New West secondary is 65th in this year’s rankings of B.C. high schools by the Fraser Institute. That’s up from last year’s 74th placement, and makes it one of only 30 schools in the province that improved their ranking. But nobody’s doing a victory dance. In fact, the chair of the high school’s parents advisory council said he wasn’t even watching for the annual report. “We know it’s a good school,” said Stephen Bruyneel. “We know it’s got good teachers. The experience there is outstanding.” Bruyneel said with only one high school in the city, most parents can’t even look to the rankings to shop around for alternatives. “Their bigger concern is what is going to be available next year, what are the programs in the school,” said Bruyneel. The Fraser Institute ranking assigns scores to all 293 high schools in the province according to test scores in Grades 10-12 for courses that include a mandatory provincial exam, graduation rates and other indicators. see ‘IT’S CANNON’, A4

Lights come up for Sev Morin Owned celebrity hotspot on Kingsway, member New West BIA Mario Bartel

The lights have come up on the life of former Burnaby restaurant and nightclub owner and social gadfly Sev Morin. Morin passed away March 28. He was 86 years old. Morin, along with his brother Rudy, was famously the owner of the old Gai Paree restaurant on Kingsway, which was originally started by his family in 1947. It was later known as Severin’s. The restaurant closed in 1994. Before stepping into the family business, Morin cut his teeth in the hospitality industry alongside Nat Bailey at White Spot. “The mentoring from Mr. Bailey was the key thing,” Morin told the NewsLeader in 2005. He also met his wife, Pauline, at the Gai Paree where she was a part-time banquet waitress. A customer had asked her the score of the Canucks-New Westminster Royals hockey game and Morin happened to be listening to it on the radio so she got the update from him. They married in 1950 and settled down on Olive Street, near Central Park. Morin was a close friend of broadcaster Jack Cullen and a member of his “Howe Street Social Club,” a collection of

“virtually anybody who was in showbiz locally” in the 1950s, ’60s, ’70s and ’80s, said former CKNW newscaster John Ashbridge. That allowed him to hobnob with some of the entertainment industry’s biggest names when they rolled through Vancouver, including Bob Hope. “It was different times,” said
broadcaster Red Robinson. “There weren’t gatekeepers preventing you from getting to know the stars. You’d become friends with them.” Morin was also close to the Fox family in South Burnaby and mentored young Michael J. as he embarked on his acting career. He was instrumental in getting his old friend to lend his name
to the Michael J. Fox Theatre at Burnaby South secondary school when it was built in 1995. In 2011, Morin was tapped by the owner of Lafflines comedy club in New Westminster, Barry Buckland, to help bring in names when he relaunched in the old Columbia Theatre. “He knows everybody,” said Lafflines’ talent and event
manager James Lickers at the time. Morin was also supportive of young athletes like boxer Dale Walters and local sports teams held banquets and reunions at his restaurant. The walls were plastered with photos of teams he sponsored. In the 1980s Morin’s club became a hangout for visiting NHL players after games at the Pacific Coliseum in East Vancouver. He also served as chair of Burnaby’s 2010 Olympic Legacy committee. Morin was also a member of the Senate at Simon Fraser University, a liaison officer for the Burnaby Board of Trade, and served on a number of boards of directors, including the Downtown Business Improvement Association in New West. “He did a lot of work behind the scenes,” said Ashbridge, who praised Morin for his ability to build relationships and forge connections. “He was genuine. He was always in the best of spirits.” In 2002 Morin received a Local Hero award from the City of Burnaby and the following year he was awarded a Queen’s Jubilee medal. A celebration of Morin’s life will be held Sat., April 12, at the café at Willingdon Church from 10:30 a.m. to 1:30 p.m.

While they may differ on the Pattullo’s future, Coté said the two communities have many common interests. Each aim to create dense city centres. Each wants to pursue more transportation options for its residents. And each agrees rapid transit in Surrey needs expansion. And, said Coté, “both recognize something must be done with the
bridge.” Coté said he hoped meeting Surrey councillors face to face will help elevate the level of discussion. “There’s a solution to be found,” said Coté. “But it’s going to take some dialogue.” It might also take more trips across the Fraser River by members of both city councils. “Sometimes you need to see the world through other eyes,” said Coté,
who got a better sense of Surrey’s traffic challenges as he passed over the SkyTrain bridge. “We’ve outlined a good case why certain options are acceptable and some are not,” said Coté, who said a bridge that could be expanded sometime in the future might be a workable compromise. “The ball is in Surrey’s court to show some flexibility.”

