assigned her to Robson. And she’s still there. And it turns out she’ll outlast the school. Robson is on its deathbed. This summer, it will be demolished to make way for Fraser River Middle School. The official groundbreaking is Thursday, but work began during spring break so it can be open in time for the 2015-16 school year. Robson’s students will move to the new Qayqayt Elementary, scheduled to open its doors in September. Archie Miller, the Robson building was constructed in 1928 to serve as the annex to the original T.J. Trapp Technical school next door. Trapp had been renovated from a jail to a school in 1919. When it was torn down, the annex became Trapp Tech. The original John Robson elementary was where the Royal Towers is now at Sixth Street and Royal Avenue. It later moved to Queen’s Avenue across from Olivet Baptist Church.

In 1955, Trapp closed when New Westminster secondary came along and the John Robson name migrated down the block to its current Eighth Street location. Smith was the school’s only special education assistant when she started. Its students were notorious for bad behaviour. To her, though, it felt like home. “This is where I felt I could affect the most change. I could make a difference here.” Please see Great, a5

A Quayside development is still an imposing structure for one area resident, despite design changes. Bosa Properties wants to build twin towers at 1000 Quayside Dr., which is currently a parking lot in front of the Inn at the Quay. A preliminary proposal came to council in February. It called for two 26-storey highrises with a seven-storey podium, one of which is underground. It was to have nearly 600 residential units, including 48 for rental to take advantage of city incentives. But after city staff and residents expressed concerns, Bosa revised its plans. The developer now proposes a podium two storeys shorter and the height of one tower being 23 storeys and the other 28. The west tower has also been set back an additional 28 feet. “The intent is to create a more sculpted skyline than was previously proposed,” said city planner Jackie Teed. Please see revised, a3

An 18-foot high portal would connect through the podium to the Inn. The portal’s columns will be wrapped in translucent fiberglass that is backlit to make it feel light and safe, said a Bosa spokesman. New Westminster has declined Transportation Minister Todd Stone’s conditional offer of two temporary Bailey bridges. New Westminster closed the one-lane bridge across the Brunette River that connects Coquitlam’s United Boulevard to the Braid

But last week Stone informed New Westminster it must also accept installation of a second one to make it a two-lane connection. The two cities have been at loggerheads over the crossing. The dispute has headed to binding arbitration with a decision to be handed down before July 1. “Adding additional capacity would only make the situation worse,” wrote Mayor Wayne Wright in the city’s response to Stone. “A recent study conducted for the cities of Coquitlam and New Westminster found that a twolane crossing could see an increase of traffic of up to 80 per cent, which would raise congestion back

Great attitude at Robson ⫸

The school was just a few blocks from a SkyTrain station infamous for its underground drug trade. Custodians used to comb Robson’s grounds daily for discarded needles. But a concentrated community, city and police effort has dramatically reduced that problem. Smith figures they haven’t found a needle on school grounds for six to eight years. “The attitude for the school is so different. It’s so positive,” says Smith. “We’ve become such a community.” Community is a word that keeps popping up. She says Robson has benefited from being a community school. Its breakfast club has been valuable to keeping kids engaged. Day care and after-school care have helped as well. Parent and community support has been excellent. “There are just so many more pieces for school life for the children,” says Smith. She has gone from being an EA to library assistant to school secretary. The repository of student names in her brain is voluminous. A few years ago, Smith was at her desk when a man walked down the hallway with his four-year-old son in tow. “Mrs. Smith, you’re still here!” He was in Grade 7 and a terror for teachers when Smith arrived at Robson. His home life was difficult and nobody cared. But Smith cared. He was assigned to her and she worked on getting him on track. Now, she says, he’s an engineer working in Paris.

“He thanked me for being there for him,” Smith says. “That blew me away that he remembered me and I had made a difference. I cried when I saw him.” The building oozes memories. Mimi Camillo’s kindergarten classroom has a compass painted on its floor. Around it is a ring with all the letters of the alphabet. When former students visit they tell their offspring they always sat on one letter. It’s a tradition that continues today. Memories and big classrooms are what’s good about Robson. But its best days are long gone. The hall floors creak. So do the red linoleum-covered stairs. There’s a lonely grey step on the basement staircase that staff and students won’t step on because it might bring bad luck. Critters constantly crawl out of the woodwork. A squirrel recently fell out of the ceiling. Smith and principal Karen Catherwood fall over themselves laughing as they describe “squirrel herding.” “We were chasing it down the hall, wrangling it and we chased it out. The next thing we knew he was back in again. There are lots of holes critters can get into,” says Catherwood. Then there’s the river that runs through Robson. At the end of the basement hallway is what appears to be a cupboard. It’s actually a door that provides access to some pipes. But underneath the plumbing is a trickle of water running along the wall that looks like an underground creek. It runs between the foundation and a humungous unremovable rock the school was built around

