Teachers across the city staged peaceful pickets in front of their respective schools Monday during a one-day strike.

The walkout – part of rotating strike action around the province took place on the first day of stage two job action by the B.C. Teachers’ Federation which is in a contract dispute with the province. “I’m here to support the teach-

ers…the composition of classes today sure isn’t what it was like when I was at school more than 30 years ago,” said Jim Sinclair, president of the B.C. Federation of Labour, who joined picketers in front of Carihi Secondary.

All students in the Campbell River School District, along with the North Island district, returned to classes on Tuesday. No further job action is planned for this week at local schools, but if the contract

A consultant’s sewer report backs the city’s claims that failing septic systems in Area D are contributing to poor water quality. The report was done by Levelton Consulting in 2009. “Based on the results of the field work completed, Levelton interprets the consistent poor quality of local surface waters as reflecting groundwater impacts from septic systems throughout Area D,” Lee Ringham, a senior hydrogeologist for Levelton, wrote in the report. “The results from Levelton’s field investigation are supportive of the Strathcona Regional District initiating the installation of a municipal sewer system to mitigate the environmental impacts of failing septic systems and low hydraulic conductivities in the surficial deposits underlying the study area.” The Mirror obtained a copy of the report which says consultants took 20 water samples from ditches and small streams between Finch Road Continued on Pg. 5

The Strathcona Regional District is expected to be debt-free in 12 years. Directors learned at last week’s board meeting that auditors found the regional district to be financially sustainable. Dawn Christenson, financial services manager for the regional district, said the sixyear-old organization is working towards paying off its debt. “By 2026 we expect to be debt free,” Christenson told the board of directors. Area D Director Brenda Leigh was impressed. “It’s very impressive that we’re going to be debt-free and we still run 43 services,” she said. The regional district accumulated $540,114 of new debt in 2013 but paid off $197,267 of that. Christenson said the new debt is related to upgrades undertaken on Rod Brind’Amour Arena last summer and the purchase of a new fire truck for Cortes Island. Operating expenses were $10.059 million last year while operating revenue was $10.888, for an annual surplus of $829,287. Cory Vanderhorst, chartered accountant for MNP, said overall the regional district’s finances are in order and all items added up. “We have a clean audit opinion, so no irregularities,” Vanderhorst said. “Everything looks good from our prospective.”

Remuneration and expenses

The Strathcona Regional District spent $4.636 million in 2013 on staff and elected officials. Quadra Director Jim Abram, as chair of the board, earned the most at $55,891 while accumulating $18,935 in expenses. Director Ted Lewis, Zeballos, came in with the next highest wage at $52,306 while totalling $13,274 in expenses. Director Gerald Whalley, Area A, earned $50,078 while Brenda Leigh earned $48,768 last year. Other directors earned the following: Noba Anderson, Cortes Island, ($48,595), Jude Schooner, Tahsis, ($17,215), Walter

Ja ke way ($16,817), John MacDonald, Sayward, ($15,982), Ron Kerr ($15,924), Craig Anderson, Gold River, ($15,792), Larry Samson ($15,192), Claire Moglove ($13,567), Mary Storry ($13,817), Andy Adams ($2,025), an d Ry an Me n n i e ($750). The list includes directors that served a full year on the board in 2013 as well as Campbell River directors who joined the board in the fall. Bunker – uphill lie. Toss sand over your soulder With the ball on an upslope in a bunker, the common mistake is to swing as if it were on a flat lie. That causes the club to bury in the sand after impact, and the ball barely moves. Instead, angle your body so your shoulders, hips and eyeline are parallel to the slope – digging your back foot into the sand more than your front foot will help. Play the ball more forward in your stance, and make sure you still hit behind it. Don’t stop at impact: Swing through the sand to a full finish. A great drill is to make swings on an upslope in the sand without a ball. Try to throw some sand over your shoulder. This will ingrain the feeling of swinging up the slope, rather than sticking the clubhead into it.

