Rail to Trail Currently decommissioned, the CN Rail line that runs the length of Lake Country is perfect for becoming a recreational paradise

KEVIN PARNELL For the past 14 years, Okanagan College economics professor Brad Clements and his family have been taking annual trips around North America and Europe visiting rail trails: Old rail lines that had been decommissioned and turned into trails. They’ve been to the Galloping Goose on Vancouver Island, the Confederation Trail in Prince Edward Island, Le P’tit Train du Nord in Quebec and closer to home the Kettle Valley Railway, taking advantage of some of the best trails in the world, hiking and biking on trails that are suitable and safe for all ages. “Rail trails are separate corridors so they are completely safe and they are flat: The maximum grade is about three per cent,” said Clements. “We’ve got aunts and uncles and grandparents who are in their 80’s and when we started there were grandchildren around six or seven years of age. Rail trails are pretty easy for any age.” Every year Clements and his extended family plan their next trip in what has become an annual adventure. So when Clements heard the news that the Kelowna Pacific Railway was folding last year, leaving the CN Rail line from Kelowna to Coldstream inactive, his mind opened to thoughts of what could happen right here in the Okanagan: A trail linking Coldstream, on the outskirts of Vernon, with Kelowna with the potential to link

to the KVR and the Trans Canada Trail. “It never came to mind because as long as we’ve been living here it was an operating railway,” he said. “Where I live I can see the tracks. We were used to hearing the trains go by.” Owned by CN Rail, the 50 kilometre stretch of railway used by the Kelowna Pacific Railway begins near the cultural district of Kelowna and ends in Coldstream, at the north end of Kalamalka Lake. Almost half of its length is along the water-front of Wood and Kalamalka Lakes. It passes through an incredible 23 parks. Since the Kelowna Pacific Railway folded, the tracks no longer carry trains. Late last year, CN Rail began the abandonment process and by early June the future of the railway will be more clear. If CN doesn’t sell the railway to an interest who wants to use it as a railway, each level of government will have the chance to purchase it. Clements says it’s a perfect situation for a rail trail, and not just any rail trail: This one would instantly become one of the best trails in the world. “We’ve been on 14 of these and this would be the most amazing simply because of its unique features,” said Clements. “There are 24 kilometers of lake front connecting a few communties. This is truly unique and then if you can connect it to the KVR which passes through wineries, you would have characteristics that no other trail has.” ••• Last week, Clements and other members of what is called the Okanagan Rail Trail Initia-

were benefits but we weren’t going to ask government to pay for it unless we could show there was a case for it (to be turned into a trail.) All we are saying is if it’s not going to be a railway, then let’s keep it as a public space.” Among the findings of the economic assessment were that the rail trail would have positive economic impacts, attracting tourists to the Okanagan and keeping people in the area longer. The report found that by year five the trail would attract 600,000 users and generate $6.7 million in annual spending by tourists using the trail. It also pointed to other benefits like increasing health, re-

ducing vehicle emissions, business development, employment opportunities, increased property values and enhanced community partnerships. “The report is some 70 pages long and very thorough,” said Clements. “It looked at other rail trails across North America and in Europe and we asked them to keep their estimates very conservative. We’re very excited that it shows there are tremendous benefits to protecting the corridor in the event it is not operated as a railway.” ••• If the rail line is not going to be operated as a railway, there is a 120day window for CN Rail to negotiate the sale of

purchasing the rail line from CN. “We want to make sure we are prepared to act if the process gets past the federal and provincial levels,” he said. “My expectation is it will probably move to the referral process this week and from there we will see what the federal government and the province will chose to do.” ••• While no one is saying how much purchasing the line may cost, the Okanagan Rail Trail Initiative is ready to jump in and help with the money side of things. Recruitment drive for firefighters Resident travel patterns changing The Lake Country Fire Department has kicked off a recruitment drive as it continues to search for more members in both the Carr’s Landing and Oyama firehalls. Both of the halls have been running below optimal staffing levels for the department’s paid on call firefighters. “We’re looking for males or females, working professionals, trades-people, the typical person who wants to give back to their community and help their neighbours,” said LCFD deputy fire

chief Brent Penner. Both stations have been struggling to increase their numbers. A pancake breakfast will be held at the Carr’s Landing firehall on June 14 from 9 to 11 a.m. where information will be available about becoming a paid on call firefighter. In Oyama the LCFD held a recruitment event June 1. Lake Country firefighters are paid when they go out on fire calls but much of their duties, including training and community events, are volunteer based.

