Mayor tries to stop Petersen traffic lights Kristen Douglas Campbell RiveR miRRoR

The mayor tried Tuesday to put a stop to council’s plans to put in a traffic light at the 14th Avenue and Petersen Road intersection. Mayor Walter Jakeway put forward a motion to rescind council’s decision to spend $250,000 on the lights but was unsuccessful. Jakeway vacated the mayor’s chair in order to put forward the motion which was defeated by the rest of council. Jakeway’s reasoning for trying to scrap the traffic light is he doesn’t believe the amount of traffic travelling through the area warrants a light. “The intersection does not look Paul Rudan/The MiRRoR

Bear necessitates Beaver Lodge trail closure alistair taylor Campbell RiveR miRRoR

Conservation Officers and Ministry of Forest officials reopened the Beaver Lodge Forest trails on Thursday to public use after a bear

acted aggressively toward a jogger on Tuesday, prompting the trail closure. “He came up on to a rise in the trail and heard a snap in the bushes and saw a medium-sized black bear,” Conservation Officer Mike

Newton said. The jogger immediately turned and ran, which is what they tell you not to do, Newton said, and hightailed it out to Dogwood Street. The jogger then called the Conservation Officer (CO) service.

In consultation with the Ministry of Forests, the CO service decided it would be best to close the trails at the Rockland end of the Beaver Lodge Forest Lands and set up a trap and a trail camera beside it. Continued on Pg. 3

Despite being baited with bacon, sardines and molasses, the trap failed to attract anything and the trail camera showed no activity around the trap at all. “Our level of confi-

dence is high that the offending bear has moved on,” Newton said Thursday morning. “Even if it was reluctant to go in the trap, the trail camera would have caught it.” Despite rumours that it was a mother bear and a

cub, Newton said there is no indication of that. But the Beaver Lodge Forest is full of wildlife and there is a high probability of a number of different bears being sighted in the popular natural area, Newton added.

The decision to try and capture the bear sighted by the jogger was made because of its aggressive behaviour towards people. Usually, when a bear encounters a person, it will turn and run but this one didn’t.

like it deserves an automated street light for a quarter of a million dollars,” Jakeway reasoned. “I’ve gone and looked at the volume of traffic over the last two weeks and it’s seldom that there’s any more than two or three cars there and there’s long durations where there are no cars there at all. “It just seems like too much money and I think

the whole project and process needs to be rethought.” Coun. Samson asked city staff whether the lights will be hooked up to sensors on the ground, which would trigger the light to allow traffic coming off of Petersen to turn onto 14th. Ron Neufeld, the city’s manager of operations, confirmed the lights will be controlled. “There would be traf-

fic sensors at the intersection so the sensors could respond to the vehicle patterns that vary throughout the day,” Neufeld said. Drew Hadfield, the city’s transportation manager, said at the May 13 council meeting that city staff conducted traffic counts at 14th Avenue and Petersen and the intersection does meet the city’s threshold for a traffic light. The city

also intends to put in dedicated left-hand turns lanes on all four sides of the intersection, as well as a right-hand turn lane on the north-bound side of Petersen for cars turning right onto 14th Avenue, towards Maple Street. The work, which also includes adding new sidewalks on 14th, was approved by council during budget planning sessions in January.

Credit union members appeal branch closures “ Kristen Douglas

Campbell RiveR miRRoR

The Coastal Community Credit Union branch closures saga isn’t over yet. Members of the financial institution upset over the impending closure of the Cortes Island, Alert Bay and Sointula branches, have filed an appeal of the board’s decision to shutter the branches July 5. Noba Anderson, regional district director for Cortes, said legal advisor Jeff Jones, who is representing the credit union members, has submitted a letter to the Financial Institutions Commission (FICOM) to begin the appeal process but she’s not sure how effective the appeal will be. “FICOM has no procedure in place to process an appeal; no one has even filed an appeal before,” Anderson said. “It sounds like it will be a lot of back and forth with the seven FICOM commissioners and most likely on technical grounds rather than ones of useful substance.” Anderson said the more useful course of action seems to be submitting a new petition to the Coastal Community Credit Union. In April, members presented the credit union with a resolution, signed by 944 people, calling on the credit union’s board to re-consider its decision to close the Cortes, Alert Bay and Sointula

branches. The credit union refused, saying the board’s decision was binding. Then, earlier this month, Sointula resident and credit union member Bruce Burrows received a letter from the chair of the credit union board saying the board would not consider the resolution for a re-vote because the requisition was faulty. “Our legal counsel advises that there were several defects with the requisition, and therefore, it does not comply with….the Credit Union Incorporation Act,” wrote Susanne Jakobsen, chair of the board. “We are advised that the most significant defect is that a vast majority of the signatures were not effective counterparts.

P OW

“Specifically, it is not at all clear that many of the signing members even saw a copy of the full requisition. Less than the required 300 members signed a document that included a copy of the requisition.” Anderson said what happened was that some of the members signed the back of the requisition. She said members will be submit a new requisition, one that calls for a member meeting and a vote on an action permitted under the Credit Union Act. But Jakobsen hinted that no matter what the members do, the board’s decision is final. “We are concerned that not all people who signed the requisition are aware of the specific details of the requisition and how it would require spend-

ing the credit union’s and members’ money and resources to vote on a non-binding special resolution on an issue already analyzed in-depth by the board,” Jakobsen wrote. “Legal counsel advises that a special resolution such as the one proposed on the requisition would not be binding on directors. Having heard and considered the concerns of our members on both sides of the issue, the board is still unanimously committed to stand by our original decision and timelines. “The financial subsidies to these branches were very significant, and the analysis showed we simply could not find a way to get any of the three branches into a financially viable position,” Jakobsen added.