Bunker – downhill lie. Take a walk. Just like on an uphill bunker shot, you have to match your shoulders, hips and eyeline to the slope – digging your front foot in more than your back foot will help. Play the ball in the middle of your stance, and hinge your wrists early in the backswing. Then swing the clubhead down the slope, contacting the sand behind the ball. Miss any one of these steps and you’ll likely skull it over the green. To get a feel for this shot, practice on a downslope, swinging through the sand without a ball. As your club contacts the sand, release your back leg, as if you’re about to walk down the hill. This will help keep your clubhead going with the slope.

Bunker – wet sand. Blast the poker chip. The heaviness of wet sand prevents you from playing a standard bunker shot. Instead of a U-shaped swing, you need more of a V, where the clubhead enters the sand closer to the ball and takes less sand. Set about 70% of your weight on your front foot, and position the ball just forward of center in your stance. Open the face of your wedge slightly, and hinge your wrists abruptly going back. To help master this shot, drop a poker chip or similar object in wet sand, and practice hitting it out. Because of the chip’s light weight and low profile, you can’t hit too far behind it or dig too deep and still get it out.

Teachers: Lock out set for June 25-26 dispute escalates – with more teachers’ strike action and/or lockouts by the province – there will be consequences for students. In his latest letter to parents and guardians, school district superintendent Tom Longridge expressed his concern for Grade 12 students. “Understandably, (the May 22) announcement by the BC Public School

Employers’ Association to lock out secondary teachers on June 25-26 has caused a great deal of concern about this year’s graduation ceremonies,” he wrote. “This is an important educational milestone for students and parents and School District 72 administration will ensure that the formal graduation ceremonies continue as scheduled.” As od Monday, teach-

ers are prohibited from being at school more than 45 minutes before and after class time, and they are forbidden from working during recess or lunch hour. In addition, all secondary teachers will be locked out on June 25-26, and both elementary and secondary teachers are to be locked out on June 27. As a result of these latest directives, said federation president Jim Iker,

extra-curricular activities could be cancelled and final exams for some senior secondary students will not be marked. The teachers are asking for more money, smaller class sizes and more support for students with special needs. Area D: Director dismisses 2009 report and Anton Road. Ringham said Levelton field staff did not collect samples at, or immediately downstream of locations where animal or household waste was present or where there were visual sources of seepage. Eight samples were found to have nitrate and nitrite concentrations above normal levels, which consultants found to be potentially indicative of septic impacts. Results also revealed that 18 of 20 samples had fecal coliform counts above drinking water criteria. “Twelve samples had bacteria counts above 4 MPM/100 ml, a level interpreted as indicating septic impacts,” Ringham wrote. “Five samples had both elevated nitrate and nitrite concentrations and high bacteria counts.” Areas with elevated nitrate and nitrite and high bacteria counts were Finch Road, Peak Drive

near Engles Road, Caddisfly Creek at the end of Stuart Place, Anton Road near the South Island Highway and Surfside Drive. Three areas had only high nitrate and nitrate concentrations while seven had high bacteria counts only. Area D director Brenda Leigh said the consultant’s report does not tell the whole story. “Water sampling in our ditches is not a basis for extrapolating that any fecal counts found are human and connected to any septic problems,” Leigh said. “Only DNA tests could prove that.” Leigh also noted that Nancy Clements, an environmental health officer with Island Health, publicly confirmed at a boundary extension open house Feb. 27 that her office has no record of any septic failures in Area D. “It is her job to ensure that public health regulations are upheld and you can bet that she would

have received complaints and taken action if there was a problem,” Leigh said. Leigh said the city should be basing it’s decision to extend its southern boundary to provide city sewer service to northern Area D homes on more than an outdated report. “Unscientific data that is more than five years old is not a terribly good basis for Campbell River to commit millions of dollars to fix what is, obviously, not their problem. I believe that Campbell River has enough of an infrastructure deficit of their own, within their own boundaries, to look after at the moment without over-extending themselves into our community. We are a separate jurisdiction and I believe that most people in Area D like it that way.” Area D residents are expected to vote in a referendum on Saturday, June 28 to cast their vote on whether or not they

