Animal shelter raises a stink in Oyster River Paul Rudan Campbell RiveR miRRoR
Youth has its day
Students at Ecole Phoenix Middle School walked out of class Wednesday morning to stage their own protest about the contract dispute between the provincial government and the B.C. Teachers’ Federation. The province-wide student protest was driven by social media, but few students in Campbell River took part in the rally as most elected to stay in classrooms. Regardless, Campbell River students have today off due to the rotating teachers’ strike and are expected to be off for another school day next week. Paul Rudan/The MiRRoR

Don’t ask to see Dawn Roberts’ latest photographic efforts. “What, you don’t want to see more pictures of cat poo?” she asks in jest. The Oyster River resident isn’t going out of her way to take photos of feline faeces, it just happens to be all over her yard, “And it’s not from my cat!” she states, as she continues to document the evidence. Roberts and husband Ralph live on Lambeth Road, and they say the “culprit cats” are from their next door neighbour who operates a dog and cat rescue shelter. Ever since they moved in last year, the Roberts say there’s been a constant parade of cats prowling the neighbour and the problem only becomes worse when the neighbour’s away and the dogs begin barking.

Killer caretaker faces New RCMP commander appointed second murder charge Paul Rudan CAMPBELL RIVER MIRROR
Already serving a life sentence for killing his wife, Traigo Andretti is now facing a second murder charge. The former Hanson Island caretaker was charged with second degree murder last week in the death of 37-yearold Myrna Letandre. The two were apparently acquainted when they lived in Winnipeg, but she went missing in 2006. Her remains were

found buried in the foundation of a Winnipeg rooming house and were only found in May 2013 after police received information during their
investigation of Andretti. S omet ime around April 29, 2013, Andretti killed his wife Jennifer McPherson, 41, dismembered her body and scattered her remains around Hanson Island, located north of Campbell River in Johnstone Strait. He was arrested a few days later and admitted the killing to police. Last month, Andretti, 38, formally pleaded guilty to first degree murder and was sentenced to life in prison with no chance of parole for at least 25 years.
The Campbell River RCMP have a replacement for departing detachment commander, Insp. Lyle Gelinas. A selection committee consisting of representatives from the RCMP, the City of Campbell River, the Strathcona Regional District, and First Nations selected Sgt. Jeff Preston as their new Detachment Commander. Sgt. Preston, originally from Sherwood Park, Alberta, joined the RCMP almost 19 years ago after he graduated from the University of Alberta with a Bachelor of Commerce Degree. All of his service with the force has been spent in B.C. His first posting was in Chetwynd where he spent five years as a General Duty Constable. He then transferred to Fort Saint John and spent eight years there, moving up the ladder from an investigator in Drugs Section to commanding a watch and plain
clothes section, to receiving his promotion as sergeant. He transferred to Tofino where he was the Detachment Commander for three years, and finally moving to the Island District General Investigation Section in Comox where he is currently posted and living with his wife, two sons and daughter. Chief Superintendent Ray Bernoties, the Commander of the BC RCMP’s Island District says, “I am very pleased with the selection of Sgt. Preston as the incoming Detachment Commander. His level of community engagement is impressive and I believe his operational and proactive outreach experiences will be essential to the successful progression of many of the policing initiatives in the City of Campbell River and the surrounding communities.” The Campbell River RCMP handles an average of 14,000
files each year. The detachment’s policing jurisdiction starts from Oyster River Bridge on Highway 19A and Hamm Road on Highway 19 to the south and extends west to the Buttle Lake Narrows on Highway 28 and as far north as Rock Bay Road. To the east, Campbell River splits the outlying islands and mainland areas with other Island Detachments. Sgt. Preston will be promoted to the rank of Inspector in the near future as he takes on the reins as the Detachment Commander of Campbell River RCMP. “We look forward to welcoming our new Officer in Charge to Campbell River,” says City Manager Andy Laidlaw. “Sergeant Preston can look forward to joining an impressive police services team with the support of a number of community partnerships to continue our successful crime reduction initiatives.”
Shelter: Residents upset about rescue animals running loose Continued from Pg. 1
“I don’t know how many dogs she keeps? You hear ‘yap, yap, yap,’ for hours on end and nobody wants to do anything,” says Roberts. It’s not just the Roberts complaining about the Lambeth Road location, believed to be the shelter for Newbark Canine Rescue and Rehoming Society and the Kitty Cat PAL Society. Ken Collins lives down the street and is just as fed up. “Nobody can get any satisfaction…we need some closure to this disgusting situation,” he wrote in a May 15 letter sent to various authorities. It’s not just cat faeces and barking dogs. Roberts, Collins and at least one other neighbour say they have paid hundreds of dollars in veterinary bills after their pet cats were attacked by the “rescue strays.” “I recently received a vet bill due to one of these cats who regularly enter my back room at
night for food and fight with our cat,” Collins wrote. The Lambeth residents say the neighbour is Larissa Whitby, president of the Newbark society. Phone calls to the society were not returned and the B.C. SPCA states that both Newbark and Kitty Cat are not “SPCAapproved rescues.” Complicating the situation, say neighbours, is Whitby’s unwillingness to discuss the complaints. “I talked to her about the barking dogs and she says it’s our problem,” says Roberts. Roberts has contacted the Strathcona Regional District bylaw officer who replied in a May 20 e-mail that all seems okay at the Newbark shelter. “I have received all the information regarding your complaint with respect to your neighbour, and a site visit will be carried out,” wrote Paul Preston, the senior building official. “Please
note that the regional district reviewed this property in 2012/2013 and it was determined at that time to be in compliance with the regional district’s bylaws.” There’s no word if a further check has been carried out. In an e-mail to the Mirror, Preston replied he was unable to comment on the specific address. However, he pointed out the regional district has bylaws for both animal and noise control. According to the Newbark website: “Newbark Rescue started in 2009 and is a foster-homebased society with volunteers from Victoria to Port Hardy, though most volunteers are in the Comox Valley and Campbell River areas. “We help dogs from Vancouver Island and the Mainland, from California high-kill county pounds and from other far away rescue societies where we have friends. Our mandate is to help dogs find a home where