Union wants council to help protect workers and clients at New Horizons KRISTEN DOUGLAS CAMPBELL RIVER MIRROR

It is “incumbent” upon city council to take action to protect staff and workers at New Horizons, a Hospital Employees Union member told council Tuesday night. Barb Biley, vice-president of the union’s North Island chapter, said the union expects council to take a stand, following reports of poor working conditions at the seniors care home. “We ask that Campbell River city council take action to demand that Island Health investigate whether the provisions of the Community Care and Assisted Living Act…are being followed at New Horizons and that council take whatever actions are within its power to prevent contracting out and contract flipping,” Biley said. “Campbell River prides itself on being a community that takes care of its seniors and wants to attract retirees. Therefore it is incumbent on the community, including city council, to act to defend seniors in care at New Horizons and the workers who provide that care.” Since Park Place laid

off all of its union staff in April and contracted out its staffing to Carecorp Seniors Care, there have been reports of improper care of seniors and staffing shortages. “In the month since the changeover, several of the long-time workers who accepted positions with Carecorp have quit due to the unacceptable working conditions,” Biley said. “Besides workers that have been hired by Carecorp to work at New Horizons, it is our understanding that Carecorp has flown in some workers from the Interior, housing them at the Anchor Inn, and is contracting with at least one other private agency, Nurse Next Door, to provide some staff.” Biley said the union has filed a complaint with the labour board requesting it find Park Place in breach of several sections of the labour code and order the re-instatement of all the laid off employees, some of which were hired back but at a lower wage and with the loss of their seniority. Biley said there are reports residents are going without baths, timely meals and basic necessities due to a lack of experienced staff.

The husband of one New Horizons resident has publicly said meals are late and the facility is in chaos. In January, the Hospital Employees’ Union asked Island Health to intervene to stop the layoffs but was told Island Health would not step in as long as Park Place met its contract with the health authority. Biley said the union’s last resort was to turn to city council. “We are here because we believe that it is all of our responsibility to speak out when the lives of those who are dependent are put in danger and harm is being done

Our View

Alarming increase in skin cancer Canadians love the sun so much, it’s killing us. After being cooped up for months at a time to shelter from the snow and cold and, in the case of southwestern British Columbia, We say: And interminable rain, we rejoice at the first days of warm sunshine. By July we’re yet it is such an positively basking in it. easy problem to And that’s leading to an alarming increase in skin cancer, according to prevent a report released Wednesday by the Canadian Cancer Society, Statistics Canada and the Public Health Agency of Canada.

The report says there will be about 6,500 new cases of malignant melanoma diagnosed in Canada this year. That’s the deadliest, most insidious form of skin cancer that will kill more than 1,000 Canadians. Another 76,100 cases of non-melanoma skin cancers will also be diagnosed. Those are less serious and can usually be treated in the doctor’s office. Unlike many other forms of cancer, the incidence of skin cancer is actually going up rather than down. For men, the incidence rate went up two per cent between 1986 and 2010. For women it increased 1.5 per cent. Mortality rates also increased.

Those are sobering statistics worth thinking about the next time the seven-day weather forecast shows a solid run of glowing, golden orbs. Especially since it’s so easy to prevent skin cancer. While it might be a little much to ask people to stay indoors, it’s not a big deal to put on that shirt, roll down those sleeves, slap on that hat, slop on that sunscreen. And pay heed to that UV index that’s become a standard feature of most weather forecasts to avoid the sun’s rays when they’re at their most damaging. A little summertime prevention will mean being able to enjoy a lot more sunny seasons to come. – Black Press

Hall gets a makeover You may have noticed some activity around the Willow Point Hall – we did some spring cleaning and have once again painted over the graffiti that was “decorating” the rear of the Hall. Surfaces have all been power-washed and tidied up. The 20-year old shingles on the steps have been removed, and thanks to the very generous people at RONA, we have installed new commercial grade stair treads. Our Mother’s Day breakfast was an overwhelming success with almost 400 breakfasts served. Many thanks to Discovery Foods, whose donation made the ingredients really affordable. This year, we’ll be opening up the hall during the Shoreline Carving event at the end of June, and lots of events are planned to help us continue to support the community and to raise funds for a new roof. We’ll actually be closing the Hall for about a week while we install a new wheelchair accessible washroom. Thanks, everyone for your support! Judge’s words are a cruel joke for problem drunk

Paul Rudan No, really

Some readers wonder why I continue to write stories about the alcoholic misadventures of Joseph Galligos. I’ve heard the arguments: “You’re victimizing the victim of alcohol,” or “You’re simply writing sensational stories about a marginalized man.” I understand those opinions, but it’s not the reason we continue to publish articles about a man who’s still just 25. The unfortunate reality is there are more people like Galligos whose battles with alcohol keep them stuck in the revolving door of the legal system. I wouldn’t say there are a lot of people in Campbell River like Joseph Galligos – along with his younger brother Anthony who has similar troubles with booze and the law – but they’re highly visible in our little downtown where they like to hang

out. You know the spots: In the alley between JJ’s and the Haida, on the break wall across from the ferry terminal, or tucked away, out of sight, in the woods adjacent to Nunns Creek Park. Cheap, high-alcohol bevies are the choice selections, but anything will do in a pinch, like cough syrup. It’s not a choice though, it’s an addiction. It’s sad to see people live like this. The other unfortunate reality, in Campbell River, is many of these people are aboriginal who typically come from homes where alcoholism, and all the troubles with boozing, were a way of life. That’s the story of the Galligos brothers whose mother has had her own long struggle with the bottle and the law. As the saying goes, the apples don’t fall far