Many think the attic is haunted. But maybe that’s because former principal Drew Knox took students up there to read them ghost stories. Now anyone going up there is liable to fall through. When Smith started at Robson it had 10 divisions. Now it has 21 with 500 students, many of them housed in portables. It’s so crowded that on Wednesday afternoons five teachers trip over each other as their classes use the resource room. “We’ve outgrown it. Things are going to fall apart. We can’t even plug anything else in or we’ll lose power,” says Smith. “It’s big, but it’s really old.” She’s looking forward to having a first-aid room. These days she plops students in the chair next to her desk to deal with scrapes, scratches and other minor ailments. The staff is particularly excited about the bright natural light the new school will have. Not all of Robson will disappear. Catherwood is busy taking inventory of everything not nailed down. She has to figure out what can go with them. Qayqayt is a replacement school. That means the capital contribution from the Ministry of Education does not include furniture, office equipment and supplies. The middle school will be new to the district so will have those accessories included. “I think we’re all a little overwhelmed by things. There’s still a job to do,” says Catherwood.

A timely response Apathy in the political process has reached an all-time high in recent years, with the perception that elected representatives are not really listening to public concerns. But there is evidence that the provincial government is heeding public feedback, on two currently contentious issues at least. An all-party committee of MLAs has unanimously supported a proposal from Finance Minister Mike de Jong that henceforth all B.C. politicians will publish their expense receipts – including food, travel and accommodation – online. The proposal, clearly a response to the flap over legislature Speaker Linda Reid’s expenses – including nearly $5,500 in business-class air travel for her spouse, since repaid – elicited a few grumbles from NDP MLAs over the work involved in backing all expenses with receipts. Meanwhile Agriculture Minister Norm Letnick has apparently taken note of written feedback from B.C. residents in amending the proposed Bill 24, which would make changes to the province’s Agricultural Land Reserve. There are indications that the impassioned words of many regarding both the need for food security in the province and a long-term commitment to preserving agricultural land have been noted and reflected in amendments. The actual impact of both of these provincial policies remains to be seen, of course. Politicians generally are pastmasters in the art of simulated action, and manipulating public opinion through carefully stagemanaged response. But the BC Liberals have everything to gain and nothing to lose by demonstrating a greater level of responsiveness to public opinion – rather than the predictable chorus of partisan support. —Peace Arch News

The man with the city’s toughest job It’s quite possible you don’t know Keith Coueffin. He’s the city’s manager of licensing and integrated services. A yawn of a title. If you’d asked a few years ago, I wouldn’t have had any idea what this job entailed. Ask today, though, and I’ll say Keith’s actions have impacted every resident in the city, for the better. And it’s not just because of what his job requires—which includes dealing with everything from slum landlords to homelessness to pot shops to graffiti. It’s how Keith does that job. I first met him almost 10 years ago, before working at this paper. I’d just moved to New West and was troubled by what I saw in my 12th Street neighbourhood. Prostitution, graffiti, a couple of flop houses and the like. I called the city and was passed to Keith, and he suggested we go for a walk in the area and chat. I showed him the graffiti, and an apartment building with a rotation of drug dealers. We

talked about the issues. And he explained what the city had done, the tools the city had, and he told me what I could do to help him do his job. I felt empowered. I learned a lot about what the city can do to compel bad landlords to mend their ways. Or about who to call when the mailbox got tagged again, or another shopping cart was abandoned on our block. When Keith retires on Friday, after 34 years working for the city, he’ll leave an impressive legacy in his wake. Metal thieves stealing everything from electrical wire to the plaque in front of the Armoury? Keith dealt with that. Marijuana dispensaries? Keith. Honduran drug dealers, homelessness? He had a hand in

addressing those issues too. His has been one of the most complicated, acrimonious jobs at the city. The stress alone would have crushed an average person like a bug. “Keith was the only guy in the whole organization that had job security,” city manager Lisa Spitale told me this week, quoting a running joke at City Hall. “No one wanted his job.” His job has been tough, but his approach has made it easier for everyone around him. He took emotion out of the equation, Lisa says, and immediately put people at ease with his calm, measured, business-like approach. Lisa describes sitting with Keith and a shady business owner in a “show cause” hearing, which is effectively a meeting where the city explains why they are cancelling someone’s business licence. The business man was an intimidating looking fellow. Despite the unsatisfactory outcome for the man, Keith made him feel respected. “He did it in such a way that

