B.C. residents, many of whom say they’re driving less and trying alternatives like walking or transit more. The Insights West online survey in partnership with Black Press found two-thirds of respondents across the province have felt financial hardship from the recent rise in gas prices. Pump prices for regular gas climbed above $1.50 per litre in Metro Vancouver this week, up more than 20 per cent since early January.
More Interior B.C. residents cited hardship – 74 per cent – even though they don’t pay the extra 17-cent-a-litre gas tax charged by TransLink in Metro Vancouver. Insights West vice-president Mario Canseco said $1.50 per litre appears to be a psychological level where more people seek ways to cut their fuel consumption. “We’re seeing people saying it might be better to take the bus this afternoon,

Rachel Garrett honoured for her positive community impact Black Press A GRADE 12 student has received a big pat on the back – and a hefty scholarship – for her efforts in addressing gender issues in the Delta School District. Rachel Garrett, a student at South Delta Secondary, is among 20 high school students from across Canada to receive a TD Scholarship for Community Leadership valued at up to $70,000 from TD Bank Group. The awards were presented during a ceremony in Ottawa today (May 27). More than two years ago, in an effort to combat homophobia and transphobia in her school, Garrett helped form a Gay Straight Alliance. She and another Rachel Garrett student then presented the Delta Board of Education with a proposal to include homophobia in the district’s anti-bullying policy. After building support among administrators, parents and other students, there are now district-wide anti-homophobia and anti-transphobia regulations. Garrett and the other scholarship recipients will receive tuition for an accredited university or college in Canada, $7,500 per year for living expenses, summer employment with TD Bank Group for up to four years and mentorship and networking opportunities.

While it’s helpful that gas prices tend to spike in spring and summer, when the weather is more conducive to walking or biking than December, Canseco believes that’s coincidence. “They’re not doing it because it’s lovely outside, they’re doing it because they’re feeling the pain when they gas up.” The poll also uncovered refuelling habits of those surveyed. It may not sound like a winning strategy, but a large number of respondents – 38 per cent – said they’ve refuelled with less gas than usual lately, possibly in hopes of lower prices the next time. Just over half said they buy at gas stations that give them loyalty reward points, while far fewer respondents said they use a station close to home or work (20 per cent), or they buy at any station when they run low (10 per cent.) Sixteen per cent said they don’t own a car. The poll also found widespread belief that gas taxes are too high, that B.C. stations charge more than ones elsewhere in Canada, and 91 per cent said they believe gas stations take advantage of motorists by raising prices just before a long weekend. “There’s a high number of people who look at the service stations as gougers,” Canseco said. Just four per cent said they’ve considered selling their vehicle and switching to a more fuel efficient one. Canseco said he believes that will change over time as electric car prices come down.

pretty.” “Boys have to be strong.” “Girls must be polite.” “Boys have muscles.” As the words were read, Grade 4 and 5 students from Simon Cunningham Elementary danced on the Bell Performing Arts Centre stage last week, exploring the array of gender stereotypes common in society. At the end, they shouted “Diversity is our strength!” The afternoon, which featured about 500 students from several Surrey and White Rock schools, spotlighted drama, song, dance and artwork geared toward education and social change, with a theme of “Personal Identity and Embracing Uniqueness.” Singers from Princess Margaret Secondary got the crowd pumped up with songs such as “Brave,” “I’m Not Perfect” and “Bulletproof,” while kids from David Brankin Elementary let their “freak flag fly,” waving coloured banners with printed words – like dance, love of animals and archery – stating what they’re proud of. than $45 million on Metro Vancouver road upgrades this year. Most of the money – $39 million – is contributed to municipalities to maintain and repair sections of the region’s 600-kilometre Major Road Network of arterial routes. But another $6.7 million goes to new road and bike projects in 12 municipalities.
They include the four-lane-widening of the Fraser Highway in Langley Township, the Tannery Greenway multi-use pathway in Surrey and the Murray Street bikeway extension in Port Moody. The spending on roads and cycling represents three per cent of TransLink’s $1.49-billion budget, 60 per cent of which goes to transit operations. Cities get funding from TransLink based on their share of the Major Road Network.