from the tree. But, as I said, there are not a lot of these “bad apples” in our city, but they do command tremendous resources that help keep a lot of high-priced professionals employed, such as police, guards, councillors, lawyers and judges. I don’t begrudge the salaries these people earn, but I do object to our socalled system that keeps guys like Joseph Galligos caught in a loop where he never seems to receive meaningful help, assistance or guidance. And it’s a cruel joke when a judge locks up Galligos again and then tells him, “it’s up to you,” to change. Really? When a relatively young man has complied almost 40 criminal convictions for breaching court conditions – mainly for drinking when’s ordered not

to do so, even though he’s an alcoholic – he clearly does not have the willpower or inner resources to help himself. Instead, people like Galligos are encouraged to enter treatment programs. I’m no expert, but it seems the long-term success rates are low for these programs. It’s either that, or the Galligos’ of this world “enjoy” going back to rehab over and over again, just like jail. Also consider the average rehab stint lasts 1-3 months which really isn’t that long for people who’ve suffered in different ways their entire lives, have a limited education and few marketable skills. There has to be a better way and not just for the sake of Joseph Galligos, but for all of us who pay the price. Next week I’ll take a look at some of those ways. paulr@campbellrivermirror.com

‘It’s up to you,’ judge tells alcoholic offender Paul Rudan

Campbell RiveR miRRoR

With Joseph Galligos sitting in the prisoner’s box for the umpteenth time, Judge Thomas Dohm sat at the bench looking preplexed. Finally, after reviewing the information, the judge looked at Galligos and asked how he got the two black eyes. “About a week ago,” replied Galligos who offered no further explanation. Galligos, 25, has compiled a lengthy criminal record with convictions for assault, sexual interference, robbery, break and enter and obstruction. However, the majority of his convictions, almost 40 now, are for breaching court orders. Typically, Crown prosecutors ask for longer and longer jail sentences as someone racks up criminal convictions.

However, defence lawyer Doug Marion said it amounts to locking someone up for being an alcoholic. That’s something that regularly occurs for Galligos. On March 10, he received a 30-day jail sentence for breach, but was given the break of serving his time on weekends. He didn’t do that and failed to show up at the RCMP detachment for his first weekend. Police caught up to him on March 22 when he as found drunk downtown. As a result, he was

skills.” In the end, the judge ordered another 30-day jail sentence. “”I only have so many options,” said Judge Dohm. “The only thing that will happen…is Mr. Galligos’ liver will have a rest…the police will have a rest and two to three citizens many not have to call 911.” The judge added that he didn’t say these things to depress Galligos, but rather to impress the fact that Galligos himself needs to seek help. “It’s up to you Mr. Galligos, we can’t do it for you,” the judge said.

Campbell River is poised to host is own outdoor music festival this summer. Kealy Donaldson, the owner of JJL Productions, is in the process of creating Rockin’ the River – a live music festival scheduled for Saturday, Aug. 16. The event is intended to be held on the playing field located west of Home Depot, on property owned by the Campbell River Indian Band. But before Rockin’ the River gets the official go-ahead, the city has some conditions that need to be met. “Before the city could approve the special event permit application it will require written verification of a plan for public notification,” wrote city clerk Peter Wipper in a report to council. “It is important that area residents are fully aware of this event and how they will be impacted. Staff were

pleased to hear that JJL has already distributed notices to area residents and has spoken with Wal-Mart representatives.” In order to accommodate the festival, there would be partial road closures of 19th and 20th avenues between Maple and Petersen in order to prevent festival participants from creating parking congestion for local residents. Entertainers slated to perform at the festival are: These Kids Wear Crowns, Kuba Oms, Don Amero, Georgia Murray, Brice Tabish Band, Danoig, Time Well Wasted, Diance Pancel, and Bentwood Boyz. Admission to the festival is expected to be $70 with tickets available through the Tidemark Theatre box office. Donaldson was successful at Tuesday’s council meeting in getting council to agree to extend the noise variance bylaw to allow music to be played until 11 p.m. the night of the festival.

This will be the second season for 22-year-old Jessica Parker who guies at a private fishing lodge on Stuart Island. Jessica grew up on Stuart Island and is a fourth generation fishing guide following in the footsteps of her mom, grandfather and great grandfather. Jessica guides out of a 28-foot Boston whaler built back in 1981. Last week I met with Doug Taylor who is guiding for Painters Lodge for the seventh straight year. Two bursaries were given to two students in honour of May Tuningley (centre, front row) at the former Carihi commerce teacher’s 100th birthday luncheon. The bursaries were given by the 1938-1959 Carihi School Reunion Committee. May still supporting students on her 100th birthday Members of the 19381959 Carihi School Reunion Committee treated their former commerce teacher, May Tuningley, to lunch on May 24 to celebrate her 100th birthday. At the luncheon two $500 bursaries were presented in her honour to Carihi students Darcy Williamson and Richelle Stewart. The money comes from the balance of

funds from the 2010 Carihi reunion. During the early 1950s to 1970s, Tuningly taught typing, bookkeeping and shorthand to many of the students of the original Carihi School, which they named. That school was destroyed by fire int he early 1970s and Phoenix School rose out of those ashes. The current senior high school quickly adopted the Carihi name.

Tuningley moved to the newly-named Carihi School where she taught many of the 1938-1959 reunion committee’s sons and daughters before her retirement. “Her kindness and lovely smile gave all her students confidence,” said barbara Howie. “She is a blessing to us and fondly remember to this day by all her former pupils. Thank you Miss Tuningley.”