“We have had people move away from the area and there is lots of room for new people in both of those halls,” said Penner. The main hall in Winfield has enough volunteers, although Penner says they are always willing to accept applications from new people wherever they live. Results have been released from a household survey on daily travel patterns by residents of the Okanagan. In the fall of last year, the District of Lake County along with the cities of Kelowna and Vernon, the District of West Kelowna and Peachland as well as Westbank First Nation and the Regional District of Central Okanagan conducted the Okanagan Travel Survey. The household-based survey captured daily travel patterns across the region that will be used to help design future transportation systems and corridors. Respondents were asked to track all their trips for one day. A total of 6,750 people living in 3,050 households filled out the survey, resulting in information for about 22,450 trips representing a typical fall weekday. This day-in-the-life data yielded some interesting results. A baseline survey from 2007

was used to compare the 2013 results and to identify trends and changes. Regionally, auto use was down 2.7 per cent compared to the last study and transit use was up more than two per cent. Active transportation in general was also up 2.6 per cent. Other key findings include: • 571,600 trips originated from the Central Okanagan on a typical 2013 fall weekday, up 11 per cent from 2007 • 20 per cent of the trips cross municipal boundaries (e.g. from Kelowna to West Kelowna) • Kelowna is the main trip destination in the region: 430,000 of the trip destinations were to Kelowna and of those, 90 per cent originated from Kelowna, seven per cent from the west side of Okanagan Lake (WFN, West Kelowna and Peachland), and three per cent came from the north (Lake Country and Vernon)

• Over two per cent decrease in autos driven region-wide compared to 2007 • A doubling of transit use • An increase in active transportation from 7.2 per cent in 2007 to 9.8 per cent in 2013, region-wide. The District of Lake Country says the data is essential for making informed decisions in developing transportation policies and planning processes including regional and municipal growth strategies. The data will also assist in evaluating the success of plans and infrastructure investments such as roads, bridges and public transit. The Okanagan Travel Survey project was coordinated by the Sustainable Transportation Partnership of the Central Okanagan (STPCO), a partnership including Westbank First Nation and the local governments in the Central Okanagan.

They would be remembered for stepping up to the plate and acquiring this for the Okanagan. This would be a wonderful legacy for the community and for the politicians.” It was unknown at the Lake Country Calendar press deadline whether CN Rail had been able to sell the line to a railway operator before a June 2 deadline as part of the abandonment process.

Farmland fate a test for parties

T

he B.C. Liberal government’s bill to divide the Agricultural Land Reserve into two zones has passed, after one of the nastier exchanges I’ve seen in a decade covering the B.C. legislature. “You’re all a bunch of corrupt liars,” NDP agriculture critic Nicholas Simons yelled as the government cut off a long and mostly repetitious debate that dominated the final days of the legislature session. Not to be outdone, cabinet minister Bill Bennett replied to Simons’ heckle about Kootenay rancher Faye Street, one of Bennett’s most vocal supporters as he pushed through changes to the land reserve to ease land use restrictions in rural zones. Bennett advised Simons to offer his remarks to Street in person. “She’ll kick your ass,” Bennett said. The on-the-record debate wasn’t much better. Columbia River-Rev-

Tom Fletcher elstoke NDP MLA Norm Macdonald summed up his party’s biggest objection with his charge that “a bunch of Liberal political hacks” will be appointed to regional panels of the Agricultural Land Commission. The government’s scheme, Macdonald and other NDP critics predicted, is to unleash a flood of ALR land removals, to enrich B.C. Liberal supporters by allowing development on productive farmland. That might be a valid concern, but there are a couple of factual prob-

lems. First, every appointment to the ALC, at the regional or provincial level, is made by the B.C. government. It’s been that way since the Dave Barrett administration set it up in 1973. Second, the regional panels are not new. The B.C. Liberals imposed them in 2003. If this was their method of corrupting the process to dismantle the ALR, that would have largely happened in the years since. Surely by this time they would have found enough greedy political hacks who hate farming to subvert the process. I’ve written before about the legitimate concerns of places like Merritt and Vanderhoof and Dawson Creek, where some ALR rules and decisions simply don’t make sense. Strict secondary residence rules are needed in areas with non-farm development pressure. In most rural areas, they are a mistake, and are frequently ignored.

