A six week kokanee fishing season on Wood Lake, considered Canada’s premier kokanee fishery, saw the number of fish harvested this year decrease significantly from 2013 levels. It was the first of at least three straight years kokanee fishing in Wood Lake will be limited to April 15 to May 31 as fisheries biologists work to try and revive a fishery that began seeing a drastic downturn in the number of kokanee spawners in 2011. This year’s shorter opening was designed to give anglers a chance to fish for kokanee while at the same time collecting data from angler surveys. The 2014 Wood Lake

Creel Survey indicated the catch rate and the size of fish being caught this year was down from 2013 with the average fish caught measuring 13.7 inches (34.9 cm) and weighing 1.14 pounds. The total number of fish caught was down significantly when compared to the same time previous years. “Based on our model for estimating overall angler effort and harvest, the total angling effort during the 2014 kokanee season increased, but the estimated number of fish harvested decreased significantly in 2014,” said Eric Hegerat, a B.C. government fisheries biologist. Hegerat says in 2013 there were an estimated 1,470 fish harvested while 2014’s

total harvest is estimated at 860 fish. The crash of the Wood Lake fishery

began in 2011 when the number of kokanee returning to spawn was just 6,300, well below the

average of about 14,000 fish. The next year was worse with only 2,300 kokanee returning in

2012, the worst result dating back to 1994. In 2013 the numbers were steady with about 2,800 kokanee returning while fish returns were predicted to be low as well this year, prompting the government to limit the fishery to six weeks. “In 2011 poor in-lake conditions led to significantly increased mortality rates for kokanee of all ages,” said Tara White, senior fisheries biologist. “Angler harvest does not appear to be the cause of the downturn, yet with spawner escapement so low, excessive mortality due to angler harvest could extend the period of low abundance for more generations.” White added that a

Southwest Blues will flavour the Go Foodism dinner in June The second in Gatzke Orchard’s Go Foodism events will feature chef Jeff Kreklau, the proprietor of Routes Grill in Lake Country. Kreklau will present Southwest Blues featuring smoky southern flavours spiced up with local farm ingredients and wine tastings by Intrigue Wines. “We’re very happy to have Jeff Kreklau at Gatzke’s,” said Joseph Pinheiro, event manager at Gatzke Orchard. “When I moved to Lake Country a year ago I had my first dinner at Route’s Grill. Jeff and his family share the same passion for tourism in Lake Country and promoting our great farmers and producers. I’m very curi-

Okanagan’s SIR program draws global interest KATHY MICHAELS When it comes to sterile insect release programs, the Okanagan is at the top of its game. Last week it brought in some high profile guests from around the U.S., Europe, China, Malaysia, Chile, Tunisia and South Africa, who are on a fact-finding and information-sharing mission, said Glen Lucas, with BC Tree Fruits. Kelowna is hosting two dozen scientists who specialize in area-wide integrated pest management and sterile insect technology. “This is an opportunity for them to learn a bit more about our codling moth program,” said Lucas, noting that the scientists each have their own area of study to compare and contrast against what’s happening in the Okanagan. “By everyone talking about their own programs, knowledge flows from other programs and other pests.” Although it rarely makes headlines for its damage causing ways these days, the codling

moth here was once a scourge to apple and pear orchards. To get its populations under control, farmers applied numerous chemicals during the growing season. The moth, however, had started to become immune to the effects of those chemicals while a growing tide of concern about pesticides started to put pressure on growers’ practices. Cara Nelson, general manager of the SIR program, said the $7-million codling moth rearing and irradiation facility was built in Osoyoos 20 years ago with federal and provincial funding and the SIR program got underway. The program has been such a success that its been rolled out in South Africa. More locally, however, its success can be measured through the volume of pesticides no longer used. On average, growers need only apply oneor-less sprays per season against codling moth compared to three or more prior to 1991, said

Nelson. Data collected by the provincial environment ministry shows that the volume of pesticides formerly used per acre against the codling moth in the valley has dropped about 90 per cent since 1991 and there has been more than a 90 per cent reduction in the level of codling moths in the valley. And going forward, the political climate is such that the program’s success could easily be transitioned into other areas. “We have an area-wide structure in place, that we could move to cherries or grapes,” said Nelson.