people would shake his hand after the meeting, and thank him,” Lisa says. “I’d say to him after, how do you do that?” By example, Keith taught his colleagues that even when dealing with files rife with potential conflict, an approach of compassion and collaboration will more often lead to success. “It really changed how we talked about enforcement,” Lisa says. “If it’s always a fight, it doesn’t work. Keith brought a diplomacy to enforcement that grew from there.” A few weeks ago, Keith called me and said he’d enjoyed a recent column I’d written. I thanked him, we chatted briefly then I was about to hang up. “Oh,” he said. “I was wondering who I’d talk to about some of your papers that are blowing around in the wind outside a couple businesses. Continued safe marine and pipeline transport of hydrocarbons is in everybody’s interest so Canadians can realize value for resources and oil producers can continue to deliver jobs and economic benefits. No one wants a spill of any product at any time. The performance track record over the past 50 years is good, but work is ongoing to improve prevention and ensure producers, transportation companies and spill-responders have the best information available to manage products safely and make the best plans possible for response, containment and clean-up in the event of an incident. Black’s articles incorrectly suggested the Canadian oil

industry is not interested in the proposed refinery project and that transporting diluted bitumen is more risky than other types of oil because of its chemical properties. Fact is, oil producers are seeking increased access to existing and new markets – in Canada, U.S. and internationally – to satisfy market demand for increasing Canadian oil production. All options to achieve that goal are worthy of study. And diluted bitumen—oil sands bitumen diluted with natural gas liquids that allow it to flow—is no more dangerous than other types of crude oil. Chemically, there’s nothing about diluted bitumen the transportation system cannot be prepared to manage. Whether it moves by pipelines or tankers, diluted bitumen meets all the same specifications and behaves the same as other crude oils. Oil floats on water if it has an API gravity above water’s

10 degree API gravity. Diluted bitumen has an API gravity of 20-22 degrees. Any type of oil spilled in water, eventually “weathers” and can be driven below the surface by waves or currents. Diluted bitumen behaves the same way. There have been several scientific studies completed on diluted bitumen. Earlier this year, Ottawa released a research study demonstrating that diluted bitumen floats on salt water – even after evaporation and exposure to light. The study was commissioned as part of Ottawa’s plan to implement a world-class prevention, preparedness and response regime for marine transportation. Hyack Anvil Battery returns Monday New Westminster and Queen Victoria go way back. Way back to the 1850s. She’s the one that chose it to be the capital of the Colony of British Columbia in 1858. So ever since 1859 the Royal City has been honouring her on Victoria Day. During the late 1880s

the anvil salute to her became a part of a tradition that will continue Monday. The 21-shot salute put on by The Ancient and Honourable Hyack Anvil Battery will be held at Queen’s Park Stadium. The program begins at 11:40 a.m., with a

warning shot at 11:55. The formal salute of 21 anvil shots begins at noon with one shot each minute. After, spectators will be invited on the field to meet Battery members, ask questions and take photos. The anvil salute has had quite a history.

The all-new, third generation 2014 Toyota Highlander Hybrid Limited AWD tips the scale at 2,200 kg (4,850 lbs.) It’s not a svelte vehicle. Inside, this Highlander can carry up to seven passengers. It’s not a cramped vehicle. And behind the third row of seats, there’s a cargo capacity of 385L. It’s an accommodating vehicle. So when I knew that I’d be logging more than 1,000 kilometres in a week, perhaps you’d think I’m a little crazy to want to take this (relatively) heavy and large SUV along for the ride. Normally, I would too. But there’s a word in its name that made me want to take this beauty of a beast for the long haul: Hybrid. The Eco mode is a feature that lessens the throttle response in an effort to help save fuel. You can still do all your normal daily driving duties, it just helps you keep money where it should be: in your wallet. And keeps the fuel where it should be: in the tank. We’ve already established its size, and while it fits up to seven, it doesn’t feel that big to drive. Sure, you need to make sure you watch its width but manoeuvring it around in parking lots isn’t a chore at all. Thanks to its rack and pinion-type, electric power steering, you can move around graciously. Looking at the estimated fuel results, it’s rated at 6.8L/100km in the city and 7.2L/100km on the highway. Keep in mind the aforementioned stats about its size and weight and those numbers are really impressive. My real world numbers? A combined average of 8.9L/100km. Not bad. Not bad at all. Most of my driving was done on the highway so the hybrid system doesn’t have a chance to run off electricity alone at those speeds. Aquilini Development is bringing their master-planned community building expertise to Chilliwack with The Falls, an envisioned community of over 500 homes, set to be built around The Falls Golf Club. Camden, their first release of just 47 singlefamily homes, offers a little piece of paradise for as low as $389,900. “You walk out your door and you’re on the golf course, with rolling greens and panoramic views,” says Macartney Greenfield, project manager for Rennie Marketing Systems. “There aren’t a lot of projects that

can offer that resort-style living.” The response has been overwhelming, Greenfield says. The master-on-main floorplans have been particularly popular, Greenfield says. There is also a rancher floorplan available. The location is one of the biggest draws for Camden at The Falls. “People are amazed by how beautiful it is here,” Greenfield says. “It’s nestled into the side of the mountain with breathtaking views in every direction.” To take advantage of the views, the homes have spacious covered decks and oversized