offices to evaluate and improve operational requirements, enhance the customer experience, remain competitive and provide relevant postal service for all Canadians.” Creech said that all of the services currently available at the post office in Tyee Plaza would continue to be offered at the Ironwood
location. “There would be no change to the business hours,” he wrote. “All existing postal box customers would retain their postal boxes at the new location, and there would be no change of address or postal code for postal box customers.” Canada Post is also considering a quicker

method of picking up parcels that end up at the depot. The corporation is looking at giving postal box customers access to their parcels via secure parcel compartments inside the post office, similar to ones located in neighbourhood postal boxes, which would mean customers would not have to line up at the counter for their parcel.
Canada Post is asking for input from Campbell River residents until June 20 on the possible relocation. All postal box and rural route customers will receive information concerning the possible change if they have not already. Creech said that if a decision is made to relocate, Canada Post will provide customers with at least 30 days notice.
“It is important for Canada Post to continue to change if we are to offer our customers relevant service and ensure the future of our company,” Creech wrote. “Our primary concern and responsibility is to ensure that we continue to provide the residents and businesses of Campbell River with reliable, affordable and accessible postal service.”

City council will establish a public art committee to carry out a city art program that is yet to be funded. In December, council adopted a public art policy without a funding strategy. Council couldn’t agree on the best way to pay for the program and opted to wait until next January’s budget planning. But that didn’t sway council from moving forward with the program. At the May 27 council meeting, councillors approved forming a committee to get started on administrative duties that Ross Milnthorp, the city’s general manager of parks, recreation,
and culture, said could be performed prior to a council decision on funding. “There’s quite a number of preparator y things that can be done prior to funding by the committee,” Milnthorp said. “Things such as encouraging partnerships between artists and private developers; they will have to research and recommend guidelines to ensure open and transparent processes and ensure aesthetic diversity.” Coun. Claire Moglove, though, wasn’t sure if council was putting the horse before the cart. “I’m a little concerned about establishing the public art committee when we have no funding for this committee,” Moglove said. “I’m curi-
ous as to what would be the goal of this committee that has no funding.” Milnthorp said the recommendation to proceed with setting up a public art committee was brought forward by the city’s Community Services, Recreation and Culture Commission because the commission believes the committee will need time, if council does approve the funding in 2015, to get up and running. The public art policy is intended to support public art in the city and incorporate it into the design of selected city and private developments. The committee will advise council on the art policy and be responsible for the selection and placement of all the public art work projects.

Fun night supports Asian orphans PAUL RUDAN
CAMPBELL RIVER MIRROR
A good night out in the city with dinner, drinks and dancing with friends will mean a whole lot more to orphans in Vietnam. On May 24, local supporters of WISH (Women Inspired to Share Hope) packed the Carriage Room at the Royal Coachman Neighbourhood Pub for an evening of festivities to support the Vietnamese Children’s Projects operated through Compassion and Mercy Associates (CAMA). “Everyone was amazing! We had great support,” said organizer Thanh Tazumi. Last year WISH raised $2,200 that supported 10 Vietnamese orphans. This year’s goal was $3,000 and, naturally, the Campbell River faithful come through in flying colours – raising almost $4,500. Compassion and Mercy Associates has

This closure is required for the replacement of the footbridge across Menzies Creek and the resurfacing of the trail near that crossing. been doing community transformational development in Vietnam since 1995. Along with several projects helping poor communities get access to safe water, they also support disadvantaged children and orphans as they pursue their schooling through high school. Currently, the organization partners with nine pre-schools, helping about 800 children. A mere $30 provides
each child with a jacket, yearly medication and backpack. A gift of $230 includes tuition, school supplies and monthly rice supplements. “Tonight’s fundraiser will go a long way towards sustaining some of this work, which certainly needs ongoing and long-term support to have a real and lasting impact,” said Naomi Wolfe. In February 2011,
Paul Rudan/The MiRRoR
Thanh Tazumi (second from left with microphone) thanks the supporters who raised almost $4,500 to help orphans in Vietnam.
Wolfe travelled with Tazumi to Hanoi to support the children’s project by working with English language teachers. “It was a huge and new opportunity to work with two teachers who are themselves from the blind community,” said Wolfe. “As language teaching is usually very dependent on the use of visuals, we had to tweak many of the teacher training techniques to make them oral or tactile as well. “This was a huge learning curve for me and made me aware of the need for inclusion of everyone. This is clearly part of CAMA’s mandate – to value everyone, and...support and empower them to achieve better lives.” Learn more at www. camaservices.org/priority and click on “Vietnamese Children’s Projects.” To learn more about WISH in Campbell River, e-mail tttazumi@telus.net

