New Westminster is one of the best-served cities for transit in the Lower Mainland. But there’s still more the city could do to encourage car-free living, says Coun. Jonathan Coté. That’s why he presented a motion to council on Monday calling for the city to develop a strategy and policy to increase car sharing options in the city, and to identify barriers that are keeping car sharing operators from putting their vehicles in New West. Coté says New Westminster’s ready access to transit and dense population makes it an excellent location for car sharing services. But a parking spot in Sapperton the city designated for car sharing had to be abandoned because it was always being occupied by illegal parkers. The car co-op Modo has six vehicles in New West and a couple of designated parking spots set aside in the private lot at the west end of River Market.

Hilary Henegar, Modo’s marketing director, says changes to parking bylaws in Vancouver, which created a special designation that allowed car sharing vehicles to park for free in any resident or permit parking spot has been the main

reason for the co-op’s growth in that city. “It creates an incentive to not drive your own personal vehicle,” says Henegar. She says as developers take advantage of municipal incentives to

include car sharing as amenities in new buildings, they’re also becoming more popular in the suburbs. Coté says parking bylaws and working with developers are among the ideas he’d like New Westminster to explore to increase car sharing options for residents. “I want to open the discussion,” says Coté. “I think there’s significant demand.” That’s been Modo’s experience, says Henegar. Since one resident’s enthusiasm to sign up new members first got the co-op to expand its service to New West in 2012, Henegar says the city “has been a really fast growing area for us.” Coté is convinced that growth could be accelerated if the city plays a part. “Car sharing has filled a big void,” says Coté of people who are choosing to eschew owning their own car. “It’s far more efficient and gives people options.”

“It seems like we’re getting less competition with Thriftys moving out and Save-On moving in,” said Coté. MacKenzie said the October 2011 arrival of the Thrifty Foods store in the initial phase of Wesgroup’s Brewery District development had a major impact on Sapperton. “Thriftys was suited for our neighbourhood,” said MacKenzie. “It’s mostly working class [with] some professional class people who care about their community and health. Thriftys had a selection of both organics and nonorganics, premium products and sale products. They were deeply involved in the local community, and not

just on a couple of things, it was day-in and day-out. You just felt a sense they wanted to be there, and the community responded. “It feels like a small local chain but with Sobeys behind it, it made it affordable to our neighbourhood. [The Competition Bureau] wouldn’t get that.” MacKenzie hasn’t seen anything to indicate Overwaitea would match what Thriftys provided, including being open 24 hours a day. “They haven’t bought our goodwill. They will have to earn that, just like Thriftys did.” Coun. Lorrie Williams, another Sapperton resident, recently took her community’s concerns to the bureau when she was

In an email to the NewsLeader, a spokeswoman said the bureau took into account community comments and “relevant facts and information.” “The bureau concluded that Overwaitea’s purchase of the Royal City Safeway would not lead to a substantial lessening or prevention of competition in the retail sale of a full line of grocery products in any relevant market,” said Mélanie Beauchesne.

Workshop proposed for heritage home owners Owners of heritage homes in New Westminster will be able to learn new ways to make their home more energy efficient and eco-friendly if city council approves a proposal to bring back the Heritage Register Homes Workshop in April. This year’s workshop will take place April 26 at city hall and would include information booths in the lobby and keynote speakers on improving energy conservation and comfort while maintaining or enhancing the heritage or character elements of a home. Homes that are on the heritage register must have heritage value and are eligible for special provisions in the BC Building Code and the Homeowners Protection Act. Alterations or demolition can’t be done on registered homes until the work is reviewed by a special commission.

Inspections yield results The New Westminster police’s traffic section took 20 vehicles out of service, towed 12 away and issued $2,400 in provincial fines and $400 in municipal fines during a commercial vehicle inspection last Wednesday. The NWPD, with the help of several partner law enforcement agencies, set up along Royal Avenue across from City Hall for six hours and pulled over 54

trucks for inspection. It was the second monthly inspection carried out by the department in 2014. In the January inspection, 81 vehicles were inspected and 38 taken out of service with $7,700 in provincial and municipal fines issued. In 2013, the NWPD reports it inspected 729 vehicles with 244 taken out of service and more than $72,000 in fines. New West police said the department is also planning to hire two dedicated commercial vehicle inspectors for the city. “The NWPD are very aware that traffic management is a challenge for New Westminster,” said Chief Const. Dave Jones. “This initiative will enhance our ability to work on commercial vehicle safety and allow more focus on other traffic issues.”