Like Bruyneel, school trustee Casey Cook also didn’t let the release of the rankings interrupt his morning routine. “It’s cannon fodder,” said Cook of the annual list that released on Tuesday. “It’s of very little relevance.” Most school districts look to some of the same student performance parameters used by the Fraser Institute, said Cook. But they also look beyond the numbers to help plan the quality of students’ education. “They tell us some things,” said Cook of the rankings. “But they’re far from being able to tell us how we can plan.” The Fraser Institute’s Peter Cowley, said the rankings are an effective tool to hold administrators accountable. “Parents should ensure that principals and school district officials are paying attention and taking action,” said Cowley. Stop pot posturing The challenge posed by marijuana grow-ops, legal or illegal, continues to perplex officials at all levels of government. At the same time, the proliferation of grow-ops presents a number of serious safety issues. Rewiring is often involved, without any inspections. On occasion, Hydro meters are bypassed. The number of plants and the need to water them leads to growth of mould. And the fact a home is being used for an industrial-scale operation means children and pets are at risk. Cities were poised to shut down medicinal marijuana grow-ops, based on a new federal law which took effect recently. That law states that the growing of medicinal marijuana is to be done on a commercial scale, under federal licences, and not in homes—in part to address the safety risks. But enforcement of that law has been halted by a court injunction issued by the Federal Court because the law’s legality is being challenged on a constitutional basis. There are 37,000 medicinal marijuana licences across the country, and a number of reports indicate there are a disproportionate number in B.C. It’s time to stop the posturing, and accept the fact marijuana is widely used. While the U.S. federal government continues to prosecute marijuana cases, their product is 100 per cent legal in Washington state and Colorado, and it seems that has reduced the number of problems in relation to the drug. Each state is also collecting revenue from sales of the drug, which is sold under strict conditions, as is the case with alcohol. In Colorado’s case, it has already benefited from additional tourism. Canada might be wiser to take a serious look at decriminalizing all marijuana use, and seeing if there is wisdom in making it a legal product, with sales restricted to adults. —Langley Times/Black Press

We can—and should—save the ALR Bill 24, the bill to kill the ALR, is not yet law. The ALR—B.C.’s Agricultural Land Reserve—can still be saved. We all can help. First, let’s recall the day Bill 24 was unveiled. Cabinet minister Bill Bennett held a media party. He “could not contain his excitement,” says Vaughn Palmer. Bennett and agriculture minister Pat Pimm are not ALR fans, and Bill 24 reflects that. The pretense for the bill is an “ALR core review.” The review is mostly imaginary, but Bennett did get ideas from his Kootenay East constituents. For the media, one of them said her children might build a prison or motel on ALR land. Bennett said, “If I was going to point to one aspect of the ALC that people in my region really don’t like, it’s the fact that they apply and they get turned down by, essentially, bureaucrats who live in the Lower Mainland.” Stirs local pride, but false. ALC commissioners live in five of the six regions. There’s one apiece in the Kootenay and South Coast regions. The ALC panels meet in their regions.
Jim Wright Bennett implied that Cranbrook has no local food, but the ALC’s Cranbrook commissioner produces freerange beef. Bennett said the bill would allow farmers to do “canning or making jams or cheese or wine.” What? Within reason they’ve always been ALR uses. Bennett complained that a constituent was stopped from mining gravel. Turns out his own ministry refused it. Bennett whined about bad local land stuck in the ALR. But the ALC is doing an ALR boundary review in Kootenay East. It implements the Auditor General’s advice, and Bennett may have slowed it to a standstill. He then blames the ALC for problems they were solving. Bennett did admit confusion and mentioned he didn’t consult