Spam laws a waste of time
We doubt there is anyone who hasn’t been annoyed by spam. We’re not talking about that delicious We say: New canned spiced ham, but the endless legislation doesn’t stream of e-mails advertising everything Viagra to Rolux (sic) or the $30 do much to solve from million a nice man in Nigeria wants to send you. the problem We’re being a bit silly here, but what is really ludicrous is the federal government’s new antispam legislation, which takes effect on July 1. It is hard to imagine a more trivial non-problem
for the government to concern itself with, let alone how the rules, which require businesses get written or oral consent before they send e-mails or other digital messages to consumers will put an end to spam. The new regulations address a problem that, by and large, has already been dealt with through technological means; spam filters at the level of both your home computer and your Internet Service Provider are sophisticated, effective and constantly being updated. This legislation also doesn’t do much to stop the particular flavour of spam email that is a problem: fraudulent or phishing e-mails trying to scam you into
revealing your personal information. They’re unlikely to ask your permission either. On the end user side of the question, there will be some that want to file grievances regardless of how effective their spam filter has been, and the Canadian Radio-television and Telecommunications Commission is already saying they won’t be able to handle the expected flood of complaints. So what have the feds accomplished with their new anti-spam legislation? An increase in bureaucracy, to be sure, but not much else. We would prefer they concentrate on legislation that actually means something. – Black Press

Reality check: Teacher salaries I have followed a number of articles that indicate that a teacher’s salary is anywhere from $73,000 per year to $81,000 per year which are both correct when all the facts are taken into consideration. However, the reality is that a beginning teacher with a five-year Education Degree starts at $48,686 and it will take the same teacher 10 years to reach the payscale of $73,000. In order to make $81,000 per year a teacher must have 10 years experience plus a Master’s Degree in Education. Every teacher works on a 10-year pay grid to reach maximum salary. I don’t believe there is another profession that requires that kind of sacrifice. If you add in that a teacher has a fiveyear degree before being eligible for a teaching job then it is 15 years. It is easy to quote maximum salaries when denigrating teachers’ wages but when you look at the total picture it is a long road to achieve that sum and does not take into account the huge number of young teachers that are nowhere near maximum salary. For clarification on the 10 years salary grid google “BC Teacher Salary Grid 2013” and you can see the real wages that teachers make over the 10-year grid. AA helps but it’s not salvation for many alcoholics
Paul Rudan No, really
Common-sense tells us that alcohol and heroin are both drugs. One is legal, the other is not. However, when it comes to treating addicts of either substance, particularly the “hard core” cases, our society does a complete “180.” In short, problem alcoholics are locked up and told to “help themselves,” while opiate addicts are provided with daily doses of a drug known as methadose. For the latter, methadose helps them cope and lead everyday lives. Many have families, jobs, pay taxes and go about life as there’s absolutely nothing wrong with them, and most don’t end up back in court for petty crime. That’s the way it should be, but it’s a different story when it comes to the problem alcoholic.
Last week I gave you the example of Joseph Galligos, a 25-year-old man who came from a dysfunctional family that struggled with substance abuse. He’s still young, but he has a horrendous criminal record that keeps getting longer. Galligos is currently serving a 45-day sentence for not obeying court orders and drinking when he’s under order not to drink. Unfortunately, the order falls on the “deaf ears” of an alcoholic who clearly does not have the power or the support to help himself. Instead, he’s sent back to jail with the “comforting words” of Judge Thomas Dohm, “It’s up to you Mr. Galligos, we can’t do it for you.” It’s hard to blame the judge. His job is to follow the law and to offer some measure of protection to the public.
As well, the judges can’t order alcoholics, or drug addicts, to enter rehab, they have to agree to go. Judges often encourage rehab and counselling, but just as often I hear them advise problem alcoholics to start attending AA (Alcoholics Anonymous) meetings. That’s good advice and AA has worked for many, many people, but it’s not salvation. Recently, I listened to a panel discussion on CBC Radio’s The Current. The medical experts, Dr. Lance Dodes and Dr. Bernard Le Foll, say the latest research suggests that AA’s success rate is somewhere between five and 10 per cent. The experts weren’t on radio to harp about AA, rather they see it as just one tool to help alcoholics. The better alternative, they say, is clini-
cal treatment for alcoholism. In other words, medication. In the U.S. and in Europe, sober alcoholics can receive various medications to help curb the compulsion and need to drink. The doctors say the success rate is far better, especially combined with follow-up counselling, etc. That should be good news for alcoholics who try and try again, but always seem to fail. Unfortunately, these types of clinical treatments are not readily available in Canada and non-existent in jails. And for people like Galligos, they have usually gone to rehab several times, yet it doesn’t often work out and back to jail they go. For the sake of the Joseph Galligos’ of this world, and for our own sanity, it’s time to offer real help. paulr@campbellrivermirror.com