“As the climate changes and we have more and more invasive species coming to the area, using more and more pesticide won’t be sustainable into the future.” There are opportunities to leverage the information that’s accumulated through the coddling moth program, and apply it to other pests, she said. And, input from highly knowledgeable scientists from the international community is a major boon that Nelson isn’t letting pass by untapped. A select group of scientists will remain behind to conduct an external review of the Oka-

nagan SIR program and recommend a new strategic direction to its board. They may be able to address some of the conundrums the SIR board is currently struggling with. In particular, now that codling moth populations have dropped, there’s surplus moth-rearing capacity in the Osoyoos facility. If it was closed, the pest could re-infest the entire area again, said Nelson. To tap into its potential the SIR board is investigating a number of options for using the facility, including selling irradiated insects to other jurisdictions in the world.

Coroner confirms driver identity The BC Coroners Service has confirmed the identity of a man who died after a motor vehicle incident near Vernon on June 4. He is Brian Victor Dolman, aged 64, of Oyama. Dolman was the driver and sole occupant of an SUV which was travelling southbound on Highway 97 about 2:30 p.m. when, near the intersection with Westridge Road, it was involved in a head-on collision with a northbound pickup truck. Dolman died at the scene. The BC Coroners Service and RCMP Traffic Services continue to investigate this death.

Gas: The other pipeline showdown

T

he prospect of piping diluted heavy oil across northern B.C. and loading it in tankers has generated significant genuine protests, as well as bursts of celebrity nonsense, rent-a-stunts and instant online petitions. Natural gas pipelines and export terminals, on the other hand, are generally accepted by the public. Premier Christy Clark staked her political future on developing liquefied natural gas exports, and pulled off an upset election win that not even Clark expected. Most of the heat she’s taken on that is focused on her extravagant predictions that LNG will pay off the debt and maybe even get rid of our sales tax. But as I predicted 18 months ago, there’s a shift in the target of professional protesters to natural gas. A reminder of that awaited me on a morning walk to the B.C. legislature during

Tom Fletcher the last week of the May session. At the front gate stood a young woman in a bikini top and shorts, her skin smeared with a dark material, presumably to simulate crude oil. She waved to passing traffic, stretching a banner promoting a website for the “Unist’ot’en camp.” Legislature security intervened to clear the entry walkway before I could ask the protester who was paying her. The fundraising website she was promoting hadn’t been updated since

March, but this isn’t the first time this camp has been promoted here. Chevron’s Burnaby oil refinery was also targeted May 30 by protesters who locked themselves to a gate with bicycle locks and chains. They also cited the Unist’ot’en camp and their aim to stop the Pacific Trails pipeline. The camp came to my attention last summer, when it was promoted by one of Victoria’s chronic anarchist protesters, a woman who goes by the name Zoe Blunt. Blunt and other southern protesters documented their trip north to support the camp’s stated goal, to stop the Pacific Trails gas pipeline, planned to supply the Chevron-Apache liquefied natural gas terminal near Kitimat. The camp is on Crown land near Smithers. It was established at the end of a one-lane bridge by two members of the Wet’suwet’en First Nation. While that com-

munity’s elected council maintains a respectful relationship with the B.C. government, the splinter group that backs the camp has confrontation in mind. The Unist’ot’en website is a jumble of demands and claims that alternates between the Pacific Trails gas pipeline and Enbridge’s Northern Gateway proposal. Like the woman at the legislature, if you want it to be against oil, it’s against oil. A clearer picture of this situation is provided by a relentless blogger named Greg Renouf, who specializes in investigating protesters across Canada. His blog, www.genuinewitty. com, should be required reading for reporters who are presented with slick banners and posturing protesters. Renouf follows the money as well as the familiar faces who pop up at protest after protest. In April he reported that the increasingly mil-

itant Council of Canadians is supporting the Unist’ot’en camp, along with what he describes as “a host of NGOs, unions, militant anarchists and professional protesters.” They include Harsha Walia, who organized violent protests against the 2010 Vancouver Olympics. Meanwhile in the real world, TransCanada Corp. announced last week its subsidiary NovaGas Transmission has signed an agreement with Chevron and Apache for a gas pipeline that will connect to Pacific Trails. It’s one of four gas pipelines TransCanada has in development for what is planned to be the biggest industrial investment in B.C. history. Summer marks fresh fruit season in the Okanagan