Collaborative drama presentations by Maple Green, White Rock and David Brankin Elementary schools explored complex themes such as arranged marriage and immigration, while dancers from Panorama Ridge examined the emotional effects when a student’s gender doesn’t present as the stereotype dictates. George Greenaway Elementary students carried lanterns on stage, each stating “what makes them light up.” While some kids said their passion was found in various sports, others pointed to inspirational quotes, moments with their parents or a favourite band. Classroom teachers and professional artists worked with students prior to the May 21 show. The Vancouver Biennale is a non-profit charity that celebrates art in public space with a mandate of using art for a catalyst for learning and social engagement.

Surrey’s mayor and city councilors approving more and more residential development, then repeatedly joining the Surrey School Board in blaming the province for a lack of school infrastructure. Insanity is repeating the same actions over and over and expecting a different result. Surrey needs to stop the insanity and change the dynamic between the province and the city. Surrey’s municipal government has some control here – they
determine what development proceeds in the city. Experience shows clearly that more residential development approvals mean more children requiring more schools. Surrey’s leverage with the province centres on development. “My personal view is in that in the future it is something we’re going to have to accommodate in terms of an aging population.” Coquitlam city council has previously called for publicly accessible washrooms to be built at all Evergreen Line stations. Jarvis said TransLink is trying to partner with retailers in some of its stations to provide and maintain public access to their washrooms. The $6.9 million in upgrades at Scott Road station include a redesigned bus loop, new shelter, pedestrian walkways and improved lighting, in addition to the new elevator. Scott Road station is TransLink’s first and largest park-and-ride, with 1,500 stalls.

tions getting a major upgrade now has a new elevator, but TransLink has no immediate plans to install public washrooms on its rapid transit lines. Officials with the transportation authority unveiled the upgraded Scott Road SkyTrain station in Surrey Wednesday with provincial and federal representatives. TransLink CEO Ian Jarvis said Scott Road and other Expo Line stations being upgraded, as well as all new stations on the Evergreen Line, are being built with plumbing to allow public washrooms to be added in the future – just not yet. “It’s a matter of operating costs and safety,” Jarvis said.

After he served his full term, he came to Surrey, for reasons yet unknown. He moved here just eight weeks before Paskall was killed.

Yosef Jomo Gopaul, 27, was charged last week with second-degree murder in the beating death of hockey mom Julie Paskall outside the Newton Ice Arena on Dec. 29, 2013. Gopaul remains not guilty of the Surrey offence as it hasn’t been proven in court. In 2010, Gopaul was sentenced to two years, seven months in jail after a violent assault on a woman in Brampton, Ontario. Canadian Parole Board documents show he followed a woman home from a bar on Jan. 1, 2009, and attacked her when she stopped to urinate.
Surrey RCMP were not informed that Gopaul had arrived, nor about his risk of reoffending. That information was available, but Gopaul had no previous run-ins with Surrey RCMP. When he became a suspect in the Paskall killing about a month after it happened, RCMP would have been aware of parole warnings. Meanwhile, Gopaul continues to be investigated by the RCMP in regards to an offence that occurred a month after he arrived in Surrey. RCMP say they are compiling evidence regarding a woman in her 20s who was attacked at the Newton bus exchange on Dec. 16, 2013. She was attacked as she was getting off a bus near the Newton Recreation Centre, at 72 Avenue and 137 Street. She suffered facial injuries. On Dec. 29, 2013, Paskall, 53, was brutally beaten outside the Newton ice rink while she was waiting for her 14-year-old son who was refereeing a tournament. Police said at the time of Paskall’s murder they believed there may be a link between the attack on the woman at the bus exchange and the killing of Paskall. Both attacks occurred within a couple hundred metres of each other. The Surrey RCMP explained at the time they did not send out a public release about the first attack because they didn’t believe it was severe enough or represented a trend. After Paskall’s murder, Surrey RCMP urged the public to be careful. As to adding an assault charge to Gopaul’s second-degree murder charge related to Paskall, Surrey RCMP Sgt. Dale Carr said it’s too early to know. “I can tell you that it’s certainly on our minds and certainly we’re looking at the evidence to see if we can support anything that would go forward to Crown counsel,” Carr said Tuesday. “He could be someone that is responsible, but we don’t know that yet, we don’t want to label