Teachers’ view on job action vs. government lockout Reporter
A document was sent home to parents last week called “Information for parents during BCTF Strike Action.” This document did not come from the BCTF. It completely lays out the BCPSEA’s (B.C. Public School Employers’ Association) position and is full of inaccuracies and omissions. The document states teachers are “not to start work more than 45 minutes before or after their classes.” Yet, in the original letter from BCPSEA that outlined the partial lockout, teachers were “directed” not to attend their workplace during those times. This is a very significant difference. When teachers are directed to do something, they can be disciplined by the employer if they do not comply. Our employer directed us not to attend the site. For us, the worksite extends to the employer’s website as well. None of these lockout provisions make sense. The employer is not even enforcing their own lockout. I believe it’s deliberately made to be confus-

ing and incoherent, for teachers, administrators and parents. In an effort to clarify what it all means, here is a summary of the differences between what was happening under the BCTF strike compared to what is happening under the BCPSEA lockout.
Under the terms of the BCTF Phase 2 strike: n Teachers are on rotating strikes around the province (every district is out for one day per week). n During the other four days, our Phase 1 action would continue, which meant : l no attendance at staff meetings or a number of other meetings with administration l no routine printed or electronic communication between teachers and administration l no mandated supervision of students outside of class time l many teachers had their classrooms open at lunch time so groups of students congregated there and there was informal supervision l teachers provided extra help to students that needed it during recess or lunch breaks

l teachers could use their recess and lunch breaks to do extra preparation and marking l teachers were not working on the school site prior to one hour before classes commenced or past one hour after classes ended; however teachers continued to do marking, preparation, evaluation including report cards, communication with parents etc. from home l teachers were going on field trips with their classes that lasted all day and often beyond the “bookends” of the day as they were allowed to supervise their classes during lunch l teachers could attend Pro D events at any time as long as they were facilitated by other teachers Under the terms of the BCPSEA lockout teachers are directed to: n NOT do paid work during recess or lunch hours – this means no extra assistance for students during these hours, no use of this time to prepare classrooms or materials, no supervision of students on a field trip which is why many field trips had to be canceled.

n NOT attend the workplace earlier than 45 minutes before or 45 minutes after instructional time, (we consider the school district’s website as part of their workplace) – this means the only prep time teachers have are within these two 45 minute windows – many teachers have expressed it will be impossible to complete report cards under these lockout terms. n NOT substitute any other work for the work struck in stage 1 job action. n NOT evaluate educational programs as per School Regulation Section 4.1(g) - this applies

The Campbell River Storm have added a couple of familiar names to the roster – defenseman Andy Stevens and forward Tyler Welsh – for the upcoming 2014-15 season. Both players are coming to the Storm from the prestigious College School Sport Hockey League, playing for the Okanagan Hockey Academy and Burnaby Winter Club Academy. Stevens, from Campbell River, has played the last two seasons with the Okanagan Hockey Academy, winning the Prep Championship this season with the U18 AAAA Prep team. The 6’2” foot, 185 pound player recorded 27 points in 45 regular season games, and also added five assists in three wins during the College School Sport Hockey League Playoffs. Stevens’ stellar two year
run with the academy was highlighted last season by a draft selection to the Kootenay Ice of the Western Hockey League. Stevens is most excited about, “the opportunity to come back home and play at the Brindy in front of the large home town crowds. I expect to provide a strong defensive game as well as contributing offensively as much as I can to the team and improve enough to play in the BCHL or WHL in the future.” Welsh, from Whistler, recently served as the captain for the Burnaby Winter Club U18 AAAA Prep team where the 5’8” foot, 160 pound player led the team in scoring with 12 goals, 16 assists and 28 points in 22 games played, as well as adding two goals and two assists in three playoff games. Karate: Making Team BC over the last couple of months. Coming from winter games and not placing motivated him to improve and he certainly did that. I don’t emphasize winning as our goal but rather personal best. He did that. Congrats to Cody” On Sunday, the B.C team preliminary tryouts were held with four people from Campbell River Shito Ryu competing. Casey Brake, Calen Osstrosser, Antonia Bellefluer and Valerie Doyon competed with impressive results. Brake unfortunately didnt make the team as she was ill and couldn’t reach her personal best at this tournament. Osstrosser competed in the 14-15 kumite (sparring) division fighting to a bronze medal. He had also recently competed at the BC Winter Games in the 12-13 division and had moved up to the 14-15 division for this tournament. Bellefluer competed in the 16-17 brown black kata and kumite division and received a 3rd place finish in kata. She lost her final match and placed 5th in the kumite division. Doyon competed in the 16-17 kata and minus 59 kg kumite division placing third in the kumite division and third in the kata division beside Antonia. In this kumite division, Karate BC has three athletes who were top five at the Karate Canada National championships held earlier this year with Doyon taking a silver at that event. On Sunday, Doyon made her way through the draw and faced her rival Lee Shalene behind whom she placed at the national championships. She fought a fabulous fight pushing Shalene to her limit. Doyon lost the match and settled for a

much deserved bronze. Doyon also challenged up in the 18-20 black belt division where she got gold in the kumite division. Advancing to the BC team squad from Campbell River Shito Ryu are Osstrosser, Bellefluer and Doyon, final selection will take place in the fall. Doyon will be heading to Lima, Peru this August for the PKF pan american karate Pan Am championships. Next year will be the Campbell River Shito Ryu’s 30th anniversary with Sensei Roy Tippenhauer starting the club in 1985. A tournament will be held on Oct. 18 to celebrate this event. Many students have gone on to national and international tournaments and have travelled all around the world with karate tournaments. “I would also like to congratulate all the Karate BC athletes from other clubs in Campbell River who attended this tournament. Vancouver Island is a powerhouse for karate talent and the club instructors are doing a great job with their groups,” said Sensei Tippenhauer who is Vancouver Island karate Society head coach.

