Eric Pattison has helped build tall office towers, and given new life to old heritage buildings. But he’s never designed an iceberg. That’s essentially what the New Westminster architect did

for his commission to renovate and expand the Brooklyn Pub on Columbia Street at the eastern end of Downtown. It’s turned out to be one of the most challenging projects of his career, said Pattison. When the owner of the Brooklyn, Kosta Efstrathiadis, approached him about enlarging the pub with a new glass atrium similar to the one at his Taverna Greka restaurant a few doors down, as well as constructing five two-storey townhomes on top of the building,

Pattison knew there would have to be some complex engineering and seismic work done below ground to support the structure that overhangs a steep bluff above Front Street. Pattison submitted his plans to the city for permits, and it was suggested he look at building beneath the overhang as well, to discourage vagrants from taking up residence on the protected slope. His client liked the idea. Starting with rough conceptual sketches on note paper, Pattison

had to devise a building that would serve three disparate functions. It would also have to be built on a steep, narrow site hemmed in by an active rail line and busy arterial road below. All while the pub stayed open as usual. “It’s complex, but I wasn’t intimidated by it. The John Robson parent advisory council has made it to the final round of a contest they hope will get them the $20,000 top prize to help pay for a new playground at Qayqayt elementary. The PAC’s vision for the playground had the most votes online when the qualification round of the CST Inspired Minds competition closed Monday. “I’m feeling very positive at this point,” said organizer Ronda Field. The complete playground for the new school— which will open in September, replacing John Robson—will cost $130,000. The PAC is still about $60,000 short. They entered the contest saying any money they won would fund the playground’s climbing wall. They’ve been persistent in sending out daily reminders through Twitter and Facebook and the like to get supporters to vote for the project at least once a day. It’s worked. see FINAL ROUND, A9

Dynamic duo takes Hyacks to great heights Two teens lead NWSS to its first provincial track title Grant Granger

Raquel Tjernagel and Nina Schultz are quiet teenagers who made some big noise, and history, last week. The two phenoms, individually and together, led the New Westminster Hyacks to the school’s first-ever team title in the B.C. High School Track and Field Championships. Tjernagel won the 100- and 200-metre sprints while Schultz took the heptathlon, high jump and triple jump titles. What’s mind blowing is they’ll be back next year because Tjernagel is in Grade 11 and Schultz in Grade 10. Tjernagel has been running since Grade 3. Now she’s the fastest girl in B.C. Fittingly, she’s a member of the Coquitlam Cheetahs Track Club which she joined in Grade 9. “I’ve always liked running,” says Tjernagel. “I wasn’t super good when I was younger. I just always liked to run.” But after joining the Cheetahs she took off. “As the years have gone by I just got better and better, and I realized I was coming in first. I knew I was

good at it and it was sort of fun. It was different than soccer.” Although she’s played that game for most of her youth she’s cut back because of her track success. At last year’s provincial high school championship she won the 200 metres despite being only in Grade 10. She won it again this year, and added the 100-metre title to boot with a time of 11.93 seconds. “My goal was to beat 12 seconds, and I did it so I was happy with that,” says Tjernagel, whose father is Norwegian and mother Barbadian. Her cousin Aaron Brown is a sprinter for the University of Southern California and ran for Canada at the 2012 Summer Olympics. Schultz has a track pedigree too. Her grandfather, Duan Qiyan, was a high jump coach after being the 1959 Chinese junior champion. Her grandmother, Zheng Fengrong, set a world high jump record of 1.77 metres in 1957 using the old scissors or straddle technique. Schultz won the high jump with a leap of 1.75 metres, which was a personal best. She bashfully admitted that her grandmother, who was one of eight

myself,” says Schultz. Schultz was in Grade 4 when her elementary school run club coach recruited her. He’d seen her in PE classes and told her she had a good running technique. “I was really energetic as a kid. I

just loved running and sports in general,” says Schultz. She started to sense she might be pretty good when her coaches started to get serious. “Then I knew I had potential to go somewhere with this,”

says Schultz, who trains with the New West Spartans track club. She won the meet’s heptathlon competition held the week before because it involves competitors accumulating points over seven events. Schultz had to be coerced into competing in it because she doesn’t enjoy one of its events, the 800 metres. “I’m not good with long distance. It’s just really tough to run two laps at a fast pace,” says Schultz. “I knew I had to do it, but I didn’t want to.” But she did it for the team. In total there were 10 athletes that contributed points to New West’s overall victory. Traditionally, NWSS has not been a top 10 contender. But two years ago the Hyacks finished fifth and last year fourth. So to be in the running for first was exciting. The clincher, although they didn’t know it at the time, came when Tjernagel and Schultz joined Amanda Zacharuk and Emily Chilton to win the 4x400 metre relay. “That was a highlight for us. The girls worked hard to improve their time with each race and they were thrilled to get