The NDAP has been a controversial undertaking, with many residents opposed to the rapid growth planned for the area in years to come. Delta council took the unusual measure of approving a 37-storey tower at 80 Avenue and Scott Road before the NDAP was complete. A recent public information meeting regarding the plan drew 350 people, offering comments and criticisms of the project. Some of the concerns expressed at the open house included traffic in the main corridors, such as 72 and 84 Avenues and Scott Road, as well as transportation issues. A SURREY woman accused of stabbing her best friend 41 times after an alcohol- and drug-filled evening pleaded not guilty to second-degree murder Monday in B.C. Supreme Court in New Westminster. Jessica Ashley Hanley, 25, is charged with killing her 23-year-old friend Tashina Rae Sutherland inside a house near 138 Street and 106 Avenue on April 26, 2012. The Crown’s theory is that the night before, Hanley invited Sutherland, a Burnaby resident, to her boyfriend’s home, where the trio started drinking. The boyfriend, said Crown prosecutor Jennifer Lopes, went out and bought cocaine for the women, but did not partake in the drug himself. He had to work the next day, so went to bed. In the morning, said Lopes, Sutherland and Hanley went out to run errands, which included buying more alcohol, which they returned home and drank. “At some point, Hanley stabs Sutherland multiple times,� Lopes told Justice Elizabeth

Arnold-Bailey, noting several of the stab wounds were capable of causing her death. Lopes said an autopsy showed Sutherland was “quite intoxicated� at the time of her death, with her blood alcohol content approximately three times over the legal driving limit. Lopes said during the trial, scheduled for five weeks, the court would hear that Hanley stabbed Sutherland many times in the living room of the house, and then dragged her into the bathroom where she continued the attack. Several of the wounds, Lopes said, were inflicted post-mortem. The Crown contends Hanley then texted her boyfriend and said she’d killed Sutherland and when he returned home, he found the
victim’s body in the bathroom. Hanley left and he called police. Hanley allegedly then went to her dad’s home nearby. Her father returned home to find Hanley distraught and cuddling her son, who her dad had been caring for. Lopes said Hanley told her father she’d

an SUV in North Surrey earlier this month. On May 19, a 23-year-old Surrey man was driving his SUV out from the back of his house, down the lane and up to the front of the home. Three men decided to hop onto the back end of the vehicle with the tailgate down for the ride. The driver accelerated when he got onto 128A Street near 100 Avenue, and while two of the men were able to hang on, a third tumbled out and hit his head on the pavement. He was taken to hospital in critical condition, and died on May 23. Charges are being considered against the driver. Police believe drugs or alcohol may have been contributing factors in the accident.

