New Westminster residents may get a shock when they see their April electric bill. Their statements were to get a seven per cent jolt as of April 1. That’s the rate hike city council approved in November. But on Monday council boosted that to nine per cent. The increase is to match the nine per cent rise the provincial government put on BC Hydro rates. New West’s electric utility purchases its electricity from Hydro. A city report said a household using 1,000 kilowatt hours per month will pay $100.29, an increase of $8.28. Mayor Wayne Wright said the city had to follow suit because the utility’s infrastructure needs updating. Electric utility general manager Rod Carle said the city is facing capital costs of $30-35 million. “We’re at a capital crunch at this moment,” said Wright. see NINE PER CENT, A3

City to stage Amazing Disaster Rally Cyclists could be useful in the event of earthquake Grant Granger

In the event of a disaster be prepared … to hop on a bicycle. New Westminster police Insp. Phil Eastwood was looking for a way to promote national emergency preparedness week May 4 to 10 when he heard about the City of Victoria’s Tour de Disaster last July. It involved using bikes to get things done in the event of an emergency such as an earthquake. “I just thought it would be an excellent idea. [New Westminster] is surrounded by bridges and in the event of a large scale earthquake when bridges and roads are compromised it makes perfect sense to get around a city on bicycles,” said Eastwood. “I can’t wait. It was one of those ideas that I saw some video on YouTube and I thought it was a great

idea.” So New West will hold The Amazing Disaster Rally on May 10. Organizers are looking for up to 50 participants and they’ll start and finish a 25-kilometre course at Queen’s Park Stadium. In between, they’ll have to work their way through a series of tasks and nine checkpoints. Some of the things they’ll have to do include moving supplies and crafting materials. How they get from one checkpoint to another is up to them, although they’re encouraged to use the city’s bike routes. No streets will be closed for the event so they’ll have to follow the rules of the road. While cyclists in Victoria had carried a set weight on their bikes, New West will provide supplies participants must carry. “We actually felt we wanted to have more of a fun exercise, and less physical obstacles to get around with your bike. So

Chuck Puchmayr blamed the province for driving B.C. into a private system that doesn’t allow BC Hydro to benefit from the open market. “I know we can’t absorb this (Hydro rate increase), but I think the public needs to know there has been a piracy of our electric utility,” said Puchmayr. Coun. Betty McIntosh was the only dissenter calling nine per cent “quite hurtful.” “Could we not do seven per cent? I’m just throwing it out there. Nine is huge,” said McIntosh.

Low freshet this year The potential for the Fraser River flooding in New Westminster this spring is low according to a city staff report. Measurements earlier this month indicated the snowpack for the Fraser River basin is 91 per cent of what it normally is. While the freshet looks good for this year, the report notes if it gets unusually warm the melt could come quickly. But seasonal forecasts indicate

there’s only a modest chance of above normal temperatures this spring. Precipitation predictions don’t indicate there’s going to be a lot of it in the coming months either. New Westminster staged sandbags and other flood prevention as a precaution when the snowpack was high last year but didn’t have to move them into place.

The need to contain growth Last week’s B.C. Supreme Court ruling threatens to destabilize and neutralize a central tenet of municipal planning in B.C. – the need for municipalities to coordinate their growth and goals through regional planning. Langley township had rezoned rural land in defiance of Metro Vancouver’s regional plan without getting a required two-thirds majority vote of the Metro board. The court sided with Langley. The decision is astounding because the Local Government Act spells it all out, saying that each city within a region has to ensure its plans fit with the region’s goals. There are appeal avenues for dissenting cities but it’s clear in the legislation the intent is to persuade cities to get together and create a plan so that growth happens in the most efficient way. All of the above is written in long-standing legislation so the ruling that Metro Vancouver’s regional growth strategy is not enforceable and that Langley township can create a suburb that contradicts the region’s plans is surprising. The court said Metro Vancouver was “micro-managing” Langley township’s affairs by denying the suburb and enforcing its own regional growth plan. This is hardly the case. The regional government was simply trying to enforce one of its key mandates, which is to control growth and ensure it follows the regional plan, adopted by all its member municipalities, including Langley, in 2011. If Metro Vancouver doesn’t have that ability, there will be a constant procession of cities sprawling, creating costly chaos that will be born by the taxpayer. Metro Vancouver could look like Los Angeles. This decision must be quickly and vigourously appealed. —Maple Ridge News

