As part of the deal reached between SRY and the City of New Westminster in January, several level crossings are being upgraded so that whistling won’t be required. Noise and locomotive vibration has been an issue in New West for several years, particularly in Quayside where residents Brian Allen and James Crosty have led a court battle with the major railways. The City of New Westminster committed to city-wide whistle cessation in 2011, and is poised to make major progress in that regard.

At Port Royal earlier this month, a small work crew was installing railings called “maze barriers” on either side of the rail line where a path crosses between the community garden and the sidewalk. The barriers would force a cyclist, skateboarder, or running child to slow down and ideally look both ways before crossing the tracks.

The mood on the picket line was buoyant to begin with but a loud cheer erupted and horns honked when their leader showed up. New Westminster was one of 17 school districts hit on the first day of rotating strikes by the B.C. Teachers’ Federation on Monday. BCTF president Jim Iker showed up in the morning at New Westminster secondary to hold a press conference and talk to the school’s teachers as they walked the perimeter. Iker attacked the province’s recent limited lockout strategy. It shortens the teachers’ work day, including prohibiting them from helping students during recess or lunch. “The lockout has created a lot of chaos and confusion, not only with our teachers but our students and our parents,” said Iker. “The government has done this with the sole purpose of trying to dock us 10 per cent in pay.” Iker added the union will contest the province’s ability to make such a move with the Labour Relations Board on Thursday. see LOCKOUT, A3

There are many dogs every year that suffer heat stroke/heat exhaustion, or even death, due to the neglect of some dog owners who do not understand how severely a vehicle can heat up - even in a short period of time. For instance, when it is 25 degrees outside, the inside of the vehicle can heat up to 20 degrees hotter – that’s a scalding 45 degrees! Clearly, this would be a serious risk to a dog trapped inside.

NDP education critic Rob Fleming has seen a lot of schools across B.C. But none quite like New Westminster secondary. Fleming and local MLA Judy Darcy toured the aging school Thursday. It’s scheduled to be replaced but has yet to get final approval from the Ministry of Education. What Fleming saw was paint peelings all over the grounds. Faded and pock-marked linoleum original to the school in the halls. Patches on floors and doors. A roof that needs replacing. Holes and exposed wiring everywhere. District facility and operations manager Doug Templeton told them “all the systems in this building have failed or are in the process of failing.” A seismic upgrade, he added, would be more expensive than building a new school.

“In spite of its deficiencies there is some great, great teaching going on here. But this is clearly a building that needs replacing,” said Fleming after the tour conducted by principal Phil Cookson. “In all my travels I have not seen a school quite like this in terms of age and wear and tear.” District officials recently met with Education Minister Peter Fassbender to make a pitch for a new school. A replacement was approved in 2005 but abandoned because of complex and costly archeological and soil issues. The costs of dealing with them are beyond the capital funding the province normally provides for a school to house 1,900 students. “The reality is every project has very site specific issues, whether they’re archeological, or geotechnical. Various parts of this site have both,” said Fleming. “Both of those things have to be managed and accommodated.” He added the delays have “been going on for far too long.” A replacement school is needed for the next 60 years to bring its students into the 21st century, he said.

Darcy has heard the grumblings from her constituents ever since she began campaigning more than a year ago. “I don’t understand what the delay is about. The case is clear,” said Darcy. “It is an amazing centre of learning, but what kind of step forward we could take for those kids if we had a new space.

The students deserve a better place to learn in.” Templeton said the 2005 plans were suspended by the ministry when bids came in $20 million over budget. That created new problems because the district had been proactive to make the site easier to build on, such as demolishing the district offices.

“They tore down the office so a new design would fit,” said Templeton. But with the project a no go, the district had to keep paying $700,000 a year to lease offices in Columbia Square. Temporary facilities had to be built to keep programs running. The apprenticeship program is in a building cobbled out of two transport containers and a used canopy. Cookson spent much of the tour praising the school’s staff and programs in spite of the conditions. “We’re in the business of making things work. The staff don’t complain. They gave that up years ago. They never talk about what a new school would look like. We just make the best of it,” said Cookson. When it was suggested that may be an argument against replacement board chair Jonina Campbell said, “We can do even more and better with a new school.” Campbell believes Fassbender would have a similar reaction to Fleming if he accepted her invitation to tour NWSS.

The Hyack Festival Association’s credibility was on the line the last two weeks and it delivered, according to its president, Peter Goodwin. That has him optimistic city council noticed. Council slashed its funding

to Hyack drastically in light of its handling of the dismissal of executive director Douglas Smith last year. The association asked the city for a $185,000 grant and $30,000 of in-kind services this year. But council gave only $15,000 and in-kind services for the Hyack parade, and $10,000 toward Canada Day fireworks. Saturday’s parade and Uptown StreetFest concluded the annual nine-day festival. “It was spectacularly