Strike day #2 expected next Friday Campbell River students will get another long weekend next Friday if teachers and the province are still locked in a contract dispute. The B.C. Teachers’ Federation announced another round of rotating strikes in an effort to pressure government negotiators. In response, the province imposed its own

restrictions on teachers as both sides continue to fight rather than talk about a settlement. “Teachers know that bargaining is about compromise, but we cannot be the only ones expected to move,” federation president Jim Iker said in a news release. The government is offering a 7.3-per-cent wage increase over six

years. Teachers want 13.7 per cent over four years. Other key issues are class size and class composition. Campbell River teachers hit the picket lines Monday as the first round of rotating strikes began across the province. The next one-day strike for School District 72 is Friday, June 6.

PROPERTY TAX PAYMENTS JUST GOT EASIER: SIGN UP FOR PRE-AUTHORIZED PAYMENTS IN 2015 No more waiting in line or paying property taxes in one lump sum each July. City of Campbell River property owners can now make monthly contributions and earn interest - toward 2015 tax payments. Apply now for the new pre-authorized payment service that begins in August. An application form and program details are included in this year’s propertytax notice and posted on the City’s website (www.campbellriver.ca under City Services / Property Taxes). Or pick up a paper copy from City Hall, the Community Centre or Sportsplex. How does it work? Property owners have monthly payments automatically withdrawn from their bank account starting in August and ending in May. The annual tax notice mailed at the end of May shows taxes due, less total pre-payments and interest earned on the 10 installments. The balance owing is withdrawn from the bank account on the tax due date in July. Arrange for pre-authorized payments and claim your Home Owner Grant online at the City’s website (www.campbellriver.ca) and there’s no need to visit City Hall at tax time.

No matter how you pay your property taxes, remember to claim your Home Owner Grant each year.

BC Hydro to replace 10,000 Campbell River’s Home Grown aging power poles HEALTH FOOD STORE 3X8 throughout the year GET RESULTS!

BUYING OR SELLING CLASSIFIEDS: 250-287-9227

BC Hydro is advising Campbell River residents that crews will be replacing power poles in Campbell River over the next several months. The work is part of BC Hydro’s ongoing maintenance program that will see the replacement of more than 10,000 wooden utility poles this year throughout the province. BC Hydro maintains 900,000 wooden poles as part of its electricity distribution system that delivers power to homes and businesses throughout the province. More than 20 per cent of BC Hydro’s wooden poles have been in service for more than 40 years. In total, BC Hydro’s system includes 56,000 kilometres of distribution lines. Over time, wooden poles weaken due to adverse weather, insects and wildlife. BC Hydro regularly inspects the old poles to determine their strength. Once a pole reaches end-of-life, BC Hydro installs new poles to improve the safety and reliability of the electrical system. The lifespan of a power pole is 40 to 50 years on average. Pole replacement may require BC Hydro or its contractors to disconnect power. Crews take special care to avoid any unnecessary impacts to customers. However, if these maintenance outages need to be scheduled for safety reasons, BC Hydro or its contractors will let customers know in-person, or by mail or phone.

driveway Drivers feel gouged at the gas pumps, but not enough to stay home Two thirds of BC residents say gas price increases have caused hardship in their household, according to a new Black Press/Insights West poll. And 55 percent of those polled say they now drive less than usual due to high gas prices. Gas taxes are too high say 85 percent and

77 percent claim they are unfair for 77. A whopping 91 percent assert drivers are gouged at the pump before long weekends. Those comments were the results of a scientifically conducted poll but it remarkably reflects many sentiments expressed in response to our unscientific Question of the Week, which we posed before the

Quality and cost conscious classic car restoration is the key By Nigel Matthews Our classic and collector car expert continues today with the second part of his four-part series on the restoration of public relations executive Laura Ballance’s rare 1967 Ford Mustang T5 by 360 Fabrication in Abbotsford. The restoration business has changed a great deal – in the past, most auto body repair shops would only take on such work when their collision work dried up. Now it’s very specialist work and I’m often asked if I could recommend a restoration shop. To be honest with you, I would be hard pressed to come up with enough names to fill the fingers of one hand. But I have no hesitation in saying that I doubt there is one in the entire country that restores and builds as many custom cars as 360 Fabrication, in Abbotsford. They control the costs and track the daily progress by using a number of management systems and a Gantt chart. The secret to controlling the work is to perform all of the tasks in-house with perhaps the exception of chrome plating. During my time in the trade, costs kept mounting up and either the customer or the technician, who worked on a flat rate (piecework) basis, was short changed resulting in ill feelings between the shop owner, his staff and the customer mainly caused by the lack of communication and too many assumptions! Laura Ballance’s original plan was to have a sympathetic restoration performed, replacing only what was necessary. But cars are no different from houses, boats and planes, so when the Mustang was disassembled and stripped they discovered that probably the only thing holding the car together was Laura’s father’s DIY welding! The Mustang is a relatively easy car to restore in terms of obtaining new parts. In this case, by the time the air chisel and plasma cutter was put away the only major sheet metal components left was the roof, “A” pillars, rocker-panels, bulkhead and the two front frame rails and the rear section of the floor. I have heard the expression “better than new” a few times over the years and have often wondered how can it be better than new? But it can. Today’s restorations have improved with the help of new technology such as compression fit welding equipment, seam sealers and paint products including epoxy primers, spray on polyester fillers and the waterborne color coats with a clear coat finish. These products are far superior to anything that came off the production line during the ‘60s. Rick Francoeur and his team at 360 always allow the customer to be in control and understand customer needs and expectations, even down to the smallest sentimental detail. However, sometimes they have to advise the client for their own benefit, sometimes financial, safety related or future re-sale value. Laura wanted the Mustang refinished it its metallic blue, all the rage during the ‘60s and the car she remembers. But if the car is to retain its value and to represent how it came off the production line as a rare T5, it had to be painted its original Ford Paint Code Z, an interesting colour called Sauterne Gold Irid. This colour combined with a black interior and vinyl roof will make the car a real eye catcher. Next week we will look into the mechanical component restoration and exterior trim replacement. Nigel Matthews is the director of sales and marketing for Hagerty Insurance Canada. nmatthews@hagerty.com