under four minutes,” says coach Bryan MacMaster. Confirmation of their crown came during the closing ceremonies when the announcer said they edged out perennial powerhouse Oak Bay 89-88. Schultz, Tjernagel and MacMaster were ecstatic. “We were kind of hoping, but we just hung around just in case,” says MacMaster. When they returned to school this week the congratulations came from all over the campus. At the front of the line was long-time track coach Christine McNulty who has championed track and field for decades at the school and in the region. “For me it was just coming into the right place at the right time. I just feel blessed to be part of it,” says MacMaster. “I’ve really enjoyed watching them compete. They’re really talented, and what’s special about them is their modesty. They’re talented athletes but they’re humble.” • Two NWSS boys hit the podium. Ethan Strome won the 400-m hurdles and Bogdan Pavel coming second in the 110-m hurdles. The boys 4x100 relay team was third.

A New Westminster woman has been charged with stabbing a man in Uptown New West on Sunday. Police found the man suffering from a stab wound to his head and covered in blood in the 500 block of Brantford Street at about 4:30 p.m. He was taken to hospital where he received six stitches. Melanie Campbell, 42, was arrested at the scene and has been charged with assault with a weapon and assault causing bodily harm. She was also charged with assaulting the same victim in a previous incident two days earlier that went unreported to police.

Anti-spam laws futile We doubt there is anyone who hasn’t been annoyed by spam. We’re not talking about that delicious canned spiced ham, but the endless stream of e-mails advertising everything from Viagra to Rolux (sic) or the $30 million a nice man in Nigeria wants to send you. We’re being a bit silly here, but what is really ludicrous is the federal government’s new anti-spam legislation, which takes effect on July 1. It is hard to imagine a more trivial non-problem for the government to concern itself with, let alone how the rules, which require businesses get written or oral consent before they send e-mails or other digital messages to consumers will put an end to spam. The new regulations address a problem that, by and large, has already been dealt with through technological means; spam filters at the level of both your home computer and your Internet Service Provider are sophisticated, effective and constantly being updated. This legislation also doesn’t do much to stop the particular flavour of spam email that is a problem: fraudulent or phishing e-mails trying to scam you into revealing your personal information. They’re unlikely to ask your permission either. On the end user side of the question, there will be some that want to file grievances regardless of how effective their spam filter has been, and the Canadian Radio-television and Telecommunications Commission is already saying they won’t be able to handle the expected flood of complaints. So what have the feds accomplished with their new antispam legislation? An increase in bureaucracy, to be sure, but not much else. We would prefer they concentrate on legislation that actually means something. —Maple Ridge News/ Black Press

Is it time to invite people Uptown? Wouldn’t it be nice if Uptown was a vibrant gathering place for the community? If it had wonderful public spaces, where residents could mingle, linger and enjoy? If we’d say to a friend or family member, “What do you feel like doing?” and they’d say “I don’t know—why not head Uptown?” As though going there were an end in itself ? As I’ve written in the past, Uptown is the busiest retail area in the city. By that measure, it succeeds. Where it fails, though, is in its public spaces. We visit Uptown to shop or get a coffee, but we’re not encouraged to stay and get to know our neighbours better. There isn’t much in terms of public space (or private space we consider public) within a block of Sixth and Sixth. The biggest and most important, the plaza outside Royal City Centre, I’ll get to in a moment. The other locations include outside the library, where there are a few benches, and outside

London Drugs at Westminster Centre. This latter spot is a case study for Uptown, a pivot between negative and positive street life captured in a single space. For years, that plaza had some planters to sit on, and a large fenced-off seating area. But a group of biker-types that “lingered” there was seen to be scaring customers away, so Uptown Property Group redesigned the space, and removed all seating from the plaza. Now there’s nowhere to sit, unless you buy a coffee at Starbucks to use their small patio. Today, this public space is neither positive or negative. It’s simply neutral. From a business standpoint, the situation has

improved. No intimidatinglooking folks, nobody begging change. The plaza was redesigned by Bruce Hemstock through his firm PWL Partnership. A landscape architect, Bruce is also a Moody Park resident and no slouch in terms of designing beautiful, vibrant, welcoming public spaces. His firm designed the multiaward winning Westminter Pier Park, CBC Plaza, and several parks at False Creek. They also redesigned Prospect Point in Stanley Park after the 2006 windstorm. At Westminster Centre, Bruce says, the plan is to re-introduce elements to the bare plaza over time and see what works. Uptown is struggling with a challenge facing many cities: What will happen if we encourage people to linger? Will the streets teem with vibrancy and positive energy? Or will it become a landscape of despair, where the sight of too many rough-looking, disturbed or desperate people scares the others away?

