Many political watchers believed pigs would fly before a Voice New Westminster trustee would chair a school board committee. YVR better check its radar for porcine sightings. Along with its regular board meetings trustees have met as a committee of the whole for preliminary discussions on issues. But on Tuesday, the board decided to split that committee into two, although all trustees will continue to sit on both. David Phelan will chair the education committee while Casey Cook will head the operations and finance committee. Phelan is one of four labour-backed trustees that hold the majority on the board. But Cook has run the last two elections under the Voice banner. Relations between the two sides have been far from harmonious for several years. That’s why it was a bit of a surprise when chair Jonina Campbell asked Cook to lead the committee. see BY WORKING, A5

Big band sound hits Downtown on Sunday Organization started by New West musician to bring swing music back to Columbia Theatre Grant Granger

ggranger@newwestnewsleader.com

The Columbia Theatre and Downtown New Westminster were happening places to be in the 1940s and ’50s. So it’s an appropriate place for the big band sounds of that era to once again get the joint jumping. Big bands Impressions and Urbana will perform at the Columbia Sunday evening. Both are operated by the Arokis Centre of Music Society. It’s a non-profit organization started by the late Ray Sikora, a trombone player from New West who got to play with jazz legend Stan Kenton and others. (Arokis is Sikora spelled

backwards.) They’re made up of amateur and semi-pro musicians like New Westminster residents Rob Fee and Tim Kelly. Both play saxophone for Impressions. Fee, 43, is an art teacher in Steveston who refuses to put his alto sax away for good. Kelly, 58, is facilities manager at Royal Columbian Hospital who plays the tenor sax on the side. “We practice every Saturday, and Saturday rehearsals are a great way to start a weekend,” says Fee. Impressions is directed by composer and arranger Jill Townsend, who has a professional big band of her own. Urbana is led by professional musician Robin Shier. Each band has 17 to 18 amateur and semi-professional musicians. The society’s mandate

is to get the extended music community involved and keep the

big band sound alive. Fee says Impressions and

Urbana are adult extensions of the high school stage band. The rich sound of a big band is a strong attraction for him. “To have that sound of five saxes blending together [is amazing],” says Fee. Besides changing demographics, Fee and Kelly figure one of the reasons why the popularity of big bands is fading is financial. They’ve got triple or quadruple the musicians a rock band has. “It’s all those mouths to feed,” says Kelly. The concert is a fundraiser for Arokis. For more information go to arokismusic.org. Tickets are $15, $10 for students and seniors. They are available through northerntickets. com or at the door. twitter.com/lonegrangerbnw

“Lots of other things become less important than before,” says McMordie To cope, McMordie works from home as a systems administrator while Walker has quit her job as a realtor to take care of Mylo. The province funds the most widely accepted therapy called applied behaviour analysis (ABA), previously known as behaviour modification. Mylo’s parents believe he has benefited from ABA, but not enough. Now at age 3 1/2, he still can’t talk and remains locked in his own little world. “It wasn’t working for us. He wasn’t enjoying himself, we weren’t enjoying it,” says Walker. “He wasn’t making the progress

we felt he should.” So Walker went back to doing research. She came across SonRise, a home-based program developed by a couple in Massachusetts in the 1970s. It is a program that has heavy parent and child involvement. The program believes eye contact and accepting the child without judgment allows them to teach themselves to interact with others. But because it’s so home based there’s a lack of scientific studies to back it up. It’s hard to say one treatment is the answer, say Walker and McMordie, but they feel Son-Rise is the right choice for Mylo. “Its principles are more in line with how we live as parents,” says Walker. “This is the path that best

suits us, and best suits Mylo, and at this stage we’re going to do everything we can to make this happen.” Parents are trained during three workshops at The Option

Institute in Sheffield, Mass. The first costs about $4,000 for Walker to attend. They’ve already raised more than $6,000 on the youcaring.com website (to contribute enter “Help Mylo find his voice” in the search box). They now have a goal of $10,000 so McMordie can go to the second workshop. The institute prefers both parents attend all three workshops. That’s not practical financially or logistically, say Walker and McMordie. Mylo should go to the third workshop. But Walker can’t fathom being able to take him on a crosscontinental trip. Nor can she fathom raising the $20,000 to make it happen. Walker has received a lot of

support from a Facebook site she set up for British Columbia parents of autistic children. The same goes for the New West Moms group. One of those mothers, Natalie Lawy, helped to organize a swap meet to help them meet their fundraising goal. “I see Kate giving everything to Mylo. She’s made so many changes over the years—changing her whole lifestyle, she’s given up her work. It’s obviously a very overwhelming job. She needs help,” says Lawy. The swap meet will feature kids clothes, toys and equipment. It will be held on the second floor at River Market on Sunday, April 27, from 3 to 6 p.m. Mylo’s artwork is also available for sale at mylojay.imgur.com.

