The mother of a young woman who died after being struck while walking in the intersection of Sixth and Sixth last year expressed shock after learning the man charged will only face traffic infractions. “Do I feel these charges are strong enough?” said Margaret Snowball, in an email from her home in Perth, Australia. “Most definitely not. Gemma was killed while using a signalled crosswalk by a driver making an illegal turn from what I have been told. To say that I am extremely disappointed in the charges would be an understatement.” Gemma Snowball, 25, was heading home from work at the Royal City Centre Safeway on March 11, 2013 when she was hit by a vehicle as she was walking across the intersection at about 10:30 p.m. She was taken to Royal Columbian Hospital but died two days later, with her family donating her organs for transplant. Established in 1901, the Royal Columbian Hospital School of Nursing followed the model created by Florence Nightingale, and graduated nurses until 1978. Her family and Canadian hosts have expressed frustration with New Westminster Police Department (NWPD) at the length of time it took for charges to be forwarded to Crown. Charges were recommended by NWPD in January, and on Friday, Crown counsel announced that Ryan Follack, 29, of Kelowna has been charged with the Motor Vehicle Act offenses of driving without due care and driving without reasonable consideration. The charges come with a minimum $100 fine, and at maximum would result in a $2,000 fine or up to six months in jail. The victim’s mother expected something more serious. “I would have thought that the death of a pedestrian would fall in the high end of charges and cannot understand the

Port Metro Vancouver CEO Robin Silvester said he’s “very, very surprised” at Van Buynder’s comments. “We’ve listened to all of the input he’s given us,” Silvester said. “We’ve considered it very carefully. And we’ll be answering all of his questions that are relevant to our scope.” Many of the issues raised by the health officers are beyond the port’s jurisdiction, he added.

It was a big commitment, but an important one, said Pollard. “Our employees really reflect our community,” she said. “There should be an expectation that staff will take the time to listen to anyone who visits.” To facilitate that, the city has also created a “language bank” to draw from the background and skills of its employees. If a visitor to a civic facility can only communicate in sign language, for instance, an employee can call up the language bank to find an employee who might be able to translate. The city has dozens of languages in the bank, said Pollard, from Arabic to Swahili to Tagalog. Stark said the Safe Harbour program can break down barriers for people who may not know how civic institutions function. As staff turn over and the needs of the community change, training will be ongoing. “Human rights is a constant commitment,” said Stark.

Asked how it can be appropriate not to refer significant new findings back to the health officers for review ahead of a decision, Silvester said the port already has a very good understanding of their concerns. “They’ve asked their questions. They’ve set out very clearly what their concerns are. And we’re now making sure those concerns are being answered,” he said. Silvester said the port has hired consultants Golder and Associates to act as an independent third party to advise on the completion of the environmental assessment and analyze new findings. Transportation and Infrastructure Minister Todd Stone may have found the elusive mix of provincial and local control in running TransLink when he made his hasty announcement earlier this month. Without the courtesy of advance notice to Metro Vancouver mayors, Stone unveiled a list of peace offerings to the mayors, designed to get the interminable TransLink debate off his desk. First, he extended the deadline for the TransLink referendum, detaching it from this November’s civic elections and giving the mayors until June to come with a “vision” for TransLink – to sell to voters during a referendum at some later date. This measure itself could be therapeutic for all. TransLink has its Regional Transportation Strategy, which details its long-term plans. That document could form the basis of the “vision,” which would set items such as a subway to UBC or LRT to Langley and the order in which to do them, and how to pay for them. Presumably, that would be explained in the referendum question, though no one knows for sure. Government MLA Doug Bing said the question could be a softball one, on which all can agree, easily earning a ‘yes’ vote – allowing everyone to move on. Stone’s Feb. 6 letter to the mayors included a major carrot – an offer of one-third provincial funding for “major new rapid transit” projects and replacement of the Pattullo Bridge. Now, if only Stone can have his department consult and coordinate, even defer to TransLink before doing its mega Lower Mainland auto-oriented projects (such as replacing the Massey Tunnel), so taxpayers’ dollars are used to maximum effect. Hard-pressed taxpayers and commuters from Vancouver to Hope deserve as much. – Maple Ridge News

The Liberals will also create a 10-year skills training program, a 10-year labour agreement with teachers, and a 10-year transportation plan. Since none of those timelines fall within a contemporaneous context, none of them can come back to bite the government in the hind quarters when the next election arrives. Or the one after that. Oh, and the Liberals will also formally apologize to the Chinese-Canadian community for historical wrongs.