I

was out for a walk the other night, enjoying the warm Okanagan evening, when I started craving a peach. Summer time is synonymous with fresh fruit in B.C. When you’ve been out in the sun and starting to feel a little hungry, you can’t beat the satisfying taste of nutritious, delicious fruit. I get similar cravings in the fall, though usually then I’m anticipating the delightful crunch and sweet taste of biting into

pleasure of eating fruit plucked straight from a tree. The B.C. tree fruit industry has 400 commercial growers in the Okanagan, Similkameen and Creston valleys. All in all, our province has about 15,000 acres of apples, pears, cherries, peaches, nectarines, apricots and plums. Just

However, fruit and the fruit industry also play a vital role in the health of our province’s economy. The grower farm cash receipts for apples alone were valued at $44 million in 2012. These days, I simply write a few notes on those little memo pads that charities keep sending me, hoping they’ll buy my loyalty. But for a while, while I was part owner of a publishing house,

I developed a computer spreadsheet for my “to do” lists. I graded the jobs by urgency and importance. Completing one major job might earn me 20 points for the day. Fussing away at 10 small tasks might take just as long, but only earn me one point each. Obviously, my score at the end of each day depended on the points I had assigned to each task. I tried not to cheat—I just wanted to

make sure I didn’t ignore the crucial jobs, because the little ones were easier to accomplish. Until I heard Bob Thompson’s experience, I had never thought of a “to do” list as a form of prayer. But why not? It helps me identify my priorities. To recognize what’s important. To evaluate my own capabilities. I don’t expect God to do any of those jobs for me. I don’t, and won’t, believe in a deity who

diddles with reality to assist believers and impede unbelievers. But simply preparing that list in an attitude of prayer— rather than frustration— helps to put my mind into harmony with what AA calls “a power greater than myself.” Perhaps I should rename my “to do” lists as my prayer lists. B.C. accounts for more than one-third of the entire country’s grape receipts, and production in this province has doubled since 2000. The main reason is the increased demand for high-quality grapes from British Columbia win-

eries. Our province’s 642 grape farms cover more than 10,000 acres with all but 200 acres used for wine grapes. The majority of our great grapes—90 per cent— are produced in the Thompson-Okanagan. As a wine lover, I’m thrilled our farmers are able to cultivate such world-class crops and that we have been able to develop wineries we can all be proud of.

More than 60 varieties of grapes are produced in the province. The top 10 are: Pinot Gris, Chardonnay, Gewurztraminer, Riesling, Sauvignon Blanc, Merlot, Pinot Noir, Cabernet Sauvignon, Syrah (Shiraz) and Cabernet Franc. fruit, cherries take the cake. In 2012, B.C. exported $42.1 million in cherries to countries such as Hong Kong, the U.S. and the Netherlands. B.C. exported $16.9 million in apples, $1.5 million in apricots and $400,000 in pears that same year. The Okanagan is world famous in part because of our successful agricultural industry. Our B.C. government’s goal has always been to support agriculture and the people who work in it. In fact, B.C.’s top tree fruit exports in 2012 in-

cluded cherries ($42.1 million), apples ($16.9 million), apricots ($1.5 million) and pears ($0.04 million). One of the biggest opportunities for B.C. cherries is the potential to open access to the Chinese markets. This month I will be travelling to China as part of ongoing negotiations to gain greater export opportunities for B.C. cherry growers. I am optimistic that we will soon be successful. Service dogs will be used to help veterans with post-traumatic stress

J

ulian Fantino, the federal minister of veterans affairs, announced on May 27 a plan to support a pilot project to assess the benefits and risks of using psychiatric service dogs to assist in the treatment of post-traumatic stress disorder. This will come as good news to those constituents who wrote to me last year urging the government to do so. The two-and-a-halfyear pilot project has a goal of having up to 50 veterans participate in the project. VAC will provide up to $500,000 to cover expenses and new research for the pilot project. As Louise Bradley, president and CEO of the Mental Health Commission of Canada, noted: “The use of psychiatric service dogs to assist veterans with PTSD is an innovative, emerging recovery-oriented practice. We look forward to hearing more .about the pilot project and the ensuing research.” Likewise, as Captain