Musings on life after the big win For a few hours Saturday morning, I was a millionaire. I was sitting at my kitchen table, drinking coffee, when I flipped open my laptop and checked Facebook. There, amid pictures of people’s kids, re-posted conspiracy theories and other inane chatter, was the lottery rumour: That the winning ticket for the Lotto Max $50-million jackpot had been sold in Langley – where I live – and had yet to be claimed. Now, I didn’t buy a ticket to last week’s draw, but I knew my brother – who, it turns out, had two tickets – and my dad were frequent ticket-buyers. My first call went to my brother, and he’d already heard the news. “Did you win?” I asked. He hadn’t checked his ticket yet. Refused to, in fact. But that had not deterred him from assuming the money was already his. When I called, he was online, shopping for a boat. “The ticket got sold in Langley. I bought my ticket in Langley, so the odds are pretty good,” he said, matter-of-factly. “Of course I won. Why wouldn’t I?”

Nick Greenizan Forgetting for a second, that even with the city narrowed down, the odds were still thousands, perhaps tens of thousands, to one, I was reminded of a story I once heard about an American man who won one of those massive state lotteries. The story went that he’d been playing for decades, but never had a sniff of victory. When asked why he’d kept playing in the face of such astronomical odds, he replied that the way he saw it, the odds were in fact quite good. “The odds are 50-50,” he said. “I either win, or I don’t.” So it was with that positive thought that I left my brother to his shopping, and called my dad, a much more reasonable man. “You check your ticket?” “No, I can’t do it. I’m too nervous.”

Unbelievable. The lottery gods – or the patron saint of faint hope – had gotten to him, too. And though he wasn’t quite as confident as his youngest son – he had spent his morning making waffles, not deciding which Hawaiian island he planned to buy – he too, remained confident. He promised to share his winnings with me. So, there I sat, in millionaire limbo. I admit, I did let my mind wander a little bit, too. To a life without mortgage payments or the grind of a 9-to-5 job, and to a new life where my biggest decision is deciding which sports car I want to drive that particular day. Usually, the only time I really entertain such ideas is when I go to Las Vegas. The flight south is filled with dreams of hitting a jackpot on a slot machine, or going on a big-money heater at the blackjack table. I have a running joke with my brother where, the day before I leave for Vegas, I tell him to pack a bag just in case, because if I hit it big I’ll send a jet for him. That plane has remained

grounded. So while I waited for confirmation of my family’s new wealth, I decided to take matters into my own hands, and logged into my long-forgotten online poker account. I had received an email a day earlier reminding me I had $5.87 left. Sure, it would take time to turn five bucks into a fortune, but I’ve never been afraid of a little hard work. Less than 15 minutes later, my account was whittled down to a dime, my last game ended when my three Queens lost to a full house. Seconds later, my phone buzzed. A text from my brother. “Didn’t win” was all it said. (Well, it wasn’t all it said, but this is a family newspaper.) Then, half an hour later, my dad called to say his numbers didn’t match, either. And just like that, three dreams were dead. Cancel the yachts. Nick Greenizan is a sports reporter at the Peace Arch News, and unless his luck changes, he will be for a long, long, long time.

Pattullo: Six lanes, four, or none at all? Re: Pattullo pitch hits the road (NewsLeader, March 14) I totally agree with Burnaby City Coun. Paul McDonell. We honestly don’t need the Pattullo Bridge. As residents of this beautiful city of New Westminster, we really need to promote our wonderful city. We need to make sure that we are a more walkable city and go back to the old ways of how cities use to be. Stop approving this high density way of living. It’s really stifling. It is also stressful and unhealthy to a community. New West should really promote how wonderful it is to visit, walk, shop, dine and how we still really strive to make it feel like a small community. Six laneS makeS SenSe I am in favour of a sixlane Pattullo bridge. Before anyone complains, I think it’s important to establish first what exactly the extra lanes will be for, where will they go, and what are the benefits. I have heard complaints about how McBride Boulevard would become a “six-lane expressway” and overload New Westminster and Burnaby streets with traffic. But TransLink’s concepts show us the extra lanes on a new six-lane Pattullo Bridge enter from the SFPR on the Surrey side, and exit to East Columbia Street north of the bridge—which leads away from New Westminster. This means that we will still have four lanes servicing the existing travel pattern from King George Boulevard to McBride.

