TERRACE - Coast Mountain School District students will get a second long weekend in a row thanks to a decision by unionized teachers to advance a planned one-day strike. Teachers, who have been unsuccessfully bargaining with the province on a new contract, had planned to be on the picket lines here Thursday, May 29 for a one-day strike. But the school district was told yesterday the strike day is now Monday, May 26. Although schools will officially be closed and no buses will be running and there will be no scheduled classes, principals, vice principals and other administrators will be on hand should students attend. “But we are asking parents to find alternate child care arrangements,” said Katherine McIntosh, the newly-hired school superintendent. A follow up release from the school district said schools will not have adequate levels of supervision on Monday, May 26 to ensure student safety. “It is the sincere hope of the Board of Education that this dispute will be conclud-

ed quickly and that normal school operations will resume as soon as possible,” the release added. There are no current indications next week’s strike action will be longer than one day, said McIntosh. Newly arrived in the region, McIntosh has experience in other B.C. school districts when there have been teacher strikes. “We’ve been through this before. We know what to expect,” she said. Teachers had already begun limited strike action which, in this district, resulted in not communicating with administrators, the cancellation of recess and later morning class start times. The B.C. Teachers’ Federation (BCTF) announced a plan earlier this week for rotating strikes around the province after rejecting the offer of a $1,200 signing bonus for an agreement by the end of the school year. The province had retreated from a proposed 10-year contract to one of six years containing wage hikes of 6.5 per cent. BCTF president Jim Iker said the bonus
doesn’t make up for the government’s wage offer. Education minister Peter Fassbender said the signing bonus and reducing the contract term from 10 years to six were significant efforts to move toward a settlement. Teachers say that more money, more teachers and a return to contract language guaranteeing class size and special needs support are needed to reach a settlement. In addition to Monday’s planned one-day strike, Friday, May 30 is a professional development day for teachers, meaning there will be no classes that day. Local teachers’ union president Cathy Lambright said teachers will be setting up picket lines at every school in the district on Monday. Close to 400 teachers are expected to take part in the strike. And six union members connected with bargaining will be at a province-wide bargaining information session May 30 and June 1 in Vancouver to discuss what might happen next, said Lambright.

Kitimat councillor steps down By Cameron Orr

KITIMAT - In a surprise announcement, Kitimat councillor Corinne Scott says she will be stepping down from her position. That leaves a council of six to keep the town going until the general election in November. Being so close to an election date the town will not hold a by-election to replace her. Scott first came to be on Kitimat Council following a by election in November 2010, when she beat a number of other candidates — including some who have since been elected to council — to take former councillor Richard McLaren’s seat when he stepped down due to health issues. Scott was then re-elected during the general election a year later in 2011. Scott has not specified what changes in her life have compelled her to step down but said that “personal circumstances have made
a major change in mine [life].” Even so, she said she feels she’s met her commitment to her supporters, including the hiring of two new administrators for the District, working for access to water and recreational boating which is underway, and establishing a standalone committee for person with disabilities, among other accomplishments. “I’m proud that Kitimat has established good working relationships with our neighbouring communities and industry, and that our council has worked very well together over the last three years.” She said the next council term is “critical” to have good elected leadership for the town to grow and expand in “a responsible way.” She also hopes to see more younger, professional people run for council in the election. She and her partner will remain in Kitimat for their retirement.

Man killed in Kispiox NEW HAZELTON - New Hazelton RCMP say they have arrested one man following the death of another in the early morning hours of May 19. Foul play is suspected in the death of the man in Kispiox in the Hazelton area and investigators from the area’s major crimes unit have been called in. NEW HAZELTON - New Hazelton RCMP responded to 77 calls during the period of May 8 to May 14. May 8 - 10:05 p.m., police were called to the 3900 block of Pugsley Ave. in New Hazelton where a male wearing a cowboy hat, white shirt and blue jeans was seen attempting to gain entry to a residence. The male was frightened off by a neighbour. May 8 - 9:24 p.m., while patrolling Gitanmaax, police located an intoxicated male urinating in the fire hall parking lot. The male was identified and determined to be on release conditions which prevented him from being outside his home while intoxicated. The male was arrested and released the following day. Charges are pending.