Ron Cannan (retired) Medric Cousineau, founder of Paws Fur Thought, said: “This pilot project is a concrete and positive step forward. As someone who has gained tremendously from my service dog, I’m proud to be involved in this effort to help veterans with PTSD.” VAC has a well-established national network of more than 4,800 mental health professionals, including psychologists, social workers and mental health nurses, who deliver mental health services to veterans with PTSD and other operational stress injuries. In addition, VAC and the Department of National Defence have a

joint network of 17 operational stress injury clinics, including 10 specialized clinics established by VAC. Finding innovative ways to support our Veterans who face the challenges of PTSD is a priority for our government. For more information see www.veterans.gc.ca.

Report shows Canadians paying less tax On May 27, the Parliamentary Budget Officer released a report that examined tax regime changes between 2005 and 2013 for two of the three largest components of federal tax revenue—personal income taxes and the GST/HST (Revenue and Distribution Analysis of Federal Tax Changes: 20052013). The PBO report says Canadians are paying Ottawa about $30 billion less this year: personal

income taxes have been cut by about $17.1 billion through a variety of changes introduced since 2005; and the two-percentage point cut in the GST has resulted in a $13.3 billion in savings this year. The PBO says the lion’s share of the tax savings have gone to low middle income earners. Under our Conservative government, the average family of four will save nearly $3,400 in taxes this year; the net worth of families is up over 44 per cent. Even the New York Times says we have the most affluent middle class in the world. The PBO report can be found at www.pbodpb.gc.ca.

Low-cost, no-cost bank accounts To protect consumers and save Canadians money, Finance Minister Joe Oliver has announced that voluntary commitments have been

secured from Canada’s eight largest banks to enhance low-cost bank accounts and offer no-cost accounts with the same features as low-cost accounts to a wider range of eligible consumers. No-cost accounts will be available to youth, students, seniors qualifying for the Guaranteed Income Supplement, and Registered Disability Savings Plan beneficiaries. Banks have committed to bringing the voluntary guidelines into force by Jan. 15, 2015. This action fulfils a 2013 Throne Speech commitment to expand no-cost basic banking services and to end payto-pay policies, as well as an Economic Action Plan 2014 commitment to enhance access to basic banking services. “Canadians work hard for their money. Our government believes Canadians deserve to keep more of their hardearned money,” said Oliver.

“That is why we are taking action to improve low-cost accounts and expand access to nocost banking services for more than seven million people—to protect con-

In the Okanagan arts scene there is a heavy emphasis on landscape painting. Portraiture is not seen very often. Landscape artists paint the lovely rolling hills covered in orchards and vineyards while the art of painting a proper portrait is at times left untouched. And yet, there is an interesting, concurrent trend that has been emerging from the Fine Arts program at UBC Okanagan: Portraiture. Over the last four years or so, each graduating class has had some portrait work—Stephen Lee Scott in 2011, and Nadine Bradshaw and Jeda Connor in 2013. “It wasn’t until I learned of the Rucker Archive and got talking with its owner, Mark Rucker, and getting a look at the collection, that this idea of inviting three Okanagan-based emerging artists to make work inspired by the Rucker Archive sprang into being,” said Lake Country Art Gallery curator Katie Brennan. “Having a focus on portraiture naturally followed suit.” Nestled in an idyllic orchard above Peachland, the Rucker Archive and its more than 100,000 pieces of paper ephemera (such as posters, photos, etc.) make

their home. It began with Rucker’s interest in baseball paraphernalia and has expanded into a collection of the wild and wonderful images of our past. Items from the archive will be on display beside the work of Bradshaw, Connor and Scott. To round out the exhibition is a selection of portraiture from this year’s graduating class of UBC Okanagan’s BFA program. All based in photography, the work of these artists each approaches it a bit differently. Kelsie Balehowsky investigates the gaze of the camera on our phones. Taylor Crain and Alia Popoff mix other elements into their portraits. And Anastasia Fox presents fun-loving portraits of man’s best friend. Portraiture, inspired by the Rucker Archive, plus Recent Portraiture from UBC Okanagan runs from June 11 to July 18, with an open reception to take place today, June 11 from 6 to 8 p.m with remarks at 6:30 p.m. Admission is free and open to the public. On the evening on Wednesday, June 18 at 7 p.m., the gallery will host Jeda Connor and Kelsie Balehowsky for an artist talk and discussion. Admission is free and open to the public.

