PRINCE RUPERT - First Nations participation is essential in building Canada for a better tomorrow. That was the message of Greg Rickford, Canada’s Minister of Natural Resources, who along with B.C. Minister of Aboriginal Relations and Reconciliation John Rustad were in Prince Rupert May 27 to announce new measures put in place to ensure active participation from First Nations in the development of Canada’s energy resources. “We must take steps to ensure that First Nations are partners in everything we do — from prevention and preparedness through to emergency response,”

said Rickford. “This will not only help to ensure that communities receive sustainable economic benefits, build confidence in local communities about how these systems operate.” “Here in B.C. we’re blessed with an abundance of natural resources that hold huge economic potential,” said Rustad. “The province wants to ensure that all British Columbians are able to benefit from this potential, particularly First Nations,” said Rustad. According to Rickford, the government is taking steps to enhance marine and pipeline safety, resulting in robust prevention, better preparedness and response, and improved liability and compensation in the event

of an incident. This includes increases in surveillance, inspections and safety audits for both marine shipping and pipelines, modernizing navigation systems and the entire system of spill response, as well as new enforcement mechanisms. “We are ensuring that it is the polluter — not Canadians — who pay if an incident does occur. This means companies will be accountable — and taxpayers protected — from bearing any potential costs,” Rickford said. The government also hopes to enhance First Nations participation through the creation of the Major Projects Management Office West (MPMP-West), and a tripartite forum initiative. Both measures come from Douglas Eyford’s final report, the

man the Prime Minister appointed as a Special Federal Representative for West Coast Energy Infrastructure a year ago. By providing an on-theground presence, MPMO-West will coordinate government engagement with First Nations and industry by facilitating ongoing dialogue to better understand perspectives on issues such as employment, business opportunities and environmental stewardship and safety. The tripartite forum allow the federal and provincial governments and B.C. First Nations leaders to “share information, identify common interests and align efforts on issues” and will be supported by MPMO-West through the coordination of activities.

PRINCE RUPERT - While RCMP may no longer be involved in the search for Jonathan Knight, Tina Spence is determined to find answers about what happened to her boyfriend. “I can’t give up just because they are giving up,” said Spence, the girlfriend of the man who went missing on May 7. “I just want to know that he’s safe.” RCMP suspended their search on May 20, believing Knight “may have chosen to live in the wilderness and may not wish to be located”. “If somebody is out in the wilderness and something happens to them, they’ll make clear they want to be found,” said Cpl. Dave Tyreman. “They’ll come to the edge of the river, light a fire or leave arrows with logs, but we’re not finding these signs,” said Cpl. Dave Tyreman, adding that indicators show Knight may have wanted to live in the wilderness. Spence, however, does not believe Knight is simply living in the bush. “You don’t leave a two year relationship, desperate for something, to go into the bush. When he told me he loved me that day, it wasn’t a goodbye,” Spence said. “I don’t believe he was experienced enough or knew what he was getting into. I don’t believe he has landed on the other side.” Cpl. Tyreman said they have no indication the boat flipped as it was found upright with a paddle, pump and carrying bag inside. But Spence isn’t so sure. “No one goes into the bush and

loses his only means of return. They don’t even think they’re looking for a body. They just assume that he went in somewhere,” she said, adding the boat was found with only one paddle and no personal items inside. “I’m emailing everybody I know, every fishing village from here to Vancouver trying to get his picture out… anybody fishing on the North Coast or mid-coast, please keep an eye out for him.” Although not certain Knight made it across the Skeena, Spence is holding out hope he is still alive somewhere. “If he got hurt trying to get in the boat and got out on this side, he could be anywhere,” she said. Police are considering the trail cold and Tyreman said it comes down to one of two things. “Either somebody is looking for help or they may not want to be found,” he said, asking anyone on the river, the surrounding trails and the community to notify police if Knight is spotted. “We’ve put extensive resources into it but right now we have no further place to go. It’s like hitting a dead end street. We’ve suspended the search, but should we receive further information or a sighting ... then we’ll be back into it.” Spence and Knight’s family and friends are seeking information and help. She asks coastal fishers and those on the river to keep an eye out. They also ask that anybody with cabins in that area check for signs that someone has used their cabin, including something left behind like a shirt or a hat. Spence asks that anyone who finds anything to call her at 250-600-6170.