Vandals damage building TERRACE - The Terrace RCMP are asking for the public’s assistance in identifying those who vandalized a boarded-up building on the 4700 block of Keith Ave. Damage to the building, located just west of the Sande Overpass and which has been vacant for several years, is more than several thousand dollars. “Senseless acts of vandalism like this hurt the entire community. It does not give a proper representation of the great community Terrace is. It hurts our local businesses and these expenses eventually fall to the consumer,” said Terrace RCMP Constable Ange-
la Rabut. The incident was reported to police on May 14. The southwest exterior wall was ripped off and insulation was pulled out. A fence adjoining the property was also knocked over. The exact time frame of the incident could not be determined. Massive spike in homelessness projected in Prince Rupert By Martina Perry

PRINCE RUPERT - The plight of Durwin Gordon, published by The Northern View on May 7, has shined a light on what advocates for the homeless say is a problem nearing crisis levels in Prince Rupert. Gordon was forced to spend several nights on the street in April, but donations have since allowed him to temporarily stay at the Moby Dick Inn. Peggy Davenport, a retired nurse who is trying to help Gordon find a permanent home, said Gordon had stayed at Raffles Inn previously, but was unable to go back after a spinal injury left him paralyzed from the waist down. He was placed at Sunset Villa on a medical stay and eventually applied for one of the BC Housing development’s two wheelchair-accessible units. According to Davenport, Gordon was denied because “he wouldn’t be able to keep the apartment clean”. There are four wheelchair-accessible BC Housing units in the community and a spokesperson for the agency told the Northern View there was no waiting list for these units as of March 31. The agency isn’t permitted to discuss specific cases, but a representative said the Housing Registry may deny individuals a unit for a variety of reasons ranging from an unsatisfactory tenancy history or worsening their current living situation to outstanding debt to a subsidized housing provider. Davenport claims that Gordon has run out of housing options; he depends on government assistance and is unable to find wheelchair-accessible low-cost rental properties. And he’s not alone. Two organizations that provide emergency shelters in Prince Rupert have seen usage increase in the past year, and at maximum capacity a number of times. The Prince Rupert Salvation Army said demand is high for the eight beds at Raffles Inn it supplies to the homeless. “We’ve been fairly busy. I would estimate that we’re averaging about 80 per cent occupancy. Last year, it was about 50 per cent,” said Capt. Gary Sheils, noting all beds have been taken on several occasions. The North Coast Transition Society (NCTS) provides homeless outreach services such as providing support to individuals stabilizing their lives and helping find affordable housing. The society manages and operates the Eagles Landings Apartments, setting aside eight rooms for anyone without a place to stay, two of which are wheelchair accessible. All of these units are
currently in use. Christine White, NCTA executive director, said there has been an increase in the number of people using the society’s services over the past year, with the NTCS being forced to turn away individuals because all units were in use. White fears this trend will continue. “The expected increase in employment will have a big effect on available rental housing and the risk of homelessness to low income clients will increase,” she said. Capt. Sheils believes the jump is being created by people who have lost their former residences for whatever reason, noting many lowcost rentals are being snatched up by community-newcomers. City councillor Joy Thorkelson said the lack of affordable and supportive rental units in the community needs to be addressed before the expected influx of people comes with proposed development. “We at the Fishermen’s Hall already had
three homeless people two weeks ago come down to the union hall looking for a place to stay out of the rain ... because they couldn’t stay at the shelter,” she said. “If we don’t do anything we’re going to see our community starting to look like downtown Vancouver.” Thorkelson said non-profit housing buildings that were demolished in the community should have all been replaced by BC Housing and the government. In the past decade the province has torn down 90 affordable housing units in Prince Rupert and have rebuilt 48 since 2009: 23 for women and children and 25 for seniors. “At the time, BC Housing determined it was not economically feasible to rebuild the same number of units in the community as they would likely continue to remain vacant,” said a BC Housing spokesperson, noting the province introduced an assistance program in 2006 to help low-income families living in private housing. PORT EDWARD - The final piece of the planning puzzle has fallen into place for the District of Port Edward. L&M Engineering provided a final copy of the new Subdivision and Development Services Bylaw to members of council on May 13. It is a comprehensive 104page document covering everything from who can approve potential construction, what type of requirements are needed in terms of drainage, lighting and road
construction to what needs to be included in any schematics or design documentation provided. Combined with the district’s new Official Community Plan and zoning bylaws, David McWalter of L&M Engineering said the municipality is ready for whatever may be coming. “In preparation for whatever LNG may bring, whether that be development or subdivisions, you now have the tools deal with it ... it is a solid, water-tight bylaw that will allow you to control the future of development in Port Ed-
ward,” he said. “You have come a long way in terms of preparing for LNG. It is now a matter of: Bring it on.” However, when questioned about whether a large industrial development like Westview Terminal could conceivably be built in Port Edward, McWalter said there is one way that could be out of council’s hand. “That was built on federallycontrolled land. On federal land they can skirt the bylaws of the municipality for development,” he said.

