Fort dragon boaters up for award DAN FERGUSON Times Reporter

Facebook image

Members of the Abreast with FORTitude dragon boat team, seen here in a 2013 national competition, are up for an award for their part in rescuing a man from drowning.

Some dragon boat racers are up for a Township of Langley commendation for saving a man from drowning in Bedford Channel in Fort Langley on April 14. According to a written description of the incident, distributed to Township council, the man was rowing without a life jacket around 10 a.m. when he suffered a cramp and fell into the water. Jan Choquete, a member of the Fast and Furious dragon boat team, alerted other boaters, directing them to help. A man on the Fort Langley Canoe Club dock, who wishes to remain anonymous, jumped in the water and swam to the floundering man and kept his head above the water until members of The Abreast with FORTitude dragon boat racers arrived. “The fellow in the water, he was not staying afloat,” said team coach Juanita Peglar. “He wasn’t able to swim, his head was going under the water, I think had it been in many more moments he wouldn’t have made it.” The dragon boat racers put lifejackets on both men and towed them to shore.

The account of the incident suggested several people should be considered for commendation by the Township, including Choquette, the unnamed man who swam to the drowning man, and members of the Abreast with Fortitude team, including team steersperson Heather Innis. At the urging of Councillor Charlie Fox, council has agreed to refer the details of the incident to Township fire chief Stephen Gamble for consideration. “I think that should be recognized,” Fox said. The Abreast with Fortitude team is one of six crews of Abreast In A Boat, the world’s first breast cancer dragon boat team. An online entry about the team says Abreast in a Boat was started to disprove the then-commonly-held theory that women who had undergone breast cancer surgery should not do rigorous upper body exercise. The team has won multiple medals at various competitions including the Canadian National Championships (Silver), the False Creek Womens’ Regatta — Scotiabank Breast Cancer Race (Gold), the Nanaimo Breast Cancer Survivors Challenge (Gold) and the Rio Tinto Breast Cancer Challenge (Gold).

Teachers vote in favour of full-scale strike BCTF HOLDS OFF ON ISSUING OFFICIAL STRIKE NOTICE JEFF NAGEL Black Press

B.C. teachers have voted in favour of a full walkout to put maximum pressure on the provincial government, but their union did not immediately move to issue

72-hour strike notice. The result of the vote, conducted Monday and Tuesday, was 86 per cent in favour, or 28,809 out of 33,387 ballots cast. B.C. Teachers Federation president Jim Iker called it a “very

strong message” to the province. “So far this government has come to the table empty-handed, it’s time to change that,” Iker said Tuesday night. He said while teachers are prepared to go to a full-scale strike that’s “a decision we never take lightly” and would depend on how talks proceed with the pro-

vincial government. “You’ve got to remain hopeful that government has learned from the past mistakes they’ve made,” Iker said, who referred to the union’s legal battle with the province over class size and composition and “the government’s chaotic lockout.” The earliest a full-scale strike

could begin is Monday and with no strike notice issued as of Wednesday it appeared the strike start could shift to next Tuesday or later. Langley schools will be closed Friday, as part of the current rotating strikes. Continued Page 4

Special need challenge PA RENT FIGHTS FOR M O R E M O N I Q U E TA M M I N G A Tim e s Re po r t e r

A Langley family with three special needs children in the school system say they can speak first hand about the cuts to funding for special needs students. Lisa Moore-Penner claims speech therapy has been cut to one session every two weeks and special education assistants no longer can do one-on-one work, but are forced to share their time among several students in one class, no matter how high the needs of the students. The Moore-Penners are a blended family with five kids, three of them with higher levels of special needs. Their twin girls do not speak, have mobility issues and have low cognitive ability. They were born with Rubenstein Taybi Syndrome and have recently been diagnosed with autism. They also have birth defects. The third child has Fetal Narcotic Syndrome and mild intellectual disability with a delay in fine motor skills and speech. Her biological mother was using drugs during pregnancy. “This year, they cut the twins’ funding and put them in the same class with one Special Education Assistant (SEA) shared between three students. The twins need one SEA each due to their high needs,” said Moore-Penner. “Their speech therapy has been cut. Because they do not speak, and there is no funding for more speech therapy in the district, we have received funding from the Variety Club, CKNW and Presidents Choice Financial.” Collaboratively, they provide speech therapy five days a week, at an annual cost of $45,000. “We were told that for our third child that she wasn’t “bad” enough to warrant any extra help such as an education assis-

tant, and that the resource teacher would try and get her a 30-minute session for extra help next year, but that her case load was so high that she wasn’t sure if this would happen.” Langley School District spokesperson Ken Hoff said the district has been in ongoing conversations with this family for sometime now. “She is a great champion for her children, which is great and how it should be. But we feel there are a lot of resources and supports allocated to her children and to all our students with special needs.” Moore-Penner would disagree. “There are so many special needs children in the system and they are not being adequately funded for their needs. My story is just an example how we are fighting every day to get the proper resources and funding.” She had a meeting with the assistant superintendent of schools in Langley on Monday to go over the needs of her children. While there has been a slight increase in funding each year to fund SEAs and resources, it pales in comparison to the increased number of special needs students entering the system. Early diagnosis of diseases like autism and higher amounts of mental illness and learning challenges, like ADHD and anxiety among young children, has exploded. Some parents would argue the government’s funding formulas haven’t kept up with the demand. Teachers are on strike, battling for both a wage increase and for better classroom composition, as they have indicated that their classes are being filled with special needs students who dominate their time. A special lesson plan has to be set up for each special needs student and many teachers say there are not enough SEAs to support those students in the classroom.