The Shops at New West is going under cover. Nu-Westech Engineering Ltd. has applied to the city for an exemption to the construction noise bylaw so it may erect a glass atrium above the SkyTrain guideway that bisects the mall. The work, which consists of erecting support columns and roofing, can only be done when SkyTrain isn’t operating. The

company estimates construction will take approximately four months, beginning March 3. New West bylaws restrict construction activities to 7 a.m. to 8 p.m. on weekdays and Saturdays. Nu-Westech is proposing to do its work between 1 and 7 a.m., Monday to Friday. When it opened in 2011, the Shops at New West Station was the first commercial project built completely around a transit line with 221,000 square

Anti-bullying video gets honours Four students from New Westminster secondary have received special mention for their submission to the third annual United Way Care to Change video competition. The competition challenged aspiring filmmakers to create films about important issues in their community like bullying, childhood poverty and seniors’ isolation and challenge people to do something about them. Joey Chandler, Jacob Dabic, Phelan Glenn and Jethray Tecson hit the streets of New Westminster for their video, Spread the Glove, in which they offered passersby a glove, before clarifying they meant love and gave them a paper heart instead. But the concourse area on the south side of the SkyTrain guideway and platforms was left open to the elements, subjecting shoppers to rain and snow. That will no longer be the case once the new atrium is installed, said Terry McSweeney, the owner of Nu-Westech, which also recently installed glass skylights into the canopy over the SkyTrain platforms to make them brighter. “It’s going to give some protection to the shoppers so they won’t get wet anymore,” said McSweeney. To reduce the impact of construction noise, notices will be delivered to residences in the area, including a phone number for any concerns, workers will be supervised and instructed how to minimize noise and equipment will be checked to ensure it’s in proper working order.

Metro Vancouverites love a deal. That’s why they line up to cross the border for savings in the U.S. or drive far out of their way to cross an untolled bridge—never mind the waste of gas and lack of value they place on their time. So the key to selling higher taxes to finance more transit expansion and bridge replacements will be appealing to their wallets with some personal benefit beyond paternalistic assurances that they must sacrifice for the livability of the region. Some have suggested reducing the existing 17-cent-a-litre TransLink gas tax if a vehicle levy or comprehensive road-andbridge tolling is imposed. Here’s another idea. Imagine a $200 per year vehicle levy is imposed. But half of that – $100 – is returned to the vehicle owner in the form of a credit they can direct to either their TransLink Compass card account or their TReO tolling account. Drivers who shun toll bridges would be encouraged to cross them at least some of the time, helping unclog traffic jams on free crossings. Those who rarely commute across tolled bridges could take the Compass credit instead and have more incentive to use transit. Either TransLink or the province would get the credits eventually, so the revenue wouldn’t vanish, and the credits could be time-limited if necessary. The concept could form one of a series of value propositions that may better inspire a short-term focused me-first public that has difficulty imagining the gridlock of the future if nothing is done. There is no magic wand to solve Metro Vancouver’s transportation challenges. The reality is we will all have to pay more somehow. But it’s thinking like this that’s needed if the province remains determined to give voters the final say over TransLink expansion in an eventual referendum.

Long-time resident’s take on traffic Attention: Todd Stone Transportation Minister I was born in New Westminster almost 60 years ago and I’ve been a resident most of my life. I presently live at East Sixth Avenue and McBride Boulevard, which is about a half mile north of the Pattullo Bridge. I am a retired police officer having served almost 30 years with the New Westminster Police Department, retiring in 2004, and I’m a retired major from the Canadian Armed Forces Reserve. I am not politically connected or active with any group. I have a Class 1 license and after retiring I’ve driven trucks and buses in the Metro Vancouver area. I’m a concerned citizen. I’ve sat back and watched, listened and read information on the traffic problem facing New Westminster and the increase in traffic, and especially truck traffic in the city. If any of your staff tell you there is no increase in either car or truck traffic through New Westminster over the past few years and in particular this past few months, they are out of touch with reality and the facts of what is happening.

Ted usher And this traffic is not a sign of economic growth. I work Monday to Friday, and a year or so ago I could leave my street at 8 a.m. to access East Sixth Avenue. I could easily turn right or left without any wait as there was little or no traffic. When the tolls were introduced on the Port Mann I noticed an increase in traffic. Not a great deal but slightly. The same for when I came home in the evenings northbound on McBride Boulevard. I could easily drive all the way north to East Sixth Avenue and turn east and access my home street without any wait or delay due to traffic. Since the tolls increased on the Port Mann Bridge, when I now exit my street onto East Sixth, there is a lineup of cars that stretches from McBride back east to almost the entrance

to the Canada Games Pool and Cumberland Street. This is each morning now. And in the late afternoon I come up off East Columbia, across Royal Avenue and merge onto McBride and I now pretty well stop at the pedestrian overpass just north of the Pattullo Bridge—a distance of about five city blocks from where I stopped only a few months ago. It now takes me about 10 minutes of moving along McBride to get to East Sixth. And then that is even plugged with traffic as drivers move off McBride to try to go through the residential areas to make it to Burnaby or Coquitlam. As a truck driver I am fully cognisant of the trucks on the road. I’m keen on trucking, so I notice them. And there has been a dramatic increase in trucks on McBride, Royal Avenue and East Columbia. I would say as much as 50 per cent. That is not an exaggeration. All you need to do is see for yourself, and come to our beautiful Queen’s Park and sit on a bench in the afternoon and watch McBride Boulevard and you will soon see.