The new lanes would almost exclusively service the southwest (ports) to northeast (industrial) travel pattern currently mostly serviced by the heavily congested Queensborough Bridge and Front Street. A six-lane Pattullo presents a serious opportunity to decongest both of these roads, and get goods from the port and transit riders on some of the region’s fastest growing routes moving faster and more reliably. So far, no one has considered this. Even the study looking at Pattullo Bridge options has not factored in any of the potential effects that more lanes on the Pattullo would have on Queensborough Bridge traffic levels. I’m stumped as to why New Westminster is so worried about the potential congestion effects of an expanded Pattullo, but is disregarding the heavy

congestion already being faced by neighbourhoods near the Queensborough Bridge. Stakeholders and decision-makers should stop simply fearing traffic, and start thinking practically. Daryl Dela Cruz Burnaby

Save-On taking over The end is here for the Royal City Centre Safeway, but it will be reborn this weekend as Save-On Foods. Overwaitea Food Group announced the store would close Wednesday for three days so it can be converted from a Safeway to Save-On. It will reopen Saturday. Overwaitea recently bought the store as part of a 15-location acquisition from Sobeys Group. The Competition Bureau ordered Sobeys to sell 23 stores when it purchased Safeway Canada last year. The order included Thrifty Foods in Sapperton. However, Sobeys put the Royal City Centre Safeway in the package of stores it sold. The store’s staff and management will remain, according to Overwaitea. Overwaitea spokeswoman Julie Dickson said the conversion in Sapperton will take place in the next few weeks. She also said no change is planned for Save-On in Westminster Centre which is only two blocks from the new one in Royal City Centre.

Confessions of a Curber My next vehicle came from a used car wholesaler*. There was nothing wrong with it, but he couldn’t find a dealer who wanted it. I gladly took it off his hands. How hip was I? I had a new source of newer vehicles that would come right to me. “Two-year-old car for sale. No previous accident history reported, only 35,000km on it. Call with offer.” Shortly after, I got a call from a young man. His car had just broken down, and he needed a new one fast. He agreed to meet me at the local construction site where he worked. He was just finishing up his lunch when I arrived. He was wearing his construction uniform and I immediately noticed his tired eyes. I felt bad for the poor fellow, and I was glad that I was selling him a reliable vehicle. He didn’t need another headache on top of everything. I even knocked $500 off the price I wanted. It was a smooth transaction. The guyy looke looked edd hhappy and thanked me immensely ely forr all the help. I beamed back at him. Around 5:00 a.m. the next morning, I got a call. It was the construction ructioon worker, yelling so loudly that I could barely ely uunderstand him. “THEY TOOK IT AWAY,” ” he said over and over again. “REPOSSESSED!” !” I hung up on him and triedd to make sense of the situation. Why would the ld th he car be taken away in the middle of the he night? n Who’s “they”? Liens. Of course. The car ha had ad a lien on it. That’s why it wouldn’t sell ell on a lot. The bank must have seized it due to an unpaid balance. As before, I panicked. I didn’t idnn’t want to get involved in this right now. w. Sure, S I sold him the car, but how was I supposed seed to know it had

a lien on it? I realized the wholesaler* had scammed me! If that fellow had asked for a CarProof history report or even a provincial lien search, I’d be the one screaming. Over the next several hours, I kept letting my phone go to voicemail – I couldn’t bear speaking to the young man. I knew I had to switch phones again. I felt a bit ashamed. But I needed to be selfish about this. At this point, the best thing for me was cash. And lots of it. *Wholesaler – Vehicle sellers may call themselves auto brokers or wholesalers to sound legitimate and cheaper. But if they’re selling to private buyers, they must be licensed as a dealer. Like any curber - an individual posing as a private seller but selling vehicles as a business – wholesalers and brokers offer none of the protection the law provides for purchases from a Vehicle Sales Authority licensed dealer. Walt learned that lesson, sson, but his buyer paid the price.