long weekend. We asked if high gas prices would stall planned driving vacation plans and a massive 560 of you were moved to answer online. Specifically, we asked “Would a 10 cents per litre increase in the price of gas at the pump cause you to cancel a driving vacation?” A categorical ‘no’ was the response from 131 readers, a similar number said ‘yes’ but most wavered, saying the increase would have to be more substantial or they might consider shortening their route or holiday’s duration. the cost of gas.” Raylene, of West Kelowna, would take the wheel: “My husband has got a heavy foot. I would still go but my driving would be at the speed limit. I might get better gas mileage if I go slower and not brake as much.” Murray, in Vancouver, has some good advice: “I would minimize fuel consumption by keeping the car maintained, keep tire pressure at the optimum level, pack all luggage inside the car to reduce air drag, and not drive aggressively. The time to scrimp is during day-to-day use: don’t drive when you could walk or cycle.”

on their wallet: “Money isn’t the main focus when it is a well-deserved vacation.” Kay, of Coquitlam, warned: “I would not cancel . . . however I may change plans and go to the USA instead of Canada.” Renay, of Richmond, said: “I would still take the vacation and just have to re-adjust the budget to include the increase.” Alyssa, from Mission, remarked: “I have two young children and my husband and I are all about making wonderful memories for them. It would also be hard to tell a child that a vacation away has been cancelled due to

Debbie, in Abbotsford, claimed: “It’s cheaper now to fly to Vegas or California, than to drive.” BC tourism’s loss is the United States’ gain; with many saying cheaper gas in down south made it a more economical drive vacation destination, even with the current inferior exchange rate. Sandi, of Vancouver, said: “We cancelled our Christmas trip and will not be travelling this summer. . . . groceries are my first priority.” Chris, in Aldergrove, stood alone with his comment: “I think we have some of the lowest gas prices in the world.”

Steve, of Port Alberni, pulled out his calculator: “A 1,000km trip uses less than 100 litres (with an increase of 10 cents per litre) that’s $10 more. I would not tell my family we are cancelling for that amount!” Rodney, of Vernon, also did some math: “A good modern vehicle can get a fuel economy of about 10L/100km (about 28MPG, for us old folks). So a 3,000 km driving vacation would cost $417 in gas at a price of $1.39, and the same trip would cost $447 in gas at $1.49.” keith.morgan@ drivewaybc.ca

Playing it safe

There’s more to safety than donning a hard hat, visi-vest and steel-toed boots. That’s just the outer side to safety. Safety is really about good practices and policies, and making sure that employees and co-workers know these rules well before they begin a job. That’s why the Upper Island Safety Conference has been so successful and this year was the best yet. On Monday and Tuesday, 320 people gathered at Sportsplex to hear guest

speakers and to take part in educational sessions on a wide variety of safety-related topics ranging from setting up work zones to creating policies to thwart bullying and harassment in the workplace. The annual conference attracts people for all across Vancouver Island who also got to check out the latest in safety gear and safety-related businesses at the trade show. Alzheimers tele-workshop Aging British Columbians are fearful of dementia but people can live well with the disease with the right care and support, says the Alzheimer Society of B.C. More than 70,000 people in the province -- many of them in the local area -- live with dementia, and that number is increasing dramatically as the population ages. To help families, the Society runs free tele-workshops. Heads Up: An Introduction to Brain Health, runs on Wednesday, June 4. It looks at Alzheimer’s disease and how it impacts the brain, the latest research on reducing your risk for dementia, and everyday tips for improving brain health. It is designed for people with dementia, their caregivers and the general public. The tele-workshop starts at 7 p.m. Connecting to the sessions is as easy as phoning toll-free 1-866-994-7745, then entering pass code 1122333 when prompted and visiting momentum. adobeconnect.com/alzheimerbc and entering as a Guest to view the presentation online. Tele-workshops are learning sessions designed for family caregivers, but are also open to health-care providers. Recognizing that many caregivers are unable to attend in-person workshops, the sessions can be accessed by telephone and online (optional). At the end of the tele-workshop, participants have an opportunity to ask questions and share with others who are in similar situations.

A Look Back

THE HISTORY OF THE CAMPBELL RIVER AREA Sointula: Built on a Utopian dream

CATHERINE GILBERT SPECIAL TO THE MIRROR

The wild west coast of British Columbia has offered abundant opportunities for settlers to establish an independent lifestyle. One of the most interesting stories of the search for freedom on the coast is the story of Sointula, a Finnish settlement on Malcolm Island. Sointula means ‘place of harmony’ and the Finns who settled there in the early1900s were hoping to establish a Utopia – an ideal community where work and resources were shared, and where women achieved equality with men. The idea had come from a charismatic Finnish writer by the name of Matti Kurikka, who had visions of a Utopian community that he called Kalevan Kansa (the People of Kaleva). He at first went to Australia to try to establish a community there. Meanwhile, Finnish miners in Nanaimo, fed up with inhumane working and living conditions, were trying to find a solution to their problems. They wrote to Kurikka, asking him to come to Canada to help create a new and independent society. He came in 1900, and together they went to Victoria to choose the location of the community. Without any prior knowledge of Malcolm Island, they simply chose it from a pamphlet that outlined its assets. Malcolm Island is situated east of Port McNeill between the Broughton and Queen Charlotte Straits. When the