$111,000 already spent on Timms Centre project A LY S S A O ’ DE L L Tim e s Re po r t e r

The City of Langley spent more than $100,000 on project development costs for the Timms Community Centre renewal project and failed Community Hub concept, according to a staff report. The $111,672, spent between Jan. 1, 2012 and Dec. 31, 2013, includes consulting fees, more than $80,000 in architect fees and engineering costs. The report admits that the City did incur

additional costs developing the Community Hub concept, which was abandoned in December, 2013, following nearly two years of negotiations with various community groups. Originally, the plan had been to partner with community groups to occupy space in the building, creating a one-of-a-kind hub of community life, but negotiations with outside associations failed. The report goes on to state that the City was able to re-use most of the Community

Hub concept work for the current project architectural design, meaning no additional time was wasted. Francis Cheung, chief administrative officer for the City, told council it was “money well spent.” “Even though we didn’t pursue the Community Hub concept, at the end of the day those works were invaluable to this phase of the project,” he said. “We’re in a new era,” said Councillor Dave Hall, who had originally requested that

staff draft the report. “We’re excited about the progress that we’re making now.” The project will soon go to an advisory panel, according to acting Mayor Ted Schaffer. “It’s coming. It’s just around the corner,” he said. The Timms Community Centre budget sits at $14.3 million, which will include consulting and construction costs. Cheung told council Monday that staff expect no outstanding costs from the previous phase of the project’s development.

Strike vote intended to up pressure on government From Page 1

A full strike would close elementary and middle schools — parents will be advised to make child care arrangements if necessary — while secondary schools would be open only to conduct exams for Grade 10 to 12 students. The lack of $50-a-day strike pay — the BCTF’s strike fund was expected to be exhausted at the end of this week — was apparently a non-issue for most teachers. Sooke Teachers Association president Ian Johnston said the strike vote was held mainly to increase pressure on the government. “It’s more the signal it sends to government; how strong is our resolve. “That’s really what it’s all about,” he said. The Labour Relations Board was to hear arguments Wednesday on the province’s application to declare exams and final grades an essential service in the event of a full s trike. The province has also pledged to end its partial lockout of teachers at the end of the school

Man’s body found in ditch Canadian border authorities at the Aldergrove crossing notified their American counterparts, after spotting a body in a muddy ditch on the U.S. side of the border on Thursday, June 5.

Whatcom County has identified the man as Suleman Jivani, 44, who had ties to both Atlanta and Vancouver. It is unknown what the man, who is not a citizen of either country, was doing in the corn

field or in the ditch, but a coroner said his body had been there for around three weeks. The death is considered an accident. The ditches in that area are very wide and can be deep.

Focus on students

we

Published Tuesday and Thursday at 20258 Fraser Highway, Langley, B.C., V3A 4E6 by Black Press Ltd. Sales agreement No. 3298280. Contents copyright of Black Press.

Now that members of the B.C. Teachers Federation have overwhelmingly voted to go on strike, the attention needs to turn to students —as indeed it should have been from the very beginning of this dispute. BCTF members claim that their job actions are solely about making learning outcomes for students better, but that’s a bit rich when their bargaining position calls for raises that exceed those given to other public sector workers. They do have a good point in their relentless focus on class composition, because that does have a direct and dramatic effect on student outcomes — and not just the special needs kids who do get more attention in the classroom, but every other student. As it is likely that teachers will be going on strike next week, the province and school districts must come up with a plan to ensure that Grade 12 students can write their exams and graduate, and head off to post-secondarey institutions in September. There also needs to be a plan in place so that students who need the extra assistance provided in summer school can receive it. The union and the employers’ group must also bargain relentlessly — every single day of the summer if necessary — to ensure that there is a contract in place by the beginning of school in September. Students must have certainty about next year’s education. It’s up to the province and the BCTF to focus on students, first and foremost.

Question langeytimes.com

of the week

Is Langley getting a fair shake from Fraser Health Authority, in terms of hospital expansion?

Answer online at www.langleytimes.com

they

A panel discussion in Nanaimo aims to look at women in politics. It’s free, and from the traction the event is getting, it seems like there’s a lot of interest in the topic. That’s a good thing. Women are under-represented in politics at every level, whether it’s at the council table — two of nine councillors in Nanaimo are women; the provincial legislature — 30 out of 85 ridings are represented by women; or federal Parliament — 76 women are among the House of Commons’ 308 MPs. At the federal level at least, it’s significant growth over all previous elections, but when women commonly make up a little more than 50 per cent of the population, that number needs to increase to show true representation of gender. Common themes and ideas get bandied about a lot at these forums, such as how more childcare would help women enter politics by taking away the guilt and pressure of time away from families. Last year, we thought we’d made significant progress with five of 10 provinces represented by women premiers: Christy Clark, Kathy Dunderdale, Kathleen Wynne, Alison Redford and Pauline Marois. Within the year, however, three were ousted from office by their own party or through election defeat. One more is fighting for her political life. Who would have predicted, that out of that list of immensely talented women, Clark would be the most secure in her position? These women, like others from around the globe — Hillary Clinton, Condoleezza Rice, Angela Merkel — are examples of smart, sophisticated women whom we can all emulate. Regardless of their politics, these women are all well-educated and ambitious, and exactly what we are looking for when we say we want more women in politics. They all have families, for what that’s worth. So why can’t we convince more women to be like Merkel? We can certainly convince them to look like Barbie, or Gisele Bündchen, regardless of how unlikely that it is in the real world. We have examples like Clark, or Elizabeth May, or even our own MLA from Parksville-Qualicum, Michelle Stilwell. Why is it so hard for us to get young girls to want to grow up to be Stilwell? Some point to the adversarial nature of government. Politics in B.C. is a bloodsport, and along the way a lot of people — not just women — get fed up with the politicking at the expense of the greater good and drop out to find meaningful, fulfilling work in the private sector or caring for children. We have a long ways to go. — Nanaimo News Bulletin