could include space in an emergency shelter or stable housing,” said a BC Housing representative. “The province is working with northern communities to manage the growth expected due to resource sector activity over the next few years”. Council passed a motion to lobby provincial and federal govern-

Terrace mayor says he won’t be running again By Josh Massey THE NORTHERN CONNECTOR
TERRACE - Terrace mayor Dave Pernarowski has announced he will not be running again for the position in this November’s local government elections. “After careful consideration and consultation with my family, I have decided to announce today that I will not put my name forward as a Mayor candidate in the November 2014 municipal election,” said the mayor in a May 14 statement.
The announcement ended months of speculation as to whether he would run again. Pernarowski says the challenge of juggling family life and work had reached the point he could not adequately pursue his career with PR Associates, the Vancouver public relations company which hired him to run its newly-opened Terrace office, and fulfil his mayoral duties. “I took on everything that came at me and that means you aren’t doing your other job full time,” said Pernarowski, citing a just-complet-
ed city business trip to China followed by attendance this week at a major LNG in BC conference in Vancouver as an example of obligations that forced him to miss time at his day job. “It’s not often that I would turn down a meeting but I had to from time to time,” Pernarowski said of the reverse scenario—when he had to decline meeting with industry leaders because of obligations in his private life. “Many companies from China and Japan and all over the world are
looking at Terrace and looking to meet with the mayor,” he said. “I’m going to be flat out until the election,” Pernarowski continued. He mentioned changes he has seen in Terrace since he started his life in municipal politics in 2007. Pernarowski was first elected to Terrace city council in 2007 via a byelection to fill a vacancy when councillor Rich McDaniel passed away. He went on to defeat longserving mayor Jack Talstra in the 2008 local government elections and was re-elected in 2011.
Pernarowski said the atmosphere has gone from down-in-thedumps to revved up with new industries coming and traditional ones like forestry regaining momentum. “It was tough around here. A lot of what I did [in my first term] was related to building confidence and optimism,” he said. Pernarowski said he is impressed with how the community is responding to economic change. “It’s been all the people in the community who step up making things happen,” he said.

Charles Hays students reflect on the “trip of a lifetime” By Martina Perry THE NORTHERN CONNECTOR
PRINCE RUPERT Forty Grade 11 and 12 students from Charles Hays Secondary returned home with a new mindset after a recent trip to Europe. Charles Hays viceprincipal Mikael Russell wanted to give students a broader perspective of all the world has to offer and knew an educational trip would be a good way to instill this. “I think it’s important students know there’s a larger world out there and that there’s a lot to be gained from it,”
he explained. For CHSS’ Blake Foxall, Kyler Eckess, Savanna Naylor and Kylie Sheperd, the trip opened their eyes and helped sparked new ambitions. “The trip showed us that the world isn’t this small town named Prince Rupert. It’s a big world with different cultures and different ways of thinking,” said Foxall, adding it was an “astounding experience”. “It was definitely a trip of a lifetime. It made me want to go out and see the world and has made me set my goals high,” Eckess said.
The first international destination for the group was Italy, with students starting their trip off in a small village outside of Rome. “It wasn’t a big tourist place, it was just a little town where we got to see how people lived,” explained Naylor. While in Rome students viewed historical sites like the Vatican and the Colosseum, with both Eckess and Naylor saying pictures don’t do them justice. The Charles Hays gang also travelled to Florence, as well as Pisa where they saw the Leaning Tower of Pisa,
before leaving Italy. “You don’t realize how much it’s leaning until you’re actually there. I thought it was just a little bit, but it seriously seems like it’s going to fall over,” said Sheperd. The group then travelled to Greece where they observed the ancient ruins, as well as the Acropolis in Athens. “I appreciate how they’ve kept everything preserved since it was built,” said Sheperd. “It’s proof of how long human creation can stand. It was amazing to see,” added Naylor. For some it was their
welcoming and down to earth,” Tennant said. Being part of a smaller school district and community has its advantages, said Tennant. “In a small community, whether it’s in a district or the community itself, there’s more opportunities to be involved and not just be an observer. In a big city you’re just kind of a number sometimes,” she said.
Seeing students outside of school isn’t something Haung is used to, but it was something he appreciated. “This kind of stuff doesn’t really happen in Vancouver. It helps to build connections,” he said. Forming relationships with students is something the four strive to do in their careers, with Jackson believing an alternative education setting is the easiest way
to do that. Jackson spent most of his time at Pacific Coast and had nothing but good things to say about the school. “Pacific Coast is a great embodiment of my philosophy of education. There’s a bit of a stigma attached to it that teachers have been telling me about, and students are sensing it too. I think it’s a real shame because the kids there are fantastic students and people,” he said.