Living wage letter sparks lively debate Re: Why a fair living wage is the right thing to do (Letters, NewsLeader, Feb. 19) I had to respond to Bill Zander’s letter. How is criticism of Canada and B.C. fiscal policies backed up by references to bank bailouts and tax cuts that happened in the U.S.? Wealthy people made more money than poor in the stock market since 2008. Basic math would tell you that. But what of the gains that has created for working people in increased personal, company, and even government pension plans? And by the way, those wealthy also lost the most in the 2008 crash, but who cares about that, right? Our tax system may not be perfect but it does account for ability to pay or not. About 47 per cent of B.C.’s adult population pays no B.C. income tax at all. Meanwhile, the top 5% of earners earned 25% of all income but at least paid 45% of all taxes with it. I would love to see evidence to back up the notions that an average worker’s standard of living has declined in the last 30 years. Or that social program spending has declined. Who benefits from Living Wage poLicy? Re: Why a fair living wage is the right thing to do (Letters, NewsLeader, Feb. 19) Bill Zander’s class warfare narrative against the “top 10%” is unworthy of anyone engaged in public discourse. In Canada, an income of
about $85,000 qualifies one to be in the top 10%. Mr. Zander overlooks that this class enemy also pays about 62 per cent of total income taxes. When they die or sell an asset, our efficient tax system collects an average $200,000 to $250,000 of income tax per $1,000,000 of capital gains. We need more 1 and 10 per centers, not fewer. The 10% includes not just business owners and investors but rock stars, pro athletes and all the judges in Canada. It also includes many teachers and professors, and school and hospital administrators. In B.C., generous families like the Diamonds, Cohens, Sauders, Beedies and Aquilinis raise money and donate huge amounts to the arts, science, education and medical research. Contrary to Mr. Zander, corporate bailouts or handouts are neither capitalism nor free enterprise. Whether bailing out GM, who first used the money to pay bonuses for top people; or Chrysler, today, telling governments: you need to give us $500M to keep our factories open in Canada, it is political graft, rewarding waste and incompetence, and a misuse of taxpayers’ money. It is amazing Mr. Zander fails to connect the dots to the Fair Wage Policy. Same corrupt principles, different monetary amounts. A better question for Mr. Zander to ask is: when the taxpayers are plundered and pillaged, who benefits? The policy is an exercise in raw political power. Alan McNulty New Westminster

medicare Leadership needed Medicare is in danger. When the Health Accord expires March 31, Ottawa is downloading important decisions to the provinces and territories. This is the legal agreement that commits leaders to the Canada Health Act, its goals and responsibilities. It is currently supported with a 6% funding increase per year. Along with reductions in equalization transfers, the funding stands to be heavily reduced over the next several years. Prime Minister Stephen Harper will not discuss primary care, long-term care, cost-effective pharmaceutical strategies and more. Harper is opting out of participating at the table. Now, in seniors’ hours of need, will Medicare be dismantled? Studies show that the elderly prefer to stay in their homes, with a provision of suitable care. We know now the cost for delivery is much lower than the long term cost of care in care homes. Without federal participation and commitment, who will ensure the best, most costeffective strategies? Ask your local leaders to urge our Prime Minister to come to the table and talk with health care and community leaders. We need collaboration to extend the Health Accord to allow fair medical care now and tomorrow. Carla Evans New Westminster

The threat of bill collectors or being refused driver’s licence renewals appears to have spurred more transit fare evaders to pay their fines. But the latest statistics from TransLink show most of those who are caught still ignore the $173 tickets.