The debate wasn’t entirely devoid of honesty and civility. Macdonald interrupted his string of baseless accusations to note that under the current system, 75% of exclusion applications in the Kootenay region are approved. If that’s the case, what is really broken that needs to be fixed? It’s a good question that the government did not adequately answer. And credit also goes to the new agriculture minister, Kelowna-Lake Country MLA Norm Letnick, who inherited a public relations mess left by the brief and boneheaded performance of Peace River North MLA Pat Pimm. Braving the heckling at the end, Letnick put aside his partisan talking points and gave his personal assurance that the government’s intention is to support farming in those places where nonfarm income is the only thing that keeps people on the land.

As soon as the theatrics had died down, the B.C. NDP sent out a fundraising plea to its members to help “save” the ALR. The party is broke and desperate after losing its fourth straight election, and it hopes to activate its declining donor base by portraying the changes as the imminent slaughter of its most sacred cow. Voters have three years before the next election to assess this situation. If there is a flood of exclusions of prime agricultural land, then the NDP will be able to make its case that its warnings were at least partially true. Also a sense of humility, in knowing that nothing I can do will make a seed germinate. But there are pleasures in the more mundane tasks, too. A gardener friend describes weeding as “a form of meditation.” I used to hate weeding. It seemed so mindless. But I think she’s right— partly because weeding

If writing is like creating a beautiful garden, then weeding is like editing. It took me years to realize that editing doesn’t consist of rewriting someone else’s prose, but of identifying the prize blossoms in a writer’s text and pulling out everything that obscures their beauty. I can’t say that I always

enjoy gardening. Especially when wet branches drip icy drops down my neck. Gardens can also be jealous lovers. They don’t seem to understand that I may also have other commitments. I’m still learning my spireas from my weigelias. I still have to ask whether this is an allium or an onion, when

is mindless. You have to empty your mind of the Shriner’s parade of random thoughts that normally romp through, and focus only on the task 5before you. The weeds themselves are as hypnotic as a Tibetan mantra. Each seedling requires your undivided attention; if your mind wanders, you’ll miss one. Like beads on a rosary, each weed leads to the next, to the next, to the next… Hours pass. When I look back along the bed, I can see that I have accomplished something. But my mind has been focused on task, not on destination. The simple act of doing matters

more than where I get to. My mother quoted a British author who said something like, “There’s more honest prayer done on one’s knees in a garden than in all the churches of England.” I wish I could recall the quotation accurately. Perhaps someone can send me the proper wording. Neither prayer nor weeding works when performed sporadically—only when things get out of control. Both prayer and weeding require regular practice. Ignore either of them for too long, and you don’t know where to start. It even occurs to me, sometimes, that my past and present vocations have a lot in common.

n May 27, the Parliamentary Budget Officer released a report that examined tax regime changes between 2005 and 2013 for two of the three largest components of federal tax revenue: personal income taxes and the GST/HST (Revenue and Distribution Analysis of Federal Tax Changes: 20052013). The PBO report says Canadians are paying Ottawa about $30 billion less this year: personal income taxes have been cut by about $17.1 billion through a variety of changes introduced since 2005; and the two-percentage point cut in the tGST has resulted in a $13.3 billion in savings

Info needed about hit and run A Lake Country parent is asking for the public’s assistance after her daughter was allegedly struck by a vehicle earlier this month in Lake Country. Debbie Kocsis says on Monday May 19 her daughter was involved in a hit and run as a pedestrian in Lake Country near Highway 97. Kocsis is requesting the public’s help to locate the driver of the vehicle. Kocsis says there are two eye witnesses along with her daughter who saw the incident and say the vehicle was a red/burgundy minivan driven by an elderly woman with white curly hair. If anyone has information on the incident, please contact Debbie Kocsis 250-864-1631 or contact RCMP with any information.

Bears quiet for now

It’s been a remarkably bear-free spring, say local conservation officers. “We’ve been pretty quiet, knock on wood. We haven’t put down any black bears as of yet,” said Ken Owens. Whether that streak remains will rely largely on how humans in bear encroaching areas behave. “We have a huge problem with people,” Adams said.