Ford forges ahead on all fronts The Vancouver International Auto Show gets underway next week. Today, the Driveway team looks at the offerings for 2014 from the Big Three domestic manufacturers in papr and online at drivewaycanada.ca. Ford has been on a roll here in Canada; finishing out 2013 as the top selling brand for the fourth consecutive year. There are some very big products coming from Ford over the coming year that will make a big impact on its sales and image, and you will get a peek at some of them at the Vancouver International Auto Show. The first is the biggest introduction of any automaker this year, the all-new 2015 Ford F-150 full-size pickup truck. The F-150 isn’t just the best selling truck in Canada for almost 50 years; it is the overall sales champ, selling more than any other nameplate. Period. Ford isn’t merely introducing an updated model. No, they went to town, developing a entirely new manufacturing process that will revolutionize the full-size truck space. The body of the next F-150 is built of an aluminum alloy mate-

rial that Ford claims is 318kg lighter but stronger than the outgoing model. In addition, the frame is made of thinner, lighter and stronger high-tensile steel that combined with the body, produces the weight savings. This is an industry first, and a revolutionary approach to building trucks. In addition to a lighter body, the engineers have developed two new engines to compliment the existing 3.5L EcoBoost turbocharged V6 model and 5.0L normally aspirated V8 engine. The first is a new 3.5L V6 engine, replacing the outgoing 3.7L model base engine.

The stance of the new Mustang is lower, wider and more muscular. With a lighter truck, a smaller engine can do the work. A smaller 2.7L turbocharged EcoBoost V6 is also going to be introduced with an auto start-stop function that switches off the engine when the truck is sitting still. Official fuel economy ratings have not been released but Ford executives tell me they hope to have best in class gasoline fuel economy. Other enhancements to the F-150 include a new stepladder that integrates into the tailgate. Ford was the first to have this feature but it has been improved for 2015. The rear tailgate also

has a soft-open feature that prevents the tailgate from slamming down, plus a light switch near the back of the truck to eliminate the bed with new LED lights. The second vehicle that will have a big impact of Ford, but more of an image car, is the all-new 2015 Mustang. Interestingly, about 25 percent of all Mustangs are sold here in British Columbia, so this is a big deal for us. The 2015 Mustang is now going to be sold around the world and developed as part of the “One Ford” approach to making cars they can share in every market.

This means the Mustang will be sold, for the first time, with right hand drive for countries like the UK, Australia and Japan. The stance of the new Mustang is lower, wider and more muscular, with the wheels pushed out to provide better stability. The fastback has a steeper rake and a bigger trapezoidal grille has enhanced the shark nose design. Initially the Mustang will be sold as a coupe and convertible with the base and GT trim, the higher performance models will come later. Inside is another clean-sheet

design, featuring real aluminum switches and dials, with two large gauges behind the steering wheel. The interior looks more upscale than any Mustang before. Under the hood the GT trim continues with the 5.0L V8 with improved valves and cylinders helping to pump out over 420hp. The base 3.7L V6 is also carried over but now with 300hp. The big news is the introduction of a 2.3L turbocharged EcoBoost 4-cylinder with an estimated 300hp and 300 lb.-ft. of torque. For years, the criticism has been the lack of independent rear suspension in the Mustang but this is no longer the case. A fully independent rear suspension will help get all the power down to the ground from all three engines plus provide improved handling. Ford is hoping with this new platform and available engines, this new model will provide as many thrills as any German sports model and for less money. Pricing has not been finalized but expect it to be in line with existing 2014 Mustang pricing. Ford is doing well here in Canada and with all-new products, it will have a good chance of staying number one.

Chevy rolls into town with shiny new wheels The model year 2014 is already in full swing for Chevrolet as it rolls its products into the Vancouver International Auto Show. Many of the new and revamped products are already in dealerships so let’s take a look at what’s especially notable for this year.