The Campbell River area is at risk of not having reliable access to necessary amounts of safe and healthy food. Cynthia Bendickson, who is coordinating the Strathcona Food Security Project to ensure that doesn’t happ en, told the regional district board last week about her findings. “Strathcona’s economy and population demographics lead to a higher risk of food insecurity,” Bendickson said. “Food insecurity is highly correlated with income security and people with low incomes tend to be at risk of food insecurity. Strathcona has a high population of aboriginals living on reserves, single parent families headed by women, and homeless people. All of these populations are at high risk for food insecurity.” Bendickson said that while Campbell River runs a food bank, a soup kitchen, community gardens, and a food sustainability program – Lettuce Grow at North Island College – all of those efforts are small-scale and disconnected. Bendickson’s hope is to form a food sustainability hub within the Strathcona Regional District which would b e c r e at e d w i t h $10,000-$15,000 from Island Health in order

to bring food sustainability projects and initiatives under one umbrella. “Physically, it would be someone’s time within a non-profit organization,” Bendickson said. “It’s about connecting people together and building on existing strengths. It’s not a physical place for people to go.” Bendickson will be sending out invitations, to those who have already expressed an interest, to sit on a food action committee to oversee the hub. “I’m sure there will be people from Campbell River to sit on the committee but we’d like to see people

from the smaller communities (within the regional district),” Bendickson said. “They have unique issues that the city doesn’t have.” The plan is to form the food action committee before the summer and to finalize Bendickson’s Food Security Project findings – which will include public consultation – into early summer. Her goal is to start the hub early next year. The Strathcona Food Security Project’s draft reports are open for public comment until June 8. Students the losers in teacher contract dispute Campbell River students had the day off school on Monday, thanks to a rotating strike by teachers, as the contract dispute with the provincial continues. We say: Holding government This is unacceptable for everyone up their progress involved — students, teachers, parents, school districts and the provincial damages their government. The two sides need to future prospects compromise far more than they have thus far. Teachers have some very legitimate concerns about the makeup of their classes and the extra demands being placed on them by continuing

shifts in education policy. The government does have significant budgeting challenges, and teachers need to modify their wage demands significantly. Most importantly, both sides need to really focus on students, and not just pay lip service to the concept. Strikes, even of one day’s duration, impact education. The B.C. Teachers Federation has said there will be other rotating strikes, and this is simply unacceptable. Yet the province claims that depriving students of an education is not acceptable, but is prepared, through the employers’ association, to lock out teachers at the end of the school year. The association has issued a directive that

limits student-teacher contact. This is no better. Education is more essential than it has ever been. The global nature of the economy means that B.C. students will be competing with students from all parts of the world as they leave the school system. They will be competing for spaces in post-secondary institutions, and for jobs. Holding up their progress, for months or even years, due to a labour dispute will do immeasurable damage to their future prospects. – Black Press

Theatre contributes to city Having read the article in the Campbell River Mirror “Mayor disagrees with the Tidemark grant,” (Mirror, May 23) I felt the information in the article may leave the community at large reading it a bit confused about the situation. The Tidemark Theatre is not an entity of its own. It is a city building in which a non-profit society provides arts and culture to the community. Our progressive-thinking city council recognizes your theatre as contributing to the community at large and therefore provides an operating grant to insure the city building is maintained. This is not in a dissimilar manner in the way it supports community sports and recreation. The Tidemark Theatre’s summer capital upgrades will increase the city’s asset tremendously plus result in a far more attractive venue for our patrons. For every dollar contributed by the city, there have been approximately three times that much funding come from the community and various other grants. So the city’s grant to the Tidemark is creating incredible security for the taxpayers while at the same time producing a much improved setting for our clients. This last debate over funding to the Tidemark Theatre is