Horgan’s hypocrisy Editor: In the Maritimes, politics is a disease, in Quebec, a religion, in Ontario, a business, on the Prairies, a protest, and in B.C., just entertainment. John Horgan, leader of the B.C. NDP seems to have problems about “severance pay” and “casino expansion.” Horgan’s recently-appointed new chief of staff, John Heaney, is his former business partner. They were partners in a company called IdeaWorks. The other partners were NDP caucus research director Mary O’Donoghue, and Ian Reid, former chief of staff to ex-NDP leader Carole James. After the NDP was voted out of office in 2001, Horgan lost his job and was given a cheque that contained severance pay. He opened up a consulting company called IdeaWorks. Note, a consultant is anyone with a briefcase 50 miles away from home. IdeaWorks was retained by casino operators Gary Jackson and Len Libin in 2003 to persuade the then COPE-controlled Vancouver city council to lift a moratorium on slot machines. At the time, Horgan said that the company’s objective was to bring diverse groups together to demonstrate how slot machines would yield benefits for charities, fund city projects, and provide jobs for trade unions. “Once the fabric all came together, the cloth looked pretty impressive for a majority of council,” he said. Horgan’s lobbying was successful in bringing in more slot machines. Horgan, Heaney, and Reid had all previously worked for the B.C. Ministry of Management Services, which spearheaded the expansion of gambling when the NDP was in control of the provincial government. Now come to the present day, and Horgan has new versions of his past. He calls for large severance payouts to former government employees to cease, and no more casino expansions. This shows that he has a set of double standards. He is changing his views to agree with whomever is paying his paycheque. It’s unbelievable, but true. JOE SAWCHUK, DUNCAN

Editor: Re: “Anonymous tree advocate,” (The Times, May 27). I read with interest Roland Seguin’s rant about not knowing the identity of Anna R. So nice that he is willing to advocate under his own name, but surely he is aware that Anna R. took a great risk in fighting those that invested $500,000 to develop the lands around her. I personally saw the anger of several of these folks at the Civic Centre presentations, where it started to appear that their “done deal” may be at risk. Be assured that those that needed to confirm her credentials have done so. The rest of us don’t really care if she is an alien from Mars who saved us from a very poorly thought-out OCP that deserved nothing more than the result it got. Those of us that appreciate a sober second thought with input from all those affected have nothing but praise for all the presenters who took much time and energy to see their community move forward in a reasonable way. The fact that Anna’s name has been chosen from among all presenters is in itself an indication that there was need for anonymity. Sadly, Seguin sounds like one of those frustrated Brookswood/Fernridge developers who paid his $50,000 portion for the new OCP, and thinks that destroying his little part of the world is no one’s business but his own. After all, he pays his taxes. The truth is, all parts are interwoven and connected. Nothing is done in isolation any more. The world has become too small for the rogue that cares for naught but his own benefit. All of us are affected by the lack of drinking water, and the air we breathe, and so we should all be concerned as we look to the future. B. FROEBEL, LANGLEY

Vigilance required

Price-fixing ignored

Editor: Re: “Nasty debate over farmland,” (The Times, June 9). For Tom Fletcher, a fan of the recent ALR bill, only “a flood of exclusions of prime agricultural land” might make the concerns about it “at least partially true.” Short of the flood, it seems any bad effect from the weakened Agricultural Land Commission Act is nothing. Fortunately, the bill spurred wide pro-ALR action. The efforts to stop “the bill to kill the ALR” (at least for consultation) were also a means to boost the critical mass of aware citizens for the next stage, which is now. Awareness matters. We saw that in Richmond a few years ago when a fellow who publicly wanted a high-profile property out of the ALR almost got onto the Agricultural Land Commission panel to decide on it. Of course, the ALC is a tribunal, and like a court it is meant to start with evidence, not decisions. Until the recent bill kneecapped the commission, current chair Richard Bullock was modernizing the ALC methods for quality assurance and efficiency, minimizing mistakes. Now the changes to the ALC Act have disabled much of the progress and worse. With vigilance, the harm can be limited. JIM WRIGHT, RICHMOND

Editor: Re: “The price gougers,” (editorial, The Times, May 29). Our federal government ignores laws to protect the consumer from price fixing. We have the Competition Act, which provides for stiff fines if companies engage in practices to lower competition. Soon after Russ Hiebert was parachuted into our riding as an MP, I pointed out to him that service stations change their prices a minimum of twice a day. That was an exercise in futility — I received a three-page letter about “economics” and supply and demand. Next I contacted the competition bureau. After five months, I got a reply from a fellow there advising they do not have enough evidence. I told them how the scheme operates. At that time, each station received a call at a certain hour and minute from the oil companies to increase or decrease the price. Now it’s computer controlled. A year after that, I received a proud communication stating that the bureau prosecuted two owners in Drummondville, Quebec after a nine-month “stakeout.” They were convicted to six weeks or so of house arrest. Lawyers reject TWU law school D AN F ERGUSO N Ti me s Re po r t e r