PRINCE RUPERT After spending three weeks in Prince Rupert, a group of training teachers has nothing but good things to say about the North Coast and the people who embraced them. Evan Huang, Brian Jackson, Jessica Tennant and Zach Robertson are part of the University of British Columbia’s Bachelor of Education program and did their community field experience within the Prince Rupert School District (SD52) in part of April and May. All four thoroughly enjoyed their stay, calling students, staff and the community as a whole remarkably friendly and welcoming. “Whether I was walking down the street, in a store or in the hallways, there was somebody saying ‘hi’,” said Tennant. “It’s like I sneezed and it was over. I’ve had such a good time in Prince Rupert,” said Jackson. During their field experience, the four pursued their choice of assignments within the district that included assisting with and teaching classes, one-on-one work with students and leading after-school activities. Most assignments took place at Prince Rupert Middle School, Charles Hays Secondary and Pacific Coast School. A comment repeated by all four individuals was how much they enjoyed the students. “My favourite part was interacting with students and having fun with them,” Robertson said. “They’re so open,

January 26, 1921 to May 14, 2014 Rosa was born in Azores, Portugal and passed away on May 14, 2014 in Kitimat BC. She is sadly missed by her family and numerous friends. Rosa was predeceased by her husband Jose. Funeral services were held at Christ the King Catholic Church in Kitimat on May 17, 2014. Rosa was interred at the Kitimat Municipal Mausoleum. The Silveira and Salomon families would like to extend their gratitude to Father Dominic, Dr. Mills, the nurses and staff at the Kitimat General Hospital for their assistance during this difficult time.

August 23, 1933 to May 12, 2014 It is with heavy hearts that we announce the passing of Maria Januaria Arruda on May 12th, 2014 in Kitimat, BC. Maria was born on August 23rd, 1933 in Arrifes, Sao Miguel, Azores, Portugal. Maria will be dearly missed by her husband of 61 years, Manuel, daughter Maria (Tony), sons Jim (Edie) & Manny (Jocelyn), grandchildren, Nikki (Mike), Michelle, Logan, Lucas, Brenna, and great grandchildren, Sydney, Lochlain, & Everly. The Arruda family would like to thank all the friends and family, near and far, who have given us their support and prayers at this time. Adkins Sr. passed into the Spirit World May 7, 2014 at 5:15 a.m. Alvin was Haisla from Kitamaat Village, born November 3, 1934 in River’s Inlet. He was predeceased by his parents Isabella and James Adkins; brothers, John, James and Richard. He leaves behind his wife Margaret; Five children, Rick, Jackie, Alvin Jr. Michelle and James; Four grandchildren, Constance Eby, Rycki, David Adkins, and Alex Adkins-Langen; Three great grandchildren Athena and Jed Eby and Pandora Williams; Nephew John Adkins as well as many Haisla relatives. Alvin put up a good fight, he made a statement, “I’ll be up there in the clouds”. We honour you each time we look up at the clouds. Although we are sad you are gone, we are thankful for the time we did have you. A celebration of life was held for Alvin Adkins, Friday May 9.