for Bill 24. True! He didn’t even consult ALC chair Richard Bullock. Bullock is a successful farmer, business leader and public servant. It shows in his ALC work, a model of best practice. Bullock became chair in mid2010, just before the Auditor General’s report on the ALC. Starting with that, he consulted around the province. Bullock then wrote a thorough strategic vision. Since then, he keeps sharing updates about process and progress. Sadly, he had to issue a policy statement about the role of elected officials in applications to the ALC— prompted by Pimm’s meddling. Now Bill 24 demotes Bullock’s role. It transfers the duty of chairing the ALC tribunal to six chairs. In effect, that shift results in six tribunals with differing standards. Bullock isn’t allowed to chair any. He is left out. The vague bill is clear about that. He won’t even be consulted when the ministry selects ALC commissioners and chairs. Bullock also acts as chief

executive, but he’s to lose that too. The bill, which does nil for farmland and farming, does promise him waves of rules and requirements. The ALR is a provincial land use zone. The bill slices it into two and then six. Simply put, we’ll have ALR1A, ALR1B, ALR1C, ALR2A, ALR2B and ALR2C. The bill enables the agriculture minister to quickly take control of the tribunals. Not that it matters in ALR2A–C, nine-tenths of the ALR. Selfserve rubber stamps might do. Why? The bill says the tribunals there must consider “economic, social and cultural values,” which means “anything,” in ALR decisions. Welcome to the Anything Land Reserve. Is the California drought a myth? Is it time to kill the ALR? At huge cost? If no, what’s next? Maybe the premier steps in. Or the MLAs back Richard Bullock’s integrity with their integrity. The anvil battery will boom again. New Westminster council agreed on Monday to grant up to $1,700 to the Ancient and Honourable Hyack Anvil Battery so it could stage its annual “21-gun” salute to Queen Victoria on her birthday. The salute is actually the ignition of gunpowder poured between two heavy iron anvils. It’s a tradition that dates back to the late 1800s when the city’s fire department, known as Hyacks, didn’t have any cannons to fire in honour of the Queen’s birthday. So they improvised with the gunpowder and anvils. The ceremony, held at Queen’s Park Stadium on Victoria Day, endures as part of the week-long Hyack Festival. While the battery initially asked council for only $1,100, Dean Gibson, the city’s director of culture, parks and recreation said the ceremony’s actual cost would likely be closer to $1,700. That includes the rental of a tent and public address system, $100 to St. John Ambulance for first aid attendants, and a $500 honorarium for the Royal Westminster Regiment band. In addition the city provides the
use of the stadium and chairs as an in-kind donation. Previously, Gibson pointed out, most of ceremony’s expenses had been absorbed by the Hyack Festival Association. In granting the money, Mayor Wayne Wright reminded the battery the city expects to see receipts for all the expenses.

Great year for filming Godzilla gave a monster boost to New Westminster’s filming revenue last year. The blockbuster reboot of the long-running series of Japanese monster movies generated $124,416 in film permit revenues when it stomped into town last summer. That’s almost a quarter of the total $431,837 the city earned from 54 filming permits in 2013. In addition to the Godzilla feature, New West also hosted crews from the feature films Big Eyes and Shallow Graves, as well as TV series Arrow, Almost Human and Once Upon a Time. Even a commercial for Centrum vitamins was filmed in the city. Downtown and the Queen’s Park neighbourhood are still the most popular locations for filming. In total there were 94 filming days in New West.