A vote by B.C. lawyers to withdraw approval of the Trinity Western University law school doesn’t mean it will happen, the Langley university said in a statement released following the Tuesday special general meeting of the B.C. Law Society. “The resolution is not binding on the benchers [the society governors who approved the law school] and does not legally compel them to reverse the April decision,” the written release said. The vote was 3,210 in favour to 968 opposed or 76 per cent, to instruct the benchers to rescind their approval of the law school. Opponents argued the Langley university’s community cov-

enant, which forbids students and staff from “sexual intimacy that violates the sacredness of marriage between a man and a woman” represents discrimination on the basis of sexual orientation. Supporters said the issue is one of religious freedom. “In a free and democratic society, the faith of TWU graduates cannot preclude them from practicing law,” University president Bob Kuhn. “A just society protects the rights of religious minorities.” Law Society president Jan Lindsay said the benchers would give the vote results “serious and thoughtful consideration.” Lindsay predicted the issue would ultimately be decided by

the Supreme Court of Canada. If the resolution has not been implemented within a year, and the executive director of the society gets another petition signed by at least five per cent of B.C. lawyers, a full referendum on the resolution must be held. If the Law Society did withdraw approval, TWU graduates would be unable to work in B.C. The Law Society of Upper Canada (LSUC) and the Nova Scotia Barristers Society (NSBS) recently voted against allowing Trinity law school graduates to practise law in Ontario and Nova Scotia. The university is seeking court orders to overturn those decisions. — with files from Jeff Nagel

School budget almost $190 million MO N I Q U E TA M M I N G A Ti me s Re po r t e r

In 1934, Langley school board passed an annual operating budget of $25,000. Fast forward to today, and the board is looking at passing a $189.8 million budget for the 2014-15 school year. Secretary-treasurer David Green presented the comparison to add a bit of ‘humour’ to his presentation of the upcoming year’s financials at a board of education meeting held at Township hall on Monday, June 2. The venue was changed to respect the striking teachers. Expenditures are up about $1.2 million from last year, mainly for increased staffing to fill the new schools that have opened and the middle school set to open in September in Yorkson. School boards are required to submit an annual balanced budget to the Ministry of Education by June 30. Langley is dipping into its projected surplus to balance the budget. Unlike so many districts across

B.C., it isn’t facing a deficit. But Green has cautioned that Langley could face one again if it doesn’t find new ways to save money in the future. There was a budget open house held on Tuesday. On June 17, after feedback from the public is received, the board will vote on third reading of the budget. Showing a graph of districts of comparable size, Langley pays out the highest amount of its budget, 91.55 per cent, to salaries and benefits. Neighbouring Abbotsford pays out 89 per cent of its budget in the same categories. In comparison, Langley paid out the lowest amount, 8.45 per cent, to supplies and services. Having the budget being eaten up by salaries is not sustainable, warned Green. “We are well over the B.C. average. What this tells me is this is not sustainable. It should be down to 89 per cent of the budget and we should increase the percentage of services and supplies,” Green said.

“It does reflect, however, that we did put in three new schools that had to be staffed but we have schools with continued decline of enrolment and we need to start looking at that.” Costs for district administration staff are similar to other districts of similar size, he said. There were some concerns outlined by trustees. The district spent $182,000 to host 45 students from Thailand for a semester last year. The money was spent on paying families to host them, for ESL and for “cultural experiences.” Superintendent Suzanne Hoffman said hosting the international students was both a cultural and financial success, with the district coming out $40,000 ahead. The District PAC president asked about two new hires in the district: a health and wellness officer and safety officer to get staff back to work faster and check people’s work spaces. That is why the district budgeted to pay out less for substitutes next year, said Green.

Bylaw officers can now write tree-cutting tickets D AN FERGU SO N Ti m e s Re po r t e r

Bylaw enforcement officers are now able to write tickets for violat-

ing a ban on clear-cutting in the Brookswood/Fernridge area of Langley Township. The change was qui-

etly approved by council on Monday night, with only Councillor Grant Ward opposed. It means that Town-

ship officers can impose fines of $500 for every tree cut over the limit without going to court. The Township bylaw enforcement department still has the option of taking legal action, a move that increases the maximum possible fine to $10,000 per tree. Also on Monday, council gave final approval to an slightly amended version of the clear-cutting ban that adds a two-tree mini-

mum acceptable cut. That way, people with small lots and fewer trees can avoid a technical violation of the bylaw that bans cutting more than eight trees or 20 per cent of the trees on a property, whichever is less. The amended bylaw passed, with Ward again casting the only negative vote. Ward has been an outspoken critic of the clear-cutting ban, saying it is unfair, unnecessary and interferes

with the rights of property owners. As of Monday, Township lawyers were still reviewing an alleged violation of the bylaw in the 20300 block of 27 Avenue to decide whether court action is warranted. The alleged offence was recorded less than 48 hours after the ban on clear-cutting took effect on April 29. The ban will remain in effect until a new official community plan has been prepared for

Brookswood/Fernridge, or a permanent tree protection bylaw is passed. The Township has opened a 24-hour tree cutting tip line at 604532-7520, that asks callers to leave the address where clear-cutting is taking place, along with their name and phone number and time of the call. The ban allows trees to be removed under certain conditions, such as construction of a well or building.