The provincial government is playing hardball with the B.C. Teachers’ Federation. While teachers might have some of their pay cut, it will be students who will be missing out. On Monday the teachers’ union began a series of rotating strikes across the province. That followed the rejection of an offer from the province to give teachers a 6.5 per cent increase over six years, plus a $1,200 signing bonus to all 41,000 of them. The province also threatened to cut teacher salaries by five per cent if they didn’t sign it by the end of the school year. Teachers have asked for a 21.5 per cent total increase over four years. On Thursday, the Liberal government announced a partial lockout – a stop-work order, taking effect 45 minutes before and after school hours and during lunch and recess breaks, as well as a 10 per cent cut in teacher salaries. They won’t get paid for not working. The year-end lockout may disrupt issuing of report cards and marking of provincial exams for graduating students. Graduation ceremonies could also be cancelled. Some parents and students will be upset by all this, but it should never have gone so far. The Liberals and BCTF have been in a spat over class sizes and composition since the NDP’s epic collapse in the 2001 provincial election. Rather than putting parents and students in the middle, again why not bring in a mediator to help resolve what the two sides have been unable to do for 13 years. Both sides need to use their brains and agree to commonsense, affordable solutions and get back to educating the current generation. Spare us the drama. – Maple Ridge News

Southern Railway will also adjust the speed limit of their trains there, to ensure there’s enough time to stop should anyone get stuck on the tracks. And they’ll notify neighbours that a warning whistle will no longer be blown. All this must be done to satisfy WorkSafeBC. SRY and the city will each contribute $500,000 for the whistle cessation project, which will include other crossings in Queensborough and on the New Westminster mainland. But that’s not all. In a separate deal reached with BNSF, CN and CP, the crossing at Begbie Street and Quayside Drive is also on its way toward signalization, which may be met with noisy celebration by residents of the InterUrban building next door. That arrangement will also address the crossing on Front Street at the east end of the parkade. “Those ones are a go,” Puchmayr told me, adding that the city’s already done the engineering work and the railways are in the process of sourcing the equipment. “It’s just a matter of getting

As part of the arrangement, though, the city will assume responsibility for upgraded crossings, by creating a bylaw and underwriting the crossings. “It’s not hugely onerous, but we’ll have to hold liability on those crossings,” Puchmayr said. “The railways don’t.” Meantime, Biln said the “quick wins” for SRY are the crossings in Queensborough, and at 20th Street and River Drive, just across the bridge. Puchmayr has heard from residents in Sapperton wondering when whistle cessation will come to their neighbourhood. He said the plan has been to focus on the densely populated areas of Quayside and Downtown first, then move onto the rest of the city. “Eventually, within the next couple of years, there will be no whistling on any major thoroughfares. The only whistling would be if someone was on the track.” Some people may find it hard to imagine life in New Westminster with no routine train whistles. Puchmayr said it’s time to start believing. “I would say it will be less than three years.”

Developers not catering to local clientele Re: Seeking the elusive third bedroom in New West (Guest Column, NewsLeader, May 23) I live in lower New West. Let’s be honest now. Developers are building 1-2 bedrooms on purpose. The overseas Asian money is buying the majority of the condos and townhouses up for investment. I live right next to the red new tower that is almost ready to open on Columbia Street. I went through the open house last week. The realtor was being honest and said 90 per cent of the building has been bought by foreign Asian money. What about all the new towers by the New West station? Majority Asian owners. Although they were successful this year, Goodwin isn’t as optimistic for the future unless the city restores its funding to Hyack. “We pitched in and showed we can do the job and do it well. But eventually it depletes our resources, and we can’t do that continuously,” said Goodwin. If the city doesn’t come through, finding independent sources of funding can be “tricky,” said

Iconic sculpture taking shape Sculptors Edwin Dam and Veronica de Nogales Leprevost are hard at work in their Barcelona, Spain studio translating the famous “Wait for Me, Daddy” photo into three dimensions. GERALD (Gerry) July 11, 1937 - May 14, 2014

It is with mixed emotions that the family of Gerald Connell announces his passing on May 14, 2014. He will be greatly missed, but his suffering has come to an end. Gerald Randall Connell was born July 11, 1937 in Rose Valley, Sask. The family moved many times eventually landing in New Westminster, BC. He spent many years as a Millwright at Scott Paper, where he made many good friends. In the most recent years, he lived in 100 Mile House. He passed peacefully in the home that he helped construct – one visited by many over the years. Gerald is survived by his children: Randy (Beth) Connell, Rhonda (Darrell) Slobodin, Dean Stevens, Tamara Connell, Jay Connell (Kristy), Joe Connell (Sheri). Grandchildren: Justin, Melissa, Kevin, Christopher, and Wyatt. Great Grandchildren: Locklan, Caleb and Mckenzie. Sisters: Shirley, Joy, Gay, Sandra, and Karen (Hardie). He also leaves to cherish his memory numerous nieces and nephews as well as many friends who were family to him. Gerald was predeceased by his parents, Harvey and Ida Connell, and sister Judith. He enjoyed life in many ways whether hunting, fishing, horse racing, poker, working on his farm or simply hanging out at home. He enjoyed the laughter and camaraderie of visitors in his home, always up to a game of crib, wist or poker. He enjoyed sharing the tales of the many experiences of his life. Other than his children, the three greatest loves of his life were his mother, who was his greatest cheerleader, his Aunty Merle who was the spitfire who helped keep him in line, and his ‘56 Ford Station Wagon which,he says, never let him down. He had a strong opinion on many a subject and was known to be a tad bit stubborn, but so loved by all. Wherever you should be Dad, we want you to know that we love you and your presence in our lives will live on in our hearts! A memorial service will held in 100 Mile House.