Cruze Diesel The popular selling compact from Chevrolet, the Cruz, now comes in an even more efficient setup: the Cruze Diesel. While the diesel model was launched last summer, it bears a 2014 designation. Under its hood is a 2.0L turbodiesel that packs in 151 horsepower and 264 lb.-ft torque. Yes, it has that much torque and is most impressive. According to the Chevrolet, it has a 0-96 km/h (60 mph) performance of 8.6 seconds, “which is better than the Volkswagen Jetta TDI automatic and competitive with German diesel cars that dominate the North American market.” In addition to that, it receives an estimated fuel consumption of 4.2L/100km on the highway and 7.5L/100km in the city.

While the Cruze diesel had already been available in Europe, the proven engine needed to be adapted to North American emissions ratings. It comes standard with a six-speed automatic transmission and 376.6L trunk space. It has an MSRP of $24,945 plus $1,550 destination freight charge.

Impala Chevrolet’s flagship sedan is all new for the 2014 model year. Released in 2013, this fivepassenger vehicle can certainly hold its own in a segment whose competitors are getting stronger and stronger.

Among its redeeming new features, an all-new exterior design. I think it looks great. Having had the opportunity to take it for a test drive, Chevrolet has certainly listened to their customers and in the Impala; it has given drivers a vehicle that has flair, as well as potency. Its cabin/interior also received a major overhaul and the result is pleasing to the eyes and to the touch. The 2014 Impala is offered with three engine choices, including two four-cylinder powertrains and a 3.6L V6. Output for the 3.6L V6 is rated at 305 horsepower and 264 lb.-ft. of torque (358 Nm). That is the highest horsepower output in the segment from a naturallyaspirated V6 engine. The Ecotec 2.5L is part of a new family of four-cylinder engines developed with increased efficiency and greater refinement. It is rated at 196 horsepower and 186 lb-ft of torque The Impala’s Ecotec 2.4L engine with eAssist provides electrical assist in certain conditions to help save fuel. It is rated at 182 horsepower.

Malibu The 2013 model year brought forth an all-new Malibu. That said, not much has changed for 2014, but that doesn’t mean it didn’t get a few enhancements. For example, there’s now a fuel-saving start-stop technology added to the standard model, rear knee room improved by 1.25 inches (31.7 mm) and chassis and suspension developments enhance drive experience. That’s on top off the overhauled Malibu, on the inside and out.

Camaro Z/28 For those diehard track day fans who have been waiting for an

even more performance inspired Camaro, the wait is over. Almost. For 2014, the Z/28 makes its debut. All 2014 Camaro models feature a revised exterior design that integrates high-performance aerodynamics for more efficient cooling and stability at high speeds. However, the new Camaro Z/28 adds features like a full aerodynamics package that creates downforce at speed, which helps make it the most track-capable offering in Camaro’s history. Alongside its aerodynamic prowess, under its hood is a mechanical wonder. Its 7.0L,

LS7 V8 hand-assembled engine was co-developed with Corvette Racing to make it as potent as possible. Its monster engine produces an estimated 500 horsepower and 470 lb-ft of torque. With those figures on paper, don’t expect amazing fuel results! And just like it takes an experienced driver to put it through its paces, your bank account will most likely need to be seasoned, too! Chrysler’s dark days are over ‘‘

Chrysler Canada recently recorded fifty consecutive months of year-over-year sales growth.