That Glorious Life and Relevation of

JESUS CHRIST

We are living in a time of Great Deception, and learning the true Revelation of Jesus Christ is a must. Years ago (March 24, 1981) God started to give visions and prophetic dreams, regarding the Great Changes coming to the Soviet Union and all of Eastern Europe. The visions included President Reagan going to Moscow to sign agreements. These were all fulfilled by 1990. A great economic shake-up was also shown coming to North America. In the end of those visions, I saw Russia (no longer the former Soviet Union) break all the agreements they had ever signed. But the Greatest Revelation we can ever have is the true Revelation of Jesus Christ. Jesus, the Apostles and the prophets all spoke about the days we are living in, as a time of Great Deception. We are teaching the Revelation of Jesus Christ (at no cost). You are Welcome and You will be blessed.

YOUR HEALTH President’s own story: 15 years ago I started to have arthritis, prostate, kidney, snoring and sleep apnea problems, which were all helped quickly with natural health products. I made it my life’s purpose to help others. Nick A. Jerch

‘Helpless’ is the word that Langley husband and father Rod Quiring uses to explain how he feels in the face of cancer. His brother died five years ago from esophageal cancer and this past fall, his wife was diagnosed with high-grade, aggressive breast cancer. “This is my fight, said Quiring of the B.C. Ride to Conquer Cancer tak-

An avid bike rider, Quiring will spend Father’s Day riding for cancer research that one day will hopefully lead to a cure. He will ride alongside other spouses of cancer sufferers. Denim & Diamonds LMH Foundation gala tops $235,000 in donations BR ENDA ANDER SON Tim es Reporter

There was plenty of sparkle — but with a down-home feel. Saturday’s Denim & Diamonds gala put a bit of a western spin on the annual Langley Memorial Hospital Foundation fundraiser, with a new venue at Langley’s Highpoint Equestrian Estate and performances by a trio of female country artists. Langley sister act, Robyn and Ryleigh, performed their trademark vocal harmonies early in the evening, while Abbotsford recording artist Karen Lee Batten took over after dinner, bringing guests to their feet in record numbers. “This was my fifth gala, and that is the most dancing I’d seen,” said the LMH Foundation’s Errin Young. “The venue itself was fabu-

lous, it worked out well,” she said of the large stable, which was decorated in white lights and dotted with dozens of elegantly appointed tables. Adding to the glitz and glamour, was a $10,000 diamond necklace from Creative Goldsmiths. The grand prize in the evening’s Diamond Dig fundraiser — a tangerine sunset, 14 karat yellow and white gold chain with a diamond and pearl enhancer pendant — was won by Daile Hawley. Both the live and silent auctions went well, too, said Young. By the end of the night the figure raised had reached $235,000. But on Monday, Young said she expected the total would well surpass that once all the numbers had been added up. Among the event’s top donors

was Phil Jackman of Valley Traffic, who pledged to meet all donations up to $100,000. RBC, meanwhile, contributed $20,000. The hospital foundation received a gift of $10,000 from Drive for the Cure Foundation, which holds an annual tournament at Redwoods to raise funds for the fight against cancer. Another $10,000 contribution was made by Langley businessman Nick Nuraney. The Rotary Club of Langley Central donated $5,500. Money raised at the gala will be used to purchase equipment for the hospital. “Overall, the evening we felt was such a success,” said Young. “And the great thing is there were lots of new faces in the crowd.”

Real homes for real people with MOSAIC’s York By Kerry Vital

Langley’s Willoughby neighbourhood has been growing over the past year, and offering a wide range of homes for local buyers. However, MOSAIC Homes is bringing something a bit different to the market with York, which is giving first-time buyers a chance to dip their toe into the home-owning waters with an accessible price point that doesn’t sacrifice any of the quality that MOSAIC is known for.

“It’s very rewarding to see someone buy their first home,” says MOSAIC’S Geoff Duyker. “People are taking their first step onto the market.” MOSAIC has introduced a new floorplan at York, called the Grouse plan and featuring two bedrooms and just over 1,000 square feet. “These are the most affordable homes compared to other townhomes on the market,” says Duyker. There are several other two-bedroom plans, as well as three-

NEW HOME DEVELOPMENT

bedroom plans. “There are a lot of options in this area for people buying a townhome,” says Duyker. “It’s exciting for us to be the one that people are choosing.” As evidence of this, MOSAIC opened York for sale last weekend, and already more than half of the first release of homes have been sold. In fact, Duyker notes that there were people sleeping outside the Home Store overnight the night before in order to be first in line to see the three model homes. “There is beautiful street appeal,” says Duyker. “We here at MOSAIC love design and love architecture.” That’s also proven inside, with oversized bay windows, curved archways in most homes and nine-foot ceilings on the main living level. “We call it ‘Country Modern’,” says Duyker. “It’s a more heritage-style form that’s been made contemporary. It just feels different than any other home on the market.” Homes at York start at $259,900. For more information, www.mosaichomes.com/york, stop by the Home Store on 207A off 84th in Langley, or call 604-882-6758.

Ledingham McAllister’s Waterscapes includes high-rise tower Skye at Waterscapes and The Herons at Waterscapes, a collection of four-storey low-rise buildings. Luxury is evident everywhere in the development, including the kitchen, top right, living area, bottom right, and The Cascade Club, right.