You also need to notice that trucks are now lined back along East Columbia Street all day long trying to access the Pattullo Bridge. Most of the trucks are hauling containers and they are mostly owner operators, so any fees, they pay. Minister Stone, I am telling you that the tolls on the Port Mann Bridge have increased the traffic in New Westminster to the point of silliness. New West is a hub city, and in my years of working the streets of the city as well as driving and living here, the increase in traffic has reached the peak. What you or the other politicians do about it really is of no major concern to me as I plan to move out of the area in the next three or so years to quieter places. But I thought I’d send my 25 cents worth, and perhaps it may help you understand the situation from a person who is not politically motivated. Metro keeps incinerator forecast despite skeptics Doubts remain on waste-to-energy business case Jeff Nagel Black Press

Metro Vancouver is sticking for now to its estimate that it will need to incinerate an extra 370,000 tonnes per year of garbage, despite concerns the regional district is poised to over-build a new waste-toenergy plant. Metro’s zero waste committee was told by staff Feb. 13 that there might be just 250,000 tonnes of garbage left to be burned under one potential scenario after the region stops sending waste to the Cache Creek landfill. But that would depend on achieving an 80 per cent recycling rate some consider unreachable and it assumes no increase in garbage generated from a growing population or economy. As a result, Metro officials are maintaining the 370,000tonne estimate based on more conservative recycling and growth projections, but that could still be revised ahead of an eventual call for bids from companies seeking to build a new wastefired plant. The regional district is part way through its procurement process and aims to pick a winning proponent by 2016. Port Moody Coun. Rick Glumac argued needed waste-to-energy capacity could end up much lower if private firms build advanced new material recovery facilities (MRFs) that could pull large amounts of recyclables out of the waste stream that will otherwise be

burned or dumped. He pushed Thursday for a more detailed review of the entire incineration business case, which pre-dates Metro’s recent decision to allow MRFs to operate, subject to restrictions. “It’s a big game-changer,” Glumac said. “If a number of these facilities are built in the region and if it doesn’t make sense to build an incinerator, then we shouldn’t.” He noted Coquitlam has endorsed a plan for a MRF to be built there that could process 260,000 tonnes per year. Metro’s assumptions don’t yet make any allowance for a reduction in garbage needing incineration due to MRFs. Glumac said the regional district must remain open to new information. Burnaby Mayor Derek Corrigan cautioned the Metro board decided to pursue the recovery of energy from waste ahead of landfilling and it is not the committee’s role to try to overturn that decision. He called MRF proponents “snake oil salesmen” who really aim to be middlemen that keep landfilling garbage in a slightly

different form. Corrigan predicted it would be “incredibly expensive” for Metro to reach the 80 per cent recycling rate needed to slash the required incineration capacity. “[Our citizens] are not going to be prepared to see their tipping fees go up exponentially,” he said. “When the numbers get big they’ll choke.” He said Metro’s 80 per cent longer term target is an “aspirational goal” that may not be met. Critics have long argued there will be little left that readily burns once new recycling initiatives are in place. But solid waste manager general manager Paul Henderson said the energy content will be essentially the same, because the planned removal of low-energy organic food waste will balance the loss of high-energy paper, plastics and wood. If the region ends up with excess waste-to-energy capacity, Metro officials say they can scale down use of the existing Burnaby incinerator.