‘By working together we’re a much stronger board’ ⫸

Splitting the committees was a concept suggested by new superintendent/CEO John Gaiptman. Campbell was simply endorsing that direction, said Cook. “The chair has responded. I guess they thought it was a fit and we needed to do more broad based-decision making and input,” said Cook. “All I know is she asked me if I would be interested and I said, ‘of course.’ We need to have input from everybody.” Campbell said recognizing leadership in other trustees makes the board stronger. Phelan is a teacher in the Coquitlam school district and Cook is a former city councillor and mayoralty candidate. They will deal with senior administration in managing agenda items for those committees. “We have a variety of skills and interests on our board, and any one of our board members can bring those skills and talent to our board,” said Campbell. “The board has gone through a really great transition in terms of building a sense of cooperation and a recognition that by working together we’re a much stronger board. I think we’ve turned a page in that people are willing to acknowledge everyone there is asking

good questions. I’m trying to set a tone in that we can [debate] in a respectful and productive way.” The board also passed several policy bylaws Tuesday. They included changes to how the district

deals with suspensions. Disciplinary action for students in kindergarten to Grade 7 will now be dealt with by teams at individual schools and not by a district review committee. That committee

will no longer have district parent advisory council representatives on it. Gaiptman said their role should be to act as advocates for the families and not make judgments. “They were on the wrong

side of the table. I would prefer they were supporting the family at that time,” said Gaiptman. New rules were also adopted to limit election campaigning in schools. Gaiptman said the new

rules won’t preclude all-candidates meetings, but will prohibit single candidates coming in. “There’s nothing wrong with campaigning, but let’s campaign away from the schools,” said Gaiptman.

OPINION NEWSLEADER’S VIEW:

PUBLISHED & PRINTED BY BLACK PRESS LTD. at 7438 Fraser Park Drive, Burnaby, B.C. V5J 5B9

PHOTO OF THE WEEK: Would people believe this photo was taken somewhere in New Westminster? Dale Fauteaux wondered this after he took this shot in Hume Park on the Brunette River on March 21.

Seasonal celebration It’s almost May. Gardeners are getting antsy to dig their hands into the warming earth. Barbecues are being cleaned, patio umbrellas brought out of storage. Our thoughts turn to warmer days and nights ahead. It’s also when festival season begins in earnest. From the first Sunday in May through to Labour Day, there is some sort of event or celebration going on in Burnaby or New Westminster almost every weekend. The fun kicks off May 4 with the Rhododendron Festival at Deer Lake Park. The following week thousands of salmon fingerlings will be released into Stoney Creek at the annual Great Salmon Send Off. Then comes two weekends of Hyack Festival fun in New Westminster. This year’s lineup of festivals and fun offers something for almost everyone; family activities, gatherings for car buffs, music lovers, artists, runners, cyclists and even foodies. There will be at least four celebrations of our nationhood on Canada Day and international sporting events in rugby and track and field. The diversity of our communities will be feted at events like the European Festival, the Fiji Festival and the Scandinavian Midsummer Festival. Once again New West will host its own colourful Pride Festival, this year on Columbia Street. That’s in addition to the weekly celebrations of community and healthy living at farmer’s markets at Burnaby City Hall and New Westminster’s Tipperary Park. All of these events pump money into the local economy, keep people employed. But most importantly they bring people together and help define our communities. They’re an affirmation that we really do live in one of the best places on Earth.