Resort-style living at Waterscapes By Kerry Vital

Ledingham McAllister brings luxury to Kelowna’s waterfront with Waterscapes, a master-planned community inspired by the sparkling lake and relaxing atmosphere. “It feels like a resort community,” says Manuela Mirecki, senior vice-president of marketing and design for Ledingham McAllister. “The response has been really, really good.” Waterscapes offers a range of home styles,

including high-rise residences at Skye and townhomes and low-rise homes at The Herons. Among the features in the homes are wood-grain shaker cabinetry in the kitchens and soaker tubs in the ensuite bathrooms. Homeowners at Waterscapes have exclusive access to The Cascade Club, which holds a fully equipped fitness centre, billiards lounge, guest suites, library and outdoor kitchen, among many other amenities. “The Cascade Club is literally your own private country club,” says Mirecki. “It’s been in constant use since it opened.” If you venture off the property, Waterscapes is just a short walk away from shopping dining and nightlife in Kelowna. “Living at Waterscapes offers you the whole life experience,” says Mirecki. “There is nothing like this anywhere else.” On June 21 and 22 between 12 and 6 p.m.,

Ledingham McAllister is hosting a blowout sales event for the remaining homes at Waterscapes, and will offer spectacular deals. “For the penthouse (at Skye), we will be reducing the price by up to $150,000, and two-bedroom-and-den homes by up to $60,000,” says Mirecki. In The Herons, Ledingham McAllister will be offering discounts of up to $80,000 on the townhomes and up to $45,000 on the two-bedroom-andden homes. “Ledingham McAllister has been in business for 109 years,” Mirecki says. “There’s no one else in Western Canada who can offer that level of experience.” For more information, visit www.ledmac. com/waterscapes, call 1-250-763-8313 or stop by the sales centre at Sky Tower, PH3, 1075 Sunset Drive, Kelowna, open daily (except Fridays) between 11 a.m. and 5 p.m.

dimensions are perfect as a city runabout but the lethargic gasoline engine and very choppy automatic transmission make it more work to drive than I prefer. Well, after driving the latest Smart ForTwo Electric Drive (Smart Electric) my mood has changed to the point that this might be the best little electric car for the city, it’s that good. Looks The Smart Electric looks like the regular Smart, with a compact little body that provides an amazing amount of interior space and a lot of crash protection on the outside. The exterior of all the Smart Cars have been designed as a singular safety cage, called the Tridion Safety Cell. Other cars have exterior panels that absorb impacts the Smart’s exterior metal bits are the strongest part of the car. In crash tests, these tiny cars fare well. The Smart Electric, just like the gasoline version, is available as a coupe or cabriolet. Spotting a Smart Electric is a bit tricky; this is not like buying a Toyota Prius or Chevy Volt. No, this little dynamo blends right in. It is only a small decal on the side with the emblem of a plug or the subtle badge on that back that gives anything away. Inside My nine-year-old son Charlie really wanted to go for a ride not because it’s electric but because he had never been in a Smart Car before and wanted to see what all the fuss was about. Since there are only two seats, he could place his seat back as far as he liked and had vast amounts of leg room. He also commented on the large cargo shelf behind the two front seats for storage. The cabin is tall and we both had a commanding view down the road. The rest of the cabin is refreshingly simple. There are two bug-like gauges on top of the dash that indicate the batteries state of charge and if the car is drawing power or regenerating power when coasting or braking. The instrument cluster provides a simple trip computer displaying the vehicle’s electric range

and an “eco” meter that helps the driver be more efficient. Drive Under the cargo shelf in the back is the Lithium-Ion battery pack that has 17.6kWh or roughly, a 135km range when fully charged. This little car can be quick too, thanks to the 96 ft.-lbs. of instant torque from the electric motor. This moves the car along quickly, but the throttle has been calibrated for smooth acceleration, helping the driver gain the best efficiency. I should point out that the high centre of gravity, short wheelbase and slightly choppy ride all combine to make a less than connected car in the corners, so be aware that this car can accelerate quickly but it will not corner quickly. What the electric version has over the regular gasoline model is a much smoother delivery of power. No more anemic gasoline engine and gone is the choppy transmission. The electric motor is smooth and refined. Verdict Once again, the Smart is a perfect of example of how to get the most out of a small space. The electric cord that connects the car to a 120-volt outlet is packaged into the tailgate of the car; in fact this is the best electric car packaging I’ve seen. Most companies just leave a bag in the trunk, while this system hides it all away. With a starting price of $26,990 for the coupe or $29,990, the Smart Electric is an expensive two-seat car but a bargain in the electric world, the least expensive in Canada. The regular gasoline Smart is really an inner-city runabout, which is why the electric version makes so much sense. With up to 138km of range, this Smart Electric will have more than enough range for existing Smart buyers and a great second car for any city family. The Smart electric is now on my list of cars that I truly enjoy driving, the best Smart of the bunch. zack.spencer@drivewaybc.ca

Seven thousand dollars was raised by Canadian Tire for the Langley chapter of the Jumpstart program. Throughout the month of May, customers at the Langley location purchased 2,840 Jumpstart balls — the red ball is a national symbol for child’s play — for $2 each. And the Langley Canadian Tire then held a community party on May 31, which featured a barbecue, face painting and balloon animals as well as special guests Angus Reid and Maelle Ricker, raised an additional $1,320. The $7,000 was more than double what the Langley store raised the previous year for Jumpstart. Jumpstart is a nationally registered charity dedicated to removing financial barriers so kids across Canada have the opportunity to get off the sidelines and into the game. According to a Vision Critical 2011 study, one in three Canadian families cannot afford to enrol their child in organized sport and physical activity. The program is for kids between the ages of four and 18 and helps families with the costs associated with registration, equipment and/or transportation for sports. Jumpstart provides financial assistance for families who can’t afford to enrol their kids in organized sport, and has helped more than 730,000 kids in the past nine years. One hundred per cent of every donation stays in the community in which it was made.