The two base engines available are a solid 2.4-litre four-cylinder and a 2.5 version, both of which are likely adequate for commuter use. I headed straight for Highway One and it positively purred along the long, clear stretches open to the daytime driver. Great acceleration in take-off and passing with limited lean and sway when cornering at speed. Back in urban madness, it offered a good view of fast encroaching vehicles from side streets and the rear. I mention this because I expected the sleek window profiles might hinder views, especially to the rear. Hence, it was also not as much of a beast to park at the supermarket as I had feared. Light steering also assisted in that manouevre. On the urban performance front, the transmission took the annoyance out of stop-go traffic. Have to think it was gulping gas though in smoothing out the urban trek. The Impala with the V6 starts at $32,945 (around $3,000 more than the 4-cylinder-equipped versions) but the test car options, which included rear park assist, rear vision camera, collision and lane departure alerts, premium audio, sunroof, added another $7,000. It will compete with the Dodge Charger and Ford Taurus domestically and a host of imports. Now to my reservations: the fuel economy for the V6 is 11.1/6.9L 100km (city/highway) and while that is not bad for a large car, it’s not the best in its segment. The four-cylinder eco version is impressive at 8.7/5.8L 100km (city/ highway). That said,I don’t think fuel economy will be a deal breaker for most people. My continued reservations really boil down to reliability. It’s a brand new car and we should wait a couple or three years before anointing this car as the best domestic sedan ever. The first thing that pops right out on the ST interior are the two heavily bolstered Recaro sports seats. These are not meant for big people, you just won’t fit. They are snug and supportive but lack some simple, yet important adjustments. The front of the seat sits much higher than the back so your backside is very low with your knees pointing up. This produces a sporty feel initially but on longer trips, the lack of adjustment prevents the driver from being able to stretch their legs. The dash has been updated to include a MyFord Touch screen for radio, phone, navigation and climate functions. The screen is a bit small and far from the driver, which makes accessing the small, virtual buttons on the screen a challenge. But it does look better than the older Fiesta dash. The ST comes standard with very powerful front seat heaters, automatic climate control, a fat leather steering wheel with redundant radio controls and a leather covered manual shifter. The back seat has always been tight in the Fiesta; this is perfect for a single person or couple, not the best for a family.
Drive In an era of cars that almost drive themselves, the Fiesta ST is a throwback to a time when the driver felt connected to the machine. The suspension is much firmer than the regular Fiesta, almost harsh over bumpy roads but the feedback to the driver through the tight steering ratio, firm chassis and the grippy Recaro seats is superb. The turbocharged, direct injection 1.6L Ecoboost engine pumps out 197hp. Only sold with a super-slick manual transmission that shifts with no effort at all and the clutch is precise. In such a small car, this engine lets the driver do pretty much anything at will. Want to pass on the highway? No problem. Want to scoot away from a traffic light? No effort at all. This really is a car that does everything very well, including getting good fuel economy when the throttle is used lightly: using only 7.8L/100km in the city and 5.6L on the highway.
Verdict At $24,999, the price might seem a bit steep for a subcompact car but this little machine comes almost fully loaded for that price. The options available are not “must have” items so the price can be kept in check. This Fiesta ST is a gem in the subcompact class, delivering great economy, fabulous interior and plenty of smiles. The ST just delivers much bigger smiles.

Hot laps with a world champ at the wheel Ojai, CA. - Four-time World Rally Champion (WRC), Tommi Mäkinen, is behind the wheel of the 2015 Subaru WRX STI at Buttonwillow Raceway Park in the middle of nowhere, California. I’m riding shotgun along with two others in the back. The ease and effortlessness in which he wrangles the 305 turbocharged horses of the Subaru via the 6-speed manual gearbox is really no surprise. After all, he’s not a champion because he looks good doing it. So, if the pro can make it look and feel as perfect as a summer’s day, I should be able to as well, right? I slip into the captain’s chair of the STI – without Tommi in the car, thank goodness – and take to the 3.1-mile track. Mission accomplished. Though I didn’t even come close to Tommi’s performance, that wasn’t my goal. The goal was to experience first-hand how docile yet potent Subaru’s famed sedan took to the high speeds and corners of the club track. I had no desire to hand the keys over to my colleagues
as they eagerly anticipated their time in the Rally Blue beauty. It would be sacrilege if I didn’t insert some technical jargon into the reasoning why the STI scored big points on the road test. Without getting too deep into the engineering, here are the top three take-home points of this incredible vehicle. One: the increased use of high-strength steel makes for a stiffer and stronger

Some new cars sneak into the world under the radar with little baggage in the form of expectations (realistic or otherwise). Others are so heavily touted that even the best can sink under the weight of unrealistic pressures. Here are some that, in addition to being under the microscope when introduced, suffered from many glitches.
MINIVAN 1990-93 Pontiac Trans Sport: GM
perceived an unexploited niche for a minivan with some style, much like the European Renault Espace. The concept car was brilliant, with gullwing doors and a glass roof. Unfortunately, none of these features translated into the production model, whose awkward profile resembled a Black and Decker Dustbuster mini vacuum. The nickname “Dustbuster” stuck, and sales were modest. Buyers found them hard to see out of because of the huge distance between the steering wheel and the windshield.
SMALL CAR 1971-77 Chevrolet Vega: The Vega was supposed to be the small car that sent the new wave of Japanese imports back across the Pacific. Instead, it pushed a giant wave of buyers into Toyota and Datsun showrooms. The aluminum engine, which was prone to overheating and oil burning, and the hideously rust-prone bodies were often just the tip of the misery iceberg for Vega owners. Even the air in the tires seemed substandard.