Refinery’s economic, environmental benefits This is the second of two columns addressing what I see as the greatest threat to the B.C. environment in our lifetime. The Alberta oil industry’s Northern Gateway plan is to export bitumen to Asia via tankers from the B.C. coast. Under no circumstances should we allow that to happen. A bitumen spill at sea could destroy our coastline, together with the fish and wildlife that depend on it, for hundreds of years. My first column discussed the light oil spill by the Exxon Valdez and the terrible toll it took on the Alaskan habitat and fishery. It also gave proof that a bitumen spill would be far worse. A bitumen spill would be almost completely unrecoverable because it would sink and stay on the bottom of our seabed. The solution that is best for Canada is to build a refinery in Kitimat. I am promoting and backing this solution. It will convert the bitumen to very light fuels that would float and evaporate if ever spilled. There are other enormous benefits:

David Black • There will be a major reduction in greenhouse gases. We will use new cutting-edge Canadian technology in our refinery. It will be so clean that in combination with oilsands extraction there will be less CO2 than in the huge conventional oilfields and refineries of Iraq and Nigeria. In other words, the Kitimat refinery will neutralize the extra greenhouse gases generated in Canada’s oilsands. This refinery will be built in Asia if not in Kitimat, and if so it will emit double the CO2 of our new design. This is the reason that Andrew Weaver of the B.C. Green Party is in favour of a Canadian refinery. • An Asian refinery will also generate 100 train cars a day of very dirty coke (much fouler

LE DER

than B.C. coal) which will be subsequently burnt in the atmosphere to create power. The Kitimat refinery will not result in the production of any coke. As we all live on one planet, it is far better for the global environment to build this refinery in Canada. • Construction of the refinery will create 6,000 jobs in B.C. for five years. Operations at the refinery will result in more permanent jobs than any project has ever created in B.C., with approximately 3,000 direct jobs. These will be highly paid permanent jobs. These jobs will be available for the life of the refinery, which should be in excess of 50 years. In addition there will be thousands of other jobs created in spinoff local petrochemical companies and in indirect employment throughout the province. • The Canadian and provincial governments, local regional districts and municipalities, and many First Nations, will share in billions of new tax dollars each year. Unfortunately our Canadian

oil companies are not interested in building a new major refinery. They are focused on extraction which is more profitable than refining. One of them challenged me to spearhead the refinery myself, so I am doing that. We have a solid business plan and as a consequence Chinese banks and other institutions are prepared to lend us most of the funds required to build the greenest and most efficient refinery in the world. We are currently moving ahead with engineering design and environmental work. We will also build a safe pipeline from Alberta to the refinery, with the active participation of First Nations. Modern pipelines can be built and operated safely. Leak data is available for everyone to see on Canadian and U.S. government websites and it proves recently constructed pipelines are not leaking. Furthermore some of the best pipelining companies in the world are based in Canada. Please see GATEWAY, A7

COMMENT

Recycling facility good news Re: City upset about recycling facility (NewsLeader, April. 18) A $15-million business is establishing in New Westminster! This city should be excited, not upset about industry coming back to New West. After all, council has been crying about the loss of industrial tax base since the closing of sawmills. A 179,000-square-foot building is about to open and create 70 jobs. What’s with Coun. Bill Harper’s complaint about increased truck traffic? Are we to sacrifice improvements to our industrial base because this council fails to deal with traffic movement and instead lobbies for $3 million pedestrian bridges and other expensive traffic-calming

expenditures? His complaint about Walmart coming to Queensborough was no different. He objected to that move yet it has proven to be an economic driver for the area. As head of the Economic Development Advisory Committee, one would expect a more positive take on this proposal. Could it be possible that the company, Green by Nature, is non-union and like Walmart is the real cause for Harper’s concerns? Thank-you to Cori Lynn Germiquet of the New Westminster Chamber of Commerce for her concerns and positive input regarding MMBC. Sawmills boomed their logs and barged their product up and down the river as an economical means of transport.

I am sure this group will investigate that same possibility. The policy of “no more traffic capacity” in this city will choke the life out of businesses. We must encourage routes that serve businesses and keep the “walkable city” dream in areas like Uptown and Downtown. Kudos to Green by Nature. And welcome! John Ashdown New Westminster

LET’S HIT THE BEACH Re: Urban beach coming to Westminster Pier Park Sounds like a good idea. It’ll bring people down to Pier Park and it’ll be better than looking at black asphalt. Donovan Rowlands —online comment newwestnewsleader.com

Gateway decision next month ⫸

In addition we will build a fleet of new tankers, powered by LNG rather than Bunker C oil, to transport the refined products to Asia. This way we know the tankers will be state-of-the-art and as safe as possible. The fleet will be owned by a company based in B.C. so it cannot shirk its legal liability if there ever is a spill at sea. Let me be up front about my biases. I am for creating thousands of good permanent jobs in B.C. I am for creating billions of new tax dollars for government coffers. I am for reducing the planet’s greenhouse gas emissions. I am for building an oil pipeline that will never leak. I am for building a modern tanker fleet that carries only refined fuels that float and evaporate if spilled. I am against shipping bitumen in tankers. If you agree we should not put bitumen in tankers please contact your local MP and say so. The Canadian government makes a decision on Northern Gateway next month.