Hershey’s Track and Field Games comes to Campbell River
On Tuesday, June 10, the Hershey’s Track and Field Games comes to Campbell River, hosted by the Campbell River Comets Track and Field Club. This event is part of an advancement to a larger Hershey’s Track and Field North American Championship event held annually across North America. All boys and girls aged 9 to 14 will have the opportunity to compete in a general Run, Jump, and Throw track meet with the emphasis on participation in the sport. This is a modified track meet which takes the sport of track and field back to its original roots of running, jumping, and throwing events. Winners in that meet will be entered into a regional pool and become eligible for selection to a Regional Team which will travel to Hershey, Pennsylvania, to compete in the North American Final, held Saturday, August 2. Events for the local meet will
include the 100 meter dash, 600 meter run, 1000 meter run, 1200 meter run, Standing long jump, and Softball Throw. Participants will choose two running events and a field event or two field events and a running event. Registration is FREE and there will be (Hershey’s) prizes and ribbons awarded. Registration forms are available at the Sportsplex and at Strathcona Gardens. A concession will also be available for your convenience. The meet gets underway at 4 p.m. and runs to 8:30 p.m. at the track at Phoenix Middle School. The Hershey’s Track & Field Games has involved millions of youngsters from all 50 states, the District of Columbia, Puerto Rico and Canada. It is solely sponsored by The Hershey Company and partnered with the American Alliance for Health, Physical Education, Recreation and Dance; Athletics Canada; and the National Recreation and Park Association. The Campbell River Wi n d s o r P l y w o o d Midget B Ravens played a pair of games last weekend. On Saturday they hosted Cowichan Valley C team at the friendly confines of Rod Brind’Amour Arena. The Ravens flew away to an early 3-0 lead by the end of the first period then cruised to a 7-0 final victory as goalie. Will McLean was between the pipes for the team’s first shut-out of the season. Call-ups Bryce Turko and Mason OsterhoutCode both played well in this game with strong defensive zone plays. On Sunday, the Ravens migrated south to play Juan de Fuca B (JDF). JDF was also in the A2 division and relegated to B with the Ravens after tiering games. The Ravens opened the scoring early and kept it coming often, taking a 5-1 at the end of the first period. The final score was 16-4 for the Ravens. Call-up Riley Wellman acquitted himself very well and contributed at both ends of the floor as did regulars Josh Fladager and Matthew Leard. Aggregate scoring was led by Nolan Morrison (8 goals, 5 assists).

Scrap it and help the hospital foundation The third annual Scrap Metal Challenge is taking place this month. Residents and organizations are asked to donate their scrap metal, with proceeds going to the Campbell River Hospital Foundation. The money is used to purchase much-needed medical equipment. The event takes old barbecues, aluminum lawn furniture, appliances, old tire rims and wire among other things. During June, drop off your scrap into the bin at the city’s Public Works Yard, 385 South Dogwood St. It can also be dropped off at ABC
Recycling, with notice that the proceeds are to go to the hospital foundation. ABC Recycling is once again a sponsor of the event and is located at 4318 Terminal Place. Organizations who want to join can get a bin placed at their location free of charge, in order to make the collection of the scrap as easy as possible. The company who donates the most scrap metal will win the coveted Scrap Metal Cup – an old stainless steel kitchen sink. This year, Coastline Towing and Transport is also a sponsor. They can help anyone who has old
scrap vehicles they would like to remove from their property. Campbell River Hyundai is also on board and will give scrap vehicle donors credit for up to $1,000 in trade value on the purchase of another vehicle. “As people are doing their spring cleaning around the house and yard, we hope they will consider recycling for a great cause,” says Stacey Marsh, the foundation’s executive director. The Scrap Metal Challenge has raised more than $36,000 for hospital equipment since it began. The foundation
is currently raising funds for several important additions to the hospital. On the list is an intensive care bed that rotates to a sitting position, or can provide continual rotation for bed-ridden patients, to decrease their chance of getting pneumonia or pulmonary complications. The foundation also hopes to help more moms and babies with the purchase of a new birthing bed and an infant stabilette. Fishing Corner Jigging for halibut Local anglers will get out to their favourite fishing spot in pursuit of halibut and when your jigging in deep water chances are you will catch something. In general, heavy jigs spoons and lures are used to get down deep. Halibut and salmon are the fish people want to catch, but other species of fish can also be hooked. Skates that are snagged are often caught in deep water and water temperature is close to 9.5 degrees Celsius.
This big skate was caught and released by Nancy and Ronnie Gauthier.

Catching rubber I was invited to join a fishing charter that was heading out to do some jigging for halibut and red snapper in northern B.C. The charter boat left Kitimat and we were headed for the fishing grounds for a weekend of fishing. The first morning started off with a good catch of red snapper and one of the guys on board yelled “fish on,” as Ken Rothney had something big on the line, and the fight was on! Ken had hooked a tire and brought it up after a good battle. The laughing started from the guys on the boat and the ribbing continued through the day. After lunch, fishing resumed and Ken had hooked another fish…or was it? Nope, another tire was snagged and brought on board. Tired and mad, Ken decided to call it a day and throw his rod