My Bike to Work Week actually started a few days early with bringing my bike along camping at Kitty Coleman Park. My daughter and I explored some of the rural roads between Kitty Coleman and Seal Bay with our bikes and that allowed me to break in some long unused cycling muscles. I was planning to participate in Bike to Work Week this week as a way to jumpstart a get-fit campaign (yes, another one). By cycling to work just about every day, I felt I could spring board into cycling regularly and whittle the ol’ bod back down to a decent form. Cyclists keep trying to intrude into the public planning and transportation discussion, reminding everyone that they’re part of the transportation picture too. They are quite often for-

gotten and not taken seriously when municipal planners include bike lanes in neighbourhood and transportation corridor plans. Campbell River is definitely an automobile-oriented town but civic planners are including bikes in the equation, much to the dismay of the majority of the vehicular population, I suspect. On my last trip to Vancouver, I learned just how much cyclists there have imposed themselves on the transportation agenda when I tried to drive around downtown Vancouver. Swarms of cyclists were pedalling down bikeonly lanes in some of Vancouver’s densest corridors. Now, this is much to the dismay of some media personalities who rail against what they imply is a minority of people who want to bike around town. It

certainly seemed to me that cyclists were numerous and visible and, sometimes, inconvenient for automobile traffic. But they are there to stay. Is this a vision of Campbell River’s future? Perhaps. There are many good reasons to encourage bicycle traffic. It’s healthy, it’s clean and it easier on the environment. And the distances aren’t that great in Campbell River. The rain, however, is considerable, particularly in winter and that as much as anything may limit cycling. Not for everybody, though. There are people who cycle-commute throughout the year and many people bicycle in some form or another throughout the seasons. Mountain biking is definitely most popular with so many great trails available around Campbell River.

Most of the streets are navigable by bikes without too much trouble. Dogwood gets a little hairy once you come out of the Beaver Lodge Lands and pass Robron. As you go by Merecroft Village, you feel a little vulnerable so there is a need for a bike lane there. I tend to try to stay on the roads because I feel a cyclist has the same road rights as anyone. Dedicated off-street bike lanes (like in the Beaver Lodge Lands) tend to marginalize cycling and put it on the same footing (pun intend) as walkers. But then you put them in conflict with each other and out of drivers’ minds. I’d like to hear your Bike to Work Week experiences and ruminations. Shelter proved to be a resounding success Could the funds not be found to keep the shelter? Re: Shelter Closes, but now what? After some resistance when it was first opened, the downtown emergency shelter has proved to be a resounding success. It provided much needed emergency accommodation and warm meals for some of our most needy citizens

and at the same time it has reduced crime, resulted in fewer emergency calls and fewer visits to the hospital. Not only didn’t it cost taxpayers one cent, it must have saved us a considerable amount of money. I think it is irrefutable that we need a year round shelter of this sort. It seems it is a Win / Win

situation that saves lives and money. You can judge a community by how it treats it least advantaged members - let’s step up and be compassionate and kind and provide a permanent, low barrier, emergency shelter in downtown Campbell River. Barbara & Michael Swanston

These present monies are to be set aside in case there is a cost over-run on a performance. In addition, it is important to note that the programing season for most big touring acts in now 2 years in advance

so the staggering of the two-year funding is significant. This allows the Theatre to become modernized in relation to how it does business. If this past year’s community support for our events is any sign of what the future may bring I suggest it is a pretty safe overdraft. Our community is composed of many deserving groups and our Campbell River

community can be very proud of the manner in which they support these multifaceted endeavours. Campbell River did something really good last winter. It installed a homeless shelter to protect those that needed shelter from the cold. We have just learned that this shelter is to be removed soon as it was just a “trial run.” Well, I think that the trial run was a success and

cannot see why we would not continue to fund such a good program. It provided a humane solution to some of Campbell River’s most unfortunate citizens. Do we want homeless people have nowhere to sleep during the tourist season? Do we not care what happens to our citizens? What do we

plan to do next winter? Bring another shelter in? Why bring another when the one we have serves quite well? What is holding us back from keeping the shelter year round? It didn’t seem to cost too much. Could the funds not be found? I for one, would be happy to make a dona-

tion to help keep this shelter open. Perhaps the city should try a fundraiser to help those who are in need if they cannot fund this from the budget. These are unfortunate citizens who need hand. Can we not give them such a basic necessity? Heather Magee