Finns arrived, it was being used as seasonal hunting grounds by the Kwakwaka’wakw, and there were only traces of non-native settlement. The Finnish group believed that there was a vast amount of arable land on the island but soon found that clearing the dense coastal rain forest for planting was a much larger task than originally estimated. Although it would have been easier and more practical to hunt and fish, the Sointula Finns were not comprised of hunters, fishers or even farmers for that matter, but as Paula Wild says in her book Sointula, Island Utopia, the male population was made up of tradesmen such as tailors and shoemakers. Surviving in the harsh

outdoors had to be learned by many. Fortunately though, they survived as they became successful at fishing the plentiful herring, eulachon and salmon; and to earn income, they supplied sockeye to Rivers Inlet canneries. Kurikka was an attractive

and charismatic man, and initially, about 200 people followed him to Sointula. Eventually about 2,000 people came and went from the settlement; many leaving disillusioned as they realized that Kurikka’s idealism was not founded on practical considerations. He

had no notion of how to use the islanders’ limited income wisely. A close associate of Kurikka’s from Finland, August Mäkelä came to assist with directing the community. Although many of his followers accepted Kurikka’s ideas about having no need for religion, as the natural environment was the ‘church’, some of his more radical ideas about no boundaries in male and female relationships proved less popular. This early ‘free love’ philosophy, coupled with other obscure notions like vegetarianism in a place where animal protein was necessary to survival were not conducive to creating the harmonious commune that Kurikka envisioned. Mäkelä and Kurikka held opposing viewpoints and in the end, when faith in Kurikka dwindled to the point where he was ousted from the island, it

Spring barbecues at Carihi are a tradition. They started in 2001 with Mr. Kreis’ entrepreneurship class and ran until 2006. They have been reborn in the last few years through leadership programs. The barbecues include a cheap hamburger meal and live music from the music composition class taught by Bill Young. They are full of spirit and part of what makes Carihi unique. “It’s a great community builder. Beautiful days like today here in the summer, with everyone outside together, all sitting together having fun, it just really helps promote the Carihi spirit,” says Joe Shields, the coordinator of the barbecues and teacher of the senior leadership program. Throughout the month of May there has been three barbecues each sponsored by a different team. Carihi Interact, Senior leadership and Junior Leadership have all

participated, with all proceeds going to their individual Relay For Life teams. While the money is going to a good cause, students enjoy the event for its school spirit. Gaelle Messmer, Gena Bannerman and Gurleen Mann, students at Carihi say they love

“the live music, the fact we can be outside in the sunshine, and come sit with our friends. It’s school wide, and there are veggie burgers! So it’s versatile.” “What’s unique is the mix of staff and students that come together. I see mixed tables of them

sitting together having a chat. What’s really fun is last week, some neighbors from across the street came over. I thought it must have been someone’s mom because she stayed until the end clapping and cheering, but it turned out she just lived there.

What’s unique is we’re part of a community. It’s a very open thing.” The third and final barbecue is today, with the Relay for Life event on the 31st. If you’re in the neighborhood, swing over to Carihi for a burger and live entertainment.

On Monday, Campbell River schools were empty of students and teachers. This wasn’t the result of a Pro-D day or Canada adopting Memorial Day. On Monday, B.C. teachers entered phase two of a strike. This includes rotating job action over four days. Every school in B.C. will miss one day. The teachers union is asking the government for higher wages and smaller class sizes. I spoke to Phil Cassidy, a teacher at Carihi, about the strike. “Twelve years ago, in our contract, it specified how many kids per class, and if there were kids with special needs, how many aids they would get. The government stripped that out of our contract 12 years ago, so we’ve been taking the government to court ever since, and winning every time, and the government says [they] don’t understand, and go back to court with us, and dragging this whole thing out. So we want that language to be reinstated. “There was a time when so many kids meant a counsellor, and so many more kids meant another counsellor, or half a counsellor, and so many kids meant a librarian. Now, in order to have a counsellor in the school, there are bigger class sizes. Eight hundred kids means 50 teachers. In order to have a counsellor, that counsellor counts as a teacher, so now you have 800 kids and 49 teachers… Really,

there should be 51 teachers, in order to keep class sizes [consistent].” As for missing days of school? Will it deduct time from exam prep? Cassidy said that, unless the job action escalates to Stage Three, it shouldn’t affect students. “I think one or two days isn’t going to significantly alter things; more than that gets to be a problem for sure. If you think about the wintertime – the storm days – it’s kind of like that. We can absorb that.” C onsidering the diverse demands of the education system, some people question whether increased wages are necessary. “We’d like the raise to reflect the cost of living… Over time, the amount of money that’s been spent on education by the government has gone down, a lot, to the point where we’re a thousand dollars behind the rest of the country.” Most people, from either side of the fence, hope that this ongoing battle can be resolved quickly and efficiently. We can only hope that by the start of the new school year in September, a clear contract will be established.