LNG company builder chosen for Kitimat By Cameron Orr THE NORTHERN CONNECTOR

KITIMAT - LNG Canada, the proposed liquefied natural gas export facility planned for Kitimat, has announced it has awarded its main contract to CFSW LNG Constructors. CFSW is a consortium composed of Chiyoda, Foster Wheeler, SAIPEM and WorleyParsons. The contract incorporates the front end engineering and design (FEED) as well as project execution. FEED studies will begin on June 1, the company says. LNG Canada CEO Andy Calitz still emphasizes that the announcement is not a final investment decision, which is still “some time away.” Representatives of LNG Canada and CFSW were on hand in Kitimat for the official signing of the agreements on May 20. CFSW will lead the hiring of general contractors for the construction phase of the project as well. The minister of natural gas development in B.C., Rich Coleman, released a statement following the announcement that this recent decision “is great news, moving the province closer to a new LNG export facility and the company another step forward toward a final investment decision.” He continued that, “Developing an LNG industry will result in some of the largest private-sector investments in British Columbia’s history, and will produce new economic activity for our communities, creating thousands of jobs for British Columbians.” Meanwhile Mayor Joanne Monaghan, who joined others at LNG Canada’s Kitimat announcement, said the announcement last Tuesday was historic. “It’s really nice that they made the announcement here in Kitimat because our community and our citizens are the ones who will be working with them,” she said. “So now we’re very glad that this step has happened, now we’re waiting for the final in-

vestment decision.” LNG Canada is a joint venture of Shell Canada, PetroChina, KOGAS and Mitsubishi. Earlier this month the partners officially incorporated LNG Canada into its own operating entity, LNG Canada Development Incorporated. Canada LNG is one of three planned LNG plants at Kitimat. The other major one is Kitimat LNG, owned by Chevron and Apache and a smaller one is called BCLNG. The Kitimat LNG project has received an export permit from the federal government and federal and provincial environment approval. A front end engineering and design study fro Kitimat LNG has been underway for some time.

PRINCE RUPERT - As the eyes of the LNG world turn to the Northwest, four of the largest liquefied natural gas proponents have come together to push for the export of B.C. gas to Asia. The B.C. LNG Developers Alliance, formed earlier this month, includes Lelu Island terminal developers Pacific NorthWest LNG, Ridley Island LNG developers the BG Group, Shell-led LNG Canada and Chevron-led Kitimat LNG. Rod Maier, manager of external communications with Chevron Canada for Kitimat LNG, said the alliance is still very much in its infancy. “We have been having discussions and have created a framework for the alliance ... we are still working out the

Relay for Life tomorrow By Cameron Orr

KITIMAT - Kitimat’s Relay for Life is tomorrow, from 10 a.m. to 10 p.m. The event will touchdown at the Mount Elizabeth Middle School track field, and organizers are going to keep things fresh for this year. So far $37,000 has already been collected for cancer research and treatment, while local committee chair Michel Voyer said they’re shooting for a

$125,000 total, to match last year. There are 22 teams so far registered, not far off the 27 total that came out last year. Those still interested in volunteering can do so at the event itself by checking in at the committee tent for what’s needed. The event starts at 10 a.m. but survivors are asked to register early for the starting lap. And don’t forget to dress up for the ‘Back to the 80s’ theme.

Police seek pepper-spraying woman after incident in Terrace TERRACE - A 17-year-old boy was pepper sprayed in the face in a random attack by a woman on May 17 and police are still searching for the culprit. “The boy was walking home when a woman approached him from a schoolyard at the corner of Sparks St./Loen Ave. and without any provocation, pepper sprayed the boy in the face,” says the police report. “The woman then walked west on Loen Ave. and crossed a yard of a residence in the 4700 block of Loen Ave. Investigation determined that this residence

was unrelated to the incident,” the report continues. This attack was random and unprovoked. There was no communication between the female and the boy. Pepper spray causes great pain but thankfully no lasting injuries, said Const. Angela Rabut, Community Policing/Media Relations Terrace RCMP. Terrace RCMP are asking for the public’s assistance in identifying the woman. She is described as in her 20’s, 5 ft 7 inches, heavy set and chesty, long/thick/bushy/ wavy dark hair, and was wearing a black sleeveless shirt, blue