Buying a new home is an important lifestyle choice – you decide where you want to live based on the type of home you want, the neighbourhood, perhaps proximity to schools or parks, and for a host of other personal and family reasons. But first and foremost, you must correctly answer this key question: How much house can I afford? That’s an easy question to ask but there are no easy answers. Lenders typically use two formulas to determine the maximum loan they are prepared to offer you. The first is known as the Gross Debt Service Ratio (GDS) which requires that your housing costs are not more than 30% of your gross (before-tax) monthly income. The GDS calculation includes mortgage principal and interest payments, property taxes, 100% of expected heating costs, secondary financing (if applicable), as well as 50% of condominium fees (if applicable). Only assured income sources count in the calculation. Variable income, such as tips, bonuses or overtime earnings do not

count – but two-income households can use a combined ‘family’ income amount. The second lending formula is known as the Total Debt Service ratio (TDS). It takes into account other debts, such as car payments and credit card payments. No more than 40% of your gross (beforetaxes) monthly income can be allocated to your housing costs and other monthly debt obligations such as credit card payments, loans and so on. These calculations create the foundation for the amount of mortgage you qualify for – but by themselves, they do not necessarily give you an accurate assessment of the mortgage amount you can carry. To do that, you have to look at your total financial picture – from the taxes you will pay, the cost of homeowners insurance, home maintenance costs, perhaps the new furniture and appliances you will buy, to your preferred lifestyle (eating out, travel and so on) and potential lifestyle changes like having children or moving from a dual- to a single-income situation. And keep in mind that your

mortgage interest rate could increase over time. Once you’ve accurately established the real costs of your dream home, be sure you won’t end up ‘housebound’ with too much of your money going towards mortgage payments by: • Creating a budget and trying it out for a few months to see if it’s doable. • Considering a smaller house and mortgage that gives you more lifestyle and spending flexibility. • Working with your professional advisor and a mortgage planning specialist to incorporate housing costs into your overall longterm financial plan – and to determine which mortgage options and payments work best for you. Finding the right home is a terrific accomplishment – and with the right financial plan, you can feel perfectly comfortable in it and accomplish all your other life goals.

Sayward man charged with sex assault facing breach charges

Man last seen May 2 Police are looking for a 30-year-old man last seen in Campbell River. Jonathan Fejes left his Comox Valley home on April 2 to go for a walk, but never returned. According to Cpl. Ken Simmons of the Comox Valley RCMP, the last conf ir me d sig ht ing of Fejes was a month later, May 2, in Campbell River. Since then

his whereabouts are unknown. Fejex is 180 cm tall (5’11”) with a slim build. He was wearing white tennis shoes, black pants, black jacket with a gray and blue hoody, when he was last seen in the Valley. The arresting officer noted that Ladd “reeked of alcohol,” and said, “I had a few drinks last night.” Ladd was arrested again for breach and this time was held in custody at the Vancouver Island

have signed a Partnership Agreement for the trails in the Snowden Demonstration Forest. This means that the RCCC will provide trail maintenance services and ensure the trails are safe to ride and MoTCA will ensure that the RCCC is included in any recreation decisions that may affect the Snowden Forest. Snowden is also the home of The Campbell River 50 km Trail Challenge. This annual event features some of the best trails we have to offer and is a test of any rider’s stamina, both physical and mental. Comprised of two loops, the actual loop length is 27km for a total of 54km.

Pump House The Pump House Trail was the first true mountain biker’s area in Campbell River, built by riders for riders. Suitable for the beginner with a little experience, yet with some challenging sections for the more seasoned rider.

The club hosts group rides, trail days, organized rides to other communities, and good times for all. The River City Cycling Club has a unique working relationship with BC Parks land managers and works directly with them for mutual stewardship and maintenance goals of the existing trails that exist in the parks area.