Second-generation advanced frontal airbag systems have been mandatory in new vehicles since September 1, 2006. And on September 1, 2009, the National Highway Traffic Safety Administration [NHTSA] in the United States phased in new side-impact standards requiring side airbags as standard equipment. But even the most economic new sub-compacts now offer multiple airbag systems designed beyond the legally required specifications. Dual-stage and dual-depth airbags, knee airbags to protect a driver’s legs—the refinements keep coming. Traffic safety statisticians say that seatbelts and airbags in combination have reduced crash fatalities by 24% since the time when only seatbelts were used. While early stage airbags reportedly caused the deaths of 291 people since 1990, the NHTSA also estimates that since 1998, airbags have saved nearly 28,000 people and that “using a seat belt and having an airbag reduces the risk of death by 61 percent. Simply put, this combination is the most basic and effective safety precaution available.” These days, if airbags fail to deploy when they
should, such failure is considered a major defect and possible cause for a widespread recall by the vehicle manufacturer. Innovators are finding creative ways to use the latest airbag technologies to protect the most vulnerable road users. Volvo has developed Pedestrian Airbag Technology that deploys an airbag on the outside of a vehicle when it hits a pedestrian. The external airbag is deployed from under the hood at the base of the front window to cover and cushion the hood and the area around the wiper recess and A-pillar, the areas most likely to cause severe head injury on impact. In Sweden, two young industrial designers working on their masters degrees at the University of Lund, Anna Haupt and Terese Alstin, developed the concept of an airbag bicycle helmet that they now produce and sell through their company, Hovding. The Hovding website contains videos showing deployment of the airbag helmet in the various common types of cycling crashes. The airbag, made of an ultra-strong nylon fabric that won’t rip when scraped against the ground, is inside a zipped-on collar. When inflated, it covers much more of the head than a traditional cycle helmet while still leaving a vision field opening. The Hovding website describes the airbag helmet as “like a hood” offering the greatest protection where it is needed most and providing “extremely soft and gentle shock absorption. The pressure remains constant for several seconds, making it able to withstand multiple head impacts during the same accident. distribute grants to families in need in Surrey and White Rock, with all funds raised locally staying in this community. Jumpstart deals with each family individually to determine their specific needs and decide on appropriate funding. Since its inception in 2005, money collected for the Jumpstart program has been able to help more than 740,000 children and youth stay active in sports across the country. Jennifer and Ken McAllister and their five children are one such family who have benefitted from the program. After adopting three foster children, Jennifer – who had previously been unable to conceive – gave birth to two daughters. With a total of five children to care for, finding extra money for recreational activities became a challenge. “Because we needed them in sports - for their sanity and for ours – we looked into different programs, and at Canadian Tire they have the Jumpstart logo all over it, so I got the information and went from there.” Most importantly, the children are happy and staying healthy, she said. Families can generally register for up to two seasons per calendar year of funding for kids aged four to 18. “When you look at the stats out there, kids are less and less active and getting them active really helps them develop,” said Woollven. “And the goal of the funding is to get the kids participating in sport.” May 31 is Jumpstart Day across Canada, with each individual Canadian Tire offering in-store activities for kids while raising funds and awareness for Jumpstart in each local community. New garden at Lionel-Courchene Park
LAST SATURDAY, members of the award-winning community development project Can You Dig It built a bustling community garden in a single day. About 40 members of the community and City of Surrey staff worked together at Lionel-Courchene Park – on 156 Street between 98 and 99A Avenues – to turn the space into a welcoming agricultural hub. “It was an amazing experience, so well-planned and executed it blew me away,” said participant Linda Hibbard. “Thank you Surrey for putting money into greening our neighbourhood and bringing us together around a common and healthy goal.” The community garden project is the result of the engagement of committed community members and local partners wanting to transform an unused piece of land into a beautiful, lush food-growing space. Families, children, seniors and individuals from various backgrounds and life experiences can not only grow their own food, but connect with others and contribute to the betterment of their communities. “I’m always amazed at what we can do when people come together, when we use people’s passions and gifts,” says Cinthia Pagé, who has helped create 36 community gardens in the Lower Mainland in her role as project coordinator with Can You Dig It, a posAbilities initiative. “There is something about (the experience) that really touches people,” she adds. Can You Dig It supports communities to create and maintain inclusive food-growing gardens where individuals can grow and share their food, gifts and abilities. Half of the growing space will be managed by DiverseCity as a program garden to foster social inclusion and empowerment of new immigrants and refugees. A day for mental health
S
tudents at North Delta Secondary School hosted the school’s second annual Mental Health Day on Monday, May 12. “The goal of Mental Health Day is to both reduce the stigma surrounding mental health issues and to promote good mental health,” said Tara Joshi, one of the student organizers of the event. The day involved an assembly on psychosis, an information fair, and guest speakers on various mental health topics such as suicide, depression, anxiety, addictions and schizophrenia. The information fair included various organizations that
promote mental health and mental health awareness. The Delta Police made presentations about trauma and mental illness, post traumatic stress and concurrent disorders. Youth were provided with information about what steps the Delta Police Department is taking to help those who are suffering from a mental illness. Caber, Delta Police’s compassionate dog who works with the Victim Services department, also made an appearance. North Delta Secondary School is one of the first high schools in the Delta School District to have a full day dedicated exclusively to mental health.

Secondary will host a Hockey Canada Skills Academy in the next school year. Sanctioned by Hockey Canada and the National Coaching Certification program, the academy will teach the fundamental skills necessary to enjoy and excel at the game and will be open to all students in Grades 9-11. over the B.C. Junior A Lacrosse League’s top team, the Delta Islanders continued their streak of strong play last week, winning two of three games. Last Thursday, the Islanders – who now sit third in league standings with a record of 6-4 – earned a victory on the road, defeating the Langley Thunder 17-9. Two days later, they won again – this time on their home floor at Sungod Arena – with a 13-8 victory over the Victoria Shamrocks. Delta’s only loss of the week – a 12-7 decision – came Sunday
on Vancouver Island, in a rematch with the Shamrocks. Thursday against Langley, the visiting Islanders jumped out to a quick lead, outscoring the Thunder 9-3 in the first period. The Islanders had the advantage in the second frame, too, tallying five more goals to take a 14-6 lead into the third. The final period changed nothing, as the teams each scored three times. Chase Fraser led the Delta attack with a six-goal, three-assist night, while Cody Nass added three goals and four assists. Other Islanders to light the lamp included Alex Morghese and Spencer Bromley – who each
had a pair – Taylor Northway, Jonathan Phillips, Reece Callies and Eli McLaughlin. Goalkeeper Matt Keither made 23 saves to earn the victory. Delta’s offence was in fine form Saturday against Victoria, too. The home team never trailed in the game, and led 5-2 after one period of play. Nass was the offensive leader, with three goals and five assists, while McLaughlin had a four-goal night, while chipping in with an assist. The rest of the offence came from throughout the lineup, as Fraser, Callies, Evan Messenger, Sam Klingsporn, Brad Hofmann and Tyler Nett all