Challenge participants impress for innovation and creativity TERRACE - Rick Brouwer is more convinced than ever the region could use a place to nurture regional creativity in the hope that what evolves could turn into a business. The executive director of the Skeena-Nass Centre for Innovation in Resource Economics (SNCIRE) made the comment following its hosting May 9 of a competition challenging area residents to come up products or creative ideas. “What we saw were some very good ideas and innovation. You just get the feeling more could be accomplished if we had some way, an incubator, to take these forward,” he said of 12 entries from around the region. The top placing entry, from Giulianna Hauknes of Prince Rupert and Christine Moody of Skidegate, won the $2,500 Terrace Community Forest Prize for Project Hlaana, natural spring water infused with traditional herbs, medicines and berries – all found on Haida Gwaii. The prize was based on most innovative use of a bioproduct. There were six prizes awarded in all. Brouwer said he was also impressed with teen Brandon Greenwall from Hazelton who won the Mountain Prize worth $1,750 for a solar heater made out of pop cans and other upcycled items. “He was really into it,” said Brouwer. “He was having a great time explaining it to everybody.” “What we saw was everything we had been talking about – that if you can plant a seed, it can grow.” Mike Sorochan from Terrace won two prizes worth $1,000 each – one from UNBC and the other a people’s choice voted at the event – for his creation of a lightweight collapsible backcountry ski. The Northwest Innovation Challenge, put on by SNCIRE through the sponsorship of various contributors, could be the last official act of the centre which is closing after failing to secure long term financial backing. “When you hear about these large LNG projects and you think of their legacy, what better legacy could there be than a place for innovation, a place where you could take ideas and build them out,” said Brouwer.

The food drive begins May 30 and employees will be going door-to-door and they emphasize that all the food collected will remain local. Cash donations are also welcome and the store says that too will remain entirely within Kitimat. If no one comes to your door you can also take your food to the store itself in the City Centre Mall. Warehouse One, since the program began, has donated over 13,000lbs of food to communities.

PRINCE RUPERT - The 2014 cruise ship season began on May 26 with an eight hour visit from the 490-passenger Seven Seas Navigator. Cruise passengers were greeted at Northland Terminal by Mayor Jack Mussallem and RCMP in Red Serge. The next ship to visit Prince Rupert will be the 380-passenger Silver Shadow on June 26.

Swamp Point moving forward By Shaun Thomas THE NORTHERN CONNECTOR

PRINCE RUPERT - Highbanks Resources is moving forward with its aggregate project that the company said is benefitting from being in the right place at the right time. The Swamp Point North Aggregate Project, approximately 125 kilometres north of Prince Rupert, has an estimated supply of 72 million tonnes of crushed rock that is the primary ingredient in concrete the company has initial off-take commitments of $22.50 per tonne. Although the project has been on the books for several years, president and CEO Victor Bryant said he expects 2014 to be a busy year at Swamp Point. In April, Highbank received permission from the Department of Fisheries and Oceans to construct a barge loading dock and ramp at the site and received confirmation the Nisga’a Nation has no conditions for the company’s barges to traverse their traditional territories. The company expects to receive a timber cutting permit by the middle of May and permit for barging operations shortly after. The environmental baseline study has been completed and will form the basis of an application to expand production in the future. The company is now finalizing the mine operating procedures, which are required prior to commencement of operations. “We anticipate being in commercial production by the end of August, 2014, achieving our annual production rate of 235,000 tonnes by November,” said Bryant.