Looking back: Making the home they desired Continued from Pg. 20

was Mäkelä who remained and was the guiding light for the community. When Kurikka left, the Kalevan Kansa as a collective dissolved, but the community that had been founded on its ideals remained. People were united by common language and rituals such as taking group saunas, and eating together in the communal hall, where they often gathered for music and entertainment. A cooperative general store was established in 1909 so that there would be less dependence on purchasing goods from outside the island, and an employee, Meralda Pink related that “In the old days we had a really big crew. The store was a happy place, we all spoke Finn and were good friends.” (Sointula, Island Utopia). Many of the men had become commercial fishermen by the 1930s and fishing boats were being constructed

in Sointula. People also keep hundreds of chickens and several cows and were able to sell their excess produce. The Finnish people of Sointula never did adopt organized religion, and marked births, deaths and other life altering ceremonies in their own way. The hardy Finns found ways to make Malcolm Island the home they desired it to be, and by the 1940s, the population had grown to 450. Today, although the population of Sointula is no longer strictly Finnish, it remains a close knit community where the ideals of self sufficiency and living in harmony with nature are still vital. As Mikko Saikku in Utopians and Utilitarians says, “For many visitors to Vancouver Island, Sointula and Malcolm Island have become synonymous with the striking beauty of the B.C. coast and a lifestyle in harmony with the natural world.”

o what to do with those boxes of old tax returns, the piles of paid bills – especially the ones from credit card companies – and all those other papers containing sensitive personal information that you’ve been hanging on to for years because you don’t trust putting them in a recycling bin? Tomorrow (Saturday, May 31), Campbell River Crime Stoppers has a neat solution – just bring

them down to the Shredding Event the group is holding in the Strathcona Gardens parking lot, next to the RCMP Detachment on Dogwood Street. From 10 a.m. to 4 p.m., the organization will shred those papers for you on the spot, courtesy of R & R Shredding’s mobile paper shredder. Shredding is by donation to Campbell River Crime Stoppers. site as well, cooking up hot dogs and hamburgers, and the Mounties and the Safety Bear will be there in their Red Serge, available for photos. So gather up those piles of sensitive paper and bring them down to support Campbell River Crime Stoppers. Small businesses are welcome too. This event is sponsored by the Campbell River Mirror.

The city will implement regular downtown parking patrols starting the first week in June through contractor Robbins Parking. To assist people with their parking needs, a map showing long-term downtown off-street parking facilities is available on the City’s website at www. campbellriver.ca under City Services / Maps / Downtown Parking. “People who work downtown are encouraged to use the off-street parking lots for long-term parking and leave time-limited on-street parking available for customers,” Wipper adds. People with questions about parking enforcement should contact City Clerk Peter Wipper at 250-286-5707.

In response to requests from local businesses, regular downtown parking patrols will begin in June. “Increased activity in the downtown core has led to a higher demand for parking, and the city is receiving complaints about people leaving their vehicles parked on the street in excess of the posted time limits,” explains City Clerk Peter Wipper. “This has led to requests from local merchants and the Downtown Business Improvement Association and the Pier Street Association for increased parking enforcement.”

A whale of a celebration set for Oceans Day

www.CampbellRiverMirror.com www.CampbellRiverMirror.com

T

here will be many activities happening at the Pier on Saturday, June 7, when Campbell River celebrates Oceans Day. This fun-filled and free family-oriented event takes place in the parking lot next to the Maritime Heritage Centre from 10 a.m. to 3 p.m. The Centre for Aquatic Health Sciences has looked after overall organization of Oceans Day for the second year in a row, and the manager of the Discovery Passage Aquarium, Lidia Davidovics, took on coordinating the event. “We are excited about all the participants who have come forward this year,” says Davidovics. “We have Heather Gordon-Murphy’s group the Raincoast Creative Performing Arts returning, and new this year is Lutini the magician who will appear on stage. “He will also stroll through the crowd after-

wards.” Oceans Day celebrates our living oceans and all the creatures that inhabit it. It also celebrates the working coast; commercial fishing, logging and aquaculture, and looking at the sea as a place of recreation for boaters, divers and wildlife viewers. There will be music and a variety of food vendors, along with BBQ salmon samples from the BC Salmon Farmers Association. New this year is Jalapeño Grill, and purely for fun, kids can enjoy Bouncerama. Other participants include the Bee’s Knee, Campbell River Coast Guard Station, Maritime Heritage Centre, Museum at Campbell River, Beaver Aquatics, the City of Campbell River, Quinsam River Hatchery, Comox Strathcona Waste Management, Ecole Phoenix Middle School, Baba Gannouj, Island Return

and Watershed Education. Oceans Day 2014 marks the first birthday of the opening of Discovery Passage Aquarium, and like all birthdays it will be celebrated with cake! Cake cutting is at noon; so be sure to arrive on time to get your piece. Admission to the Aquarium

attendees will be the arrival of the traditional Tribal Journey canoes who enter our territory on July 1 from Washington State en route to their final destination in Bella Bella. This group of more than 1,000 paddlers will be joined by Her Honour Judith Guichon, Lieutenant Governor of British Columbia. We welcome you to join us for this unique Canada Day celebration that will bring together an estimated 5,000 guests to our community. Complimentary shuttle services from the ferry

will be by donation. There is limited parking at the event, but free Shuttle Bus service is available from the Community Centre, Tyee Plaza and Save-On Foods at 16th Ave. The first bus leaves every half hour from the Pier at 9:30 a.m. to 12 p.m, then continues from 1-3 p.m. It leaves the Com-

have signed a Partnership Agreement for the trails in the Snowden Demonstration Forest. This means that the RCCC will provide trail maintenance services and ensure the trails are safe to ride and MoTCA will ensure that the RCCC is included in any recreation decisions that may affect the Snowden Forest. Snowden is also the home of The Campbell River 50 km Trail Challenge. This annual event features some of the best trails we have to offer and is a test of any rider’s stamina, both physical and mental. Comprised of two loops, the actual loop length is 27km for a total of 54km.