A recent surge in sales was led primarily by the introduction of a new Fiat 500L. Expanding the size and appeal of the diminutive Cinquecento (Fiat 500) and offering 42 per cent more interior space plus seating for five, the new 500L is a contemporary and uniquely Italian styling package. If big, bold, and powerful is more your style, the Dodge Charger is a rear-drive, full size sedan with power to match its muscular styling. A new Redline Package comes with 20-inch black chrome wheels, Beats Audio and an upgraded 300 horsepower, 3.6-litre Pentastar V6 engine. If that’s not enough, there’s a new R/T edition comes with a 370 hp HEMI V8 engine. The best selling minivan of all time, Dodge Grand Caravan is the definitive family transporter. It now only comes with a Pentastar 3.5 litre V6 engine - no gutless base engine here - linked to a 6-speed automatic transmission. A new “Blacktop” package includes a black gloss front grille and headlamp treatments plus black polished aluminum wheels, giving it a more sinister appearance. These days, there’s always something new and interesting to see at a Chrysler auto show product display. Big and small it’s got’em all. There’s a super-cute little Fiat that can run forever on litre of fuel over here and a big, brawny heavy-duty Ram 2500 Laramie Longhorn Diesel that can pull a mountain over there. Then there’s value-packed Dodge, go-anywhere Jeep and those top-line Chrysler brand products, including the sleek new (2015) 200 sedan. Gear-heads will, of course, be gathered around the SRT Viper, which reportedly can transport occupants to 100 km/h in less than four seconds. On the business side, Chrysler Canada recently recorded fifty consecutive months of year-over-year sales growth, which is the longest period of continuous market improvement in the company’s history. Globally, 2013 was another great year for parent company Chrysler Group LLC, which reported a year-end net income of $2.8 billion, up from $1.7 billion the previous year. So far, in 2014, the sales growth story continues with award winning new vehicles and there are more new products in the pipeline. The radically redesigned Jeep Cherokee was recently voted 2014 Canadian Utility Vehicle of the Year, by members of the Automobile Journalists Association of Canada (AJAC) and has already achieved best ever mid-size SUV sales results for Jeep. Cherokee is the first Jeep built on a body platform co-developed with corporate partner Fiat S.p.A. The base engine is a fuelefficient 2.4-litre Tigershark MultiAir 4-cylinder engine and there’s an optional new 3.2-litre Pentastar V6 engine. Other engineering highlights include a nine-speed automatic transmission and a new Jeep Selec-Terrain traction control system with up to five customized drive modes. This year the redesigned Jeep Grand Cherokee is offered with a new 3.0-litre EcoDiesel V6 engine option, which is expected to deliver best-in-class fuel economy, a driving range in excess of 1,100 km and towing capability up to 3357 kg (7,400 lb). More agricultural land in the Lower Mainland might actually be farmed if cities crack down on property owners who abuse the current rules to avoid paying higher property taxes. That’s the advice to Metro Vancouver from consultant Scott Bowden of Colliers International, who studied options to intensify agricultural and industrial land use on behalf of the regional district. Bowden said too much land is underused because it’s too easy to qualify for farm tax status, which reduces the property tax owners pay by as much as 99 per cent from what they’d pay at residential rates. “We have seen evidence of this being abused,” he told a recent Metro Vancouver regional planning committee meeting. A Chilliwack man saved more than $100,000 by arranging to have a few llamas put on industrial land he owned,

Bowden said, while similar cases crop up of land owners adding a few cows or other livestock to achieve the “incredible benefit” of farm rates. Bowden said one option would be to substantially raise the current threshold for farm status – it only takes $2,500 in annual agricultural revenue for properties that are four hectares or smaller. Richmond Coun. Harold Steves, who is also a cattle farmer, said the threshold should definitely be raised, adding he’s turned down requests to put a few cows on properties to help owners dodge paying tax. He suspects many owners of giant houses on farmland avoid paying much higher tax bills by leasing out part of their yards to blueberry growers or livestock farmers. Steves said tax relief should be reserved for “bona fide farmers.” Langley Township Mayor Jack Froese said people with secluded country mansions who have no intention of farming shouldn’t be able to get the farm tax break.

“I believe they should be taxed at residential rates,” he said. “There are a lot of land owners who take advantage of the agricultural taxation.” Bowden said cities should consider applying much higher residential tax rates in the Agricultural Land Reserve to increase the cost to wealthy residents who don’t even attempt to seek farm status. Different residential tax rates can be applied in different geographic areas, he said, and the ALR could be defined as such. “We could make it so onerous to be located in the ALR that they would be more inclined to lease their property to a farmer in order to achieve the farm class status.” Meanwhile, Bowden said, legitimate farms should be allowed to average their production revenue over several years so they don’t lose farm status if they suffer the occasional money-losing year. Another reform already enacted last year by the provincial government exempts a larger amount of the assessed value of farm buildings like greenhouses and barns on areas with poor soil.