TERRACE - Three Terrace soccer players are part of a roster of young men travelling to Saskatchewan this summer to represent B.C. at the 2014 North American Indigenous Games. Josh Grant, Clark Matthews, and Harry Moore are part of Aboriginal Team BC, U16 and U18 boys division, Team North-Skeena. They’ll represent the province next month in Regina, Saskatchewan at the North American Indigenous Games 2014. To make it to the continental tournament, the teams played their hearts out at a grueling provincial tournament last August in the Fraser Valley. Five regions took part in the tough tournament, with NorthSkeena U16 boys and U18 boys winning both of their divisions to represent as Team BC. Team North-Skeena is diverse with many First Nations players from the local region – Haisla, Haida, Wet’suwet’en, and a vast majority from the Gitxsan Nations. Coaches Chris Daniels and Warren Maitland have been setting up team practices weekly in Kitwanga and Hazelton on alternating weeks. Team BC will journey to Regina July 19 and will play a tough international rules tournament against North American teams from the USA and Canada. The tournament runs from July 20 to 27, and this year’s theme is “raising the bar.” Historically, previous teams from the north have won the competition and the team is looking forward to the games. And Team BC is prepared and able to play a good draw no matter who they find themselves up against, said team manager Brian Grant.

KITIMAT - The Kitimat Marlins hosted a regional swim meet in early May and had some excellent results. The other regional clubs from Terrace, Prince Rupert and Smithers were in attendance bringing over 100 swimmers to the competition. Kleanza Cathers (14) competing in the 13-14 girls division achieved her first 15 and under girls Western National qualifying time standard in the 100 meter freestyle. She is now eligible to compete at Canadian Western National Championships this coming February in Regina. She also broke the pool record in the event which was held by Marlins alumni Sheena Bartel from 1991. Bartel at the time was ranked first in Canada in the 50 meter freestyle event. Cathers also broke the pool record in the 50 meter backstroke, 50 breaststroke and the 100 Individual Medley. Cathers time in the 100 IM was the seventh fastest time in Canada by 14 year old girls done this swim season. The pool record in the 100 IM before Kleanza broke it was set in 1984 and had lasted for 30 years. She swam 100 per cent personal best times in all seven of her events and tied friend and competitor Avery Movald from Prince Rupert for the gold medal in overall points in the 13-14 girls division. Alivia Soares (13) also competing in the 1314 girls division achieved her first Canadian Age Group National time in the 1500 meter freestyle. PRINCE RUPERT - For the second straight year, the Prince Rupert Football Club (PRFC) will return from Gitsegukla as Annual May Tournament champions, and they’re dedicating their nail-biting shootout victory to the memory of former player Adam Moore. PRFC, the area’s senior men’s not-for-profit soccer team, took to the pitch on May 16 and crept into the eight-team tournament final by winning the championship game in penalty kicks versus Kispiox. “It was a tight, tight game,” said tournament MVP Matt Anderson. “We actually had three shootouts [in the whole tournament].” Moore, who played in last year’s tourney was found deceased in his submerged car near Galloway Rapids in January. After a 2-1 squeaker against the Gitsegukla Tigers (one of three local teams to take part in the host community), PRFC took it to their eventual final opponents, Kispiox and won a decisive 2-0 affair, giving the squad a confidence boost head-

They defeated teams from the region, and even claimed the title over a team from Saskatchewan, who Anderson said attends every year. For their efforts, the club will collect $4,000 in prize money and

that will go towards the club’s administration fees for travelling and jerseys. “We donate something at the end of the year [with the money]. Last year we donated it all towards Adam’s funeral,” said Anderson

This is PRFC’s fourth year of existence after the team formed in 2011. They play during the summer and in indoor leagues when the fall and winter seasons hit. “Quite a few have returned [from last year]. It’s a pretty good core of guys,” said Anderson. PRFC collected a number of individual awards to go along with the championship. Mike De Lima, who scored the winning goal in the shootout in the tourney final was a tournament all-star, as was Taylor Baker and Marc Hrehirchek. The most inspirational player of the tournament was Jurgen Wagner and Dempsey Tsakonas was named the best forward of the tournament. In celebration of their victory, the club will hold a barbecue with Moore’s father this week and present him with the trophies. “Up until the tournament we were practicing three nights a week,” said Anderson, who mentioned the club has 20 members with 16 attending the Gitsegukla tournament. “It’s good, it promotes healthy living, exercise and teamwork,” he continued.