Rock athletes from UBC scored medals last weekend, at the National Association of Intercollegiate Athletics (NAIA) Outdoor Track and Field Championships in Alabama. Luc Bruchet won a bronze medal in the men’s 1,500-m race, while Justin Kent won gold in the 3,000-m steeplechase. As well, both runners – along with Semiahmoo Secondary grad Jack Williams – were members of the school’s men’s 4x800-m relay team which won a silver medal. Williams also placed seventh in the men’s 1,500. Two other runners – White Rock’s Sarah Korpach and Surrey’s Stephanie Dacre – also competed at the meet. Korpach finished 18th in the women’s 400-m hurdles while Dacre was 14th in the 800-m. Both were also part of UBC’s 4x400-m relay team that placed 17th.

However, when cruising at highway speeds – without the lead foot acceleration – my driving partner and I noticed how quiet the cabin is. Wind noise is kept at bay and it’s serene. Furthermore, it was an incredibly blustery day when we took these pint-sized four-doors out. Needless to say, you could feel the swagger of the car at highway speeds. But in its defense, larger vehicles felt the wrath of Mother Nature’s blow, too.
While very affordable, the Micra isn’t “cheap” in execution. Even the knobs on the roll down windows have a soft touch to them. And there are metallic accents to break up the otherwise bland black interior. I certainly wasn’t disappointed when captaining the Micra. Even though that might sound like a backhanded compliment, it’s not. As far as small cars go, it’s functional, funky and has great value. Whether you’re looking for a vehicle that gets you from point A to B – minus all the options – or said vehicle with a few extras, the 2015 Micra might be the car for you. drivewayBC.ca But I have no hesitation in saying that I doubt there is one in the entire country that restores and builds as many custom cars as 360 Fabrication, in Abbotsford. They control the costs and track the daily progress by using a number of management systems and a Gantt chart. The secret to controlling the work is to perform all of the tasks in-house with perhaps the exception of chrome plating. During my time in the trade, costs kept mounting up and either the customer or the technician, who worked on a flat rate (piecework) basis, was short changed resulting in ill feelings between the shop owner, his staff and the customer mainly caused by the lack of communication and too
many assumptions! Laura Ballance’s original plan was to have a sympathetic restoration performed, replacing only what was necessary. But cars are no different from houses, boats and planes, so when the Mustang was disassembled and stripped they discovered that probably the only thing holding the car together was Laura’s father’s DIY welding! The Mustang is a relatively easy car to restore in terms of obtaining new parts. In this case, by the time the air chisel and plasma cutter was put away the only major sheet metal components left was the roof, “A” pillars, rocker-panels, bulkhead and the two front frame rails and the rear section of the floor. I have heard the expression “better than new”
a few times over the years and have often wondered how can it be better than new? But it can. Today’s restorations have improved with the help of new technology such as compression fit welding equipment, seam sealers and paint products including epoxy primers, spray on polyester fillers and the waterborne color coats with a clear coat finish. These products are far superior to anything that came off the production line during the ‘60s. Rick Francoeur and his team at 360 always allow the customer to be in control and understand customer needs and expectations, even down to the smallest sentimental detail. However, sometimes they have to advise the client for their
own benefit, sometimes financial, safety related or future re-sale value. Laura wanted the Mustang refinished it its metallic blue, all the rage during the ‘60s and the car she remembers. But if the car is to retain its value and to represent how it came off the production line as a rare T5, it had to be painted its original Ford Paint Code Z, an interesting colour called Sauterne Gold Irid. This colour combined with a black interior and vinyl roof will make the car a real eye catcher. Next week we will look into the mechanical component restoration and exterior trim replacement.