About 29 per cent of the 36,300 fines issued between September 2012 and the end of 2013 have been paid, generating $1.8 million off 10,400 paid tickets. That’s up from the fine payment rate of about 16 per cent in previous years, when TransLink had no way to enforce payment. Since the fall of 2012, new provincial legislation makes ICBC block auto insurance and driver’s licence renewals for fare evaders who don’t pay fines, and allows TransLink to send them to collection agencies. TransLink spokesperson Jiana Ling noted some tickets issued in late 2013 are not yet in arrears because of the 90-day window to pay, and other tickets issued over the past 18 months are being disputed through the courts. Fare evasion fines
go up $40 if they’re not paid within six months and they go up $100 if unpaid after a year. Ling said there are also signs somewhat fewer people are trying to cheat the transit system in the first place. Fare checks by Transit Police and TransLink security show 4.8 per cent of passengers checked system-wide from last May to August had not paid the correct fare, and they include people who may have paid for too few zones out of error. “It’s a bit of an improvement,” Ling said. “It’s down marginally from previous periods of five per cent, with the buses showing the most improvement.” TransLink expects fare evasion will diminish further as a problem later this year when new transit faregates and the Compass card payment system are fully activated. twitter.com/jeffnagel

New Westminster and Surrey politicians are split on what should be built to replace the Pattullo. Surrey council has pushed for a six-lane replacement. But New West says its streets can’t handle that much traffic and instead wants a new Surrey-Coquitlam bridge that would let most traffic bypass the royal city. TransLink was expected to present a refined list of alternatives and findings following previous Pattullo consultations last year.
TransLink has postponed planned public consultations on the replacement of the Pattullo Bridge, saying it’s more urgent to work with Metro Vancouver mayors and the province to craft a transit expansion plan ahead of an expected regional referendum. Public meetings in New TransLink had planned to start public Westminster, Surrey and consultations this month. Port Metro Vancouver recorded nine per cent growth in overall cargo moved in 2013, with increases in coal, grain and container shipments leading the way. Coal shipments – which have been controversial – climbed 17 per cent to 38.2 million tonnes, split
between about 26 million tonnes of steelmaking coal and 12 million tonnes of thermal coal. The port’s coal shipping capacity is expected to climb with a pending expansion in North Vancouver and, potentially a new terminal at Fraser Surrey Docks that has hit strong opposition. Coal now makes up 35 per cent of port exports. Container shipments were up four per cent in 2013 to 2.83 million
containers. Port Metro CEO Robin Silvester said that gain stems from more containerized grain exports and increased imports of consumer products to Canada to meet rising consumer demand. It’s close to the port’s long-term expectation of five per cent a year overall container growth that Silvester said is the basis for the proposed Terminal 2 expansion at Deltaport. “The growth we’ve

One of the most visible infrastructure upgrades – the Roberts Bank Rail Corridor work to build eight railway overpasses in Delta, Surrey and Langley – should be finished within a year, he said. The overpasses will reduce road congestion from trains blocking level crossings that would otherwise worsen as port traffic grows. They’ll also reduce or eliminate train whistling. Silvester said
the port projects a doubling of container shipments over the next 15 years or so and up to 30 per cent growth in grain handling. He said last year’s growth of 11 million tonnes of cargo – to a record 135 million tonnes overall – was the equivalent of adding an entire medium-sized port in Metro Vancouver. He said the port supports 60,000 jobs in the Lower Mainland that earn 50 per cent more than the average wage. Slightly fewer oil tankers loaded at Kinder Morgan’s Westridge Terminal in Burnaby – 48 in 2013 compared to 50 in 2012. Oil tanker visits are expected to soar to 400 per year if the Trans Mountain pipeline twinning proceeds. Silvester said the drop in oil exports was because refineries in Washington State took more crude via a branch of the pipeline that serves them, leaving less for Kinder Morgan to export. More than 812,000 cruise ship passengers visited Vancouver – a 22 per cent increase – and the total number of cruise ships visiting climbed to 235.