Homeless numbers down New Westminster’s homeless numbers have dropped by 21 per cent in the last three years, according to a count done by Metro Vancouver last month. A preliminary report on the March 12 count released Wednesday showed there were 32 homeless living unsheltered, 70 in emergency facilities or

shelters and two of no fixed address in New West. The total of 104 was a decrease from 132 discovered in the 2011 count. In 2008, there were 124 homeless in the city and 97 in 2005. This year’s count also discovered 22 of the homeless were younger than 25 which is one more than 2011.

The count includes street people, those staying in shelters, transition houses for women fleeing violence and youth safe houses. It also included those with no fixed address who were in a hospital, jail or detox facility, or couch surfing that night. The report emphasized the count

Confessions of a Curber I surprised my family with a trip to Hawaii. They didn’t have a clue how I paid for it. But they thought I was the best dad in the world. While we were away, I bought a car on eBay. It had over 350,000 km on it. No one will want to buy this piece of junk, I thought. Unless. I could just lower the mileage on it a little bit. And it won’t hurt anybody, right? One problem – I had no idea how to change an odometer*. But as it turns out, it’s much easier than I’d expected. With an odometer tool, I changed the reading to 164,500 km. Still a lot, but less than half the real clicks. My ad: “Minivan – old but in great condition! Only 164,500kms - it sat in my garage for the last 5 years. Must sell. If you’re looking for an older, but reliable and safe vehicle, call my cell and we’ll negotiate.” Looking back, I realized I’d knocked almost 200,000 km off the vehicle. But I shined it up and put some newer used tires on it so they wouldn’t give away its true condition. Will this get me in trouble? I wondered. I wasn’t doing anything wrong, really – this just gives me a chance to make some more money on the vehicle. I got a phone call from a young single mom who could only afford an older vehicle. We decided to meet at her son’s school. As I was showing her the car, I noticed the carpet, the door handles and the pedals kind of gave away its true condition. Hopefully she’s too naïve to notice, I thought.

Forty minutes later, our exchange was complete. I probably made an extra $2,000 because of the odometer! If I’d only done this to all the other cars I sold! Suddenly, my mind began processing the implications. That minivan was pretty much at the end of its life. That young mom is expecting the vehicle to last her for a few more years. At best, I see it lasting one more. Parts will start failing, calling for expensive repairs. I’m certain she doesn’t have the money for that. All I’m hoping is that it doesn’t break down on the highway. Maybe there was a reason I never did it before. Maybe, just maybe, I had a conscience up until now.

*Odometer: The law allows an odometer to be replaced when broken, but the repair must be recorded and the true mileage needs to be disclosed. CarProof and ICBC vehicle history reports can reveal more about how far a vehicle has really traveled. Even AirCare, where available, can help. And Walt is wrong; altering an odometer is a crime.

With a hatchback design, this car has always been a more practical design than sedans like the Honda Civic or Toyota Corolla. With superb road manners, advanced engines and German engineering, the starting price looks like a winner. A big reason for this is the Golf is assembled in Mexico and these cars come into Canada without duty, (Thanks NAFTA) so VW added more content and kept the price low. Camping is fun and most of us have done it at one time or another. But it can be miserable without a decent tent that is easy to set up and keeps you dry and comfortable. One of the hottest products on the market today is called “truck tent.” Napier Enterprises developed it and it makes sense for those people that like to go camping, but don’t like to sleep on the ground. The truck tent is exactly as it sounds a tent for your truck. This tent sits in the open bed of your truck with the tent poles (which are like regular tent poles that collapse with a quick pull) designed to fit in the stake pockets of your box rail. The tent also comes with a fly for the rain and an awning off the back to cover climbing in and out. And they have tents available for just about any truck. Cost is around $289, depending on the truck. Invest in an air mattress or you will be sporting a set of marks on your back resembling the ribs in the truck’s bed, don’t ask me how I know. There are many combinations available—look them up at www.napierenterprises.com. ian.harwood@drivewaybc.ca

