Pedestrians accounted for about 16 per cent (%) of that number, while the other 11% was split between bicyclists (2.6%) and motorcyclists (8.4%). Responsibility lies with both the vulnerable road user and the motorist in ensuring their mutual safety. Vulnerable road users should be aware of their surroundings at

all times, taking extra care to follow the rules of the road. Pedestrians should cross the road only at designated crosswalks and intersections only when the way is clear. Breakdowns of incident causes are only available between 2004 and 2008, but the statistics show that more than 60% of fatal traffic crashes involving pedestrians happened while they were crossing a road. Of these deaths, only 10% happened when the pedestrian had
the right-of-way to cross at an intersection. A disproportionately high number of collisions among cyclists, pedestrians and motorcyclists alike happened due to a lack of visibility or at night. Wearing bright colours, retro-reflective bands and lighting, if necessary, could help make sure they see and is seen. Responsibility also falls on drivers and their reactions. One Continued on 4

Bipolar disorder focus of display at Parkside Art Gallery Gaven Crites Free Press
It’s sad, it’s heavy, and it sucks. It isn’t easy to explain, either, and Terri Kovalcik hopes people “get it.” Kovalcik’s artwork is currently on display at Parkside Art Gallery to give visitors some sort of sense of what it means to live with bipolar disorder. The 100 Mile House resident decorated the walls, and even the ceiling, of one of the back rooms at the local gallery with a variety of paintings she’s done

Jubilee brought back to life
Multiple Canadian Fiddle Champion Scott Woods and his band will soon be in the area to deliver an authentic live tribute to Don Messer’s Jubilee – one of the most popular TV shows in Canadian history. Woods, a twotime Canadian Grand Masters Fiddle Champion and twotime Canadian Open Fiddle Champion and Fiddle Entertainer of the Year, does more than just play fiddle tunes. He likens his show to that of Don Messer’s Jubilee that ran on CBC from 1957 to 1969. “Basically what Don Messer did and what we do is an old-time variety show,” says Woods, “similar to what they used to do on the radio or on television in the early days. “They’d have singing and then an instrumental and then some dancing and some comedy.” Woods was the musical director and played the part of Don Messer for seven years with “Memories of Don Messer’s Jubilee” that toured extensively throughout Canada. He was also the headline act that launched the Don Messer Centennial Celebrations that took place in Harvey, New Brunswick in 2009. “We meet some truly wonderful people,” Woods says. “They’re very appreciative and love what we’re doing and that makes us

feel good. “You don’t have to be a fiddle fan to enjoy the show. It’s good, clean fun that you can be proud to take your grandkids or grandparents to.” Woods and his band perform up to 150 concerts every year, most of which are fundraisers supporting churches, charities and other community service groups. Scott Woods Old Time Jubilee reunites Canadian Grand Master Fiddle Champion Woods (as Don Messer), Cape Breton tenor Tommy Leadbeater (as Charlie Chamberlain) and East Coast Music Award Winner Bruce Timmins (as Cecil McEachern). Also featured are the velvet vocals of Lynda Lewis (as Marg Osborne)

Local RCMP members being proactive on highways and byways
Police
report 100 Mile House RCMP responded to 84 complaints and calls for service during the past week. Of these, approximately 30 of them were traffic related calls, or proactive policing patrols. Asleep at wheel On May 17, 100 Mile RCMP members were dispatched to a complaint of a suspicious vehicle that had been
parked since midnight at 6254 Sunset Dr. A white Ford Explorer was approached and the driver was found asleep at the wheel. Open liquor was found in the console and when members administered the approved screening device, the driver was found to be impaired. The vehicle was impounded and a 90-day immediate roadside prohibition (IRP) was issued. Speeding with pot On May 14, a Cariboo
Chilcotin Traffic Services RCMP member was conducting laser speed enforcement on Highway 97. A red Toyota Tacoma travelling southbound on Highway 97 near 83 Mile Road was pulled over for excessive speed. The vehicle was travelling at 152 km/h in a posted 100 km/h speed zone. The driver was issued with a violation ticket for excessive speed and the subject vehicle was impounded for seven days. A small amount of
marijuana was turned over to the police, but due to the small amount, three grams, no charges were pursued. Excessive speed Around noon on May 14, the 100 Mile RCMP stopped a large Chevy lifted grey pickup at Tatton Station Road in 105 Mile. The vehicle was travelling 112 km/h in a 50 km/h zone. The vehicle was impounded for seven days for excessive speed and the driver received a $368 fine.

Twenty-one youth and adults recently cleaned up an old gun range at a gravel pit on the 1100 Road. It was a rifle range 40-50 years ago, but now it’s just a place to go and shoot, and a lot of people from 100 Mile House and the area use it. It was a mess, so folks just got together to clean it up. They hauled out 15 truck loads of garbage and had three fires going to clean up all the garbage wood. It’s hoped people will use this area with respect and clean up
after themselves by raking up empty hulls and cartridges. Folks are asked to
not shoot TVs, computers, propane cylinders and the like at the range.

RFP forms simplified
and February with positive results. SRFP benefits • It reduces the amount of time required to manage the request for proposals process overall. • Previously, the average length of a request for proposal was around 18 pages, but could be upwards of 80 pages with submitted responses being much longer, sometimes up to a few hundred pages. • It uses a smart form, an online PDF document with rules built in that provides consistency in the experience for vendors and ministries. This includes better alignment between what is being asked for, and what is being evaluated.

The provincial government has launched its two-page, short-form request for proposals (SRFP) making it easier for small businesses to sell to government. The shorter form will be used for government opportunities valued at less than $250,000, where it makes sense. The change streamlines the request for proposals process, making it easier for small businesses to apply and compete for work. The scope, process and templates for the two-page form were developed through extensive consultations – 14 sessions with 273 vendors, ministry and broader public sector staff during fall 2013. Several ministries piloted the short form RFP in January