Two-year North Island College automation program leads to good-paying careers Paul Rudan CAMPBELL RIVER MIRROR
It’s the age of digital and robotics, and at North Island College the students are using this technology to produce… …Coloured, scented candles? Yup. Pretty candles with delightful aromas, but the students aren’t doing this by hand. They’re using an industrial robotic arm in conjunction with a studentbuilt automated conveyor system that makes the candles and boxes them too. “In the first year we took the electronics course. Now, in second year, we get to do this
which is awesome,” says Karis Hutchins. “You get to see things actually moving rather than just a bunch of lights lighting up.” Hutchins is one of the few female students taking the Industrial Automation Course at the Campbell River campus. Just 19, she graduates this month and already has a job in Calgary where she will work fixing automated machinery starting at $25-$30 an hour. “It’s sure a big jump from A&W,” she says with a laugh. Instructor Brad Harsell stands by the sidelines in the shop as he observes the students in action on
this very big day. Each class, he explains, takes on a new project; this one selected the robotic, automated candle maker which they designed and built with the help of fellow students in the metal fabrication program. Now, with students, faculty and guests filling the shop – while snacking on great appies provided by the culinary arts students – the time has come to “flip the switch.” But there’s a delay, something’s not working right, and the young minds whirl as they draw upon their education, experience and cunning to figure out what the heck is going on. Meanwhile, Harsell sits back and smiles. “I don’t mind when something goes wrong because it highlights the students’ trouble-shooting capabilities,” he says.
But the instructor is likely breathing a quiet sigh of relief a few minutes later when the problem is solved and the robotic arm swings into action. It picks up materials, deposits them on the conveyor system which melts wax, combines it with colour and scent, drops it into a glass holder, cools it, and then sends the finished products along the way where they’re gathered and boxed. Ever yone’s smiling now too, including Pat Rokosh, Dean of Trades and Technology. “In a growing business you get to the point where you need robotics. Typically it’s not to replace workers, but to assist them,” she says, before sneaking in a recruiting message. “You know, gamers are good at this!”
A second-year automation student at North Island College makes some computerized adjustments to the robotic arm.

The Downtown Façade Improvement Program provides grants to renovate, restore, or redesign commercial building façades in the revitalization area of downtown Campbell River (see map).
Campbell River City Council will accept applications for 2015 permissive property tax exemptions until 4:30 p.m. Monday, June 30, 2014.
Grants are available for up to 50 per cent of eligible project costs, up to a grant maximum of $10,000.
Applications are available on the City website at www.campbellriver.ca by selecting Your City Hall / City Council / Advisory Commissions and Committees. Paper copies are available from City Hall. Submit applications to the attention of Tracy Bate, Deputy City Clerk, 301 St. Ann’s Road, Campbell River, BC V9W 4C7.
Applications are being accepted now!
Permissive property tax exemptions are available for property that is either owned or held by a church, charitable, philanthropic or non-profit organization that meets the requirements prescribed by Section 224 of the Community Charter and City Council’s Finance Policy. For further information or clarification on the application process contact Peter F. Wipper, City Clerk at 250-286-5707, email peter.wipper@campbellriver.ca or Tracy Bate, Deputy City Clerk at 250-286-5705, email tracy.bate@campbellriver.ca.
PROPERTY TAX PAYMENTS JUST GOT EASIER: SIGN UP FOR PRE-AUTHORIZED PAYMENTS IN 2015 No more waiting in line or paying property taxes in one lump sum each July. City of Campbell River property owners can now make monthly contributions - and earn interest - toward 2015 tax payments. Apply now for the new pre-authorized payment service that begins in August. An application form and program details are included in this year’s property tax notice and posted on the City’s website (www.campbellriver.ca under City Services / Property Taxes). Or pick up a paper copy from City Hall, the Community Centre or Sportsplex. How does it work? Property owners have monthly payments automatically withdrawn from their bank account starting in August and ending in May. The annual tax notice mailed at the end of May shows taxes due, less total prepayments and interest earned on the 10 installments. The balance owing is withdrawn from the bank account on the tax due date in July. Arrange for pre-authorized payments and claim your Home Owner Grant online at the City’s website (www. campbellriver.ca) and there’s no need to visit City Hall at tax time.
No matter how you pay your property taxes, remember to claim your Home Owner Grant each year.
Please note that the intake deadline is July 18, 2014. To be considered for the program, construction projects may not be started before grant approval and must be completed by December 31, 2014. Additional applications may be considered after the intake date, depending on available funding. Visit the City’s website (www.campbellriver.ca) for a program guide and application form. Or pick up a copy from City Hall. For further information, please contact: Land Use Services Telephone: 250-286-5726 Or email LandUseServices@CampbellRiver.ca As part of ongoing efforts to revitalize the downtown area, this grant program is designed to encourage business and building owners to invest in building upgrades, creating a more interesting and appealing streetscape that attracts more people and business to the Campbell River’s downtown core.

City, chamber team up to promote food map Kristen Douglas CAMPBELL RIVER MIRROR
The city is collaborating with the Chamber of Commerce to reach an even broader audience with its new agricultural tool. The Campbell River Food Map, an online interactive directory of restaurants, stores and farms carrying local food, was launched in April and is catching retailers’ attention. Richard Buchan, a co-op student from UVic working on the city’s food map, said to promote the food map, a Think Local, Eat Local brand was created to piggyback on the Chamber’s Think Local campaign. “Forty-eight retailers have listed products on the map, an additional 18 have been granted access to individualized profiles, and 12 businesses that provide relevant supplies and services are also listed on the map,” Buchan said. “There are hundreds of product listings, which continue to grow.” So far, the Food Map features 17 Campbell
River farms as well as 16 restaurants including Fusilli Grill, Misty Fin’s, Baba Gannouj, Acropolis Kuizina, Royal Coachman Inn, and Comfort Zone Foods. It also lists 20 stores that sell local products, including Save-On-Foods, Crabby Bob’s Seafood, Thrifty Foods, London Drugs, Stonehouse Teas, and Real Canadian Superstore. Buchan said since the launch of the Food Map, the city has been working with the Chamber to promote the Think Local, Eat Local branch in the private sector and with residents and land owners to show them the opportunities that exist for growing food. “This will ensure that it is much easier for Campbell River residents to identify local food purchasing options and recreational opportunities, and that local businesses can showcase their local products and nurture a ‘made in Campbell River’ identity,” Buchan said. The Food Map aims to expand agriculture development in Campbell River.