Each year area residents manage to make bears reliant on them, by accident or negligence. Composts, rotting fruits in the gardens, poorly stored garbage, barbecues, bird feeders and even chicken coops tend to draw the animals to residential areas. And, once they’re there, they don’t leave. Don’t feed the bears.

Junior firefighter program continues Six Lake Country high school students have received a basic firefighter certificate of achievement from the Justice Institute of B.C. ( JIBC) after completing the Lake Country Fire Department’s Junior Firefighter Work Experience program. The students completed over 75 hours of training including working a live fire in the live fire training centre in Vernon, executing a basket rescue, training on the ladder truck, water rescue and an auto extrication. New this year the students had the option to take a written test from the JIBC and all six students passed the test and will receive a post-secondary certificate from the JIBC in basic firefighting. It’s the first year the Lake Country junior firefighter program has added the Justice Institute component to the program and deputy fire chief Brent Penner says it gives students something they can take away from the program as they graduate high school. “It’s such a competitive marketplace for jobs, no matter what career a young person chooses,” said Penner. “These are people within our community and what we are trying to do is give them a leg up when it comes to applying for summer jobs or jobs while they are attending university.” This year’s junior firefighting program graduates are: Taegan Penner,

Ashley Hunchak, Austin White, Akashdeep Brar, Hayley Lussier and Edwin Hipsey. The students began the program in December and held a graduation ceremony last week in Lake Country. Penner says several of the students are contemplating careers in emergency services and getting the training with the fire department gives them great experience in whatever field they choose.

“They have their whole lives in front of them and this definitely gives them a really good awareness of what’s involved in becoming a firefighter,” said Penner. “They learn some really good teamwork skills and good communication and things that will follow them through their lives.” Penner credits the paid on call firefighters within the Lake Country Fire Department for helping to make the pro-

gram a success. The students trained with a group of regular firefighters, all of whom volunteered their time, allowing the program to be put on with minimal costs. Leading the instructor team was Eric DeGelder and participating in the instruction were Brady Bloomer, Tyson Attrell, Rylan Carnegie, Pete Whitfield, Cory Drinkwater, Glen Gregory, Robert Lussier, Paul Hipsey and Mike Gesi.

“We couldn’t run something like this without their help,” said Penner. “We were very happy our members stepped up to help the program.” The junior firefighter program has been running at the LCFD for more than a decade. Students apply for the program through George Elliot school. The program is open to Grade 11 and 12 students.

The Okanagan Community Bat Program is a new initiative to support bat conservation by providing information about the creatures and getting the public’s assistance with locating and monitoring their populations. Residents can ask questions about health

can be found in the Okanagan. Almost half of the species are considered at risk due to habitat changes affecting populations and limited locations for winter and summer roosting habitat. The Okanagan Community Bat Program is asking for your help in identifying structures where groups of bats roost and give birth to their pups. Bats are protected under BC Wildlife so homeowners managing bats in their buildings may have questions that the Community Bat Program can help with. If you know of a bat colony, help participate in bat counts. The monitoring information is very valuable since there is very little known about local bat species and their numbers. An additional concern is the potential arrival of white-nose syndrome, a devastating fungus that

has already killed more than six million bats in eastern North America. Although the fungus has not yet reached B.C., it is predicted to arrive in the next decade. “We’d love to hear from people who notice bats entering buildings on their property,” said Okanagan Community Bat Program coordinator Margaret Holm. “And for those who want to attract bats there are a variety of bat house and bat roost options. “We can give homeowners suggestions about supporting their bat habitat, or if needed, figuring out the best method and time of year to exclude the bats without endangering the adults or young.” Funded by the Habitat Conservation Trust Foundation, call the Okanagan Community Bat Program at 1-855-9BC-BATS or www.bcbcats.ca.

Community Information Bottom Wood Lake Road Restoration & Active Transportation Improvements

Construction work will begin on Bottom Wood Lake Road from Lodge Road to Woodsdale Road in mid-June in order to be completed before the students go back to school in September. The project includes bike lanes, pedestrian pathway and street lighting. Plan your travel to avoid this section of Bottom Wood Lake Road during July and August as traffic flow will be reduced to single lane alternating.