Prospera Credit Union presented a cheque for $60,000 to the B.C. Children’s Hospital Foundation as part of the Miracle Weekend on May 31 and June 1. “Making sure that we take care of everyone in the community, particularly those who are young and vulnerable, is a responsibility we all share and BC Children’s Hospital plays a unique role serving our entire province so I can see why our staff do what they do,â€? said Bruce Howell, the president and CEO of Prospera Credit Union. “Still, every year I am awed and inspired by the time and effort they put in, above and beyond the many partnerships, community programs and sponsorships we engage in as an organization, to support their charity of choice in such a heartfelt way.â€? The money was raised through a variety of fundraising activities over the course of the past year. The events included a payday jeans day, jeans week, 50/50 draws, hockey pools and other raffles, gift card and popcorn sales, prize draws and the sale of paper Christmas trees and Valentine hearts at Prospera branches throughout B.C. This is the tenth year they have supported B.C. Children’s Hospital. ••• As part of the annual B.C. Children’s Hospital Foundation Miracle Weekend on May 31 and June 1, First West Credit Union employees, including employees from its Envision Financial and Valley First local brands, presented nearly $45,000 to the BCCHF. Since 2007, the credit union has raised almost $275,000 in support of the BCCHF. For many employees who have experienced the amazing services offered by the hospital, Miracle Weekend provided a chance to give back and help others.  â€œSupporting the Foundation is a really big priority for First West because the work of the hospital has made a life-changing difference for British Columbians — and for a number of us at the credit union,â€? said Susan Byrom, First West’s manager of community investment. Since 2007, employees have raised nearly $275,000 to support research, equipment and education programs and services that ensure B.C.’s kids and families receive the best health care available. Employee fundraising in 2014 included participation in slo-pitch tournaments, BCCHF’s Jeans Day, and First West’s corporate challenge. “Our province’s credit unions are having an impact on the lives of children and families every day,â€? said Raymond Li, chair of BC Children’s Hospital Foundation’s 2014 Miracle Weekend. “Their support of Miracle Weekend is helping to give patients at BC Children’s Hospital the best care possible today, and ensuring that caregivers and researchers can continue to build on that high level of care in the future. We are very grateful for their support.â€?

Soccer helps family form tight bond G ARY AH U J A Tim e s Spo r t s

Many parents relish the opportunity to coach one of their kids, but this past season has been even better for Rob Keam. After all, how many parents get the chance to coach two of their children on the same team, especially at the highest amateur level. That is exactly what Keam got to do this past season as head coach of the Langley United Premier men’s soccer team, which featured both of his boys: 25-year-old Tyson, a midfielder, and 22-year-old Colton, a goalkeeper. Rob, with an extensive soccer background, has been involved in their coaching throughout since both his sons began at the youth level with Langley United. “I always wanted to be involved (in coaching them),” Rob explained. “I always had the mindset that I wanted to help and give back in some way. “My philosophy was always if there is someone better, I would be more than willing to step aside.” And like any parent/coach relationship, there were positives and negatives. “We had the good days and the bad days, but overall, it was always a positive experience,” Rob said. “We always talked pretty constructively about everything and didn’t have too many arguments.” “It was great. You always could have a quick recap of the game, where you did well, where you can improve on, always having someone to talk about the game too,” Colton said. “That was probably the best part of having him as a coach.” That doesn’t mean it was all sunshine and roses. “It was good overall (but) I did feel for them because it is probably tough to have your parent as a coach,” Rob said. That is a sentiment his sons share. “I just found myself always having to prove myself, proving that I deserved to be playing on this team,” admitted Colton. However, the goalkeeper said it was more about proving to his teammates — and not his dad — that he belonged on the team on his own merits as a player and had earned his minutes. And given his competitive fire, Colton said he had no problem proving himself. “You always want to be better than the next person,” he said. “I think it was more challenging for him to treat me as just another player on the team,” Tyson said.

Rob Keam with his sons Tyson (left) and Colton. Keam has coached his boys since they began in the Langley United Soccer Club as young kids and for the first time has them both on the same team as part of the Langley United men’s Premier team. “Often times I think he was harder on (us) than other players. But it was beneficial to us in the long run.” “I probably was a little tougher on them than the other kids,” Rob agreed. “I just wanted to make sure it worked out for everybody, that was super important to me.” Regardless, he has enjoyed coaching his boys since they took up the sport. “It was a lot of hard work — don’t get me wrong — but it has also been really special,” he said. “And I have loved coaching. It has been a great experience.” Coaching them at this age — as young men — is also a lot easier than when they were young. “The coaching (now) is minimal, it is more organizational than anything,” Rob said.

“I think it was more difficult developing them as young players.” But they did develop in the sport, each playing at the university level. Tyson went to UBC while Colton was at UFV. And for their development, Rob said Langley United — it was the Langley United Youth Soccer Association when they were growing up — has been a major part of their success. “We are very thankful for the opportunities the club has given us,” he said. “Right from day one, the youth club was always there for us and really contributed a good environment for the boys growing up.” He is especially pleased that Langley United offers a chance for many of the players who after years together had split up and gone their separate routes for uni-

versity, get another chance to come back and play together in their home community. “I have always believed we can build a program where the local kids can stay here rather than go somewhere else,” Rob said. And playing together for the first time has been special for the brothers as well. “It has been an experience you don’t always get with the age difference,” said Colton. “And it has been a lot of fun.” “It has been pretty cool having all three of us finally together,” Tyson added. It has also made things easier for their mom, Claudia, as no longer does she have to choose which son’s game she will watch. Tyson did admit she didn’t watch many games this past season, likely from being ‘soccer-ed’ out, he laughed.