Northwest volleyball stands tall at nationals By Anna Killen THE NORTHERN CONNECTOR
TERRACE - Terrace’s Northwest 17U girls’ volleyball team took a solid run at nationals in Edmonton two weeks ago after a successful turn at club provincials late last month. “A feat for our little northwest team to even break the top 10 and knock out the ‘established’ club teams,” said assistant coach Carmen Didier, of the team’s eighth place Tier 1 provincial finish. That provincial finish led them to the Volleyball Canada 2014 17U/18U Canadian Open in Edmonton May 9 - 11, with games at the University of Alberta campus. Eighty teams from across the country attended the tournament, and Terrace was in Division 2 with 32 teams. The team ultimately tied for fifth in Division 2, Tier 1, finishing with a 5 – 2 record after losing a tight match in the Tier 1 quarterfinals. “The whole weekend was a wonderful experience and opportunity for the girls,” said Didier, noting the team had a photo op with Prime Minister Stephen Harper, who was on hand in his official capacity as a volleyball parent to his son, Ben.

against NOOKS Women’s 17U from Sturgeon County, Alberta (2517, 23-25, 15-9), Duck U17 Jack from Port Coquitlam (25-11, 25-
10), and Cats 17U from Carberry, Manitoba (25-23, 25-20). While they kept up the win streak day two, with wins against
the LVC Avengers from Lethbridge, Alberta (25-16, 21-25, 15-6), and FOG Ice from St. Albert, Alberta (25-18, 25-14). The team suffered their first loss at the end of the second day, and it was against a familiar team – the Prince George Kodiaks 17U (22-25, 19-25). But their 6-1 record set them up for the Tier 1 quarterfinals against Aigles U17 from Montreal, Quebec, no small accomplishment for a small team from northwest B.C. And Terrace came out strong in the first set, winning 25-9, but Montreal bounced back in the second to win 25-18 and set up a third and final set – a squeaker which landed in the eastern team’s favour with a 1614 win over Terrace. “Our team probably felt a little too comfortable in the second set after we’d one the first set 25-9,” said Didier. “But can’t really take anything away from either team in the third set as we were trading points back and forth... It was really anyone’s game.” The club season is officially over, but Didier and head coach Steve Kitchen are still holding practises for players moving onto high performance – several players have tryouts coming up – or those who want to keep up their skill set.

PRINCE RUPERT - After a phenomenal season, Charles Hays track star Kevin Rioux is off to provincials, and two other Rupertites will compete at the B.C. Summer Games. At the regional zones meet in Smithers last weekend, Rioux won the long jump and the 400m race while finishing second in high jump, 100m and 200m and third in discus and triple jump. Rioux hasn’t lost a long jump competition this year. Cody Schaeffer triumphed in the junior 100m and 200m races and came in second in the 400m and long jump categories. For his efforts, he’ll be off to the BC Summer Games on July 17-20 in Nanaimo. Joining him in his summer travels down south is Grade 8 star Isobel Leblanc who won high jump, placed second in 100m and long jump and finished third in 200m for her division. Emily Cavin and Cody Deschamps were named alternates for the B.C. Summer Games team from Rupert. “[It’s] great to have so many personal bests with each of the team members at the meet,” said coach Dighton Haynes in an email.
“The individual success is due in part to the Parent Advisory Committee from both Charles Hays and Prince Rupert Middle School supporting the track and field program with the purchase of track shoes. Athletes like Kevin, Cody and Isobel would never be able to compete at the level they have achieved without [them].” Other great performances came from Jason Rioux who came in second in high jump, third in 200m and fourth 100m and 400m in the junior boys’ division. Deschamps placed first in the 400m and 1500m races and second in 200m and 800m in the Grade 8 boys’ category while teammate Zack Dixon followed in Kevin’s footsteps for Rupert, winning high jump, long jump and triple jump and coming in second in javelin. It was Haynes’ first season as coach of the Prince Rupert delegation after coming over from Terrace and coaching their squad for 15 years. He also mentioned he would have liked to have seen more athletes make it to zones, but camping, injuries and soccer prevented them from attending. Provincials will take place from May 29 to 31 in Langley and Kevin will represent Rupert.