In Loving Memory of
Evan Stewart February 22, 1990 - June 7, 2008
We don’t get to see the twinkle in your eyes, All we got were the sad goodbyes. We wait for dreams and hope you’re in them, We see people on the street and imagine that’s how you would be. We can’t help but think, “Evan would have loved this. Everything around us reminds us sadly that you are gone. Everything around us reminds us gladly that you were here. ~~~~ You live on in our hearts. Love always and forever, Mom, Dad and Nick
DEATHS
The family of the late Glynis Cox (Betty Frank) would like to thank everyone for the love and support shown to us during the recent loss of our mom, sister, nana and aunt. Family and friends gathered at the Quadra Island Legion on May 3rd for a celebration of Betty's life. She would have loved it, and we knew that her spirit was with us. Thanks to everyone for your donations of food, your stories about Betty and your hugs and warm wishes. Betty was one of a kind. She loved her family, animals of all kinds, the wild outdoors and dancing. Special thanks to Dr. Erica Kellerhals, Dr. Mary Bogal, the nurses and staff on the 2nd and 3rd floors at Campbell River General Hospital, the Campbell River Hospice Society, and the ladies of the Quadra Island Legion Auxiliary. Betty's now dancing with the angels.

It is with great sorrow that Bonnie's family announces her death at The Hamlets at Westsyde in Kamloops, BC. She is survived by Ed, her best friend and husband of 70 years, and their children Marilyn (Harold) Gordon of Kamloops, Donna (Derek) Cox of Black Creek, Kathy (Clayton) Martin of Cowichan Bay, Gerry (Rosa) Ellis of Kamloops and Jack (Claire) Ellis of Crofton, foster children Richard and Jeannie Hanuse and their families, along with 16 grandchildren, 19 great-grandchildren and one great-great-grandson. Bonnie is also survived by her brothers Stan (Doreen) MacLean of Qualicum and Garth (Regina) MacLean of Kamloops, and her sisters May (Allan, deceased) Taylor of Grand Forks and Lorna (Howie) Bell of Barriere as well as many nieces, nephews and extended family members. She was predeceased by her parents John and Ellen (nee Stanyer) MacLean, her brother Gordon MacLean and sisters Olive MacLean and Ina Herd. Bonnie was born in Francois Lake, BC; the second eldest of eight children. When she was about 10, her family moved to Mosside, Alberta. She and Ed met in 1942 while they were both in the RCAF , stationed at No. 5 Bombing and Gunnery School at Dafoe, SK and were married there in 1943. They were the first couple in Canada to receive permission to marry while in uniform. Ed was a motor transport driver and Bonnie was a cook in the officers' mess. They lived in Prince Rupert, Prince George, the Comox Valley and Port Alberni before moving to Campbell River in 1960 where they resided until 1985 when they moved to Kamloops. Although Mom had only a grade eight education, she possessed a wealth of knowledge and enjoyed conversing with anyone on any level. She was very down-toearth with lots of plain old-fashioned common sense, including teaching her children the Golden Rule‌"Do unto others as you would have them do unto you." And she gave unconditional love to her family. Mom is now with God and she will be dearly missed by all her family and friends. At her request, there will no funeral service. The family wishes to thank Dr. Andrew Wynne and the staff at The Hamlets at Westsyde for their compassion and care, and Personal Alternative Funeral Services of Kamloops for final arrangements.
For over 99 years Warren lived independently, then passed away at the Campbell River General Hospital after a brief illness. He was preceded in death by his wife Rhoda of 67 years. He is survived by his son Michael and Mike’s wife Juanita of Bakersfield California; close friend Beverly; grandchildren Heather, Leah and Jesse; and eight great-grandchildren. Warren was born and raised on a remote cattle ranch in Kalispell, Montana. He married Rhoda in 1937, and she was his constant companion and business partner until her death. Through Rotary, the couple made many wonderful friends in Campbell River, far too many to adequately name here. They cherished these friendships and loved Campbell River, and in 1987 immigrated to Canada. In 2003 they were granted Canadian Citizenship. Warren was an accomplished aircraft pilot with commercial and instrument instructor ratings. He and Rhoda, also a pilot, had many adventures flying from the Arctic Circle to Central America. They also traveled around the world to South America, Africa, China, and even Tibet. Warren’s lifelong dream to be a published author was fulfilled when, at the age of 90, he wrote the novel “Earthquake. He went on to write a book describing the history of the Campbell River Maritime Heritage Museum. We are thankful to Dr. Kerry Baerg, Warren’s doctor for many years, and to the compassionate nurses at Campbell River Hospital who cared for him during his last days. Warren will be greatly missed. You are welcome to join the family any time between 4pm and 8pm on Wednesday, June 25, 2014 at the Eagles Hall in Campbell River to celebrate his life. Donations in Warren’s memory can be given to the Campbell River Rotary Bursary Fund, PO Box 72, Campbell River, B.C. V9W 5Z9, or the Campbell River Hospital Foundation, 375 2nd Avenue, Campbell River, B.C. V9W 3V1