Pump House The Pump House Trail was the first true mountain biker’s area in Campbell River, built by riders for riders. Suitable for the beginner with a little experience, yet with some challenging sections for the more seasoned rider.

hours. Be prepared and ride within your limits!

The purpose of the club is to promote bicycling as well as encourage and facilitate touring, races, bicycle outings, and all forms of recreational bicycling activities.

Riding Areas

Snowden Demonstration Forest

The club hosts group rides, trail days, organized rides to other communities, and good times for all. The River City Cycling Club has a unique working relationship with BC Parks land managers and works directly with them for mutual stewardship and maintenance goals of the existing trails that exist in the parks area.

Riding on the Wet Coast If you have to ride during periods of sustained precipitation, choose trails that are rocky and well drained. The Pumphouse trails are well suited to wet conditions and are underrated for their fun factor. Check them out if you haven’t been in there in a while. Enjoy the

In Campbell River we have three main riding areas, Snowden, Pump House and The Beaver Lodge, and a couple of lesser used areas, Menzies Mt., McIvor Lake and Woods Creek. There are numerous other areas of trails, however most are not bike friendly, either because of terrain or use restrictions. We are fortunate that our trails remain snow free most years except for a couple of weeks mid-winter. In the summer there can be a shortage of water for our four legged riding partners. It is not uncommon to see deer, elk, bear and occasionally a cougar in any of our riding areas. Please be respectful of the inhabitants and carry out any litter. Also be aware that in most of the Snowden and on Menzies Mountain, help is many hours away in the event of serious injury. In the event of an unrepairable mechanical, the walk out can take

This is our largest area with over 100 kms of trails. This is a cross country and all-mountain area, well suited to 5” travel bikes. Although Snowden Forest trail difficulties range from Green Circle to Black Diamond, these trails are not well suited to the absolute beginner rider, as most of the trails are challenging with technical features. The trails traverse a variety of terrain, from dense forest to open rock bluff with incredible views. Unique to this area is the almost total absence of roads. Most of the trails are signed and marked for the preferred direction of travel, although most can be ridden in the reverse direction by a strong climber. The trails of the Snowden Forest are designated for non-motorized use, so leave the quads at home. The River City Cycle Club and the Ministry of Tourism, Culture and the Arts (MoTCA)

Trails are in forest and on open rock bluff, the entire area is within Elk Falls Provincial Park and the trails are recognized by Parks for bike use. A competent rider with a knowledge of these trails could cover them all in a couple hours easily.

The Beaver Lodge Quite flat and with many of the “trails” built on very old rail grades, this is the area most suitable for the family or complete beginner. A strong rider with area knowledge can ride everything “the Beav” has to offer in a little over an hour. There are a few hidden gems in the “Beav” with technical features that will challenge most riders.

Other Areas McIvor Lake/Skidmarks. This area comprises mostly intermediate trails. Woods Creek has a small network of fairly easy trails with little elevation gain. Woodsman’s Wilderness Trails on Menzies Mountain are Campbell River’s newest and most remote riding area that contrasts the mountain’s rugged “working forest” character with its pristine subalpine meadows, mountain views and exhilarating descents on the way down. If you are pedaling up, expect a long, steep and rough access road climb of an hour and half to the start of the trail. The descent is a long XC and technical DH trail from the end of the road access back to the starting point, with some optional but highly recommended trails in the lower elevations, such as Fauxhawk. The trails vary in difficulty throughout the descent, but riders should be very comfortable with technically difficult DH trails before attempting to ride this remote area. Many riders take over five hours to complete the round trip, however a seasoned rider can complete a loop in half that time. Woodsman Wilderness Trails are not maintained by the River City Cycle Club. Trail conditions (including snowpack) and hazards will vary with the season. Ride within your limits and at your own risk! (Note: Mohawk will NOT appeal to any but the most skilled and risk tolerant riders.)

Salmon Kings swimmers are happy to be back in the outdoor pool

Pool reopens

The sun was shining on Monday for the Campbell River Salmon Kings as they made their march to Centennial outdoor pool. The Salmon Kings, at 53 years, are one of the longest running sports clubs in the city and are the original tenant at Centennial Pool. “Today was a great day,” said association president Dean Dobrinsky. “From not even knowing if we were going to have a pool three years ago to starting early this year is amazing. It was fantastic news for all youth, when the city committed to the funding to keep this facility viable into the future.” This year the team is being led by head coach Taylor Padington who’s swimming for Boise State University. She will be assisted by coaches Olivia Carter and Kiersten Padington. For more information, visit campbellriversalmonkings.ca

Six members of the Strathcona Triathlon club headed to Courtenay last Sundayto compete in the Shoreline Orthodontics Tri-K and Duathlon. The adult triathlon is a sprint format with a 750metre swim, 20-kilometre bike ride and a five-kilometre run. The duathlon consists of a 5 km run, 20 km bike and then another 5 km run. Campbell River’s Sue Bennet placed first in the female 50-59 category besting her husband Lance who took second place in the 60-69 age group. Linda Nagle took second in female 60-69 and Arlen Halwa, in her first-ever duathlon, placed second in the open category. Other club members participating were Carla Valentine and Karla Leighton who raced in the very competitive 40-49 age group. The Strathcona Triathlon Club is its general meeting on Monday, 7:30 p.m., at the Royal Coachman Neighbourhood Pub. Anyone interested in triathlon is welcome to attend. Campbell River Tyees’ catcher Todd Campbell has the ball jarred loose by Cam Donn of the Nanaimo Pirates during a homeplate collision in Sunday’s bantam rep baseball game at Nunns Creek Park. The home team lost to the highertiered visitors, but earlier in the day Campbell River defeated the Comox Valley.