Underdog Cards crowned champs When it mattered most, the Langley Cardinals came through. During the regular season, the team of 11 and 12-year-old baseball players managed just a pair of victories. But despite the lack of results, the team steadily improved over the course of the season, and more importantly, the team continued to work hard and never give up. And they capped off their season in style, winning the Langley Majors B championship with a 19-2 victory over the North Langley Giants on June 7. The game was played at the George Zarelli Diamond at Walnut Grove Community Park. The victory marked the first time the Cardinals beat the Giants all season. Pitcher Juhan Park earned player of the game honours after striking out eight batters over three innings. “Entering the playoffs, the team believed they could be competitive with any of the other teams,” said Lars Nordal, the Cardinals’ manager. The Cardinals were seeded fourth for the playoffs and after losing 13-6 to the Langley Yankees — Owen Kredba earned player of the game and Brock Story had a pair of base hits — they faced a must-win game against the Langley B2s in the dou-

ble knockout format. And the Cardinals found themselves trailing 9-8 going into the last inning, scored four runs to take the lead and then hang on for the 12-11 victory after the B2s scored twice. Daniel Kim, who drove in the winning run, also nailed down the final out to preserve the victory. In the semifinals, the Cardinals got another crack at the Yankees, this time prevailing 17-16 in extra innings. The Yankees had the tying run on third base but Wade Alton forced a groundout to first base to seal the win. Aaron Zhang went 4-for-4 in the game while Eric Nordal went 3-for4 and pitched three solid innings to earn player of the game. “The coaching staff and I have told the players at each and every game throughout the season to not focus on the score, but to think about what they can do to get the next hit, make the next out, or steal the next base; the score will work itself out,” said Cardinals coach Mark Kredba. “They really came together as team in the last half of the season, with each player showing improvement in their baseball skills. “Anything can happen and their hard work and determination paid off.”

Family Nights at the Fire Halls

The Township of Langley currently utilizes three full-time and one seasonal roadside grass mowers for ditch mowing. This equipment has predetermined routes, or an assigned area to follow. Should the equipment be pulled away to do a specific request it only lengthens the time it takes to fully complete all the rural boulevards and ditches.

A chance for children to visit a fire hall, meet their local firefighters, and even sit in a fire truck will be offered this month when the Township of Langley Fire Department holds its Family Nights at the Fire Halls.

If you have a request for mowing or brushwacking, we ask that you be patient as we try to fit the work schedule in as efficiently as possible.

Class A ditches are fish bearing; Class B ditches are fish habitat. Both of these categories require formal approval before any work can be completed.

During the free open houses, visitors are encouraged to bring their cameras, take a tour, and enjoy a hands-on look at what it is like inside the community’s fire halls.

Class C ditches are deemed to have no fish or fish habitat issues whatsoever and require notification only for work to take place.

The fun, educational Family Nights will be held:

Therefore, how or when a ditch is cleaned will depend on its classification. We thank you for your understanding as we operate under these requirements.

Tuesday, June 24, 6:30 to 8:00pm at:

The Township, along with Provincial and Federal agencies, have classified the open channel water systems into three categories:

Japanese Knotweed Roadside Control Strategy The Township of Langley is working to eliminate the threat of this invasive plant. You may see markers along various roads identifying where Japanese Knotweed is located. Do not remove the plants or mow these areas. Improper removal of the plant could result in the plant reproducing rapidly or spreading further.

Calling all residents! The Township of Langley is interested in hearing from you! Residents of the Township of Langley are being surveyed as part of the process to create a new Recreation, Culture, and Parks Master Plan. A telephone survey is being conducted in the first two weeks of June. If you get a call, please share your thoughts. An online resident survey will also be available for those Township residents who did not provide their feedback in the telephone survey. Please visit the Township of Langley’s website at tol.ca to access the online resident survey. The online survey will be available June 15 and will run until early July. For more information about the Master Plan process please contact: David Leavers Director, Recreation, Culture, and Parks 604.533.6158

Vic marched to the beat of his own drum down to the very last minute. He passed away peacefully at Royal Columbian Hospital after suffering a heart attack two days prior. He was surrounded by his family who all love him very much. He will always be remembered for his infectious smile, laugh and wicked, mischievous sense of humour along with his insatiable curiosity and interest in life and beyond. He was a student and a teacher, intellectual and artist, a creator and forward-thinker and he did it all wholeheartedly with a furious passion to learn and grow. Vic leaves behind his wife of 48 years, Georgina, his daughter Paula, his son Eliot, son-in-law Doug and daughter-in-law Megan. His five grandchildren – Bennett, Madelaine, Isabella, Ava Blue, and Charlie – will miss him dearly. Vic made a huge impact on each of their young lives. A celebration of Vic’s amazing life will be held at Newlands Golf Course on Monday, June 16 from 3pm to 6pm. Please bring your stories and memories with you and we will all share together in a wonderful celebration of a wonderful man’s journey. In lieu of flowers, you may make a donation to the Salvation Army, Royal Columbian Cardiac Care, contact 604-520-4438, or a charity of your choice.