The MINI Superleggera Vision concept debuted at the recent Concorso d’Eleganza Villa d’Este on the shores of Lake Como, in Italy. The open-top two-seater was created by MINI and Touring Superleggera, the tradition-steeped design and coach building house based in Milan. It takes the shape of a classic roadster but uses a very contemporary electric drivetrain.
Curbers dedicated to separating you from your hard-earned cash By Keith Morgan Curbers often lurk online and in the small print of classified advertising sections. But no matter where they choose to advertise their cars for sale, their driving desire is to make you a bad deal dressed as a good one. In the next two weeks, we’re going to take a look first at a typical curber profile then tell you about the activities of some specific conmen known to the authorities. It is hoped that this information will ensure you won’t fall foul of these low-lifers. I’m indebted to the Vehicle Sales Authority for providing the research necessary for me to furnish with this advice. I guess I’ve always had a cartoonish image of what
Putting the finishing touches to the magnificent Mustang By Nigel Matthews Our classic and collector car expert continues today with the third part of his four-part series on the restoration of public relations executive Laura Ballance’s rare 1967 Ford Mustang T5 by 360 Fabrication in Abbotsford. The Mustang T5 body shell has been painted, clear coated, wet-sanded, re-cleared and finally polished to a show quality finish. Now comes the fun part of a restoration, the reassembly, opening boxes and fitting all of those new parts. This is as close as you can get to being a car factory assembly line worker except you are doing every task instead of just one, and you have all the time that is needed and not having to work to the speed of a moving production line. One of the upgrades that the T5 will receive is a new product designed to dampen and suppress the driveline and
road noise, making the inner cabin as quiet as possible and a bit like a modern car. The foil covered pads have a peel off backing and are adhered to every inner sheet metal panel such as the roof, floor, doors and bulkhead. The next step is to install the new wiring harness; old wiring harnesses become brittle over time due to heat and corrosion at the joints and terminals, ask the owner of any British Sports Car from that era! The interior has been completely renewed from top to bottom staring with the headliner, trim panels, carpets, dash pads and the seats have all been reupholstered. Before the new back glass and windshield are installed (all of the other glass panels have been replaced) the new vinyl top is installed. Installing a vinyl roof is not a task that is performed very often these days but 360 have the skills to do this in-house. LKQ stocks a huge selection of high quality muscle car sheet metal and parts. “If you
are doing a premium muscle car restoration the only sheet metal you want to use is from LKQ,” asserted Rick Francoeur at 360. The exterior panels will soon have their final fitting. They have been fitted and removed during the restoration process countless times to make sure that the panel gaps are correct. The final fitting process will involve two or three people to make sure that the paint does not get chipped or damaged. Before the original V-8 engine was removed from the car it underwent a compression check, all of the cylinders had equal and strong readings so a complete re-build was not necessary. The carburetor has been replaced with a new two-barrel, the automatic transmission has been completely re-built as has the rear axle. Rick talked Laura out of fitting a modern rack and pinion power steering kit or even upgrading the manual steering box to a power-assisted
unit so it will be reliving the Armstrong steering experience for Laura when parking at low speeds! One safety upgrade is the installation of original Ford front disc-brakes; these are a must in today’s traffic. Collector vehicle drivers are very cautious, invariably when accidents occur it is the drivers around you that are not paying attention or cutting you off. 360 have done their research and paid a lot of attention to detail during this rebuild, right down to avoiding the temptation of installing an exhaust system with two tailpipes. Next week, we will explore what exactly a T5 is? How rare they are and explore some of the events that Laura and her brand new old car car will be attending in this 50th anniversary year of the Ford Mustang. Nigel Matthews is the director of sales and marketing for Hagerty Insurance Canada. nmatthews@ hagerty.com
a curber looks like but the VSA put me straight on that notion. Typically, the curber is a male, 45 or older but they can come in all ages, shapes and sizes. Frequently, they have a ‘your neighbour’ look, avoiding anything flashy in appearance that might draw attention. Sometimes dresses like a mechanic or labourer who needs the cash urgently for one reason or another. He always have a story about the vehicle that sounds reasonable, given that the buyer is really only interested in the car, not the story. However, sometimes there will be an elaborate yarn designed to elicit an emotional reaction; for example, he’s selling for his dad’s widow, his kid is going back to the home country for a visit. This is a way they can “bridge” the registration – sell a vehicle still registered in someone else’s name. The only way to reach him is
by cell phone, he’s slippery about providing details and his availability. He will always be alone and usually has a pay-as-you-go phone. This enables him to switch SIM cards and use different numbers in ads for different cars. Here’s a tip: scan ads and see if any others read similarly to the one detailing the car you are interested in. They may be slick but one downfall is their creative writing ability! – They usually use the same language and terms in all of their ads. The viewing location will always be a parking lot, most often at a mall or large grocery store parking lot, and occasionally at service stations. He will avoid going for a test drive, saying that he’s not allowed to let someone else drive the vehicle for insurance reasons or the vehicle doesn’t have enough gas. If there is a test drive, the radio will be turned on up loud
to drown out any mechanical problems. If the customer wants to take the vehicle for an inspection, the curber will accuse them of not trusting them! Always in a hurry because another potential buyer is coming by shortly. Chats constantly to keep the buyer from having time to think clearly. Curbers are all good salespersons, they know how to deflect and direct conversations. They are engaging and portray themselves as being on the buyer’s side; “not like those bad dealers” in some disreputable area of town. They want cash and will take the purchaser to their choice of autoplan agent. I have to say if you get this far along in a transaction and you haven’t cottoned on, after reading this advice you might be destined to be a victim! keith.morgan@drivewaybc.ca