Riding on the Wet Coast If you have to ride during periods of sustained precipitation, choose trails that are rocky and well drained. The Pumphouse trails are well suited to wet conditions and are underrated for their fun factor. Check them out if you haven’t been in there in a while. Enjoy the

Riding Areas

Snowden Demonstration Forest

In Campbell River we have three main riding areas, Snowden, Pump House and The Beaver Lodge, and a couple of lesser used areas, Menzies Mt., McIvor Lake and Woods Creek. There are numerous other areas of trails, however most are not bike friendly, either because of terrain or use restrictions. We are fortunate that our trails remain snow free most years except for a couple of weeks mid-winter. In the summer there can be a shortage of water for our four legged riding partners. It is not uncommon to see deer, elk, bear and occasionally a cougar in any of our riding areas. Please be respectful of the inhabitants and carry out any litter. Also be aware that in most of the Snowden and on Menzies Mountain, help is many hours away in the event of serious injury. In the event of an unrepairable mechanical, the walk out can take

This is our largest area with over 100 kms of trails. This is a cross country and all-mountain area, well suited to 5” travel bikes. Although Snowden Forest trail difficulties range from Green Circle to Black Diamond, these trails are not well suited to the absolute beginner rider, as most of the trails are challenging with technical features. The trails traverse a variety of terrain, from dense forest to open rock bluff with incredible views. Unique to this area is the almost total absence of roads. Most of the trails are signed and marked for the preferred direction of travel, although most can be ridden in the reverse direction by a strong climber. The trails of the Snowden Forest are designated for non-motorized use, so leave the quads at home. The River City Cycle Club and the Ministry of Tourism, Culture and the Arts (MoTCA)

Trails are in forest and on open rock bluff, the entire area is within Elk Falls Provincial Park and the trails are recognized by Parks for bike use. A competent rider with a knowledge of these trails could cover them all in a couple hours easily.

The Beaver Lodge Quite flat and with many of the “trails” built on very old rail grades, this is the area most suitable for the family or complete beginner. A strong rider with area knowledge can ride everything “the Beav” has to offer in a little over an hour. There are a few hidden gems in the “Beav” with technical features that will challenge most riders.

Woods Creek has a small network of fairly easy trails with little elevation gain. Woodsman’s Wilderness Trails on Menzies Mountain are Campbell River’s newest and most remote riding area that contrasts the mountain’s rugged “working forest” character with its pristine subalpine meadows, mountain views and exhilarating descents on the way down. If you are pedaling up, expect a long, steep and rough access road climb of an hour and half to the start of the trail. The descent is a long XC and technical DH trail from the end of the road access back to the starting point, with some optional but highly recommended trails in the lower elevations, such as Fauxhawk. The trails vary in difficulty throughout the descent, but riders should be very comfortable with technically difficult DH trails before attempting to ride this remote area. Many riders take over five hours to complete the round trip, however a seasoned rider can complete a loop in half that time. Woodsman Wilderness Trails are not maintained by the River City Cycle Club. Trail conditions (including snowpack) and hazards will vary with the season. Ride within your limits and at your own risk! (Note: Mohawk will NOT appeal to any but the most skilled and risk tolerant riders.)

The Ravens finished the tournament with one win and four losses. Game MVP awards went to Will McLean, Reilly Doney, Nolan Morrison, Liam Rivett and Zach Lontayao. Tournament scoring was led by Morrison (six goals, one assist), Doney (three goals, four assists), Cole Gent (four points), Rivett (three goals), Lontayao (three points) and Lukas Lund (two points). Rotarians help purchase an infant stabilette The rotary clubs of Campbell River recently presented $11,296 to the Campbell River Hospital Foundation. The funds are the proceeds from the March for Children, held around town last December and will help purchase an Infant Stabilette for the maternity department at the hospital. On average, 400 babies are born in the Campbell River Hospital each year and an infant Stabilette is present at each birth. This equipment is used to perform a baby’s first exam and health care measurements. The Stabilette also functions as a neonatal crash cart in the event there are complications after birth. The cost of a Stabilette is $25,000. There are two rotary clubs in Campbell River

The March for Children takes place in December on

The March is a project shared between the two Campbell River Clubs and has generated more than $350,000 since it began in the 1950s.