Dental Insurance is NOT Like Sick Days No Carry Forward Clause!

Q:

I've only been with my employer for 5 months and haven't used my dental insurance. Can I wait until the end of my 12 month period to use that coverage or will it expire at the end of this year?

A:

I cannot speak for your individual coverage as I haven't seen your policy, but at Winfield Dental the majority of our patients are on a calendar year term. This means that any insurance benefit not used at the end of Dec. 2013 simply vanished. Of course if your year corresponds to a fiscal year ending Mar, June or whenever, this will change. We've seen some patients with real dental needs lose out on thousands of dollars in benefits that they have contributed to already. Regardless of which dentist you visit – you owe it to you and your family to be aware of your own coverage. The stringent new Privacy Laws actually prohibit us from even speaking to some of the insurance carriers. We can ring the phone number but when they answer we must hand the phone over to the patient to talk. This can result in confusion on coverage which is unfortunate, but we'll help you interpret the 'insurance talk'.

In reality, your dental 'insurance' (which is nothing more than an organized partial copayment plan between your employer and an insurance company) is your property. What are the known effects of UV exposure on the eye?

The eye occupies less than 2 per cent of our bodies’ outer surface area, but it represents the sole organ system to allow the penetration of light deep into the human body. Although we have evolved a number of mechanisms to protect this sensitive organ, (ie: brows, pupillary constriction, a UV absorbing lens) there are still several damaging cumulative effects that can occur over one’s lifetime (especially given the increased life expectancy that we have seen over the past century). Most commonly, these are due to the effects of shorter wavelength, or ultraviolet light. Much like our skin, a certain amount of sun exposure can be valuable for development, but excessive exposure can be detrimental. Cataracts, macular degeneration and both benign and cancerous growths on the lids, conjunctiva or within the eye itself can all be either directly linked to or exacerbated by UV exposure. For parents out there, please remember that much like with skin damage, the majority of ocular UV damage occurs when we are young – so if you’re one to slap on the sunscreen, please don’t forget the quality shades.

Hello! I have been working behind the scenes of the Lake Country Calendar for over three years now, and I’m excited to venture forth and meet the people and visit the businesses of Lake Country. The opportunity to serve as Sales Representative for this great community presented itself, and I eagerly accepted. I am well acquainted with the Lake Country Calendar, and many of you have probably dealt with me over the years and are familiar with my design work. Until recently, I was the senior graphic designer for the Lake Country Calendar and the Kelowna Capital News; I’ve been working in the newspaper industry for over 25 years. I recently designed the logo for the Lake Country Food Bank, and three weeks ago won a national community newspaper award for a photo illustration which appeared on the cover of the Capital News. I majored in advertising and public relations in college, and my knowledge of design and marketing will serve the community of Lake Country very well. I look forward to meeting with you!

ith spring in full force, and the days staying sunny for longer, residents of the Okanagan Valley are getting outside and getting active. Mountain biking, climbing, hiking, soccer, baseball—around here the possibilities are nearly endless. These activities, unfortunately, may come with some degree of risk of fracture. While not wanting to dampen your spirits, I wish to provide some education regarding what a fracture is, what to expect with healing, and what can be done to speed you towards recovery and back to your sport and hobbies. A fracture is a break in the bone, or of the cartilage on the surface of the bone. It occurs when the stress placed upon it is a greater force than the bone can absorb, such as in the case of a trauma, or when there is overuse creating a stress fracture. Stress fractures, unlike those created by a onetime high force, are often the result of a too-sudden increase of intensity or overall amount of a physical activity or a change in environment (such as switching to running on a harder surface). There are different classifications of fractures depending on certain characteristics. Some of these are the location within the bone, if it is complete or incomplete, if the fragments are displaced or aligned, if it is