At the heart of the neighbourhood, at Sixth and Sixth, small interventions are possible that have low risk, and the possibility of great reward. The plaza outside Royal City Centre should be the “piazza” or civic square of the area. Today, though, there are overgrown shrubs in planters. The “gateway” circle in the middle is ringed with benches, but anchored by an ugly sign that screams “remember Expo 86?” Walking through that gateway means running a gauntlet of cigarette smoke. My ideal situation would be to see mall owner Strathallen would hire someone like Bruce Hemstock to do a full redesign. For his part, Bruce is more diplomatic and isn’t as hard on the space as I am. He says the folks at the mall did a good job designing the space at the time. “Perhaps it’s a bit old and dated,” he told me. “Could we update it to the 21st century? Can’t the city pitch in? The John Robson elementary Parent Advisory Council is trying to raise an extraordinary amount of money for new playground equipment at the new Qayqayt elementary. I had always thought (through the months of the first fundraising campaign) that the Qayqayt playground equipment would be on school property. I went to the public open house on the new St. Mary’s Park adjacent to the new Qayqayt school and was surprised to learn the playground will be completely within the new park’s boundary—on public city land. I was further startled to learn that the city is not using Development Cost Charges (DCC) Park Reserve funds to pay for the development of the park or the new playground equipment on city park land. Why such parsimony with DCC money for St. Mary’s Park and playground when just to the south the city has recently funneled $6 million to Westminster Pier Park? Christopher Bell New Westminster

FORGIVE ME IF… We received our 2014 tax notice yesterday and I have to apologize that I must have missed the article in which the City of New Westminster justified the five per cent increase in taxes, explaining that they have new staff on board to force illegal secondary suites currently consuming city resources without any fees to come into compliance (or at least pay the water and garbage fees), bylaw staff now working weekends to enforce noise bylaws on contractors installing illegal secondary suites on the weekend to fly “under the radar,” fix the pothole in front of my house that has been there for three years and help residents deal with their glass containers that are now

banned from the mixed-material recycling bins (but were perfectly fine in the previous modified blue box collection). Yup, I am real sorry I missed that article because as it stands, I am really confused how the city can justify a five per cent increase when inflation has been around two per cent or less. In contrast and on the upside, I see that the taxes collected by “Other Levels of Government” have gone up by only one per cent over 2013. Maybe the city should find out how they did that. I also wonder if you could direct me to the article in which the provincial government justified why the homeowner’s grant has not been increased from $570 since 2006 when it went from $470 to $570. As it stands, with the city’s five per cent increase and the steadily diminishing benefit of the homeowner’s grant, these tax notices are really starting to hurt. Dave Forgie New Westminster

Taggers will already be preparing their spray cans, I’m sure. I don’t think residents have any real fears of further mischievous behaviour by taggers. But the messy tagging just looks bad, and would devalue the art, and do nothing to help the solitude of Westminster Pier Park. Don’t install the hideous containers. Save citizens of New West a huge expense later. Are the containers being coated with a special substance, which may or may not deter vandalism? The special coating on Canada Post relay boxes has not been effective. I have not followed the rationale of such a decision but consider the overall effect of large rectangular objects quite

Uptown Property Group did put one outside London Drugs last summer for its Uptown Unplugged music concerts, which was great, but only temporary. One spot I like for a parklet is near Anni’s Dairy Bar up the street. It’s close to the Seventh Avenue bike route, and next to a hair salon and a tattoo parlour. “When you have activity, you minimize the marginal activities,” Bruce said. “No one likes to do negative things in full view.” Another simple idea that Bruce says could help animate Uptown is adding “parklets.” These involve taking over a couple of parking spots with outdoor seating. His company has the grand opening this weekend for one it designed at 21st Avenue and Main Street in Vancouver. Parklets add a bit of interest and design flair to the street, and have been a big hit in cities seeking to increase public space in areas where it’s in short supply. “That’s what creates energy, and that’s what creates an interesting sidewalk,” Bruce says, adding that a parklet

and some of the seating was brought around to face the plaza. People love people—to watch and be watched. Across the plaza, for some reason, is a defunct Esquires coffee. Here at the busiest pedestrian intersection in New Westminster, no café should fail. A new café could be redesigned to face outwards, with most of its seating outside, facing Sixth Street. Even if Strathallen lacks the money for a full redesign of the the plaza, those two small adjustments could make a world of difference. The space would become more of a draw—always good for business. And it would reduce nuisance behaviours which is good for business too.