GVHBA to celebrate Ovation winners on April 26 By Kerry Vital

The Greater Vancouver Home Builders’ Association will honour the winners of the Ovation Awards on April 26 at a gala ceremony in downtown Vancouver. The annual awards, now in their fifth year, honour the best of the best in the residential construction industry in Metro Vancouver. The awards include honours for new-home construction,

renovations and design. Among the projects named as finalists this year are beautiful custom homes, stunning townhome communities and incredible kitchen renovations, just to name a few. The Ovation Awards highlight some of the best projects GVHBA members have built, renovated, designed and marketed in the Lower Mainland. “More than ever people are expecting to buy the best and they want to do it locally,” says GVHBA CEO Bob de Wit. “That’s why GVHBA launched the Ovation Awards: so that

NEW HOME DEVELOPMENT

homeowners can know who the best of the best builders and renovators are in Metro Vancouver.” Companies of all sizes have been named finalists, from largescale developers to single-person renovators. As local builders and developers, every finalist is committed to ensuring their clients receive the best service possible and are happy with the finished product. Plus, homeowners will have peace of mind in knowing that they are working with people who have been recognized as top-notch in their field. The local companies honoured at the Ovation Awards are committed to positively impacting how and where we live by building communities and renovating neighbourhoods. “By working with an Ovation Award winner or finalist, homeowners know they’re working with the industry leaders in building, renovation and design,” says de Wit. This year’s ceremony will be emceed by comedian Damon Schritter, and will take place at the Marriott Pinnacle Downtown Hotel. For a list of winners after the event, visit www. ovationawards.ca.

The Amazing Brentwood will start previewing its first residential tower on April 26. The 28-acre site will be the largest and most impressive new residential community in North America, and will include transit, shopping and dining right on-site.

Making Brentwood amazing with Shape Living By Kerry Vital

Shape Living is transforming Burnaby’s Willingdon and Lougheed neighborhood into North America’s largest and most impressive new residential community. Formerly known as Brentwood Town Centre, Shape is redefining the area as “The Amazing Brentwood.” The project will include a commercial district with shopping, dining and entertainment, capped with some seriously impressive homes. Ten residential towers up to 70 storeys tall are planned and will be home to up to 4,200 residences. Two other towers will be set aside for offices. The existing Brentwood Town Centre mall is getting a complete facelift and will re-open before residents move in. “The sheer size of the 28-acre Brentwood development makes it noteworthy, but what we are really passionate about is how Brentwood takes the art of great place making and the convenience of mixed-use transitoriented development to a whole new level,”

says Darren Kwiatkowski, Executive Vice President of Development for Shape Living. “Brentwood will deliver a truly unique offering in the marketplace.” Transit is a major part of the new Amazing Brentwood community, with SkyTrain arriving directly in the heart of the development at the public plaza, a one-acre space that will be full of shops and restaurants, with over 350 shops and services available once the project is complete. Two of the residential towers will surround the plaza, making shopping, dining and recreation just an elevator ride away. Homeowners at The Amazing Brentwood will also have access to a fully equipped fitness facility, music room and plenty of outdoor space to relax or visit with neighbours and friends, among other amenities. The first tower is called Brentwood ONE, and will include 291 condominium homes. Luxury homes will start on the 33rd floor and rise to the 63rd floor. Below that will be boutique rental properties. The one-bedroom-and-flex condominiums will be available in a range of floorplans between 539 and 560 square feet, while the two-bedrooms will range between 728 and 903 square feet. “They have paid incredible attention to detail at The Amazing Brentwood,” says Tracie McTavish, president at Rennie Marketing Systems. “They’ve thought things

through, and everything is high quality.” Among the gorgeous features at Brentwood ONE will be amazing views from every home and gourmet Italian-imported kitchens with tons of storage, a gas cooktop and a convenient kitchen island. “These kitchens are 40 per cent larger than the usual kitchens,” says McTavish. Nine-foot ceilings are standard throughout, and every home includes a spacious balcony perfect for entertaining. “Shape Living really looked at the livability of these homes,” says McTavish. “They call it ‘intelligent living.’” Shape is providing some thoughtful details in every home as well, including a side-byside washer and dryer, USB and four-plug outlets and at least one parking stall and storage space. The sales centre will open for previews on April 26. “This is something you have to come in and experience,” says McTavish. “It’s that impressive. They’re really catering to consumer demand. If you are planning to buy a condo anywhere, you need to come here first.” Homes at Brentwood ONE start at $299,900 for a one-bedroom and $382,900 for a two-bedroom home. For more information, visit www.theamazingbrentwood.com or stop by the presentation centre and three show homes at 4567 Lougheed Highway, Burnaby.