The zone would also allow a maximum building height of 55 feet (16.5 metres) and would set the resident parking requirement at one parking space per unit which would be 91 spaces. The applicant would be required to enter into a Section 905 Housing Agreement and Section 219 covenant which would ensure that the units remain in rental tenure for a minimum of 40 years, deal with the ownership and management of the units and ensure that the units cannot be strata titled. The Public and Institutional (P-1) zone would permit a range of park and institutional uses on land that is to be transferred to the City as part of the adjacent riverfront greenway which is already zoned P-1. Currently there is a covenant registered on the title all of the property in the Port Royal Development that limits the number of units on the site to 1171 units. If this development proposal is approved then the final unit count in the Port Royal Development including the 91 Secured Market Rental units would be 1316 units. In conjunction with the consideration of this development application New Westminster City Council will consider a motion to discharge the covenant that limits the number of units in the Port Royal Development. PINK SHIRT DAY Putting a stop to bullying on Pink Shirt Day… Kerry Vital / Black Press Names such as Amanda Todd and Rehtaeh Parsons are sadly well-known to many Canadians. Both teens committed suicide after years of bullying at the hands of classmates. On Feb. 26, Canadians will recognize Pink Shirt Day, a day devoted to preventing bullying and helping children and teens who are being victimized. For some people, bullying hits very close to home. Tad Milmine, now an RCMP constable, is one of them. As a child, Milmine was bullied relentlessly by classmates and locked in the basement by his stepmother every day for 12 years. His father, an alcoholic, never tried to help him, even when Milmine’s stepmother verbally abused him. “I always held out hope that one day an adult would see that I was in the basement and perhaps ‘rescue’ or ‘save’ me,” he says. “No one ever came.” At 17, Milmine ran away from home and cut all ties with his father and stepmother. Still, he struggled with being extremely introverted and emotional. While he had dreamed of being a police officer for much of his life, he didn’t feel confident enough to act on that dream. At 33, he finally felt able to take that step and do what he loved after encouragement from an officer he met while playing baseball. “I never acted on my dream because I truly believed it was just a dream,” he says. “I thought that dreams weren’t meant to be achieved.” Milmine was moved by the 2011 suicide of Ontario teen Jamie Hubley, who killed himself after years of bullying for being gay and a figure skater, to start Bul-

lying Ends Here, a website that tells Hubley’s story as well as his own. Milmine has travelled all over Canada and the U.S. speaking to students and encouraging them to contact him if they need help. In the presentations, he shares his own story and that of Hubley, and tells the students that he understands what it’s like to be an outcast, and that he too is gay, just like Hubley. He shares this information to point out that he is no different than the people listening to him in the audience. “I never let my sexuality stand in the way of living out a dream,” Milmine says. “I never let the negativity while growing up stand in my way.” Milmine’s presentations are done on his own time and with his own money. “I always wanted to ‘help’ people and today I am lucky enough to be in that position,” says Milmine. “Youth need to know that nobody can help them if they don’t speak up. Mayors eye quick referendum on car levy for buses Province resistant to tolls on its bridges for TransLink Jeff Nagel Black Press

The province’s reluctance to allow comprehensive road and bridge tolling may spur Metro Vancouver mayors to instead pursue a speedier referendum just on a vehicle levy. The mayors met Transportation Minister Todd Stone Friday and emerged without any deal but predicted a flurry of further talks in the weeks ahead to negotiate new funding sources for TransLink expansion. Mayors’ council chair Richard Walton said mayors still hope to persuade the government to back tools like road pricing, a regional sales tax or a share of carbon tax. But if a vehicle levy is all the province will allow, he said, there’s

no sense in delaying a referendum until mid2015 – as Stone has offered. “If ultimately it comes down to going to referendum on a vehicle levy, we could virtually have it this fall,” Walton said. He said a single source that generates relatively little money would force the mayors’ council to use the new revenue strictly to put more buses on the road and shelve efforts to build new rapid transit lines in Surrey and Vancouver. “It depends on how many funding sources the province allows. If it’s fairly minimal, the only thing you can do is go for your first priority, which is buses.” An annual fee on each registered vehicle in Metro would be simple and easy to apply, unlike a complex road pricing system that would take years of study. Stone wants mayors

to hammer out a transit expansion priority list and the tax tools to fund it by the end of June. The minister said he does not rule out road pricing as a tool if the mayors want to discuss it. But Stone said it’s the province’s current position that any future tolls generated by provincial bridges and highways – such as the North Shore bridges, the Alex Fraser and the Massey Tunnel – should be reserved for their maintenance and replacement and not be diverted to TransLink. “If the mayors want to have a conversation with me about a regional road pricing policy, I’m prepared to have that discussion with them,” Stone said. “I’ve also made clear that up to this point our position is that we’re going to be pretty protective as a province of the revenues generated from provincial assets.” Revenue from Port

Stone emphasized any new taxes or tolls proposed for TransLink must be affordable, have minimal impact on the regional economy and draw strictly from Metro Vancouver, not the rest of the province. Walton said it would be “virtually impossible” to develop a workable road pricing system in the region if provincial bridges and highways are excluded, leaving only the TransLinkcontrolled ones – the Golden Ears, Knight Street and Pattullo bridges. Surrey Mayor Dianne Watts said she believes a road pricing system can be designed that shares the revenue and meets the goals of both the province and TransLink. She said the province’s proposals to the mayors aren’t