Field said at last look the PAC had collected nearly 2,800 votes, about 400 more than anyone else. Now the top 25 start all over again with voting to run June 9 to 16. “We’ve been very pleased with the support we got the last time around, it’s been fabulous,” said Field. The PAC entered a

similar Aviva Community Fund contest last year. It didn’t win the $100,000 top prize but did get $5,000. Final voting in that one was done by judges. But the Inspiring Minds final round will be determined by online voting. She emphasized voters for their project must provide valid email addresses because it’s apparent CST is

monitoring all of them. “It’s really going to matter that everybody’s voting clean,” said Field. “I did notice that some of the other ideas that were ahead of us earlier in the game did lose some of their votes. So that would suggest they’re auditing.”

In addition to the $20,000 jackpot three projects will get $10,000 and five will receive $5,000. “I don’t want to get my hopes up, and I don’t want to be devastated in the

finals. So everybody’s got to stay on board. In the last few days some of the ideas that didn’t start out with a lot of votes were gaining quite quickly,” said Field. The final round of

voting kicks off June 9 at 9 a.m. She stressed votes have to be in before 9 p.m. PDT otherwise they’re considered to be counted for the next day because it’s after midnight EDT.

New Westminster may want door-to-door mail delivery service to continue but there’s a bunch of communities across the country that aren’t sympathetic to the cause. City council was

one of many local governments to back a resolution to the Federation of Canadian Municipalities (FCM) convention. It opposed Canada Post’s plans to phase in neighbourhood mailboxes everywhere

control the voting, said Harper. And they’ve had to slog their way to the neighbourhood mailbox for decades. “They said, ‘We’ve had it for years, what are you complaining about?’ It was literally said like that,” said Harper on Wednesday after returning from the FCM convention in Niagara Falls, Ont. “They think we’re already spoiled here,” said Williams. But Harper said substituting mailboxes for door-to-door delivery creates many safety issues. He noted thieves recently pulled

out an entire recent mailbox in Langley and hauled it away. “They’re getting credit card numbers, identity theft, all sorts of stuff. It’s probably becoming a business,” said Harper. Williams said seniors will be particularly affected if the service is discontinued. There are other issues, said Harper, such as lighting and who will pay for the extra police calls and investigations when thefts take place that need to be figured out. He also noted in New Westminster the only

place mailboxes can be located is on city property which raises more issues. Harper said the FCM executive didn’t put the resolution on the floor. But during the conference it was brought forward as an emergency resolution. That motion got the two-thirds support of delegates needed to proceed. But the hall was half full. By the time discussion of the resolution was done, including an impassioned plea from Harper, it was full. The earlier vote had Harper expecting it

would pass, so when it got shot down he was surprised, and disappointed. “It’s unfortunate but that’s the way it goes sometimes,” said Harper. Despite the vote, he doesn’t believe it’s a dead issue. “It’s a long drawn out process that runs through the 2015 election. It all depends on whether or not organized seniors groups or people with disabilities or cities [get involved].” • Williams was re-elected as a B.C. representative to the board of directors.

Ryan Thomas didn’t know bee’s honeycombs are soft and mushy, until a beekeeper spoke to his Renew Crew group at the New Westminster Public Library. He also didn’t know teenagers could be role models he could look up to and learn from. And those are exactly the kinds of lessons the four-week Renew Crew program hoped to impart on kids aged 6-12 said Liz Hunter, the head of Children’s and Teen Services at the library and a member of the Kids New West committee that

initiated the program. With funding from the United Way, youth leaders from the environment club at New Westminster secondary school worked with the kids on small urban gardening projects, upcycling and sustainability. For four Thursdays they met at the library after school to build seed bombs, research native plant species, listen to guest speakers like the beekeeper. All the activities were organized by the high school students, led by Sophie Labrosse, who’s in Grade 11 at NWSS. “I wanted to instill an

appreciation of nature in them,” said Labrosse. “We’ll be inheriting a planet that’s not very healthy, and I want them to realize that they need to take ownership.” The lesson wasn’t lost on young Ryan, a Grade 4 student at John Robson elementary. “I like planting, I like nature,” he said. “People are trying to kill plants and I’ll tell them not to.” More importantly, said Hunter, the program hopes to give the younger children a positive impression of what they can accomplish as they become teens.