LUXURY CAR 1981 Cadillac DeVille V8-6-4: GM
struggled to maintain a sense of traditional luxury under the weight of the first Corporate Average Fuel Economy (CAFE) regulations. And while the idea of a V-8 engine that turned off cylinders when they weren’t needed had promise that would eventually be realized, the technology of the day wasn’t up to the task and the feeling of the cylinders shutting off and on was perceptible to the point of being nausea-inducing. Cadillac introduced at least 13 new computer chips for the cylinder deactivation control system before giving up.
SPORTS CAR 1972-75 Jensen-Healey: The JensenHealey was designed to be the successor to the much-loved Austin-Healey 3000, with input from the legendary Donald Healey. Unfortunately, where the earlier car had a lovely and curvaceous style to it, the J-H was perceived as bland and derivative. Also problematic was the new and untested Lotus twin-cam engine.
Broken timing belts, oil leaks and low oil pressure issues ensured that warranty claims added up quickly and the Jensen-Healey was gone after just four model years.
SUPERCAR 1989-93 Vector W8: Promoted heavily
as America’s answer to supercars like the Lamborghini Diablo, the Vector was underfunded, underdeveloped and (some said) amateurishly styled. Tennis star Andre Agassi was an early and unhappy customer when his car failed spectacularly on his first day of ownership, by some accounts setting his garden on fire. Accusations and legal threats flew both ways, and in the end, just 17 cars were built before the whole venture collapsed. The original price was $455,000. body, and decreases its tendency to twist and bend in corners. The result? A more predictable handling sedan that isn’t easily irked and stays firmly planted to the ground. Furthermore, the 2015 STI achieves 16 percent less body roll than before. Two: You have the practicality of added dimensions. There is 25mm added to wheelbase, there is 900mm more legroom in back and you get 20L more cargo
STI don’t have a rear spoiler. The Sport and Sport-tech WRX has a trunk lip spoiler and the corresponding STI trims have the “table for six” or very large spoiler! Perhaps it’s also sacrilege to not put the emphasis of this review on the design and engineering of this new generation of STI. After all, it has been re imagined on both the inside and out. But anyone who knows the vehicle is aware that it is in a class of its own, with few competitors that can come close to the emotional appeal that this sedan brings to the market. And anyone not familiar with it should be aware that, despite its 2.5L turbocharged engine, which produces the aforementioned 305 horsepower and 290 lb-ft of torque, it is as gracious and powerful as a samurai soldier and his
sword. Now, for those who are looking for similar excitement but not as many ponies, fear not, Subaru has their WRX to captivate you. Also completely redesigned on the inside and out, you have the magic of the Japanese brand’s 2.0L, turbocharged engine that produces 268 horsepower and 258 lb-ft of torque and also the choice of a manual or a Sport Lineartronic transmission (a CVT with 8 virtual gears; similar to that found on the new Forester but tailored specifically to the WRX.) It too has the dynamism and pedigree to impress on the road and track. Performance, good times, outstanding engineering and hot colours equate to the new 2015 Subaru WRX and WRX STI. The 2015 WRX has a starting MSRP of $29,995 whereas the WRX STI has a starting MSRP of $37,995.
Confessions of a Curber Thank goodness, the stolen vehicle was behind me. Did I feel bad? Yes. Does it make me a bad person for selling a stolen vehicle? Probably. But to outsiders, my life hasn’t changed. I’m still the same old Walt. Oh, if they only knew. I was on a roll. To my disbelief, I’d sold seven cars already. I guess you could say it was a part of me now – I “flip” cars on the side. And, I was branching out – with a truck and camper. The truck had been rebuilt. It was roadworthy again. I even had the inspection records to prove it. And the camper? That was marketing genius. When I put it up for sale, I fibbed. But only a little bit. “Truck for sale. Fixed after fender bender, looks new. Includes camper. It’s been in an accident, so I’m selling both for a low price. Great for family adventures. Call if interested.” Shortly after, I got a call. The man had a distinct, charming accent. He asked me what a “fender bender” was. I explained that it was a small accident. He seemed pleased and asked to meet me the next day. I assumed he was relatively new to the country, so I thought this would be an easy sale. Boy was I wrong! He’d gone to “new immigrant” welcome classes, where they shared information about life in Canada. I think this was where he developed an interest in camping Canadian style. He knew all the right questions to ask. But, I
gave him all the wrong answers. And, I didn’t tell him the camper was way too heavy for the truck to be safe. He also asked for a vehicle history report. I pulled the CarProof report out. I mean, I had nothing to hide. He asked me what “rebuilt*” meant. I told him that, because of the small accident, the transmission needed to be rebuilt. Oh, but I’d altered the sections detailing the amount of damage. Judging from his English skills, I’m sure he didn’t understand the difference. At least he was trying. He got an “A” for effort. I hope he figures out that the truck and camper would be unsafe on the road when he gets it fully loaded with passengers, fuel and gear. Good thing I have my “no returns” policy! Yes, I know what you’re all thinking. This is the lowest of the low. But you have to understand. I was slightly manic about this whole thing. At this point, I would do anything to make a sale and get myself another wallet full of cash.