open (breaks the skin) or closed, among other descriptors. It is diagnosed by x-ray and set, or ‘reduced,’ by a doctor. In more severe cases, the bone needs to be reduced surgically, and hardware such as pins, plates, or rods, may be required. After the fracture has been reduced, to align the ends, immobilization is needed. The injury is often immobilized in a cast, or sometimes a boot for the foot and an-

kle, for approximately four to six weeks. Sometimes this duration can be longer, depending on healing. Healing time varies with different people, and different situations. Age, fracture location, type of injury and any presence of complications are some of the factors that affect how long it takes for the break to heal. It can range from a couple weeks in young, healthy children, to months in older adults. With most cases, the soft tissue (such as muscles, tendons, ligaments) is also damaged to some extent. While immobilization is necessary for proper healing of the bone, it does come with some downsides. Scar tissue formation can occur in the injured soft tissue, muscle atrophy results from disuse, and contractures may develop. Typically after coming out of a cast there is: • Swelling • Reduced range of motion of the joints • Decreased flexibility of muscles • Muscle weakness, decreased endurance, and decreased bulk • Pain. When your doctor has indicated that there has been sufficient healing, as seen on a follow-up x-ray and removal of the cast, it is important to move and use the body part to help further the healing and to help with the symptoms listed above. Stretch the muscles,

move the joint, and use the body part for functional tasks as pain allows. If unsure whether you are ready to start, ask your health care provider. Seeking therapy or specific therapeutic exercises can help speed up the process of getting stronger and more mobile. Therapy may include any combination of the following, depending on your injury: • Joint mobilizations • Soft tissue mobilizations • Manual stretching techniques • Home exercises • Modalities—machines such as ultrasound, low level laser, paraffin wax bath, or current for example. As with any injury, prevention is preferable over reaction. Some of the risk factors to breaking a bone include low bone mineral density (such as with osteopenia, osteoporosis), weakness of surrounding muscles, overtraining, poor balance or mobility contributing to falls risk. If concerned about these risk factors, speak to your health care provider regarding exercises and activities to improve balance, muscle strength, and maintain or improve bone strength, or about your diet and nutrition. 2013 Annual Report:

Council will be receiving the District of Lake Country’s 2013 Annual Report at its Regular Council Meeting on June 17, 2014, and is seeking public comment on the document on or before that time. The 2013 Annual Report is now available for review at the Municipal Hall Customer Service Centre and on the District’s website at lakecountry.bc.ca

Comments can be provided to the Corporate Services Department in writing or via email to admin@lakecountry.bc.ca. Comments can be provided directly to Council at the June 17th Regular Council Meeting at 7p.m. at Municipal Hall.

2014 Property Tax Notices for the District of Lake Country have

been mailed. If you are the registered owner of property within the District of Lake Country and have not received your Property Tax Notice for 2014, please contact the Finance Department at (250) 766-5650. Please note that current taxes are due before 6:00 pm, Wednesday July 2, 2014. Property owners have the following tax payment options:  In person at Municipal Hall;  Banks;  Internet/Telephone Banking;  Mail – (mail your payment early with a July 2, 2014 post-dated cheque) Municipal Hall hours are 8:30 am to 4:30 pm Monday through Friday and will be open for extended hours on Wednesday, July 2nd from 8:30 am to 6:00 pm. The office will be closed Tuesday, July 1st for Canada Day. There is a drop slot available after business hours at the north entrance to the Municipal Hall.

Any current taxes and rates remaining unpaid at the close of business on July 2nd will be subject to a ten (10%) percent late penalty. A tax payment does not have to be made for eligible property owners to claim their 2014 Provincial Home Owner Grant. Home Owner Grants must be claimed every year and must be claimed by July 2nd to avoid a 10% penalty on the grant amount. Eligible property owners may claim their home owner grant online by visiting the District’s website at www.lakecountry.bc.ca. The homeowner grant password is located on the tax notice below the BC Assessment roll number.