VICTORIA – Vancouver Mount Pleasant MLA Jenny Kwan returned to work at the B.C. legislature Wednesday after a self-imposed exile in the wake of her involvement in lavish spending by Vancouver’s biggest poverty agency. Kwan continued to insist she had no knowledge of the inappropriate spending outlined in audits of the Portland Hotel Society, except for trips to Europe and Disneyland that she participated in. She said she has had no further contact with her estranged husband Dan Small since she took her unpaid leave of absence March 21. Directors of the society resigned after terminating the four executives, Mark Townsend, his wife Liz Evans, Kersten Stuerzbecher and Small. Kwan has maintained Small told her he was personally covering the family’s travel expenses, and she paid back $35,000 from a personal line of credit. Housing Minister Rich Coleman has said a new “professional” board will continue to examine society expenses, and if any potential fraud is discovered, it would be referred to Vancouver Police.
The society, which operates a string of hotels in Vancouver’s downtown east side and a supervised injection site for drug addicts, set up companies to do maintenance, pest control and other services. Coleman said those arrangements are being reviewed by the new board.
An audit by KPMG Forensic Inc. covered three years of expenses, 2010 through 2012. It found managers and directors expensed nearly $70,000 over three years on restaurants and more than $300,000 on travel. Trips were to Vienna, Paris, Bristol, Istanbul, New York City, Los

Fire ant invasion sparks call for soil controls Jeff Nagel Black Press
A researcher tracking the spread of European fire ants says the tiny, stinging pests have likely burrowed into most communities in Metro Vancouver, the Fraser Valley and southern Vancouver Island. Thompson Rivers University biology professor Robert Higgins said he has positively identified fire ants in Chilliwack, Maple Ridge, Delta,
Richmond, Burnaby, Vancouver, North Vancouver, Victoria, Oak Bay and Courtenay. They were first identified in 2010 in the District of North Vancouver and can render parks unusable for purposes like picnicking, camping and lounging on the grass. “They’re coming in on landscaping plants and soil that have been shipped from out east,” Higgins said.

But she also wants the province to pursue legislation to stop ant-infested soil dug up at contaminated development sites from being moved to other properties. “We need to stop the movement of contaminated material,” Grenz said. “If we don’t get on the soil movement issue, there’s going to be ants all over the place. Polygon unveils new community in Richmond: Avanti By Kerry Vital
Polygon Homes is bringing something brand-new to Richmond with Avanti, a three-tower community with an urban park. “The Avanti community is located in one of the best locations in the City of Richmond,” says Polygon Homes president and CEO Neil Chrystal. “Situated just one block east of the Aberdeen Canada Line Station, Avanti residents will be
